    Congress enacted the Bonneville Project Act in 1937, creating the Bonneville Power Administration to market and transmit the power produced by Bonneville Dam on the Columbia River. Since then, Congress has directed BPA to sell at wholesale the power produced at a total of 30 Federal dams in the Pacific Northwest, and to acquire conservation and generating resources sufficient to meet the needs of BPA`s customer utilities. The dams and the electrical system are known as the Federal Columbia River Power System. Bonneville sells wholesale power to public and private utilities, rural cooperatives, large industries, and Federal agencies. BPA also sells or exchanges power with utilities in California. BPA uses revenues from the sale of power and transmission services to recover its own expenses, to repay the Federal investment in the power system, and to pay for the resources it has acquired. BPA pays for operation and maintenance expenses at the Federal dams and at non-Federal power plants. It also pays for irrigation benefits of Federal projects allocated to power to repay, and for fish and wildlife projects which offset damage to these resources by the Federal hydropower system. This document is the 1991 statement of budget, financial statement, cash flows, capitalization, expenses, and projects. An organization chart is included.

    The Bonneville Power Administration`s 60th anniversary year exceeded expectations. Net revenues were the best since 1991, which demonstrates that earlier decisions to transform BPA into a smaller, cost-conscious, customer-focused organization were the correct decisions. The region`s evaluation of the agency`s role in the Northwest was as gratifying as the positive financial position. Through the Comprehensive Review of the Northwest Energy System, the region concluded that BPA has been and must continue to be an important economic and environmental benefit to the Northwest. BPA occupies a unique position in the region that is crystallized in the agency`s new purpose statement: to meet their public responsibilities through commercially successful businesses. The agency must be commercially successful to provide funding for public responsibilities such as its fish and wildlife program, conservation, and reliable power and transmission systems. But the heart and soul of the agency is providing benefits that reflect the public service orientation that inspired the agency`s creation 60 years ago. BPA will provide the region with power at cost, provide preference to the region because the river on which the hydro system is based is a regional resource, and continue to see that its power flows to the little guys. It is just as important that BPA deliver power to the region`s residential and rural consumers now as it was when the agency brought electricity to rural areas for the first time.

    Bonneville Power Administration (BPA) is responsible for mitigating the loss of wildlife habitat caused by the development of the Federal Columbia River Power System. BPA accomplishes this mitigation by funding projects consistent with those recommended by the Northwest Power Planning Council (Council). The projects are submitted to the Council from Indian Tribes, state agencies, property owners, private conservation groups, and other Federal agencies. Future wildlife mitigation actions with potential environmental impacts are expected to include land acquisition and management, water rights acquisition and management, habitat restoration and enhancement, installation of watering devices, riparian fencing, and similar wildlife conservation actions. BPA needs to ensure that individual wildlife mitigation projects are planned and managed with appropriate consistency across projects, jurisdictions, and ecosystems, as well as across time. BPA proposes to standardize the planning and implementation of individual wildlife mitigation projects funded by BPA. Alternative 1 is the No Action alternative. Five standardizing alternatives are identified to represent the range of possible strategies, goals, and procedural requirements reasonably applicable to BPA-funded projects under a standardized approach to project planning and implementation. All action alternatives are based on a single project planning process designed to resolve site-specific issues in an ecosystem context and to adapt to changing conditions and information.

    This report documents the results of the US Department of Energy's (DOE's) Environmental Audit conducted by the DOE Headquarters Office of Environmental Audit within the Bonneville Power Administration's (BPA's) Lower Columbia Area. The BPA facilities included in the Audit are the Ross Complex in Vancouver, Washington; the substations of North Bonneville, North Bonneville Annex, Camas, and Longview within the state of Washington; and the Acton and Troutdale Substations within the state of Oregon. The independent Audit was conducted by a team of professionals from DOE and contractors. The purpose of the Audit is to provide the Secretary of Energy, Admiral James D. Watkins, Ret., with the status of environmental programs within BPA's Lower Columbia Area. The Environmental Audit team identified 25 findings dealing with the lack of conformance with federal and state laws and regulations and DOE Orders, and 7 findings in which BMPs were not attained. Although all findings require corrective action, none required cessation of operations or reflect situations that present an immediate risk to public health or the environment. The Audit team noted inadequacies in PCB management included storage, labeling, reporting, and spill control. The most significant causal factors for the findings include lack of policy implementation throughout the Lower Columbia Area, inadequate training of personnel charged with environmental protection, lack of standard operating procedures for many programs, lack of reviews and appraisals, and an inaccurate perception of low risk for environmental concerns.

    The Bonneville Power Administration (BPA) has a statutory obligation to supply cost-effective electric power to its customers. BPA must also be consistent with the Pacific Northwest Electric Power Planning and Conservation Act, which requires consideration of the Northwest Power Planning Council`s Conservation and Electric Power Plan and Fish and Wildlife Program. The challenge is to operate effectively within an increasingly competitive and dynamic electric utility market while continuing its commitment to the National Environmental Policy Act (NEPA). BPA developed a tiered approach to its environmental analyses associated with energy resource planning and acquisition. The Resource Programs Environmental Impact Statement (RPEIS) is a programmatic document designed to support energy resource decisions for several years. The RPEIS includes a description of the environmental impacts and potential mitigation measures for various energy resources-including conservation, efficiency improvements, renewable resources, cogeneration, combustion turbines, nuclear, and coal. Information was also provided on fuel switching, load management, and emerging technologies. After analyzing the environmental trade-offs among resources, the RPEIS focuses on the cumulative effects of adding these resources to the existing power system. The Record of Decision documents that BPA`s resource acquisitions will include all cost-effective conservation and efficiency improvements, supplemented by a mix of renewables and thermal resources. Subsequent site-specific documents have been prepared on individual resource acquisitions. By focusing environmental reviews on the actual issues ripe for decision and by providing timely environmental information to the public and to the decisionmakers, this tiered approach led to better decisionmaking. BPA was able to operate in a more business-like manner while assuring NEPA compliance.

    In 1991, in order to provide BPA's management with environmental information for decision making, and to comply with the National Environmental Policy Act (NEPA) of 1969, BPA completed 15 environmental impact evaluations and decision documents, with many more in progress. BPA received the results of two US Department of Energy (DOE) environmental management audits, which noted areas for improvement in our operations. We completed Action Plans in response to each DOE report. We received one administrative complaint from the US Environmental Protection Agency (EPA) concerning a 1990 spill in Arlington, Oregon, caused by a BPA subcontractor. BPA responded promptly to EPA's findings and concerns. There were 32 new spill/release incidents, most involving failure of Polychlorinated biphenyl (PCB) capacitors. Cleanup of these spills/releases has proceeded satisfactorily. BPA continued vigorous efforts to clean up substations contaminated with residuals of oil and PCB from past spills. BPA took several actions to improve our environmental performance with respect to water quality. The BPA environmental team developed a long-term schedule for environmental appraisals and audits, identifying facilities and projects that will receive audits through 1996.

    This feasibility study examines reliability centered maintenance (RCM) as it applies to Bonneville Power Administrations (BPA) substation maintenance program. Reliability techniques are examined in evaluated. Existing BPA equipment maintenance procedures are documented. Equipment failure history is considered. Economic impacts are estimated. Various equipment instrumentation methods are reviewed. Based on this analysis a prototype system is proposed. The prototype will be implemented in two phases. Phase 1 is to be completed in 1992, it includes instrumenting one power transformer and one oil circuit breaker. Software development will focus on displaying data. Phase 2 is to be completed the following year. The remaining transformers and breakers will be instrumented during the second phase. Software development will focus on predictive maintenance techniques and maintenance decision support.

    The Bonneville Power Administration is a federal nonprofit power marketing administration based in the Pacific Northwest . Although BPA is part of the U .S . Department of Energy, it is self-funding and covers its costs by selling its products and services . BPA markets wholesale electrical power from 31 federal hydro projects in the Columbia River Basin, one nonfederal nuclear plant and several small nonfederal power plants .     This report describes the process and results of a demonstration of solid-state lighting (SSL) technology in the lobby of the Bonneville Power Administration (BPA) headquarters building in Portland, Oregon. The project involved a simple retrofit of 32 track lights used to illuminate historical black-and-white photos and printed color posters from the 1930s and 1940s. BPA is a federal power marketing agency in the Northwestern United States, and selected this prominent location to demonstrate energy efficient light-emitting diode (LED) retrofit options that not only can reduce the electric bill for their customers but also provide attractive alternatives to conventional products, in this case accent lighting for BPA's historical artwork.

    This publication includes the Bonneville Power Administration`s (BPA) authorities. It combines the two previous booklets of BPA authorities` and adds: sections of certain Appropriation Acts affecting BPA; a list of all other Appropriation Acts affecting BPA; a list of the acts authorizing Federal hydroelectric dams in the Columbia River Basin; portions of the Energy Policy Act of 1992 that specifically apply to BPA; portions of the Federal Power Act to provide context for the Energy Policy Act. The laws are in their United States Code format, rather than in the Public Law format as passed. Thus, the citation for Bonneville Project Act section 2(f) is shown as 16 USC {section}832a(f). Most people are familiar with the Public Law citations, so they have been retained and appear in italics at the end of each paragraph. In addition, later amendments to earlier laws are reflected in the United States Code language. For example, the Preference Act`s definition of ``Pacific Northwest`` (16 USC {section}837(b)) reflects the Northwest Power Act`s amendment of that term. The laws are presented in the numerical order they appear in the United States Code, rather than in the order in which they became law. Therefore, the Energy Policy Act of 1992 is presented first.     This feasibility study examines reliability centered maintenance (RCM) as it applies to Bonneville Power Administrations (BPA) substation maintenance program. Reliability techniques are examined in evaluated. Existing BPA equipment maintenance procedures are documented. Equipment failure history is considered. Economic impacts are estimated. Various equipment instrumentation methods are reviewed. Based on this analysis a prototype system is proposed. The prototype will be implemented in two phases. Phase 1 is to be completed in 1992, it includes instrumenting one power transformer and one oil circuit breaker. Software development will focus on displaying data. Phase 2 is to be completed the following year. The remaining transformers and breakers will be instrumented during the second phase. Software development will focus on predictive maintenance techniques and maintenance decision support.

    This report documents work undertaken by the Pacific Northwest Laboratory (PNL) and its contractors to assist the Bonneville Power Administration (Bonneville) in assessing the potential environmental consequences of new power resources. A major purpose of this effort is to describe and evaluate the techniques available for economic valuation of environmental costs. Another is to provide estimates of the environmental costs associated with specific power resources called for under Bonneville's Resource Programs. Bonneville's efforts to extend valuation techniques to as many impacts as can be reliably assessed represents a substantial advance in the application of state-of-the-art economic techniques to environmental assessments. This economic analysis evaluates effects on human health, wildlife, crops, and visibility impacts associated with air pollution. This report also discusses river recreation (primarily fishing) which may be affected by fluctuations in water levels. 70 refs.

    Bonneville Power Administration`s (Bonneville) information resources include computer-related equipment, spare parts, and computer software. The objective of this audit was to determine whether Bonneville acquired and accounted for computer-related equipment properly. We found positive aspects in Bonneville`s management of computer-related equipment. However, improvements could be made in implementing credit card and property procedures. Specifically, we found that improvements were needed to (1) control credit card purchases, (2) ensure that equipment was tagged and included in property records, (3) maintain accountability over spare parts, and (4) identify unused equipment. As a result, about $90,000 of equipment was bought by personnel whose authority to purchase was not properly documented, and about $182,000 of purchases lacked supporting invoices. In addition, one maintenance support group had over $109,000 of spare parts shortages. Furthermore, Bonneville could have saved about $803,000 had unused equipment been redistributed within Bonneville or to other Federal and state agencies. Management concurred with the recommendations to improve internal controls.

    Bonneville is responsible for maintaining a network of 24,000 kilometers (km) or 15,000 miles (mi.) of electric transmission lines and 350 substations in a region of diverse vegetation. This vegetation can interfere with electric power flow, pose safety problems for us and the public, and interfere with our ability to maintain these facilities. We need to (1) keep vegetation away from our electric facilities; (2) increase our program efficiency and consistency; (3) review herbicide use (under increased public scrutiny); and (4) maximize the range of tools we can use while minimizing environmental impact (Integrated Vegetation Management). This Final Environmental Impact Statement (FEIS) establishes Planning Steps for managing vegetation for specific projects (to be tiered to this Environmental Impact Statement (EIS)). In addition to No Action (current practice), alternatives are presented for Rights-of-way, Electric Yards, and Non-electric Facilities (landscaping, work yards). Four vegetation control methods are analyzed manual, mechanical, herbicide, and biological. Also evaluated are 23 herbicide active ingredients and 4 herbicide application techniques (spot, localized, broadcast, and aerial). For rights-of-way, we consider three sets of alternatives: alternative management approaches (time-driven or establishing low-growing plant communities); alternative method packages; and, if herbicides are in a methods package, alternative vegetation selections (noxious weeds, deciduous, or any vegetation). For electric yards, one herbicide-use alternative is considered. For non-electric facilities, two method package alternatives are considered. For rights-of-way, the environmentally preferred alternative(s) would use manual, mechanical, and biological control methods, as well as spot and localized herbicide applications for noxious and deciduous plant species; the BPA-preferred alternative(s) would add broadcast and aerial herbicide applications, and would use herbicides

    Bonneville Power Administration (BPA) and Puget Sound Power & Light Company (Puget Power) propose to upgrade the existing high-voltage transmission system in the Whatcom and Skagit counties area between the towns of Custer and Sedro Woolley, including some areas within the City of Bellingham, starting in 1995. A Draft Environmental Impact Statement (DEIS) for the project was issued in November 1993, followed by a 45-day public comment period. Public response to the DEIS included the identification of several new transmission route alternatives in the Lake Whatcom area. BPA issued a Supplemental DEIS in April 1995 to provide a second public review-and-comment period. Rebuilding an existing 230-kV line to a double-circuit 230-kV transmission line was identified in the Supplemental DEIS as the Proposed Action. The Supplemental DEIS also examined in detail a North Shore Road alternative which was proposed by some members of the public. Public comments on the EIS were listed and responded to in the Supplemental DEIS. In May 1995, a second set of open houses and public meetings was held to review the Supplemental DEIS. Electromagnetic field (EMF) effects raised as an issue in the DEIS continued to be an issue of public concern in the meetings. The EIS has identified impacts that would generally be classified as low to moderate and localized. Effects on soils and water resources in sensitive areas (e.g., near Lake Whatcom) would be low to moderate; there would be little change in magnetic fields; noise levels would remain at existing levels; and land use and property value impacts would be minimal. In the environmental documentation for these programs under the National Environmental Policy Act of 1969 (NEPA), the agency has established a set of mitigation measures that ensure against adverse environmental impacts. The agency uses environmental audits to evaluate the programs` performance in meeting the NEPA promises, and how well NEPA documents meet the programs needs and how effectively environmental and program staff interact. Since 1984 the Pacific Northwest Laboratory (PNL) has conducted 22 of the audits for Bonneville. The audits are inexpensive and unobstrusive; thus they can be repeated as needed and can be used as a tool to facilitate communication rather than simply to meet administrative rules. As Bonneville moves into an aggressive energy resource acquisition mode, these audits will serve as a model for the ongoing evaluation of environmental performance and may be adopted agency-wide to address regulations beyond NEPA.

    This report presents a methodology developed to study the future impact of wind on BPA power system load following and regulation requirements. The methodology uses historical data and stochastic processes to simulate the load balancing processes in the BPA power system, by mimicking the actual power system operations. Therefore, the results are close to reality, yet the study based on this methodology is convenient to conduct. Compared with the proposed methodology, existing methodologies for doing similar analysis include dispatch model simulation and standard deviation evaluation on load and wind data. Dispatch model simulation is constrained by the design of the dispatch program, and standard deviation evaluation is artificial in separating the load following and regulation requirements, both of which usually do not reflect actual operational practice. The methodology used in this study provides not only capacity requirement information, it also analyzes the ramp rate requirements for system load following and regulation processes. The ramp rate data can be used to evaluate generator response/maneuverability requirements, which is another necessary capability of the generation fleet for the smooth integration of wind energy. The study results are presented in an innovative way such that the increased generation capacity or ramp requirements are compared for two different years, across 24 hours a day. Therefore, the impact of different levels of wind energy on generation requirements at different times can be easily visualized.

Execution of this contract included the following activities: Survey for target noxious weeds, such as Gorse; collection and redistribution of biological control agents, for example, Apion seed weevils for Scotch broom, bioagents for diffuse and spotted knapweed, Gorse spider mite, and gall fly releases for control of Canada thistle and bull thistle; and control of isolated infestations of Gorse on BPA rights-of-way. Training was provided for line crews at the Chemawa, Alevy and North Bend districts.     To maintain the reliability of its electrical system, BPA, in cooperation with the U.S. Forest Service, needs to expand the range of vegetation management options used to clear unwanted vegetation on about 20 miles of BPA transmission line right-of-way between Bonneville Dam and Hood River; Oregon, within the Columbia Gorge National Scenic Area (NSA). We propose to continue controlling undesirable vegetation using a program of Integrated Vegetation Management (IVM) which includes manual, biological and chemical treatment methods. BPA has prepared an Environmental Assessment (EA) (DOE/EA-1257) evaluating the proposed project. Based on the analysis in the EA, BPA has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act (NEPA) of 1969. Therefore, the preparation of an Environmental Impact Statement (EIS) is not required and BPA is issuing this FONSI.

    The potential of geothermal energy is estimated that can be used for direct heat applications and electrical power generation within the Bonneville Power Administration (BPA) marketing area. The BPA marketing area includes three principal states of Oregon, Washington, and Idaho and portions of California, Montana, Wyoming, Nevada, and Utah bordering on these three states. This area covers approximately 384,000 square miles and has an estimated population of 6,760,000. The total electrical geothermal potential within this marketing area is 4077 MW/sub e/ from hydrothermal resources and 16,000 MW/sub e/ from igneous systems, whereas the total thermal (wellhead) potential is 16.15 x 10/sup 15/ Btu/y. Approximately 200 geothermal resource sites were initially identified within the BPA marketing area. This number was then reduced to about 100 sites thought to be the most promising for development by the year 2000. These 100 sites, due to load area overlap, were grouped into 53 composite sites; 21-3/4 within BPA preference customer areas and 31-1/4 within nonpreference customer areas. The geothermal resource potential was then estimated for high-temperature (> 302/sup 0/F = 150/sup 0/C), intermediate-temperature (194 to 302/sup 0/F = 90 to 150/sup 0/C), and low-temperature (< 194/sup 0/F = 90/sup 0/C) resources.

    Keeping transmission lines safe and reliable is a critical priority for the Bonneville Power Administration. The key element in achieving those objectives is BPA’s ability to construct, operate and maintain its transmission lines and rights-of-way — the area under and around the lines. You can help BPA keep these rights-of-way clear of trees, brush and structures that could affect the safety or reliability of the transmission system. Prior to planting, digging, or constructing within BPA’s rights-of-way, fill out BPA’s Land Use Application Form. The information you provide on the application helps BPA understand your proposed use and the potential impacts to public safety, and the safety of our crews. BPA also reviews the application to determine whether a proposed use of land is compatible with the construction, operation and maintenance of BPA transmission lines. Coordinating with BPA early in your planning process can keep you safe and avoid wasting time and money.

    "The Bonneville Power Administration (BPA) prepared this environmental impact statement (EIS) to analyze the environmental impacts of implementing a Resource Contingency Program near Hermiston, Oregon, one of three proposed locations to carry out this program, which allows BPA to acquire power to supply to its customers if and when needed. In September 1993, BPA published a Notice of Intent to prepare an EIS on projects at three sites and in October 1993 held public scoping meetings at each site. In February 1994, BPA released an Implementation Plan on the proposed scope of the EIS. A draft EIS on the three proposed projects was published in February 1995. BPA concluded that publication of the final EIS should be separated into two documents, and presented the final analysis of the impacts of the other two sites in another document. This EIS addresses three proposed alternatives: the proposed action, no action, and other actions. The proposed action is the acquisition of power from both units optioned at the Hermiston Power Project Plant site (only if there is a need for power at a future date), or wheeling of power by BPA if another party acquires the output. This EIS addresses the environmental effects of constructing and operating both units under option for power delivery to BPA."

    In this paper, the author provides an overview of efforts currently underway at the Bonneville Power Administration (BPA) to respond to these various challenges to how BPA has traditionally managed the marketing of power at the wholesale level in the Pacific Northwest and to areas outside this region along the West Cast in general. The paper begins with an overview of the role of the BPA in the region, and trends in costs and revenues. The paper provides a general outline of BPA`s efforts to separate its business into three separate product lines (power, energy services, and transmission) as well as providing an overview of how BPA is unbundling power products. In addition, the paper provides an overview of some of the major changes BPA has proposed in its rate design. This is followed by an overview of the approach to the issue of stranded cost. You will see that it is their desire to as much as possible avoid a legislative solution to this issue and rely on marketing and working with customers as a way of dealing with this very contentious issue. The paper wraps up with an assessment of the potential for power product unbundling to significantly reduce potential stranded costs. You will see that at the present time, unbundling power products offers BPA little in the way of substantial reductions in potential stranded costs. Whereas, margins on the delivery of energy and capacity offer the greatest potential for covering fixed costs.

    The Fish and Wildlife Division of Bonneville Power Administration (BPA) hosted a meeting for contractors to present the results of fiscal year 1984 research conducted to implement the Northwest Power Planning Council's Fish and Wildlife Program. The meeting focused on those projects specifically related to natural and artificial propagation of salmonids. The presentations were held at the Holiday Inn Airport in Portland, Oregon, on March 27-29, 1985. This document contains abstracts of the presentations from that meeting. Section 1 contains abstracts on artificial propagation, fish health, and downstream migration, and Section 2 contains abstracts on natural propagation and habitat improvement. The abstracts are indexed by BPA Project Number and by Fish and Wildlife Program Measure.     The Bonneville Power Administration (BPA) has decided to adopt a Power Subscription Strategy for entering into new power sales contracts with its Pacific Northwest customers. The Strategy equitably distributes the electric power generated by the Federal Columbia River Power System (FCRPS) within the framework of existing law. The Power Subscription Strategy addresses the availability of power; describes power products; lays out strategies for pricing, including risk management; and discusses contract elements. In proceeding with this Subscription Strategy, BPA is guided by and committed to the Fish and Wildlife funding Principles for the BPA announced by the Vice President of the US in September 1998. This Record of Decision (ROD) addresses the issues raised by commenters who responded to BPA`s Power Subscription Strategy Proposal during and after the comment period that began with the release of the Proposal on September 18, 1998. The ROD is organized in approximately the same way as the Proposal and the Power Subscription Strategy that BPA developed based on the comments received.   4. Radiological Assessment for the Removal of Legacy BPA Power Lines that Cross the Hanford Site

    This paper discusses some radiological field monitoring and assessment methods used to assess the components of an old electrical power transmission line that ran across the Hanford Site between the production reactors area (100 Area) and the chemical processing area (200 Area). This task was complicated by the presence of radon daughters -- both beta and alpha emitters -- residing on the surfaces, particularly on the surfaces of weathered metals and metals that had been electrically-charged. In many cases, these activities were high compared to the DOE Surface Contamination Guidelines, which were used as guides for the assessment. These methods included the use of the Toulmin model of argument, represented using Toulmin diagrams, to represent the combined force of several strands of evidences, rather than a single measurement of activity, to demonstrate beyond a reasonable doubt that no or very little Hanford activity was present and mixed with the natural activity. A number of forms of evidence were used: the overall chance of Hanford contamination; measurements of removable activity, beta and alpha; 1-minute scaler counts of total surface activity, beta and alpha, using "background makers"; the beta activity to alpha activity ratios; measured contamination on nearby components; NaI gamma spectral measurements to compare uncontaminated and potentially-contaminated spectra, as well as measurements for the sentinel radionuclides, Am- 241 and Cs-137 on conducting wire; comparative statistical analyses; and in-situ measurements of alpha spectra on conducting wire showing that the alpha activity was natural Po-210, as well as to compare uncontaminated and potentially-contaminated spectra.

    This report presents a comparison of the characteristics of some prominent examples of independent government corporations and agencies with respect to the Department of Energy's (DOE) uranium enrichment enterprise. The six examples studied were: the Bonneville Power Administration (BPA); the Tennessee Valley Authority (TVA); the Synthetic Fuels Corporation (SYNFUELS); the Consolidated Rail Corporation (CONRAIL); the British Telecommunications Corporation (British TELECOM); and the Communications Satellite Organization (COMSAT), in order of decreasing levels of government ownership and control. They range from BPA, which is organized as an agency within DOE, to COMSAT, which is privately owned and free from almost all regulations common to government agencies. Differences in the degree of government involvement in these corporations and in many other characteristics serve to illustrate that there are no accepted standards for defining the characteristics of government corporations. Thus, historical precedent indicates considerable flexibility would be available in the development of enabling legislation to reorganize the enrichment enterprise as a government corporation or independent government agency.

    Most people know that electric power lines, like the wiring in our homes, can cause serious electric shocks if we`re not careful. Many people also want to know whether the electric and magnetic fields (EMF) produced by power lines and other electrical devices cause health effects. The purpose of this pamphlet is to answer some common questions that the Bonneville Power Administration (BPA) receives about the possible effects of power lines on health. (BPA is the Pacific Northwest`s Federal electric power marketing agency.) First, some basic electrical terms are defined, and electric and magnetic fields are described. Next, answers are given to several questions about recent scientific studies. We then describe how BPA is addressing public concerns raised by these studies. Some important information about electrical safety follows. The last section tells you how to obtain more detailed information about the health and safety issues summarized in this pamphlet.

    The Bonneville Power Administration (BPA) has statutory responsibilities to supply electrical power to its utility, industrial, and other customers in the Pacific Northwest. In 1990, to cover the outer range of potential load growth with new resources, BPA embarked upon the Resource Contingency Program (RCP). Instead of buying or building generating plants now, BPA has purchased options to acquire power later, if and when it is needed. The decision to acquire any of these option energy projects to fulfill statutory supply obligations will be influenced by Federal system load growth, the outcome of BPA`s Business Plan, required operational changes in Columbia-Snake River Hydroelectric facilities, and the loss of major generating resources. In September 1993, three option development agreements were signed with three proposed natural gas-fired, combined cycle combustion turbine CT projects near Chehalis and Satsop, Washington, and near Hermiston, Oregon. Together these three projects could supply BPA with 1,090 average megawatts (aMW) of power. Under these agreements, sponsors are obtaining permits and conducting project design work, and BPA is completing this EIS process. In September 1993, BPA published a Notice of Intent to prepare an environmental impact statement (EIS) on these three proposed gas-fired combustion turbine projects and held public scoping meetings in October 1993 at each site. In February 1994, BPA released an Implementation Plan on the proposed scope of the EIS. A draft EIS on the three proposed projects was published in February 1995. The impacts of the Chehalis and Satsop projects located in Washington State will be covered in one EIS document, while the impacts of the Hermiston project located in Oregon are covered in this final EIS document. It is BPA`s intent to continue to base the analysis of impacts on the assumption that all three projects may be constructed at some point in the future.

    This Record of Decision (ROD) contains the decisions of the Bonneville Power Administration (BPA), based on the record compiled in this rate proceeding, with respect to the adoption of power rates for the three-year rate period commencing October 1, 2006, through September 30, 2009.     During winter 2001, the U.S. Army Corps of Engineers (Corps) and Bonneville Power Administration (BPA) installed a prototype orifice-based PIT-tag interrogation system into the Washington Shore Ladder at Bonneville Dam (BWSL). Detectors were installed into 12 weirs: 4 downstream (Weirs 334-337) and 8 upstream (Weirs 352-359) from the fish release point (i.e., the exit ladder for the Adult Fish Facility). NOAA Fisheries (National Marine Fisheries Service--NMFS) tagged and released salmonids during 2001 to determine tag-reading efficiencies for different salmonid populations. Data analyses focused on the upper eight weirs. The 2001 tagging results for spring chinook salmon indicated that having detectors in four consecutive weirs would have been sufficient to yield a reading efficiency of 95%. The BWSL orifice-based system performed well until the coho and fall chinook salmon migrations began. Coho and fall chinook salmon appeared to use the weir overflows, and thus avoid detection, at much higher rates than biologists expected. During 2001, technology advances led to the development of significantly larger antennas than had been available earlier, and thus it was possible to build antennas of approximately 2 x 6 ft. Consequently, it became feasible to design interrogation systems for ladder locations where all fish would have to go through the antennas and thus could not avoid detection by using the weir overflows (Fig. 1). Destron Technologies by Digital Angel designed a prototype interrogation system with two antennas that was installed into the counting-window area in the Oregon Ladder at McNary Dam, where its performance could then be directly compared to that of the orifice-based system in the same ladder. Although the orifice-based systems appeared less effective than the fisheries community wanted for fall chinook and coho salmon, the decision was made to proceed with installations planned for Bonneville and McNary Dams because valuable data would still be

    Most people know that electric power lines, like the wiring in our homes, can cause serious electric shocks if we`re not careful. Many people also want to know whether the electric and magnetic fields (EMF) produced by power lines and other electrical devices cause health effects. The purpose of this booklet is to answer some common questions that the Bonneville Power Administration (BPA) receives about the possible effects of power lines on health. First, some basic electrical terms are defined, and electric and magnetic fields are debed. Next, answers are given to several questions about recent scientific studies. Some important information about electrical safety follows. We then describe how BPA is addressing public concerns about potential health effects of power lines. The last section tells you how to obtain more detailed information about the health and safety issues summarized in this booklet.

    The Columbia River has been called the “crown jewel” of the Pacific Northwest. There is no question it is among the region’s greatest assets — supplying low-cost clean hydropower, making deserts bloom thanks to irrigation and providing navigation, recreation and a home for many species of fish and wildlife. The Bonneville Power Administration is proud to be a steward of this great resource. Our mission is to serve the people and environment of the Pacific Northwest. We sell wholesale power from Grand Coulee Dam and 30 other Northwest federal dams to Northwest utilities, including public utility districts, rural electric cooperatives and municipal utility departments, as well as investor-owned utilities. We operate three-fourths of the region’s high voltage transmission system that delivers that power. But, as a federal agency, we are not just a power marketer. We have public responsibilities that include, among many, promoting energy efficiency, facilitating development of renewable power, protecting fish and wildlife affected by hydro development, honoring treaty obligations to tribes and promoting a reliable energy future through collaboration and partnerships. This document describes our responsibilities to citizens in the Pacific Northwest.

    THIS IS THE THIRD YEAR BPA has reported on sustainability program accomplishments. The report provides an opportunity to review progress made on sustainability initiatives, evaluate how far we have come and how much we can improve. The program has demonstrated maturation as the concepts of sustainability and resource conservation are communicated and understood. The sustainability program started as an employee-driven “grass roots” effort in 2010. Sustainability is becoming a consideration in how work is performed. The establishment of several policies supporting sustainability efforts proves the positive progress being made. In 2009, BPA became a founder and member of The Climate Registry, a nonprofit collaboration that sets standards to calculate, verify and report greenhouse gas emissions. This year, BPA completed and published our Greenhouse Gas inventory for the years of 2009, 2010 and 2011. The 2012 inventory is currently in the process of third-party verification and scheduled for public release in January 2014. These inventories provide a concrete measure of the progress we are making.

    Wind production, which has expanded rapidly in recent years, could be an important element in the future efficient management of the electric power system; however, wind energy generation is uncontrollable and intermittent in nature. Thus, while wind power represents a significant opportunity to the Bonneville Power Administration (BPA), integrating high levels of wind resources into the power system will bring great challenges to generation scheduling and in the provision of ancillary services. This report addresses several key questions in the broader discussion on the integration of renewable energy resources in the Pacific Northwest power grid. More specifically, it addresses the following questions: a) how much total reserve or balancing requirements are necessary to accommodate the simulated expansion of intermittent renewable energy resources during the 2019 time horizon, and b) what are the most cost effective technological solutions for meeting load balancing requirements in the Northwest Power Pool (NWPP).
