    The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the Standard Chlorine of Delaware site in Delaware City, Delaware, for a feasibility study of renewable energy production. The National Renewable Energy Laboratory (NREL) provided technical assistance for this project. The purpose of this report is to assess the site for a possible photovoltaic (PV) system installation and estimate the cost, performance, and site impacts of different PV options. In addition, the report recommends financing options that could assist in the implementation of a PV system at the site.

    The 2012 International Energy Conservation Code (IECC) yields positive benefits for Delaware homeowners. Moving to the 2012 IECC from the 2009 IECC is cost effective over a 30-year life cycle. On average, Delaware homeowners will save $10,409 with the 2012 IECC. After accounting for upfront costs and additional costs financed in the mortgage, homeowners should see net positive cash flows (i.e., cumulative savings exceeding cumulative cash outlays) in 1 year for the 2012 IECC. Average annual energy savings are $616 for the 2012 IECC.

    This guidebook contains information on alternative financing methods that could be used to develop solar thermal systems. The financing arrangements discussed include several lease alternatives, joint venture financing, R and D partnerships, industrial revenue bonds, and ordinary sales. In many situations, alternative financing arrangements can significantly enhance the economic attractiveness of solar thermal investments by providing a means to efficiently allocate elements of risk, return on investment, required capital investment, and tax benefits. A net present value approach is an appropriate method that can be used to investigate the economic attractiveness of alternative financing methods. Although other methods are applicable, the net present value approach has advantages of accounting for the time value of money, yielding a single valued solution to the financial analysis, focusing attention on the opportunity cost of capital, and being a commonly understood concept that is relatively simple to apply. A personal computer model for quickly assessing the present value of investments in solar thermal plants with alternative financing methods is presented in this guidebook. General types of financing arrangements that may be desirable for an individual can be chosen based on an assessment of his goals in investing in solar thermal systems and knowledge of the individual's tax situation. Once general financing arrangements have been selected, a screening analysis can quickly determine if the solar investment is worthy of detailed study.

    This paper examines ten single family residences in the Delaware Valley area which include passive solar design features. The study identifies successful and failed solar features of the houses, evaluates solar performance of a few houses, and examines occupants satisfaction with their houses. The study described in this paper includes the following: description of the overall passive solar design and listing of solar features used in each house, survey of each house in its present condition documenting changes to the original design (if any), summary of occupant questionnaire and interviews of house owners regarding their evaluation of house performance. Owners in this study retained positive attitude to their homes in spite of the problems with some solar features. Modifications to the solar features have been significant, but in no case was the solar aspect abandoned.

States and local governments can use PACE bonds to help property owners finance EE and RE projects. This factsheet outlines the benefits of PACE programs and describes how they can be designed, implemented, and funded.     Getting an energy project financed should be a shared effort between the ESCO and the customer, but the perspectives are different. It is the ESCO`s responsibility to put together a bankable project. The ESCO typically arranges the financing. Its reputation and history often add surety, which offers financiers added confidence. The customer usually incurs the debt and needs to know the financing options available. This article first addresses what constitutes a bankable project from the ESCO perspective. Then, the types of financing available to owners are explored. ESCOs, who have been in this business for a few years, remember knocking on the financial doors until their knuckles were bloody. Today, the financiers knock on the ESCO doors...if, and it`s a big IF, ESCOs can put together bankable projects.

    Knowledge of the circulation of estuaries and adjacent shelf waters has relied on hydrographic measurements, moorings, and local wind observations usually removed from the region of interest. Although these observations are certainly sufficient to identify major characteristics, they lack both spatial resolution and temporal coverage. High resolution synoptic observations are required to identify important coastal processes at smaller scales. Long observation periods are needed to properly sample low-frequency processes that may also be important. The introduction of high-frequency (HF) radar measurements and regional wind models for coastal studies is changing this situation. Here we analyze synoptic, high-resolution surface winds and currents in the Delaware Bay mouth over an eight-month period (October 2007 through May 2008). The surface currents were measured by two high-frequency radars while the surface winds were extracted from a data-assimilating regional wind model. To illustrate the utility of these monitoring tools we focus on two 45-day periods which previously were shown to present contrasting pictures of the circulation. One, the low-outflow period is from 1 October through 14 November 2007; the other is the high-outflow period from 3 March through 16 April 2008. The large-scale characteristics noted by previous workers are clearly corroborated. Specifically the M2 tide dominates the surface currents, and the Delaware Bay outflow plume is clearly evident in the low frequency currents. Several new aspects of the surface circulation were also identified. These include a map of the spatial variability of the M2 tide (validating an earlier model study), persistent low-frequency cross-mouth flow, and a rapid response of the surface currents to a changing wind field. However, strong wind episodes did not persist long enough to set up a sustained Ekman response.

    We demonstrate a new method for joining patterned thermoplastic parts into layered structures. The method takes advantage of case-II permeant diffusion to generate dimensionally controlled, activated bonding layers at the surfaces being joined. It is capable of producing bonds characterized by cohesive failure while preserving the fidelity of patterned features in the bonding surfaces. This approach is uniquely suited to production of microfluidic multilayer structures, as it allows the bond-forming interface between plastic parts to be precisely manipulated at micrometer length scales. The bond enhancing procedure is easily integrated in standard process flows and requires no specialized equipment.

    Ge/Si and other nonsilicon film heterostructures are formed by hydrogen-induced exfoliation of the Ge film which is wafer bonded to a cheaper substrate, such as Si. A thin, single-crystal layer of Ge is transferred to Si substrate. The bond at the interface of the Ge/Si heterostructures is covalent to ensure good thermal contact, mechanical strength, and to enable the formation of an ohmic contact between the Si substrate and Ge layers. To accomplish this type of bond, hydrophobic wafer bonding is used, because as the invention demonstrates the hydrogen-surface-terminating species that facilitate van der Waals bonding evolves at temperatures above 600.degree. C. into covalent bonding in hydrophobically bound Ge/Si layer transferred systems.

    Internal units within the Columbus Limestone (Early Devonian Emsian [Schoharie] to Middle Devonian Eifelian [late Onesquethawan]) and the Delaware Formation (Middle Devonian early Givetian [Cazenovian]) of central Ohio are separated by disconformities of the magnitude of paracontinuities. Stauffer (1909) divided the Columbus Limestone into zones A--H and the Delaware Formation into zones I--M. Within the Columbus, the A Zone (conglomerate at the base of Bellepoint Member) disconformably overlies Late Silurian beds. The D zone at top of the Bellepoint Member (bearing the Kawkawlin Metabentonite horizon) is overlain paracontinuously by the Marblehead Member (Lower Paraspirifer acuminatus-Spirifer macrothyris to Brevispirifer gregarius-Moellerina greenei zones [= E--G zones]), with the Onondagan Indian Nation Metabentonite in the top of the G Zone. The Marblehead Member is overlain paracontinuously by a bone bed at base of the Venice Member (H zone = Upper Paraspirifer acuminatus- Spirifer duodenarius'' Zone). I Zone (Dublin Shale=Marcellus) of the Delaware Formation overlies the Columbus and has two bone beds at its base; Tioga Metabentonite (restricted) overlies the I Zone bone beds and is a few tenths to 1.85 feet above the base of the I Zone. Paracontinuities and bone beds occur at the bases of J, K, and L zones. Conkin and Conkin (1975) have shown Stauffer's (1909) M Zone is an extension of his L Zone. The Olentangy paracontinuously overlies the L Zone.

The speakers will review the state-of-the-art of high performance computing in the financial sector, and provide insight into how different types of Grid computing ? from local clusters to global networks - are being applied to financial applications. They will also describe the use of software and techniques from physics, such as Monte Carlo simulations, in the financial world. There will be four talks of 20min each. The talk abstracts and speaker bios are listed below. This will be followed by a Q&A; panel session with the speakers. From 19:00 onwards there will be a networking cocktail for audience and speakers. This is an EGEE / CERN openlab event organized in collaboration with the regional business network rezonance.ch. A webcast of the event will be made available for subsequent viewing, along with powerpoint material presented by the speakers. Attendance is free and open to all. Registration is mandatory via www.rezonance.ch, including for CERN staff. 1. Overview of High Performance Computing in the Financial Industry Michael Yoo, Managing Director, Head of the Technical Council, UBS Presentation will describe the key business challenges driving the need for HPC solutions, describe the means in which those challenges are being addressed within UBS (such as GRID) as well as the limitations of some of these solutions, and assess some of the newer HPC technologies which may also play a role in the Financial Industry in the future. Finally, in 1998 he formally returned to UBS in Stamford following the merger with SBC and has remained with UBS for the past 9 years.     Aerogels, porous silica glasses with ultra-fine cell size (30nm), are made by a solution gelation (sol-gel) process. The resulting gel is critical point dried to densities from 0.15--0.60 g/cc. This material is machinable, homogeneous, transparent, coatable and bondable. To bond aerogel an adhesive should have long cure time, no attack on the aerogel structure, and high strength. Several epoxies and urethanes were examined to determine if they satisfied these conditions. Bond strengths above 13 psi were found with double bubble and DP-110 epoxies and XI-208/ODA-1000 and Castall U-2630 urethanes. Hardman Kalex Tough Stuff'' A-85 hardness urethane gave 18 psi bond strength. Hardman A-85, Tuff-Stuff'' was selected for further evaluation because it produced bond strengths comparable to the adherend cohesive strength. 5 refs., 2 figs.

These properties are brought about by the hydrogen bonded environment particularly evident in liquid water. Each liquid water molecule is involved in about four hydrogen bonds with strengths considerably less than covalent bonds but considerably greater than the natural thermal energy. These hydrogen bonds are roughly tetrahedrally arranged such that when strongly formed the local clustering expands, decreasing the density. Such low density structuring naturally occurs at low and supercooled temperatures and gives rise to many physical and chemical properties that evidence the particular uniqueness of liquid water. If aqueous hydrogen bonds were actually somewhat stronger then water would behave similar to a glass, whereas if they were weaker then water would be a gas and only exist as a liquid at sub-zero temperatures. The overall conclusion of this investigation is that water's hydrogen bond strength is poised centrally within a narrow window of its suitability for life.

In order to do this, the one dimensional free non-relativistic particle and its symmetries are revisited. To get the Black-Scholes equation symmetries, the particle mass is identified as the inverse of square of the volatility. Furthermore, using financial variables, a Schr\\"odinger algebra representation is constructed.

    This report examines the economic impacts (including job creation) from the Boulder County, Colorado, ClimateSmart Loan Program (CSLP), an example of Property-Assessed Clean Energy (PACE) financing. The CSLP was the first test of PACE financing on a multi-jurisdictional level (involving individual cities as well as the county government). It was also the first PACE program to comprehensively address energy efficiency measures and renewable energy, and it was the first funded by a public offering of both taxable and tax-exempt bonds.

    The Nash Draw Brushy Canyon Pool in Eddy County, New Mexico is a field demonstration site in the Department of Energy Class III program. The basic problem at the Nash Draw Pool is the low recovery typically observed in similar Delaware fields. By comparing a control area using standard infill drilling techniques to a pilot area developed using advanced reservoir characterization methods, the goal of the project is to demonstrate that advanced technology can significantly improve oil recovery. During the first year of the project, four new producing wells were drilled, serving as data acquisition wells. Vertical seismic profiles and a 3-D seismic survey were acquired to assist in interwell correlations and facies prediction. Limited surface access at the Nash Draw Pool, caused by proximity of underground potash mining and surface playa lakes, limits development with conventional drilling. Combinations of vertical and horizontal wells combined with selective completions are being evaluated to optimize production performance. Based on the production response of similar Delaware fields, pressure maintenance is a likely requirement at the Nash Draw Pool. A detailed reservoir model of pilot area was developed, and enhanced recovery options, including waterflooding, lean gas, and carbon dioxide injection, are being evaluated.

    A power law regression equation, = 1.46(/r)-0.19, connecting the average experimental bond lengths, , with the average accumulation of the electron density at the bond critical point, , between bonded metal M and oxygen atoms, determined at ambient conditions for oxide crystals, where r is the row number of the M atom, is similar to the regression equation R(M-O) = 1.39(?(rc)/r)-0.21 determined for three perovskite crystals for pressures as high as 80 GPa. The two equations are also comparable with those, = 1.43(/r)-0.21, determined for a large number of oxide crystals at ambient conditions and = 1.39(/r)-0.22, determined for geometry optimized hydroxyacid molecules, that connect the bond lengths to the average Pauling electrostatic bond strength, , for the M-O bonded interactions. On the basis of the correspondence between the two sets of equations connecting ?(rc) and the Pauling bond strength s with bond length, it appears that Pauling’s simple definition of bond strength closely mimics the accumulation of the electron density between bonded pairs of atoms. The similarity of the expressions for the crystals and molecules is compelling evidence that the M-O bonded interactions for the crystals and molecules 2 containing the same bonded interactions are comparable. Similar expressions, connecting bond lengths and bond strength, have also been found to hold for fluoride, nitride and sulfide molecules and crystals. The Brown-Shannon bond valence, ?, power law expression ? = [R1/(R(M-O)]N that has found wide use in crystal chemistry, is shown to be connected to a more universal expression determined for oxides and the perovskites, = r[(1.41)/]4.76, demonstrating that the bond valence for a bonded interaction is likewise closely connected to the accumulation of the electron density between the bonded atoms. Unlike the Brown-Shannon expression, it is universal in that it holds for the M-O bonded interactions for a relatively wide range of M atoms of the periodic table. The power law equation determined for the oxide crystals at ambient conditions is similar to the power law expression = r[1.46/]5.26 determined for the perovskites at pressures as high as 80 GPa, indicating that the intrinsic connection between R(M-O) and ?(rc) that holds at ambient conditions also holds, to a first approximation, at high pressures.

    This document is the Final Report of the Solar Energy System located at the Wilmington, Swim School, New Castle, Delaware. This active solar system is composed of 2,700 square feet of Revere liquid flat plate collectors piped to a 2,800 gallon concrete storage tank located below ground near the building. A micro-computer based control system selects the optimal applications of the stored energy among space, domestic water and pool alternatives. The controlled logic is planned for serving the heat loads in the following order: space heat-new addition, domestic water-entire facility, and pool heating-entire facility. A modified trombe wall passive operation the active system will bypass the areas being served passively. The system was designed for a 40 percent heating and a 30 percent hot water solar contribution.

    In this work, the quantum confinement effect is proposed as the cause of the displacement of the vibrational spectrum of molecular groups that involve hydrogen bonds. In this approach the hydrogen bond imposes a space barrier to hydrogen and constrains its oscillatory motion. We studied the vibrational transitions through the Morse potential, for the NH and OH molecular groups inside macromolecules in situation of confinement (when hydrogen bonding is formed) and non-confinement (when there is no hydrogen bonding). The energies were obtained through the variational method with the trial wave functions obtained from Supersymmetric Quantum Mechanics (SQM) formalism. The results indicate that it is possible to distinguish the emission peaks related to the existence of the hydrogen bonds. These analytical results were satisfactorily compared with experimental results obtained from infrared spectroscopy.

    This report documents the recommendations of a working group commissioned by the Federal Energy Management Program (FEMP) in 2002 to identify ways to reduce financing costs in federal energy savings performance contract (ESPC) projects. The working group is part of continuing efforts launched by FEMP since the award of the Department of Energy's (DOE's) Super ESPCs in 1998 and 1999 to ensure that practical, flexible, and cost-effective alternative financing for energy-efficiency improvements is available to all federal agencies. During FY 2002-2004, the working group pursued extensive fact finding, consulted with government and private-sector finance experts, and analyzed data from federal and local government ESPC programs. The working group observed that both competition and transparency were lacking in federal ESPCs. The working group also found that the government often falls short of full compliance with certain provisions of the final rule that codifies the federal ESPC authority into regulation (10 CFR 436), which speak to due diligence in determining fair and reasonable pricing. Based on these findings, the working group formulated their short-term recommendations of actions that agencies can take immediately to reduce ESPC financing costs. The working group recommended requiring competitive solicitation of offers from prospective financiers of ESPC projects, standardization of processes to keep the playing field level and reduce energy service companies (ESCOs) project development costs, and assuring transparency by specifying that the government will see and review all bids. The reforms are intended to enable the government to determine quickly and reliably whether the portion of price related to financing is fair and reasonable and to provide auditable records of the transaction. The working group's recommendations were incorporated into modifications to the Super ESPCs and requirements to be included in the Super ESPC delivery order request for proposal (DO RFP), which is used to tailor delivery orders to the particular needs of the ordering agency and becomes a part of the contract. The financing reforms are summarized.

    The first microbial-enhanced waterflood field project was initiated in October of 1986. The site selected for the project is in the Mink Unit of Delaware-Childers field in Nowata County, Oklahoma. The pilot area consists of four adjacent inverted five-spot patterns drilled on 5-acre spacing. There are 21 injection and 15 production wells on this pilot. Four of the 21 injection wells were treated with microbial formulation. Laboratory screening criteria were developed to evaluate microorganisms for this project. Several different microbial formulations were tested. Injectivity and microbial field survivability tests were conducted during the baseline period on two off-pattern wells, and a chemical tracer, fluorescein, was injected into the four injection wells during the baseline period. Methodologies for field applications of microorganisms in ongoing waterfloods were developed as a result of this project. Results from the field pilot showed that microorganisms could be injected into an ongoing waterflood without causing any problems in injectivity. Microbial treatment did improve oil production rate, and water/oil ratios for producing wells nearest the microbially treated injection wells continue to be more favorable than baseline values. 23 refs., 30 figs., 28 tabs.

    A detailed description is given of the laws and programs of the State of Delaware governing the regulation of public energy utilities, the siting of energy generating and transmission facilities, the municipal franchising of public energy utilities, and the prescription of rates to be charged by utilities including attendant problems of cost allocations, rate base and operating expense determinations, and rate of return allowances. These laws and programs are analyzed to identify impediments which they may present to the implementation of Integrated Community Energy Systems (ICES). This report is one of fifty-one separate volumes which describe such regulatory programs at the Federal level and in each state as background to the report entitled Community Energy Systems and the Law of Public Utilities - Volume One: An Overview. This report also contains a summary of a strategy described in Volume One - An Overview for overcoming these impediments by working within the existing regulatory framework and by making changes in the regulatory programs to enhance the likelihood of ICES implementation.

F., each filler plate being arranged between a pair of said second side pieces and the cladding plates of two adjacent fuel units, the filler plates having the same thickness as the second side pieces; the method further comprising enclosing the entire assembly in an envelope; evacuating the interior of the entire assembly through said envelope; applying inert gas under a pressure of about 10,000 psi to the outside of said envelope while at the same time heating the assembly to a temperature above the flow point of the cladding metal but below the melting point of any material of the assembly, whereby the envelope is pressed against the assembly and integral bonds are formed between plates, sheets, first side pieces, and end pieces and between the sheets and the second side pieces; slowly cooling the assembly to room temperature; removing the envelope; and dissolving the filler plates without attacking the cladding metal.

    The objective of this Class 3 project was to demonstrate that detailed reservoir characterization of slope and basin clastic reservoirs in sandstones of the Delaware Mountain Group in the Delaware Basin of West Texas and New Mexico is a cost effective way to recover a higher percentage of the original oil in place through strategic placement of infill wells and geologically based field development. Phase 1 of the project, reservoir characterization, was completed this year, and Phase 2 began. The project is focused on East Ford field, a representative Delaware Mountain Group field that produces from the upper Bell Canyon Formation (Ramsey sandstone). The field, discovered in 1960, is operated by Oral Petco, Inc., as the East Ford unit. A CO{sub 2} flood is being conducted in the unit, and this flood is the Phase 2 demonstration for the project.

    Effective August 1983, the U.S. Coast Guard authorized coal transfer between vessels moored in Anchorage Area A, off Big Stone Beach in lower Delaware Bay. Two general methods may be used to transfer coal from shallow-draft barges to deep-draft colliers: auger or conveyor-belt operation and clamshell operation. Although dust emission is inherent in coal transfer, best available data from similar situations indicate dust emission can vary from 0.168 pounds per ton for clamshell to 0.0024 pounds per ton for auger/conveyor transfer. Air quality and bottom water deterioration are the major potential environmental impacts.

    Insight Homes constructed two houses in Rehoboth Beach, Delaware, with identical floor plans and thermal envelopes but different heating and domestic hot water (DHW) systems. Each house is 1,715-ft2 with a single story, three bedrooms, two bathrooms, and the heating, ventilation, and air conditioning (HVAC) systems and ductwork located in conditioned crawlspaces. The standard house, which the builder offers as its standard production house, uses an air source heat pump (ASHP) with supplemental propane furnace heating. The Building America test house uses the same ASHP unit with supplemental heat provided by the DHW heater (a combined DHW and hydronic heating system, where the hydronic heating element is in the air handler). Both houses were occupied during the test period. Results indicate that efficiency of the two heating systems was not significantly different. Three issues dominate these results; lower system design performance resulting from the indoor refrigerant coil selected for the standard house, an incorrectly functioning defrost cycle in the standard house, and the low resolution of the natural gas monitoring equipment. The thermal comfort of both houses fell outside the ASHRAE Standard 55 heating range but was within the ACCA room-to-room temperature range when compared to the thermostat temperature. The monitored DHW draw schedules were input into EnergyPlus to evaluate the efficiency of the tankless hot water heater model using the two monitored profiles and the Building America House Simulation Protocols. The results indicate that the simulation is not significantly impacted by the draw profiles.

    Ceramics are joined to themselves or to metals using a transient liquid phase method employing three layers, one of which is a refractory metal, ceramic or alloy. The refractory layer is placed between two metal layers, each of which has a lower melting point than the refractory layer. The three layers are pressed between the two articles to be bonded to form an assembly. The assembly is heated to a bonding temperature at which the refractory layer remains solid, but the two metal layers melt to form a liquid. The refractory layer reacts with the surrounding liquid and a single solid bonding layer is eventually formed. The layers may be designed to react completely with each other and form refractory intermetallic bonding layers. Impurities incorporated into the refractory metal may react with the metal layers to form refractory compounds. Another method for joining ceramic articles employs a ceramic interlayer sandwiched between two metal layers. In alternative embodiments, the metal layers may include sublayers. A method is also provided for joining two ceramic articles using a single interlayer. An alternate bonding method provides a refractory-metal oxide interlayer placed adjacent to a strong oxide former. Aluminum or aluminum alloys are joined together using metal interlayers.

    The axiomatic theory of ideally glassy networks, which has proved effective in describing phase diagrams and properties of chalcogenide and oxide glasses and their foreign interfaces, is broadened here to include intermolecular interactions in hydrogen-bonded polyalcohols such as glycerol, monosaccharides (glucose), and the optimal bioprotective hydrogen-bonded disaccharide networks formed from trehalose. The methods of Lagrangian mechanics and Maxwellian scaffolds are useful at the molecular level when bonding hierarchies are characterized by constraint counting similar to the chemical methods used by Huckel and Pauling. Whereas Newtonian molecular dynamical methods are useful for simulating large-scale interactions for times of order 10 ps, constraint counting describes network properties on glassy (almost equilibrated) time scales, which may be of cosmological order for oxide glasses, or years for trehalose. The ideally glassy network of trehalose may consist of extensible tandem sandwich arrays.
