    This is the final technical report for Project 15446, covering the grant period of October 2002 through March 2006. This project connects three parts of the oil exploration, development, and permitting process to form the foundation for an advanced information technology infrastructure to better support resource development and resource conservation. Alaska has nearly one-quarter of the nation's supply of crude oil, at least five billion barrels of proven reserves. The American Association of Petroleum Geologists report that the 1995 National Assessment identified the North Slope as having 7.4 billion barrels of technically recoverable oil and over 63 trillion cubic feet of natural gas. From these reserves, Alaska produces roughly one-fifth of the nation's daily crude oil production, or approximately one million barrels per day from over 1,800 active wells. The broad goal of this grant is to increase domestic production from Alaska's known producing fields through the implementation of preferred upstream management practices. (PUMP). Internet publication of extensive and detailed geotechnical data is the first task, improving the permitting process is the second task, and building an advanced geographical information system to offer continuing support and public access of the first two goals is the third task. Excellent progress has been made on all three tasks; the technical objectives as defined by the approved grant sub-tasks have been met. The end date for the grant was March 31, 2006.

    This is the second technical report, covering the period from April 1, 2003 through September 30, 2003. This project brings together three parts of the oil exploration, development, and permitting process to form the foundation for a more fully integrated information technology infrastructure for the State of Alaska. The geo-technical component is a shared effort between the State Department of Administration and the US Department of Energy. The Alaska Oil and Gas Conservation Commission is rapidly converting high volumes of paper documents and geo-technical information to formats suitable for search and retrieval over the Internet. The permitting component is under the lead of the DNR Office of Project Management and Permitting. A web-based system will enable the public and other review participants to track permit status, submit and view comments, and obtain important project information on-line. By automating several functions of the current manual process, permit applications will be completed more quickly and accurately, and agencies will be able to complete reviews with fewer delays. Structural changes are taking place in terms of organization, statutory authority, and regulatory requirements. Geographic Information Systems are a central component to the organization of information, and the delivery of on-line services. Progress has been made to deploy the foundation system for the shared GIS based on open GIS protocols to the extent feasible. Alaska has nearly one-quarter of the nation's supply of crude oil, at least five billion barrels of proven reserves. The American Association of Petroleum Geologists report that the 1995 National Assessment identified the North Slope as having 7.4 billion barrels of technically recoverable oil and over 63 trillion cubic feet of natural gas.     The objective of this project is to eliminate three closely inter-related barriers to oil production in Alaska through the use of a geographic information system (GIS) and other information technology strategies. These barriers involve identification of oil development potential from existing wells, planning projects to efficiently avoid conflicts with other interests, and gaining state approvals for exploration and development projects. Each barrier is the result of either current labor-intensive methods or poorly accessible information. This project brings together three parts of the oil exploration, development, and permitting process to form the foundation for a more fully integrated information technology infrastructure for the State of Alaska. This web-based system will enable the public and other review participants to track permit status, submit and view comments, and obtain important project information online. By automating several functions of the current manual process, permit applications will be completed more quickly and accurately, and agencies will be able to complete reviews with fewer delays. The application will include an on-line diagnostic Coastal Project Questionnaire to determine the suite of permits required for a specific project. The application will also automatically create distribution lists based on the location and type of project, populate document templates for project review start-ups, public notices and findings, allow submission of e-comments, and post project status information on the Internet.   13. BP Exploration`s Pompano subsea development: Operational strategy for a subsea project

    On a platform, facility modifications to cope with unexpected operating conditions or unanticipated problems may be made relatively easily at moderate cost. In contrast, subsea systems are placed on the seabed often beyond diver depth and are difficult if not impossible to retrieve or modify. Consequently the design must be optimized up front and have sufficient inherent flexibility to cope with the unexpected. It is therefore critical to develop an operational strategy in conjunction with suppliers, designers and operational staff, concurrently with the design. Input from Operations personnel is necessary from project conception throughout detailed design, fabrication, system integrating testing, installation and commissioning. This paper discusses BP Exploration`s work on the Pompano subsea project in the Gulf of Mexico and addresses many of the practical aspects in which Operations staff need to become involved with throughout a subsea project to ensure a problem free start-up and operation. It will provide a useful guide for Operations groups involved in the planning and operation of a subsea development

    Drilling and temperature logging campaigns between the late 1970's and early 1980’s measured temperatures at Pilgrim Hot Springs in excess of 90°C. Between 2010 and 2014 the University of Alaska used a variety of methods including geophysical surveys, remote sensing techniques, heat budget modeling, and additional drilling to better understand the resource and estimate the available geothermal energy.

    A climatically sensitive, oscillatory pattern of progradation and erosion is revealed in late Holocene accretionary sand ridge and barrier island complexes of Seward Peninsula, northwest Alaska. Archaeological and geological radiocarbon dates constrain the chronology for the Cape Espenberg beach ridge plain and the Shishmaref barrier islands, 50 km to the southwest. Cape Espenberg, the depositional sink for the northeastward longshore transport system, contains the oldest sedimentary deposits: 3700 +/- 90 B.P. (B-23170) old grass from a paleosol in a low dune. The oldest date on the Shishmaref barrier islands is 1550 +/- 70 B.P. (B-23183) and implies that the modern barrier is a comparatively recent phenomenon. Late Holocene sedimentation along the Seward Peninsula varied between intervals of rapid progradation and erosion. Rapid progradation predominated from 4000-3300 B.P. and from 2000-1200 B.P., with the generation of low beach ridges without dunes, separated by wide swales. During erosional periods higher dunes built atop beach ridges: as between 3300-2000 B.P. and intermittently from 1000 B.P. to the present. Dune formation correlates with the Neoglacial and Little Ice Age glacial advances and increased alluviation in northern and central Alaska, while rapid progradation is contemporaneous with warmer intervals of soil and/or, peat formation atop alluvial terraces, dated to 4000-3500 and 2000-1000 B.P.

    The Alaska North Slope offers one of the best prospects for increasing U.S. domestic oil and gas production. However, this region faces some of the greatest environmental and logistical challenges to oil and gas production in the world. A number of studies have shown that weather patterns in this region are warming, and the number of days the tundra surface is adequately frozen for tundra travel each year has declined. Operators are not allowed to explore in undeveloped areas until the tundra is sufficiently frozen and adequate snow cover is present. Spring breakup then forces rapid evacuation of the area prior to snowmelt. Using the best available methods, exploration in remote arctic areas can take up to three years to identify a commercial discovery, and then years to build the infrastructure to develop and produce. This makes new exploration costly. It also increases the costs of maintaining field infrastructure, pipeline inspections, and environmental restoration efforts. New technologies are needed, or oil and gas resources may never be developed outside limited exploration stepouts from existing infrastructure. Industry has identified certain low-impact technologies suitable for operations, and has made improvements to reduce the footprint and impact on the environment. Additional improvements are needed for exploration and economic field development and end-of-field restoration. One operator-Anadarko Petroleum Corporation-built a prototype platform for drilling wells in the Arctic that is elevated, modular, and mobile. The system was tested while drilling one of the first hydrate exploration wells in Alaska during 2003-2004. This technology was identified as a potentially enabling technology by the ongoing Joint Industry Program (JIP) Environmentally Friendly Drilling (EFD) program. The EFD is headed by Texas A&M University and the Houston Advanced Research Center (HARC), and is co-funded by the National Energy Technology Laboratory (NETL). The EFD

    In February 2007, the U.S. Department of Energy, BP Exploration (Alaska), Inc., and the U.S. Geological Survey conducted an extensive data collection effort at the "Mount Elbert #1" gas hydrates stratigraphic test well on the Alaska North Slope (ANS). The 22-day field program acquired significant gas hydrate-bearing reservoir data, including a full suite of open-hole well logs, over 500 feet of continuous core, and open-hole formation pressure response tests. Hole conditions, and therefore log data quality, were excellent due largely to the use of chilled oil-based drilling fluids. The logging program confirmed the existence of approximately 30 m of gashydrate saturated, fine-grained sand reservoir. Gas hydrate saturations were observed to range from 60% to 75% largely as a function of reservoir quality. Continuous wire-line coring operations (the first conducted on the ANS) achieved 85% recovery through 153 meters of section, providing more than 250 subsamples for analysis. The "Mount Elbert" data collection program culminated with open-hole tests of reservoir flow and pressure responses, as well as gas and water sample collection, using Schlumberger's Modular Formation Dynamics Tester (MDT) wireline tool. Four such tests, ranging from six to twelve hours duration, were conducted. This field program demonstrated the ability to safely and efficiently conduct a research-level openhole data acquisition program in shallow, sub-permafrost sediments. The program also demonstrated the soundness of the program's pre-drill gas hydrate characterization methods and increased confidence in gas hydrate resource assessment methodologies for the ANS.

    Alaska has an immense amount of natural gas buried beneath its North Slope. It is important to the nation's energy needs and to Alaska's need for a more diversified economy that this gas be marketed. Currently there is plenty of gas to meet America's energy needs. The lack of this one market does not foreclose the existence of other markets. A potential market lies in the Pacific Basin, in Asia. By passing legislation banning export of Alaska's North Slope oil, America has decided not to compete in Asia. These laws were passed not for the purpose of energy conservation, but to protect the status quo. The speaker stresses the need for America to decide to be competitive. That is how forces are brought together to build a gas pipeline across Alaska. Since the nine billion dollar oil pipeline was completed in 1977, more than that amount has been spent in construction, processing and drilling on the North Slope. That work has come in on time and under budget. A project is being planned that would make the 14.5 million tons of LNG available from Prudhoe Bay for export to Japan, Korea and Taiwan. The goal is to decide to do the project before starting the work.

    The Chariot site is located in the Ogotoruk Valley in the Cape Thompson region of northwest Alaska. This region is about 125 miles north of (inside) the Arctic Circle and is bounded on the southwest by the Chukchi Sea. The closest populated areas are the Inupiat villages of Point Hope, 32 miles northwest of the site, and Kivalina,41 miles to the southeast. The site is accessible from Point Hope by ATV in the summer and by snowmobile in the winter. Project Chariot was part of the Plowshare Program, created in 1957 by the U.S. Atomic Energy Commission (AEC), a predecessor agency of the U.S. Department of Energy (DOE), to study peaceful uses for atomic energy. Project Chariot began in 1958 when a scientific field team chose Cape Thompson as a potential site to excavate a harbor using a series of nuclear explosions. AEC, with assistance from other agencies, conducted more than40 pretest bioenvironmental studies of the Cape Thompson area between 1959 and 1962; however, the Plowshare Program work at the Project Chariot site was cancelled because of strong public opposition. No nuclear explosions were conducted at the site.

    Amchitka Island is near the western end of the Aleutian Island chain and is the largest island in the Rat Island Group that is located about 1,340 miles west-southwest of Anchorage, Alaska, and 870 miles east of the Kamchatka Peninsula in eastern Russia. The island is 42 miles long and 1 to 4 miles wide, with an area of approximately 74,240 acres. Elevations range from sea level to more than 1,100 feet above sea level. The coastline is rugged; sea cliffs and grassy slopes surround nearly the entire island. Vegetation on the island is low-growing, meadow-like tundra grasses at lower elevations. No trees grow on Amchitka. The lowest elevations are on the eastern third of the island and are characterized by numerous shallow lakes and heavily vegetated drainages. The central portion of the island has higher elevations and fewer lakes. The westernmost 3 miles of the island contains a windswept rocky plateau with sparse vegetation.

    New radiocarbon calibration curves, IntCal04 and Marine04, have been constructed and internationally ratified to replace the terrestrial and marine components of IntCal98. The new calibration datasets extend an additional 2000 years, from 0-26 ka cal BP (Before Present, 0 cal BP = AD 1950), and provide much higher resolution, greater precision and more detailed structure than IntCal98. For the Marine04 curve, dendrochronologically dated tree-ring samples, converted with a box-diffusion model to marine mixed-layer ages, cover the period from 0-10.5 ka cal BP. Beyond 10.5 ka cal BP, high-resolution marine data become available from foraminifera in varved sediments and U/Th-dated corals. The marine records are corrected with site-specific {sup 14}C reservoir age information to provide a single global marine mixed-layer calibration from 10.5-26.0 ka cal BP. A substantial enhancement relative to IntCal98 is the introduction of a random walk model, which takes into account the uncertainty in both the calendar age and the radiocarbon age to calculate the underlying calibration curve. The marine datasets and calibration curve for marine samples from the surface mixed layer (Marine04) are discussed here. The tree-ring datasets, sources of uncertainty, and regional offsets are presented in detail in a companion paper by Reimer et al.

    This technical report provides an overview of existing and potential financing structures for renewable energy project development in Alaska with a focus on four primary sources of project funding: government financed or supported (the most commonly used structure in Alaska today), developer equity capital, commercial debt, and third-party tax-equity investment. While privately funded options currently have limited application in Alaska, their implementation is theoretically possible based on successful execution in similar circumstances elsewhere. This report concludes that while tax status is a key consideration in determining appropriate financing structure, there are opportunities for both taxable and tax-exempt entities to participate in renewable energy project development.

    This feasibility study examines a range of alternatives and provides recommendations for selecting a preferred alternative for remediating contamination at the 200-BP-1 operable unit. The 200-BP-1 operable unit is located in the center of the Hanford Site along the northern boundary of the 200 East Area. The 241-BY Tank Farm is located immediately to the south of the operable unit. 200-BP-1 is a source operable unit with contaminated soils associated primarily with nine inactive cribs (known as the 216-B cribs). These cribs were used for disposal of low-level radioactive liquid waste from U Plant uranium recovery operations, and waste storage tank condensate from the adjacent 241-BY Tank Farm. The cribs used for disposal of U Plant waste were in operation from 1955--1965, and the cribs used for disposal of tank condensate were in operation from 1965--1975. In addition to the cribs, four unplanned releases of radioactive materials have occurred within the operable unit. Contaminated surface soils associated with the unplanned releases have been consolidated over the cribs and covered with clean soil to reduce contaminant migration and exposure. Discharge of wastes to the cribs has resulted in soil and groundwater contamination. The groundwater is being addressed as part of the 200 East Aggregate Area, groundwater operable unit. Contaminated soils at the site can be categorized by the types of contaminants, their distribution in the soil column, and the risk posed by the various potential exposure pathways. Below the clean soil cover, the near surface soils contain low-levels of contamination with cesium-137, radium-226, strontium-90, thorium-228, and uranium. The lifetime incremental cancer risk associated with these soils if they were exposed at the surface is 9{times}10{sup {minus}5}.

    The village of Elim, Alaska is 96 miles west of Nome, on the Seward Peninsula. The Darby Mountains north of the village are rich with hydrothermal systems associated with the Darby granitic pluton(s). In addition to the hot springs that have been recorded and studied over the last 100 years, additional hot springs exist. They are known through a rich oral history of the region, though they are not labeled on geothermal maps. This research primarily focused on Kwiniuk Hot Springs, Clear Creek Hot Springs and Molly’s Hot Springs. The highest recorded surface temperatures of these resources exist at Clear Creek Hot Springs (67°C). Repeated water sampling of the resources shows that maximum temperatures at all of the systems are below boiling.

  4. Alaska North Slope Tundra Travel Model and Validation Study

    The Alaska Department of Natural Resources (DNR), Division of Mining, Land, and Water manages cross-country travel, typically associated with hydrocarbon exploration and development, on Alaska's arctic North Slope. This project is intended to provide natural resource managers with objective, quantitative data to assist decision making regarding opening of the tundra to cross-country travel. DNR designed standardized, controlled field trials, with baseline data, to investigate the relationships present between winter exploration vehicle treatments and the independent variables of ground hardness, snow depth, and snow slab thickness, as they relate to the dependent variables of active layer depth, soil moisture, and photosynthetically active radiation (a proxy for plant disturbance). Changes in the dependent variables were used as indicators of tundra disturbance. Two main tundra community types were studied: Coastal Plain (wet graminoid/moist sedge shrub) and Foothills (tussock). DNR constructed four models to address physical soil properties: two models for each main community type, one predicting change in depth of active layer and a second predicting change in soil moisture. DNR also investigated the limited potential management utility in using soil temperature, the amount of photosynthetically active radiation (PAR) absorbed by plants, and changes in microphotography as tools for the identification of disturbance in the field. DNR operated under the assumption that changes in the abiotic factors of active layer depth and soil moisture drive alteration in tundra vegetation structure and composition. Statistically significant differences in depth of active layer, soil moisture at a 15 cm depth, soil temperature at a 15 cm depth, and the absorption of photosynthetically active radiation were found among treatment cells and among treatment types. The models were unable to thoroughly investigate the interacting role between snow depth and disturbance due to a lack

    BP West Coast Products, LLC (BP or the Applicant) proposes to construct and operate a nominal 720-megawatt (MW), natural-gas-fired, combined-cycle cogeneration facility next to the existing BP Cherry Point Refinery in Whatcom County, Washington. The Applicant also owns and operates the refinery, but the cogeneration facility and the refinery would be operated as separate business units. The cogeneration facility and its ancillary infrastructure would provide steam and 85 MW of electricity to meet the operating needs of the refinery and 635 MW of electrical power for local and regional consumption. The proposed cogeneration facility would be located between Ferndale and Blaine in northwestern Whatcom County, Washington. The Canadian border is approximately 8 miles north of the proposed project site. The Washington State Energy Facility Site Evaluation Council (EFSEC) has jurisdiction over the evaluation of major energy facilities including the proposed project. As such, EFSEC will recommend approval or denial of the proposed cogeneration facility to the governor of Washington after an environmental review. On June 3, 2002, the Applicant filed an Application for Site Certification (ASC No. 2002-01) with EFSEC in accordance with Washington Administrative Code (WAC) 463-42. On April 22, 2003, the Applicant submitted an amended ASC that included, among other things, a change from air to water cooling. With the submission of the ASC and in accordance with the State Environmental Policy Act (SEPA) (WAC 463-47), EFSEC is evaluating the siting of the proposed project and conducting an environmental review with this Environmental Impact Statement (EIS). Because the proposed project requires federal agency approvals and permits, this EIS is intended to meet the requirements under both SEPA and the National Environmental Policy Act (NEPA). The Bonneville Power Administration (Bonneville) and U.S. Army Corps of Engineers (Corps) also will use this EIS as part of their

    A commission assigned by the state of Alaska to investigate the Exxon Valdez oil spill says the Coast Guard's regulation of oil transportation had grown slack over the decade preceding the 11 million-gallon spill. The vigilance over tanker traffic that was established in the early days of pipeline flow had given way to complacency and neglect, says the commission's report, which calls for a revamping of the U.S. oil transportation system. The review places the blame for the spill not only on the Coast Guard but on the oil industry's thirst for profits in the 1980s and blames the state itself for not living up to its obligation to manage and protect its own waters. The report offers 59 recommendations that cover tanker construction and crew training, spill prevention, strategies for responding to spills and cleanup technologies. The panel also wants to see more stringent tanker safety standards, strengthened enforcement of the new regulations and greater penalties levied against violators. The Coast Guard expects that it will be some time before revisions in its tanker monitoring operations are in place.

    This atlas of the wind energy resource is composed of introductory and background information, a regional summary of the wind resource, and assessments of the wind resource in each subregion of Alaska. Background is presented on how the wind resource is assessed and on how the results of the assessment should be interpreted. A description of the wind resource on a state scale is given. The results of the wind energy assessments for each subregion are assembled into an overview and summary of the various features of the Alaska wind energy resource. An outline to the descriptions of the wind resource given for each subregion is included. Assessments for individual subregions are presented as separate chapters. The subregion wind energy resources are described in greater detail than is the Alaska wind energy resource, and features of selected stations are discussed. This preface outlines the use and interpretation of the information found in the subregion chapters.

  4. A Compilation and Review of Alaska Energy Projects

    There have been many energy projects proposed in Alaska over the past several decades, from large scale hydro projects that have never been built to small scale village power projects to use local alternative energy sources, many of which have also not been built. This project was initially intended to review these rejected projects to evaluate the economic feasibility of these ideas in the light of current economics. This review included contacting the agencies responsible for reviewing and funding these projects in Alaska, including the Alaska Energy Authority, the Denali Commission, and the Arctic Energy Technology Development Laboratory, obtaining available information about these projects, and analyzing the economic data. Unfortunately, the most apparent result of this effort was that the data associated with these projects was not collected in a systematic way that allowed this information to be analyzed.

    Tundra lakes on the North Slope, Alaska, are an important resource for energy development and petroleum field operations. A majority of exploration activities, pipeline maintenance, and restoration activities take place on winter ice roads that depend on water availability at key times of the winter operating season. These same lakes provide important fisheries and ecosystem functions. In particular, overwintering habitat for fish is one important management concern. This study focused on the evaluation of winter water use in the current field operating areas to provide a better understanding of the current water use practices. It found that under the current water use practices, there were no measurable negative effects of winter pumping on the lakes studied and current water use management practices were appropriately conservative. The study did find many areas where improvements in the understanding of tundra lake hydrology and water usage would benefit industry, management agencies, and the protection of fisheries and ecosystems.

    Traditionally, oil and gas field technology development in Alaska has focused on the high-cost, high-productivity oil and gas fields of the North Slope and Cook Inlet, with little or no attention given to Alaska's numerous shallow, unconventional gas reservoirs (carbonaceous shales, coalbeds, tight gas sands). This is because the high costs associated with utilizing the existing conventional oil and gas infrastructure, combined with the typical remoteness and environmental sensitivity of many of Alaska's unconventional gas plays, renders the cost of exploring for and producing unconventional gas resources prohibitive. To address these operational challenges and promote the development of Alaska's large unconventional gas resource base, new low-cost methods of obtaining critical reservoir parameters prior to drilling and completing more costly production wells are required. Encouragingly, low-cost coring, logging, and in-situ testing technologies have already been developed by the hard rock mining industry in Alaska and worldwide, where an extensive service industry employs highly portable diamond-drilling rigs. From 1998 to 2000, Teck Cominco Alaska employed some of these technologies at their Red Dog Mine site in an effort to quantify a large unconventional gas resource in the vicinity of the mine. However, some of the methods employed were not fully developed and required additional refinement in order to be used in a cost effective manner for rural arctic exploration. In an effort to offset the high cost of developing a new, low-cost exploration methods, the US Department of Energy, National Petroleum Technology Office (DOE-NPTO), partnered with the Nana Regional Corporation and Teck Cominco on a technology development program beginning in 2001. Under this DOE-NPTO project, a team comprised of the NANA Regional Corporation (NANA), Teck Cominco Alaska and Advanced Resources International, Inc. (ARI) have been able to adapt drilling technology developed for the

    This paper reports on explosive volcanic activity at Redoubt Volcano, 177 km southwest of Anchorage, Alaska, which generated numerous tephra plumes that disrupted air traffic above southern Alaska, damaged aircraft, and caused locally heavy tephra fall. Pyroclastic flows triggered debris flows that inundated part of an oil-tanker facility, temporarily suspending oil production in Cook Inlet. The newly established Alaska Volcano Observatory increased its monitoring effort and disseminated volcanic hazard information to government agencies, industry, and the public.

    For the Prudhoe Bay field, this preliminary analysis provides an indication that major gas sales using a gas pipeline/LNG plant scenario, such as Trans Alaska Gas System, or a gas-to-liquids process with the cost parameters assumed, are essentially equivalent and would be viable and profitable to industry and beneficial to the state of Alaska and the federal government. The cases are compared for the Reference oil price case. The reserves would be 12.7 BBO for the base case without major gas sales, 12.3 BBO and 20 Tcf gas for the major gas sales case, and 14.3 BBO for the gas-to-liquids conversion cases. Use of different parameters will significantly alter these results; e.g., the low oil price case would result in the base case for Prudhoe Bay field becoming uneconomic in 2002 with the operating costs and investments as currently estimated.

    This paper describes three wind energy projects implemented in Alaska. The first, a sustainable technology energy partnerships (STEP) wind energy deployment project in Kotzebue will install 6 AOC 15/50 wind turbines and connect to the existing village diesel grid, consisting of approximately 1 MW average load. It seeks to develop solutions to the problems of arctic wind energy installations (transport, foundations, erection, operation, and maintenance), to establish a wind turbine test site, and to establish the Kotzebue Electric Association as a training and deployment center for wind/diesel technology in rural Alaska. The second project, a large village medium-penetration wind/diesel system, also in Kotzebue, will install a 1-2 MW windfarm, which will supplement the AOC turbines of the STEP project. The program will investigate the impact of medium penetration wind energy on power quality and system stability. The third project, the Alaska high-penetration wind/diesel village power pilot project in Wales will install a high penetration (80-100%) wind/diesel system in a remote Alaskan village. The system will include about 180 kW installed wind capacity, meeting an average village load of about 60 kW. This program will provide a model for high penetration wind retrofits to village diesel power systems and build the capability in Alaska to operate, maintain, and replicate wind/diesel technology. The program will also address problems of: effective use of excess wind energy; reliable diesel-off operation; and the role of energy storage.

    The radiocarbon calibration curve, IntCal04, extends back to 26 cal kBP. While several high resolution records exist beyond this limit, these data sets exhibit discrepancies one to another of up to several millennia. As a result, no calibration curve for the time range 26-50 cal kBP can be recommended as yet, but in this paper the IntCal04 working group compares the available data sets and offers a discussion of the information that they hold.

    The Energy and Environmental Research Center (EERC) has been working with the Federal Energy Technology Center in Morgantown, West Virginia, to assess options for small, low-cost, environmental acceptable power generation for application in remote areas of Alaska. The goal of this activity was to reduce the use of fuel in Alaskan villages by developing small, low-cost power generation applications. Because of the abundance of high-quality coal throughout Alaska, emphasis was placed on clean coal applications, but other energy sources, including geothermal, wind, hydro, and coalbed methane, were also considered. The use of indigenous energy sources would provide cheaper cleaner power, reduce the need for PCE (Power Cost Equalization program) subsidies, increase self-sufficiency, and retain hard currency in the state while at the same time creating jobs in the region. The introduction of economical, small power generation systems into Alaska by US equipment suppliers and technology developers aided by the EERC would create the opportunities for these companies to learn how to engineer, package, transport, finance, and operate small systems in remote locations. All of this experience would put the US developers and equipment supply companies in an excellent position to export similar types of small power systems to rural areas or developing countries. Thus activities in this task that relate to determining the generic suitability of these technologies for other countries can increase US competitiveness and help US companies sell these technologies in foreign countries, increasing the number of US jobs. The bulk of this report is contained in the two appendices: Small alternative power workshop, topical report and Global market assessment of coalbed methane, fluidized-bed combustion, and coal-fired diesel technologies in remote applications.
