    1980-01-01T23:59:59.000Z

In 1974, the tract of land now known as the Douglas Point Ecology Laboratory was pieced together from approximately 10 smaller pieces by the Potomac Electric Power Company (PEPCO) for the purpose of developing a nuclear power generating station. At that time they decided to leave the bulk of the property in its natural state for ecological research. Douglas Point is reasonably representative of a large section of the Atlantic Coastal plain. Results from research on the site may be applicable to larger coastal plain areas. This section of Charles County is one of the least populated areas in Maryland, and the portion of the county known as Maryland Point, which includes Douglas Point, contains some of the most extensive, continuous forested tracts of land remaining in the state. The present publication is intended to be used as an introduction to Douglas Point, its history, biology, geology, topography, soils, and climatology.

    1990-05-01T23:59:59.000Z

This publication contains a compilation of static and fatigue and strength data for laminated-wood material made from Douglas fir and epoxy. Results of tests conducted by several organizations are correlated to provide insight into the effects of variables such as moisture, size, lamina-to-lamina joint design, wood veneer grade, and the ratio of cyclic stress to steady stress during fatigue testing. These test data were originally obtained during development of wood rotor blades for large-scale wind turbines of the horizontal-axis (propeller) configuration. Most of the strength property data in this compilation are not found in the published literature. Test sections ranged from round cylinders 2.25 in. in diameter to rectangular slabs 6 in. by 24 in. in cross section and approximately 30 ft long. All specimens were made from Douglas fir veneers 0.10 in. thick, bonded together with the WEST epoxy system developed for fabrication and repair of wood boats. Loading was usually parallel to the grain. Size effects (reduction in strength with increase in test volume) are observed in some of the test data, and a simple mathematical model is presented that includes the probability of failure. General characteristics of the wood/epoxy laminate are discussed, including features that make it useful for a wide variety of applications. 9 refs.

    SciTech Connect (OSTI)

    Miller, R.E.; Obermeyer, E.L.

Portions of a 4-year-old Douglas-fir (Pseudotsuga menziesii var. menziesii (Mirb.) Franco) plantation were sprayed with herbicide. Five years after spraying the authors established 18 plots and used several means to determine retrospectively that six plots probably received full spray treatment and six others received no spray. Various portions of the remaining six plots were sprayed. Herbicide reduced number and size of red alder (Alnus rubra Bong.), increased number and size of planted Douglas-fir, damaged terminal shoots of Douglas-fir resulting in more abnormal boles and branching, and increased number of volunteer conifers. Fifteen of the eighteen plots were thinned, in the subsequent 6 years, thinned plots that had received full release at age 4 averaged 9 percent more volume growth (all species) than plots not released.

The 200-BP-5 Operable Unit was established in response to recommendations presented in the 200 East Groundwater Aggregate Area Management Study Report (AAMSR) (DOE-RL 1993a). Recognizing different approaches to remediation, the groundwater AAMSR recommended separating groundwater from source and vadose zone operable units and subdividing 200 East Area groundwater into two operable units. The division between the 200-BP-5 and 200-PO-1 Operable Units was based principally on source operable unit boundaries and distribution of groundwater plumes derived from either B Plant or Plutonium/Uranium Extraction (PUREX) Plant liquid waste disposal sites.

BP Psc is a puzzling late-type, emission-line field star with large infrared excess. The star is encircled and enshrouded by a nearly edge-on, dust circumstellar disk, and displays an extensive jet system similar to those associated with pre-main sequence (pre-MS) stars. We conducted a mm-wave molecular line survey of BP Psc with the 30 m telescope of the Institut de Radio Astronomie Millimetrique (IRAM). We detected lines of 12CO and 13CO and, possibly, very weak emission from HCO+ and CN; HCN, H2CO, and SiO are not detected. The CO line profiles of BP Psc are well fit by a model invoking a disk in Keplerian rotation. The mimumum disk gas mass, inferred from the 12CO line intensity and 13CO/12CO line ratio, is ~0.1 Jupiter masses. The weakness of HCO+ and CN (relative to 13CO) stands in sharp contrast to the strong HCO+ and CN emission that characterizes most low-mass, pre-main sequence stars that have been the subjects of molecular emission-line surveys, and is suggestive of a very low level of X-ray-induce...

    1996-08-01T23:59:59.000Z

On a medium site in northern California, a tanoak-mixed shrub community was given several treatments (manual release two and three times, a combination chainsaw and cut surface herbicide treatment, two foliar herbicides, and a tank mix of the two herbicides) to study its development in both a natural (control) and treated condition. The herbicides were 2,4-D, Garlon 3A, and Garlon 4, each applied two times. Survival of planted Douglas-fir seedlings was recorded for 11 years and growth was quantified for 9 years after the last treatment application. In addition to Douglas-fir, data are presented individually for the two most abundant species (tanoak and snowbrush), for greenleaf manzanita, and for the hardwood tree and shrubs combined. The treatment response data, cost information, and plant community relationships provides the forest land manager with knowledge on how to attain some specific plant communities in the future, and their developmental potentials.

This feasibility study examines a range of alternatives and provides recommendations for selecting a preferred alternative for remediating contamination at the 200-BP-1 operable unit. The 200-BP-1 operable unit is located in the center of the Hanford Site along the northern boundary of the 200 East Area. The 241-BY Tank Farm is located immediately to the south of the operable unit. 200-BP-1 is a source operable unit with contaminated soils associated primarily with nine inactive cribs (known as the 216-B cribs). These cribs were used for disposal of low-level radioactive liquid waste from U Plant uranium recovery operations, and waste storage tank condensate from the adjacent 241-BY Tank Farm. The cribs used for disposal of U Plant waste were in operation from 1955--1965, and the cribs used for disposal of tank condensate were in operation from 1965--1975. In addition to the cribs, four unplanned releases of radioactive materials have occurred within the operable unit. Contaminated surface soils associated with the unplanned releases have been consolidated over the cribs and covered with clean soil to reduce contaminant migration and exposure. Discharge of wastes to the cribs has resulted in soil and groundwater contamination. The groundwater is being addressed as part of the 200 East Aggregate Area, groundwater operable unit. Contaminated soils at the site can be categorized by the types of contaminants, their distribution in the soil column, and the risk posed by the various potential exposure pathways. Below the clean soil cover, the near surface soils contain low-levels of contamination with cesium-137, radium-226, strontium-90, thorium-228, and uranium. The lifetime incremental cancer risk associated with these soils if they were exposed at the surface is 9{times}10{sup {minus}5}.

Ground softwood Douglas fir (Pseudotsuga menziesii) was treated with pressurized saturated steam at 200-220 C (1.6-2.4 MPa) for 5-10 min in a sealed container. The contents of the container were released to the atmosphere for a sudden decompression. The steam-exploded wood particles were dried to 10% moisture content and pelletized in a single-piston-cylinder system. The pellets were characterized for their mechanical strength, chemical composition, and moisture sorption. The steamtreated wood required 12-81% more energy to compact into pellets than the untreated wood. Pellets made from steam-treated wood had a breaking strength 1.4-3.3 times the strength of pellets made from untreated wood. Steam-treated pellets had a reduced equilibrium moisture content of 2-4% and a reduced expansion after pelletization. There was a slight increase in the high heating value from 18.94 to 20.09 MJ/kg for the treated samples. Steam-treated pellets exhibited a higher lengthwise rigidity compared to untreated pellets.

  15. BP Cherry Point Cogeneration Project, Draft Environmental Impact Statement

    SciTech Connect (OSTI)

    N /A

    2003-09-19T23:59:59.000Z

BP West Coast Products, LLC (BP or the Applicant) proposes to construct and operate a nominal 720-megawatt (MW), natural-gas-fired, combined-cycle cogeneration facility next to the existing BP Cherry Point Refinery in Whatcom County, Washington. The Applicant also owns and operates the refinery, but the cogeneration facility and the refinery would be operated as separate business units. The cogeneration facility and its ancillary infrastructure would provide steam and 85 MW of electricity to meet the operating needs of the refinery and 635 MW of electrical power for local and regional consumption. The proposed cogeneration facility would be located between Ferndale and Blaine in northwestern Whatcom County, Washington. The Canadian border is approximately 8 miles north of the proposed project site. The Washington State Energy Facility Site Evaluation Council (EFSEC) has jurisdiction over the evaluation of major energy facilities including the proposed project. As such, EFSEC will recommend approval or denial of the proposed cogeneration facility to the governor of Washington after an environmental review. On June 3, 2002, the Applicant filed an Application for Site Certification (ASC No. 2002-01) with EFSEC in accordance with Washington Administrative Code (WAC) 463-42. On April 22, 2003, the Applicant submitted an amended ASC that included, among other things, a change from air to water cooling. With the submission of the ASC and in accordance with the State Environmental Policy Act (SEPA) (WAC 463-47), EFSEC is evaluating the siting of the proposed project and conducting an environmental review with this Environmental Impact Statement (EIS). Because the proposed project requires federal agency approvals and permits, this EIS is intended to meet the requirements under both SEPA and the National Environmental Policy Act (NEPA). The Bonneville Power Administration (Bonneville) and U.S. Army Corps of Engineers (Corps) also will use this EIS as part of their respective decision-making processes associated with the Applicant's request to interconnect to Bonneville's transmission system and proposed location of the project within wetland areas. Therefore, this Draft EIS serves as the environmental review document for SEPA and for NEPA as required by Bonneville for the interconnection and the Corps for its 404 individual permit. The EIS addresses direct, indirect, and cumulative impacts of the proposed project, and potential mitigation measures proposed by the Applicant, as well as measures recommended by EFSEC. The information and resulting analysis presented in this Draft EIS are based primarily on information provided by the Applicant in the ASC No. 2002-01 (BP 2002). Where additional information was used to evaluate the potential impacts associated with the proposed action, that information has been referenced. EFSEC's environmental consultant, Shapiro and Associates, Inc., did not perform additional studies during the preparation of this Draft EIS.

    1994-09-01T23:59:59.000Z

Douglas-fir seedlings on the Arcata District, Bureau of Land Management, U.S. Department of the Interior, in central coastal California, were planted in an effort to restore the natural forest to what was then pastureland. Douglas-fir seedlings were released from a complex forb-gass-fern plant community by applying very large (10-ft square) and very small (2-foot square) durable mulches one month after planting. In spite of high cost, the promising role of large mulches for establishing fast-growing Douglas-fir seedlings on a harsh site and the increased stability and sustainability that the future trees will bring to the more natural plant community give large mulches a place in the toolkit of ecosystem managers.

After 5 years, average Douglas-fir stem diameter (measured at 12 inches above mean groundline) of seedlings grubbed at ages 1, 2, and 5 was 0.91 inches, and of seedlings grubbed after the first and fifth growing season was 0.95 inches. Both were significantly larger than counterparts in the control (0.57 inches).

The provisional seed zones and breeding zones were developed for Douglas-fir (Pseudotsuga menziesii (Mirb.) Franco) in the Siskiyou National Forest in southwestern Oregon. Zones were based on maps of genetic variation patterns obtained by evaluating genotypes of trees from 260 locations in the region. Genotypes controlling growth vigor and growth rhythm were assessed in the common garden. Within the Forest, three breeding blocks were recommended, with different numbers of elevational bands in each block: from 0 to 610 meters, from 611 to 838 meters, and then a series of bands 152 meters wide at higher elevations.

    SciTech Connect (OSTI)

Wu, Kang; Pezeshki, S.; McMahon, J.

    1995-08-01T23:59:59.000Z

In recent years, Latin America`s hydrocarbons sector has been characterized by reorganization, revitalization, regional cooperation, environmental awakening, and steady expansion. The pattern of these changes, which appear to be the megatrends of the region`s hydrocarbons sector development, will continue during the rest of the 1990s. To further study the current situation and future prospects of Latin America`s hydrocarbons sector, we critically summarize in this short article the key issues in the region`s oil and gas development. These megatrends in Latin America`s hydrocarbons sector development will impact not only the future energy demand and supply in the region, but also global oil flows in the North American market and across the Pacific Ocean. Each country is individually discussed; pipelines to be constructed are discussed also.

  1. Extended rotations and culmination age of coast douglas-fir: Old studies speak to current issues. Forest Service research paper

    SciTech Connect (OSTI)

    Curtis, R.O.

    1995-11-01T23:59:59.000Z

Trends of mean annual increment and periodic annual increment were examined in 17 long-term thinning studies in Douglas-fir (Pseuditsuga menziesii var. menziesii (Mirb.) Franco) in western Washington, western Oregon, and British Columbia. Problems in evaluating growth trends and culmination ages are discussed. None of the stands had clearly reached culmination of mean annual increment, although some seemed close. The observed trends seem generally consistent with some other recent comparisons. These comparisons indicate that rotations can be considerably extended without reducing long-term timber production; value production probably would increase. A major problem in such a strategy is design of thinning regimes that can maintain a reasonable level of timber flow during the transition period while producing stand conditions compatible with other management objectives. The continuing value of long-term permanent plot studies is emphasized.

The levels-of-growing-stock studies in Douglas-fir (Pseudotsuga menziesii (Mirb.) Franco), were designed to test the influence of treatment regimes by using a wide range of retained growing stock on the development of forest growth, yield, and stand structure. Results of the Francis installation located in the headwaters of the Willapa River in Pacific County, Washington, are summarized from calibration at age 15 through age 42 (completion of 60 feet of height growth from calibration, and the planned course of the experimental thinnings plus 5 years). In addition to the eight basic treatments and control common to the other eight study installations in the region, five additional treatments were added at Francis; four late first thinnings (at age 25), which matched the level of growing stock of four standard fixed treatments, and an unthinned western hemlock (Tsuga heterophylla (Raf.) Sarg.). Estimated Douglas-fir site index (50-year base) of this plantation is 124, a mid site II.

To measure progress toward multi-year Building America research goals, cost and performance trade-offs are evaluated through a series of controlled field and laboratory experiments supported by energy analysis techniques that use test data to''calibrate'' energy simulation models. This report summarizes the guidelines for reporting such analytical results using the Building America Research Benchmark (Version 3.1) in studies that also include consideration of current Regional and Builder Standard Practice. Version 3.1 of the Benchmark is generally consistent with the 1999 Home Energy Rating System (HERS) Reference Home, with additions that allow evaluation of all home energy uses.

This Habitat Evaluation Procedure study was conducted to determine baseline habitat units (HUs) on the Scotch Creek, Mineral Hill, Pogue Mountain, Chesaw and Tunk Valley Habitat Areas (collectively known as the Scotch Creek Wildlife Area) in Okanogan County, Sagebrush Flat and the Dormaler property in Douglas County, and the Berg Brothers ranch located in Okanogan County within the Colville Reservation. A HEP team comprised of individuals from the Washington Department of Fish and Wildlife, the Confederated Tribes of the Colville Reservation, and the Natural Resources Conservation Service (Appendix A) conducted baseline habitat surveys using the following HEP evaluation species: mule deer (Odocoileus hemionus), sharp-tailed grouse (Tympanuchus phasianellus), pygmy rabbit (Brachylagus idahoensis), white-tailed deer (Odocoileus virginiana), mink (Mustela vison), Canada goose (Branta canadensis), downy woodpecker (Picoides pubescens), Lewis woodpecker (Melanerpes lewis), and Yellow warbler (Dendroica petechia). Results of the HEP analysis are listed below. General ratings (poor, marginal, fair, etc.,) are described in Appendix B. Mule deer habitat was marginal lacking diversity and quantify of suitable browse species. Sharp-tailed grouse habitat was marginal lacking residual nesting cover and suitable winter habitat Pygmy rabbit habitat was in fair condition except for the Dormaier property which was rated marginal due to excessive shrub canopy closure at some sites. This report is an analysis of baseline habitat conditions on mitigation project lands and provides estimated habitat units for mitigation crediting purposes. In addition, information from this document could be used by wildlife habitat managers to develop management strategies for specific project sites.

The US Department of Energy (DOE), Hanford Site, in Washington State is organized into numerically designated operational areas including the 100, 200, 300, 400, 600, and 1100 Areas. The US Environmental Protection Agency (EPA), in November of 1989, included the 200 Areas of the Hanford Site on the National Priority List (NPL) under the Comprehensive Environmental Response, compensation, and Liability Act of 1980 (CERCLA). The 200 Area is divided into operable units based on waste disposal information, location, facility, type, and other characteristics. The 200-BP-1 operable unit is one specific site located within the 200 East Area. Inclusion on the NPL initiated the remedial investigation (RI) process for characterizing the nature and extent of contamination and assessing risks to human health and the environment at the 200-BP-1 operable unit. In March of 1990, a remedial investigation/feasibility study (RI/FS) work plan for the 200-BP-1 operable unit was issued (DOE-RL 1990a). The work plan outlined the first phase of site characterization activities, which were completed in March of 1993 with the issuance of Phase I Remedial Investigation Report for the 200-BP-1 Operable Unit (DOE-RL 1993, Draft A). Remedial action objectives outlined in the RI report suggest that a likely remedial action at the 200-BP-1 operable unit could involve the use of a surface barrier. To further evaluate this technology, additional performance and constructability data are needed to implement this remedial action. This test plan describes the general methodology for conducting a prototype barrier treatability study. The objectives of this treatability study are to determine overall performance and constructability data on an actual waste site in conjunction with the Hanford Site Barrier Development Program.

Inclusion on the NPL initiated the remedial investigation (RD process for the 200-BP-1 operable unit. These efforts are being addressed through the Hanford Federal Facility Agreement and Consent Order (Ecology et al. 1989) which was negotiated and approved by the DOE, the EPA, and the State of Washington Department of Ecology (Ecology) in May 1989. This agreement, known as the Tri-Party Agreement, governs all CERCLA efforts at Hanford. In March of 1990, the Department of Energy, Richland Operations (DOE-RL) issued a Remedial Investigation/Feasibility Study (RI/FS) work plan (DOE-RL 1990a) for the 200-BP-1 operable unit. The work plan initiated the first phase of site characterization activities associated with the 200-BP-1 operable unit. The purpose of the 200-BP-1 operable unit RI is to gather and develop the necessary information to adequately understand the risks to human health and the environment posed by the site and to support the development and analysis of remedial alternatives during the FS. The RI analysis will, in turn, be used by Tri-Party Agreement signatories to make a risk-management-based selection of remedies for the releases of hazardous substances that have occurred from the 200-BP-1 operable unit.

Although this is the approach that was and is necessary, there are still some shortfalls that have occurred in the process of licensing and acquisition of technology. Governments around the world also have had powerful impacts on technology transfer. Those in Latin America are no exception.

Spitzer IRS spectroscopy supports the interpretation that BP Piscium, a gas and dust enshrouded star residing at high Galactic latitude, is a first-ascent giant rather than a classical T Tauri star. Our analysis suggests that BP Piscium's spectral energy distribution can be modeled as a disk with a gap that is opened by a giant planet. Modeling the rich mid-infrared emission line spectrum indicates that the solid-state emitting grains orbiting BP Piscium are primarily composed of ~75 K crystalline, magnesium-rich olivine; ~75 K crystalline, magnesium-rich pyroxene; ~200 K amorphous, magnesium-rich pyroxene; and ~200 K annealed silica ('cristobalite'). These dust grains are all sub-micron sized. The giant planet and gap model also naturally explains the location and mineralogy of the small dust grains in the disk. Disk shocks that result from disk-planet interaction generate the highly crystalline dust which is subsequently blown out of the disk mid-plane and into the disk atmosphere.

Always the teacher, he wants his countrymen to learn about aspects of the life of other nations which could benefit... that the quality of work at the Guthrie Theater in Minneapolis had declined, or whether he just had had bad luck in the productions he had been able to see in recent years. 18. Making Biofuel From Corncobs and Switchgrass in Rural America

Office of Energy Efficiency and Renewable Energy (EERE)

Energy crops and agricultural residue, like corncobs and stover, are becoming part of rural Americas energy future. Unlike the more common biofuel derived from corn, these are non-food/feed based cellulosic feedstocks, and the energy content of the biomass makes it ideal for converting to sustainable fuel.

This feasibility study (FS) examines a range of alternatives and provides recommendations for selecting a preferred altemative for remediating contamination at the 200-BP-1 operable unit. The cribs used for disposal of U Plant waste were in operation from 1955--1965, and the cribs used for disposal of tank condensate were in operation from 1965-1975. The groundwater is being addressed as part of the 200 East Aggregate Area groundwater operable unit. Contaminated soils at the site can be categorized by the types of contaminants, their distribution in the soil column, and the risk posed by the various potential exposure pathways. Below the clean soil cover, the near surface soils contain low-:levels of contamination with cesium-137, radium-226, strontium-90, thorium-228 and uranium. The lifetime incremental cancer risk associated with these soils if they were exposed at the surface is 9 {times} 10{sup 5}.

    1983-07-13T23:59:59.000Z

Funding to Latin America from the three principal multinational financial institutions (the World Bank, the Interamerican Development Bank, and the Caribbean Development Bank) reflects a growing emphasis on energy. Economic and energy forecasters in these and other donor agencies, as well as in oil companies and private banks, warn of strong possibilities of a petroleum-supply shortfall, and higher prices, before the year 2000. If developing countries, with or without conventional energy resources, are to plan effectively for economic growth, external institutional and private energy funding won't be enough: conservation, more-efficient management, and higher prices for electricity and other energy will be necessary. There is marked hemispheric cooperation to promote Latin America's energy and economic advancement, when bilateral and international agreements are examined: US and Canadian loans are via bilateral and institutional channels. Mexico, Colombia, and Venezuela, all Third World countries but with substantial hydrocarbon resources, stand out both as energy aid donors, and as three of the five Latin American promoters (the Contadora Group) that are seeking to increase dialogue between warring factions among some of their Caribbean and Central American neighbors. This issue presents the Energy Detente fuel price/tax series and the principal industrial fuel prices for July 1983 for countries of the Eastern Hemisphere.

Logging residues were (1) broadcast burned, (2) piled and burned, (3) removed, or (4) left in place after clearcutting in a high elevation subalpine fir/lodgepole pine forest in north-central Washington. Survival, height growth, and nutrient content of foliage of planted Douglas-fir and lodgepole pine seedlings, and variations in soil factors (nutrients, temperature, moisture, and compaction) and air temperature were compared for the four treatments. Little height growth occurred the first year, and it was similar for all treatments, probably due to transplant shock. Height growth the second year increased the most in the burned treatments, and the least in the slash-left treatment. Levels of nutrients in foliage were similar for all treatments and above threshold-deficiency levels except for sulfur. Extractable soil nutrients increased with burn treatments but returned to levels in other treatments within 3 years, best performance of seedlings during the first 2 years was in burn treatments.

Exploration activity in South America, Central America, the Caribbean area, and Mexico in 1986 was considerably reduced compared to 1985. Brazil, Colombia, Ecuador, Guatemala, and Venezuela had increased oil production, with Colombia showing a dramatic 71% increase attributed mainly to bringing on-stream the pipeline connecting Occidental-Shell-Ecopetrol's Cano Limon complex to the port of Covenas. Significant discoveries were reported from Argentina in the Olmedo, Oran, and San Jorge basins; Brazil in the offshore Campos and Amazon basins; Colombia in the Llanos basin; Ecuador in the Oriente basin; Mexico in the Bay of Campeche; Peru in the Ucayali basin; and Venezuela in the Eastern Venezuela basin. Eastern Venezuela's Furrial discovery is reported to have recoverable reserves of more than 1 million bbl of oil, and Shell's Ucayali basin discovery is reported to hold more than 7 tcf of gas. 7 figures, 10 tables.

Exploration activity in South America, Central America, the Caribbean area, and Mexico in 1985 was concentrated in proven petroleum provinces. Successful exploration and development efforts were most intense in Colombia and Venezuela, where activity centered around the Cano Limon field area. Initial production of 30,000 BOPD from Cano Limon started in December, raising Colombia again to the ranks of an exporting nation. Another significant discovery in Colombia was San Francisco field in the Upper Magdalena basin. Argentina reported significant discoveries by YPF in the Northwest Cretaceous and Neuquen basins and by Total offshore Tierra del Fuego. Brazil continued to discover major reserves in the offshore Campos basin in ever-increasing water depths. At year end, Venezuela was drilling Furrial-1 in eastern Venezuela. The well is reported to be the outstanding discovery of 1985, if not of the last 2 decades. 4 figures, 7 tables.

Decadal samples of dendrochronologically-dated pine (Lagorostrobos franklinii) from the Stanley River basin, Tasmania have been radiocarbon dated between 2120-850 yr BP. This data set overlaps and extends the current Southern Hemisphere record, which currently covers the period 110-995 yr BP. There is good agreement between the two records between 995-850 yr BP, between sample replicates and with consensus values for standards. As in the younger dataset, we find evidence for a distinct but variable offset between the southern hemisphere data and IntCal04; although this is likely due to real temporal variability in the interhemispheric offset, further work is planned to rule out possible laboratory or sample preparation differences.

  16. Reaching Grid Parity Using BP Solar Crystalline Silicon Technology: A Systems Class Application

The primary target market for this program was the residential and commercial PV markets, drawing on BP Solar's premium product and service offerings, brand and marketing strength, and unique routes to market. These two markets were chosen because: (1) in 2005 they represented more than 50% of the overall US PV market; (2) they are the two markets that will likely meet grid parity first; and (3) they are the two market segments in which product development can lead to the added value necessary to generate market growth before reaching grid parity. Federal investment in this program resulted in substantial progress toward the DOE TPP target, providing significant advancements in the following areas: (1) Lower component costs particularly the modules and inverters. (2) Increased availability and lower cost of silicon feedstock. (3) Product specifically developed for residential and commercial applications. (4) Reducing the cost of installation through optimization of the products. (5) Increased value of electricity in mid-term to drive volume increases, via the green grid technology. (6) Large scale manufacture of PV products in the US, generating increased US employment in manufacturing and installation. To achieve these goals BP Solar assembled a team that included suppliers of critical materials, automated equipment developers/manufacturers, inverter and other BOS manufacturers, a utility company, and University research groups. The program addressed all aspects of the crystalline silicon PV business from raw materials (particularly silicon feedstock) through installation of the system on the customers site. By involving the material and equipment vendors, we ensured that supplies of silicon feedstock and other PV specific materials like encapsulation materials (EVA and cover glass) will be available in the quantities required to meet the DOE goals of 5 to 10 GW of installed US PV by 2015 and at the prices necessary for PV systems to reach grid parity in 2015. This final technical report highlights the accomplishments of the BP Solar technical team from 2006 to the end of the project in February 2010. All the main contributors and team members are recognized for this accomplishment and their endeavors are recorded in the twelve main tasks described here.

This final report summarizes the work conducted by the Building America Industrialized Housing Partnership (www.baihp.org) for the period 9/1/99-6/30/06. BAIHP is led by the Florida Solar Energy Center of the University of Central Florida and focuses on factory built housing. In partnership with over 50 factory and site builders, work was performed in two main areas--research and technical assistance. In the research area--through site visits in over 75 problem homes, we discovered the prime causes of moisture problems in some manufactured homes and our industry partners adopted our solutions to nearly eliminate this vexing problem. Through testing conducted in over two dozen housing factories of six factory builders we documented the value of leak free duct design and construction which was embraced by our industry partners and implemented in all the thousands of homes they built. Through laboratory test facilities and measurements in real homes we documented the merits of 'cool roof' technologies and developed an innovative night sky radiative cooling concept currently being tested. We patented an energy efficient condenser fan design, documented energy efficient home retrofit strategies after hurricane damage, developed improved specifications for federal procurement for future temporary housing, compared the Building America benchmark to HERS Index and IECC 2006, developed a toolkit for improving the accuracy and speed of benchmark calculations, monitored the field performance of over a dozen prototype homes and initiated research on the effectiveness of occupancy feedback in reducing household energy use. In the technical assistance area we provided systems engineering analysis, conducted training, testing and commissioning that have resulted in over 128,000 factory built and over 5,000 site built homes which are saving their owners over $17,000,000 annually in energy bills. These include homes built by Palm Harbor Homes, Fleetwood, Southern Energy Homes, Cavalier and the manufacturers participating in the Northwest Energy Efficient Manufactured Home program. We worked with over two dozen Habitat for Humanity affiliates and helped them build over 700 Energy Star or near Energy Star homes. We have provided technical assistance to several show homes constructed for the International builders show in Orlando, FL and assisted with other prototype homes in cold climates that save 40% over the benchmark reference. In the Gainesville Fl area we have several builders that are consistently producing 15 to 30 homes per month in several subdivisions that meet the 30% benchmark savings goal. We have contributed to the 2006 DOE Joule goals by providing two community case studies meeting the 30% benchmark goal in marine climates.
