    This brochure provides an overview of the challenges and successes of Boston, MA, a 2007 Solar America City awardee, on the path toward becoming a solar-powered community. Accomplishments, case studies, key lessons learned, and local resource information are given. The City of Boston and its Solar America Cities program, Solar Boston, are helping to debunk the myth that solar energy is only feasible in the southern latitudes. Boston has some of the highest energy prices in the country and will likely be one of the first locations where solar power achieves grid parity with conventional energy technologies. Solar Boston is facilitating the rapid development of solar energy projects and infrastructure in the short-term, and is preparing for the rapid market growth that is expected with the imminent arrival of grid parity over the long-term. Solar Boston developed the strategy for achieving Mayor Menino's goal of installing 25 MW of solar energy throughout Boston by 2015. Through Solar Boston, the city has developed a strategy for the installation of solar technology throughout Boston, including mapping feasible locations, preparing a permitting guide, and planning the citywide bulk purchase, financing, and installation of solar technology. The city has also worked with local organizations to maximize Boston's participation in state incentive programs and innovative financing initiatives. The resulting accomplishments include the following: (1) Created an online map of current local renewable energy projects with a tool to allow building owners to calculate their rooftop solar potential. The map is currently live at http://gis.cityofboston.gov/solarboston/. (2) Supported the city's Green Affordable Housing Program (GAHP), in partnership with the Department of Neighborhood Development (DND). Under GAHP, the city is installing more than 150 kW of PV on 200 units of affordable housing. DND requires that all new city-funded affordable housing be LEED silver certified and built solar-ready. (3) Defined solar's role in emergency preparedness with the Boston Mayor's Office of Emergency Preparedness. (4) Worked with local organizations to maximize Boston's participation in state incentive programs and innovative financing mechanisms. Solar Boston partners include DOE, MTC, local utilities and unions, an anonymous foundation, and a broad range of local, regional, and national clean-energy stakeholders. Solar Boston kicked off its partner program on January 10, 2008, sponsoring a workshop on 'Thinking BIG about Boston's Solar Energy Future,' to discuss how state, utility, and municipal programs can work together. Presentations were given by Solar Boston, Keyspan/National Grid, NSTAR, and MTC.

    The impacts of extending electrification on the National Railroad Passenger Corporation's (Amtrak) Northeast Corridor (NEC) from New Haven, Connecticut to Boston, Massachusetts are of direct concern to the Federal Railroad Administration (FRA). To improve rail service and increase ridership between New York and Boston, Amtrak proposes the electrification of the NEC main line between New Haven, CT and Boston, MA using an overhead 2 x 25,000 volt - 60 hertz power system. The volume Number III contains the detailed technical studies that were performed in order to identify and evaluate the environmental impacts of the proposed project. Some of these studies have been included entirely in the Draft Environmental Impact Statements-draft (DEIS/R) (Volume 1). The technical evaluations performed were based upon regulatory requirements as well as substantive issues raised by individuals and public agencies as part of the public participation program.

    The U.S. Army Corps of Engineers, NED, in cooperation with several agencies under the administration of the Technical Subcommittee on Boston Harbor, is directing a segment of the Wastewater Management Study for Eastern Massachusetts which proposed the utilization of land application methods to further treat and make use of conventionally treated wastewaters. The entire wastewater management study for Eastern Massachusetts consisted of five alternatives. Four of the conceptual alternatives are being prepared under the direction of the Metropolitan District Commission (MDC). The land application alternative is labeled Concept 5 and provides land application treatment for effluents from five of the regional waste treatment plant locations described in Concept 4. The report presented herein constitutes the land-oriented treatment system known as Concept 5.

Impacts analyzed include changes in the natural environment (air quality, noise and vibration, energy, electromagnetic fields, natural resources, hazardous materials and visual/aesthetics), changes in the social environment (land use and recreation, transportation and traffic), impacts on historic and archaeological sites, changes in transit service and patronage, associated changes in highway and airport congestion, capital costs, operating and maintenance costs, and financial implications. Impacts are identified both for the proposed construction period and for the long-term operation of the alternatives.

    The Boston Architectural College's Urban Sustainability initiative is a demonstration project as defined by the National Energy Technology Laboratory. BAC's proposed project with the U.S. Department of Energy - NETL, is a large part of that overall initiative. The BAC's Urban Sustainability Initiative is a multi-part project with several important goals and objectives that will have a significant impact on the surrounding neighborhood including: energy conservation, reduction of storm water runoff, generation of power through alternative energy sources, elimination/reduction of BAC carbon footprint, and to create a vehicle for ongoing public outreach and education. Education and outreach opportunities will serve to add to the already comprehensive Sustainability Design courses offered at BAC relative to energy savings, performance and conservation in building design. At the finish of these essential capital projects there will be technical materials created for the education of the design, sustainability, engineering, community development and historic preservation communities, to inform a new generation of environmentally-minded designers and practitioners, the city of Boston and the general public. The purpose of the initiative, through our green renovations program, is to develop our green alley projects and energy saving renovations to the BAC physical plant, to serve as a working model for energy efficient design in enclosed 19th century and 20th century urban sites and as an educational laboratory for teaching ecological and sustainable technologies to students and the public while creating jobs. The scope of our project as it relates to the BAC and the U.S. Department of Energy- NETL combined efforts includes: Task I of the project is Phase II (Green Alley). Task I encompasses various renovation activities that will demonstrate the effectiveness of permeable paving and ground water recharge systems. It will aid in the reduction of storm water runoff into the Charles River Basin in one of its most significantly polluted sections and, will provide a green renovation mechanism for the redirected storm water of a public alley way. This activity is designed to improve the quality of water recharging the ground water and protecting the vulnerable wood pilings under many of the historic masonry buildings in Boston's Back Bay. Sustainable design research and system monitoring opportunities will also be incorporated, providing ongoing tools for public outreach and education through innovative signage and "virtual tour" technology. The monitoring will include a "building performance dash board" that reflects real time operating conditions and improvements in environmental and economic performance to be prominently displayed on the face of our 320 Newbury Street building (approximately 1.5 million people walk by annually). The project site and demonstration area is located at the rear of 951 Boylston Street, Boston, MA 02115 and the parking area adjacent to Public Alley #444 in Boston's historic Back Bay. Task II of the project is Geothermal Solution. This task involves the installation of approximately seven Geothermal wells which will tap into the earth's constant underground temperatures to provide air-conditioning and heating for BAC facilities. The environmentally friendly geothermal system uses no fossil fuel, produces no emissions and runs silently, providing a sustainable model for commercial and residential buildings throughout Boston. Ultimately the combination of this project and other projects will assist in making the BAC "carbon-neutral", and could generate enough additional energy to provide free power to the Engine 33 and Ladder 15 Firehouse located at 941 Boylston Street. The goal was to compare the cost effectiveness of the 1995 MEC to the energy conservation requirements of the Massachusetts State Building Code-based on a comparison of the costs and benefits associated with complying with each.. This comparison was performed for three cities representing three geographical regions of Massachusetts--Boston, Worcester, and Pittsfield. The analysis was done for two different scenarios: a ``move-up`` home buyer purchasing a single-family house and a ``first-time`` financially limited home buyer purchasing a multifamily condominium unit. Natural gas, oil, and electric resistance heating were examined. The Massachusetts state code has much more stringent requirements if electric resistance heating is used rather than other heating fuels and/or equipment types. The MEC requirements do not vary by fuel type. For single-family homes, the 1995 MEC has requirements that are more energy-efficient than the non-electric resistance requirements of the current state code. For multifamily housing, the 1995 MEC has requirements that are approximately equally energy-efficient to the non-electric resistance requirements of the current state code. The 1995 MEC is generally not more stringent than the electric resistance requirements of the state code, in fact; for multifamily buildings the 1995 MEC is much less stringent.

    Achieving aggressive energy efficiency targets requires tight coordination and clear communication among owners, designers, builders, and subcontractors. For this townhome project, MassDevelopment, the quasi-governmental agency owner, selected Metric Development of Boston, teaming with the U.S. Department of Energy (DOE) Consortium for Advanced Residential Buildings (CARB) and Cambridge Seven Architects, to build very high performing market-rate homes. Fort Devens is part of a decommissioned army base in working-class Harvard, Massachusetts, approximately one hour northwest of Boston. The team proposed 12 net zero energy-ready townhomes, meaning that the application of renewable energy systems would result in annual net zero energy use in the homes. The homes were also designed to achieve a Home Energy Rating System (HERS) Index Score of 41 before adding renewables. For this project, CARB drew on its experience working with Rural Development Inc. on a series of affordable townhomes in northern Massachusetts. The team carefully planned the site to maximize solar access, daylighting, and efficient building forms. The basic strategy was to design a very efficient thermal enclosure while minimizing incremental cost increases compared with standard construction. Using BEopt modeling software, the team established the requirements of the enclosure and investigated multiple assembly options. They settled on double-wall construction with dense-pack cellulose fill. High performance vinyl windows (U-0.24, solar heat gain coefficient [SHGC]-0.22), a vented R-59 attic, and exceptional air sealing completed the package.

More than 100 different chemicals (mainly dyes, but additionally a number of semi-volatiles including benzidine, dianisidine, o-tolidine, and 2-napthylamine) have been detected at the site, which encompasses a 35-acre area. Liquid wastes from Nyanza have been discharged into the environment in several different ways including into the underground vault, unlined lagoons, and nearby brooks and wetlands. Surface water and soil on-site are known to have been contaminated. Groundwater beneath and downgradient of the site is known to be contaminated. Releases into the ambient air are known to have occurred historically. These releases have included oleum, bromine, and nitric acid. Opportunity for human exposure in the past was high and included exposures to children playing in the soils and lagoons on-site as well as in the Chemical Brook.

    The U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL), under an interagency agreement with the Bureau of Ocean Energy Management (BOEM), is providing technical assistance to identify and delineate leasing areas for offshore wind energy development within the Atlantic Coast Wind Energy Areas (WEAs) established by BOEM. This report focuses on NREL's development of three delineated leasing area options for the Massachusetts (MA) WEA and the technical evaluation of these leasing areas. The overarching objective of this study is to develop a logical process by which the MA WEA can be subdivided into non-overlapping leasing areas for BOEM's use in developing an auction process in a renewable energy lease sale. NREL worked with BOEM to identify an appropriate number of leasing areas and proposed three delineation alternatives within the MA WEA based on the boundaries announced in May 2012. A primary output of the interagency agreement is this report, which documents the methodology, including key variables and assumptions, by which the leasing areas were identified and delineated.

    The first solar photovoltaic house designed and constructed under the US Department of Energy's Solar Photovoltaic Residential Project has been completed. The house, which is powered by a 7-kWp PV system, will be used to assess the occupants' acceptance of and reactions to residential photovoltaic systems and to familiarize utilities, builders, developers, town building officials and others with issues concerning photovoltaic installations. The house is located on a two-acre lot in Carlisle, approximately twenty miles northwest of Boston. Built by a local architect/developer team, the house includes energy conservation and passive solar features. It utilizes a roof-mounted, flat-plate PV array which operates in a two-way energy exchange mode with the electric utility. The energy conservation and passive solar features of this house are described and a detailed description of the utility-interactive photovoltaic system is presented, along with initial performance data.

    MYRRHA (multi-purpose hybrid research reactor for high-tech applications) is a multipurpose research facility currently being developed at SCK-CEN. It will be able to work in both critical and subcritical modes and, cooled by lead-bismuth eutectic. In this paper the minor actinides (MA) transmutation capabilities of MYRRHA are investigated. (Pu + Am, U) MOX fuel and (Np + Am + Cm, Pu) Inert Matrix Fuel test samples have been loaded in the central channel of the MYRRHA critical core and have been irradiated during five cycles, each one consisting of 90 days of operation at 100 MWth and 30 days of shutdown. The reactivity worth of the test fuel assembly was about 1.1 dollar. A wide range of burn-up level has been achieved, extending from 42 to 110 MWd/kg HM, the samples with lower MA-to-Pu ratios reaching the highest burn-up. This study has highlighted the importance of the initial MA content, expressed in terms of MA/Pu ratio, on the transmutation rate of MA elements. For (Pu + Am, U) MOX fuel samples, a net build-up of MA is observed when the initial content of MA is very low (here, 1.77 wt% MA/Pu) while a net decrease in MA is observed in the sample with an initial content of 5 wt%. This suggests the existence of some 'equilibrium' initial MA content value beyond which a net transmutation is achievable.

    The sediment, water, and three species of fish from 24 of Massachusetts' (relatively) least-impacted water bodies were sampled to determine the patterns of variation in edible tissue mercury concentrations and the relationships of these patterns to characteristics of the water, sediment, and water bodies (lake, wetland, and watershed areas). Sampling was apportioned among three different ecological subregions and among lakes of differing trophic status. The authors sought to partition the variance to discover if these broadly defined concepts are suitable predictors of mercury levels in fish. Average muscle mercury concentrations were 0.15 mg/kg wet weight in the bottom-feeding brown bullheads (Ameriurus nebulosus); 0.31 mg/kg in the omnivorous yellow perch (Perca flavescens); and 0.39 mg/kg in the predaceous largemouth bass (Micropterus salmoides). Statistically significant differences in fish mercury concentrations between ecological subregions in Massachusetts, USA, existed only in yellow perch. The productivity level of the lakes (as deduced from Carlson's Trophic Status Index) was not a strong predictor of tissue mercury concentrations in any species. pH was a highly (inversely) correlated environmental variable with yellow perch and brown bullhead tissue mercury. Largemouth bass tissue mercury concentrations were most highly correlated with the weight of the fish (+), lake size (+), and source area sizes (+). Properties of individual lakes appear more important for determining fish tissue mercury concentrations than do small-scale ecoregional differences. Species that show major mercury variation with size or trophic level may not be good choices for use in evaluating the importance of environmental variables.

    Studies of solar access and solar retrofit economics are described for residential applications in the City of Boston. The study of solar access was based upon a random sample of 94 buildings; the sample was stratified to ensure a broad geographic representation from the city's various sections. Using available data on the heights and orientations of the sampled structures and surrounding buildings, each building's hourly access to sunlight was computed separately for the roof and south facing walls. These data were then aggregated by broad structural classifications in order to provide general measures of solar access. The second study was a comparative analysis of the economics of several solar heating and hot water systems. An active hot water system, installed using pre-assembled, commercially purchased equipment, was selected as a reference technology. A variety of measures of economic performance were computed for this system, with and without existing tax credits and under various financing arrangements. Next, a number of alternative approaches for solar space and water heating were identified from interviews with individuals and groups involved in solar retrofit projects in the Boston area. The objective was to identify approaches that many of those interviewed believe to be low-cost means of applying solar energy in residential settings. The approaches selected include thermal window covers, wall collectors, bread box water heaters, and sun spaces. Preliminary estimates of the performance of several representative designs were developed and the economics of these designs evaluated.

    Mass-varying neutrino (MaVaN) models propose a source of dark energy in a new scalar field called the acceleron. Recent work has shown that nonrelativistic neutrino fields in these theories are unstable to inhomogeneous fluctuations, and form structures that no longer behave as dark energy. One might expect that in multiple-neutrino models, the lighter species could continue to act as a source for the acceleron, generating dark energy without the help of heavier species. This paper shows that by considering the evolution of the acceleron field for a large class of models, the result of any neutrino component becoming unstable is that all components become unstable within a short time on cosmological scales. An alternate model employing a second scalar field in a hybrid potential is shown to have stable MaVaN dark energy even in the presence of unstable heavier components.

    In this progress report we summarize the activities of the University of Massachusetts- Amherst group for the three years of this research project. We are fully engaged in research at the energy frontier with the ATLAS experiment at the CERN Large Hadron Collider. We have made leading contributions in software development and performance studies for the ATLAS Muon Spectrometer, as well as on physics analysis with an emphasis on Standard Model measurements and searches for physics beyond the Standard Model. In addition, we have increased our contributions to the Muon Spectrometer New Small Wheel upgrade project.

    The University of North Dakota Energy & Environmental Research Center is working with Oak Ridge National Laboratory to test two oxide dispersion-strengthened alloys that could be used to construct very high-temperature heat recuperators for the aluminum-melting industry. For the initial tests, uncooled rings of MA754 and MA956 piping were exposed for 5 months to gases leaving an aluminum melter furnace at 1200 1290 C. The MA956 suffered spotty areas of severe corrosion and lost 25% of its weight. Scanning electron microscopy showed that there were small spots of alkali-rich corrosion products on the alloy surfaces, indicating the impact of droplets of fluxing agents. The corrosion products in these areas were mixed Fe, Cr, and Al oxides, which were depleted in Cr near the gas surface. However, Al concentrations in the remaining metal were typically between 3.5% and 4.0%, so there was a sufficient reservoir of Al remaining in the alloy to prevent simple breakaway corrosion which could have occurred if the Al were significantly depleted. The MA754 lost approximately 15% of its weight and showed void formation within 2 mm of the gas metal surfaces. Within the porous area, the Cr had largely segregated into oxide precipitates up to 50 9m in diameter, leaving the remaining metal Ni-rich. Below the porous layer, the alloy composition was relatively unchanged. Remains of Na- and Al-rich particles that had impacted the surface sporadically were visible but had not obviously affected the surface scale as they had with the MA956.

    Energy Recovery Linacs (ERL) are important for a variety of applications, from high-power Free-Electron Lasers (FEL) to polarized-electron polarized-proton colliders. The ERL current is arguably the most important characteristic of ERLs for such applications. With that in mind, the Collider-Accelerator Department at Brookhaven National Laboratory embarked on the development of a 300 mA ERL to serve as an R and D test-bed for high-current ERL technologies. These include high-current, extremely well damped superconducting accelerating cavities, high-current superconducting laser-photocathode electron guns and high quantum-efficiency photocathodes. In this presentation I will cover these ERL related developments.

    The results of a radiological survey of the Shpack Landfill, Norton, Massachusetts, are given in this report. The survey was conducted over approximately eight acres which had received radioactive wastes from 1946 to 1965. The survey included measurement of the following: external gamma radiation at the surface and at 1 m (3 ft) above the surface throughout the site; beta-gamma exposure rates at 1 cm (0.4 in.) from the surface throughout the site; concentrations of /sup 226/Ra, /sup 238/U, and /sup 235/U in surface and subsurface soil on the site; and concentrations of /sup 226/Ra, /sup 238/U, /sup 235/U, /sup 230/Th, and /sup 210/Pb in groundwater on the site and in surface water on and near the site. Results indicate that the radioactive contamination is confined to the site and to the swamp immediately adjacent to the site.
