    Congress enacted the Bonneville Project Act in 1937, creating the Bonneville Power Administration to market and transmit the power produced by Bonneville Dam on the Columbia River. Since then, Congress has directed BPA to sell at wholesale the power produced at a total of 30 Federal dams in the Pacific Northwest, and to acquire conservation and generating resources sufficient to meet the needs of BPA`s customer utilities. The dams and the electrical system are known as the Federal Columbia River Power System. Bonneville sells wholesale power to public and private utilities, rural cooperatives, large industries, and Federal agencies. BPA also sells or exchanges power with utilities in California. BPA uses revenues from the sale of power and transmission services to recover its own expenses, to repay the Federal investment in the power system, and to pay for the resources it has acquired. BPA pays for operation and maintenance expenses at the Federal dams and at non-Federal power plants. It also pays for irrigation benefits of Federal projects allocated to power to repay, and for fish and wildlife projects which offset damage to these resources by the Federal hydropower system. This document is the 1991 statement of budget, financial statement, cash flows, capitalization, expenses, and projects. An organization chart is included.

    The Bonneville Power Administration`s 60th anniversary year exceeded expectations. Net revenues were the best since 1991, which demonstrates that earlier decisions to transform BPA into a smaller, cost-conscious, customer-focused organization were the correct decisions. The region`s evaluation of the agency`s role in the Northwest was as gratifying as the positive financial position. Through the Comprehensive Review of the Northwest Energy System, the region concluded that BPA has been and must continue to be an important economic and environmental benefit to the Northwest. BPA occupies a unique position in the region that is crystallized in the agency`s new purpose statement: to meet their public responsibilities through commercially successful businesses. The agency must be commercially successful to provide funding for public responsibilities such as its fish and wildlife program, conservation, and reliable power and transmission systems. But the heart and soul of the agency is providing benefits that reflect the public service orientation that inspired the agency`s creation 60 years ago. BPA will provide the region with power at cost, provide preference to the region because the river on which the hydro system is based is a regional resource, and continue to see that its power flows to the little guys. It is just as important that BPA deliver power to the region`s residential and rural consumers now as it was when the agency brought electricity to rural areas for the first time.

    Bonneville Power Administration (BPA) is responsible for mitigating the loss of wildlife habitat caused by the development of the Federal Columbia River Power System. BPA accomplishes this mitigation by funding projects consistent with those recommended by the Northwest Power Planning Council (Council). The projects are submitted to the Council from Indian Tribes, state agencies, property owners, private conservation groups, and other Federal agencies. Future wildlife mitigation actions with potential environmental impacts are expected to include land acquisition and management, water rights acquisition and management, habitat restoration and enhancement, installation of watering devices, riparian fencing, and similar wildlife conservation actions. BPA needs to ensure that individual wildlife mitigation projects are planned and managed with appropriate consistency across projects, jurisdictions, and ecosystems, as well as across time. BPA proposes to standardize the planning and implementation of individual wildlife mitigation projects funded by BPA. Alternative 1 is the No Action alternative. Five standardizing alternatives are identified to represent the range of possible strategies, goals, and procedural requirements reasonably applicable to BPA-funded projects under a standardized approach to project planning and implementation. All action alternatives are based on a single project planning process designed to resolve site-specific issues in an ecosystem context and to adapt to changing conditions and information.

    The Bonneville Power Administration (BPA) has a statutory obligation to supply cost-effective electric power to its customers. BPA must also be consistent with the Pacific Northwest Electric Power Planning and Conservation Act, which requires consideration of the Northwest Power Planning Council`s Conservation and Electric Power Plan and Fish and Wildlife Program. The challenge is to operate effectively within an increasingly competitive and dynamic electric utility market while continuing its commitment to the National Environmental Policy Act (NEPA). BPA developed a tiered approach to its environmental analyses associated with energy resource planning and acquisition. The Resource Programs Environmental Impact Statement (RPEIS) is a programmatic document designed to support energy resource decisions for several years. The RPEIS includes a description of the environmental impacts and potential mitigation measures for various energy resources-including conservation, efficiency improvements, renewable resources, cogeneration, combustion turbines, nuclear, and coal. Information was also provided on fuel switching, load management, and emerging technologies. After analyzing the environmental trade-offs among resources, the RPEIS focuses on the cumulative effects of adding these resources to the existing power system. The Record of Decision documents that BPA`s resource acquisitions will include all cost-effective conservation and efficiency improvements, supplemented by a mix of renewables and thermal resources. Subsequent site-specific documents have been prepared on individual resource acquisitions. By focusing environmental reviews on the actual issues ripe for decision and by providing timely environmental information to the public and to the decisionmakers, this tiered approach led to better decisionmaking. BPA was able to operate in a more business-like manner while assuring NEPA compliance.

    Bonneville is responsible for maintaining a network of 24,000 kilometers (km) or 15,000 miles (mi.) of electric transmission lines and 350 substations in a region of diverse vegetation. This vegetation can interfere with electric power flow, pose safety problems for us and the public, and interfere with our ability to maintain these facilities. We need to (1) keep vegetation away from our electric facilities; (2) increase our program efficiency and consistency; (3) review herbicide use (under increased public scrutiny); and (4) maximize the range of tools we can use while minimizing environmental impact (Integrated Vegetation Management). This Final Environmental Impact Statement (FEIS) establishes Planning Steps for managing vegetation for specific projects (to be tiered to this Environmental Impact Statement (EIS)). In addition to No Action (current practice), alternatives are presented for Rights-of-way, Electric Yards, and Non-electric Facilities (landscaping, work yards). Four vegetation control methods are analyzed manual, mechanical, herbicide, and biological. Also evaluated are 23 herbicide active ingredients and 4 herbicide application techniques (spot, localized, broadcast, and aerial). For rights-of-way, we consider three sets of alternatives: alternative management approaches (time-driven or establishing low-growing plant communities); alternative method packages; and, if herbicides are in a methods package, alternative vegetation selections (noxious weeds, deciduous, or any vegetation). For electric yards, one herbicide-use alternative is considered. For non-electric facilities, two method package alternatives are considered. For rights-of-way, the environmentally preferred alternative(s) would use manual, mechanical, and biological control methods, as well as spot and localized herbicide applications for noxious and deciduous plant species; the BPA-preferred alternative(s) would add broadcast and aerial herbicide applications, and would use herbicides on any vegetation.     This report describes the process and results of a demonstration of solid-state lighting (SSL) technology in the lobby of the Bonneville Power Administration (BPA) headquarters building in Portland, Oregon. The project involved a simple retrofit of 32 track lights used to illuminate historical black-and-white photos and printed color posters from the 1930s and 1940s. BPA is a federal power marketing agency in the Northwestern United States, and selected this prominent location to demonstrate energy efficient light-emitting diode (LED) retrofit options that not only can reduce the electric bill for their customers but also provide attractive alternatives to conventional products, in this case accent lighting for BPA's historical artwork.

    This report presents a methodology developed to study the future impact of wind on BPA power system load following and regulation requirements. The methodology uses historical data and stochastic processes to simulate the load balancing processes in the BPA power system, by mimicking the actual power system operations. Therefore, the results are close to reality, yet the study based on this methodology is convenient to conduct. Compared with the proposed methodology, existing methodologies for doing similar analysis include dispatch model simulation and standard deviation evaluation on load and wind data. Dispatch model simulation is constrained by the design of the dispatch program, and standard deviation evaluation is artificial in separating the load following and regulation requirements, both of which usually do not reflect actual operational practice. The methodology used in this study provides not only capacity requirement information, it also analyzes the ramp rate requirements for system load following and regulation processes. The ramp rate data can be used to evaluate generator response/maneuverability requirements, which is another necessary capability of the generation fleet for the smooth integration of wind energy. The study results are presented in an innovative way such that the increased generation capacity or ramp requirements are compared for two different years, across 24 hours a day. Therefore, the impact of different levels of wind energy on generation requirements at different times can be easily visualized.

The act spells out how to distinguish old and new capital investments, how new principal amounts for old investments are calculated, interest rates and repayment dates. It also deals with interest rates for new capital investments during and after construction, appropriations for the Colville Reservation Grand Coulee Dam Settlement Act, and suggested contract provisions regarding future contracts.

    To maintain the reliability of its electrical system, BPA, in cooperation with the U.S. Forest Service, needs to expand the range of vegetation management options used to clear unwanted vegetation on about 20 miles of BPA transmission line right-of-way between Bonneville Dam and Hood River; Oregon, within the Columbia Gorge National Scenic Area (NSA). We propose to continue controlling undesirable vegetation using a program of Integrated Vegetation Management (IVM) which includes manual, biological and chemical treatment methods. BPA has prepared an Environmental Assessment (EA) (DOE/EA-1257) evaluating the proposed project. Based on the analysis in the EA, BPA has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act (NEPA) of 1969. Therefore, the preparation of an Environmental Impact Statement (EIS) is not required and BPA is issuing this FONSI.

    Acting as an energy services provider, the New York Power Authority (NYPA) has initiated a long-term project through which 20,000 refrigerators per year will be replaced with the most energy-efficient units possible in apartments managed by the New York City Housing Authority (NYCHA). Using bulk purchasing as an incentive to appliance manufacturers to produce energy-efficient refrigerators suitable for use in apartments, replaced in the first year of the program, which ended in December 1996. These units, kWh per year. Savings were determined by field testing and laboratory testing of 220 existing refrigerators and 56 newly-installed units. In the next program year, a 15.0-cubic-foot Maytag refrigerator, newly-designed in response to bulk purchasing incentives, is being installed. The new unit has a label rating of 437 kWh per year, 31 percent better than 1993 energy standards. Old refrigerators removed from apartments are {open_quotes}demanufactured{close_quotes} in an environmentally-appropriate way and both metals and refrigerants are recovered for reuse.

    The purpose of this compliance study was to estimate dam passage survival of subyearling Chinook salmon at Bonneville Dam during summer 2012, as required by the 2008 Federal Columbia River Power System Biological Opinion. The study also estimated smolt passage survival from the forebay 2 km upstream of the dam to the tailrace 1 km below the dam, as well as forebay residence time, tailrace egress, and spill passage efficiency, as required in the 2008 Columbia Basin Fish Accords.

    This document describes the estimation of the annual energy savings achieved from the replacement of 20,000 refrigerators in New York City Housing Authority (NYCHA) public housing with new, highly energy-efficient models in 1997. The US Department of Housing and Urban Development (HUD) pays NYCHA`s electricity bills, and agreed to reimburse NYCHA for the cost of the refrigerator installations. Energy savings over the lifetime of the refrigerators accrue to HUD. Savings were demonstrated by a metering project and are the subject of the analysis reported here. The New York Power Authority (NYPA) identified the refrigerator with the lowest life-cycle cost, including energy consumption over its expected lifetime, through a request for proposals (RFP) issued to manufacturers for a bulk purchase of 20,000 units in 1997. The procurement was won by Maytag with a 15-ft{sup 3} top-freezer automatic-defrost refrigerator rated at 437 kilowatt-hours/year (kWh/yr). NYCHA then contracted with NYPA to purchase, finance, and install the new refrigerators, and demanufacture and recycle materials from the replaced units. The US Department of Energy (DOE) helped develop and plan the project through the ENERGY STAR{reg_sign} Partnerships program conducted by its Pacific Northwest National Laboratory (PNNL). PNNL designed the metering protocol and occupant survey used in 1997, supplied and calibrated the metering equipment, and managed and analyzed the data collected by NYPA. The objective of the 1997 metering study was to achieve a general understanding of savings as a function of refrigerator label ratings, occupant effects, indoor and compartment temperatures, and characteristics (such as size, defrost features, and vintage). The data collected in 1997 was used to construct models of refrigerator energy consumption as a function of key refrigerator and occupant characteristics.

    The Economic Regulatory Administration (ERA) of the Department of Energy (DOE) is considering an application by Bradfield Electric, Inc. (Bradfield), and the Alaska Power Authority (APA) for a Presidential permit to construct, operate, maintain and connect a 69-kilovolt (kV) transmission line which would extend from the APA's Tyee Lake Hydroelectric Power Project located near Wrangell, Alaska, to a point on the US-Canadian international border just east of the South Fork Craig River. The DOE has reviewed an environmental assessment (EA) prepared by the US Forest Service (USFS) in connection with its issuance of a special use permit to construct the proposed line through the Tongass National Forest. Based on this EA, the USFS issued a decision notice and a finding of no significant impact (FONSI) for the proposed project on May 9, 1988. The DOE is adopting this EA as DOE/EA-0375 in partial satisfaction of its responsibilities under the National Environmental Policy Act of 1969 (NEPA) regarding the issuance of a Presidential permit.

    The Portland District of the U.S. Army Corps of Engineers requested that the Pacific Northwest National Laboratory (PNNL) conduct fish-passage studies at Bonneville Dam in 2004. These studies support the Portland District's goal of maximizing fish-passage efficiency (FPE) and obtaining 95% survival for juvenile salmon passing Bonneville Dam. Major passage routes include 10 turbines and a sluiceway at Powerhouse 1 (B1), an 18-bay spillway, and eight turbines and a sluiceway at Powerhouse 2 (B2). In this report, we present results of four studies related to juvenile salmonid passage at Bonneville Dam. The studies were conducted between April 15 and July 15, 2004, encompassing most of the spring and summer migrations. Studies included evaluations of (1) Project fish passage efficiency and other major passage metrics, (2) B2 fish guidance efficiency and gap loss, (3) smolt approach and fate at the B2 Corner Collector (B2CC), and (4) B2 vertical barrier screen head differential.

    In unimpounded rivers, Pacific salmon (Oncorhynchus spp.) typically spawn under relatively stable stream flows, with exceptions occurring during periodic precipitation events. In contrast, hydroelectric development has often resulted in an artificial hydrograph characterized by rapid changes in discharge and tailwater elevation that occur on a daily, or even an hourly basis, due to power generation (Cushman 1985; Moog 1993). Consequently, populations of Pacific salmon that are known to spawn in main-stem habitats below hydroelectric dams face the risks of changing habitat suitability, potential redd dewatering, and uncertain spawning success (Hamilton and Buell 1976; Chapman et al. 1986; Dauble et al. 1999; Garland et al. 2003; Connor and Pflug 2004; McMichael et al. 2005). Although the direct effects of a variable hydrograph, such as redd dewatering are apparent, specific effects on spawning behavior remain largely unexplored. Chum salmon (O. keta) that spawn below Bonneville Dam on the Columbia River are particularly vulnerable to the effects of water level fluctuations. Although chum salmon generally spawn in smaller tributaries (Johnson et al. 1997), many fish spawn in main-stem habitats below Bonneville Dam near Ives Island (Tomaro et al. 2007; Figure 1). The primary spawning area near Ives Island is shallow and sensitive to changes in water level caused by hydroelectric power generation at Bonneville Dam. In the past, fluctuating water levels have dewatered redds and changed the amount of available spawning habitat (Garland et al. 2003). To minimize these effects, fishery managers attempt to maintain a stable tailwater elevation at Bonneville Dam of 3.5 m (above mean sea level) during spawning, which ensures adequate water is provided to the primary chum salmon spawning area below the mouth of Hamilton Creek (Figure 1). Given the uncertainty of winter precipitation and water supply, this strategy has been effective at restricting spawning to a specific riverbed elevation and providing minimum spawning flows that have the greatest chance of being maintained through egg incubation and fry emergence. However, managing the lower Columbia River for a stable tailwater elevation does not provide much operational flexibility at Bonneville Dam, which has little storage capacity. When river discharges increase due to rain events, the traditional approach has been to pass excess water at night to maintain stable tailwater elevations during the daytime. The underlying assumption of this strategy, referred to as reverse load following, is that fish do not spawn at night. However, Tiffan et al. (2005) showed that this assumption is false by documenting nighttime spawning by chum salmon in the Ives Island area. Similarly, McMichael et al. (2005) reported nighttime spawning by Chinook salmon (O. tshawytscha) in the Columbia River, indicating that diel spawning may be a common occurrence in Pacific salmon. During the latter portion of the chum spawning period in December 2003 and 2004, discharges from Bonneville Dam increased from an average of 3,398 m3/s (tailwater elevation {approx} 3.5 m above mean sea level) during the day to over 5,664 m3/s (tailwater elevation {approx} 5.1 m) at night, with peak discharges of 7,080 m{sup 3}/s (tailwater elevation {approx} 6.1 m). This caused concern among fishery managers regarding the potential effects of these high discharges on this population of spawning chum salmon, which is listed under the Endangered Species Act (National Oceanic and Atmospheric Administration 1999). We hypothesized that increased water velocities associated with elevated tailwaters might alter chum salmon spawning behavior if water velocities at redd locations increased beyond the range of suitability (>0.8 m/s; Salo 1991).   10. Overview of the Performance of PIT-Tag Interrogation Systems for Adult Salmonids at Bonneville and McNary Dams, 2002.

    During winter 2001, the U.S. Army Corps of Engineers (Corps) and Bonneville Power Administration (BPA) installed a prototype orifice-based PIT-tag interrogation system into the Washington Shore Ladder at Bonneville Dam (BWSL). Detectors were installed into 12 weirs: 4 downstream (Weirs 334-337) and 8 upstream (Weirs 352-359) from the fish release point (i.e., the exit ladder for the Adult Fish Facility). NOAA Fisheries (National Marine Fisheries Service--NMFS) tagged and released salmonids during 2001 to determine tag-reading efficiencies for different salmonid populations. Data analyses focused on the upper eight weirs. The 2001 tagging results for spring chinook salmon indicated that having detectors in four consecutive weirs would have been sufficient to yield a reading efficiency of 95%. The BWSL orifice-based system performed well until the coho and fall chinook salmon migrations began. Coho and fall chinook salmon appeared to use the weir overflows, and thus avoid detection, at much higher rates than biologists expected. During 2001, technology advances led to the development of significantly larger antennas than had been available earlier, and thus it was possible to build antennas of approximately 2 x 6 ft. Consequently, it became feasible to design interrogation systems for ladder locations where all fish would have to go through the antennas and thus could not avoid detection by using the weir overflows (Fig. 1). Destron Technologies by Digital Angel designed a prototype interrogation system with two antennas that was installed into the counting-window area in the Oregon Ladder at McNary Dam, where its performance could then be directly compared to that of the orifice-based system in the same ladder. Although the orifice-based systems appeared less effective than the fisheries community wanted for fall chinook and coho salmon, the decision was made to proceed with installations planned for Bonneville and McNary Dams because valuable data would still be collected. During the winter of 2002, the Corps and BPA installed PIT-tag interrogation systems into the Bradford Island and Cascades Island Fish Ladders at Bonneville Dam and into the Washington and Oregon Ladders at McNary Dam. Like BWSL in 2001, these ladders had eight weirs (16 orifices) outfitted with fiberglass antennas. Douglas County Public Utility District also installed an orifice-based system into its ladders at Wells Dam, but they were able to use weirs with no overflow sections wherein all fish had to swim through the orifice antennas. Thus, 2002 was the first year that the fisheries community had PIT-tag detection of adult salmonids at Bonneville, McNary, Wells, and Lower Granite Dams (Fig. 2). This overview will provide information on how well the systems at Bonneville and McNary Dams performed.

  11. Total Dissolved Gas Monitoring in Chum Salmon Spawning Gravels Below Bonneville Dam

    At the request of the U.S. Army Corps of Engineers (Portland District), Pacific Northwest National Laboratory (PNNL) conducted research to determine whether total dissolved gas concentrations are elevated in chum salmon redds during spring spill operations at Bonneville Dam. The study involved monitoring the total dissolved gas levels at egg pocket depth and in the river at two chum salmon spawning locations downstream from Bonneville Dam. Dissolved atmospheric gas supersaturation generated by spill from Bonneville Dam may diminish survival of chum (Oncorhynchus keta) salmon when sac fry are still present in the gravel downstream from Bonneville Dam. However, no previous work has been conducted to determine whether total dissolved gas (TDG) levels are elevated during spring spill operations within incubation habitats. The guidance used by hydropower system managers to provide protection for pre-emergent chum salmon fry has been to limit TDG to 105% after allowing for depth compensation. A previous literature review completed in early 2006 shows that TDG levels as low as 103% have been documented to cause mortality in sac fry. Our study measured TDG in the incubation environment to evaluate whether these levels were exceeded during spring spill operations. Total dissolved gas levels were measured within chum salmon spawning areas near Ives Island and Multnomah Falls on the Columbia River. Water quality sensors screened at egg pocket depth and to the river were installed at both sites. At each location, we also measured dissolved oxygen, temperature, specific conductance, and water depth to assist with the interpretation of TDG results. Total dissolved gas was depth-compensated to determine when levels were high enough to potentially affect sac fry. This report provides detailed descriptions of the two study sites downstream of Bonneville Dam, as well as the equipment and procedures employed to monitor the TDG levels at the study sites. Results of the monitoring at both sites are then presented in both text and graphics. The findings and recommendations for further research are discussed, followed by a listing of the references cited in the report.

Execution of this contract included the following activities: Survey for target noxious weeds, such as Gorse; collection and redistribution of biological control agents, for example, Apion seed weevils for Scotch broom, bioagents for diffuse and spotted knapweed, Gorse spider mite, and gall fly releases for control of Canada thistle and bull thistle; and control of isolated infestations of Gorse on BPA rights-of-way. Training was provided for line crews at the Chemawa, Alevy and North Bend districts. The purpose of the program is to assist BPA in the integrated prevention and control of noxious weed species on BPA transmission line maintenance right-of-ways.

    This report describes a 2008 acoustic telemetry survival study conducted by the Pacific Northwest National Laboratory for the Portland District of the U.S. Army Corps of Engineers. The study estimated the survival of juvenile Chinook salmon and steelhead passing Bonneville Dam (BON) and its spillway. Of particular interest was the relative survival of smolts detected passing through end spill bays 1-3 and 16-18, which had deep flow deflectors immediately downstream of spill gates, versus survival of smolts passing middle spill bays 4-15, which had shallow flow deflectors.

    The U.S. Army Corps of Engineers Portland District (CENWP) funds numerous evaluations of fish passage and survival on the Columbia River. In 2007, the CENWP asked Pacific Northwest National Laboratory to conduct an acoustic telemetry study to estimate the survival of juvenile Chinook salmon passing the spillway at Bonneville Dam. This report documents the study results which are intended to be used to improve the conditions juvenile anadromous fish experience when passing through the dams that the Corps operates on the river.

    Pacific Northwest National Laboratory (PNNL) conducted an acoustic-telemetry study at Bonneville Dam in 2009 to evaluate the effects of a behavioral guidance structure (BGS) in the Bonneville Dam second powerhouse forebay on fish passage and survival through the second powerhouse (B2), the dam as a whole, and through the first powerhouse and spillway combined. The BGS was deployed to increase the survival of fish passing through B2 by increasing the percentage of outmigrating smolts entering the B2 Corner Collector (B2CC)—a surface flow outlet known to be a relatively benign route for downstream passage at this dam. The study relied on releases of live Juvenile Salmon Acoustic Telemetry System tagged smolts in the Columbia River and used acoustic telemetry to evaluate the approach, passage, and survival of passing juvenile salmon. Study results indicated that having turbine 11 in service is important for providing flow conditions that are comparable to those observed in pre-BGS years (2004 and 2005) and in 2008. This study supports the U.S. Army Corps of Engineers continual effort to improve conditions for juvenile anadromous fish passing through Columbia River dams.

    This report presents the results of a modeling assessment of likely lamprey larval habitat that may be impacted by dewatering of the major tributary delta regions in the Bonneville Pool of the Columbia River. This assessment was conducted by the Pacific Northwest National Laboratory (PNNL) for the U.S. Army Corps of Engineers Portland District (CENWP). The goal of the study was to provide baseline data about how the regions of interest would potentially be impacted at three river flows (10, 50, and 90 percent exceedance flow) for four different forebay elevations at Bonneville Dam. Impacts of unsteady flows at The Dalles Dam and changing forebay elevation at Bonneville Dam for a 2-week period were also assessed. The area of dewatered regions was calculated by importing modeled data outputs into a GIS and then calculating the change in inundated area near tributary deltas for the four Bonneville forebay surface elevations. From the modeled output we determined that the overall change in area is less sensitive to elevations changes during higher river discharges. Changing the forebay elevation at Bonneville and the resulting impact to total dewatered regions was greater at the lowest modeled river flow (97 kcfs) and showed the greatest variation at the White Salmon/Hood River delta regions followed by the Wind, Klickitat and the Little White Salmon rivers. To understand how inundation might change on a daily and hourly basis. Unsteady flow models were run for a 2-week period in 2002 and compared to 2014. The water surface elevation in the upstream pool closely follows that of the Bonneville Dam forebay with rapid changes of 1 to 2-ft possible. The data shows that 2.5-ft variation in water surface elevation occurred during this period in 2002 and a 3.7-ft change occurred in 2014. The duration of these changes were highly variable and generally did not stay constant for more than a 5-hr period.

    At the request of the U.S. Army Corps of Engineers (USACE; Portland District), Pacific Northwest National Laboratory (PNNL) undertook a project in 2006 to look further into issues of total dissolved gas (TDG) supersaturation in the lower Columbia River downstream of Bonneville Dam. In FY 2008, the third year of the project, PNNL conducted field monitoring and laboratory toxicity testing to both verify results from 2007 and answer some additional questions about how salmonid sac fry respond to elevated TDG in the field and the laboratory. For FY 2008, three objectives were 1) to repeat the 2006-2007 field effort to collect empirical data on TDG from the Ives Island and Multnomah Falls study sites; 2) to repeat the static laboratory toxicity tests on hatchery chum salmon fry to verify 2007 results and to expose wild chum salmon fry to incremental increases in TDG, above those of the static test, until external symptoms of gas bubble disease were clearly present; and 3) to assess physiological responses to TDG levels in wild chum salmon sac fry incubating below Bonneville Dam during spill operations. This report summarizes the tasks conducted and results obtained in pursuit of the three objectives. Chapter 1 discusses the field monitoring, Chapter 2 reports the findings of the laboratory toxicity tests, and Chapter 3 describes the field-sampling task. Each chapter contains an objective-specific introduction, description of the study site and methods, results of research, and discussion of findings. Literature cited throughout this report is listed in Chapter 4. Additional details on the monitoring methodology and results are provided in Appendices A and B included on the compact disc bound inside the back cover of the printed version of this report.

    Fish screens at hydroelectric dams help to protect rearing and migrating fish by preventing them from passing through the turbines and directing them towards the bypass channels by providing a sweeping flow parallel to the screen. However, fish screens may actually be harmful to fish if they become impinged on the surface of the screen or become disoriented due to poor flow conditions near the screen. Recent modifications to the vertical barrier screens (VBS) at the Bonneville Dam second powerhouse (B2) intended to increase the guidance of juvenile salmonids into the juvenile bypass system (JBS) have resulted in high mortality and descaling rates of hatchery subyearling Chinook salmon during the 2008 juvenile salmonid passage season. To investigate the potential cause of the high mortality and descaling rates, an in situ water velocity measurement study was conducted using acoustic Doppler velocimeters (ADV) in the gatewell slot at Units 12A and 14A of B2. From the measurements collected the average approach velocity, sweep velocity, and the root mean square (RMS) value of the velocity fluctuations were calculated. The approach velocities measured across the face of the VBS varied but were mostly less than 0.3 m/s. The sweep velocities also showed large variances across the face of the VBS with most measurements being less than 1.5 m/s. This study revealed that the approach velocities exceeded criteria recommended by NOAA Fisheries and Washington State Department of Fish and Wildlife intended to improve fish passage conditions.

    The Platte River Power Authority (Platte River) is a political subdivision of the state of Colorado, owned by the four municipalities of Fort Collins, Loveland, Longmont and Estes Park, Colorado. Platte River is a non-profit, publicly owned, joint-action agency formed to construct, operate and maintain generating plants, transmission systems and related facilities for the purpose of delivering to the four municipalities electric energy for distribution and resale. Platte River, as a participant in the US Department of Energy (DOE) Site Operator Program, worked to accomplish the Site Operator Program goals and objectives to field test and evaluate electric and electric-hybrid vehicles and electric vehicle systems in a real world application/environment. This report presents results of Platte River`s program (Program) during the five-years Platte River participated in the DOE Site Operator Program. Platte River participated in DOE Site Operator Program from July 3, 1991 through August 31, 1996. During its Program, Platte River conducted vehicle tests and evaluations, and electric vehicle demonstrations in the Front Range region of Northern Colorado. Platte River also investigated electric vehicle infrastructure issues and tested infrastructure components. Platte River`s Program objectives were as follows: evaluate the year round performance, operational costs, reliability, and life cycle costs of electric vehicles in the Front Range region of Northern Colorado; evaluate an electric vehicle`s usability and acceptability as a pool vehicle; test any design improvements or technological improvements on a component level that may be made available to PRPA and which can be retrofit into vehicles; and develop, test and evaluate, and demonstrate components to be used in charging electric vehicles.

    This report fulfills a request of the U.S. Army Engineer District, Portland, Oregon, to produce an interim report of estimates of route-specific fish passage proportions and survival rates for lower Columbia River dams in 2010 and 2011. The estimates are needed to update the Compass Model for the Columbia River Treaty and the new Biological Opinion before detail technical reports are published in late 2012. This report tabulates route-specific fish-passage proportions and survival rates for steelhead and Chinook salmon smolts passing through various sampled routes at John Day Dam, The Dalles Dam, and Bonneville Dam in 2010 and 2011. Results were compiled from analyses of data acquired in spring 2010 and 2011 studies that were specifically designed to estimate dam-passage and forebay-to-tailrace survival rates, travel time metrics, and spill passage efficiency, as stipulated by the 2008 Federal Columbia River Power System Biological Opinion and the Columbia Basin Fish Accords. The study designs allowed for estimation of route-specific fish passage proportions and survival rates as well as estimation of forebay-passage survival, all of which are summarized herein.

  3. Re-Analysis of Hydroacoustic Fish-Passage Data from Bonneville Dam after Spill-Discharge Corrections

    The U.S. Army Corps of Engineers - Portland District asked Pacific Northwest National Laboratory to re-analyze four years of fixed-aspect hydroacoustic data after the District made adjustments to spill discharge estimates. In this report, we present new estimates of all major fish-passage metrics for study years 2000, 2001, 2002, and 2004, as well as estimates for 2005. This study supports the Portland District and its effort to maximize survival of juvenile salmon passing Bonneville Dam. Major passage routes through Bonneville Dam include 10 turbines and a sluiceway at Powerhouse 1 (B1), an 18-bay spillway, and eight turbines at Powerhouse 2 (B2) and a sluiceway including the B2 Corner Collector. The original reports and all associated results, discussion, and conclusions for non flow-related metrics remain valid and useful, but effectiveness measures for study years 2000, 2001, 2002, and 2004 as reported in previous reports by Ploskey et al. should be superseded with the new estimates reported here. The fish-passage metrics that changed the most were related to effectiveness. Re-analysis produced spill effectiveness estimates that ranged from 12% to 21% higher than previous estimates in spring and 16.7% to 27.5% higher in summer, but the mean spill effectiveness over all years was only slightly above 1:1 (1.17 for spring and 1.29 for summer). Conversely surface-passage effectiveness decreased in the years this metric was measured (by 10.1% in spring and 10.7% in summer of 2002 and 9.5% in spring and 10.2% in summer of 2004). The smallest changes in the re-analysis were in project fish passage efficiency (0%-1%) and spill efficiency (0.9%-3.0%).

  8. Computational Fluid Dynamics Modeling of the Bonneville Project: Tailrace Spill Patterns for Low Flows and Corner Collector Smolt Egress

    In 2003, an extension of the existing ice and trash sluiceway was added at Bonneville Powerhouse 2 (B2). This extension started at the existing corner collector for the ice and trash sluiceway adjacent to Bonneville Powerhouse 2 and the new sluiceway was extended to the downstream end of Cascade Island. The sluiceway was designed to improve juvenile salmon survival by bypassing turbine passage at B2, and placing these smolt in downstream flowing water minimizing their exposure to fish and avian predators. In this study, a previously developed computational fluid dynamics model was modified and used to characterized tailrace hydraulics and sluiceway egress conditions for low total river flows and low levels of spillway flow. STAR-CD v4.10 was used for seven scenarios of low total river flow and low spill discharges. The simulation results were specifically examined to look at tailrace hydraulics at 5 ft below the tailwater elevation, and streamlines used to compare streamline pathways for streamlines originating in the corner collector outfall and adjacent to the outfall. These streamlines indicated that for all higher spill percentage cases (25% and greater) that streamlines from the corner collector did not approach the shoreline at the downstream end of Bradford Island. For the cases with much larger spill percentages, the streamlines from the corner collector were mid-channel or closer to the Washington shore as they moved downstream. Although at 25% spill at 75 kcfs total river, the total spill volume was sufficient to "cushion" the flow from the corner collector from the Bradford Island shore, areas of recirculation were modeled in the spillway tailrace. However, at the lowest flows and spill percentages, the streamlines from the B2 corner collector pass very close to the Bradford Island shore. In addition, the very flow velocity flows and large areas of recirculation greatly increase potential predator exposure of the spillway passed smolt. If there is concern for egress issues for smolt passing through the spillway, the spill pattern and volume need to be revisited.

    This study was mainly focused on evaluating the route-specific passage and migration success of steelhead kelts passing downstream through The Dalles Dam (TDA) and Bonneville Dam (BON) at Columbia River (CR) river kilometers 309 and 234 respectively. Oregon Department of Fish and Wildlife (ODFW) personnel collected, tagged and released out-migrating steelhead kelts in the tributaries of the Deschutes River, 15 Mile Creek and Hood River between April 14 and June 4, 2012. A PIT tag was injected into each kelt’s dorsal sinus whereas a Juvenile Salmon Acoustic Telemetry System (JSATS) acoustic micro-transmitter was attached to an external FLoy T-bar tag and inserted into the dorsal back musculature using a Floy tagging gun. JSATS cabled arrays were deployed at TDA and BON and autonomous node arrays were deployed near Celilo, Oregon (CR325); the BON forebay (CR236); the BON tailrace (CR233); near Knapp, Washington (CR156); and near Kalama, Washington (CR113) to monitor the kelts movement while passing through the dams and above mentioned river cross-sections.

    A site near the downstream tip of Cascades Island with a mid-level chute outfall type was selected for the high flow (> 28.3 m3/s) outfall of the new surface flow outlet for juvenile salmonids at Bonneville Dams Second Powerhouse (B2). The new passage route and outfall are a result of modifications to the original ice and trash sluice chute to increase discharge capacity and improve passage conditions, including a new outfall type and site. Technical guidelines on high flow outfall location and design were established concurrently with the outfall development process. Critical design parameters for the new B2 outfall included discharge of 150 m3/s, jet entry velocities approaching 15.2 m/s, and a tailwater elevation range of 6.1 m. For outfall siting, the selection process began with identification of nine initial alternatives. Screening, evaluation, and selection stages narrowed the list to two outfall sites Range D 122 m directly downstream from the existing sluice chute outfall and Range F 760 m downstream near the end of Cascades Island. For outfall type, the selection process was initiated with conceptualization of 13 alternatives. Following successive screening, evaluation, consolidation, and selection stages, two outfall types became finalists Adjustable Cantilever and Mid-Level Cantilever. The four combinations of outfall site/type were evaluated in 1:30 and 1:100 scale physical hydraulic models and a Mid-Level Cantilever at the tip of Cascades Island in Range F was selected. During further engineering after our study, the cantilever was replaced with a monolith structure to reduce construction costs, resulting in a mid-level chute outfall that was installed in 2004. Post-construction evaluations indicated survival rates around 100% through the B2CC were the highest of all passage routes at Bonneville Dam. The B2CC surface flow outlet with its high flow outfall provided a major improvement to juvenile salmonid passage at Bonneville Dam.

    Wind production, which has expanded rapidly in recent years, could be an important element in the future efficient management of the electric power system; however, wind energy generation is uncontrollable and intermittent in nature. Thus, while wind power represents a significant opportunity to the Bonneville Power Administration (BPA), integrating high levels of wind resources into the power system will bring great challenges to generation scheduling and in the provision of ancillary services. This report addresses several key questions in the broader discussion on the integration of renewable energy resources in the Pacific Northwest power grid. More specifically, it addresses the following questions: a) how much total reserve or balancing requirements are necessary to accommodate the simulated expansion of intermittent renewable energy resources during the 2019 time horizon, and b) what are the most cost effective technological solutions for meeting load balancing requirements in the Northwest Power Pool (NWPP).

    This report presents the results from a multi-agency cooperative environmental surveillance study. of the study looked at sediment from the pools upstream from dams on the Columbia River that are downstream from Hanford Site operations. The radiological and chemical conditions existing in the upper-level sediment found in the pools upstream from McNary Dam, John Day Dam, The Dalles Lock and Dam, and Bonneville Dam were evaluated. This study also evaluated beach sediment where available. Water samples were collected at McNary Dam to further evaluate potential Hanford contaminants in the lower Columbia River. Samples were analyzed for radionuclides, chemicals, and physical parameters. Results from this study were compared to background values from sediment and water samples collect from the pool upstream of Priest Rapids Dam (upstream of the Hanford Site) by the Hanford Site Surface Environmental Surveillance Project.

    The goal of the study described in this report is to provide U.S. Army Corps of Engineers (USACE) biologists and engineers with general design guidelines for using artificial lighting to enhance the passage of juvenile salmonids into the collection channel at the Bonneville Dam second powerhouse (B2). During fall 2007, Pacific Northwest National Laboratory (PNNL) researchers measured light levels in the field at one powerhouse orifice through which fish must pass to reach the collection channel. Two light types were evaluatedlight-emitting diode (LED) lights and halogen spot lights. Additional measurements with mercury lamps were made at the PNNL Aquatic Research Laboratory to determine baseline intensity of the current lighting. A separate chapter synthesizes the relevant literature related to light and fish guidance for both field and laboratory studies. PNNL will also review the Corps plans for existing lighting protocol at all of the Portland District projects and help develop a uniform lighting scheme which could be implemented. The specific objectives for this study are to 1. Create a synthesis report of existing lighting data for juvenile salmonid attraction and deterrence and how the data are used at fish bypass facilities. 2. Evaluate current B2 orifice lighting conditions with both LED and halogen sources. 3. Make recommendations as to what lighting intensity, source, and configuration would improve passage at the B2 orifices. 4. Review USACE plans for retrofit of existing systems (to be assessed at a later date).

    Extremely poor water conditions within the Columbia River Basin along with extraordinary power market conditions created an exceptionally poor migration year for juvenile salmon and steelhead. Monthly 2001 precipitation at the Columbia above Grand Coulee, the Snake River above Ice Harbor, and the Columbia River above The Dalles was approximately 70% of average. As a result the 2001 January-July runoff volume at The Dalles was the second lowest in Columbia River recorded history. As a compounding factor to the near record low flows in 2001, California energy deregulation and the resulting volatile power market created a financial crisis for the Bonneville Power Administration (BPA). Power emergencies were first declared in the summer and winter of 2000 for brief periods of time. In February of 2001, and on April 3, the BPA declared a ''power emergency'' and suspended many of the Endangered Species Act (ESA) and Biological Opinion (Opinion) measures that addressed mainstem Columbia and Snake Rivers juvenile fish passage. The river and reservoir system was operated primarily for power generation. Power generation requirements in January through March coincidentally provided emergence and rearing flows for the Ives-Pierce Islands spawning area below Bonneville Dam. In particular, flow and spill measures to protect juvenile downstream migrant salmon and steelhead were nearly totally suspended. Spring and summer flows were below the Opinion migration target at all sites. Maximum smolt transportation was implemented instead of the Opinion in-river juvenile passage measures. On May 16, the BPA Administrator decided to implement a limited spill for fish passage at Bonneville and The Dalles dams. On May 25, a limited spill program was added at McNary and John Day dams. Spill extended to July 15. Juvenile migrants, which passed McNary Dam after May 21, experienced a noticeable, improved survival, as a benefit of spill at John Day Dam. The suspension of Biological Opinion measures resulted in very poor in-river migration conditions in 2001. Up to 99% of Snake River yearling chinook and steelhead were transported from the Snake River collection projects. Approximately 96% of Snake River juvenile sub-yearling fall chinook were transported. Of Mid-Columbia origin yearling chinook, 35% were transported, of steelhead 30% were transported and of sub yearling chinook, 59% were transported. Based upon data collected on the run-at-large, the juvenile survival to Lower Granite Dam of wild and hatchery yearling chinook and wild and hatchery steelhead were the lowest observed in the last four years. In 2001, as the result of the lowest observed flows in recent years, travel times through the hydro system for spring chinook yearlings and steelhead was approximately twice as long as has been observed historically. Juvenile survival estimates through each index reach of the hydro system for steelhead and chinook juveniles was the lowest observed since the use of PIT tag technology began for estimating survival.

    A site near the downstream tip of Cascades Island and a mid-level cantilever outfall type were selected for the high flow outfall of the new surface flow juvenile fish bypass at Bonneville Dams Second Powerhouse. The new bypass will be a modification of the existing ice and trash sluice chute, which discharges into the tailrace with jet impact on the bottom near a shoreline that predators inhabit. Thus, a new site and type are necessary for this high flow (> 28.3 m3/s) outfall. Technical guidelines on high flow outfall location and design were established and applied during the outfall development process. Critical design parameters included discharge at 150 m3/s, entry velocities approaching 15.2 m/s, and tailwater elevation range of 6.1 m. For outfall siting, the selection process began with identification of nine initial alternatives. Screening, evaluation, and selection stages narrowed the list to two sites Range D 121.9 m straight downstream from the existing outfall and Range F 760 m downstream near the tip of Cascades Island. For outfall type, the selection process was initiated with conceptualization of 13 alternatives. During successive screening, evaluation, consolidation, and selection stages, professional judgment and quantitative comparisons were used to select two finalists Adjustable Cantilever and Mid-Level Cantilever. The four combinations of outfall site/type were evaluated in 1:30 and 1:100 scale physical hydraulic models. The process resulted in selection of a mid-level cantilever with plunge pool at the tip of Cascades Island. The system is scheduled for completion in March 2004.

    The Bonneville Power Administration (BPA) has decided to adopt a Power Subscription Strategy for entering into new power sales contracts with its Pacific Northwest customers. The Strategy equitably distributes the electric power generated by the Federal Columbia River Power System (FCRPS) within the framework of existing law. The Power Subscription Strategy addresses the availability of power; describes power products; lays out strategies for pricing, including risk management; and discusses contract elements. In proceeding with this Subscription Strategy, BPA is guided by and committed to the Fish and Wildlife funding Principles for the BPA announced by the Vice President of the US in September 1998. This Record of Decision (ROD) addresses the issues raised by commenters who responded to BPA`s Power Subscription Strategy Proposal during and after the comment period that began with the release of the Proposal on September 18, 1998.     High-voltage transmission lines can be just as safe as the electrical wiring in the homes--or just as dangerous. The crucial factor is ourselves: they must learn to behave safely around them. This booklet is a basic safety guide for those who live and work around power lines. It deals primarily with nuisance shocks due to induced voltages, and with potential electric shock hazards from contact with high-voltage lines. References on possible long-term biological effects of transmission lines are shown. In preparing this booklet, the Bonneville Power Administration has drawn on more than 50 years of experience with high-voltage transmission. BPA operates one of the world`s largest networks of long-distance, high-voltage lines. This system has more than 400 substations and about 15,000 miles of transmission lines, almost 4,400 miles of which are operated at 500,000 volts.

    The TWRS Authorization Basis (AB) consists of a set of documents identified by TWRS management with the concurrence of DOE-RL. Upon implementation of the TWRS Basis for Interim Operation (BIO) and Technical Safety Requirements (TSRs), the AB list will be revised to include the BIO and TSRs. Some documents that currently form part of the AB will be removed from the list. This SD identifies each - requirement from those documents, and recommends a disposition for each to ensure that necessary requirements are retained when the AB is revised to incorporate the BIO and TSRs. This SD also identifies documents that will remain part of the AB after the BIO and TSRs are implemented. This document does not change the AB, but provides guidance for the preparation of change documentation.

    "The Bonneville Power Administration (BPA) prepared this environmental impact statement (EIS) to analyze the environmental impacts of implementing a Resource Contingency Program near Hermiston, Oregon, one of three proposed locations to carry out this program, which allows BPA to acquire power to supply to its customers if and when needed. In September 1993, BPA published a Notice of Intent to prepare an EIS on projects at three sites and in October 1993 held public scoping meetings at each site. In February 1994, BPA released an Implementation Plan on the proposed scope of the EIS. A draft EIS on the three proposed projects was published in February 1995. BPA concluded that publication of the final EIS should be separated into two documents, and presented the final analysis of the impacts of the other two sites in another document. This EIS addresses three proposed alternatives: the proposed action, no action, and other actions. The proposed action is the acquisition of power from both units optioned at the Hermiston Power Project Plant site (only if there is a need for power at a future date), or wheeling of power by BPA if another party acquires the output. This EIS addresses the environmental effects of constructing and operating both units under option for power delivery to BPA."

    This report was prepared for the Generation Programs Branch, Office of Energy Resources, Bonneville Power Administration (BPA). The principal objective of the report is to assemble in one document preconstruction cost, schedule, and permit information for twelve specific generating resources. The report is one of many documents that provide background information for BPA's Resource Program, which is designed to identify the type and amount of new resources that BPA may have to add over the next twenty years to maintain an adequate and reliable electric power supply in the Pacific Northwest. A predecessor to this report is a 1982 report prepared by the Pacific Northwest Laboratory (PNL) for the Northwest Power Planning Council (the Council''). The 1982 report had a similar, but not identical, content and format. 306 refs., 14 figs., 22 tabs.

    Techniques and tools for quantum key distribution ("QKD") between a quantum communication ("QC") card, base station and trusted authority are described herein. In example implementations, a QC card contains a miniaturized QC transmitter and couples with a base station. The base station provides a network connection with the trusted authority and can also provide electric power to the QC card. When coupled to the base station, after authentication by the trusted authority, the QC card acquires keys through QKD with a trusted authority. The keys can be used to set up secure communication, for authentication, for access control, or for other purposes. The QC card can be implemented as part of a smart phone or other mobile computing device, or the QC card can be used as a fillgun for distribution of the keys.

    Much of modern society is powered by inexpensive and reliable electricity delivered by a complex and elaborate electric power network. Electrical utilities are currently using the Global Positioning System-NAVSTAR (GPS) timekeeping to improve the network`s reliability. Currently, GPS synchronizes the clocks on dynamic recorders and aids in post-mortem analysis of network disturbances. Two major projects have demonstrated the use of GPS-synchronized power system measurements. In 1992, the Electric Power Research Institute`s (EPRI) sponsored Phase Measurements Project used a commercially available Phasor Measurements Unit (PMU) to collect GPS-synchronized measurements for analyzing power system problems. In 1995, Bonneville Power Administration (BPA) and Western Area Power Administration (WAPA) under DOE`s and EPRI`s sponsorship launched the Wide Area Measurements (WAMS) project. WAMS demonstrated GPS-synchronized measurements over a large area of their power networks and demonstrated the networking of GPS-based measurement systems in BPA and WAPA. The phasor measurement technology has also been used to conduct dynamic power system tests. During these tests, a large dynamic resistor was inserted to simulate a small power system disturbance.
