    The use of pollution-abatement revenue bonds, or environmental improvement bonds, is a comparatively new development in electric-utility financing. It has proven to be a convenient and relatively low-cost source of funds for certain kinds of required capital investment. The authors conducted a study of the extent to which, and manner in which, these instruments have been utilized by utilities, examining and analyzing the contents of 363 pollution-abatement revenue bond issues that appeared from 1971 to 1978. The report on their findings and on the benefits of this form of financing for utilities is presented.

    The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the Standard Chlorine of Delaware site in Delaware City, Delaware, for a feasibility study of renewable energy production. The National Renewable Energy Laboratory (NREL) provided technical assistance for this project. The purpose of this report is to assess the site for a possible photovoltaic (PV) system installation and estimate the cost, performance, and site impacts of different PV options. In addition, the report recommends financing options that could assist in the implementation of a PV system at the site.

    The 2012 International Energy Conservation Code (IECC) yields positive benefits for Delaware homeowners. Moving to the 2012 IECC from the 2009 IECC is cost effective over a 30-year life cycle. On average, Delaware homeowners will save $10,409 with the 2012 IECC. After accounting for upfront costs and additional costs financed in the mortgage, homeowners should see net positive cash flows (i.e., cumulative savings exceeding cumulative cash outlays) in 1 year for the 2012 IECC. Average annual energy savings are $616 for the 2012 IECC.

    The Delaware Basin Drilling Surveillance Program (DBDSP) is designed to monitor drilling activities in the vicinity of the Waste Isolation Pilot Plant (WIPP). This program is based on Environmental Protection Agency (EPA) requirements. The EPA environmental standards for the management and disposal of transuranic (TRU) radioactive waste are codified in 40 CFR Part 191 (EPA 1993). Subparts B and C of the standard address the disposal of radioactive waste. The standard requires the Department of Energy (DOE) to demonstrate the expected performance of the disposal system using a probabilistic risk assessment or performance assessment (PA). This PA must show that the expected repository performance will not release radioactive material above limits set by the EPA's standard. This assessment must include the consideration of inadvertent drilling into the repository at some future time.

    The finance sector is one of the driving forces for the use of distributed or Grid computing for business purposes. The speakers will review the state-of-the-art of high performance computing in the financial sector, and provide insight into how different types of Grid computing ? from local clusters to global networks - are being applied to financial applications. They will also describe the use of software and techniques from physics, such as Monte Carlo simulations, in the financial world. There will be four talks of 20min each. The talk abstracts and speaker bios are listed below. This will be followed by a Q&A; panel session with the speakers. Grid Computing and its evolution into Application Virtualization is discussed and how this is key to the next generation data center. Speaker Bio: Fred Gedling holds the joint roles of Chief Technology Officer for EMEA and Senior Vice President of Global Services at DataSynapse, a global provider of application virtualisation software. Based in London and working closely with organisations seeking to optimise their IT infrastructures, Fred offers unique insights into the technology of virtualisation as well as the methodology of establishing ROI and rapid deployment to the immediate advantage of the business. Fred has more than fifteen years experience of enterprise middleware and high-performance infrastructures. Not so in the finance industry. In its current form gLite would be a business disabler. There are other middleware tools that solve the finance communities compute problems much better. Things are moving on, however. There are moves afoot in the open source community to evolve the technology to address other, more sophisticated needs such as utility and interactive computing. In this talk, I will describe how Excelian is providing Grid consultancy services for the finance community and how, through its relationship to the EGEE project, Excelian is helping to identify and exploit opportunities as the research and business worlds converge. Because of the strong third party presence in the finance industry, such opportunities are few and far between, but they are there, especially as we expand sideways into related verticals such as the smaller hedge funds and energy companies. This talk will give an overview of the barriers to adoption of gLite in the finance industry and highlight some of the opportunities offered in this and related industries as the ideas around Grid mature. Speaker Bio: Dr Adam Vile is a senior consultant and head of the Grid and HPC practice at Excelian, a consultancy that focuses on financial markets professional services. He has spent many years in investment banking, as a developer, project manager and architect in both front and back office. Before joining Excelian he was senior Grid and HPC architect at Barclays Capital. Prior to joining investment banking, Adam spent a number of years lecturing in IT and mathematics at a UK University and maintains links with academia through lectures, research and through validation and steering of postgraduate courses. He is a chartered mathematician and was the conference chair of the Institute of Mathematics and its Applications first conference in computational Finance.4. From Monte Carlo to Wall Street Daniel Egloff, Head of Financial Engineering Computing Unit, Zrich Cantonal Bank High performance computing techniques provide new means to solve computationally hard problems in the financial service industry. First I consider Monte Carlo simulation and illustrate how it can be used to implement a sophisticated credit risk management and economic capital framework. From a HPC perspective, basic Monte Carlo simulation is embarrassingly parallel and can be implemented efficiently on distributed memory clusters. Additional difficulties arise for adaptive variance reduction schemes, if the information content in a sample is very small, and if the amount of simulated date becomes huge such that incremental processing algorithms are indispensable. We discuss the business value of an advanced credit risk quantification which is particularly compelling in these days. While Monte Carlo simulation is a very versatile tool it is not always the preferred solution for the pricing of complex products like multi asset options, structured products, or credit derivatives. As a second application I show how operator methods can be used to develop a pricing framework. The scalability of operator methods relies heavily on optimized dense matrix-matrix multiplications and requires specialized BLAS level-3 implementations provided by specialized FPGA or GPU boards. Speaker Bio: Daniel Egloff studied mathematics, theoretical physics, and computer science at the University of Zurich and the ETH Zurich. He holds a PhD in Mathematics from University of Fribourg, Switzerland. After his PhD he started to work for a large Swiss insurance company in the area of asset and liability management. At KPMG and Arthur Andersen he consulted international clients and implemented quantitative risk management solutions for financial institutions and insurance companies. He built up a competence center for high performance and cluster computing. Currently, Daniel Egloff is heading the Financial Computing unit in the ZKB Financial Engineering division. First I consider Monte Carlo simulation and illustrate how it can be used to implement a sophisticated credit risk management and economic capital framework. From a HPC perspective, basic Monte Carlo simulation is embarrassingly parallel and can be implemented efficiently on distributed memory clusters. Additional difficulties arise for adaptive variance reduction schemes, if the information content in a sample is very small, and if the amount of simulated date becomes huge such that incremental processing algorithms are indispensable. We discuss the business value of an advanced credit risk quantification which is particularly compelling in these days. While Monte Carlo simulation is a very versatile tool it is not always the preferred solution for the pricing of complex products like multi asset options, structured products, or credit derivatives. As a second application I show how operator methods can be used to develop a pricing framework. The scalability of operator methods relies heavily on optimized dense matrix-matrix multiplications and requires specialized BLAS level-3 implementations provided by specialized FPGA or GPU boards. Speaker Bio: Daniel Egloff studied mathematics, theoretical physics, and computer science at the University of Zurich and the ETH Zurich. He holds a PhD in Mathematics from University of Fribourg, Switzerland. After his PhD he started to work for a large Swiss insurance company in the area of asset and liability management. He continued his professional career in the consulting industry. At KPMG and Arthur Andersen he consulted international clients and implemented quantitative risk management solutions for financial institutions and insurance companies. In 2002 he joined Zurich Cantonal Bank. He was assigned to develop and implement credit portfolio risk and economic capital methodologies. He built up a competence center for high performance and cluster computing. Currently, Daniel Egloff is heading the Financial Computing unit in the ZKB Financial Engineering division. He and his team is engineering and operating high performance cluster applications for computationally intensive problems in financial risk management.

    The finance sector is one of the driving forces for the use of distributed or Grid computing for business purposes. The speakers will review the state-of-the-art of high performance computing in the financial sector, and provide insight into how different types of Grid computing ? from local clusters to global networks - are being applied to financial applications. They will also describe the use of software and techniques from physics, such as Monte Carlo simulations, in the financial world. There will be four talks of 20min each. The talk abstracts and speaker bios are listed below. This will be followed by a Q&A; panel session with the speakers. From 19:00 onwards there will be a networking cocktail for audience and speakers. This is an EGEE / CERN openlab event organized in collaboration with the regional business network rezonance.ch. A webcast of the event will be made available for subsequent viewing, along with powerpoint material presented by the speakers. Attendance is free and open to all. Overview of High Performance Computing in the Financial Industry Michael Yoo, Managing Director, Head of the Technical Council, UBS Presentation will describe the key business challenges driving the need for HPC solutions, describe the means in which those challenges are being addressed within UBS (such as GRID) as well as the limitations of some of these solutions, and assess some of the newer HPC technologies which may also play a role in the Financial Industry in the future. Speaker Bio: Michael originally joined the former Swiss Bank Corporation in 1994 in New York as a developer on a large data warehouse project. In 1996 he left SBC and took a role with Fidelity Investments in Boston. Unable to stay away for long, he returned to SBC in 1997 while working for Perot Systems in Singapore. Finally, in 1998 he formally returned to UBS in Stamford following the merger with SBC and has remained with UBS for the past 9 years. During his tenure at UBS, he has had a number of leadership roles within IT in development, support and architecture. In 2006 Michael relocated to Switzerland to take up his current role as head of the UBS IB Technical Council, responsible for the overall technology strategy and vision of the Investment Bank. One of Michael's key responsibilities is to manage the UBS High Performance Computing Research Lab and he has been involved in a number of initiatives in the HPC space. 2.     Utilities are looking with increasing interest at the advantages offered by industrial development bonds (IDBs), a financing tool made available to investor-owned utilities through provision of federal law. IDBs are not without problems, however, particularly if regulatory agencies account for them improperly in rate cases. Regulatory agencies should allow returns based on the funds-used rather than the total-funds approach or the tariffs will not compensate investors adequately. The author examines both the risks to be avoided and the benefits when using IDBs.

    We demonstrate a new method for joining patterned thermoplastic parts into layered structures. The method takes advantage of case-II permeant diffusion to generate dimensionally controlled, activated bonding layers at the surfaces being joined. It is capable of producing bonds characterized by cohesive failure while preserving the fidelity of patterned features in the bonding surfaces. This approach is uniquely suited to production of microfluidic multilayer structures, as it allows the bond-forming interface between plastic parts to be precisely manipulated at micrometer length scales. The bond enhancing procedure is easily integrated in standard process flows and requires no specialized equipment.

    This report examines the economic impacts (including job creation) from the Boulder County, Colorado, ClimateSmart Loan Program (CSLP), an example of Property-Assessed Clean Energy (PACE) financing. The CSLP was the first test of PACE financing on a multi-jurisdictional level (involving individual cities as well as the county government). It was also the first PACE program to comprehensively address energy efficiency measures and renewable energy, and it was the first funded by a public offering of both taxable and tax-exempt bonds.

    Ge/Si and other nonsilicon film heterostructures are formed by hydrogen-induced exfoliation of the Ge film which is wafer bonded to a cheaper substrate, such as Si. A thin, single-crystal layer of Ge is transferred to Si substrate. The bond at the interface of the Ge/Si heterostructures is covalent to ensure good thermal contact, mechanical strength, and to enable the formation of an ohmic contact between the Si substrate and Ge layers. To accomplish this type of bond, hydrophobic wafer bonding is used, because as the invention demonstrates the hydrogen-surface-terminating species that facilitate van der Waals bonding evolves at temperatures above 600.degree. C. into covalent bonding in hydrophobically bound Ge/Si layer transferred systems.

    Aerogels, porous silica glasses with ultra-fine cell size (30nm), are made by a solution gelation (sol-gel) process. The resulting gel is critical point dried to densities from 0.15--0.60 g/cc. This material is machinable, homogeneous, transparent, coatable and bondable. To bond aerogel an adhesive should have long cure time, no attack on the aerogel structure, and high strength. Several epoxies and urethanes were examined to determine if they satisfied these conditions. Bond strengths above 13 psi were found with double bubble and DP-110 epoxies and XI-208/ODA-1000 and Castall U-2630 urethanes. Hardman Kalex Tough Stuff'' A-85 hardness urethane gave 18 psi bond strength. Hardman A-85, Tuff-Stuff'' was selected for further evaluation because it produced bond strengths comparable to the adherend cohesive strength. 5 refs., 2 figs.

    The Nash Draw Brushy Canyon Pool in Eddy County, New Mexico is a field demonstration site in the Department of Energy Class III program. The basic problem at the Nash Draw Pool is the low recovery typically observed in similar Delaware fields. By comparing a control area using standard infill drilling techniques to a pilot area developed using advanced reservoir characterization methods, the goal of the project is to demonstrate that advanced technology can significantly improve oil recovery. During the first year of the project, four new producing wells were drilled, serving as data acquisition wells. Vertical seismic profiles and a 3-D seismic survey were acquired to assist in interwell correlations and facies prediction. Limited surface access at the Nash Draw Pool, caused by proximity of underground potash mining and surface playa lakes, limits development with conventional drilling. Combinations of vertical and horizontal wells combined with selective completions are being evaluated to optimize production performance. Based on the production response of similar Delaware fields, pressure maintenance is a likely requirement at the Nash Draw Pool. A detailed reservoir model of pilot area was developed, and enhanced recovery options, including waterflooding, lean gas, and carbon dioxide injection, are being evaluated.

Historically, greater development of our domestic renewable energy resources has faced a number of hurdles, primarily related to cost, regulation, and financing. With the recent sustained increase in the costs and associated volatility of fossil fuels, the economics of renewable energy technologies have become increasingly attractive to investors, both large and small. As a result, new entrants are investing in renewable energy and new business models are emerging. This study surveys some of the current issues related to wind and solar photovoltaic (PV) energy project financing in the electric power industry, and identifies both barriers to and opportunities for increased investment.

Together, these mechanisms are critical for making the economic case for a residential PV installation, given its high upfront costs. Unfortunately, these programs are presently limited to select locations around the country. By calling attention to these innovative initiatives, this report aims to help policy makers consider greater adoption of these models to benefit homeowners interested installing a residential PV system.

    The objective of this Class III project was demonstrate that reservoir characterization and enhanced oil recovery (EOR) by CO2 flood can increase production from slope and basin clastic reservoirs in sandstones of the Delaware Mountain Group in the Delaware Basin of West Texas and New Mexico. Phase 1 of the project, reservoir characterization, focused on Geraldine Ford and East Ford fields, which are Delaware Mountain Group fields that produce from the upper Bell Canyon Formation (Ramsey sandstone). The demonstration phase of the project was a CO2 flood conducted in East Ford field, which is operated by Orla Petco, Inc., as the East Ford unit.

    There is an abundance of field data on levels of metals for feathers in a variety of birds, but relatively few data for tissues, especially for migrant species from one location. In this paper we examine the levels of arsenic, cadmium, chromium, lead, manganese, mercury and selenium in muscle, liver, brain, fat and breast feathers from migrant semipalmated sandpipers (Calidris pusilla) collected from Delaware Bay, New Jersey. Our primary objectives were to (1) examine variation as a function of tissue, (2) determine the relationship of metal levels among tissues, and (3) determine the selenium:mercury molar ratio in different tissues since selenium is thought to protect against mercury toxicity. We were also interested in whether the large physiological changes that occur while shorebirds are on Delaware Bay (e.g. large weight gains in 2–3 weeks) affected metal levels, especially in the brain. There were significant differences among tissues for all metals. The brain had the lowest levels of arsenic and cadmium, and was tied for the lowest levels of all other metals except lead and selenium. Correlations among metals in tissues were varied, with mercury levels being positively correlated for muscle and brain, and for liver and breast feathers. Weights vary among individuals at the Delaware Bay stopover, as they arrive light, and gain weight prior to migration north. Bird weight and levels of arsenic, cadmium, and selenium in the brain were negatively correlated, while they were positively correlated for lead. There was no positive correlation for mercury in the brain as a function of body weight. The selenium:mercury molar ratio varied significantly among tissues, with brain (ratio of 141) and fat having the highest ratios, and liver and breast feathers having the lowest. In all cases, the ratio was above 21, suggesting the potential for amelioration of mercury toxicity. - Highlights: • Metal levels were examined for migrant semipalmated sandpipers. • There were differences in metal levels among internal tissues. • Brain had the lowest levels of arsenic and cadmium. • Bird weight and arsenic, cadmium, and selenium levels in brain were negatively correlated. • Selenium:mercury molar ratio varied among tissues (21–141, suggesting protection)

    Data obtained on persons who purchased solar water heaters with HUD grants from 1977 to 1979 in the states of Florida, Delaware and Maryland are compiled. A total of more than 2600 consumers are profiled. The following variables are included in the consumer profile: type of present hot water system, site location by county, family composition and type of installation. This study represents the largest marketing profile of solar hot water system purchasers to date. It has significance both to private industry and the government for it details what type of person participated in the HUD grant program. It is found that the largest number of solar installations cluster around large metropolitan areas in neighborhoods that are predominantly white, upper-class, and less than five persons in the household.

    This document is the Final Report of the Solar Energy System located at the Wilmington, Swim School, New Castle, Delaware. This active solar system is composed of 2,700 square feet of Revere liquid flat plate collectors piped to a 2,800 gallon concrete storage tank located below ground near the building. A micro-computer based control system selects the optimal applications of the stored energy among space, domestic water and pool alternatives. The controlled logic is planned for serving the heat loads in the following order: space heat-new addition, domestic water-entire facility, and pool heating-entire facility. A modified trombe wall passive operation the active system will bypass the areas being served passively. The system was designed for a 40 percent heating and a 30 percent hot water solar contribution.

    The joining technique requires no external heat source and generates very little heat during joining. It involves the reaction of thin multilayered films deposited on faying surfaces to create a stable compound that functions as an intermediate or braze material in order to create a high strength bond. While high temperatures are reached in the reaction of the multilayer film, very little heat is generated because the films are very thin. It is essentially a room temperature joining process.

    Approximately three years ago, the utilities started preparing for deregulation. Energy savings concerns and rebate programs were suspended by the fear of retail wheeling. Utilities were becoming more interested in increasing load and their customer base because, under deregulation, competitors would be stealing their customer base with cheaper prices and incentive packages. Thus, the commitment of utilities shifted from supplying power under their obligation to serve the customer, and to obtain a reasonable return for the stockholder to increasing their market share. As a consequence of the evaporation of utility incentive payments, financing has taken on a larger role in developing viable projects. The developer has to present projects to his customers as they stand on economic benefits, and without the help of rebate incentives. Financing energy conservation deals is the province of a small community of financiers who have expertise to present and explain deals to lenders. Other available funding sources are: banks; insurance companies; utility subsidiaries; energy funds and green funds; private investors; and leasing companies.

    This report aims to demonstrate, hypothetically and at a high level, what volumes of solar deployment could be supported given solar industry access to the capital markets in the form of security issuance. Securitization is not anticipated to replace tax equity in the near- to mid-term, but it could provide an additional source of funds that would be comparatively inexpensive and could reduce the weighted average cost of capital for a given solar project or portfolio. Thus, the potential to securitize solar assets and seek financing in the capital markets could help to sustain the solar industry when the investment tax credit (ITC) -- one of the federal incentives that has leveraged billions of dollars of private capital in the solar industry -- drops from 30% to 10% at the close of 2016. The report offers analysis on the size of the U.S. third-party financed solar market, as well as on the volumes (in MW) of solar asset origination possible through a $100 million securitization fund (assuming no overcollateralization). It also provides data on the size of the relevant securities markets and how the solar asset class may fit into these markets.

    An improved process of bonding aluminum to aluminum without fusion by ultrasonic vibrations plus pressure is described. The surfaces to be bonded are coated with an aqueous solution of alkali metal stearate prior to assembling for bonding. (AEC) O H19504 Present information is reviewed on steady state proliferation, differentiation, and maturation of blood cells in mammals. Data are cited from metabolic tracer studies, autoradiographic studies, cytologic studies, studies of hematopoietic response to radiation injuries, and computer analyses of blood cell production. A 3-step model for erythropoiesis and a model for granulocyte kinetics are presented. New approaches to the study of lymphocytopoiesis described include extracorporeal blood irradiation to deplete lymphocytic tissue without direct injury to the formative tissues as a means to study the stressed system, function control, and rates of proliferation. It is pointed out that present knowledge indicates that lymphocytes comprise a mixed family, with diverse life spans, functions, and migration patterns with apparent aimless recycling from modes to lymph to blood to nodes that has not yet been quantitated.   15. Project financing knits parts of costly LNG supply chain

    The supply and distribution infrastructure of an LNG project requires project sponsors and LNG buyers to make large, interdependent capital investments. For a grassroots project, substantial investments may be necessary for each link in the supply chain: field development; liquefaction plant and storage; ports and utilities; ships; receiving terminal and related facilities; and end-user facilities such as power stations or a gas distribution network. The huge sums required for these projects make their finance ability critical to implementation. Lenders have become increasingly comfortable with LNG as a business and now have achieved a better understanding of the risks associated with it. Raising debt financing for many future LNG projects, however, will present new and increasingly difficult challenges. The challenge of financing these projects will be formidable: political instability, economic uncertainty, and local currency volatility will have to be recognized and mitigated. Described here is the evolution of financing LNG projects, including the Rasgas LNG project financing which broke new ground in this area. The challenges that lie ahead for sponsors seeking to finance future projects selling LNG to emerging markets are also discussed. And the views of leading experts from the field of project finance, specifically solicited for this article, address major issues that must be resolved for successful financing of these projects.

    Most utility-scale renewable energy projects in the United States are developed and financed by private renewable energy companies. Electric output is then sold to investor-owned and public utilities under long-term contracts. Limited partnerships, sale/leaseback arrangements, and project-financing have historically been the dominant forms of finance in the windpower industry, with project-finance taking the lead more recently. Although private ownership using project-finance is still the most popular form of windpower development, alternative approaches to ownership and financing are becoming more prevalent. U.S. public and investor-owned electric utilities (IOUs) have begun to participate directly in windpower projects by owning and financing their own facilities rather than purchasing windpower from independent non-utility generators (NUGs) through power purchase agreements (PPAs). In these utility-ownership arrangements, the wind turbine equipment vendor/developer typically designs and constructs a project under a turnkey contract for the eventual project owner (the utility). The utility will also frequently sign an operations and maintenance (O&M) contract with the project developer/equipment vendor. There appear to be a number of reasons for utility involvement in recent and planned U.S. wind projects. One important claim is that utility ownership and self-finance provides substantial cost savings compared to contracting with private NUGs to supply wind-generated power. In this report, we examine that assertion.

    The joining technique is disclosed that requires no external heat source and generates very little heat during joining. It involves the reaction of thin multilayered films deposited on faying surfaces to create a stable compound that functions as an intermediate or braze material in order to create a high strength bond. While high temperatures are reached in the reaction of the multilayer film, very little heat is generated because the films are very thin. Process involves interposing a thin layer of a metal solder composition between the metal surfaces of members to be bonded and applying heat and up to about 1000 psi compression pressure to the superposed members, in the presence of a reducing atmosphere, to extrude the major amount of the solder composition, contaminants including fluxing gases and air, from between the members being bonded, to form a very thin, strong intermetallic bonding layer having a thermal expansion tolerant with that of the bonded members.

    Residential and commercial end users of electricity who want to generate electricity using on-site solar photovoltaic (PV) systems face challenging initial and O&M costs. The third-party ownership power purchase agreement (PPA) finance model addresses these and other challenges. It allows developers to build and own PV systems on customers? properties and sell power back to customers. However, third-party electricity sales commonly face five regulatory challenges. The first three challenges involve legislative or regulatory definitions of electric utilities, power generation equipment, and providers of electric services. These definitions may compel third-party owners of solar PV systems to comply with regulations that may be cost prohibitive. Third-party owners face an additional challenge if they may not net meter, a practice that provides significant financial incentive to owning solar PV systems. Finally, municipalities and cooperatives worry about the regulatory implications of allowing an entity to sell electricity within their service territories. This paper summarizes these challenges, when they occur, and how they have been addressed in five states. This paper also presents alternative to the third-party ownership PPA finance model, including solar leases, contractual intermediaries, standardized contract language, federal investment tax credits, clean renewable energy bonds, and waived monopoly powers.

    This technical report provides an overview of existing and potential financing structures for renewable energy project development in Alaska with a focus on four primary sources of project funding: government financed or supported (the most commonly used structure in Alaska today), developer equity capital, commercial debt, and third-party tax-equity investment. While privately funded options currently have limited application in Alaska, their implementation is theoretically possible based on successful execution in similar circumstances elsewhere. This report concludes that while tax status is a key consideration in determining appropriate financing structure, there are opportunities for both taxable and tax-exempt entities to participate in renewable energy project development.

    The objective of this Class 3 project was to demonstrate that detailed reservoir characterization of slope and basin clastic reservoirs in sandstones of the Delaware Mountain Group in the Delaware Basin of West Texas and New Mexico is a cost effective way to recover a higher percentage of the original oil in place through strategic placement of infill wells and geologically based field development. Phase 1 of the project, reservoir characterization, was completed this year, and Phase 2 began. The project is focused on East Ford field, a representative Delaware Mountain Group field that produces from the upper Bell Canyon Formation (Ramsey sandstone). The field, discovered in 1960, is operated by Oral Petco, Inc., as the East Ford unit. A CO{sub 2} flood is being conducted in the unit, and this flood is the Phase 2 demonstration for the project.

    Over the last two years, several entities - from banks to credit unions to solar finance companies -have rolled out distributed solar-specific loan programs in the United States. These solar-specific loans are a distinct loan in that the underwriting, loan terms, lender security interest, and other programmatic aspects are designed exclusively for the financing of solar installations. Until recently, loan financing for distributed solar installations was largely through home equity loans, commercial loans, and other standardized loan products available to homeowners and businesses for general expenditures. However, as the U.S. solar market matures, so too are its financing options, and solar-specific loans stand to gain market share.
