It also made the work safer for workers on the ground. The project is expected to employ approximately 140 people at its peak. For a striking glimpse of a power grid rapidly evolving to handle renewable power, look to the Bonneville Power Administration in the Pacific Northwest. Crews just finished using a Skycrane helicopter to assemble 65 steel towers for a new high-voltage transmission line to move wind power throughout the region.

Report on audit of Bonneville Power Administration`s energy resource programs

The Bonneville Power Administration (Bonneville) must ensure that the costs of its contracts for energy resources are as low as reasonably possible and that the resources are needed. During the audit, we reviewed Bonneville`s energy resource programs and focused on its purchase of electrical output from natural gas fired combustion turbines. The objective of this audit was to determine if Bonneville paid excessive costs to acquire the electrical output from combustion turbine facilities. The audit showed that Bonneville contracted to purchase the output from a combustion turbine facility at excessive cost, and that the electricity was not needed. The cost of the electricity under this contract exceeded the amount of revenue Bonneville could obtain by selling it. Bonneville estimated it would operate the generation facility for only 6 months of the year; the contract, however, required Bonneville to pay the fixed costs of the facility during the other 6 months. Consequently, the cost of the electricity plus the fixed costs in the first year of the contract would exceed revenues by $20.9 million. The contract also contained cost escalators that exceeded the rate of inflation. These cost escalators combined with the excessive initial cost resulted in projected excessive costs of $146.8 million in the first 5 years of the contract, Finally, the contract was not needed due to competition from similar facilities and a desire by customers to diversify their sources of electricity.

Pressurization test results: Bonneville Power Administration Energy Conservation Study

Results are presented of air leakage measurements in 18 single-family detached houses at the Midway substation, Hanford, Washington, performed as part of the Bonneville Power Administration's Energy Conservation Study. The change in energy consumption following various retrofit strategies is compared. Air leakage was measured in each house with the fan pressurization technique, before and after the retrofits were installed. No significant change was found in infiltration rates in those houses receiving either no retrofits or insulation only; and average reduction of 17% in leakage area was found in the houses retrofitted with storm doors and windows. There appears to be great potential for further savings in energy use from reduced infiltration, and the study is being extended to investigate this.

Since then, Bonneville has acquired additional resources and, today, markets the power from 30 Federal dams and 1 non-federal nuclear plant in the Pacific Northwest. In April 1994, Bonneville entered into a 20-year contract to purchase the electrical output from a natural gas fired combustion turbine facility at a total cost of about $2.2 billion. Comparison of Energy Information Administration and Bonneville Power Administration load forecasts

Comparisons of the modeling methodologies underlying the project Independence Evaluation System (PIES) and the Bonneville Power Administration forecasts are discussed in this paper. This Technical Memorandum is presented in order to reconcile apparent inconsistencies between the forecasts. These represent different purposes for the modeling effort as well as different forecasts. Nonetheless, both are appropriate within the context that they are intended. The BPA forecasts are site-specific, detailed, micro-level, yearly forecasts of the demand for electricity. PIES develops regional, macro forecasts and does not contain estimates of the timing of the completion of plants within the period of the forecast. The BPA forecast is intended to be utilized in analyzing a sub-regional capacity expansion program. PIES is a regional energy market-clearing, non-normative model which allows different scenarios to be compared by changing input variables. Clearly, both forecasts are dependent upon the accuracy of the assumptions and input variables included. However, the differing levels of aggregation and objectives require different types of input variables.

30 MJ superconducting magnetic energy storage performance on the Bonneville Power Administration utility transmission system*

The 30 MJ, 10 MW superconducting magnetic energy storage (SMES) system was devised to interact in the Western U.S. Power System as an alternate means to damp unstable oscillations at 0.35 Hz on the Pacific HVAC Intertie. The SMES unit was installed at the Tacoma Substation of the Bonneville Power Administration (BPA). The operating limits of the 30 MJ SMES unit were established, and different means of controlling real and reactive power were tested. The unit can follow a sinusoidal power demand signal with an amplitude of up to 8.6 MW with the converter working in a 12 pulse mode. When the converter operates in the constant VAR mode, a time varying real power demand signal of up to 5 MW can be met. Experiments showed that the Pacific AC Intertie has current and reactive power variations of the same frequency as the modulating frequency of the SMES device. Endurance tests were run to assess the reliability of the SMES subsystems with a narrow band noise input, which is characteristic of the modulation signal for stabilizer operation. In this mode, the energy of the power spectrum is not concentrated at one frequency to avoid exciting a resonance frequency of the ac transmission system. During the endurance tests, parameters of the ac power system were determined. Accurate power system data are necessary for tuning the control algorithm so that the SMES unit can operate in the closed loop stabilizer mode.

The Bonneville Power Administration`s 60th anniversary year exceeded expectations. Net revenues were the best since 1991, which demonstrates that earlier decisions to transform BPA into a smaller, cost-conscious, customer-focused organization were the correct decisions. The region`s evaluation of the agency`s role in the Northwest was as gratifying as the positive financial position. Through the Comprehensive Review of the Northwest Energy System, the region concluded that BPA has been and must continue to be an important economic and environmental benefit to the Northwest. BPA occupies a unique position in the region that is crystallized in the agency`s new purpose statement: to meet their public responsibilities through commercially successful businesses. The agency must be commercially successful to provide funding for public responsibilities such as its fish and wildlife program, conservation, and reliable power and transmission systems. But the heart and soul of the agency is providing benefits that reflect the public service orientation that inspired the agency`s creation 60 years ago. BPA will provide the region with power at cost, provide preference to the region because the river on which the hydro system is based is a regional resource, and continue to see that its power flows to the little guys. It is just as important that BPA deliver power to the region`s residential and rural consumers now as it was when the agency brought electricity to rural areas for the first time.

Congress enacted the Bonneville Project Act in 1937, creating the Bonneville Power Administration to market and transmit the power produced by Bonneville Dam on the Columbia River. Since then, Congress has directed BPA to sell at wholesale the power produced at a total of 30 Federal dams in the Pacific Northwest, and to acquire conservation and generating resources sufficient to meet the needs of BPA`s customer utilities. The dams and the electrical system are known as the Federal Columbia River Power System. Bonneville sells wholesale power to public and private utilities, rural cooperatives, large industries, and Federal agencies. BPA also sells or exchanges power with utilities in California. BPA uses revenues from the sale of power and transmission services to recover its own expenses, to repay the Federal investment in the power system, and to pay for the resources it has acquired. BPA pays for operation and maintenance expenses at the Federal dams and at non-Federal power plants. It also pays for irrigation benefits of Federal projects allocated to power to repay, and for fish and wildlife projects which offset damage to these resources by the Federal hydropower system. This document is the 1991 statement of budget, financial statement, cash flows, capitalization, expenses, and projects. An organization chart is included.

Operational Impacts of Wind Energy Resources in the Bonneville Power Administration Control Area - Phase I Report

This report presents a methodology developed to study the future impact of wind on BPA power system load following and regulation requirements. The methodology uses historical data and stochastic processes to simulate the load balancing processes in the BPA power system, by mimicking the actual power system operations. Therefore, the results are close to reality, yet the study based on this methodology is convenient to conduct. Compared with the proposed methodology, existing methodologies for doing similar analysis include dispatch model simulation and standard deviation evaluation on load and wind data. Dispatch model simulation is constrained by the design of the dispatch program, and standard deviation evaluation is artificial in separating the load following and regulation requirements, both of which usually do not reflect actual operational practice. The methodology used in this study provides not only capacity requirement information, it also analyzes the ramp rate requirements for system load following and regulation processes. The ramp rate data can be used to evaluate generator response/maneuverability requirements, which is another necessary capability of the generation fleet for the smooth integration of wind energy. The study results are presented in an innovative way such that the increased generation capacity or ramp requirements are compared for two different years, across 24 hours a day. Therefore, the impact of different levels of wind energy on generation requirements at different times can be easily visualized.

The Super Efficient Refrigerator Program (SERP) is a collaborative utility program intended to transform the market for energy-efficient and environmentally friendly refrigerators. it is one of the first examples of large-scale {open_quotes}market transformation{close_quotes} energy efficiency program. This report documents the evaluation of SERP ({open_quotes}the Program{close_quotes}) in the Bonneville Power Administration`s (Bonneville`s) service territory. Pacific Northwest National Laboratory (PNNL) conducted this evaluation for Bonneville. This study includes the process evaluation, preliminary impact evaluation, and market transformation assessment. It is based on site visits and interviews with refrigerator dealers and manufacturers, industry data, and Bonneville information. Results from this study are compared with those from a parallel study that examines the Program across the 24 participating utilities.

The project responds directly to a need for knowledge of viable means to rebuild and maintain naturally spawning anadromous fish stocks in the Yakima Basin. For the first time in a decade, Bonneville had to propose a double digit rate increase in 1993. Many of the causes were beyond our control, but self-examination and painful budget cuts put the focus squarely where it should be -- on the changes needed for BPA to compete in an increasingly market-driven business environment. As deregulation and change sweep the electricity industry, BPA has launched a major Competitiveness Project. It`s clear that we can, and will, cut costs and make ourselves more efficient. We can shape our products and services to better reflect what customers want and are willing to pay for. And more than ever we will measure and reward output -- results -- more than process. BPA today is the Northwest`s low-cost supplier of electricity and transmission services. To stay that way, we must adopt a more business-like model. The move does not signal a rejection of our role as a federal agency. In fact, close attention to sound business principles is the only way to strengthen our commitment to fish and wildlife, environment, and other community values.

We received one administrative complaint from the US Environmental Protection Agency (EPA) concerning a 1990 spill in Arlington, Oregon, caused by a BPA subcontractor. BPA responded promptly to EPA`s findings and concerns. There were 32 new spill/release incidents, most involving failure of Polychlorinated biphenyl (PCB) capacitors. Cleanup of these spills/releases has proceeded satisfactorily. BPA continued vigorous efforts to clean up substations contaminated with residuals of oil and PCB from past spills. BPA took several actions to improve our environmental performance with respect to water quality. The BPA environmental team developed a long-term schedule for environmental appraisals and audits, identifying facilities and projects that will receive audits through 1996.

Bonneville Power Administration`s Commercial Sector Conservation Market.

Bonneville has, as part of its resource plan, accepted targets for commercial conservation which are quite ambitious. To meet these targets, Bonneville will need to acquire as much cost-effective conservation as possible over the next twelve years. With this in mind, this document explores the relative importance of different commercial market segments and the types of assistance each market needs to install as many cost-effective conservation measures in as many buildings as possible. This document reviews Bonneville`s marketing environment and position, and suggests goals for commercial sector conservation marketing at Bonneville. Then it presents a broad market segmentation and series of additional demographic analyses. These analyses assess what groups of consumers Bonneville must reach to achieve most of the commercial conservation potential and what is needed to reach them. A final section reviews the success of Bonneville programs at reaching various markets. The market segmentation identifies different types of consumers and opportunities which would require distinct program approaches. Four large market segments are identified that have distinct program needs. Then four ``building life-cycle events`` are identified which provide important conservation opportunities and also require distinct program services. This creates a matrix of 16 cells which delineate distinct needs for program marketing. Each of the four key market segments manages at least 20% of the Region`s commercial floorspace.

Wide-Area Energy Storage and Management system to Balance Intermittent Resources in the Bonneville Power Administration and California ISO Control Areas

The entire project addresses the issue of mitigating additional intermittency and fast ramps that occur at higher penetration of intermittent resources, including wind genera-tion, in the Bonneville Power Administration (BPA) and the California Independent Sys-tem Operator (California ISO) control areas. The proposed Wide Area Energy Storage and Management System (WAEMS) will address the additional regulation requirement through the energy exchange between the participating control areas and through the use of energy storage and other generation resources. For the BPA and California ISO control centers, the new regulation service will look no different comparing with the traditional regulation resources. The proposed project will benefit the regulation service in these service areas, regardless of the actual degree of penetration of the intermittent resources in the regions. The project develops principles, algorithms, market integration rules, functional de-sign and technical specifications for the WAEMS system. The project is sponsored by BPA and supported in kind by California ISO, Beacon Power Corporation, and the Cali-fornia Energy Commission (CEC).

Power systems operations and maintenance currently face an ever-increasing need for a high level of computerized support. This paper is the final report of a research and development effort undertaken by the Bonneville Power Administration to develop a computerized decision support system to aid operations and maintenance personnel isolate and diagnose faults on a microwave communication system used for centralized dispatch operations. The system, called CAP for Communication Alarm Processor, provides statistical analysis of microwave communication system alarms, as well as an expert system capability for fault isolation and diagnosis. CAP is implemented on a DEC VAX Station 3100 computer, utilizing both knowledge-based programming principles as well as conventional programming techniques.

Bonneville Power Administration Wildlife Mitigation Program : Draft Environmental Impact Statement.

Bonneville Power Administration (BPA) is responsible for mitigating the loss of wildlife habitat caused by the development of the Federal Columbia River Power System. BPA accomplishes this mitigation by funding projects consistent with those recommended by the Northwest Power Planning Council (Council). The projects are submitted to the Council from Indian Tribes, state agencies, property owners, private conservation groups, and other Federal agencies. Future wildlife mitigation actions with potential environmental impacts are expected to include land acquisition and management, water rights acquisition and management, habitat restoration and enhancement, installation of watering devices, riparian fencing, and similar wildlife conservation actions. BPA needs to ensure that individual wildlife mitigation projects are planned and managed with appropriate consistency across projects, jurisdictions, and ecosystems, as well as across time. BPA proposes to standardize the planning and implementation of individual wildlife mitigation projects funded by BPA. Alternative 1 is the No Action alternative. Five standardizing alternatives are identified to represent the range of possible strategies, goals, and procedural requirements reasonably applicable to BPA-funded projects under a standardized approach to project planning and implementation. All action alternatives are based on a single project planning process designed to resolve site-specific issues in an ecosystem context and to adapt to changing conditions and information.

Results of the Bonneville Power Administration weatherization and tightening projects at the Midway substation residential community

As part of a regional conservation program, the Bonneville Power Administration retrofitted 18 houses at its Midway substation in central Washington and monitored the results for a three year period. The 18 houses were divided into three groups, or cells. During the first year of the project, energy consumption was monitored but no changes were made to the houses. Prior to the second year of the project, Cell 2 received attic and crawlspace insulation, foundation sill caulking, and increased attic ventilation. Cell 3 received these retrofits plus storm windows and doors, and Cell 1 served as the control group. Before the beginning of the project's third year, each house in Cell 1 received 22 hours of infiltration reduction weatherization or house tightening. Each house in Cell 3 received 10 hours of this same type of weatherization. Cell 2 served as the control group for the house doctoring phase of the project. Energy consumption and weather data were monitored for the entire three year period. Before and after each set of retrofits, leakage area measurements were made using blower door fan pressurization, thereby allowing calculation of heating season infiltration rates. An energy use model correlating energy consumption with outside temperature was developed in order to determine improvements to the thermal conductance of the building envelope as a result of the retrofits. Energy savings were calculated based on the results of the energy use model and, as a check on these findings, the Computerized Instrumented Residential Analysis (CIRA) load calculation program developed at Lawrence Berkeley Laboratory provided a theoretical estimate of the savings resulting from the retrofits.

For over 50 years, the Bonneville Power Administration (BPA) has evolved to supply electric power to more than 170 customer utilities and direct service industries across 14,800 miles of high voltage transmission lines. BPA's Office of Engineering provides the planning, development, and engineering for the required expansion, upgrade, and replacement of the transmission system. The purpose of this 10-Year Plan is to present strategies to maintain a reliable energy delivery system within changing public, business, technological, and environmental climates. The issues and trends discussed in this document and our strategies for addressing them provide the background for the Office of Engineering programs and projects. With a budget in the hundreds of millions annually and increasing public concern, we welcome the opportunity to communicate with our customers. In addition to the factors, trends and issues described in this document are two appendices containing project costs and program and staffing levels. Feasibility study: Application of RCM techniques for substation maintenance at the Bonneville Power Administration

This feasibility study examines reliability centered maintenance (RCM) as it applies to Bonneville Power Administrations (BPA) substation maintenance program. Reliability techniques are examined in evaluated. Existing BPA equipment maintenance procedures are documented. Equipment failure history is considered. Economic impacts are estimated. Various equipment instrumentation methods are reviewed. Based on this analysis a prototype system is proposed. The prototype will be implemented in two phases. Phase 1 is to be completed in 1992, it includes instrumenting one power transformer and one oil circuit breaker. Software development will focus on displaying data. Phase 2 is to be completed the following year. The remaining transformers and breakers will be instrumented during the second phase. Software development will focus on predictive maintenance techniques and maintenance decision support.

This report describes the process and results of a demonstration of solid-state lighting (SSL) technology in the lobby of the Bonneville Power Administration (BPA) headquarters building in Portland, Oregon. The project involved a simple retrofit of 32 track lights used to illuminate historical black-and-white photos and printed color posters from the 1930s and 1940s. BPA is a federal power marketing agency in the Northwestern United States, and selected this prominent location to demonstrate energy efficient light-emitting diode (LED) retrofit options that not only can reduce the electric bill for their customers but also provide attractive alternatives to conventional products, in this case accent lighting for BPA's historical artwork.

Air quality analysis and related risk assessment for the Bonneville Power Administration's Resource Program Environmental Impact Statement

The Bonneville Power Administration (BPA) is considering 12 different alternatives for acquiring energy resources over the next 20 years. Each of the alternatives utilizes a full range of energy resources (e.g., coal, cogeneration, conservation, and nuclear); however, individual alternatives place greater emphases on different types of power-producing resources and employ different timetables for implementing these resources. The environmental impacts that would result from the implementation of each alternative and the economic valuations of these impacts, will be an important consideration in the alternative selection process. In this report we discuss the methods used to estimate environmental impacts from the resource alternatives. We focus on pollutant emissions rates, ground-level air concentrations of basic criteria pollutants, the acidity of rain, particulate deposition, ozone concentrations, visibility attenuation, global warming, human health effects, agricultural and forest impacts, and wildlife impacts. For this study, pollutant emission rates are computed by processing BPA data on power production and associated pollutant emissions. The assessment of human health effects from ozone indicated little variation between the resource alternatives. Impacts on plants, crops, and wildlife populations from power plant emissions are projected to be minimal for all resource alternatives.

Tests with a line-commutated converter as a variable inductive load on the Bonneville Power Administration transmission system

A twelve-pulse, line-commutated converter, with a steady-state rating of 2.5 kV and 5.5 kA, formerly used for charging and discharging a superconducting magnet, was reconfigured as a static reactive power load. Tests staged at the Tacoma, WA, substation of the Bonneville Power Administration (BPA) revealed that the converter could be used as a variable inductive load, provided a stable current controller was installed. The unit was modulated as a variable VAR load following a sinusoidal VAR demand signal with an amplitude up to 14.8 MVAR. The total losses at maximum VAR output were 370 kW. This paper explains the necessary modifications of the converter to operate as a variable reactive load. Measured current waveshapes are analyzed. The effects of such a load on the BPA transmission system are presented.

This feasibility study examines reliability centered maintenance (RCM) as it applies to Bonneville Power Administrations (BPA) substation maintenance program. Reliability techniques are examined in evaluated. Existing BPA equipment maintenance procedures are documented. Equipment failure history is considered. Economic impacts are estimated. Various equipment instrumentation methods are reviewed. Based on this analysis a prototype system is proposed. The prototype will be implemented in two phases. Phase 1 is to be completed in 1992, it includes instrumenting one power transformer and one oil circuit breaker. Software development will focus on displaying data. Phase 2 is to be completed the following year. The remaining transformers and breakers will be instrumented during the second phase. Software development will focus on predictive maintenance techniques and maintenance decision support.

This vegetation can interfere with electric power flow, pose safety problems for us and the public, and interfere with our ability to maintain these facilities. We need to (1) keep vegetation away from our electric facilities; (2) increase our program efficiency and consistency; (3) review herbicide use (under increased public scrutiny); and (4) maximize the range of tools we can use while minimizing environmental impact (Integrated Vegetation Management). This Final Environmental Impact Statement (FEIS) establishes Planning Steps for managing vegetation for specific projects (to be tiered to this Environmental Impact Statement (EIS)). In addition to No Action (current practice), alternatives are presented for Rights-of-way, Electric Yards, and Non-electric Facilities (landscaping, work yards). Four vegetation control methods are analyzed manual, mechanical, herbicide, and biological. Also evaluated are 23 herbicide active ingredients and 4 herbicide application techniques (spot, localized, broadcast, and aerial). For rights-of-way, we consider three sets of alternatives: alternative management approaches (time-driven or establishing low-growing plant communities); alternative method packages; and, if herbicides are in a methods package, alternative vegetation selections (noxious weeds, deciduous, or any vegetation). For electric yards, one herbicide-use alternative is considered. For non-electric facilities, two method package alternatives are considered. The Bonneville Power Administration (Bonneville) provides wholesale electric power to over 100 retail distribution utilities in the Pacific Northwest. Bonneville is faced with meeting growing loads from these utilities. It acquires conservation as one means of meeting this load growth. Bonneville has offered a variety of conservation programs since 1980. Efficient showerheads have been a feature in residential conservation programs ever since. Bonneville launched the Residential Appliance Efficiency Program to focus on water-heater energy conservation opportunities in 1992. The Residential Appliance Efficiency Program consists of two parts, a water-heater efficiency program, and a hot-water efficiency program. This report evaluates the savings and costs of the first two years of the showerhead portion of the Residential Appliance Efficiency Program (the showerhead program). Although it is not a formal evaluation of the program limited to implementation or a {open_quotes}process{close_quotes} evaluation, observations about program design and implementation are included as appropriate. Results of this evaluation are limited to program participants within the Bonneville service territory.

Drucker (CR-BAO) and I met at Germantown to discuss the clean-up of radio- activity at the Saxonburg accelerator site. After discussion, we concluded acceptable criteria would include removal of all material necessary to reduce the residual surface activity to a maximum ofO.04 mR/hr above ambient background. Since ambient backgrounds is 0.03 to 0.05 &/hr, the above 0.04 mR/hr criterion will essentially be the 0.08 mR/hr (induced +background) case discussed previously.

Bonneville Power Administration (Bonneville), the largest of the power marketing administrations, is responsible for a territory of 300,000 square miles including Oregon, Washington, Idaho, western Montana, and small portions of several adjoining states. Bonneville's transmission system-which includes over 15,000 miles of transmission lines-accounts for about three-quarters of the high-voltage gride in the Pacific Northwest.
