    This report examines the economic impacts (including job creation) from the Boulder County, Colorado, ClimateSmart Loan Program (CSLP), an example of Property-Assessed Clean Energy (PACE) financing. The CSLP was the first test of PACE financing on a multi-jurisdictional level (involving individual cities as well as the county government). It was also the first PACE program to comprehensively address energy efficiency measures and renewable energy, and it was the first funded by a public offering of both taxable and tax-exempt bonds.

    Ormat Technologies, Inc. (Ormat) proposes to use DOE and cost share funding to study the Brady Hot Springs geothermal Field 15-12RD well. This is an EGS Demonstration project divided into three phases. During Phase 1, Ormat characterized the target well to prepare for stimulation activities in Phase 2, Phase 2: Well Stimulation and Collection/Analysis of Stimulation Monitoring Data and Phase 3: Long-term testing of the system. Phase 2 and 3 activities would occur at Ormat's Brady Hot Springs geothermal field in Churchill County, NV on public lands managed by the Bureau of Land Management (BLM) and Bureau of Reclamation (BOR). Since Phases 2 and 3 have the potential to impact subsurface resources, DOE must analyze the impacts associated with Phases 2 and 3. The BLM will be the lead agency for completion of the EA with BOR and DOE as cooperating agencies.

    This study examines how grid-level electricity storage may benet the operations of NV Energy in 2020, and assesses whether those benets justify the cost of the storage system. In order to determine how grid-level storage might impact NV Energy, an hourly production cost model of the Nevada Balancing Authority (\\BA") as projected for 2020 was built and used for the study. Storage facilities were found to add value primarily by providing reserve. Value provided by the provision of time-of-day shifting was found to be limited. If regulating reserve from storage is valued the same as that from slower ramp rate resources, then it appears that a reciprocating engine generator could provide additional capacity at a lower cost than a pumped storage hydro plant or large storage capacity battery system. In addition, a 25-MW battery storage facility would need to cost $650/kW or less in order to produce a positive Net Present Value (NPV). However, if regulating reserve provided by storage is considered to be more useful to the grid than that from slower ramp rate resources, then a grid-level storage facility may have a positive NPV even at today's storage system capital costs. The value of having storage provide services beyond reserve and time-of-day shifting was not assessed in this study, and was therefore not included in storage cost-benefit calculations.

It was made in order to identify possible fault and fracture systems that might be conduits for geothermal fluids. Geothermal fluids commonly utilize fault and fractures in competent rocks as conduits for fluid flow. Geothermal exploration involves finding areas of high near-surface temperature gradients, along with a suitable plumbing system that can provide the necessary permeability. Geothermal power plants can sometimes be built where temperature and flow rates are high. To do this, georeferenced topographic maps and aerial photographs were utilized in an existing GIS, using ESRI ArcMap 10.0 software. The USA_Topo_Maps and World_Imagery map layers were chosen from the GIS Server at server.arcgisonline.com, using a UTM Zone 13 NAD27 projection. This line shapefile was then constructed over that which appeared to be through-going structural lineaments in both the aerial photographs and topographic layers, taking care to avoid manmade features such as roads, fence lines, and right-of-ways. These lineaments may be displaced somewhat from their actual location, due to such factors as shadow effects with low sun angles in the aerial photographs. Note: This shape file was constructed as an aid to geothermal exploration in preparation for a site visit for field checking. We make no claims as to the existence of the lineaments, their location, orientation, and nature.     When the Occidental Chemical Co., Niagara Falls, N.Y., set out to remediate and contain wastes and ground water at its upstate New York site, they found that part of the proposed cutoff wall would be located in land reclaimed from the Niagara River. The fill was rock blasted out for a tunnel years ago, and the presence of boulders rule out conventional barrier-wall construction techniques. Occidental's first approach to containment had been a conventional soil-bentonite wall. Because of the area's geography and the location of the wastes, a portion of the wall had to be aligned along the riverbank. The company wanted to separate the plant area from the river, and decided to extend the barrier to the concrete headwall for intakes at the nearby Robert Moses Niagara Power Plant. This meant about 2,000 ft of the barrier wall would run through shot-rock fill placed during construction of the powerplant in the 1960s. Conduits for that plant were constructed by blasting rock to form open-cut tunnels several miles long. Some of the resulting shot rock was placed along the riverbank, extending the shoreline about 200 ft into the river near the now-contaminated site. The Rober Moses Parkway, a four-land highway, was constructed on the reclaimed land about 100 ft from the new shoreline.

    The Nevada Test Site (NTS) and the adjacent Yucca Mountain Project (YMP) are located in Nye County, Nevada. The NTS has been the primary location for testing nuclear explosives in the continental US since 1951. Current activities include operating low-level radioactive and mixed waste disposal facilities for US defense-generated waste, assembly/disassembly of special experiments, surface cleanup and site characterization of contaminated land areas, and non-nuclear test operations such as controlled spills of hazardous materials at the hazardous Materials (HAZMAT) Spill Center (HSC). Currently, the major potential for occupational radiation exposure is associated with the burial of low-level nuclear waste and the handling of radioactive sources. Planned future remediation of contaminated land areas may also result in radiological exposures. The NV/YMP Radiological Control Manual, Revision 2, represents DOE-accepted guidelines and best practices for implementing Nevada Test Site and Yucca Mountain Project Radiation Protection Programs in accordance with the requirements of Title 10 Code of Federal Regulations Part 835, Occupational Radiation Protection. These programs provide protection for approximately 3,000 employees and visitors annually and include coverage for the on-site activities for both personnel and the environment. The personnel protection effort includes a DOE Laboratory Accreditation Program accredited dosimetry and personnel bioassay programs including in-vivo counting, routine workplace air sampling, personnel monitoring, and programmatic and job-specific As Low as Reasonably Achievable considerations.

    The Boulder Canyon Hydroelectric Project (BCH) was purchased by the City of Boulder, CO (the city) in 2001. Project facilities were originally constructed in 1910 and upgraded in the 1930s and 1940s. By 2009, the two 10 MW turbine/generators had reached or were nearing the end of their useful lives. One generator had grounded out and was beyond repair, reducing plant capacity to 10 MW. The remaining 10 MW unit was expected to fail at any time. When the BCH power plant was originally constructed, a sizeable water supply was available for the sole purpose of hydroelectric power generation. Between 1950 and 2001, that water supply had gradually been converted to municipal water supply by the city. By 2001, the water available for hydroelectric power generation at BCH could not support even one 10 MW unit. Boulder lacked the financial resources to modernize the facilities, and Boulder anticipated that when the single, operational historical unit failed, the project would cease operation. In 2009, the City of Boulder applied for and received a U.S. Department of Energy (DOE) grant for $1.18 million toward a total estimated project cost of $5.155 million to modernize BCH. The federal funding allowed Boulder to move forward with plant modifications that would ensure BCH would continue operation. Federal funding was made available through the American Recovery and Reinvestment Act (ARRA) of 2009. Boulder determined that a single 5 MW turbine/generator would be the most appropriate capacity, given the reduced water supply to the plant. Average annual BCH generation with the old 10 MW unit had been about 8,500 MW-hr, whereas annual generation with a new, efficient turbine could average 11,000 to 12,000 MW-hr. The incremental change in annual generation represents a 30% increase in generation over pre-project conditions. The old turbine/generator was a single nozzle Pelton turbine with a 5-to-1 flow turndown and a maximum turbine/generator efficiency of 82%. The new unit is a double nozzle Pelton turbine with a 10-to-1 flow turndown and a maximum turbine/generator efficiency of 88%. This alone represents a 6% increase in overall efficiency. The old turbine operated at low efficiencies due to age and non-optimal sizing of the turbine for the water flow available to the unit. It was shut down whenever water flow dropped to less than 4-5 cfs, and at that flow, efficiency was 55 to 60%. The new turbine will operate in the range of 70 to 88% efficiency through a large portion of the existing flow range and would only have to be shut down at flow rates less than 3.7 cfs. Efficiency is expected to increase by 15-30%, depending on flow. In addition to the installation of new equipment, other goals for the project included: • Increasing safety at Boulder Canyon Hydro • Increasing protection of the Boulder Creek environment • Modernizing and integrating control equipment into Boulder’s municipal water supply system, and • Preserving significant historical engineering information prior to power plant modernization. From January 1, 2010 through December 31, 2012, combined consultant and contractor personnel hours paid for by both the city and the federal government have totaled approximately 40,000. This equates roughly to seven people working full time on the project from January 2010 through December 2012. This project also involved considerable material expense (steel pipe, a variety of valves, electrical equipment, and the various components of the turbine and generator), which were not accounted for in terms of hours spent on the project. However, the material expense related to this project did help to create or preserve manufacturing/industrial jobs throughout the United States. As required by ARRA, the various components of the hydroelectric project were manufactured or substantially transformed in the U.S. BCH is eligible for nomination to the National Register of Historic Places due in part to its unique engineering features and innovative construction techniques. Special efforts were directed toward documenting the (largely original) interior of the plant and installing new equipment without modifying the power plant exterior in order to preserve the historical significance of the facility. In addition, a significant portion of the historical equipment within the power plant was preserved in place. The modernization project began with DOE grant award on January 1, 2010, and the project was completed on December 31, 2012. In addition to city engineering and hydroelectric staff, major project participants included AECOM (design/engineering) Canyon Industries (turbine/generator manufacture), Gracon Corporation (general construction contractor), Exponential Engineering Company (electrical engineering) and URS Corporation (historical documentation), as well as numerous other subcontractors and consultants.

    Yucca Mountain, Nevada is being evaluated as a potential site for a geologic repository for high level radioactive waste. As part of the site characterization activities at Yucca Mountain, a field-scale ponded infiltration experiment was done to help characterize the hydraulic and infiltration properties of a layered dessert alluvium deposit. Calcium carbonate accumulation and cementation, heterogeneous layered profiles, high evapotranspiration, low precipitation, and rocky soil make the surface difficult to characterize.The effects of the strong morphological horizonation on the infiltration processes, the suitability of measured hydraulic properties, and the usefulness of ponded infiltration experiments in site characterization work were of interest. One-dimensional and two-dimensional radial flow numerical models were used to help interpret the results of the ponding experiment. The objective of this study was to evaluate the results of a ponded infiltration experiment done around borehole UE25 UZN {number_sign}85 (N85) at Yucca Mountain, NV. The effects of morphological horizons on the infiltration processes, lateral flow, and measured soil hydaulic properties were studied. The evaluation was done by numerically modeling the results of a field ponded infiltration experiment. A comparison the experimental results and the modeled results was used to qualitatively indicate the degree to which infiltration processes and the hydaulic properties are understood. Results of the field characterization, soil characterization, borehole geophysics, and the ponding experiment are presented in a companion paper.

    In 2009, a 37-unit apartment complex located in Boulder, Colorado, underwent an energy retrofit to comply with Boulder SmartRegs Ordinance, a mandate that requires all rental properties to meet certain energy efficiency standards by 2018. The Consortium of Advanced Residential Buildings (CARB), a U.S. Department of Energy Building America team, worked with city planners and building owners to evaluate this program and recently completed a case study evaluating the effectiveness of a collection of retrofit measures.

However, multiple studies confirm that analysis methods tend to over-predict energy use in poorly insulated, leaky homes and thus, the savings associated with improving those homes. In NREL's report titled 'Assessing and Improving the Accuracy of Energy Analysis of Residential Buildings,' researchers propose a method for improving the accuracy of residential energy analysis methods. A key step in this process involves the comparisons of predicted versus metered energy use and savings. In support of this research need, CARB evaluated the retrofit of a multifamily building in Boulder, CO. The updated property is a 37 unit, 2 story apartment complex built in 1950, which underwent renovations in early 2009 to bring it into compliance with Boulder, CO's SmartRegs ordinance. Goals of the study were to: 1) evaluate predicted versus actual savings due to the improvements, 2) identify areas where the modeling assumptions may need to be changed, and 3) determine common changes made by renters that would negatively impact energy savings.     We study a three-qubit system formed by the NV centers electronic and nuclear spin plus an adjacent spin 1/2 carbon {sup 13}C. Specifically, we propose a manipulation scheme utilizing the hyperfine coupling of the effective S=1 degree of freedom of the vacancy electrons to the two adjacent nuclear spins to achieve accurate coherent control of all three qubits.

    Abstract-- In this paper, the ability of the Nevada (NV) Energy generation fleet to meet its system balancing requirements under different solar energy penetration scenarios is studied. System balancing requirements include capacity, ramp rate, and ramp duration requirements for load following and regulation. If, during some operating hours, system capability is insufficient to meet these requirements, there is certain probability that the balancing authoritys control and reliability performance can be compromised. These operating hours are considered as challenging hours. Five different solar energy integration scenarios have been studied. Simulations have shown that the NV Energy system will be potentially able to accommodate up to 942 MW of solar photovoltaic (PV) generation. However, the existing generation scheduling procedure should be adjusted to make it happen. Fast-responsive peaker units need to be used more frequently to meet the increasing ramping requirements.     This study examines how grid-level electricity storage may benefit the operations of NV Energy, and assesses whether those benefits are likely to justify the cost of the storage system. To determine the impact of grid-level storage, an hourly production cost model of the Nevada Balancing Authority (%22BA%22) as projected for 2020 was created. Storage was found to add value primarily through the provision of regulating reserve. Certain storage resources were found likely to be cost-effective even without considering their capacity value, as long as their effectiveness in providing regulating reserve was taken into account. Giving fast resources credit for their ability to provide regulating reserve is reasonable, given the adoption of FERC Order 755 (%22Pay-for-performance%22). Using a traditional five-minute test to determine how much a resource can contribute to regulating reserve does not adequately value fast-ramping resources, as the regulating reserve these resources can provide is constrained by their installed capacity. While an approximation was made to consider the additional value provided by a fast-ramping resource, a more precise valuation requires an alternate regulating reserve methodology. Developing and modeling a new regulating reserve methodology for NV Energy was beyond the scope of this study, as was assessing the incremental value of distributed storage.

    The uncertainty and variability with photovoltaic (PV) generation make it very challenging to balance power system generation and load, especially under high penetration cases. Higher reserve requirements and more cycling of conventional generators are generally anticipated for large-scale PV integration. However, whether the existing generation fleet is flexible enough to handle the variations and how well the system can maintain its control performance are difficult to predict. The goal of this project is to develop a software program that can perform intra-hour dispatch and automatic generation control (AGC) simulation, by which the balancing operations of a system can be simulated to answer the questions posed above. The simulator, named Electric System Intra-Hour Operation Simulator (ESIOS), uses the NV Energy southern system as a study case, and models the systems generator configurations, AGC functions, and operator actions to balance system generation and load. Actual dispatch of AGC generators and control performance under various PV penetration levels can be predicted by running ESIOS. With data about the load, generation, and generator characteristics, ESIOS can perform similar simulations and assess variable generation integration impacts for other systems as well. This report describes the design of the simulator and presents the study results showing the PV impacts on NV Energy real-time operations.

    Calculation of photovoltaic (PV) and wind power capacity values is important for estimating additional load that can be served by new PV or wind installations in the electrical power system. It also is the basis for assigning capacity credit payments in systems with markets. Because of variability in solar and wind resources, PV and wind generation contribute to power system resource adequacy differently from conventional generation. Many different approaches to calculating PV and wind generation capacity values have been used by utilities and transmission operators. Using the NV Energy system as a study case, this report applies peak-period capacity factor (PPCF) and effective load carrying capability (ELCC) methods to calculate capacity values for renewable energy sources. We show the connection between the PPCF and ELCC methods in the process of deriving a simplified approach that approximates the ELCC method. This simplified approach does not require generation fleet data and provides the theoretical basis for a quick check on capacity value results of PV and wind generation. The diminishing return of capacity benefit as renewable generation increases is conveniently explained using the simplified capacity value approach.

    The Desert Research Institute (DRI) is performing a scoping study as part of the U.S. Department of Energy's Yucca Mountain Environmental Monitoring Systems Initiative (EMSI). The main objective is to obtain baseline air quality information for Yucca Mountain and an area surrounding the Nevada Test Site (NTS). Air quality and meteorological monitoring and sampling equipment housed in a mobile trailer (shelter) is collecting data at eight sites outside the NTS, including Ash Meadows National Wildlife Refuge (NWR), Beatty, Sarcobatus Flats, Rachel, Caliente, Pahranagat NWR, Crater Flat, and Tonopah Airport, and at four sites on the NTS (Engelbrecht et al., 2007a-d). The trailer is stationed at any one site for approximately eight weeks at a time. This letter report provides a summary of air quality and meteorological data, on completion of the site's sampling program.

    Snohomish County in western Washington State began converting its vehicle fleet to use a blend of biodiesel and petroleum diesel in 2005. As prices for biodiesel rose due to increased demand for this cleaner-burning fuel, Snohomish County looked to its farmers to “grow” this fuel locally. Suitable seed crops that can be crushed to extract oil for use as biodiesel feedstock include canola, mustard, and camelina. The residue, or mash, has high value as an animal feed. County farmers began with 52 acres of canola and mustard crops in 2006, increasing to 250 acres and 356 tons in 2008. In 2009, this number decreased to about 150 acres and 300 tons due to increased price for mustard seed.

    The Fayette County Better Buildings Initiative represented a comprehensive and collaborative approach to promoting and implementing energy efficiency improvements. The initiative was designed to focus on implementing energy efficiency improvements in residential units, while simultaneously supporting general marketing of the benefits of implementing energy efficiency measures. The ultimate goal of Fayette Countys Better Buildings Initiative was to implement a total of 1,067 residential energy efficiency retrofits with a minimum 15% estimated energy efficiency savings per unit. Program partners included: United States Department of Energy, Allegheny Power, and Private Industry Council of Westmoreland-Fayette, Fayette County Redevelopment Authority, and various local partners. The program was open to any Fayette County residents who own their home and meet the prequalifying conditions. The level of assistance offered depended upon household income and commitment to undergo a BPI Certified Audit and implement energy efficiency measures, which aimed to result in at least a 15% reduction in energy usage. The initiative was designed to focus on implementing energy efficiency improvements in residential units, while simultaneously supporting general marketing of the benefits of implementing energy efficiency measures. Additionally, the program had components that involved recruitment and training for employment of persons in the energy sector (green jobs), as well as marketing and implementation of a commercial or community facilities component. The residential component of Fayette Countys Better Buildings Initiative involved a comprehensive approach, providing assistance to low- moderate- and market-rate homeowners. The initiative will also coordinate activities with local utility providers to further incentivize energy efficiency improvements among qualifying homeowners. The commercial component of Fayette Countys Better Building Initiative involved grants and loans to assist up to $15,000 projects per commercial structure with a mixture of a grant and financing at 0% for up to three (3) years. The maximum award can be a $5,000 grant and a $10,000 loan. For projects less than $15,000, the award will have a ratio of 1/3 grant and 2/3 loan.

    This project focused on defining geothermal play fairways and development of a detailed geothermal potential map of a large transect across the Great Basin region (96,000 km2), with the primary objective of facilitating discovery of commercial-grade, blind geothermal fields (i.e. systems with no surface hot springs or fumaroles) and thereby accelerating geothermal development in this promising region. Data included in this submission consists of: structural settings (target areas, recency of faulting, slip and dilation potential, slip rates, quality), regional-scale strain rates, earthquake density and magnitude, gravity data, temperature at 3 km depth, permeability models, favorability models, degree of exploration and exploration opportunities, data from springs and wells, transmission lines and wilderness areas, and published maps and theses for the Nevada Play Fairway area.
