    The Historically Black Colleges and Universities (HBCU) Solar Radiation Monitoring Network operated from July 1985 through December 1996. Funded by DOE, the six-station network provided 5-minute averaged measurements of direct normal, global, and diffuse horizontal solar irradiance. The data were processed at NREL to improve the assessment of the solar radiation resources in the southeastern United States. Historical HBCU data available online include quality assessed 5-min data, monthly reports, and plots. In January 1997 the HBCU sites became part of the CONFRRM solar monitoring network and data from the two remaining active stations, Bluefield State College and Elizabeth City State University, are collected by the NREL Measurement & Instrumentation Data Center (MIDC).

With increasing technical complexity and higher user expectations, there is also a demand for highly accurate state-of-health battery assessment techniques. IMB incorporates patented, proprietary, and tested capabilities using control software and hardware that can be part of an embedded monitoring system. IMB directly measures the wideband impedance spectrum in seconds during battery operation with no significant impact on service life.     We report measurements of charge configurations and charge transfer dynamics in a hybrid single-electron box composed of aluminum and copper. We used two single-electron transistors (SETs) to simultaneously read out different parts of the box, enabling us to map out stability diagrams of the box and identify various charge transfer processes in the box. We further characterized the elastic cotunneling in the box, which is an important source of error in electron turnstiles consisting of hybrid SETs, and found that the rate was as low as 1?Hz at degeneracy and compatible with theoretical estimates for electron tunneling via virtual states in the central superconducting island of the box.

    A projection optics box or assembly for use in an optical assembly, such as in an extreme ultraviolet lithography (EUVL) system using 10-14 nm soft x-ray photons. The projection optics box utilizes a plurality of highly reflective optics or mirrors, each mounted on a precision actuator, and which reflects an optical image, such as from a mask, in the EUVL system onto a point of use, such as a target or silicon wafer, the mask, for example, receiving an optical signal from a source assembly, such as a developed from laser system, via a series of highly reflective mirrors of the EUVL system. The plurality of highly reflective optics or mirrors are mounted in a housing assembly comprised of a series of bulkheads having wall members secured together to form a unit construction of maximum rigidity. Due to the precision actuators, the mirrors must be positioned precisely and remotely in tip, tilt, and piston (three degrees of freedom), while also providing exact constraint.

    The objective of this study is to determine whether a safeguards approach can be developed for “black box” processes or facilities. These are facilities where a State or operator may limit IAEA access to specific processes or portions of a facility; in other cases, the IAEA may be prohibited access to the entire facility. The determination of whether a black box process or facility is safeguardable is dependent upon the details of the process type, design, and layout; the specific limitations on inspector access; and the restrictions placed upon the design information that can be provided to the IAEA. This analysis identified the necessary conditions for safeguardability of black box processes and facilities.

The higher the environmental passive, the greater the possibility of use of biogas. - Abstract: This paper examines potential changes in solid waste policies for the reduction in GHG for the country of Brazil and one of its major states and cities, Rio de Janeiro, from 2005 to 2030. To examine these policy options, trends in solid waste quantities and associated GHG emissions are derived. Three alternative policy scenarios are evaluated in terms of effectiveness, technology, and economics and conclusions posited regarding optimal strategies for Brazil to implement. These scenarios are been building on the guidelines for national inventories of GHG emissions (IPCC, 2006) and adapted to Brazilian states and municipalities’ boundaries. Based on the results, it is possible to say that the potential revenue from products of solid waste management is more than sufficient to transform the current scenario in this country into one of financial and environmental gains, where the negative impacts of climate change have created a huge opportunity to expand infrastructure for waste management.

    A hand portable, field-deployable thin-layer chromatography (TLC) unit and a hand portable, battery-operated unit for development, illumination, and data acquisition of the TLC plates contain many miniaturized features that permit a large number of samples to be processed efficiently. The TLC unit includes a solvent tank, a holder for TLC plates, and a variety of tool chambers for storing TLC plates, solvent, and pipettes. After processing in the TLC unit, a TLC plate is positioned in a collapsible illumination box, where the box and a CCD camera are optically aligned for optimal pixel resolution of the CCD images of the TLC plate. The TLC system includes an improved development chamber for chemical development of TLC plates that prevents solvent overflow.

    The Hanford Waste Management Project Master Documented Safety Analysis (MDSA) (HNF-14741, 2003) identifies derived safety controls to prevent or mitigate the risks of a single-container deflagration during operations requiring moving, venting or opening transuranic (TRU)-waste containers. The issue is whether these safety controls are necessary for operations involving TRU-waste boxes that are being retrieved from burial at the Hanford Site. This paper investigates the potential for a deflagration hazard within these boxes and whether safety controls identified for drum deflagration hazards should be applied to operations involving these boxes. The study evaluates the accumulation of hydrogen and VOCs within the waste box and the transport of these gases and vapors out of the waste box. To perform the analysis, there were numerous and major assumptions made regarding the generation rate and the transport pathway dimensions and their number. Since there is little actual data with regards to these assumptions, analyses of three potential configurations were performed to obtain some indication of the bounds of the issue (the concentration of hydrogen or flammable VOCs within a waste box). A brief description of each of the three cases along with the results of the analysis is summarized.

    Over 1.5 billion people are affected by fuel wood shortage, according to the UN Food and Agricultural Organization. Meanwhile solar cookers are under-exploited. The author presents one version of this technology and discusses how it may be promoted world-wide. The increased use of non fossil fuel energy is essential world-wide in combating global warming trends, preserving the environment, conserving resources and achieving sustainable development. The Solar Box Cooker (SBC) - a box within a box - uses an easily available source of such energy that is also renewable (in contrast to energy that, once used, is not, such as oil, coal, gas, wood). It is also readily available for the developing world, and for much of the developed world too.

    This Safety Evaluation for Packaging (SEP) provides authorization for the use of Container Products Corporation (CPC) metal boxes, as described in this document, for the interarea shipment of radioactive contaminated equipment and debris for storage in the Central Waste Complex (CWC) or T Plant located in the 200 West Area. Authorization is granted until November 30, 1995. The CPC boxes included in this SEP were originally procured as US Department of Transportation (DOT) Specification 7A Type A boxes. A review of the documentation provided by the manufacturer revealed the documentation did not adequately demonstrate compliance to the 4 ft drop test requirement of 49 CFR 173.465(c). Preparation of a SEP is necessary to document the equivalent safety of the onsite shipment in lieu of meeting DOT packaging requirements until adequate documentation is received. The equivalent safety of the shipment is based on the fact that the radioactive contents consist of contaminated equipment and debris which are not dispersible. Each piece is wrapped in two layers of no less than 4 mil plastic prior to being placed in the box which has an additional 10 mil liner. Pointed objects and sharp edges are padded to prevent puncture of the plastic liner and wrapping.

    Great cities connect people; failed cities isolate people. Despite the fundamental importance of physical, face-to-face social-ties in the functioning of cities, these connectivity networks are not explicitly observed in their entirety. Attempts at estimating them often rely on unrealistic over-simplifications such as the assumption of spatial homogeneity. Here we propose a mathematical model of human interactions in terms of a local strategy of maximising the number of beneficial connections attainable under the constraint of limited individual travelling-time budgets. By incorporating census and openly-available online multi-modal transport data, we are able to characterise the connectivity of geometrically and topologically complex cities. Beyond providing a candidate measure of greatness, this model allows one to quantify and assess the impact of transport developments, population growth, and other infrastructure and demographic changes on a city. Sponsored by the U.S. Department of Energy's (DOE) Vehicle Technologies Program (VTP), Clean Cities is a government-industry partnership that reduces petroleum consumption in the transportation sector. Clean Cities contributes to the energy, environmental, and economic security of the United States by supporting local decisions to reduce our dependence on imported petroleum. Established in 1993 in response to the Energy Policy Act (EPAct) of 1992, the partnership provides tools and resources for voluntary, community-centered programs to reduce consumption of petroleum-based fuels. In nearly 100 coalitions, government agencies and private companies voluntarily come together under the umbrella of Clean Cities. The partnership helps all parties identify mutual interests and meet the objectives of reducing the use of petroleum, developing regional economic opportunities, and improving air quality. Clean Cities deploys technologies and practices developed by VTP. These include idle-reduction equipment, electric-drive vehicles, fuel economy measures, and renewable and alternative fuels, such as natural gas, liquefied petroleum gas (propane), electricity, hydrogen, biofuels, and biogas. Idle-reduction equipment is targeted primarily to buses and heavy-duty trucks, which use more than 2 billion gallons of fuel every year in the United States while idling. Clean Cities fuel economy measures include public education on vehicle choice and fuel-efficient driving practices.

    The possibility of measuring the parity-violating asymmetry in Moller scattering with sufficient accuracy to determine sin2?W to 0.1% offers a complementary path to the discovery of new physics to that followed at high energy colliders. We present a new calculation of the ?Z box contribution to parity-violating electron-proton scattering, which constitutes an important uncertainty in computing the background to this process. We show that while the ?Z correction grows rapidly with energy, it can be relatively well constrained by data from parity-violating inelastic scattering and parton distribution functions.

    This measure guideline offers additional recommendations to heating, ventilation, and air conditioning (HVAC) system designers for optimizing flexible duct, constant-volume HVAC systems using junction boxes within Air Conditioning Contractors of America (ACCA) Manual D guidance (Rutkowski, H. Manual D -- Residential Duct Systems, 3rd edition, Version 1.00. Arlington, VA: Air Conditioning Contractors of America, 2009.). IBACOS used computational fluid dynamics software to explore and develop guidance to better control the airflow effects of factors that may impact pressure losses within junction boxes among various design configurations (Beach, R., Prahl, D., and Lange, R. CFD Analysis of Flexible Duct Junction Box Design. Golden, CO: National Renewable Energy Laboratory, submitted for publication 2013). These recommendations can help to ensure that a system aligns more closely with the design and the occupants' comfort expectations. Specifically, the recommendations described herein show how to configure a rectangular box with four outlets, a triangular box with three outlets, metal wyes with two outlets, and multiple configurations for more than four outlets. Designers of HVAC systems, contractors who are fabricating junction boxes on site, and anyone using the ACCA Manual D process for sizing duct runs will find this measure guideline invaluable for more accurately minimizing pressure losses when using junction boxes with flexible ducts.

    We study the (near or close to) ground state distribution of N softly repelling particles trapped in the interior of a spherical box. The charges mutually interact via an inverse power law potential of the form $1/r^\\gamma$. We study three regimes in which the charges form an single spherical shell at the edge of the box ($\\gamma=1$), a series of concentric shells of increasing density ($\\gamma=2$) and $\\gamma=12$ for which the charges form shells with a more uniform charge distribution. We conduct numerical simulations for clusters containing up to 5000 charges and compare charge density across the system with continuum limit results. The agreement between numerical (discrete) results and the continuum limit is found to improve with increasing N.

    The computer workstation, introduced by Sun Microsystems in 1982, was the tool of choice for scientists and engineers as an interactive computing environment for the development of scientific codes. However, by the mid-1990s, the performance of workstations began to lag behind high-end commodity PCs. This, coupled with the disappearance of BSD-based operating systems in workstations and the emergence of Linux as an open-source operating system for PCs, arguably led to the demise of the workstation as we knew it. Around the same time, computational scientists started to leverage PCs running Linux to create a commodity-based (Beowulf) cluster that provided dedicated computer cycles, i.e., supercomputing for the rest of us, as a cost-effective alternative to large supercomputers, i.e., supercomputing for the few. However, as the cluster movement has matured, with respect to cluster hardware and open-source software, these clusters have become much more like their large-scale supercomputing brethren - a shared (and power-hungry) datacenter resource that must reside in a machine-cooled room in order to operate properly. Consequently, the above observations, when coupled with the ever-increasing performance gap between the PC and cluster supercomputer, provide the motivation for a 'green' desktop supercomputer - a turnkey solution that provides an interactive and parallel computing environment with the approximate form factor of a Sun SPARCstation 1 'pizza box' workstation. In this paper, they present the hardware and software architecture of such a solution as well as its prowess as a developmental platform for parallel codes. In short, imagine a 12-node personal desktop supercomputer that achieves 14 Gflops on Linpack but sips only 185 watts of power at load, resulting in a performance-power ratio that is over 300% better than their reference SMP platform.

    Canberra Industries has won the tendered solicitation, INEEL/EST-99-00121 for boxed waste Nondestructive Assay Development and Demonstration. Canberra will provide the Integrated Box Interrogation System (IBIS) which is a suite of assay instrumentation and a data reduction system that addresses the measurement needs for Boxed Wastes identified in the solicitation and facilitates the associated experimental program and demonstration of system capability. The IBIS system will consist of the next generation CWAM system, i.e. CWAM II, which is a Scanning Passive/Active Neutron interrogation system which we will call a Box Segmented Neutron Scanner (BSNS), combined with a physically separate Box Segmented Gamma-ray Scanning (BSGS) system. These systems are based on existing hardware designs but will be tailored to the large sample size and enhanced to allow the program to evaluate the following measurement criteria:Characterization and correction for matrix heterogeneity Characterization of non-uniform radio-nuclide and isotopic compositions Assay of high density matrices (both high-Z and high moderator contents)Correction for radioactive material physical form - such as self shielding or multiplication effects due to large accumulations of radioactive materials.Calibration with a minimal set of reference standards and representative matrices.THis document summarizes the conceptual design parameters of the IBIS and indicates areas key to the success of the project where development is to be centered.     This report presents the preliminary findings from the first phase of the Environmental Survey of the United States Department of Energy (DOE), Kansas City Plant (KCP), conducted March 23 through April 3, 1987. The Survey is being conducted by a multidisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual team members are outside experts being supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with the KCP. The Survey covers all environmental media and all areas of environmental regulations. It is being performed in accordance with the DOE Environmental Survey Manual. This phase of the Survey involves the review of existing site environmental data observations of the operations performed at the KCP, and interviews with site personnel. The Survey team developed a Sampling and Analysis Plan to assist in further assessing certain environmental problems identified during its on-site activities. The Sampling and Analysis Plan is being executed by DOE's Argonne National Laboratory. When completed, the results will be incorporated into the KCP Environmental Survey Interim Report.     We study a model of a multi-photon interaction of a single Cooper pair box with a cavity field. The exchange of the information using this system is studied. We quantify the fidelity of the transmitted information.     The THINK city Electric Vehicle (EV) Demonstration Program Project, initiated late 2001, has been successfully completed as of April 2005. US. Partners include Federal, State and Municipal agencies as well as commercial partners. Phase I, consisting of placement of the vehicles in demonstration programs, was completed in 2002. Phase II, the monitoring of these programs was completed in 2004. Phase III, the decommissioning and/or exporting of vehicles concluded in 2005. Phase I--the Program successfully assigned 192 EV's with customers (including Hertz) in the state of California, 109 in New York (including loaner and demo vehicles), 16 in Georgia, 7 to customers outside of the US and 52 in Ford's internal operations in Dearborn Michigan for a total of 376 vehicles. The Program was the largest operating Urban EV Demonstration Project in the United States. Phase II--the monitoring of the operational fleet was ongoing and completed in 2004, and all vehicles were returned throughout 2004 and 2005. The Department of Energy (DOE) was involved with the monitoring of the New York Power Authority/THINK Clean Commute Program units through partnership with Electric Transportation Engineering Corporation (ETEC), which filed separate reports to DOE. The remainder of the field fleet was monitored through Ford's internal operations. Vehicles were retired from lease operation throughout the program for various operator reasons. Some of the vehicles were involved in re-leasing operations. At the end of the program, 376 vehicles had been involved, 372 of which were available for customer use while 4 were engineering prototype and study vehicles. Phase III--decommissioning and/or export of vehicles. In accordance with the NHTSA requirement, City vehicles could not remain in the United States past their three-year allowed program timeframe. At the end of leases, City vehicles have been decommissioned and/or exported to KamKorp in Norway.

    The Digital Television (DTV) Converter Box Coupon Program was administered by the U.S. government to subsidize purchases of digital-to-analog converter boxes, with up to two $40 coupons for each eligible household. In order to qualify as Coupon Eligible Converter Boxes (CECBs), these devices had to meet a number of minimum performance specifications, including energy efficiency standards. The Energy Star Program also established voluntary energy efficiency specifications that are more stringent than the CECB requirements. In this study, we measured the power and energy consumptions for a sample of 12 CECBs (including 6 Energy Star labeled models) in-use in homes and estimated aggregate energy savings produced by the energy efficiency policies. Based on the 35 million coupons redeemed through the end of the program, our analysis indicates that between 2500 and 3700 GWh per year are saved as a result of the energy efficiency policies implemented on digital-to-analog converter boxes. The energy savings generated are equivalent to the annual electricity use of 280,000 average US homes.

    Brigham City owns and operates its own municipal power system which currently includes several hydroelectric facilities. This project was to update the efficiency and capacity of current hydro production due to increased water flow demands that could pass through existing generation facilities. During 2006-2012, this project completed efficiency evaluation as it related to its main objective by completing a feasibility study, undergoing necessary City Council approvals and required federal environmental reviews. As a result of Phase 1 of the project, a feasibility study was conducted to determine feasibility of hydro and solar portions of the original proposal. The results indicated that the existing Hydro plant which was constructed in the 1960’s was running at approximately 77% efficiency or less. Brigham City proposes that the efficiency calculations be refined to determine the economic feasibility of improving or replacing the existing equipment with new high efficiency equipment design specifically for the site. Brigham City completed the Feasibility Assessment of this project, and determined that the Upper Hydro that supplies the main culinary water to the city was feasible to continue with. Brigham City Council provided their approval of feasibility assessment’s results. The Upper Hydro Project include removal of the existing powerhouse equipment and controls and demolition of a section of concrete encased penstock, replacement of penstock just upstream of the turbine inlet, turbine bypass, turbine shut-off and bypass valves, turbine and generator package, control equipment, assembly, start-up, commissioning, Supervisory Control And Data Acquisition (SCADA), and the replacement of a section of conductors to the step-up transformer. Brigham City increased the existing 575 KW turbine and generator with an 825 KW turbine and generator. Following the results of the feasibility assessment Brigham City pursued required environmental reviews with the DOE and the U.S. Fish and Wildlife Services (USFWS) concurring with the National Environmental Policy Act of 1969 (NEPA) It was determined that Brigham City’s Upper Hydroelectric Power Plant upgrade would have no effect to federally listed or candidate species. However Brigham City has contributed a onetime lump sum towards Bonneville cutthroat trout conservation in the Northern Bonneville Geographic Management Unit with the intention to offset any impacts from the Upper Hydro Project needed to move forward with design and construction and is sufficient for NEPA compliance. No work was done in the river or river bank. During construction, the penstock was disconnected and water was diverted through and existing system around the powerhouse and back into the water system. The penstock, which is currently a 30-inch steel pipe, would be removed and replaced with a new section of 30-inch pipe. Brigham City worked with the DOE and was awarded a new modification and the permission to proceed with Phase III of our Hydro Project in Dec. 2013; with the exception to the modification of the award for the construction phase. Brigham City developed and issued a Request for Proposal for Engineer and Design vendor. Sunrise Engineering was selected for the Design and throughout the Construction Phase of the Upper Hydroelectric Power Plant. Brigham City conducted a Kickoff Meeting with Sunrise June 28, 2013 and received a Scope of Work Brigham City along with engineering firm sent out a RFP for Turbine, Generator and Equipment for Upper Hydro. We select Turbine/Generator Equipment from Canyon Industries located in Deming, WA. DOE awarded Brigham City a new modification and the permission to proceed with Phase III Construction of our Hydro Project. Brigham City Crews removed existing turbine/generator and old equipment alone with feeder wires coming into the building basically giving Caribou Construction an empty shell to begin demolition. Brigham City contracted with Caribou Construction from Jerome, Idaho for the Upper Power Plant construction. A kickoff meeting was June 24, 2014 and

    We have observed 60 edge-on galaxies in the NIR in order to study the stellar distribution in galaxies with box/peanut-shaped bulges. The much smaller amount of dust extinction at these wavelengths allows us to identify in almost all target galaxies with box/peanut-shaped bulges an additional thin, central component in cuts parallel to the major axis. This structure can be identified with a bar. The length of this structure scaled by the length of the bulge correlates with the morphologically classified shape of the bulge. This newly established correlation is therefore mainly interpreted as the projection of the bar at different aspect angles. Galaxies with peanut bulges have a bar seen nearly edge-on and the ratio of bar length to thickness, 14 +/- 4, can be directly measured for the first time. In addition, the correlation of the boxiness of bulges with the bar strength indicates that the bar characteristic could partly explain differences in the bulge shape. Furthermore, a new size relation between the box/peanut structure and the central bulge is found. Our observations are discussed in comparison to a N-body simulation for barred galaxies (Pfenniger & Friedli 1991). We conclude that the inner region of barred disk galaxies are build up by three distinct components: the spheroidal bulge, a thin bar, and a b/p structure most likely representing the thick part of the bar.

    Clean Cities is a government-industry partnership sponsored by the U.S. Department of Energy's (DOE) Vehicle Technologies Program, which is part of the Office of Energy Efficiency and Renewable Energy. Working with its network of about 100 local coalitions and more than 6,500 stakeholders across the country, Clean Cities delivers on its mission to reduce petroleum consumption in on-road transportation. In its work to reduce petroleum use, Clean Cities focuses on a portfolio of technologies that includes electric drive, propane, natural gas, renewable natural gas/biomethane, ethanol/E85, biodiesel/B20 and higher-level blends, fuel economy, and idle reduction. Over the past 17 years, Clean Cities coalitions have displaced more than 2.4 billion gallons of petroleum; they are on track to displace 2.5 billion gallons of gasoline per year by 2020. This Clean Cities Strategic Plan lays out an aggressive five-year agenda to help DOE Clean Cities and its network of coalitions and stakeholders accelerate the deployment of alternative fuel and advanced technology vehicles, while also expanding the supporting infrastructure to reduce petroleum use. Today, Clean Cities has a far larger opportunity to make an impact than at any time in its history because of its unprecedented $300 million allocation for community-based deployment projects from the American Recovery and Reinvestment Act (ARRA) (see box below). Moreover, the Clean Cities annual budget has risen to $25 million for FY2010 and $35 million has been requested for FY2011. Designed as a living document, this strategic plan is grounded in the understanding that priorities will change annually as evolving technical, political, economic, business, and social considerations are woven into project decisions and funding allocations. The plan does not intend to lock Clean Cities into pathways that cannot change. Instead, with technology deployment at its core, the plan serves as a guide for decision-making at both the national and local levels of Clean Cities over the next five years. The plan recognizes the need for flexibility and sets out a strategic direction that will build on the progress of current technologies and new opportunities presented in emerging fuels and technologies, such as hydrogen and fuel cells, as well as new niche markets such as off-road applications that build additional throughput at existing alternative fuel stations.

    Two classical hypotheses are examined about the population growth in a system of cities: Hypothesis 1 pertains to Gibrat's and Zipf's theory which states that the city growth-decay process is size independent; Hypothesis 2 pertains to the so called Yule process which states that the growth of populations in cities happens when (i) the distribution of the city population initial size obeys a log-normal function, (ii) the growth of the settlements follows a stochastic process. The basis for the test is some official data on Bulgarian cities at various times.     We study spectral features in the gamma-ray emission from dark matter (DM) annihilation in the Next-to-Minimal Supersymmetric Standard Model (NMSSM), with either neutralino or right-handed (RH) sneutrino DM. We perform a series of scans over the NMSSM parameter space, compute the DM annihilation cross section into two photons and the contribution of box-shaped features, and compare them with the limits derived from the Fermi-LAT search for gamma-ray lines using the latest Pass 8 data. We implement the LHC bounds on the Higgs sector and on the masses of supersymmetric particles as well as the constraints on low-energy observables. We also consider the recent upper limits from the Fermi-LAT satellite on the continuum gamma-ray emission from dwarf spheroidal galaxies (dSphs). We show that in the case of the RH sneutrino the constraint on gamma-ray spectral features can be more stringent than the dSphs bounds. This is due to the Breit-Wigner enhancement near the ubiquitous resonances with a CP even Higgs and the contribution of scalar and pseudoscalar Higgs final states to box-shaped features. By contrast, for neutralino DM, the di-photon final state is only enhanced in the resonance with a $Z$ boson and box-shaped features are even more suppressed. Therefore, the observation of spectral features could constitute a discriminating factor between both models. In addition, we compare our results with direct DM searches, including the SuperCDMS and LUX limits on the elastic DM-nucleus scattering cross section and show that some of these scenarios would be accessible to next generation experiments. Thus, our findings strengthen the idea of complementarity among distinct DM search strategies.

The onsite portion of the audit was conducted October 24-November 4, 1994, by the DOE Office of Environmental Audit (EH-24), located within the Office of Environment, Safety, and Health (EH).     Qualified Energy Conservation Bonds (QECBs) are federally-subsidized bonds that enable state, tribal, and local government issuers to borrow money to fund a range of energy conservation projects, including public building upgrades that reduce energy use by at least 20 percent, at very attractive borrowing rates and long terms. As part of the American Recovery and Reinvestment Act (ARRA), the City of Philadelphia received a $15 million QECB award from the U.S. Department of the Treasury (Treasury). The city leveraged $6.25 million of its QECB allocation to finance half of a $12.6 million initiative to upgrade the energy efficiency of City buildings. The upgrades to four city facilities are expected to deliver over $10 million of net savings, and are a major step towards achieving the city’s goal of reducing government energy consumption by 30 percent by 2015.

    The relationship between F-box proteins and proteins invovled in the ethylene response in plants is described. In particular, F-box proteins may bind to proteins involved in the ethylene response and target them for degradation by the ubiquitin/proteasome pathway. The transcription factor EIN3 is a key transcription factor mediating ethylne-regulated gene expression and morphological responses. EIN3 is degraded through a ubiquitin/proteasome pathway mediated by F-box proteins EBF1 and EBF2. The link between F-box proteins and the ethylene response is a key step in modulating or regulating the response of a plant to ethylene. Described herein are transgenic plants having an altered sensitivity to ethylene, and methods for making transgenic plant haing an althered sensitivity to ethylene by modulating the level of activity of F-box proteins. Methods of altering the ethylene response in a plant by modulating the activity or expression of an F-box protein are described. Also described are methods of identifying compounds that modulate the ethylene response in plants by modulating the level of F-box protein expression or activity.

  18. METHODOLOGY FOR THE NUMBER OF FILTERS NEEDED IN A WASTE BOX

    Waste in large waste boxes can generate volatile organic compounds (VOCs) and hydrogen. These waste boxes may or may not have flow paths out of them (although it is believed that most do). These boxes will be retrieved, sampled, and then coated with polyurea. After coating, filters will be installed in the box to keep the concentration of VOCs and hydrogen acceptably low. The MDSA requires that a vent path must be protected during application of the polyurea coating. If the box has been sampled then it is vented and the vent path must be protected. This report provides a model in which the user inputs the free volume of the waste box, sample concentration (ppm of total VOC or volume fraction hydrogen) along with the number of filters to be placed into the waste box lid. Using this information, the model provides an estimate of concentration vs. time or the number of filters needed to reduce the concentration by a specified fraction. If the equations from this report are placed into spreadsheets which are then used to demonstrate TSR compliance, the spreadsheets must come under the Software QA Plan for such documents. Chapters 2 and 3 present the theory. Chapter 4 presents the method with examples of its use found in Chapter 5. Chapter 6 provides the basis far the use of 1,000 ppm as the concentration below which the method is valid under any condition.

  19. Transuranic and Low-Level Boxed Waste Form Nondestructive Assay Technology Overview and Assessment

    The Mixed Waste Focus Area (MWFA) identified the need to perform an assessment of the functionality and performance of existing nondestructive assay (NDA) techniques relative to the low-level and transuranic waste inventory packaged in large-volume box-type containers. The primary objectives of this assessment were to: (1) determine the capability of existing boxed waste form NDA technology to comply with applicable waste radiological characterization requirements, (2) determine deficiencies associated with existing boxed waste assay technology implementation strategies, and (3) recommend a path forward for future technology development activities, if required. Based on this assessment, it is recommended that a boxed waste NDA development and demonstration project that expands the existing boxed waste NDA capability to accommodate the indicated deficiency set be implemented. To ensure that technology will be commercially available in a timely fashion, it is recommended this development and demonstration project be directed to the private sector. It is further recommended that the box NDA technology be of an innovative design incorporating sufficient NDA modalities, e.g., passive neutron, gamma, etc., to address the majority of the boxed waste inventory. The overall design should be modular such that subsets of the overall NDA system can be combined in optimal configurations tailored to differing waste types.

    Energize Phoenix (EPHX) was designed as an ambitious, large-scale, three-year pilot program to provide energy efficiency upgrades in buildings, along Phoenix’s new Light Rail Corridor – part of a federal effort to reduce energy consumption and stimulate job growth, while simultaneously reducing the country’s carbon footprint and promoting a shift towards a green economy. The program was created through a 2010 competitive grant awarded to the City of Phoenix who managed the program in partnership with Arizona State University (ASU), the state’s largest university, and Arizona Public Service (APS), the state’s largest electricity provider. The U.S. Department of Energy (DOE) Better Buildings Neighborhood Program (BBNP) and the American Recovery and Reinvestment Act (ARRA) of 2009 provided $25M in funding for the EPHX program. The Light Rail Corridor runs through the heart of downtown Phoenix, making most high-rise and smaller commercial buildings eligible to participate in the EPHX program, along with a diverse mix of single and multi-family residential buildings. To ensure maximum impact and deeper market penetration, Energize Phoenix was subdivided into three unique parts: i. commercial rebate program, ii. commercial financing program, and iii. residential program Each component was managed by the City of Phoenix in partnership with APS. Phoenix was fortunate to partner with APS, which already operated robust commercial and residential rebate programs within its service territory. Phoenix tapped into the existing utility contractor network, provided specific training to over 100 contracting firms, and leveraged the APS rebate program structure (energy efficiency funding) to launch the EPHX commercial and residential rebate programs. The commercial finance program was coordinated and managed through a contract with National Bank of Arizona, NBAZ, which also provided project capital leveraging EPHX finance funds. Working in unison, approved contractors jointly produced more than 161,000 labor hours in pursuit of EPHX goals over the life of the project. Labor hours were spread among electricians, heating, ventilating and air-conditioning (HVAC) technicians, marketing professionals, engineers, sales, and administrative support staff across the approved contractor workforce. Program participants received both the utility rebate along with the EPHX rebate, and depending on project size and utility rebate structure some projects resulted in low to no-cost upgrades for customers. Phoenix also partnered with ASU, a grant sub-recipient, to leverage the institution’s expertise in research and data analysis. In this partnership, ASU accepted marketing responsibilities for the grant and partnered with DRA Communications (DRA), a Phoenix-based marketing firm, to create and communicate the message out to the marketplace. The EPHX program has completed its energy upgrade activities. A review of the work completed by ASU revealed that the EPHX program substantially exceeded the program’s stated goals by retrofitting/upgrading over 33 million sq ft of commercial space (30 million sq ft goal exceeded by 11%) and 2,014 residential units (1,700 unit goal exceeded by 18%) along the Light Rail Corridor. The program helped stimulate economic growth by adding $31million to the local economy and enhanced an already robust energy efficiency contractor network. This contractor network will continue to promote utility energy incentives to sustain energy efficiency upgrade activities in the future. Finally, EPHX helped reduce participants annual energy consumption by 135 million kilowatt-hour (kWh) translating into over $12.5 million of annual energy cost avoidance for the community. This also resulted in projected payback period of 4.5 years for total investment by all parties and reduced greenhouse gas emissions by over 95,000 metric tons of carbon dioxide equivalent (CO2e).

    We present a classification for bulges of a complete sample of ~1350 edge-on disk galaxies derived from the RC3 (Third Reference Catalogue of Bright Galaxies, de Vaucouleurs et al. 1991). A visual classification of the bulges using the Digitized Sky Survey (DSS) in three types of b/p bulges or as an elliptical type is presented and supported by CCD images. NIR observations reveal that dust extinction does almost not influence the shape of bulges. There is no substantial difference between the shape of bulges in the optical and in the NIR. Our analysis reveals that 45% of all bulges are box- and peanut-shaped (b/p). The frequency of b/p bulges for all morphological types from S0 to Sd is > 40%. In particular, this is for the first time that such a large frequency of b/p bulges is reported for galaxies as late as Sd. The fraction of the observed b/p bulges is large enough to explain the b/p bulges by bars.

    The performance assessment (PA) process is being applied to support an increasing variety of waste management decisions that involve the whole spectrum of stakeholders. As with many technical tools, the PA process can be seen as a black box, which can be difficult to understand when implemented. Recognizing the increasing use of PA and the concerns about difficulties with understanding, the Savannah River Site Citizens Advisory Board (CAB) made a recommendation that the U.S. Department of Energy (DOE) provide a Public Educational Forum on PAs. The DOE-Headquarters Environmental Management (DOE-EM) Office of Compliance and the DOE-Savannah River (DOE-SR) responded to this recommendation by supporting the Savannah River National Laboratory (SRNL) in developing several presentation modules that can be used to describe different aspects of the PA process. For the Public Educational Forum, the PA modules were combined with presentations on DOE perspectives, historical modeling efforts at the Savannah River Site, and review perspectives from the U.S. Nuclear Regulatory Commission (NRC). The overall goals are to help the public understand how PAs are implemented and the rigor that is applied, and to provide insight into the use of PAs for waste management decision-making.

    The City of Tallahassee's Innovative Energy Initiatives program sought, first, to evaluate customer response and acceptance to in-home Smart Meter-enabled technologies that allow customers intelligent control of their energy usage. Additionally, this project is in furtherance of the City of Tallahassee's ongoing efforts to expand and enhance the City's Smart Grid capacity and give consumers more tools with which to effectively manage their energy consumption. This enhancement would become possible by establishing an "operations or command center" environment that would be designed as a dual use facility for the City's employees - field and network staff - and systems responsible for a Smart Grid network. A command center would also support the City's Office of Electric Delivery and Energy Reliability's objective to overcome barriers to the deployment of new technologies that will ensure a truly modern and robust grid capable of meeting the demands of the 2151 century.

    Engineering robust adhesion of the junction-box (j-box) is a hurdle typically encountered by photovoltaic (PV) module manufacturers during product development. There are historical incidences of adverse effects (e.g., fires) caused when the j-box/adhesive/module system has failed in the field. The addition of a weight to the j-box during the 'damp heat' IEC qualification test is proposed to verify the basic robustness of its adhesion system. The details of the proposed test will be described, in addition to the preliminary results obtained using representative materials and components. The described discovery experiments examine moisture-cured silicone, foam tape, and hot-melt adhesives used in conjunction with PET or glass module 'substrates.' To be able to interpret the results, a set of material-level characterizations was performed, including thermogravimetric analysis, differential scanning calorimetry, and dynamic mechanical analysis. PV j-boxes were adhered to a substrate, loaded with a prescribed weight, and then placed inside an environmental chamber (at 85C, 85% relative humidity). Some systems did not remain attached through the discovery experiments. Observed failure modes include delamination (at the j-box/adhesive or adhesive/substrate interface) and phase change/creep. The results are discussed in the context of the application requirements, in addition to the plan for the formal experiment supporting the proposed modification to the qualification test.

Drivers and fleet managers across the country are looking for ways to reduce petroleum use, fuel costs, and vehicle emissions. And because fuel availability is the most important factor in choosing an alternative fuel vehicle, this growth opens up new possibilities for vehicle ownership. This guide features model-specific information about vehicle specs, manufacturer suggested retail price (MSRP), fuel economy, and emissions. You can use this information to compare vehicles and help inform your buying decisions. This guide includes city and highway fuel economy estimates from the U.S. Environmental Protection Agency (EPA). The estimates are based on laboratory tests conducted by manufacturers in accordance with federal regulations. EPA retests about 10% of vehicle models to confirm manufacturer results. Fuel economy estimates are also available on FuelEconomy.gov. For some newer vehicle models, EPA data was not available at the time of this guide's publication; in these cases, manufacturer estimates are provided, if available.

    A city is not a tree but a semi-lattice. To use a more fashionable term, a city is a complex network. The complex network constitutes a unique topological perspective on cities and enables us to better understand the kind of problem a city is. The topological perspective differentiates it from the perspectives of Euclidean geometry and Gaussian statistics that deal with essentially regular shapes and more or less similar things. Many urban theories, such as the Central Place Theory, Zipf's Law, the Image of the City, and the Theory of Centers can be interpreted from the point of view of complex networks. A livable city consists of far more small things than large ones, and their shapes tend to be irregular and rough. This chapter illustrates the complex network view and argues that we must abandon the kind of thinking guided by Euclidean geometry and Gaussian statistics, and instead adopt fractal geometry, power-law statistics, and Alexander's living geometry to develop sustainable cities.   8. Mechanical Analysis of the Fuel Assembly Box of a HPLWR Fuel Assembly

    The aim of the work presented in this paper is to demonstrate that the assembly box of the fuel assembly for a HPLWR proposed by Hofmeister et al. will remain mechanically within the design limits. The commercial finite element code ANSYS has been used to investigate the deformation behaviour caused by thermal convective and pressure boundary conditions provided by the results from Waata et al. for the fuel assembly. The results of these ANSYS analyses show a bending of the assembly box caused by the applied temperature and pressure distribution which, however, is still within the geometrical allowances. The maximum bending of the 4.35 m long assembly box appears close to the mid section, i.e. at 2.45 m axial height, and amounts to about 2 mm, only. The maximum indentation is mainly caused by the pressure difference across the box wall and occurs near the top of the assembly. The indentation at this point can be evaluated to be around 0.2 mm. Both bending and indentation will influence the coolant mass flux and the moderator distribution, and thus needs to be considered for predictions of the power profile and of the coolant heat-up. They are not considered to be critical as long as these deformations are small compared with the nominal gap width of 1 mm between box wall and claddings and 10 mm between adjacent assembly boxes. A second analysis has been performed to study the effect on non-symmetric coolant temperature profiles. A coolant temperature increase by 30 deg. C on one side of the box increased the thermal bending to 4 mm, indicating the sensitivity of this design with respect to temperature non-uniformities. (authors)
