The belt pack contains a signal processor, batteries, a multichannel analyzer, a logic circuit, and an alarm.     A personal annunciation device (PAD) providing, in an area of interest, compensatory annunciation of the presence of an abnormal condition in a hazardous area and accountability of the user of the PAD. Compensatory annunciation supplements primary annunciation provided by an emergency notification system (ENS). A detection system detects an abnormal condition, and a wireless transmission system transmits a wireless transmission to the PAD. The PAD has a housing enclosing the components of the PAD including a communication module for receiving the wireless transmission, a power supply, processor, memory, annunciation system, and RFID module. The RFID module has an RFID receiver that listens for an RFID transmission from an RFID reader disposed in a portal of an area of interest. The PAD identifies the transmission and changes its operating state based on the transmission. The RFID readers recognize, record, and transmit the state of the PAD to a base station providing accountability of the wearer.

    A personal radiation monitor of the chirper type is provided for detecting ionizing radiation. A battery powered high voltage power supply is used to generate and apply a high voltage bias to a G-M tube radiation sensor. The high voltage is monitored by a low-loss sensing network which generates a feedback signal to control the high voltage power supply such that the high voltage bias is recharged to +500 VDC when the current pulses of the sensor, generated by the detection of ionizing radiation events, discharges the high voltage bias to +450 VDC. During the high voltage recharge period an audio transducer is activated to produce an audible "chirp". The rate of the "chirps" is controlled by the rate at which the high voltage bias is recharged, which is proportional to the radiation field intensity to which the sensor is exposed. The chirp rate sensitivity is set to be approximately 1.5 (chirps/min/MR/hr.). The G-M tube sensor is used in a current sensing mode so that the device does not paralyze in a high radiation field.

    The Geothermal Energy Association (GEA) is ofteh asked about the socioeconomic and employment impact of the industry. Since available literature dealing with employment involved in the geothermal sector appeared relatively outdated, unduly focused on certain activities of the industry (e.g. operation and maintenance of geothermal power plants) or poorly reliable, GEA, in consultation with the DOE, decided to conduct a new employment survey to provide better answers to these questions. The main objective of this survey is to assess and characterize the current workforce involved in geothermal activities in the US. Several initiatives have therefore been undertaken to reach as many organizations involved in geothermal activities as possible and assess their current workforce. The first section of this document describes the methodology used to contact the companies involved in the geothermal sector. The second section presents the survey results and analyzes them. This analysis includes two major parts. The first part analyzes the survey responses, presents employment numbers that were captured and describes the major characteristics of the industry that have been identified. The second part of the analysis estimates the number of workers involved in companies that are active in the geothermal business but did not respond to the survey or could not be reached. Preliminary conclusions and the study limits and restrictions are then presented. The third section addresses the potential employment impact related to manufacturing and construction of new geothermal power facilities. Indirect and induced economic impacts related with such investment are also investigated.

    The present invention provides novel block copolymers as structural supplements for injectible bodily prosthetics employed in medical or cosmetic procedures. The invention also includes the use of such block copolymers as nucleus pulposus replacement materials for the treatment of degenerative disc disorders and spinal injuries. The copolymers are constructed by polymerization of a tertiary amine methacrylate with either a (poly(ethylene oxide)-b-poly(propylene oxide)-b-poly(ethylene oxide) polymer, such as the commercially available Pluronic.RTM. polymers, or a poly(ethylene glycol) methyl ether polymer.

    Molecular laser isotope separation (MLIS) techniques using condensation repression (CR) harvesting are reviewed and compared with atomic vapor laser isotope separation (AVLIS), gaseous diffusion (DIF), ultracentrifuges (UCF), and electromagnetic separations (EMS). Two different CR-MLIS or CRISLA (Condensation Repression Isotope Separation by Laser Activation) approaches have been under investigation at the University of Missouri (MU), one involving supersonic super-cooled free jets and dimer formation, and the other subsonic cold-wall condensation. Both employ mixtures of an isotopomer (e.g. {sup i}QF{sub 6}) and a carrier gas, operated at low temperatures and pressures. Present theories of VT relaxation, dimerization, and condensation are found to be unsatisfactory to explain/predict experimental CRISLA results. They were replaced by fundamentally new models that allow ab-initio calculation of isotope enrichments and predictions of condensation parameters for laser-excited and non-excited vapors which are in good agreement with experiment. Because of supersonic speeds, throughputs for free-jet CRISLA are a thousand times higher than cold-wall CRISLA schemes, and thus preferred for large-quantity Uranium enrichments. For small-quantity separations of (radioactive) medical isotopes, the simpler coldwall CRISLA method may be adequate.

    Many situations call for the use of sensors monitoring physiological and environmental data. In order to use the large amounts of sensor data to affect decision making, we are coupling heterogeneous sensors with small, light-weight processors, other powerful computers, wireless communications, and embedded intelligent software. The result is an adaptive awareness and warning tool, which provides both situation awareness and personal awareness to individuals and teams. Central to this tool is a sensor-independent architecture, which combines both software agents and a reusable core software framework that manages the available hardware resources and provides services to the agents. Agents can recognize cues from the data, warn humans about situations, and act as decision-making aids. Within the agents, self-organizing maps (SOMs) are used to process physiological data in order to provide personal awareness. We have employed a novel clustering algorithm to train the SOM to discern individual body states and activities. This awareness tool has broad applicability to emergency teams, military squads, military medics, individual exercise and fitness monitoring, health monitoring for sick and elderly persons, and environmental monitoring in public places. This report discusses our hardware decisions, software framework, and a pilot awareness tool, which has been developed at Sandia National Laboratories.

    Annual U.S. coal production rose by nearly 17 percent in the years following the oil crisis of 1973. This increase induced slight gains in population in the Nation's 289 coal counties but greater gains in employment--both in coal mining and in other industries. Coal counties in the West increased production and employment more than those in the Interior and East. Increased coal mining caused employment to expand in secondary industries (contract construction, transportation, finance), but had little effect on agriculture (employment down) and manufacturing (employment up slightly).

    This report provides a framework which energy planners can use to readily estimate the size and timing of the population and employment changes associated with energy development. The direct employment requirements for eight different technologies are listed. This direct employment requirement can be combined with the set of employment multipliers and other information provided to obtain practical estimates of the employment and population impacts of new energy development. Some explanation is given for the variation of the multipliers among counties in the same region. A description is presented of a demographic model for deriving the annual population changes that can be expected as a result of in-migrating workers and their families. Several hypothetical examples of the procedure for making the calculations are discussed as practical exercises in using the multipliers. The necessary data are provided for obtaining estimates of population and employment changes in any county in the US.

The survey was designed to update the statistics obtained in the 1979 survey of Wyoming's coal mines. Specifically, data were collected to: (1) estimate the number of workers in selected occupational categories; (2) determine the average straight-time hourly wage in each occupational category; (3) determine the number of workers covered by a collective bargaining agreement in each occupational category; (4) review the employer contributions to employee fringe benefit programs; (5) establish bench mark data for Wyoming's underground coal mines.

    The Pacific Northwest Laboratory (PNL) evaluated several power resource alternatives under consideration by the Bonneville Power Administration in its Resource Program Environmental Impact Statement (RPEIS). The purpose of this evaluation was to determine the potential impacts of each alternative in terms of land use and employment. We reviewed the literature that describes land-use and employment impacts to derive estimates of each type of effect. These estimates were scaled to a per-megawatt basis for use as multipliers in the RPEIS analysis. Multipliers for employment were taken from the literature and developed from power plant capital cost estimates. Land-use multipliers were taken from the literature or estimated from existing plants. In this report we compared information sources and estimates to develop the most applicable multipliers. Employment levels required (in terms of employee years per MW of plant capacity) for the construction and operation phases of each energy-generating resource alternative analyzed are shown.     Wood cribs are used extensively by the mining industry to stabilize mine openings. While the cost per crib is relatively low, their extensive use can result in annual mine costs of over $1 million. In an effort to improve the utilization of these supports and to reduce ground control hazards, the US Bureau of Mines has developed engineering methods to assist mine operators in wood-crib design and employment. Design and employment criteria are established based on the strength, stiffness, and stability of the crib structure in relation to the load conditions imposed by the mine environment. Models have been developed based on full-scale tests in the USBM's Mine Roof Simulator that compute the capacity of wood cribs of various configurations and material constructions as a function of displacement of the crib structure due to roof-and-floor convergence. These models permit the comparison of the loading characteristics and cost of employment of different crib designs, and in conjunction with roof behavior models, provide a means to determine the optimum design and employment strategy. In eastern coal mines, wood cribs generally are constructed from hardwood timbers, while softwood timbers generally are used in western coal mines. 11 refs., 27 figs., 2 tabs.

    The efficiency of the internal combustion engine might be enhanced by employing spinning gas. A gas spinning at near sonic velocities has an effectively higher heat capacity, which allows practical fuel cycles, which are far from the Carnot efficiency, to approach more closely the Carnot efficiency. A gain in fuel efficiency of several percent is shown to be theoretically possible for the Otto and Diesel cycles. The use of a flywheel, in principle, could produce even greater increases in the efficiency.

    The essence of this project was for diamond films to be deposited on cold cathodes to improve their emission properties. Films with varying morphology, composition, and size of the crystals were deposited and the emission properties of the cathodes that utilize such films were studied. The prototype cathodes fabricated by the methods developed during Phase I were tested and evaluated in an actual high-power RF device during Phase II. These high-power tests used the novel active RF pulse compression system and the X-band magnicon test facility at US Naval Research Laboratory. In earlier tests, plasma switches were employed, while tests under this project utilized electron-beam switching. The intense electron beams required in the switches were supplied from cold cathodes embodying diamond films with varying morphology, including uncoated molybdenum cathodes in the preliminary tests. Tests with uncoated molybdenum cathodes produced compressed X-band RF pulses with a peak power of 91 MW, and a maximum power gain of 16.5:1. Tests were also carried out with switches employing diamond coated cathodes. The pulse compressor was based on use of switches employing electron beam triggering to effect mode conversion. In experimental tests, the compressor produced 165 MW in a ~ 20 ns pulse at ~18× power gain and ~ 140 MW at ~ 16× power gain in a 16 ns pulse with a ~ 7 ns flat-top. In these tests, molybdenum blade cathodes with thin diamond coatings demonstrated good reproducible emission uniformity with a 100 kV, 100 ns high voltage pulse. The new compressor does not have the limitations of earlier types of active pulse compressors and can operate at significantly higher electric fields without breakdown.

During our field work, we reviewed 600 I-9 Forms from 21 subcontractors to verify whether Site subcontractors were using the I-9 Forms; and if the forms were accurate and complete. We also conducted a judgmental sample of individuals who accessed the Site during a six-month period to determine if there were any documentation anomalies.

    In this paper we propose a comparative assessment of fast breeder reactor core concepts employing Pb, Pb- Mg and Pb-{sup 7}Li as primary coolants and oxide and nitride fuels. Starting from a common reference core to make the comparison relevant, each coolant candidate is associated to an optimized design that takes into account its specific physical properties. For each core, we perform a neutronic analysis and an assessment of its safety potential. In comparison with the case of Pb, the use of Pb-Mg and Pb-{sup 7}Li increases the void reactivity effect. On the other hand, the breeding gain also increases, and the Doppler effect is enhanced, leading to a favorable behaviour concerning safety. (author)

    Mining employment projections for 15 coal-producing regions in the US indicate that substantial regional reallocation of employment will occur over the time frame considered. The East and Midwest are expected to be net losers of employment, while a major portion of the Appalachian coal region and the West will show considerable growth. Further analysis to separate the percentage of change in employment into the components of change show major dislocations in the coal-mining industry. Historically, mining employment response to such dislocation has been sluggish. If major migration of mining employment does not take place, there will be significant unemployment in the East and Midwest. 2 figures, 5 tables.

    The present invention is directed to an improved electrochemical energy storage device. The electrochemical energy storage device includes a number of solid-state, thin-film electrochemical cells which are selectively interconnected in series or parallel through use of an integrated interconnect board. The interconnect board is typically disposed within a sealed housing which also houses the electrochemical cells, and includes a first contact and a second contact respectively coupled to first and second power terminals of the energy storage device. The interconnect board advantageously provides for selective series or parallel connectivity with the electrochemical cells, irrespective of electrochemical cell position within the housing. In one embodiment, a sheet of conductive material is processed by employing a known milling, stamping, or chemical etching technique to include a connection pattern which provides for flexible and selective interconnecting of individual electrochemical cells within the housing, which may be a hermetically sealed housing. Fuses and various electrical and electro-mechanical devices, such as bypass, equalization, and communication devices for example, may also be mounted to the interconnect board and selectively connected to the electrochemical cells.

    The development of a small size Stirling engine as low power system for auxiliary employments aboard sailing boats or caravan still appears interesting. In previous papers the author presented the design, the prototype construction and the experimental tests of a monocylinder P-type configuration with the regenerator and part of the heat exchangers set on the displacer; the heat was irradiated by the head and it was removed by the water circulating through the rod of the displacer and around the cylinder. Considerable reductions in dead volume and global dimensions were obtained. At the same time, however, the weight of the heat exchanger regenerator displacer, mainly due to the cooler, kept the speed of revolution from increasing, with consequent limitation of specific power value; furthermore thermal insulation between hot and cold ends and displacer rod seals proved to be critical features as far as reliability is concerned. A new prototype has been developed adopting {gamma}-type configuration with stationary heat exchangers and with the displacer connecting rod linked to the crankshaft by means of an epicyclic train able to make its movement linear thus eliminating rod seal side loadings. The paper deals with the criteria followed with the design and the prototype construction; the adopted technical solutions are shown and discussed.

    Methods and compositions for staining based upon nucleic acid sequence that employ nucleic acid probes are provided. Said methods produce staining patterns that can be tailored for specific cytogenetic analyses. Said probes are appropriate for in situ hybridization and stain both interphase and metaphase chromosomal material with reliable signals. The nucleic acid probes are typically of a complexity greater than 50 kb, the complexity depending upon the cytogenetic application. Methods are provided to disable the hybridization capacity of shared, high copy repetitive sequences and/or remove such sequences to provide for useful contrast. Still further methods are provided to produce chromosome-specific staining reagents which are made specific to the targeted chromosomal material, which can be one or more whole chromosomes, one or more regions on one or more chromosomes, subsets of chromosomes and/or the entire genome. Probes and test kits are provided for use in tumor cytogenetics, in the detection of disease related loci, in analysis of structural abnormalities, such as translocations, and for biological dosimetry. Further, methods and prenatal test kits are provided to stain targeted chromosomal material of fetal cells, including fetal cells obtained from maternal blood. Still further, the invention provides for automated means to detect and analyse chromosomal abnormalities.

    Preliminary comprehensive analyses of quantitative and qualitative employment effects of selected solar and conventional energy systems are presented. It proposes a framework for analyzing the direct, indirect, induced, displacement, disposable income, and qualitative employment effects of alternative energy systems. The analyses examine current research findings on these effects for a variety of solar and conventional energy sources and compare expected employment impacts. In general, solar energy systems have higher direct and indirect employment requirements than do conventional energy systems. In addition, employment displaced from conventional sources and employment effects due to changes in consumers' disposable income are highly significant variables in net employment comparisons. Analyses of the size and location of projected energy developments suggest that dispersed solar energy systems have a more beneficial impact on host communities than do large conventional facilities, regardless of the relative magnitude of employment per unit of energy output.

    The purpose of this study is to estimate the potential employment and income benefits of the emerging market for gas cooling products. The emphasis here is on exports because that is the major opportunity for the U.S. heating, ventilating, and air-conditioning (HVAC) industry. But domestic markets are also important and considered here because without a significant domestic market, it is unlikely that the plant investments, jobs, and income associated with gas cooling exports would be retained within the United States. The prospects for significant gas cooling exports appear promising for a variety of reasons. There is an expanding need for cooling in the developing world, natural gas is widely available, electric infrastructures are over-stressed in many areas, and the cost of building new gas infrastructure is modest compared to the cost of new electric infrastructure. Global gas cooling competition is currently limited, with Japanese and U.S. companies, and their foreign business partners, the only product sources. U.S. manufacturers of HVAC products are well positioned to compete globally, and are already one of the faster growing goods-exporting sectors of the U.S. economy. Net HVAC exports grew by over 800 percent from 1987 to 1992 and currently exceed $2.6 billion annually (ARI 1994). Net gas cooling job and income creation are estimated using an economic input-output model to compare a reference case to a gas cooling scenario. The reference case reflects current policies, practices, and trends with respect to conventional electric cooling technologies. The gas cooling scenario examines the impact of accelerated use of natural gas cooling technologies here and abroad.

    We introduce orbital specific virtuals (OSVs) to represent the truncated pair-specific virtual space in periodic local Møller-Plesset perturbation theory of second order (LMP2). The OSVs are constructed by diagonalization of the LMP2 amplitude matrices which correspond to diagonal Wannier-function (WF) pairs. Only a subset of these OSVs is adopted for the subsequent OSV-LMP2 calculation, namely, those with largest contribution to the diagonal pair correlation energy and with the accumulated value of these contributions reaching a certain accuracy. The virtual space for a general (non diagonal) pair is spanned by the union of the two OSV sets related to the individual WFs of the pair. In the periodic LMP2 method, the diagonal LMP2 amplitude matrices needed for the construction of the OSVs are calculated in the basis of projected atomic orbitals (PAOs), employing very large PAO domains. It turns out that the OSVs are excellent to describe short range correlation, yet less appropriate for long range van der Waals correlation. In order to compensate for this bias towards short range correlation, we augment the virtual space spanned by the OSVs by the most diffuse PAOs of the corresponding minimal PAO domain. The Fock and overlap matrices in OSV basis are constructed in the reciprocal space. The 4-index electron repulsion integrals are calculated by local density fitting and, for distant pairs, via multipole approximation. New procedures for determining the fit-domains and the distant-pair lists, leading to higher efficiency in the 4-index integral evaluation, have been implemented. Generally, and in contrast to our previous PAO based periodic LMP2 method, the OSV-LMP2 method does not require anymore great care in the specification of the individual domains (to get a balanced description when calculating energy differences) and is in that sense a black box procedure.   10. Design of an ultra low power CMOS pixel sensor for a future neutron personal dosimeter

    Despite a continuously increasing demand, neutron electronic personal dosimeters (EPDs) are still far from being completely established because their development is a very difficult task. A low-noise, ultra low power consumption CMOS pixel sensor for a future neutron personal dosimeter has been implemented in a 0.35 {mu}m CMOS technology. The prototype is composed of a pixel array for detection of charged particles, and the readout electronics is integrated on the same substrate for signal processing. The excess electrons generated by an impinging particle are collected by the pixel array. The charge collection time and the efficiency are the crucial points of a CMOS detector. The 3-D device simulations using the commercially available Synopsys-SENTAURUS package address the detailed charge collection process. Within a time of 1.9 {mu}s, about 59% electrons created by the impact particle are collected in a cluster of 4 x 4 pixels with the pixel pitch of 80 {mu}m. A charge sensitive preamplifier (CSA) and a shaper are employed in the frond-end readout. The tests with electrical signals indicate that our prototype with a total active area of 2.56 x 2.56 mm{sup 2} performs an equivalent noise charge (ENC) of less than 400 e - and 314 {mu}W power consumption, leading to a promising prototype.     The U.S. Department of Energy report, Effects of a Transition to a Hydrogen Economy on Employment in the United States Report to Congress, estimates the effects on employment of a U.S. economy transformation to hydrogen between 2020 and 2050. The report includes study results on employment impacts from hydrogen market expansion in the transportation, stationary, and portable power sectors and highlights possible skill and education needs. This study is in response to Section 1820 of the Energy Policy Act of 2005 (Public Law 109-58) (EPACT). Section 1820, “Overall Employment in a Hydrogen Economy,” requires the Secretary of Energy to carry out a study of the effects of a transition to a hydrogen economy on several employment [types] in the United States. As required by Section 1820, the present report considers: • Replacement effects of new goods and services • International competition • Workforce training requirements • Multiple possible fuel cycles, including usage of raw materials • Rates of market penetration of technologies • Regional variations based on geography • Specific recommendations of the study Both the Administration’s National Energy Policy and the Department’s Strategic Plan call for reducing U.S. reliance on imported oil and reducing greenhouse gas emissions. The National Energy Policy also acknowledges the need to increase energy supplies and use more energy-efficient technologies and practices. President Bush proposed in his January 2003 State of the Union Address to advance research on hydrogen so that it has the potential to play a major role in America’s future energy system. Consistent with these aims, EPACT 2005 authorizes a research, development, and demonstration program for hydrogen and fuel cell technology.     Purpose: To maximize normal tissue sparing for treatments requiring motion encompassing margins. Motion mitigation techniques including DMLC or couch tracking can freeze tumor motion within the treatment aperture potentially allowing for smaller treatment margins and thus better sparing of normal tissue. To enable for a safe application of this concept in the clinic we propose adapting margins dynamically in real-time during radiotherapy delivery based on personalized tumor localization confidence. To demonstrate technical feasibility we present a phantom study. Methods: We utilize a realistic anthropomorphic dynamic thorax phantom with a lung tumor model embedded close to the spine. The tumor, a 3D-printout of a patient's GTV, is moved 15mm peak-to-peak by diaphragm compression and monitored by continuous EPID imaging in real-time. Two treatment apertures are created for each beam, one representing ITV -based and the other GTV-based margin expansion. A soft tissue localization (STiL) algorithm utilizing the continuous EPID images is employed to freeze tumor motion within the treatment aperture by means of DMLC tracking. Depending on a tracking confidence measure (TCM), the treatment aperture is adjusted between the ITV and the GTV leaf. Results: We successfully demonstrate real-time personalized margin adjustment in a phantom study. We measured a system latency of about 250 ms which we compensated by utilizing a respiratory motion prediction algorithm (ridge regression). With prediction in place we observe tracking accuracies better than 1mm. For TCM=0 (as during startup) an ITV-based treatment aperture is chosen, for TCM=1 a GTV-based aperture and for 0

    SEADS 3.0, the Sectoral Energy/Employment Analysis and Data System, is a revision and upgrading of SEADS--PC, a software package designed for the analysis of policy that could be described by modifying final demands of consumer, businesses, or governments (Roop, et al., 1995). If a question can be formulated so that implications can be translated into changes in final demands for goods and services, then SEADS 3.0 provides a quick and easy tool to assess preliminary impacts. And SEADS 3.0 should be considered just that: a quick and easy way to get preliminary results. Often a thorough answer, even to such a simple question as, “What would be the effect on U. S. energy use and employment if the Federal Government doubled R&D expenditures?” requires a more sophisticated analytical framework than the input-output structure embedded in SEADS 3.0. This tool uses a static, input-output model to assess the impacts of changes in final demands on first industry output, then employment and energy use. The employment and energy impacts are derived by multiplying the industry outputs (derived from the changed final demands) by industry-specific energy and employment coefficients. The tool also allows for the specification of regional or state employment impacts, though this option is not available for energy impacts.

    A software package, Sectoral Energy/Employment Analysis and Data System (SEADS-PC), that can translate policy changes into employment and energy impacts is described. The core data for this tool include input-output (I/O) tables for 1977, 1982, 1987, and 2005 in 1982 dollars, and I/O tables for 1987 and 1990 in 1987 dollars. For each of the I/O tables there are corresponding final demand vectors and employment intensities. For a but the 2005 table there are energy intensities as well. The final demands and the intensities can be changed to reflect alternative policies. A final demand vector that reflects a specific policy, for example, can be created, based on an existing final demand vector. This vector can then be premultiplied by the appropriate I/O table to yield industry output, which in turn can be multiplied by energy or employment intensities to yield employment or energy resulting from the policy scenario. These policy results can then be compared with a base case and the differences reported. The report is in four sections. The first section is an introduction. The second section provides the accounting framework for the tool and describes the data provided. The third section serves as a user`s guide to the software, describing the functionality of the program and what results can be expected. The fourth section uses the President`s Climate Change Action Plan (CCAP) as an example policy for which employment impacts can be calculated. The results of the CCAP exercise suggest that this program will result in about 60,000 new jobs (about 115 million additional hours of work) for the year 2000. In the year 2000, the CCAP final demands are greater than the base case final demands by $192.8 million (1990 dollars). The additional jobs are created as a result of both the shifts among final demand categories and a slight increase in economic activity.

    The author recounts his experiences with insertion devices at the Stanford Synchrotron Radiation Laboratory. His first experiences with wigglers occured at the Cambridge Electron Accelerator, and was carried over to SSRL with the proposal for a six pole electromagnetic wiggler. Most modern undulators, and many wigglers are now designed around permanent magnets, and the origin of this transition at SSRL was rather fortuitous and humorous. It reflects some of the personality characteristics of Klaus Halbach.

    The building industry nowadays is facing two major challenges increased concern for energy reduction and growing need for thermal comfort. These challenges have led many researchers to develop Radiant Cooling Systems that show a large potential for energy savings. This study aims to develop a personalized cooling system using the principle of radiant cooling integrated with conventional all-air system to achieve better thermal environment at the workspace. Personalized conditioning aims to create a microclimatic zone around a single workspace. In this way, the energy is deployed only where it is actually needed, and the individual s needs for thermal comfort are fulfilled. To study the effect of air temperature along with air temperature distribution for workspace, air temperature near the vicinity of the occupant has been obtained as a result of Computational Fluid Dynamics (CFD) simulation using FLUENT. The analysis showed that personalized radiant system improves thermal environment near the workspace and allows all-air systems to work at higher thermostat temperature without compromising the thermal comfort, which in turn reduces its energy consumption.

  12. A review of existing models and methods to estimate employment effects of pollution control policies

    The purpose of this paper is to provide information about existing models and methods used to estimate coal mining employment impacts of pollution control policies. The EPA is currently assessing the consequences of various alternative policies to reduce air pollution. One important potential consequence of these policies is that coal mining employment may decline or shift from low-sulfur to high-sulfur coal producing regions. The EPA requires models that can estimate the magnitude and cost of these employment changes at the local level. This paper contains descriptions and evaluations of three models and methods currently used to estimate the size and cost of coal mining employment changes. The first model reviewed is the Coal and Electric Utilities Model (CEUM), a well established, general purpose model that has been used by the EPA and other groups to simulate air pollution control policies. The second model reviewed is the Advanced Utility Simulation Model (AUSM), which was developed for the EPA specifically to analyze the impacts of air pollution control policies. Finally, the methodology used by Arthur D. Little, Inc. to estimate the costs of alternative air pollution control policies for the Consolidated Coal Company is discussed. These descriptions and evaluations are based on information obtained from published reports and from draft documentation of the models provided by the EPA. 12 refs., 1 fig.

    Idaho Cleanup Project Clearance Limits for Personal Property Kevin Konzen*, CH2M-WG Idaho, LLC ; Craig Nesshoefer, Idaho Cleanup Project Abstract: CH2M-WG Idaho, LLC (CWI) had sought alternative surface clearance limits for personal property from those referenced in DOE Order 458.1, which were approved September 2013 by the Department of Energy. Because much of the property would remain within DOE control, implementation was contingent upon receiving an exemption from 10 CFR 835, Surface Contamination Values (pending). CWI requested these changes due to inadequate instrument sensitivity of standard field instruments used across the nuclear industry for the clearance of several listed radionuclides. This included 241Pu, 125I, and 129I listed in the transuranic category; 90Sr, 126I, 131I and 133I listed in the thorium category; and several Hard-To-Detect (HTD) radionuclides listed in the beta-gamma emitter category. Instrument detection capabilities are now required to be justified by DOE Order 458.1, with personal property meeting the measurement objectives specified in MARSAME. MARSAME provides a consistent approach across the industry for determining the instrument MDC for comparison with the clearance limits of personal property. Challenges were discovered with the standard GM pancake probe for achieving the required sensitivity necessary for releasing property with radionuclides listed in the beta-gamma emitter category, and was determined incapable of surveying beta-gamma emitters with total surface clearance limits below this category using standard field scanning techniques. This affected 90Sr and iodine radionuclides listed in the thorium and transuranic categories. Likewise, the transuranic category included all radionuclides meeting the generic definition of a transuranic radionuclide, such as 241Pu. CWI proposed establishing an HTD category with higher clearance limits for all radionuclides with an average beta or electron emission up to 50 keV. CWI also

    The present invention describes a technique for achieving high peak power output in a laser employing single-stage, multi-pass amplification. High gain is achieved by employing a very small "seed" beam diameter in gain medium, and maintaining the small beam diameter for multiple high-gain pre-amplification passes through a pumped gain medium, then leading the beam out of the amplifier cavity, changing the beam diameter and sending it back to the amplifier cavity for additional, high-power amplification passes through the gain medium. In these power amplification passes, the beam diameter in gain medium is increased and carefully matched to the pump laser's beam diameter for high efficiency extraction of energy from the pumped gain medium. A method of "grooming" the beam by means of a far-field spatial filter in the process of changing the beam size within the single-stage amplifier is also described.

    Input-output analyses of energy's contribution to employment growth in Texas during the 1972-82 period suggest that growth in the oil and gas extraction and oil field machinery manufacturing industries accounted for as much as 45% of the increase in total state employment. However, the analysis does not explain a significant portion of the state's growth, particularly in manufacturing. It may not be reasonable to expect the 2% growth of manufacturing to persist. The energy price increases of the 1970s hastened the obsolescence of energy-inefficient plants, providing an enlarged pool of relocation candidates. The fact that many owners of manufacturing facilities chose Texas as a location site suggests that other locational attributes, such as low union activity or a large supply of immigrant labor, also contributed. 9 references, 3 figures, 2 tables.

    The Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) is interested in assessing the potential economic impacts of its portfolio of subprograms on national employment and income. A special purpose version of the IMPLAN input-output model called ImBuild II is used in this study of 20 subprograms of the Weatherization and Intergovernmental Program contained in the EERE final FY 2005 budget request to the Office of Management and Budget on February 2, 2004. Energy savings, investments, and impacts on U.S. national employment and earned income are reported by subprogram for selected years to the year 2030. Energy savings and investments from these subprograms have the potential of creating a total of 228,000 jobs and about $3.1 billion in earned income (2003$) by the year 2030.

A special purpose version of the IMPLAN input-output model allied In Build is used in this study of all 38 BTS programs included in the FY2001 federal budget. Energy savings, investments, and impacts on U.S. national employment and wage income are reported by program for selected years to the year 2030. Energy savings from these programs have the potential of creating a total of nearly 332,000 jobs and about $5.3 billion in wage income (1995$) by the year 2030. Because the required investments to achieve these savings are capital intensive, the net effect after investment is 304,000 jobs and $5.0 billion.
