Flux estimates are calculated from observations of net radiation, soil surface heat flux, and the vertical gradients of temperature and relative humidity (RH). Meteorological data collected by the EBBR are used to calculate bulk aerodynamic fluxes, which are used in the Bulk Aerodynamic Technique (BA) EBBR value-added product (VAP) to replace sunrise and sunset spikes in the flux data.     The Bowen basin open-cut coal mines of central Queensland, Australia, provide some of the best exposures of alluvial and fluviodeltaic sequences in the world. Within the Bowen basin coal is mined extensively along a strike length of 5-600 km exposing various parts of an Upper Permian terrestrial to shallow-marine sequence. Individual mines cover 10-30 km of strike and may work several different seams that are correlatable between mines. The project described here is aimed at providing a detailed database on facies geometry within coal-bearing alluvial and fluviodeltaic sequences of the Bowen basin. Data has been collected from the profusion of very large open-cut coal mine exposures in eastern Queensland, Australia, and rationalized into a form useful for hydrocarbon reservoir description. High-quality geometrical data is obtained from controlled photomosaics of highwalls supplemented by information from close-spaced borehole networks. Detailed information from core and accessible exposures allows accurate sedimentological interpretation. Interpretation of the German Creek Formation, one of the coalbearing units of the Bowen basin, suggests that accumulation occurred on an extensive lower delta plain, within a mixed (i.e., wave-tide-fluvial influenced) delta. Four facies have been identified, two of which are possible reservoirs: facies A, major channelized sandstone bodies (4-11 m thick and 0.5-5 km wide, elongate perpendicular to basin edge), interpreted as deltaic distributary channel fills; and facies B, tabular sandstone bodies (9-20 m thick tens of km in areal extent, elongate parallel to basin margin) internally dominated by hummocky cross-stratification, interpreted as proximal mouth bar deposits.

    The Bowen Basin is a Permo-Triassic, back-arc extensional to foreland basin that developed landward of an intermittently active continental volcanic arc associated with the eastern Australian convergent plate margin. The basin has a complex, polyphase tectonic history that began with limited back-arc crustal extension during the Early Permian. This created a series of north-trending grabens and half grabens which, in the west, accommodated quartz-rich sediment derived locally from surrounding, uplifted continental basement. In the east, coeval calc-alkaline, volcanolithic-rich, and volcaniclastic sediment was derived from the active volcanic arc. This early extensional episode was followed by a phase of passive thermal subsidence accompanied by episodic compression during the late Early Permian to early Late Permian, with little contemporaneous volcanism. In the west, quartzose sediment was shed from stable, polymictic, continental basement immediately to the west and south of the basin, whereas volcanolithic-rich sediment that entered the eastern side of the basin during this time was presumably derived from the inactive, and possibly partly submerged volcanic arc. During the late Late Permian, flexural loading and increased compression occurred along the eastern margin of the Bowen Basin, and renewed volcanism took place in the arc system to the east. Reactivation of this arc led to westward and southward spread of volcanolithic-rich sediment over the entire basin. Accordingly, areas in the west that were earlier receiving quartzose, craton-derived sediment from the west and south were overwhelmed by volcanolithic-rich, arc-derived sediment from the east and north. This transition from quartz-rich, craton-derived sediments to volcanolithic-rich, arc-derived sediments is consistent with the interpreted back-arc extensional to foreland basin origin for the Bowen Basin.

    The Shippingport Atomic Power Station was located on the Ohio River in Shippingport Borough (Beaver County), Pennsylvania, USA. The US Atomic Energy Commission (AEC) constructed the plant in the mid-1950s on a seven and half acre parcel of land leased from Duquesne Light Company (DLC). The purposes were to demonstrate and to develop Pressurized Water Recovery technology and to generate electricity. DLC operated the Shippingport plant under supervision of (the successor to AEC) the Department of Energy (DOE)-Naval Reactors (NR) until operations were terminated on October 1, 1982. NR concluded end-of-life testing and defueling in 1984 and transferred the Station's responsibility to DOE Richland Operations Office (RL), Surplus Facility Management Program Office (SFMPO5) on September 5, 1984. SFMPO subsequently established the Shippingport Station Decommissioning Project and selected General Electric (GE) as the Decommissioning Operations Contractor. This report is intended to provide an overview of the Shippingport Station Decommissioning Project.

    Hydrogen fueling stations are an essential element in the practical application of hydrogen as a vehicle fuel, and a number of issues such as safety, efficiency, design, and operating procedures can only be accurately addressed by a practical demonstration. Regardless of whether the vehicle is powered by an internal combustion engine or fuel cell, or whether the vehicle has a liquid or gaseous fuel tank, the fueling station is a critical technology which is the link between the local storage facility and the vehicle. Because most merchant hydrogen delivered in the US today (and in the near future) is in liquid form due to the overall economics of production and delivery, we believe a practical refueling station should be designed to receive liquid. Systems studies confirm this assumption for stations fueling up to about 300 vehicles. Our fueling station, aimed at refueling fleet vehicles, will receive hydrogen as a liquid and dispense it as either liquid, high pressure gas, or low pressure gas. Thus, it can refuel any of the three types of tanks proposed for hydrogen-powered vehicles -- liquid, gaseous, or hydride. The paper discusses the fueling station design. Results of a numerical model of liquid hydrogen vehicle tank filling, with emphasis on no vent filling, are presented to illustrate the usefulness of the model as a design tool. Results of our vehicle performance model illustrate our thesis that it is too early to judge what the preferred method of on-board vehicle fuel storage will be in practice -- thus our decision to accommodate all three methods.

    Hydrogen is an environmentally attractive transportation fuel that has the potential to displace fossil fuels. The Freedom CAR and Freedom FUEL initiatives emphasize the importance of hydrogen as a future transportation fuel. Presently, Las Vegas has one hydrogen fueling station powered by natural gas. However, the use of traditional sources of energy to produce hydrogen does not maximize the benefit. The hydrogen fueling station developed under this grant used electrolysis units and solar energy to produce hydrogen fuel. Water and electricity are furnished to the unit and the output is hydrogen and oxygen. Three vehicles were converted to utilize the hydrogen produced at the station. The vehicles were all equipped with different types of technologies. The vehicles were used in the day-to-day operation of the Las Vegas Valley Water District and monitoring was performed on efficiency, reliability and maintenance requirements. The research and demonstration utilized for the reconfiguration of these vehicles could lead to new technologies in vehicle development that could make hydrogen-fueled vehicles more cost effective, economical, efficient and more widely used. In order to advance the development of a hydrogen future in Southern Nevada, project partners recognized a need to bring various entities involved in hydrogen development and deployment together as a means of sharing knowledge and eliminating duplication of efforts. A road-mapping session was held in Las Vegas in June 2006. The Nevada State Energy Office, representatives from DOE, DOE contractors and LANL, NETL, NREL were present. Leadership from the National hydrogen Association Board of Directors also attended. As a result of this session, a roadmap for hydrogen development was created. This roadmap has the ability to become a tool for use by other road-mapping efforts in the hydrogen community. It could also become a standard template for other states or even countries to approach planning for a hydrogen

    This paper discusses the concept of battery charging stations (BCSs), designed to service rural owners of battery power sources. Many such power sources now are transported to urban areas for recharging. A BCS provides the opportunity to locate these facilities closer to the user, is often powered by renewable sources, or hybrid systems, takes advantage of economies of scale, and has the potential to provide lower cost of service, better service, and better cost recovery than other rural electrification programs. Typical systems discussed can service 200 to 1200 people, and consist of stations powered by photovoltaics, wind/PV, wind/diesel, or diesel only. Examples of installed systems are presented, followed by cost figures, economic analysis, and typical system design and performance numbers.

    A peak power ratio generator is described for measuring, in combination with a conventional power meter, the peak power level of extremely narrow pulses in the gigahertz radio frequency bands. The present invention in a preferred embodiment utilizes a tunnel diode and a back diode combination in a detector circuit as the only high speed elements. The high speed tunnel diode provides a bistable signal and serves as a memory device of the input pulses for the remaining, slower components. A hybrid digital and analog loop maintains the peak power level of a reference channel at a known amount. Thus, by measuring the average power levels of the reference signal and the source signal, the peak power level of the source signal can be determined.

    The scope of this project was changed during the course of the project. Phase I of the project was to construct a site similar to the site at Central West Virginia Regional Airport in Charleston, WV to show that duplication of the site was a feasible method of conducting hydrogen stations. Phase II of the project was necessitated due to a lack of funding that was planned for the development of the station in Morgantown. The US Department of Energy determined that the station in Charleston would be dismantled and moved to Morgantown and reassembled at the Morgantown site. This necessitated storage of the components of the station for almost a year at the NAFTC Headquarters which caused a number of issues with the equipment that will be discussed in later portions of this report. This report will consist of PHASE I and PHASE II with discussions on each of the tasks scheduled for each phase of the project.

    A precipitation monitoring station was placed on the west flank of Timber Mountain during the year 2010. It is located in an isolated highland area near the western border of the Nevada National Security Site (NNSS), south of Pahute Mesa. The cost of the equipment, permitting, and installation was provided by the Environmental Monitoring Systems Initiative (EMSI) project. Data collection, analysis, and maintenance of the station during fiscal year 2011 was funded by the U.S. Department of Energy, National Nuclear Security Administration, Nevada Site Office Environmental Restoration, Soils Activity. The station is located near the western headwaters of Forty Mile Wash on the Nevada Test and Training Range (NTTR). Overland flows from precipitation events that occur in the Timber Mountain high elevation area cross several of the contaminated Soils project CAU (Corrective Action Unit) sites located in the Forty Mile Wash watershed. Rain-on-snow events in the early winter and spring around Timber Mountain have contributed to several significant flow events in Forty Mile Wash. The data from the new precipitation gauge at Timber Mountain will provide important information for determining runoff response to precipitation events in this area of the NNSS. Timber Mountain is also a groundwater recharge area, and estimation of recharge from precipitation was important for the EMSI project in determining groundwater flowpaths and designing effective groundwater monitoring for Yucca Mountain. Recharge estimation additionally provides benefit to the Underground Test Area Sub-project analysis of groundwater flow direction and velocity from nuclear test areas on Pahute Mesa. Additionally, this site provides data that has been used during wild fire events and provided a singular monitoring location of the extreme precipitation events during December 2010 (see data section for more details).     We analyzed receiver functions to estimate the crustal thickness and velocity structure beneath two stations of Geofon (GE) network in the Sunda-Banda arc transition zone. The stations are located in two different tectonic regimes: Sumbawa Island (station PLAI) and Timor Island (station SOEI) representing the oceanic and continental characters, respectively. We analyzed teleseismic events of 80 earthquakes to calculate the receiver functions using the time-domain iterative deconvolution technique. We employed 2D grid search (H-κ) algorithm based on the Moho interaction phases to estimate crustal thickness and Vp/Vs ratio. We also derived the S-wave velocity variation with depth beneath both stations by inverting the receiver functions. We obtained that beneath station PLAI the crustal thickness is about 27.8 km with Vp/Vs ratio 2.01. As station SOEI is covered by very thick low-velocity sediment causing unstable solution for the inversion, we modified the initial velocity model by adding the sediment thickness estimated using high frequency content of receiver functions in H-κ stacking process. We obtained the crustal thickness is about 37 km with VP/Vs ratio 2.2 beneath station SOEI. We suggest that the high Vp/Vs in station PLAI may indicate the presence of fluid ascending from the subducted plate to the volcanic arc, whereas the high Vp/Vs in station SOEI could be due to the presence of sediment and rich mafic composition in the upper crust and possibly related to the serpentinization process in the lower crust. We also suggest that the difference in velocity models and crustal thicknesses between stations PLAI and SOEI are consistent with their contrasting tectonic environments.

    Over an extended period of time station noise spectra were collected from various sources for use in estimating the detection and location performance of global networks of seismic stations. As the database of noise spectra enlarged and duplicate entries became available, an effort was mounted to more carefully select station noise spectra while discarding others. This report discusses the methodology and criteria by which the noise spectra were selected. It also identifies and illustrates the station noise spectra which survived the selection process and which currently contribute to the modeling efforts. The resulting catalog of noise statistics not only benefits those who model network performance but also those who wish to select stations on the basis of their noise level as may occur in designing networks or in selecting seismological data for analysis on the basis of station noise level. In view of the various ways by which station noise were estimated by the different contributors, it is advisable that future efforts which predict network performance have available station noise data and spectral estimation methods which are compatible with the statistics underlying seismic noise. This appropriately requires (1) averaging noise over seasonal and/or diurnal cycles, (2) averaging noise over time intervals comparable to those employed by actual detectors, and (3) using logarithmic measures of the noise.

    The Shippingport Atomic Power Station was located on the Ohio River in Shippingport Borough (Beaver County), Pennsylvania, USA. The US Atomic Energy Commission (AEC) constructed the plant in the mid-1950s on a seven and half acre parcel of land leased from Duquesne Light Company (DLC). The purposes were to demonstrate and to develop Pressurized Water Recovery technology and to generate electricity. DLC operated the Shippingport plant under supervision of (the successor to AEC) the Department of Energy (DOE)-Naval Reactors (NR) until operations were terminated on October 1, 1982. NR concluded end-of-life testing and defueling in 1984 and transferred the Station`s responsibility to DOE Richland Operations Office (RL), Surplus Facility Management Program Office (SFMPO5) on September 5, 1984. SFMPO subsequently established the Shippingport Station Decommissioning Project and selected General Electric (GE) as the Decommissioning Operations Contractor. This report is intended to provide an overview of the Shippingport Station Decommissioning Project.

    The traditional method of burner balancing is first to determine the fuel distribution, then to measure the economizer outlet excess oxygen distribution and to adjust the burners accordingly. Fuel distribution is typically measured by clean and dirty air probing. Coal pipe flow can then be adjusted, if necessary, through the use of coal pipe orificing or by other means. Primary air flow must be adjusted to meet the design criteria of the burner. Once coal pipe flow is balanced to within the desired criteria, secondary air flow to individual burners can be changed by adjusting windbox dampers, burner registers, shrouds or other devices in the secondary air stream. This paper discusses problems encountered in measuring excess O{sub 2} at the economizer outlet. It is important to recognize that O{sub 2} measurements at the economizer outlet, by themselves, can be very misleading. If measurement problems are suspected or encountered, an alternate approach similar to that described should be considered. The alternate method is not only useful for burner balancing but also can be used to help in calibrating the plant excess O{sub 2} instruments and provide an on line means of cross-checking excess air measurements. Balanced burners operate closer to their design stoichiometry, providing better NO{sub x} reduction. For Salem Harbor Station, this means a significant saving in urea consumption.

  19. LNG to CNG refueling stations

    While the fleet operator is concerned about the environment, he or she is going to make the choice based primarily on economics. Which fuel provides the lowest total operating cost? The calculation of this costing must include the price-per-gallon of the fuel delivered, as well as the tangible and intangible components of fuel delivery, such as downtime for vehicles during the refueling process, idle time for drivers during refueling, emissions costings resulting from compressor oil blow-by, inclusion of non-combustible constituents in the CNG, and energy consumption during the refueling process. Also, the upfront capital requirement of similar delivery capabilities must be compared. The use of LNG as the base resource for the delivered CNG, in conjunction with the utilization of a fully temperature-compressed LNG/CNG refueling system, eliminates many of the perceived shortfalls of CNG. An LNG/CNG refueling center designed to match the capabilities of the compressor-based station will have approximately the same initial capital requirement. However, because it derives its CNG sales product from the {minus}260 F LNG base product, thus availing itself of the natural physical properties of the cryogenic product, all other economic elements of the system favor the LNG/CNG product.

    Disclosed is a regenerative braking device (10) for an automotive vehicle. The device includes an energy storage assembly (12) having a plurality of rubber rollers (26, 28) mounted for rotation between an input shaft (36) and an output shaft (42), clutches (38, 46) and brakes (40, 48) associated with each shaft, and a continuously variable transmission (22) connectable to a vehicle drivetrain and to the input and output shafts by the respective clutches. The rubber rollers are torsionally stressed to accumulate energy from the vehicle when the input shaft is clutched to the transmission while the brake on the output shaft is applied, and are torsionally relaxed to deliver energy to the vehicle when the output shaft is clutched to the transmission while the brake on the input shaft is applied. The transmission ratio is varied to control the rate of energy accumulation and delivery for a given rotational speed of the vehicle drivetrain.

    Photovoltaic (PV) system performance depends on both the quality of the system and the weather. One simple way to communicate the system performance is to use the performance ratio (PR): the ratio of the electricity generated to the electricity that would have been generated if the plant consistently converted sunlight to electricity at the level expected from the DC nameplate rating. The annual system yield for flat-plate PV systems is estimated by the product of the annual insolation in the plane of the array, the nameplate rating of the system, and the PR, which provides an attractive way to estimate expected annual system yield. Unfortunately, the PR is, again, a function of both the PV system efficiency and the weather. If the PR is measured during the winter or during the summer, substantially different values may be obtained, making this metric insufficient to use as the basis for a performance guarantee when precise confidence intervals are required. This technical report defines a way to modify the PR calculation to neutralize biases that may be introduced by variations in the weather, while still reporting a PR that reflects the annual PR at that site given the project design and the project weather file. This resulting weather-corrected PR gives more consistent results throughout the year, enabling its use as a metric for performance guarantees while still retaining the familiarity this metric brings to the industry and the value of its use in predicting actual annual system yield. A testing protocol is also presented to illustrate the use of this new metric with the intent of providing a reference starting point for contractual content.

    The authors discuss how nuclear plants in the United States have taken actions to respond to the NRC Station Blackout Rule, 10CFR50.63. The rule requires that each light water cooled nuclear power plant licensed to operate must be able to withstand for a specified duration and recover from a station blackout. Station blackout is defined as the complete loss of a-c power to the essential and non-essential switch-gear buses in a nuclear power plant. A station blackout results from the loss of all off-site power as well as the on-site emergency a-c power system. There are two basic approaches to meeting the station blackout rule. One is to cope with a station blackout independent of a-c power. Coping, as it is called, means the ability of a plant to achieve and maintain a safe shutdown condition. The second approach is to provide an alternate a-c power source (AAC).

    Three new combined heat and power (CHP) sets have recently been commissioned at Harrods, the world-famous department store in the heart of London's fashionable Knightsbridge district. The sets provide all the electricity needed by the store for lighting, heating and air-conditioning and are powered by Ruston 6RK270 turbocharged, charge-air-cooled diesel engines each producing 1392 kW at 750 r/min. These high power-to-weight ratio units were chosen in view of severe engine room space limitations. Low-grade waste heat is extracted from the engine jacket water to preheat water for three new boilers supplying some 1600 kg/h of steam for process heat to the store. The engines drive Brush BJS HW 10 100/8 alternators and are fully automatic in operation through a Regulateurs Europa control system. Some 600 sensors feed data into a Satchwell Building Management System (BMS). In the event of a breakdown, the engine control system can be switched to manual. 5 figs.

    The conceptual design for a 1- to 3-MW short pulse spallation source with a liquid mercury target has been started recently. The design tools and methods being developed to define requirements, integrate the work, and provide early cost guidance will be presented with a summary of the current target station design status. The initial design point was selected with performance and cost estimate projections by a systems code. This code was developed recently using cost estimates from the Brookhaven Pulsed Spallation Neutron Source study and experience from the Advanced Neutron Source Project`s conceptual design. It will be updated and improved as the design develops. Performance was characterized by a simplified figure of merit based on a ratio of neutron production to costs. A work breakdown structure was developed, with simplified systems diagrams used to define interfaces and system responsibilities. A risk assessment method was used to identify potential problems, to identify required research and development (R&D), and to aid contingency development. Preliminary 3-D models of the target station are being used to develop remote maintenance concepts and to estimate costs.

    The test results of station blackout transients conducted in the Semiscale MOD-2B facility are discussed in this report. The Semiscale MOD-2B facility simulates a pressurized water reactor (PWR) power plant. The experiments were initiated from conditions typical of PWR plant operating conditions (primary pressure of 15.2 MPa (2205 psi) and cold leg fluid temperature of 550 K (530F)). Five station blackout experiments were conducted, Three tests in the Power Loss (PL) Test Series and the two Primary Boil-off (PBO) Tests. The responses of these tests were analyzed and compared. However, only one test response (S-PL-2) is presented and discussed in detail. The S-PL-2 experiment is characterized by examining the responses of the primary and secondary pressures and fluid temperatures, the pressurizer liquid level, the primary fluid distribution, and the core thermal behavior. The mechanisms driving the S-PL-2 responses, the main elements of the station blackout transient, the influences of initial and boundary conditions and other transient that may appear similar to a station blackout are also discussed. Information pertinent to station blackout nuclear safety issues is presented in the report. 13 refs., 44 figs.

    Photovoltaic central power station designs have been developed for both high-efficiency flat-panel arrays and two-axis tracking concentrator arrays. Both designs are based on a site adjacent to the Saguaro Power Station of Arizona Public Service. The plants are 100 MW each, made of 5 MW subfields. The site specific designs allow detailed cost estimate for site preparation, installation, and engineering. These designs are summarized and cost estimates analyzed. Provided also are recommendations for future work to reduce system cost for each plant design.

    Hurricane Compressors` SPRINT System (patent pending) is designed to increase the rate of flow from compressed natural gas (CNG) fuel stations and provide greater utilization of stored CNG than is available from traditional compressor stations. Using a novel method of adapting compressor operation to changes in CNG storage system pressures, this advanced technology provides an alternative mechanism for fuel delivery when demand for fuel is high. Transfer of CNG may be made at higher rates of flow than would be possible either from a pressure depleted storage system or directly from the compressor.

    A pump station for transferring radioactive particle containing waste water, includes: (a.) an enclosed sump having a vertically elongated right frusto conical wall surface and a bottom surface and (b.) a submersible volute centrifugal pump having a horizontally rotating impeller and a volute exterior surface. The sump interior surface, the bottom surface and the volute exterior surface are made of stainless steel having a 30 Ra or finer surface finish. A 15 Ra finish has been found to be most cost effective. The pump station is used for transferring waste water, without accumulation of radioactive fines.

    Data authentication is required for certification of sensor stations in the International Monitoring System (IMS). Authentication capability has been previously demonstrated for continuous waveform stations (seismic and infrasound). This paper addresses data surety for the radionuclide stations in the IMS, in particular the Radionuclide Aerosol Sampler/Analyzer (RASA) system developed by Pacific Northwest National Laboratory (PNNL). Radionuclide stations communicate data by electronic mail using formats defined in IMS 1.0, Formats and Protocols for Messages. An open message authentication standard exists, called S/MIME (Secure/Multipurpose Internet Mail Extensions), which has been proposed for use with all IMS radionuclide station message communications. This standard specifies adding a digital signature and public key certificate as a MIME attachment to the e-mail message. It is advantageous because it allows authentication to be added to all IMS 1.0 messages in a standard format and is commercially supported in e-mail software. For command and control, the RASA system uses a networked Graphical User Interface (GUI) based upon Common Object Request Broker Architecture (CORBA) communications, which requires special authentication procedures. The authors have modified the RASA system to meet CTBTO authentication guidelines, using a FORTEZZA card for authentication functions. They demonstrated signing radionuclide data messages at the RASA, then sending, receiving, and verifying the messages at a data center. They demonstrated authenticating command messages and responses from the data center GUI to the RASA. Also, the particular authentication system command to change the private/public key pair and retrieve the new public key was demonstrated. This work shows that data surety meeting IMS guidelines may be immediately applied to IMS radionuclide systems.

    Part of a closed loop biomass crop was recently harvested to produce electricity in Tampa Electric's Polk Power Station Unit No.1. No technical impediments to incorporating a small percentage of biomass into Polk Power Station's fuel mix were identified. Appropriate dedicated storage and handling equipment would be required for routine biomass use. Polk Unit No.1 is an integrated gasification combined cycle (IGCC) power plant. IGCC is a new approach to generating electricity cleanly from solid fuels such as coal, petroleum coke, The purpose of this experiment was to demonstrate the Polk Unit No.1 could process biomass as a fraction of its fuel without an adverse impact on availability and plant performance. The biomass chosen for the test was part of a crop of closed loop Eucalyptus trees.

    This project assisted a private real estate developer in technically assessing the feasibility of integrating a central DHC system into a proposed 72 acre area mixed-use Planned Development (Central Station) just south of the Chicago Central Business District (Loop). The technical assessment concluded that a district heating and cooling system for Central Station will be feasible, provided that a major anchor load can be connected to the system. The system conceived for the site employs a modular approach that adjusts production capacity to actual load growth. The design concept includes gas-fired boilers for heating, gas turbine driven chillers for base loading, electric motor driven chillers for peaking, steam turbines for peak power and back pressure operation, and chilled water storage. Energy will be supplied to the users in the form of steam or low temperature hot water for heating, and low temperature chilled water for cooling.

    An unattended video surveillance unit, the Modular Integrated Video System (MIVS), has been developed by Sandia National Laboratories for International Safeguards use. An important support element of this system is a semi-automatic Review Station. Four component modules, including an 8 mm video tape recorder, a 4-inch video monitor, a power supply and control electronics utilizing a liquid crystal display (LCD) are mounted in a suitcase for probability. The unit communicates through the interactive, menu-driven LCD and may be operated on facility power through the world. During surveillance, the MIVS records video information at specified time intervals, while also inserting consecutive scene numbers and tamper event information. Using either of two available modes of operation, the Review Station reads the inserted information and counts the number of missed scenes and/or tamper events encountered on the tapes, and reports this to the user on the LCD. At the end of a review session, the system will summarize the results of the review, stop the recorder, and advise the user of the completion of the review. In addition, the Review Station will check for any video loss on the tape.

    The transition to hydrogen-powered vehicles requires detailed technical and economic analyses of all aspects of hydrogen infrastructure, including refueling stations. The cost of such stations is a major contributor to the delivered cost of hydrogen. Hydrogen refueling stations require not only dispensers to transfer fuel onto a vehicle, but also an array of such ancillary equipment as a cascade charging system, storage vessels, compressors and/or pumps/evaporators. This paper provides detailed information on design requirements for gaseous and liquid hydrogen refueling stations and their associated capital and operating costs, which in turn impact hydrogen selling price at various levels of hydrogen demand. It summarizes an engineering economics approach which captures the effect of variations in station size, seasonal, daily and hourly demand, and alternative dispensing rates and pressures on station cost. Tradeoffs in the capacity of refueling station compressors, storage vessels, and the cascade charging system result in many possible configurations for the station. Total costs can be minimized by optimizing that configuration. Using a methodology to iterate among the costs of compression, storage and cascade charging, it was found that the optimum hourly capacity of the compressor is approximately twice the station's average hourly demand, and the optimum capacity of the cascade charging system is approximately 15% of the station's average daily demand. Further, for an hourly demand profile typical of today's gasoline stations, onsite hydrogen storage equivalent to at least 1/3 of the station's average daily demand is needed to accommodate peak demand.

    Thermal battery assembly involves many operations which are labor- intense. In August 1986, a project team was formed at GE Neutron Devices to investigate and evaluate more efficient and productive battery assembly techniques through the use of automation. The result of this study was the acceptance of a plan to automate the piece part pellet fabrication and battery stacking operations by using computerized pellet presses and robots which would be integrated by a main computer.   20. Cerreto di Spoleto (Umbria-Italy): Seismic amplification at the ENEA local array stations

    The Nerina valley, where Borgo Cerreto is located, is surrounded by the Apennine mount chain at the top of which lies the historical centre of Cerreto di Spoleto. The study is part of a research project aiming at analysing natural disasters and their impact on the Italian cultural heritage. Within the framework of this research project, local seismic records were analysed for both the carbonate ridge and the bordering alluvial valley. The choice of Cerreto di Spoleto as a test site derives from the analysis of Italian seismic hazard maps, obtained in terms of peak ground velocity and taking into account regional geology. The maps highlight the considerable seismic hazard which characterises the Apennine belt and its possible increase due to the effect of alluvial deposits. To this aim, ENEA installed in the 80's an accelerometric array (CODISMA up to 2000 and, in the following years, ETNA; for more detailed description see [1]. The 14 October event, was recorded both at the roof of CSM and at BCT stations. This is important to check the features observed comparing the FAS of acceleration at CSM and BCT during the 26 September events. Unfortunately the station at CSM basement did not record the above mentioned events but several aftershocks were recorded at each array station. Velocimetric records of both ambient noise and small-magnitude earthquakes were analysed in order to identify amplification conditions. The analysis was carried out in the time domain, through directional energy evaluation, and in the frequency domain, through H/V spectral ratios and spectral ratios with respect to a reference station.

    A method for discriminating a radioactive anomaly from naturally occurring radioactive materials includes detecting a first number of gamma photons having energies in a first range of energy values within a predetermined period of time and detecting a second number of gamma photons having energies in a second range of energy values within the predetermined period of time. The method further includes determining, in a controller, a ratio of the first number of gamma photons having energies in the first range and the second number of gamma photons having energies in the second range, and determining that a radioactive anomaly is present when the ratio exceeds a threshold value.

    As societies shift to 'greener' means of transportation using electricity-driven vehicles one critical challenge we face is the creation of a robust and resilient infrastructure of recharging stations. A particular issue here is the optimal location of service stations. In this work, we consider the placement of battery replacing service station in a city network for which the normal traffic flow is known. For such known traffic flow, the service stations are placed such that the expected performance is maximized without changing the traffic flow. This is done for different scenarios in which roads, road junctions and service stations can fail with a given probability. To account for such failure probabilities, the previously developed facility interception model is extended. Results show that service station failures have a minimal impact on the performance following robust placement while road and road junction failures have larger impacts which are not mitigated easily by robust placement.

    The cirrus clouds play an important role in the radiation budget of the earth's atmospheric system and are important to characterize their vertical structure and optical properties. LIDAR measurements are obtained from the tropical station Gadanki (13.5{sup 0} N, 79.2{sup 0} E), India, and meteorological indicators derived from Radiosonde data. Most of the cirrus clouds are observed near to the tropopause, which substantiates the strength of the tropical convective processes. The height and temperature dependencies of cloud height, optical depth, and depolarization ratio were investigated. Cirrus observations made using CALIPSO satellite are compared with lidar data for systematic statistical study of cirrus climatology.

    The validity of virial analysis to infer global MHD equilibrium poloidal beta βp and internal inductance ℓi from external magnetics measurements is examined for low aspect ratio configurations with A < 2. Numerical equilibrium studies at varied aspect ratio are utilized to validate the technique at finite aspect ratio. The effect of applying high-A approximations to low-A experimental data is quantified and demonstrates significant over-estimation of stored energy (factors of 2–10) in spherical tokamak geometry. Experimental approximations to equilibrium-dependent volume integral terms in the analysis are evaluated at low-A. Highly paramagnetic configurations are found to be inadequately represented through themore » virial mean radius parameter RT. Alternate formulations for inferring βp and ℓi that are independent of RT to avoid this difficulty are presented for the static isotropic limit. Lastly, these formulations are suitable for fast estimation of tokamak stored energy components at low aspect ratio using virial analysis.« less

  7. Solar Powered Radioactive Air Monitoring Stations

    Environmental monitoring of ambient air for radioactive material is required as stipulated in the PNNL Site radioactive air license. Sampling ambient air at identified preferred locations could not be initially accomplished because utilities were not readily available. Therefore, solar powered environmental monitoring systems were considered as a possible option. PNNL purchased two 24-V DC solar powered environmental monitoring systems which consisted of solar panels, battery banks, and sampling units. During an approximate four month performance evaluation period, the solar stations operated satisfactorily at an on-site test location. They were subsequently relocated to their preferred locations in June 2012 where they continue to function adequately under the conditions found in Richland, Washington.

In particular, the approach uses a consistent framework to define the optimal time-frequency windows on which to make estimates, to make the bearing estimates themselves, to construct metrics helpful in choosing the better estimates or admitting that the bearing is immeasurable, andjinally to apply bias corrections when calibration information is available to yield a single final estimate. The method was applied to a small but challenging set of events in a seismically active region. The method demonstrated remarkable utility by providing better estimates and insights than previously available. Various monitoring implications are noted fiom these findings.
