    This brochure provides an overview of the challenges and successes of Boston, MA, a 2007 Solar America City awardee, on the path toward becoming a solar-powered community. Accomplishments, case studies, key lessons learned, and local resource information are given. The City of Boston and its Solar America Cities program, Solar Boston, are helping to debunk the myth that solar energy is only feasible in the southern latitudes. Boston has some of the highest energy prices in the country and will likely be one of the first locations where solar power achieves grid parity with conventional energy technologies. Solar Boston is facilitating the rapid development of solar energy projects and infrastructure in the short-term, and is preparing for the rapid market growth that is expected with the imminent arrival of grid parity over the long-term. Solar Boston developed the strategy for achieving Mayor Menino's goal of installing 25 MW of solar energy throughout Boston by 2015. Through Solar Boston, the city has developed a strategy for the installation of solar technology throughout Boston, including mapping feasible locations, preparing a permitting guide, and planning the citywide bulk purchase, financing, and installation of solar technology. The city has also worked with local organizations to maximize Boston's participation in state incentive programs and innovative financing initiatives. The resulting accomplishments include the following: (1) Created an online map of current local renewable energy projects with a tool to allow building owners to calculate their rooftop solar potential. The map is currently live at http://gis.cityofboston.gov/solarboston/. (2) Supported the city's Green Affordable Housing Program (GAHP), in partnership with the Department of Neighborhood Development (DND). Under GAHP, the city is installing more than 150 kW of PV on 200 units of affordable housing. DND requires that all new city-funded affordable housing be LEED silver certified and built solar-ready. (3) Defined solar's role in emergency preparedness with the Boston Mayor's Office of Emergency Preparedness. (4) Worked with local organizations to maximize Boston's participation in state incentive programs and innovative financing mechanisms. Solar Boston partners include DOE, MTC, local utilities and unions, an anonymous foundation, and a broad range of local, regional, and national clean-energy stakeholders. Solar Boston kicked off its partner program on January 10, 2008, sponsoring a workshop on 'Thinking BIG about Boston's Solar Energy Future,' to discuss how state, utility, and municipal programs can work together. Presentations were given by Solar Boston, Keyspan/National Grid, NSTAR, and MTC.

    The Boston Architectural College's Urban Sustainability initiative is a demonstration project as defined by the National Energy Technology Laboratory. BAC's proposed project with the U.S. Department of Energy - NETL, is a large part of that overall initiative. The BAC's Urban Sustainability Initiative is a multi-part project with several important goals and objectives that will have a significant impact on the surrounding neighborhood including: energy conservation, reduction of storm water runoff, generation of power through alternative energy sources, elimination/reduction of BAC carbon footprint, and to create a vehicle for ongoing public outreach and education. Education and outreach opportunities will serve to add to the already comprehensive Sustainability Design courses offered at BAC relative to energy savings, performance and conservation in building design. At the finish of these essential capital projects there will be technical materials created for the education of the design, sustainability, engineering, community development and historic preservation communities, to inform a new generation of environmentally-minded designers and practitioners, the city of Boston and the general public. The purpose of the initiative, through our green renovations program, is to develop our green alley projects and energy saving renovations to the BAC physical plant, to serve as a working model for energy efficient design in enclosed 19th century and 20th century urban sites and as an educational laboratory for teaching ecological and sustainable technologies to students and the public while creating jobs. The scope of our project as it relates to the BAC and the U.S. Department of Energy- NETL combined efforts includes: Task I of the project is Phase II (Green Alley). Task I encompasses various renovation activities that will demonstrate the effectiveness of permeable paving and ground water recharge systems. It will aid in the reduction of storm water runoff into the Charles River Basin in one of its most significantly polluted sections and, will provide a green renovation mechanism for the redirected storm water of a public alley way. This activity is designed to improve the quality of water recharging the ground water and protecting the vulnerable wood pilings under many of the historic masonry buildings in Boston's Back Bay. Sustainable design research and system monitoring opportunities will also be incorporated, providing ongoing tools for public outreach and education through innovative signage and "virtual tour" technology. The monitoring will include a "building performance dash board" that reflects real time operating conditions and improvements in environmental and economic performance to be prominently displayed on the face of our 320 Newbury Street building (approximately 1.5 million people walk by annually). The project site and demonstration area is located at the rear of 951 Boylston Street, Boston, MA 02115 and the parking area adjacent to Public Alley #444 in Boston's historic Back Bay. Task II of the project is Geothermal Solution. This task involves the installation of approximately seven Geothermal wells which will tap into the earth's constant underground temperatures to provide air-conditioning and heating for BAC facilities. The environmentally friendly geothermal system uses no fossil fuel, produces no emissions and runs silently, providing a sustainable model for commercial and residential buildings throughout Boston. Ultimately the combination of this project and other projects will assist in making the BAC "carbon-neutral", and could generate enough additional energy to provide free power to the Engine 33 and Ladder 15 Firehouse located at 941 Boylston Street. The project is located at the rear of 951 Boylston Street, Boston, MA 02115 and the parking area adjacent to Public Alley #444 in Boston's historic Back Bay. Task III of the project is the Sustainability Design Curriculum at the BAC. The BAC is the nation’s largest independent, multi-disciplinary college of spatial design, and a leader in sustainable design education. The Sustainabiltiy Design program, in particular, focuses on energy efficiency,energy performance, energy modeling, energy and air quality principles, green building, renewable energy alternatives and much more. Additionally, the Urban Sustainability Initiative has an objective of providing courses relative to the BAC's demonstration project with DOE, the project’s period of performance activities, subsequent performance data and anticipated sustainability teaching tools. In keeping with BAC's practice based curriculum, students have been involved in the discussion and planning of this project since its inception and sustainability issues have become a part of other programs throughout the college as well. This task will involve BAC's oversight and general management of the entire project including subcontract administration, contracts administration, technical and financial reporting, design and renovation assistance, other deliverables in accordance with the Federal Assistance reporting Checklist and other contractual obligations and provisions.

    This document has been prepared by the Department of Energy`s (DOE) Environmental Management (EM) Office of Technology Development (OTD) to highlight its research, development, demonstration, testing, and evaluation (RDDT and E) activities funded through the Chicago Operations Office. Technologies and processes described have the potential to enhance DOE`s cleanup and waste management efforts, as well as improve US Industry`s competitiveness in global environmental markets. The information has been assembled from recently produced OTD documents which highlight technology development activities within each of the OTD program elements. OTD technologies addresses three specific problem areas: (1) groundwater and soils cleanup; (2) waste retrieval and processing; and (3) pollution prevention. These problems are not unique to DOE, but are associated with other Federal agency and industry sites as well. Thus, technical solutions developed within OTD programs will benefit DOE, and should have direct applications in outside markets.

    Utilization of solar energy was significantly advanced with the invention of nonimaging solar concentrators. This has enabled practical uses of solar energy for such purposes as heating and cooling of buildings and power generation without the requirement for complicated tracking. What began as a method for efficiently collecting cerenkov light in high energy physics has become the means for producing from solar energy, high temperature for many societal applications as well as ultra-high temperature for research. This talk will describe the optical principles underlying the technology and illustrate with projects and laboratories from around the world. Examples will be drawn from a number of areas: cooling a commercial building in Sacramento, California, advanced collector development in China, NASA's plans for space propulsion by heating hydrogen, and from our own City of Chicago, a commitment to be a global leader in renewable energy production and manufacturing including solar power.

    The Iowa Stored Energy Plant Agency selected a geologic structure at Dallas Center, Iowa, for evaluation of subsurface compressed air energy storage. The site was rejected due to lower-than-expected and heterogeneous permeability of the target reservoir, lower-than-desired porosity, and small reservoir volume. In an initial feasibility study, permeability and porosity distributions of flow units for the nearby Redfield gas storage field were applied as analogue values for numerical modeling of the Dallas Center Structure. These reservoir data, coupled with an optimistic reservoir volume, produced favorable results. However, it was determined that the Dallas Center Structure cannot be simplified to four zones of high, uniform permeabilities. Updated modeling using field and core data for the site provided unfavorable results for air fill-up. This report presents Sandia National Laboratories' petrologic and petrophysical analysis of the Dallas Center Structure that aids in understanding why the site was not suitable for gas storage.

    Studies of solar access and solar retrofit economics are described for residential applications in the City of Boston. The study of solar access was based upon a random sample of 94 buildings; the sample was stratified to ensure a broad geographic representation from the city's various sections. Using available data on the heights and orientations of the sampled structures and surrounding buildings, each building's hourly access to sunlight was computed separately for the roof and south facing walls. These data were then aggregated by broad structural classifications in order to provide general measures of solar access. The second study was a comparative analysis of the economics of several solar heating and hot water systems. An active hot water system, installed using pre-assembled, commercially purchased equipment, was selected as a reference technology. A variety of measures of economic performance were computed for this system, with and without existing tax credits and under various financing arrangements. Next, a number of alternative approaches for solar space and water heating were identified from interviews with individuals and groups involved in solar retrofit projects in the Boston area. The objective was to identify approaches that many of those interviewed believe to be low-cost means of applying solar energy in residential settings. The approaches selected include thermal window covers, wall collectors, bread box water heaters, and sun spaces. Preliminary estimates of the performance of several representative designs were developed and the economics of these designs evaluated.

    Estimating effects due to an urban IND (improvised nuclear device) on underground structures and underground utilities is a challenging task. Nuclear effects tests performed at the Nevada Test Site (NTS) during the era of nuclear weapons testing provides much information on how underground military structures respond. Transferring this knowledge to answer questions about the urban civilian environment is needed to help plan responses to IND scenarios. Explosions just above the ground surface can only couple a small fraction of the blast energy into an underground shock. The various forms of nuclear radiation have limited penetration into the ground. While the shock transmitted into the ground carries only a small fraction of the blast energy, peak stresses are generally higher and peak ground displacement is lower than in the air blast. While underground military structures are often designed to resist stresses substantially higher than due to the overlying rocks and soils (overburden), civilian structures such as subways and tunnels would generally only need to resist overburden conditions with a suitable safety factor. Just as we expect the buildings themselves to channel and shield air blast above ground, basements and other underground openings as well as changes of geology will channel and shield the underground shock wave. While a weaker shock is expected in an urban environment, small displacements on very close-by faults, and more likely, soils being displaced past building foundations where utility lines enter could readily damaged or disable these services. Immediately near an explosion, the blast can 'liquefy' a saturated soil creating a quicksand-like condition for a period of time. We extrapolate the nuclear effects experience to a Chicago-based scenario. We consider the TARP (Tunnel and Reservoir Project) and subway system and the underground lifeline (electric, gas, water, etc) system and provide guidance for planning this scenario.

    The Central Artery/Tunnel (CA/T) Project in Boston, Massachusetts involves the replacement of the existing I-93 interstate highway (Central Artery) and the extension of I-90 (Massachusetts Turnpike) to Logan International Airport. To date, approximately 95 environmental and related permits have been obtained for the CA/T Project. At least 200 permits from federal, state and local regulatory agencies will be acquired for the entire Project. The proposed action includes construction activities and permanent structures related to the crossing of three bodies of water: Charles River, Fort Point Channel, and Boston Inner Harbor. The Project also includes work in Massachusetts filled tidelands, relocation or construction of outfalls, disposition of construction dewatering and tunnel drainage fluids, and capping of an abandoned landfill. The number of permits, interrelationships between permits and interfaces with design and construction schedules have necessitated the development and implementation of a permit tracking system. The system tracks permit applications from preparation through public and agency review to permit issuance.     Development of an effective strategy for shelter and evacuation is among the most important planning tasks in preparation for response to a low yield, nuclear detonation in an urban area. Extensive studies have been performed and guidance published that highlight the key principles for saving lives following such an event. However, region-specific data are important in the planning process as well. This study examines some of the unique regional factors that impact planning for a 10 kt detonation in Chicago. The work utilizes a single scenario to examine regional impacts as well as the shelter-evacuate decision alternatives at selected exemplary points. For many Chicago neighborhoods, the excellent assessed shelter quality available make shelter-in-place or selective transit to a nearby shelter a compelling post-detonation strategy.

    President Clinton and the U.S. Department of Housing and Urban Development (HUD) have set a goal of increasing homeownership in America. Currently the rate of homeownership is approximately 64 percent of the population. The goal is to raise that rate to 67.5 percent by the year 2000, a higher rate than ever recorded in U.S. history. Achieving the goal will require about 8 million families to acquire homes of their own. HUD has developed a plan for reaching the national homeownership goal. The plan is known as the National Homeownership Strategy. It was formulated with input from more than 50 public- and private-sector groups and consists of 100 objectives designed to make homeownership easier and affordable for American families. Among the objectives are expanded use of energy conservation and new construction technologies. The groups participating in the formulation of the National Homeownership Strategy formed a collaboration that was named the National Partners in Homeownership. Chicago Partners in the American Dream is a collaboration of Chicago organizations implementing the National Homeownership Strategy on a local level. It has made achieving the objectives of the Strategy the foundation for its local partnership. The Chicago Partners in the American Dream is a grassroots collaboration, combining the experience, resources, and expertise of a variety of local organizations.     Most of Chicagos older multifamily housing stock is heated by centrally metered steam or hydronic systems. The cost of heat is typically absorbed into the owners operating cost and is then passed to tenants. Central boilers typically have long service lifetimes; the incentive for retrofit system efficiency upgrades is greater than equipment replacement for the efficiency-minded owner. System improvements as the low-hanging fruit are familiar, from improved pipe insulation to aftermarket controls such as outdoor temperature reset (OTR) or lead/lag controllers for sites with multiple boilers. Beyond these initial system efficiency upgrades are an emerging class of Advanced Load Monitoring (ALM) aftermarket controllers that dynamically respond to the boiler load, with claims of 10% to 30% of fuel savings over a heating season. In this project, the Building America team Partnership for Advanced Residential Retrofit (PARR) installed and monitored an ALM aftermarket controller, the M2G from Greffen Systems, at two Chicago area multifamily buildings with existing OTR control. Results show that energy savings depend on the degree to which boilers are oversized for their load, represented by cycling rates. Also, savings vary over the heating season with cycling rates, with greater savings observed in shoulder months. Over the monitoring period, oversized boilers at one site showed reductions in cycling and energy consumption in line with prior laboratory studies, while less oversized boilers at another site showed muted savings.

    A district-heating system, based on thermal energy from power plants retrofitted to operate in the cogeneration mode, is expected to improve local air quality. This possibility has been examined by comparing the emissions of five major atmospheric pollutants, i.e., particulates, sulfur oxides, carbon monoxide, hydrocarbons, and nitrogen oxides, from the existing heating and electric system in the City of Boston with those from a proposed district heating system. Detailed, spatial distribution of existing heating load and fuel mix is developed to specify emissions associated with existing heating systems. Actual electric-power-plant parameters and generation for the base year are specified. Additional plant fuel consumption and emissions resulting from cogeneration operation have been estimated. Six alternative fuel-emissions-control scenarios are considered. The average annual ground-level concentrations of sulfur oxides are calculated using a modified form of the EPA's Climatological Dispersion Model. This report describes the methodology, the results and their implications, and the areas for extended investigation. The initial results confirm expectations. Average sulfur oxides concentrations at various points within and near the city drop by up to 85% in the existing fuels scenarios and by 95% in scenarios in which different fuels and more-stringent emissions controls at the plants are used. These reductions are relative to concentrations caused by fuel combustion for heating and large commercial and industrial process uses within the city and Boston Edison Co. electric generation.

    Beyond these initial system efficiency upgrades are an emerging class of Advanced Load Monitoring (ALM) aftermarket controllers that dynamically respond to the boiler load, with claims of 10% to 30% of fuel savings over a heating season. For hydronic boilers specifically, these devices perform load monitoring, with continuous measurement of supply and in some cases return water temperatures. Energy savings from these ALM controllers are derived from dynamic management of the boiler differential, where a microprocessor with memory of past boiler cycles prevents the boiler from firing for a period of time, to limit cycling losses and inefficient operation during perceived low load conditions. These differ from OTR controllers, which vary boiler setpoint temperatures with ambient conditions while maintaining a fixed differential. PARR installed and monitored the performance of one type of ALM controller, the M2G from Greffen Systems, at multifamily sites in the city of Chicago and its suburb Cary, IL, both with existing OTR control. Results show that energy savings depend on the degree to which boilers are over-sized for their load, represented by cycling rates. Also savings vary over the heating season with cycling rates, with greater savings observed in shoulder months. The retrofit measures are evaluated in terms of feasibility, cost and performance. Through observations of the strategies implemented, the research described in this report identifies measures critical to performance as well as conditions for wider adoption. The research also identifies common factors that must be considered in determining whether the exterior insulation and over-clad strategy is appropriate for the building.

The strategy was implemented at a free-standing two story two-family dwelling and a larger free-standing multifamily building. Uninsulated mass masonry wall assemblies also have a strongly detrimental impact on comfort. Significant changes to the performance of masonry wall assemblies is generally beyond the reach of typical weatherization (Wx) program resources.     People who inject drugs (PWID) are at high risk for blood-borne pathogens transmitted during the sharing of contaminated injection equipment, particularly hepatitis C virus (HCV). HCV prevalence is influenced by a complex interplay of drug-use behaviors, social networks, and geography, as well as the availability of interventions, such as needle exchange programs. To adequately address this complexity in HCV epidemic forecasting, we have developed a computational model, the Agent-based Pathogen Kinetics model (APK). APK simulates the PWID population in metropolitan Chicago, including the social interactions that result in HCV infection. We used multiple empirical data sources on Chicago PWID to build a spatial distribution of an in silico PWID population and modeled networks among the PWID by considering the geography of the city and its suburbs. APK was validated against 2012 empirical data (the latest available) and shown to agree with network and epidemiological surveys to within 1%. For the period 2010–2020, APK forecasts a decline in HCV prevalence of 0.8% per year from 44(±2)% to 36(±5)%, although some sub-populations would continue to have relatively high prevalence, including Non-Hispanic Blacks, 48(±5)%. The rate of decline will be lowest in Non-Hispanic Whites and we find, in a reversal of historical trends, that incidence among non-Hispanic Whites would exceed incidence among Non-Hispanic Blacks (0.66 per 100 per years vs 0.17 per 100 person years). APK also forecasts an increase in PWID mean age from 35(±1) to 40(±2) with a corresponding increase from 59(±2)% to 80(±6)% in the proportion of the population >30 years old. Our research highlight the importance of analyzing sub-populations in disease predictions, the utility of computer simulation for analyzing demographic and health trends among PWID and serve as a tool for guiding intervention and prevention strategies in Chicago, and other major cities.

    In 1997, the U.S. Environmental Protection Agency (EPA) established the ''Heat Island Reduction Initiative'' to quantify the potential benefits of Heat-Island Reduction (HIR) strategies (i.e., shade trees, reflective roofs, reflective pavements and urban vegetation) to reduce cooling-energy use in buildings, lower the ambient air temperature and improve urban air quality in cities, and reduce CO2 emissions from power plants. Under this initiative, the Urban Heat Island Pilot Project (UHIPP) was created with the objective of investigating the potential of HIR strategies in residential and commercial buildings in three initial UHIPP cities: Baton Rouge, LA; Sacramento, CA; and Salt Lake City, UT. Later two other cities, Chicago, IL and Houston, TX were added to the UHIPP. In an earlier report we summarized our efforts to calculate the annual energy savings, peak power avoidance, and annual CO2 reduction obtainable from the introduction of HIR strategies in the initial three cities. This report summarizes the results of our study for Chicago and Houston. In this analysis, we focused on three building types that offer the highest potential savings: single-family residence, office and retail store. Each building type was characterized in detail by vintage and system type (i.e., old and new building constructions, and gas and electric heat). We used the prototypical building characteristics developed earlier for each building type and simulated the impact of HIR strategies on building cooling- and heating-energy use and peak power demand using the DOE-2.1E model. Our simulations included the impact of (1) strategically-placed shade trees near buildings [direct effect], (2) use of high-albedo roofing material on the building [direct effect], (3) urban reforestation with high-albedo pavements and building surfaces [indirect effect] and (4) combined strategies 1, 2, and 3 [direct and indirect effects]. We then estimated the total roof area of air-conditioned buildings in each city using readily obtainable data to calculate the metropolitan-wide impact of HIR strategies. The results show that in Chicago, potential annual energy savings of $30M could be realized by ratepayers from the combined direct and indirect effects of HIR strategies. Additionally, peak power avoidance is estimated at 400 MW and the reduction in annual carbon emissions at 58 ktC. In Houston, the potential annual energy savings are estimated at $82M, with an avoidance of 730 MW in peak power and a reduction in annual carbon emissions of 170 ktC.

    People who inject drugs (PWID) are at high risk for blood-borne pathogens transmitted during the sharing of contaminated injection equipment, particularly hepatitis C virus (HCV). HCV prevalence is influenced by a complex interplay of drug-use behaviors, social networks, and geography, as well as the availability of interventions, such as needle exchange programs. To adequately address this complexity in HCV epidemic forecasting, we have developed a computational model, the Agent-based Pathogen Kinetics model (APK). APK simulates the PWID population in metropolitan Chicago, including the social interactions that result in HCV infection. We used multiple empirical data sources on Chicago PWID tomore » build a spatial distribution of an in silico PWID population and modeled networks among the PWID by considering the geography of the city and its suburbs. APK was validated against 2012 empirical data (the latest available) and shown to agree with network and epidemiological surveys to within 1%. For the period 2010–2020, APK forecasts a decline in HCV prevalence of 0.8% per year from 44(±2)% to 36(±5)%, although some sub-populations would continue to have relatively high prevalence, including Non-Hispanic Blacks, 48(±5)%. The rate of decline will be lowest in Non-Hispanic Whites and we find, in a reversal of historical trends, that incidence among non-Hispanic Whites would exceed incidence among Non-Hispanic Blacks (0.66 per 100 per years vs 0.17 per 100 person years). APK also forecasts an increase in PWID mean age from 35(±1) to 40(±2) with a corresponding increase from 59(±2)% to 80(±6)% in the proportion of the population >30 years old. Our research highlight the importance of analyzing sub-populations in disease predictions, the utility of computer simulation for analyzing demographic and health trends among PWID and serve as a tool for guiding intervention and prevention strategies in Chicago, and other major cities.« less

  16. Trash, ash and the phoenix : a fifth anniversary review of the Supreme Court's City of Chicago waste-to-energy combustion ash decision.

    In 1994, the U.S. Supreme Court held that ash generated by waste-to-energy (WTE) facilities was not exempt from Subtitle C hazardous waste management regulations under the Resource Conservation and Recovery Act (RCRA). As a result of City of Chicago v. Environmental Defense Fund, Inc., WTE installations are required to test their combustion ash and determine whether it is hazardous. The WTE industry and the municipalities utilizing WTE technologies initially feared that if significant amounts of their ash tested hazardous, the costs and liabilities associated with RCRA Subtitle C hazardous waste management requirements would pose a serious threat to the continued viability of the WTE concept. In this article, the author presents a review of the WTE industry in the five years following the decision, and finds that the specter of the decline of WTE has not materialized.

    The Nuclear Regulatory Commission (NRC) is conducting an enhanced participatory rulemaking to establish radiological criteria for site cleanup and decommissioning of NRC-licensed facilities. Open public meetings were held during 1993 in Chicago, IL, San Francisco, CA, Boston, MA, Dallas, TX, Philadelphia, PA, Atlanta, GA, and Washington, DC. Interested parties were invited to provide input on the rulemaking issues before the NRC staff develops a draft proposed rule. This report summarizes 3,635 comments categorized from transcripts of the seven workshops and 1,677 comments from 100 NRC docketed letters from individuals and organizations. No analysis or response to the comments is included. The comments reflect a broad spectrum of viewpoints on the issues related to radiological criteria for site cleanup and decommissioning. The NRC also held public meetings on the scope of the Generic Environmental Impact Statement (GEIS) during July 1993. The GEIS meetings were held in Washington, DC., San Francisco, CA, Oklahoma City, OK, and Cleveland, OH. Related comments from these meetings were reviewed and comments which differed substantially from those from the workshops are also summarized in the body of the report. A summary of the comments from the GEIS scoping meetings is included as an Appendix.

    The Blaze high-performance visual computing system serves the high-performance computing research and education needs of University of Illinois at Chicago (UIC). Blaze consists of a state-of-the-art, networked, computer cluster and ultra-high-resolution visualization system called CAVE2(TM) that is currently not available anywhere in Illinois. This system is connected via a high-speed 100-Gigabit network to the State of Illinois' I-WIRE optical network, as well as to national and international high speed networks, such as the Internet2, and the Global Lambda Integrated Facility. This enables Blaze to serve as an on-ramp to national cyberinfrastructure, such as the National Science Foundations Blue Waters petascale computer at the National Center for Supercomputing Applications at the University of Illinois at Chicago and the Department of Energys Argonne Leadership Computing Facility (ALCF) at Argonne National Laboratory. DOE award # DE-SC005067, leveraged with NSF award #CNS-0959053 for Development of the Next-Generation CAVE Virtual Environment (NG-CAVE), enabled us to create a first-of-its-kind high-performance visual computing system. The UIC Electronic Visualization Laboratory (EVL) worked with two U.S. companies to advance their commercial products and maintain U.S. leadership in the global information technology economy. New applications are being enabled with the CAVE2/Blaze visual computing system that is advancing scientific research and education in the U.S. and globally, and help train the next-generation workforce.

    The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the Former Chicago, Milwaukee & St. Paul Rail Yard Company site in Perry, Iowa, for a feasibility study of renewable energy production. The National Renewable Energy Laboratory (NREL) provided technical assistance for this project. The purpose of this report is to assess the site for a photovoltaic (PV) system installation and estimate the cost, performance, and site impacts of different PV options. In addition, the report recommends financing options that could assist in the implementation of a PV system at the site. This study did not assess environmental conditions at the site.

    The objective of this project is to examine the impact that common installation practices and age-induced equipment degradation may have on the installed performance of natural gas furnaces, as measured by steady-state efficiency and AFUE. PARR identified twelve furnaces of various ages and efficiencies that were operating in residential homes in the Des Moines Iowa metropolitan area and worked with a local HVAC contractor to retrieve them and test them for steady-state efficiency and AFUE in the lab. Prior to removal, system airflow, static pressure, equipment temperature rise, and flue loss measurements were recorded for each furnace. After removal from the field the furnaces were transported to the Gas Technology Institute (GTI) laboratory, where PARR conducted steady-state efficiency and AFUE testing. The test results show that steady-state efficiency in the field was 6.4% lower than that measured for the same furnaces under standard conditions in the lab, which included tuning the furnace input and air flow rate. Comparing AFUE measured under ASHRAE standard conditions with the label value shows no reduction in efficiency for the furnaces in this study over their 15 to 24 years of operation when tuned to standard conditions. Further analysis of the data showed no significant correlation between efficiency change and the age or the rated efficiency of the furnace.

  13. Building America Case Study: Combustion Safety Simplified Test Protocol, Chicago Illinois, and Minneapolis, Minnesota

    "9Combustion safety is an important step in the process of upgrading homes for energy efficiency. There are several approaches used by field practitioners, but researchers have indicated that the test procedures in use are complex to implement and provide too many false positives. Field failures often mean that the house is not upgraded until after remediation or not at all, if not include in the program. In this report the PARR and NorthernSTAR DOE Building America Teams provide a simplified test procedure that is easier to implement and should produce fewer false positives. A survey of state weatherization agencies on combustion safety issues, details of a field data collection instrumentation package, summary of data collected over seven months, data analysis and results are included. The project provides several key results. State weatherization agencies do not generally track combustion safety failures, the data from those that do suggest that there is little actual evidence that combustion safety failures due to spillage from non-dryer exhaust are common and that only a very small number of homes are subject to the failures. The project team collected field data on 11 houses in 2015. Of these homes, two houses that demonstrated prolonged and excessive spillage were also the only two with venting systems out of compliance with the National Fuel Gas Code. The remaining homes experienced spillage that only occasionally extended beyond the first minute of operation. Combustion zone depressurization, outdoor temperature, and operation of individual fans all provide statistically significant predictors of spillage.

    This study explored the differences in metal uptake in sporocarps of ectomycorrhizae-forming fungi relative to (1) fungal species; (2) collection location; (3) differential metal uptake and variation within single-species, single-area populations; and (4) mobile metal content of soil substrate for the fungi. In addition, this study examined levels of some of the lanthanides in these mushrooms, as lanthanide uptake in higher fungi has not been quantified to date. In 1995 and 1996, sporocarps from three species of ectomycorrhizal fungi (Amanita flavorubescens, Amanita rubescens, and Russula pectinatoides) were collected from Cowles Bog, Indiana Dunes National Lakeshore (near an industrial area) and the Palos forest preserves (near a residential area). Soil was also collected from the Cowles Bog plots; metals were extracted from the soil, either with local Lake Michigan water or with nitric acid. These two extractions were meant to simulate the natural soil equilibrium concentrations of soluble metals and the maximum possible effects of any fungal chelating chemicals, respectively. An inductively coupled plasma mass spectrometer was used to analyze soil extracts and nitric acid digests of whole sporocarps for the target analytes. The metals found at elevated levels in the mushrooms included four of environmental interest (Ag, Cd, Ba, and Pb) and three lanthanides (La, Ce, and Nd). Significant differences in uptake of metals were observed between A. rubescens and R. pectinatoides, while A. rubescens and A. flavorubescens were not significantly different. With regard to location, more cadmium was found in Cowles Bog collections of A. rubescens, while Palos forest A. rubescens had more of the lanthanides and barium. Significant specimen-to-specimen variation occurred in all populations examined. Correlation analysis between pairs of trace elements within each sporocarp population revealed strong positive correlations between the lanthanides. Sporocarps concentrated more metal than was made available by the lake water extraction of soil and less metal than was made available by the nitric acid extraction of soil.

    The purpose of this project was to evaluate integrated packages of advanced measures in individual test homes to assess their performance with respect to Building America Program goals, specifically compliance with the DOE Challenge Home Program. BSC consulted on the construction of five test houses by three Cold Climate production builders in three separate US cities. BSC worked with the builders to develop a design package tailored to the cost-related impacts for each builder. Therefore, the resulting design packages do vary from builder to builder. BSC provided support through this research project on the design, construction and performance testing of the five test homes. Overall, the builders have concluded that the energy related upgrades (either through the prescriptive or performance path) represent reasonable upgrades. The builders commented that while not every improvement in specification was cost effective (as in a reasonable payback period), many were improvements that could improve the marketability of the homes and serve to attract more energy efficiency discerning prospective homeowners. However, the builders did express reservations on the associated checklists and added certifications. An increase in administrative time was observed with all builders. The checklists and certifications also inherently increase cost due to: 1. Adding services to the scope of work for various trades, such as HERS Rater, HVAC contractor. 2. Increased material costs related to the checklists, especially the EPA Indoor airPLUS and EPA WaterSense Efficient Hot Water Distribution requirement.

    During the spring of 1994, Pacific Northwest Laboratory (PNL), on behalf of the U.S. Department of Energy (DOE) Office of Codes and Standards, conducted five two-day Regional Building Energy Codes and Standards workshops across the United States. Workshops were held in Chicago, Philadelphia, Atlanta, Dallas, and Denver. The workshops were designed to benefit state-level officials including staff of building code commissions, energy offices, public utility commissions, and others involved with adopting/updating, implementing, and enforcing state building codes in their states. The workshops provided an opportunity for state and other officials to learn more about the Energy Policy Act of 1992 (EPAct) requirements for residential and commercial building energy codes, the Climate Change Action Plan, the role of the U.S. Department of Energy and the Building Energy Standards Program at Pacific Northwest Laboratory, the commercial and residential codes and standards, the Home Energy Rating Systems (HERS), Energy Efficient Mortgages (EEM), training issues, and other topics related to the development, adoption, implementation, and enforcement of building energy codes. In addition to receiving information on the above topics, workshop participants were also encouraged to inform DOE of their needs, particularly with regard to implementing building energy codes, enhancing current implementation efforts, and building on training efforts already in place. This paper documents the workshop findings and workshop planning and follow-up processes.

    Electric vehicles (EVs) can reduce greenhouse gas emissions, relative to emissions from gasoline-fueled vehicles. However, those studies have not considered all aspects that determine greenhouse gas emissions from both gasoline vehicles (GVs) and EVs. Aspects often overlooked include variations in vehicle trip characteristics, inclusion of all greenhouse gases, and vehicle total fuel cycle. In this paper, we estimate greenhouse gas emission reductions for EVs, including these important aspects. We select four US cities (Boston, Chicago, Los Angeles, and Washington, D.C.) and six countries (Australia, France, Japan, Norway, the United Kingdom, and the United States) and analyze greenhouse emission impacts of EVs in each city or country. We also select six driving cycles developed around the world (i.e., the US federal urban driving cycle, the Economic Community of Europe cycle 15, the Japanese 10-mode cycle, the Los Angeles 92 cycle, the New York City cycle, and the Sydney cycle). Note that we have not analyzed EVs in high-speed driving (e.g., highway driving), where the results would be less favorable to EVs; here, EVs are regarded as urban vehicles only. We choose one specific driving cycle for a given city or country and estimate the energy consumption of four-passenger compact electric and gasoline cars in the given city or country. Finally, we estimate total fuel cycle greenhouse gas emissions of both GVs and EVs by accounting for emissions from primary energy recovery, transportation, and processing; energy product transportation; and powerplant and vehicle operations.

    Expanding on previous research by PARR, this study compares measure packages installed during 800 Illinois Home Performance with ENERGY STAR (IHP) residential retrofits to those recommended as cost-optimal by Building Energy Optimization (BEopt) modeling software. In previous research, cost-optimal measure packages were identified for fifteen Chicagoland single family housing archetypes, called housing groups. In the present study, 800 IHP homes are first matched to one of these fifteen housing groups, and then the average measures being installed in each housing group are modeled using BEopt to estimate energy savings. For most housing groups, the differences between recommended and installed measure packages is substantial. By comparing actual IHP retrofit measures to BEopt-recommended cost-optimal measures, missed savings opportunities are identified in some housing groups; also, valuable information is obtained regarding housing groups where IHP achieves greater savings than BEopt-modeled, cost-optimal recommendations. Additionally, a measure-level sensitivity analysis conducted for one housing group reveals which measures may be contributing the most to gas and electric savings. Overall, the study finds not only that for some housing groups, the average IHP retrofit results in more energy savings than would result from cost-optimal, BEopt-recommended measure packages, but also that linking home categorization to standardized retrofit measure packages provides an opportunity to streamline the process for single family home energy retrofits and maximize both energy savings and cost-effectiveness.

    Basic principles of anaerobic digestion are considered along with the status of the Imperial Valley Biogas Project, the Department of Energy program for the recovery of energy and materials from urban waste, the principles of alcohol production from wastes, the mechanical recovery of a refuse-derived cellulosic feedstock for ethanol production, and the production of ethanol from cellulosic biomass. Attention is given to on-farm alcohol fuel production, the current status and future role of gasohol production, methane generation from small scale farms, farmsite installations of energy harvester anaerobic digesters, biogas/composting and landfill recovery, farm-scale composting as an option to anaerobic digestion, designing a high-quality biogas system, and methane as fuel of the future. A description is presented of subjects which are related to landfill gas recovery, biogas purification with permselective membranes, and anaerobic digestion of marine biomass. Other topics studied include the application of biogas technology in India, biogas production in China, biogasification of organic wastes in the Republic of the Philippines, and economics and operational experience of full-scale anaerobic dairy manure digester.

    Steam heated buildings often suffer from uneven heating as a result of poor control of the amount of steam entering each radiator. In order to satisfy the heating load to the coldest units, other units are overheated. As a result, some tenants complain of being too hot and open their windows in the middle of winter, while others complain of being too cold and are compelled to use supplemental heat sources.

    This meeting is the sixteenth oilheat industry technology meeting held since 1984 and the third since the National Oilheat Research Alliance (NORA) was formed. This year's symposium is a very important part of the effort in technology transfer, which is supported by the Oilheat Research Fuel Flexibility Program under the United States Department of Energy, Distributed Energy and Electricity Reliability Program (DEER). The foremost reason for the conference is to provide a platform for the exchange of information and perspectives among international researchers, engineers, manufacturers, service technicians, and marketers of oil-fired space-conditioning equipment. The conference provides a conduit by which information and ideas can be exchanged to examine present technologies, as well as helping to develop the future course for oil heating advancement. These conferences also serve as a stage for unifying government representatives, researchers, fuel oil marketers, and other members of the oil-heat industry in addressing technology advancements in this important energy use sector. The specific objectives of the conference are to: (1) Identify and evaluate the current state-of-the-art and recommend new initiatives for higher efficiency, a cleaner environment, and to satisfy consumer needs cost effectively, reliably, and safely; (2) Foster cooperative interactions among federal and industrial representatives for the common goal of sustained economic growth and energy security via energy conservation.

    Expanding on previous research by PARR, this study compares measure packages installed during 800 Illinois Home Performance with ENERGY STAR (IHP) residential retrofits to those recommended as cost-optimal by Building Energy Optimization (BEopt) modeling software. In previous research, cost-optimal measure packages were identified for 15 Chicagoland single family housing archetypes, called housing groups. In the present study, 800 IHP homes are first matched to one of these 15 housing groups, and then the average measures being installed in each housing group are modeled using BEopt to estimate energy savings. For most housing groups, the differences between recommended and installed measure packages is substantial. By comparing actual IHP retrofit measures to BEopt-recommended cost-optimal measures, missed savings opportunities are identified in some housing groups; also, valuable information is obtained regarding housing groups where IHP achieves greater savings than BEopt-modeled, cost-optimal recommendations.
