The 200-BP-5 Operable Unit was established in response to recommendations presented in the 200 East Groundwater Aggregate Area Management Study Report (AAMSR) (DOE-RL 1993a). Recognizing different approaches to remediation, the groundwater AAMSR recommended separating groundwater from source and vadose zone operable units and subdividing 200 East Area groundwater into two operable units. The division between the 200-BP-5 and 200-PO-1 Operable Units was based principally on source operable unit boundaries and distribution of groundwater plumes derived from either B Plant or Plutonium/Uranium Extraction (PUREX) Plant liquid waste disposal sites.

BP Psc is a puzzling late-type, emission-line field star with large infrared excess. The star is encircled and enshrouded by a nearly edge-on, dust circumstellar disk, and displays an extensive jet system similar to those associated with pre-main sequence (pre-MS) stars. We conducted a mm-wave molecular line survey of BP Psc with the 30 m telescope of the Institut de Radio Astronomie Millimetrique (IRAM). We detected lines of 12CO and 13CO and, possibly, very weak emission from HCO+ and CN; HCN, H2CO, and SiO are not detected. The CO line profiles of BP Psc are well fit by a model invoking a disk in Keplerian rotation. The mimumum disk gas mass, inferred from the 12CO line intensity and 13CO/12CO line ratio, is ~0.1 Jupiter masses. The weakness of HCO+ and CN (relative to 13CO) stands in sharp contrast to the strong HCO+ and CN emission that characterizes most low-mass, pre-main sequence stars that have been the subjects of molecular emission-line surveys, and is suggestive of a very low level of X-ray-induce...

  17. Feasibility study report for the 200-BP-1 operable unit

    SciTech Connect (OSTI)

    Not Available

    1993-06-01T23:59:59.000Z

This feasibility study examines a range of alternatives and provides recommendations for selecting a preferred alternative for remediating contamination at the 200-BP-1 operable unit. The 200-BP-1 operable unit is located in the center of the Hanford Site along the northern boundary of the 200 East Area. The 241-BY Tank Farm is located immediately to the south of the operable unit. 200-BP-1 is a source operable unit with contaminated soils associated primarily with nine inactive cribs (known as the 216-B cribs). These cribs were used for disposal of low-level radioactive liquid waste from U Plant uranium recovery operations, and waste storage tank condensate from the adjacent 241-BY Tank Farm. The cribs used for disposal of U Plant waste were in operation from 1955--1965, and the cribs used for disposal of tank condensate were in operation from 1965--1975. In addition to the cribs, four unplanned releases of radioactive materials have occurred within the operable unit. Contaminated surface soils associated with the unplanned releases have been consolidated over the cribs and covered with clean soil to reduce contaminant migration and exposure. Discharge of wastes to the cribs has resulted in soil and groundwater contamination. The groundwater is being addressed as part of the 200 East Aggregate Area, groundwater operable unit. Contaminated soils at the site can be categorized by the types of contaminants, their distribution in the soil column, and the risk posed by the various potential exposure pathways. Below the clean soil cover, the near surface soils contain low-levels of contamination with cesium-137, radium-226, strontium-90, thorium-228, and uranium. The lifetime incremental cancer risk associated with these soils if they were exposed at the surface is 9{times}10{sup {minus}5}.

  1. BP Cherry Point Cogeneration Project, Draft Environmental Impact Statement

    SciTech Connect (OSTI)

    N /A

    2003-09-19T23:59:59.000Z

BP West Coast Products, LLC (BP or the Applicant) proposes to construct and operate a nominal 720-megawatt (MW), natural-gas-fired, combined-cycle cogeneration facility next to the existing BP Cherry Point Refinery in Whatcom County, Washington. The Applicant also owns and operates the refinery, but the cogeneration facility and the refinery would be operated as separate business units. The cogeneration facility and its ancillary infrastructure would provide steam and 85 MW of electricity to meet the operating needs of the refinery and 635 MW of electrical power for local and regional consumption. The proposed cogeneration facility would be located between Ferndale and Blaine in northwestern Whatcom County, Washington. The Canadian border is approximately 8 miles north of the proposed project site. The Washington State Energy Facility Site Evaluation Council (EFSEC) has jurisdiction over the evaluation of major energy facilities including the proposed project. As such, EFSEC will recommend approval or denial of the proposed cogeneration facility to the governor of Washington after an environmental review. On June 3, 2002, the Applicant filed an Application for Site Certification (ASC No. 2002-01) with EFSEC in accordance with Washington Administrative Code (WAC) 463-42. On April 22, 2003, the Applicant submitted an amended ASC that included, among other things, a change from air to water cooling. With the submission of the ASC and in accordance with the State Environmental Policy Act (SEPA) (WAC 463-47), EFSEC is evaluating the siting of the proposed project and conducting an environmental review with this Environmental Impact Statement (EIS). Because the proposed project requires federal agency approvals and permits, this EIS is intended to meet the requirements under both SEPA and the National Environmental Policy Act (NEPA). The Bonneville Power Administration (Bonneville) and U.S. Army Corps of Engineers (Corps) also will use this EIS as part of their respective decision-making processes associated with the Applicant's request to interconnect to Bonneville's transmission system and proposed location of the project within wetland areas. Therefore, this Draft EIS serves as the environmental review document for SEPA and for NEPA as required by Bonneville for the interconnection and the Corps for its 404 individual permit. The EIS addresses direct, indirect, and cumulative impacts of the proposed project, and potential mitigation measures proposed by the Applicant, as well as measures recommended by EFSEC. The information and resulting analysis presented in this Draft EIS are based primarily on information provided by the Applicant in the ASC No. 2002-01 (BP 2002). Where additional information was used to evaluate the potential impacts associated with the proposed action, that information has been referenced. EFSEC's environmental consultant, Shapiro and Associates, Inc., did not perform additional studies during the preparation of this Draft EIS.

The US Department of Energy (DOE), Hanford Site, in Washington State is organized into numerically designated operational areas including the 100, 200, 300, 400, 600, and 1100 Areas. The US Environmental Protection Agency (EPA), in November of 1989, included the 200 Areas of the Hanford Site on the National Priority List (NPL) under the Comprehensive Environmental Response, compensation, and Liability Act of 1980 (CERCLA). The 200 Area is divided into operable units based on waste disposal information, location, facility, type, and other characteristics. The 200-BP-1 operable unit is one specific site located within the 200 East Area. Inclusion on the NPL initiated the remedial investigation (RI) process for characterizing the nature and extent of contamination and assessing risks to human health and the environment at the 200-BP-1 operable unit. In March of 1990, a remedial investigation/feasibility study (RI/FS) work plan for the 200-BP-1 operable unit was issued (DOE-RL 1990a). The work plan outlined the first phase of site characterization activities, which were completed in March of 1993 with the issuance of Phase I Remedial Investigation Report for the 200-BP-1 Operable Unit (DOE-RL 1993, Draft A). Remedial action objectives outlined in the RI report suggest that a likely remedial action at the 200-BP-1 operable unit could involve the use of a surface barrier. To further evaluate this technology, additional performance and constructability data are needed to implement this remedial action. This test plan describes the general methodology for conducting a prototype barrier treatability study. The objectives of this treatability study are to determine overall performance and constructability data on an actual waste site in conjunction with the Hanford Site Barrier Development Program.

Inclusion on the NPL initiated the remedial investigation (RD process for the 200-BP-1 operable unit. These efforts are being addressed through the Hanford Federal Facility Agreement and Consent Order (Ecology et al. 1989) which was negotiated and approved by the DOE, the EPA, and the State of Washington Department of Ecology (Ecology) in May 1989. This agreement, known as the Tri-Party Agreement, governs all CERCLA efforts at Hanford. In March of 1990, the Department of Energy, Richland Operations (DOE-RL) issued a Remedial Investigation/Feasibility Study (RI/FS) work plan (DOE-RL 1990a) for the 200-BP-1 operable unit. The work plan initiated the first phase of site characterization activities associated with the 200-BP-1 operable unit. The purpose of the 200-BP-1 operable unit RI is to gather and develop the necessary information to adequately understand the risks to human health and the environment posed by the site and to support the development and analysis of remedial alternatives during the FS. The RI analysis will, in turn, be used by Tri-Party Agreement signatories to make a risk-management-based selection of remedies for the releases of hazardous substances that have occurred from the 200-BP-1 operable unit.

Spitzer IRS spectroscopy supports the interpretation that BP Piscium, a gas and dust enshrouded star residing at high Galactic latitude, is a first-ascent giant rather than a classical T Tauri star. Our analysis suggests that BP Piscium's spectral energy distribution can be modeled as a disk with a gap that is opened by a giant planet. Modeling the rich mid-infrared emission line spectrum indicates that the solid-state emitting grains orbiting BP Piscium are primarily composed of ~75 K crystalline, magnesium-rich olivine; ~75 K crystalline, magnesium-rich pyroxene; ~200 K amorphous, magnesium-rich pyroxene; and ~200 K annealed silica ('cristobalite'). These dust grains are all sub-micron sized. The giant planet and gap model also naturally explains the location and mineralogy of the small dust grains in the disk. Disk shocks that result from disk-planet interaction generate the highly crystalline dust which is subsequently blown out of the disk mid-plane and into the disk atmosphere.

This feasibility study (FS) examines a range of alternatives and provides recommendations for selecting a preferred altemative for remediating contamination at the 200-BP-1 operable unit. The cribs used for disposal of U Plant waste were in operation from 1955--1965, and the cribs used for disposal of tank condensate were in operation from 1965-1975. The groundwater is being addressed as part of the 200 East Aggregate Area groundwater operable unit. Contaminated soils at the site can be categorized by the types of contaminants, their distribution in the soil column, and the risk posed by the various potential exposure pathways. Below the clean soil cover, the near surface soils contain low-:levels of contamination with cesium-137, radium-226, strontium-90, thorium-228 and uranium. The lifetime incremental cancer risk associated with these soils if they were exposed at the surface is 9 {times} 10{sup 5}.

Decadal samples of dendrochronologically-dated pine (Lagorostrobos franklinii) from the Stanley River basin, Tasmania have been radiocarbon dated between 2120-850 yr BP. This data set overlaps and extends the current Southern Hemisphere record, which currently covers the period 110-995 yr BP. There is good agreement between the two records between 995-850 yr BP, between sample replicates and with consensus values for standards. As in the younger dataset, we find evidence for a distinct but variable offset between the southern hemisphere data and IntCal04; although this is likely due to real temporal variability in the interhemispheric offset, further work is planned to rule out possible laboratory or sample preparation differences.

The primary target market for this program was the residential and commercial PV markets, drawing on BP Solar's premium product and service offerings, brand and marketing strength, and unique routes to market. These two markets were chosen because: (1) in 2005 they represented more than 50% of the overall US PV market; (2) they are the two markets that will likely meet grid parity first; and (3) they are the two market segments in which product development can lead to the added value necessary to generate market growth before reaching grid parity. Federal investment in this program resulted in substantial progress toward the DOE TPP target, providing significant advancements in the following areas: (1) Lower component costs particularly the modules and inverters. (2) Increased availability and lower cost of silicon feedstock. (3) Product specifically developed for residential and commercial applications. (4) Reducing the cost of installation through optimization of the products. (5) Increased value of electricity in mid-term to drive volume increases, via the green grid technology. (6) Large scale manufacture of PV products in the US, generating increased US employment in manufacturing and installation. To achieve these goals BP Solar assembled a team that included suppliers of critical materials, automated equipment developers/manufacturers, inverter and other BOS manufacturers, a utility company, and University research groups. The program addressed all aspects of the crystalline silicon PV business from raw materials (particularly silicon feedstock) through installation of the system on the customers site. By involving the material and equipment vendors, we ensured that supplies of silicon feedstock and other PV specific materials like encapsulation materials (EVA and cover glass) will be available in the quantities required to meet the DOE goals of 5 to 10 GW of installed US PV by 2015 and at the prices necessary for PV systems to reach grid parity in 2015. This final technical report highlights the accomplishments of the BP Solar technical team from 2006 to the end of the project in February 2010. All the main contributors and team members are recognized for this accomplishment and their endeavors are recorded in the twelve main tasks described here.

Monitoring is an essential component of engineered barrier system design and operation. A composite capacitive cover, including a capillary break and an evapotranspiration (ET) barrier at the Hanford Site, is generating data that can be used to help resolve these issues. The prototype Hanford barrier was constructed over the 216-B-57 Crib in 1994 to evaluate surface-barrier constructability, construction costs, and physical and hydrologic performance at the field scale. The barrier has been routinely monitored between November 1994 and September 1998 as part of a Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) treatability test of barrier performance for the 200 BP 1 Operable Unit. Since FY 1998, monitoring has focused on a more limited set of key water balance, stability, and biotic parameters. In FY 2009, data collection was focused on: (1) water-balance monitoring, consisting of precipitation, runoff, soil moisture storage, and drainage measurements with evapotranspiration calculated by difference; (2) stability monitoring, consisting of asphalt-layer-settlement, basalt-side-slope-stability, and surface-elevation measurements; (3) vegetation dynamics; and (4) animal use. September 2009 marked 15 years since the start of monitoring and the collection of performance data. This report describes the results of monitoring activities during the period October 1, 2008, through September 30, 2009, and summarizes the 15 years of performance data collected from September 1994 through September 2009.

In the framework of the planar CR3BP for mass parameter mu=0.0121505, corresponding to the Earth-Moon system, we identify and describe 80 families of periodic orbits encircling both the Earth and the Moon ("transfer" orbits). All the orbits in these families have very low energies, most of them corresponding to values of the Jacobi constant C for which the Hill surface is closed at the Lagrangian point L2. All of these orbits have also short period T, generally under six months. Most of the families are composed of orbits that are asymmetric with respect to the Earth-Moon axis. The main results presented for each family are: (i) the characteristic curves T(h), y(h), v_y(h), and v_x(h) on the Poincare section Sigma_1={x=0.836915310,y,v_x>0,v_y} normal to the Earth-Moon axis at the Lagrangian point L1, parameterized by their energy h=-C/2 in the synodic coordinate system; (ii) the stability parameter along each family; (iii) the intersections x_i(h) of the orbits with the Earth-Moon axis, on the Poincare section Sigma_2={x,y=0,v_x},v_y>0}; (iv) plots of some selected orbits and details of their circumlunar region; and (v) numerical data for the intersection of an orbit with Sigma_1 at a reference value of h. Some possible extensions and applications of this work are also discussed.

  10. COII/tRNA[sup Lys] intergenic 9-bp deletion and other mtDNA markers clearly reveal that the Tharus (Southern Nepal) have oriental affinities

    SciTech Connect (OSTI)

Passarino, G.; Semino, O.; Santachiara-Benerecetti, A.S.; Modiano, G. (Universita di Tor Vergata (Romania))

    1993-09-01T23:59:59.000Z

The authors searched for the East Asian mtDNA 9-bp deletion in the intergenic COII/tRNA[sup Lys] region in a sample of 107 Tharus (50 from central Terai and 57 from eastern Terai), a population whose anthropological origin has yet to be completely clarified. The deletion, detected by electrophoresis of the PCR-amplified nt 7392-8628 mtDNA fragment after digestion with HaeIII, was found in about 8% of both Tharu groups but was found in none of the 76 Hindus who were examined as a non-Oriental neighboring control population. A complete triplication of the 9-bp unit, the second case so far reported, was also observed in one eastern Tharu. All the mtDNAs with the deletion, and that with the triplication, were further characterized (by PCR amplification of the relevant mTDNA fragments and their digestion with the appropriate enzymes) to locate them in the Ballinger et al. phylogeny of East Asian mtDNA haplotypes. The deletion was found to be associated with four different haplotypes, two of which are reported for the first time. One of the deletions and especially the triplication could be best explained by the assumption of novel length-change events. Ballinger's classification of East Asian mtDNA haplotypes is mainly based on the phenotypes for the DdeI site at nt 10394 and the AluI site at nt 10397. Analysis of the entire Tharu sample revealed that more than 70% of the Tharus have both sites, the association of which has been suggested as an ancient East Asian peculiarity. These results conclusively indicate that the Tharus have a predominantly maternal Oriental ancestry. Moreover, they show at least one and perhaps two further distinct length mutations, and this suggests that the examined region is a hot spot of rearrangements. 21 refs., 5 figs., 6 tabs.

  16. 200-BP-1 Prototype Hanford Barrier - 15 Years of Performance Monitoring

    SciTech Connect (OSTI)

Ward, Anderson L.; Link, Steven O.; Draper, Kathryn E.; Clayton, Ray E.

    2009-09-01T23:59:59.000Z

Engineered surface barriers are recognized as a remedial alternative to the removal, treatment and disposal of near-surface contaminants at a variety of waste sites within the DOE complex. One issue impacting their acceptance by stakeholders the use of limited data to predict long-term performance. In 1994, a 2-ha multi-component barrier was constructed over an existing waste disposal site at Hanford using natural materials. Monitoring has been almost continuous for the last 15 yrs and has focused on barrier stability, vegetative cover, plant and animal intrusion, and the components of the water balance, including precipitation, runoff, storage, drainage, and percolation. The total precipitation received from October 1994 through August 2008 was 3311 mm on the northern half (formerly irrigated), and 2638 mm on the southern, non-irrigated half. Water storage in the fine-soil layer shows a cyclic pattern, increasing in the winter and decreasing in the spring and summer to a lower limit of around 100 mm, regardless of precipitation, in response to evapotranspiration. Topographic surveys show the barrier and side slopes to be stable and the pea-gravel admix has proven effective in minimizing erosion through the creation of a desert pavement during deflationary periods. Three runoff events have been observed but the 600-mm design storage capacity has never been exceeded. Total percolation ranged from near zero amounts under the soil-covered plots to over 600 mm under the side slopes. The asphaltic concrete prevented any of this water from reaching the buried waste thereby eliminating the driving force for the contaminant remobilization. Plant surveys show a relatively high coverage of native plants still persists after the initial revegetation although the number of species decreased from 35 in 1994 to 10 in 2009. Ample evidence of insect and small mammal use suggests that the barrier is behaving like a recovering ecosystem. In September 2008, the north half of the barrier was burned to remove vegetation and study the effects of fire on barrier performance. The most immediate effects has been on water storage patterns with the bare surface showing a slower accumulation of water, a smaller peak storage and a delayed release relative to the unburned side due to evaporation . Nonetheless the residual storage at the end of the year was similar for the burned and unburned sides.

    2008-02-01T23:59:59.000Z

A prototype Hanford barrier was deployed over the 216-B-57 Crib at the Hanford Site in 1994 to prevent percolation through the underlying waste and to minimize spreading of buried contaminants. This barrier is being monitored to evaluate physical and hydrologic performance at the field scale. This report summarizes data collected during the period FY 2005 through FY 2007. In FY 2007, monitoring of the prototype Hanford barrier focused on barrier stability, vegetative cover, evidence of plant and animal intrusion, and the main components of the water balance, including precipitation, runoff, storage, drainage, and deep percolation. Owing to a hiatus in funding in FY 2005 through 2006, data collected were limited to automated measurements of the water-balance components. For the reporting period (October 2004 through September 2007) precipitation amount and distribution were close to normal. The cumulative amount of water received from October 1994 through September 2007 was 3043.45 mm on the northern half of the barrier, which is the formerly irrigated treatment, and 2370.58 mm on the southern, non-irrigated treatments. Water storage continued to show a cyclic pattern, increasing in the winter and declining in the spring and summer to a lower limit of around 100 mm in response to evapotranspiration. The 600-mm design storage has never been exceeded. For the reporting period, the total drainage from the soil-covered plots ranged from near zero amounts under the soil-covered plots to almost 20 mm under the side slopes. Over the 13-yr monitoring period, side slope drainage accounted for about 20 percent of total precipitation while the soil-covered plots account for only 0.12 mm total. Above-asphalt and below-asphalt moisture measurements show no evidence of deep percolation of water. Topographic surveys show the barrier and protective side slopes to be stable. Plant surveys show a relatively high coverage of native plants still persists after the initial revegetation in 1994 although species diversity on the soil cover continues to decrease, from 35 in 1997 to 12 in 2007. The formerly irrigated treatments continue to show greater cover of grasses and litter than the non-irrigated treatments. On the formerly irrigated treatments, the mean cover class was 25 to 50 percent for both grasses and shrubs. On the non-irrigated treatments, the mean cover class was 5 to 25 percent from grasses and 25 to 50 percent for shrubs. The western and northern side slopes of the barrier show less plant cover than the soil surface, but show higher species diversity. This may be due to the influence of windblown soil and seeds from adjacent land, or the lack of shrubs competing for resources. Insects and small mammals continue to use the barrier surface and several holes and mounds were observed during the last year. This suggests that the restored barrier surface is beginning to function like a recovering ecosystem. Small-mammal burrowing on the top and sides of the barrier is most prevalent on the finer-grained and disturbed soils while active ant mounds were observed on the northern and western slopes.

The transition from arid glacial to moist early Holocene conditions represented a profound change in northern lowland Neotropical climate. Here we report a detailed record of changes in moisture availability during the latter part of this transition ({approx}11,250 to 7,500 cal yr BP) inferred from sediment cores retrieved in Lake Peten Itza, northern Guatemala. Pollen assemblages demonstrate that a mesic forest had been largely established by {approx}11,250 cal yr BP, but sediment properties indicate that lake level was more than 35 m below modern stage. From 11,250 to 10,350 cal yr BP, during the Preboreal period, lithologic changes in sediments from deep-water cores (>50 m below modern water level) indicate several wet-dry cycles that suggest distinct changes in effective moisture. Four dry events (designated PBE1-4) occurred at 11,200, 10,900, 10,700, and 10,400 cal yr BP and correlate with similar variability observed in the Cariaco Basin titanium record and glacial meltwater pulses into the Gulf of Mexico. After 10,350 cal yr BP, multiple sediment proxies suggest a shift to a more persistently moist early Holocene climate. Comparison of results from Lake Peten Itza with other records from the circum-Caribbean demonstrates a coherent climate response during the entire span of our record. Furthermore, lowland Neotropical climate during the late deglacial and early Holocene period appears to be tightly linked to climate change in the high-latitude North Atlantic. We speculate that the observed changes in lowland Neotropical precipitation were related to the intensity of the annual cycle and associated displacements in the mean latitudinal position of the Intertropical Convergence Zone and Azores-Bermuda high-pressure system. This mechanism operated on millennial-to-submillennial timescales and may have responded to changes in solar radiation, glacial meltwater, North Atlantic sea ice, and the Atlantic meridional overturning circulation (MOC).

Human papillomaviruses (HPVs) replicate as nuclear plasmids in infected cells. Since the DNA replication machinery is generally conserved between humans and Saccharomyces cerevisiae, we studied whether HPV-1 DNA can replicate in yeast. Plasmids containing a selectable marker (with or without a yeast centromere) and either the full-length HPV-1 genome or various regions of the viral long control region (LCR) and the 3' end of the L1 gene were introduced into S. cerevisiae and their ability to replicate episomally was investigated. Our results show that HPV-1 sequences promote episomal replication of plasmids although the yeast centromere is required for plasmid retention. We have mapped the autonomously replicating sequence activity of HPV-1 DNA to a 450 base-pair sequence (HPV-1 nt 6783-7232) that includes 293 nucleotides from the 5' region of the viral LCR and 157 nucleotides from the 3' end of the L1 gene. The HPV-1 ARS does not include the binding sites for the viral E1 and E2 proteins, and these proteins are dispensable for replication in S. cerevisiae.

The $^{10}$B(p,$\\alpha_0$)$^7$Be bare nucleus astrophysical S(E)-factor has been measured for the first time at energies from about 100 keV down to about 5 keV by means of the Trojan Horse Method (THM). In this energy region, the S(E)-factor is strongly dominated by the 8.699 MeV $^{11}$C level (J$^{\\pi}$=$\\frac{5}{2}$$^+$), producing an s-wave resonance centered at about 10 keV in the entrance channel. Up to now, only the high energy tail of this resonant has been measured, while the low-energy trend is extrapolated from the available direct data. The THM has been applied to the quasi-free $^2$H($^{10}$B,$\\alpha_0$$^7$Be)n reaction induced at a boron-beam energy of 24.5 MeV. An accurate analysis brings to the determination of the $^{10}$B(p,$\\alpha_0$)$^7$Be S(E)-factor and of the corresponding electron screening potential $U_e$, thus giving for the first time an independent evaluation of it.

Wu, Kang; Pezeshki, S.; McMahon, J.

    1995-08-01T23:59:59.000Z

In recent years, Latin America`s hydrocarbons sector has been characterized by reorganization, revitalization, regional cooperation, environmental awakening, and steady expansion. The pattern of these changes, which appear to be the megatrends of the region`s hydrocarbons sector development, will continue during the rest of the 1990s. To further study the current situation and future prospects of Latin America`s hydrocarbons sector, we critically summarize in this short article the key issues in the region`s oil and gas development. These megatrends in Latin America`s hydrocarbons sector development will impact not only the future energy demand and supply in the region, but also global oil flows in the North American market and across the Pacific Ocean. Each country is individually discussed; pipelines to be constructed are discussed also.

BP Corporation North America, Inc. (BP) currently operates a nitrogen enhanced recovery project for coal bed methane at the Tiffany Field in the San Juan Basin, Colorado. The project is the largest and most significant of its kind wherein gas is injected into a coal seam to recover methane by competitive adsorption and stripping. The Idaho National Engineering and Environmental Laboratory (INEEL) and BP both recognize that this process also holds significant promise for the sequestration of carbon dioxide, a greenhouse gas, while economically enhancing the recovery of methane from coal. BP proposes to conduct a CO2 injection pilot at the tiffany Field to assess CO2 sequestration potential in coal. For its part the INEEL will analyze information from this pilot with the intent to define the Co2 sequestration capacity of coal and its ultimate role in ameliorating the adverse effects of global warming on the nation and the world.

Although this is the approach that was and is necessary, there are still some shortfalls that have occurred in the process of licensing and acquisition of technology. Governments around the world also have had powerful impacts on technology transfer. Those in Latin America are no exception.

  16. Holocene lahars and their byproducts along the historical path of the White River between Mount Rainier and Seattle: Geological Society of America Field Trip

    SciTech Connect (OSTI)

    Brown, T A; Zehfuss, P H; Atwater, B F; Vallance, J W; Brenniman, H

    2003-10-16T23:59:59.000Z

Clay-poor lahars of late Holocene age from Mount Rainier change down the White River drainage into lahar-derived fluvial and deltaic deposits that filled an arm of Puget Sound between the sites of Auburn and Seattle, 110-150 km downvalley from the volcano's summit. Lahars in the debris-flow phase left cobbly and bouldery deposits on the walls of valleys within 70 km of the summit. At distances of 80-110 km, transitional (hyperconcentrated) flows deposited pebbles and sand that coat terraces in a gorge incised into glacial drift and the mid-Holocene Osceola Mudflow. On the broad, level floor of the Kent valley at 110-130 km, lahars in the runout or streamflow phase deposited mostly sand-size particles that locally include the trunks of trees probably entrained by the flows. Beyond 130 km, in the Duwamish valley of Tukwila and Seattle, laminated andesitic sand derived from Mount Rainier built a delta northward across the Seattle fault. This distal facies, warped during an earthquake in A.D. 900-930, rests on estuarine mud at depths as great as 20 m. The deltaic filling occurred in episodes that appear to overlap in time with the lahars. As judged from radiocarbon ages of twigs and logs, at least three episodes of distal deposition postdate the Osceola Mudflow. One of these episodes occurred about 2200-2800 cal yr B.P., and two others occurred 1700-1000 cal yr B.P. The most recent episode ended by about the time of the earthquake of A.D. 900-930. The delta's northward march to Seattle averaged between 6 and 14 m/yr in the late Holocene.

The possibility of the description of the available experimental data for cross sections of the neutron capture reaction on 10B at thermal and astrophysical energies, taking into account the resonance at 475 keV, was considered within the framework of the modified potential cluster model (MPCM) with forbidden states and accounting for the resonance behavior of the scattering phase shifts. In the framework of the same model the possibility of describing the available experimental data for the total cross sections of the neutron radiative capture on 11B at thermal and astrophysical energies were considered with taking into account the 21 and 430 keV resonances. Description of the available experimental data on the total cross sections and astrophysical S-factor of the radiative proton capture on 11B to the ground state of 12C was treated at astrophysical energies. The possibility of description of the experimental data for the astrophysical S-factor of the radiative proton capture on 14C to the ground state of 15N at astrophysical energies, and the radiative proton capture on 15N at the energies from 50 to 1500 keV was considered in the framework of the MPCM with the classification of the orbital states according to Young tableaux. It was shown that, on the basis of the M1 and the E1 transitions from different states of the p15N scattering to the ground state of 16O in the p15N channel, it is quite succeed to explain general behavior of the S-factor in the considered energy range in the presence of two resonances.

    SciTech Connect (OSTI)

    1983-07-13T23:59:59.000Z

Funding to Latin America from the three principal multinational financial institutions (the World Bank, the Interamerican Development Bank, and the Caribbean Development Bank) reflects a growing emphasis on energy. Economic and energy forecasters in these and other donor agencies, as well as in oil companies and private banks, warn of strong possibilities of a petroleum-supply shortfall, and higher prices, before the year 2000. If developing countries, with or without conventional energy resources, are to plan effectively for economic growth, external institutional and private energy funding won't be enough: conservation, more-efficient management, and higher prices for electricity and other energy will be necessary. There is marked hemispheric cooperation to promote Latin America's energy and economic advancement, when bilateral and international agreements are examined: US and Canadian loans are via bilateral and institutional channels. Mexico, Colombia, and Venezuela, all Third World countries but with substantial hydrocarbon resources, stand out both as energy aid donors, and as three of the five Latin American promoters (the Contadora Group) that are seeking to increase dialogue between warring factions among some of their Caribbean and Central American neighbors. This issue presents the Energy Detente fuel price/tax series and the principal industrial fuel prices for July 1983 for countries of the Eastern Hemisphere.

Exploration activity in South America, Central America, the Caribbean area, and Mexico in 1986 was considerably reduced compared to 1985. Brazil, Colombia, Ecuador, Guatemala, and Venezuela had increased oil production, with Colombia showing a dramatic 71% increase attributed mainly to bringing on-stream the pipeline connecting Occidental-Shell-Ecopetrol's Cano Limon complex to the port of Covenas. Significant discoveries were reported from Argentina in the Olmedo, Oran, and San Jorge basins; Brazil in the offshore Campos and Amazon basins; Colombia in the Llanos basin; Ecuador in the Oriente basin; Mexico in the Bay of Campeche; Peru in the Ucayali basin; and Venezuela in the Eastern Venezuela basin. Eastern Venezuela's Furrial discovery is reported to have recoverable reserves of more than 1 million bbl of oil, and Shell's Ucayali basin discovery is reported to hold more than 7 tcf of gas. 7 figures, 10 tables.

Exploration activity in South America, Central America, the Caribbean area, and Mexico in 1985 was concentrated in proven petroleum provinces. Successful exploration and development efforts were most intense in Colombia and Venezuela, where activity centered around the Cano Limon field area. Initial production of 30,000 BOPD from Cano Limon started in December, raising Colombia again to the ranks of an exporting nation. Another significant discovery in Colombia was San Francisco field in the Upper Magdalena basin. Argentina reported significant discoveries by YPF in the Northwest Cretaceous and Neuquen basins and by Total offshore Tierra del Fuego. Brazil continued to discover major reserves in the offshore Campos basin in ever-increasing water depths. At year end, Venezuela was drilling Furrial-1 in eastern Venezuela. The well is reported to be the outstanding discovery of 1985, if not of the last 2 decades. 4 figures, 7 tables.

Throughout this project, the Hemispheric Center for Environmental Technology's (HCET) goal was to initiate a comprehensive research program on sustainable development, environmental protection, and the market for environmental technologies in Latin America and the Caribbean. The data resulting from the work associated with this project has been entered into an information system which supplies useful and accurate data knowledge to interested parties. When relevant information has been found to be insufficient and/or not readily available, HCET has investigated, conducted research, and subsequently made this information available to the public. During FY96, HCET completed numerous tasks to contribute to this body of knowledge. This initiative will continue throughout 1997. Highlights of FY96 are described.
