    This brochure provides an overview of the challenges and successes of Boston, MA, a 2007 Solar America City awardee, on the path toward becoming a solar-powered community. Accomplishments, case studies, key lessons learned, and local resource information are given. The City of Boston and its Solar America Cities program, Solar Boston, are helping to debunk the myth that solar energy is only feasible in the southern latitudes. Boston has some of the highest energy prices in the country and will likely be one of the first locations where solar power achieves grid parity with conventional energy technologies. Solar Boston is facilitating the rapid development of solar energy projects and infrastructure in the short-term, and is preparing for the rapid market growth that is expected with the imminent arrival of grid parity over the long-term. Solar Boston developed the strategy for achieving Mayor Menino's goal of installing 25 MW of solar energy throughout Boston by 2015. Through Solar Boston, the city has developed a strategy for the installation of solar technology throughout Boston, including mapping feasible locations, preparing a permitting guide, and planning the citywide bulk purchase, financing, and installation of solar technology. The city has also worked with local organizations to maximize Boston's participation in state incentive programs and innovative financing initiatives. The resulting accomplishments include the following: (1) Created an online map of current local renewable energy projects with a tool to allow building owners to calculate their rooftop solar potential. The map is currently live at http://gis.cityofboston.gov/solarboston/. (2) Supported the city's Green Affordable Housing Program (GAHP), in partnership with the Department of Neighborhood Development (DND). Under GAHP, the city is installing more than 150 kW of PV on 200 units of affordable housing. DND requires that all new city-funded affordable housing be LEED silver certified and

    The Boston Architectural College's Urban Sustainability initiative is a demonstration project as defined by the National Energy Technology Laboratory. BAC's proposed project with the U.S. Department of Energy - NETL, is a large part of that overall initiative. The BAC's Urban Sustainability Initiative is a multi-part project with several important goals and objectives that will have a significant impact on the surrounding neighborhood including: energy conservation, reduction of storm water runoff, generation of power through alternative energy sources, elimination/reduction of BAC carbon footprint, and to create a vehicle for ongoing public outreach and education. Education and outreach opportunities will serve to add to the already comprehensive Sustainability Design courses offered at BAC relative to energy savings, performance and conservation in building design. At the finish of these essential capital projects there will be technical materials created for the education of the design, sustainability, engineering, community development and historic preservation communities, to inform a new generation of environmentally-minded designers and practitioners, the city of Boston and the general public. The purpose of the initiative, through our green renovations program, is to develop our green alley projects and energy saving renovations to the BAC physical plant, to serve as a working model for energy efficient design in enclosed 19th century and 20th century urban sites and as an educational laboratory for teaching ecological and sustainable technologies to students and the public while creating jobs. The scope of our project as it relates to the BAC and the U.S. Department of Energy- NETL combined efforts includes: Task I of the project is Phase II (Green Alley). Task I encompasses various renovation activities that will demonstrate the effectiveness of permeable paving and ground water recharge systems.   1. Boston solar retrofits: studies of solar access and economics

    Studies of solar access and solar retrofit economics are described for residential applications in the City of Boston. The study of solar access was based upon a random sample of 94 buildings; the sample was stratified to ensure a broad geographic representation from the city's various sections. Using available data on the heights and orientations of the sampled structures and surrounding buildings, each building's hourly access to sunlight was computed separately for the roof and south facing walls. These data were then aggregated by broad structural classifications in order to provide general measures of solar access. The second study was a comparative analysis of the economics of several solar heating and hot water systems. An active hot water system, installed using pre-assembled, commercially purchased equipment, was selected as a reference technology. A variety of measures of economic performance were computed for this system, with and without existing tax credits and under various financing arrangements. Next, a number of alternative approaches for solar space and water heating were identified from interviews with individuals and groups involved in solar retrofit projects in the Boston area. The objective was to identify approaches that many of those interviewed believe to be low-cost means of applying solar energy in residential settings. The approaches selected include thermal window covers, wall collectors, bread box water heaters, and sun spaces. Preliminary estimates of the performance of several representative designs were developed and the economics of these designs evaluated.

    The Central Artery/Tunnel (CA/T) Project in Boston, Massachusetts involves the replacement of the existing I-93 interstate highway (Central Artery) and the extension of I-90 (Massachusetts Turnpike) to Logan International Airport. To date, approximately 95 environmental and related permits have been obtained for the CA/T Project. At least 200 permits from federal, state and local regulatory agencies will be acquired for the entire Project. The proposed action includes construction activities and permanent structures related to the crossing of three bodies of water: Charles River, Fort Point Channel, and Boston Inner Harbor. The Project also includes work in Massachusetts filled tidelands, relocation or construction of outfalls, disposition of construction dewatering and tunnel drainage fluids, and capping of an abandoned landfill. The number of permits, interrelationships between permits and interfaces with design and construction schedules have necessitated the development and implementation of a permit tracking system. The system tracks permit applications from preparation through public and agency review to permit issuance. The issues are discussed in detail: Phased development of the tracking system; Utilization of Project standard scheduling system software, Primavera Project Planner; How the information generated by the tracking system is used at the Project; Report format and production; Construction phase services and the multidiscipline, integrated Project schedule.

  7. Stormwater permitting for a large construction project: NPDES and Boston's Central Artery/Tunnel

    The promulgation of EPA's NPDES stormwater discharge regulations occurred during the latter planning stages for Boston's Central Artery/Tunnel Project, making this project, one of the largest single urban highway projects ever built, one of the first to be permitted under new regulations. The Project consists of 128 land miles of new highway, including numerous ramps and interchanges, and a harbor tunnel, with stormwater discharging during construction from at least 38 separate points. Complicating the permitting situation, stormwater is combined with dewatering discharges from excavations in filled and former industrial areas. Working closely with EPA Region 1 and the Massachusetts Department of Environmental Protection, the Massachusetts Highway Department submitted a permit application combining estimates of dewatering discharge quality derived from groundwater sampling with all the elements of a NPDES application for construction stormwater. The resulting permit contained two separate sets of monitoring requirements for the same discharge points, one for stormwater and one for dewatering. Quarterly monitoring was required for both dewatering and stormwater for metals, suspended solids, TPH, and VOC. Limits of 50 mg/1 TSS and 5 mg/1 TPH were established for dewatering only.

  8. Annual emissions and air-quality impacts of an urban area district-heating system: Boston case study

    A district-heating system, based on thermal energy from power plants retrofitted to operate in the cogeneration mode, is expected to improve local air quality. This possibility has been examined by comparing the emissions of five major atmospheric pollutants, i.e., particulates, sulfur oxides, carbon monoxide, hydrocarbons, and nitrogen oxides, from the existing heating and electric system in the City of Boston with those from a proposed district heating system. Detailed, spatial distribution of existing heating load and fuel mix is developed to specify emissions associated with existing heating systems. Actual electric-power-plant parameters and generation for the base year are specified. Additional plant fuel consumption and emissions resulting from cogeneration operation have been estimated. Six alternative fuel-emissions-control scenarios are considered. The average annual ground-level concentrations of sulfur oxides are calculated using a modified form of the EPA's Climatological Dispersion Model. This report describes the methodology, the results and their implications, and the areas for extended investigation. The initial results confirm expectations. Average sulfur oxides concentrations at various points within and near the city drop by up to 85% in the existing fuels scenarios and by 95% in scenarios in which different fuels and more-stringent emissions controls at the plants are used. These reductions are relative to concentrations caused by fuel combustion for heating and large commercial and industrial process uses within the city and Boston Edison Co. electric generation.

    In response to a request from a group of employees at the Pitney Bowes Management Services, Ropes and Gray Photocopy Center (SIC-7334), Boston, Massachusetts, an evaluation was undertaken of worker exposures to photocopy emissions. The photocopy center has been in operation for 2 years. Six full time employees worked the day shift operating six photocopiers of various models. Approximately 1 million copies were generated monthly at the site. Qualitative and quantitative analyses of air samples taken for volatile organic carbons revealed trace amounts of 1,1,1-trichloroethane (71556), isooctane (540841), toluene (108883), xylene (1330207), and benzene (71432). Ozone (10028156) concentrations as high as 0.41 parts per million (ppm) were detected at approximately 3 feet from the exhaust of each photocopier. Carbon-dioxide (124389) concentrations ranged from 300 to 825ppm. Respirable dust concentrations ranged from less than 10 to 50 micrograms per cubic meter. Carbon-monoxide (630080) was not detected. The authors conclude that the evaluation did not reveal a hazard to explain the respiratory symptoms experienced by the workers. The finding that the ventilation system moved too small an amount of air in a measured period of time may account for the accumulation of airborne contaminants within the building. Recommendations were made to improve the ventilation.

    This report presents the results of preliminary assessment (PA) conducted by Argonne National Laboratory at the Massachusetts Army National Guard property near Wayland, Massachusetts. Preliminary assessments of federal facilities are being conducted to compile the information necessary for completing preremedial activities and to provide a basis for establishing corrective actions in respond to releases of hazardous substances. The principal objective of the PA is to characterize the site accurately and determine the need for further action by examining sites activities, quantities of hazardous substances present, and potential pathways by which contamination could affect public health and the environment. This PA satisfies, for the Wayland Army National Guard Army property, Phase I of the Department of Defense Installation Restoration Program.

    Papers are presented on methods for processing rapidly solidified alloys, the effects of bombardment of high energy ions onto the growing surface on the structure and properties of sputtered magnetic films, and the transition from a planar interface to cellular and dendritic structures during rapid solidification processing (RSP). Consideration is given to the formation, structural relaxation and phase transformation, and chemical, magnetic, and mechanical properties of amorphous alloys. Topics discussed include crystalline magnetic materials, quasi-crystals, and the microstructures and properties of RSP Al, Ti, Mg, Ni, Fe, Co, and Cu-based alloys.

    Large parity-violating longitudinal single-spin asymmetries A{sub L}{sup e+} = -0.86{sub -0.14}{sup +0.30} and A{sub L}{sup e-} = 0.88{sub -0.71}{sup +0.12} are observed for inclusive high transverse momentum electrons and positrons in polarized p+p collisions at a center-of-mass energy of {radical}s = 500 GeV with the PHENIX detector at RHIC. These e{sup {+-}} come mainly from the decay of W{sup {+-}} and Z{sup 0} bosons, and their asymmetries directly demonstrate parity violation in the couplings of the W{sup {+-}} to the light quarks. The observed electron and positron yields were used to estimate W{sup {+-}} boson production cross sections for the e{sup {+-}} channels of {sigma}(pp {yields} W{sup +}X) x BR(W{sup +} e{sup +}v{sub e}) 144.1 {+-} 21.2(stat){sub -10.3}{sup +3.4}(syst) {+-} 21.6(norm) pb, and {sigma}(pp {yields} W{sup -}X) x BR(W{sup -} {yields} e{sup -}v{sup -}) = 31.7 {+-} 12.1(stat){sub -8.2}{sup +10.1}(syst) {+-} 4.8(norm) pb.

    This meeting is the sixteenth oilheat industry technology meeting held since 1984 and the third since the National Oilheat Research Alliance (NORA) was formed. This year's symposium is a very important part of the effort in technology transfer, which is supported by the Oilheat Research Fuel Flexibility Program under the United States Department of Energy, Distributed Energy and Electricity Reliability Program (DEER). The foremost reason for the conference is to provide a platform for the exchange of information and perspectives among international researchers, engineers, manufacturers, service technicians, and marketers of oil-fired space-conditioning equipment. The conference provides a conduit by which information and ideas can be exchanged to examine present technologies, as well as helping to develop the future course for oil heating advancement. These conferences also serve as a stage for unifying government representatives, researchers, fuel oil marketers, and other members of the oil-heat industry in addressing technology advancements in this important energy use sector. The specific objectives of the conference are to: (1) Identify and evaluate the current state-of-the-art and recommend new initiatives for higher efficiency, a cleaner environment, and to satisfy consumer needs cost effectively, reliably, and safely; (2) Foster cooperative interactions among federal and industrial representatives for the common goal of sustained economic growth and energy security via energy conservation.

    The XXVI International Conference on Neutrino Physics and Astrophysics (Neutrino 2014) was held in Boston, U.S.A. from June 2 to 7, 2014. The Conference was co-­hosted by Boston University, Harvard University, M.I.T., and Tufts University. The Conference welcomed 549 registered participants from 33 countries. The Boston University Student Village offered an inexpensive housing option and was taken advantage of by 282 attendees. The lecture venue was the George Sherman Union at Boston University. There were 63 scientific presentations by speakers from 15 countries. The Conference held two poster sessions with a total of 287 posters. The Conference featured a reception at the M.I.T.     This document presents our proposal to continue the activities of Boston University researchers in high energy physics research. We have a broad program of participation in both non-accelerator and accelerator-based efforts. High energy research at Boston University has a special focus on the physics program of the Superconducting Supercollider. We are active in research and development for detector subsystems, in the design of experiments, and in study of the phenomenology of the very high energy interactions to be observed at the SSC. The particular areas discussed in this paper are: colliding beams physics; accelerator design physics; MACRO project; proton decay project; theoretical particle physics; muon G-2 project; fast liquid scintillators; SSCINTCAL project; TRD project; massively parallel processing for the SSC; and physics analysis and vertex detector upgrade at L3.

    Achieving aggressive energy efficiency targets requires tight coordination and clear communication among owners, designers, builders, and subcontractors. For this townhome project, MassDevelopment, the quasi-governmental agency owner, selected Metric Development of Boston, teaming with Building America team Consortium for Advanced Residential Buildings (CARB) and Cambridge Seven Architects, to build very high performing market-rate homes. Fort Devens is part of a decommissioned army base in working-class Harvard, Massachusetts, approximately one hour northwest of Boston. The team proposed 12 net zero energy-ready townhomes that were also designed to achieve a Home Energy Rating System (HERS) Index Score of 41 before adding renewables. The team carefully planned the site to maximize solar access, daylighting, and efficient building forms.

This paper describes the broad physics program addressed by solar neutrino studies, presents the current suite of experiments programs, and describes several potential future detectors that could address the open questions in this field. This paper is a summary of a talk presented at the Neutrino 2014 conference in Boston.

    The objective of this demonstration project was to evaluate market-ready retrofit technologies for reducing the energy and water use of multi-load washers in healthcare and hospitality facilities. Specifically, this project evaluated laundry wastewater recycling technology in the hospitality sector and ozone laundry technology in both the healthcare and hospitality sectors. This report documents the demonstration of ozone laundry system installations at the Charleston Place Hotel in Charleston, South Carolina, and the Rogerson House assisted living facility in Boston, Massachusetts.

The hybrid taxis are able to achieve about twice the gas mileage of a conventional taxi while helping cut gasoline use and fuel costs. Tax credits and other incentives are helping both company owners and drivers make the switch to hybrids. Program leaders have learned some important lessons other cities can benefit from including learning a city's taxi structure, relaying benefits to drivers, and understanding the needs of owners.

    A growing number of nuclear power plants in the United States have adopted routine 12-hr shift schedules. Because of the potential impact that extended work shifts could have on safe and efficient power plant operation, the U.S. Nuclear Regulatory Commission funded research on 8-hr and 12-hr shifts at the Human Alertness Research Center (HARC) in Boston, Massachusetts. This report describes the research undertaken: a study of simulated 8-hr and 12-hr work shifts that compares alertness, speed, and accuracy at responding to simulator alarms, and relative cognitive performance, self-rated mood and vigor, and sleep-wake patterns of 8-hr versus 12-hr shift workers.

We discuss essential calibration steps and algorithms to control the MEMS with nanometer precision, including voltage-phase calibration and influence function characterization. We discuss the integration of the MEMS into GPI's Adaptive Optics system at Lawrence Livermore and present experimental results of 1.5 kHz closed-loop control. We detail mitigation strategies in the coronagraph to reduce the impact of abnormal actuators on final image contrast.

    The eastern Connecticut town of Windham in cooperation with the Boston-based Kendall Company, a division of Colgate-Palmolive, recently completed construction of the Windham Energy Recovery Facility, which began operation in late October 1981. Steam generated from the new facility travels through underground piping into the Kendall plant where it is used to dry non-woven fabrics and to produce electricity for the plant. Operating around the clock, the incinerator will be capable of consuming 108 tons of waste a day. The pyrolitic process, termed a ''starved air'' system, absorbs heat from the combustion of refuse material and transforms it into steam within a combustion chamber.

    Radioactive excreta from nuclear medicine patients can enter solid waste as common trash and medical biohazardous waste. Many landfills and transfer stations now survey these waste streams with scintillation detectors which may result in rejection of a hospital`s waste. Our survey indicated that on the average either or both of Boston University Medical Center Hospital`s waste streams can contain detectable radioactive excreta on a weekly basis. To avoid potential problems, radiation detectors were installed in areas where housekeepers carting trash and medical waste must pass through to ensure no radioactivity leaves the institution. 3 refs.

  14. Computer simulation of heat transfer from earth sheltered structures: A comparison of varying levels of earth sheltering in five different climates

    Computer predictions of the HVAC energy consumption for single story office buildings with varying levels of earth-sheltering indicate that significant energy savings are possible with fully-bermed and bermed-and-covered configurations. As shown by the computer analysis, increased earth-sheltering reduced uncontrolled infiltration; improved the thermal performance of the walls, roof, and floor; and located the windows for more favorable passive solar gain. For example, 50% reductions in winter heating energy for Boston occurred with the fully-bermed and the bermed-and-covered configuration. Earth-sheltering also significantly reduced the predicted peak heating and cooling loads. The Boston heating season showed the most favorable response with the fully-covered office building having a peak heating load only 35% of that for the above-grade configuration. In Manila the predicted peak cooling load for the fully-covered building is 63% of that for the slab-on-grade configuration. Details of the impact of earth-sheltering on the single story office building model are presented for each of the five locations.

    Achieving aggressive energy efficiency targets requires tight coordination and clear communication among owners, designers, builders, and subcontractors. For this townhome project, MassDevelopment, the quasi-governmental agency owner, selected Metric Development of Boston, teaming with the U.S. Department of Energy (DOE) Consortium for Advanced Residential Buildings (CARB) and Cambridge Seven Architects, to build very high performing market-rate homes. Fort Devens is part of a decommissioned army base in working-class Harvard, Massachusetts, approximately one hour northwest of Boston. The team proposed 12 net zero energy-ready townhomes, meaning that the application of renewable energy systems would result in annual net zero energy use in the homes. The homes were also designed to achieve a Home Energy Rating System (HERS) Index Score of 41 before adding renewables. For this project, CARB drew on its experience working with Rural Development Inc. on a series of affordable townhomes in northern Massachusetts. The team carefully planned the site to maximize solar access, daylighting, and efficient building forms. The basic strategy was to design a very efficient thermal enclosure while minimizing incremental cost increases compared with standard construction. Using BEopt modeling software, the team established the requirements of the enclosure and investigated multiple assembly options. They settled on double-wall construction with dense-pack cellulose fill. High performance vinyl windows (U-0.24, solar heat gain coefficient [SHGC]-0.22), a vented R-59 attic, and exceptional air sealing completed the package.

The purpose of the report is to estimate the availability of wood and woody materials in the solid waste stream and to determine the technical and economic viability of separating and recycling them for other uses. The topics discussed include: current and future markets for recycled wood wastes; key components of successful wood waste processing facilities; decisionmaking process used to determine technical and economic viability of a proposed processing facility; environmental regulations and the permitting process required for recycled wood waste processors and users; case studies and annotated listings of existing wood waste processors and uses; detailed assessments of market opportunities in three metropolitan areas including Boston, New York, and Philadelphia; and a proposed action plan to stimulate and facilitate future market development.

  17. Cylinder surface, temperature may affect LPG odorization

    A study of possible odorant fade in propane by the Arthur D. Little Co. (Boston) has indicated that oxidation of interior surfaces of LPG containers may cause the odorant, ethyl mercaptan, to fade. The oxidation, ferous oxide, is a black, easily oxidizable powder that is the monoxide of iron. The study, contracted for by the Consumer Product Safety Commission (CPSC), is part of that agency's study of residential LP-gas systems. Another study is currently underway by an NLPGA task force headed by Bob Reid of Petrolane (Long Beach, Calif.). It may not be finished until the end of next year. Recently, the Propane Gas Association of Canada completed a study of odorant fade with the conclusion that much more study is needed on the subject. In addition to the cylinder surface problem, the CPSC study indicated that ambient temperatures might also affect the presence of odorant in product. This article reviews some of the results.

    Very few companies in the US natural gas industry are confident in their ability to compete effectively in the brave new world of deregulation. Boston Consulting Group recently conducted an internal study to help the industry think about its future and identify models for success in this new environment. The authors examined the historical performance of 800 companies using several shareholder-value indicators, including cash-flow returns on investment, a measure of cash returns on cash invested that correlates closely to share price. Based on that review and discussions with investment managers and industry analysts, the authors were able to focus on a handful of companies that actually have thrived and created value against the difficult landscape of the past decade. Interviews with their senior executives provided important strategic and operational insights.

    The electric grid was designed with the assumption that all energy generation sources would be relatively controllable, and grid operators would always be able to predict when and where those sources would be located. With the addition of renewable energy sources like wind and solar, which can be installed faster than traditional generation technologies, this is no longer the case. Furthermore, the fact that renewable energy sources are imperfectly predictable means that the grid has to adapt in real-time to changing patterns of power flow. We need a dynamic grid that is far more flexible. This video highlights three ARPA-E-funded approaches to improving the grid's flexibility: topology control software from Boston University that optimizes power flow, gas tube switches from General Electric that provide efficient power conversion, and flow batteries from Harvard University that offer grid-scale energy storage.
