The Plan states relative to this factor: ``The Department seeks greater alignment of resources with agency priorities and increased diversification of the workforce, including gender, ethnicity, age, and skills. This diversification will bring new thinking and perspectives that heretofore have not had a voice in departmental decision-making.`` This Guide has been developed as a key tool to assist Department of Energy management and administrative staff in achieving Goal 2 of this critical success factor, which is to ``Ensure a diverse and talented workforce.`` There are numerous sources from which to recruit minorities, women and persons with disabilities. Compensatory annunciation supplements primary annunciation provided by an emergency notification system (ENS). A detection system detects an abnormal condition, and a wireless transmission system transmits a wireless transmission to the PAD. The PAD has a housing enclosing the components of the PAD including a communication module for receiving the wireless transmission, a power supply, processor, memory, annunciation system, and RFID module.     A personal radiation monitor of the chirper type is provided for detecting ionizing radiation. A battery powered high voltage power supply is used to generate and apply a high voltage bias to a G-M tube radiation sensor. The high voltage is monitored by a low-loss sensing network which generates a feedback signal to control the high voltage power supply such that the high voltage bias is recharged to +500 VDC when the current pulses of the sensor, generated by the detection of ionizing radiatonevents, discharges the high voltage bias to +450 VDC. During the high voltage recharge period an audio transducer is activated to produce an audible ''chirp''. The rate of the ''chirps'' is controlled by the rate at which the high voltage bias is recharged, which is proportional to the radiation field intensity to which the sensor is exposed. The chirp rate sensitivity is set to be approximately 1.5 (chirps/min/MR/hr.). The G-M tube sensor is used in a current sensing mode so that the device does not paralyze in a high radiation field. 2 figs.

    Molecular laser isotope separation (MLIS) techniques using condensation repression (CR) harvesting are reviewed and compared with atomic vapor laser isotope separation (AVLIS), gaseous diffusion (DIF), ultracentrifuges (UCF), and electromagnetic separations (EMS). Two different CR-MLIS or CRISLA (Condensation Repression Isotope Separation by Laser Activation) approaches have been under investigation at the University of Missouri (MU), one involving supersonic super-cooled free jets and dimer formation, and the other subsonic cold-wall condensation. Both employ mixtures of an isotopomer (e.g. {sup i}QF{sub 6}) and a carrier gas, operated at low temperatures and pressures. Present theories of VT relaxation, dimerization, and condensation are found to be unsatisfactory to explain/predict experimental CRISLA results. They were replaced by fundamentally new models that allow ab-initio calculation of isotope enrichments and predictions of condensation parameters for laser-excited and non-excited vapors which are in good agreement with experiment. Because of supersonic speeds, throughputs for free-jet CRISLA are a thousand times higher than cold-wall CRISLA schemes, and thus preferred for large-quantity Uranium enrichments. For small-quantity separations of (radioactive) medical isotopes, the simpler coldwall CRISLA method may be adequate.

    The Pacific Northwest Laboratory (PNL) evaluated several power resource alternatives under consideration by the Bonneville Power Administration in its Resource Program Environmental Impact Statement (RPEIS). The purpose of this evaluation was to determine the potential impacts of each alternative in terms of land use and employment. We reviewed the literature that describes land-use and employment impacts to derive estimates of each type of effect. These estimates were scaled to a per-megawatt basis for use as multipliers in the RPEIS analysis. Multipliers for employment were taken from the literature and developed from power plant capital cost estimates. Land-use multipliers were taken from the literature or estimated from existing plants. In this report we compared information sources and estimates to develop the most applicable multipliers. Employment levels required (in terms of employee years per MW of plant capacity) for the construction and operation phases of each energy-generating resource alternative analyzed are shown.     The efficiency of the internal combustion engine might be enhanced by employing spinning gas. A gas spinning at near sonic velocities has an effectively higher heat capacity, which allows practical fuel cycles, which are far from the Carnot efficiency, to approach more closely the Carnot efficiency. A gain in fuel efficiency of several percent is shown to be theoretically possible for the Otto and Diesel cycles. The use of a flywheel, in principle, could produce even greater increases in the efficiency.

    One of the key deliverables for the DOE-funded controls research at LBNL for FY04 was the development of a prototype Personal Workspace Control system. The successful development of this system is a critical milestone for the LBNL Lighting Controls Research effort because this system demonstrates how IBECS can add value to today's Task Ambient lighting systems. LBNL has argued that by providing both the occupant and the facilities manager with the ability to precisely control the operation of overhead lighting and all task lighting in a coordinated manner, that task ambient lighting can optimize energy performance and occupant comfort simultaneously [Reference Task Ambient Foundation Document]. The Personal Workspace Control system is the application of IBECS to this important lighting problem. This report discusses the development of the Personal Workspace Control to date including descriptions of the different fixture types that have been converted to IBECS operation and a detailed description of the operation of PWC Scene Controller, which provides the end user with precise control of his task ambient lighting system. The objective, from the Annual Plan, is to demonstrate improvements in efficiency, lighting quality and occupant comfort realized using Personal Workspace Controls (PWC) designed to optimize the delivery of lighting to the individual's workstation regardless of which task-ambient lighting solution is chosen. The PWC will be capable of controlling floor-mounted, desk lamps, furniture-mounted and overhead lighting fixtures from a personal computer and handheld remote. The PWC will use an environmental sensor to automatically monitor illuminance, temperature and occupancy and to appropriately modulate ambient lighting according to daylight availability and to switch off task lighting according to local occupancy. [Adding occupancy control to the system would blunt the historical criticism of occupant-controlled lighting - the tendency of the occupant to leave lights on]. The PWC will be an entirely open networking system in which all manufacturers of task lights, furniture-mounted lighting and ballast manufacturers can participate and have a business position.

  5. High-Current Cold Cathode Employing Diamond and Related Materials

    The essence of this project was for diamond films to be deposited on cold cathodes to improve their emission properties. Films with varying morphology, composition, and size of the crystals were deposited and the emission properties of the cathodes that utilize such films were studied. The prototype cathodes fabricated by the methods developed during Phase I were tested and evaluated in an actual high-power RF device during Phase II. These high-power tests used the novel active RF pulse compression system and the X-band magnicon test facility at US Naval Research Laboratory. In earlier tests, plasma switches were employed, while tests under this project utilized electron-beam switching. The intense electron beams required in the switches were supplied from cold cathodes embodying diamond films with varying morphology, including uncoated molybdenum cathodes in the preliminary tests. Tests with uncoated molybdenum cathodes produced compressed X-band RF pulses with a peak power of 91 MW, and a maximum power gain of 16.5:1. Tests were also carried out with switches employing diamond coated cathodes. The pulse compressor was based on use of switches employing electron beam triggering to effect mode conversion. In experimental tests, the compressor produced 165 MW in a ~ 20 ns pulse at ~18× power gain and ~ 140 MW at ~ 16× power gain in a 16 ns pulse with a ~ 7 ns flat-top. In these tests, molybdenum blade cathodes with thin diamond coatings demonstrated good reproducible emission uniformity with a 100 kV, 100 ns high voltage pulse. The new compressor does not have the limitations of earlier types of active pulse compressors and can operate at significantly higher electric fields without breakdown.

During our field work, we reviewed 600 I-9 Forms from 21 subcontractors to verify whether Site subcontractors were using the I-9 Forms; and if the forms were accurate and complete. We also conducted a judgmental sample of individuals who accessed the Site during a six-month period to determine if there were any documentation anomalies.

    Searching for and making decisions about information is becoming increasingly difficult as the amount of information and number of choices increases. Recommendation systems help users find items of interest of a particular type, such as movies or restaurants, but are still somewhat awkward to use. Our solution is to take advantage of the complementary strengths of personalized recommendation systems and dialogue systems, creating personalized aides. We present a system -- the Adaptive Place Advisor -- that treats item selection as an interactive, conversational process, with the program inquiring about item attributes and the user responding. Individual, long-term user preferences are unobtrusively obtained in the course of normal recommendation dialogues and used to direct future conversations with the same user. In this paper is analyzed the prototyping of a faceted semantic search for personalized social search using the "joint meaning" in a community environment. User researches in a "collaborative" environment defined by folksonomies can be supported by the most common features on the faceted semantic search. A solution for the context-aware personalized search is based on "joint meaning" understood as a joint construal of the creators of the contents and the user of the contents using the faced taxonomy with the Semantic Web. A proof-of concept prototype shows how the proposed methodological approach can also be applied to existing presentation components, built with different languages and/or component technologies.

    The explosive growth of the information age has had a profound effect on the appearance of today`s office. Although the telephone still remains an important part of the information exchange and processing system within an office, other electronic devices are now considered required equipment within this environment. This office automation equipment includes facsimile machines, photocopiers, personal computers, printers, modems, and other peripherals. A recent estimate of the installed base indicated that 42 million personal computers and 7.3 million printers are in place, consuming 18.2 billion kWh/yr-and this installed base is growing (Luhn 1992). From a productivity standpoint, it can be argued that this equipment greatly improves the efficiency of those working in the office. But of primary concern to energy system designers, building managers, and electric utilities is the fact that this equipment requires electric energy. Although the impact of each incremental piece of equipment is small, installation of thousands of devices per building has resulted in office automation equipment becoming the major contributor to electric consumption and demand growth in commercial buildings. Personal computers and associated equipment are the dominant part of office automation equipment. In some cases, this electric demand growth has caused office buildings electric and cooling systems to overload.

    The present invention is directed to an improved electrochemical energy storage device. The electrochemical energy storage device includes a number of solid-state, thin-film electrochemical cells which are selectively interconnected in series or parallel through use of an integrated interconnect board. The interconnect board is typically disposed within a sealed housing which also houses the electrochemical cells, and includes a first contact and a second contact respectively coupled to first and second power terminals of the energy storage device. The interconnect board advantageously provides for selective series or parallel connectivity with the electrochemical cells, irrespective of electrochemical cell position within the housing. In one embodiment, a sheet of conductive material is processed by employing a known milling, stamping, or chemical etching technique to include a connection pattern which provides for flexible and selective interconnecting of individual electrochemical cells within the housing, which may be a hermetically sealed housing. Fuses and various electrical and electro-mechanical devices, such as bypass, equalization, and communication devices for example, may also be mounted to the interconnect board and selectively connected to the electrochemical cells.

    In an effort to encourage self-regulation of the astronomy job market, I examine the supply of, and demand for, astronomers over time. On the supply side, I document the production rate of Ph.D. astronomers from 1970 to 2006 using the UMI Dissertation Abstracts database, along with data from other independent sources. I compare the long-term trends in Ph.D. production with federal astronomy research funding over the same time period, and I demonstrate that additional funding is correlated with higher subsequent Ph.D. production. On the demand side, I monitor the changing patterns of employment using statistics about the number and types of jobs advertised in the AAS Job Register from 1984 to 2006.     The purpose of this study is to estimate the potential employment and income benefits of the emerging market for gas cooling products. The emphasis here is on exports because that is the major opportunity for the U.S. heating, ventilating, and air-conditioning (HVAC) industry. But domestic markets are also important and considered here because without a significant domestic market, it is unlikely that the plant investments, jobs, and income associated with gas cooling exports would be retained within the United States. The prospects for significant gas cooling exports appear promising for a variety of reasons. There is an expanding need for cooling in the developing world, natural gas is widely available, electric infrastructures are over-stressed in many areas, and the cost of building new gas infrastructure is modest compared to the cost of new electric infrastructure. Global gas cooling competition is currently limited, with Japanese and U.S. companies, and their foreign business partners, the only product sources. U.S. manufacturers of HVAC products are well positioned to compete globally, and are already one of the faster growing goods-exporting sectors of the U.S. economy. Net HVAC exports grew by over 800 percent from 1987 to 1992 and currently exceed $2.6 billion annually (ARI 1994). Net gas cooling job and income creation are estimated using an economic input-output model to compare a reference case to a gas cooling scenario. The reference case reflects current policies, practices, and trends with respect to conventional electric cooling technologies. The gas cooling scenario examines the impact of accelerated use of natural gas cooling technologies here and abroad.

    The U.S. Department of Energy report, Effects of a Transition to a Hydrogen Economy on Employment in the United States Report to Congress, estimates the effects on employment of a U.S. economy transformation to hydrogen between 2020 and 2050. The report includes study results on employment impacts from hydrogen market expansion in the transportation, stationary, and portable power sectors and highlights possible skill and education needs. This study is in response to Section 1820 of the Energy Policy Act of 2005 (Public Law 109-58) (EPACT). Section 1820, “Overall Employment in a Hydrogen Economy,” requires the Secretary of Energy to carry out a study of the effects of a transition to a hydrogen economy on several employment [types] in the United States. As required by Section 1820, the present report considers: • Replacement effects of new goods and services • International competition • Workforce training requirements • Multiple possible fuel cycles, including usage of raw materials • Rates of market penetration of technologies • Regional variations based on geography • Specific recommendations of the study Both the Administration’s National Energy Policy and the Department’s Strategic Plan call for reducing U.S. reliance on imported oil and reducing greenhouse gas emissions. The National Energy Policy also acknowledges the need to increase energy supplies and use more energy-efficient technologies and practices. President Bush proposed in his January 2003 State of the Union Address to advance research on hydrogen so that it has the potential to play a major role in America’s future energy system. Consistent with these aims, EPACT 2005 authorizes a research, development, and demonstration program for hydrogen and fuel cell technology. Projected results for the national employment impacts, projections of the job creation and job replacement underlying the total employment changes, training implications, regional employment impacts and the employment impacts of a hydrogen transformation on international competitiveness are investigated and reported.

    This study focuses on the impact of fluctuations in the price of crude oil on agricultural employment in the United States. After reviewing previous assessments of the issue, the existence of an empirical relationship between agricultural employment and crude oil price volatility is established using Granger causality. Subsequently, the nature of the relationship is estimated with the results suggesting that at least three full years are required before the measurable impacts of a percentage change in the real price of crude oil on the change in agricultural employment are exhausted. Finally, the structural stability of the functional relationship between the change in agricultural employment and the volatility of the price of crude oil, the percentage changes in expected net farm income, realized technological innovation, and the wage rate is examined.

    Acts of terrorism could have a range of broad impacts on an economy, including changes in consumer (or demand) confidence and the ability of productive sectors to respond to changes. As a first step toward a model of terrorism-based impacts, we develop here a model of production and employment that characterizes dynamics in ways useful toward understanding how terrorism-based shocks could propagate through the economy; subsequent models will introduce the role of savings and investment into the economy. We use Aspen, a powerful economic modeling tool developed at Sandia, to demonstrate for validation purposes that a single-firm economy converges to the known monopoly equilibrium price, output, and employment levels, while multiple-firm economies converge toward the competitive equilibria typified by lower prices and higher output and employment. However, we find that competition also leads to churn by consumers seeking lower prices, making it difficult for firms to optimize with respect to wages, prices, and employment levels. Thus, competitive firms generate market ''noise'' in the steady state as they search for prices and employment levels that will maximize profits. In the context of this model, not only could terrorism depress overall consumer confidence and economic activity but terrorist acts could also cause normal short-run dynamics to be misinterpreted by consumers as a faltering economy.

    The Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) is interested in assessing the potential economic impacts of its portfolio of subprograms on national employment and income. A special purpose input-output model called ImSET is used in this study of 14 Building Technologies Program subprograms in the EERE final FY 2009 budget request to the Office of Management and Budget in February 2008. Energy savings, investments, and impacts on U.S. national employment and earned income are reported by subprogram for selected years to the year 2025. Energy savings and investments from these subprograms have the potential of creating a total of 258,000 jobs and about $3.7 billion in earned income (2007$) by the year 2025.

    The present invention describes a technique for achieving high peak power output in a laser employing single-stage, multi-pass amplification. High gain is achieved by employing a very small "seed" beam diameter in gain medium, and maintaining the small beam diameter for multiple high-gain pre-amplification passes through a pumped gain medium, then leading the beam out of the amplifier cavity, changing the beam diameter and sending it back to the amplifier cavity for additional, high-power amplification passes through the gain medium. In these power amplification passes, the beam diameter in gain medium is increased and carefully matched to the pump laser's beam diameter for high efficiency extraction of energy from the pumped gain medium. A method of "grooming" the beam by means of a far-field spatial filter in the process of changing the beam size within the single-stage amplifier is also described.

    In the method for fabrication of water-cooled composite nozzle and bucket hardware for high temperature gas turbines, a high thermal conductivity copper alloy is applied, employing a high velocity/low pressure (HV/LP) plasma arc spraying process, to an assembly comprising a structural framework of copper alloy or a nickel-based super alloy, or combination of the two, and overlying cooling tubes. The copper alloy is plamsa sprayed to a coating thickness sufficient to completely cover the cooling tubes, and to allow for machining back of the copper alloy to create a smooth surface having a thickness of from 0.010 inch (0.254 mm) to 0.150 inch (3.18 mm) or more. The layer of copper applied by the plasma spraying has no continuous porosity, and advantageously may readily be employed to sustain a pressure differential during hot isostatic pressing (HIP) bonding of the overall structure to enhance bonding by solid state diffusion between the component parts of the structure.

    The design strategy of the Medium Energy Electron-Ion Collider (MEIC) at Jefferson Lab contemplates both matching of the emittance aspect ratios and a 50 mrad crossing angle along with crab crossing scheme for both electron and ion beams over the energy range (?s=20-70 GeV) to achieve high luminosities at the interaction points (IPs). However, the desired locations for placing the crabbing cavities may include regions where the transverse degrees of freedom of the beams are coupled with variable coupling strength that depends on the collider rings’ magnetic elements (solenoids and skew quadrupoles). In this work we explore the feasibility of employing twin rf dipoles that produce a variable direction crabbing kick to account for a range of transverse coupling of both beams.

    Provided are a novel ZnO dye-sensitized solar cell and method of fabricating the same. In one embodiment, deliberately added lithium ions are used to mediate the growth of ZnO aggregates. The use of lithium provides ZnO aggregates that have advantageous microstructure, morphology, crystallinity, and operational characteristics. Employing lithium during aggregate synthesis results in a polydisperse collection of ZnO aggregates favorable for porosity and light scattering. The resulting nanocrystallites forming the aggregates have improved crystallinity and more favorable facets for dye molecule absorption. The lithium synthesis improves the surface stability of ZnO in acidic dyes. The procedures developed and disclosed herein also help ensure the formation of an aggregate film that has a high homogeneity of thickness, a high packing density, a high specific surface area, and good electrical contact between the film and the fluorine-doped tin oxide electrode and among the aggregate particles.

    We demonstrate the optical absorption has been enhanced in the small molecule organic solar cells by employing trapezoid grating structure. The enhanced absorption is mainly attributed to both waveguide modes and surface plasmon modes, which has been simulated by using finite-difference time-domain method. The simulated results show that the surface plasmon along the semitransparent metallic Ag anode is excited by introducing the periodical trapezoid gratings, which induce high intensity field increment in the donor layer. Meanwhile, the waveguide modes result a high intensity field in acceptor layer. The increment of field improves the absorption of organic solar cells, significantly, which has been demonstrated by simulating the electrical properties. The simulated results exhibiting 31 % increment of the short-circuit current has been achieved in the optimized device, which is supported by the experimental measurement.   1. Two Analyte Calibration From The Transient Response Of Potentiometric Sensors Employed With The SIA Technique

    Calibration models for multi-analyte electronic tongues have been commonly built using a set of sensors, at least one per analyte under study. Complex signals recorded with these systems are formed by the sensors' responses to the analytes of interest plus interferents, from which a multivariate response model is then developed. This work describes a data treatment method for the simultaneous quantification of two species in solution employing the signal from a single sensor. The approach used here takes advantage of the complex information recorded with one electrode's transient after insertion of sample for building the calibration models for both analytes. The departure information from the electrode was firstly processed by discrete wavelet for transforming the signals to extract useful information and reduce its length, and then by artificial neural networks for fitting a model. Two different potentiometric sensors were used as study case for simultaneously corroborating the effectiveness of the approach.

    Methods and compositions for staining based upon nucleic acid sequence that employ nucleic acid probes are provided. Said methods produce staining patterns that can be tailored for specific cytogenetic analyses. Said probes are appropriate for in situ hybridization and stain both interphase and metaphase chromosomal material with reliable signals. The nucleic acid probes are typically of a complexity greater than 50 kb, the complexity depending upon the cytogenetic application. Methods and reagents are provided for the detection of genetic rearrangements. Probes and test kits are provided for use in detecting genetic rearrangements, particularly for use in tumor cytogenetics, in the detection of disease related loci, specifically cancer, such as chronic myelogenous leukemia (CML), retinoblastoma, ovarian and uterine cancers, and for biological dosimetry. Methods and reagents are described for cytogenetic research, for the differentiation of cytogenetically similar but genetically different diseases, and for many prognostic and diagnostic applications.

    Dual axis trackers employing azimuth and elevation rotations are common in the field of photovoltaic (PV) energy generation. Accurate sun-tracking algorithms are widely available. However, a steering algorithm has not been available to accurately point the tracker away from the sun such that a vector projection of the sun beam onto the tracker face falls along a desired path relative to the tracker face. We have developed an algorithm which produces the appropriate azimuth and elevation angles for a dual axis tracker when given the sun position, desired angle of incidence, and the desired projection of the sun beam onto the tracker face. Development of this algorithm was inspired by the need to accurately steer a tracker to desired sun-relative positions in order to better characterize the electro-optical properties of PV and CPV modules.

    The Department of Energy's (DOE's) Lawrence Livermore National Laboratory (Livermore) is a premier research and development institution for science and technology supporting the core mission of national security. According to Livermore, as of November 2008 the Laboratory managed 64,933 items of Government personal property valued at about $1 billion. At the beginning of Fiscal Year 2008, Livermore reported 249 DOE property items valued at about $1.3 million that were missing, unaccounted for, or stolen during Fiscal Year 2007. Livermore centrally tracks property utilizing the Sunflower Assets system (Sunflower), which reflects the cradle to grave history of each property item. Changes in the custodianship and/or location of a property item must be timely reported by the custodian to the respective property center representative for updating in Sunflower. In Fiscal Year 2008, over 2,000 individuals were terminated as a result of workforce reduction at Livermore, of which about 750 received a final notification of termination on the same day that they were required to depart the facility. All of these terminations potentially necessitated updates to the property database, but the involuntary terminations had the potential to pose particular challenges because of the immediacy of individuals departures. The objective of our inspection was to evaluate the adequacy of Livermore's internal controls over Government property. Based upon the results of our preliminary field work, we particularly focused on personal property assigned to terminated individuals and stolen laptop computers. We concluded that Livermore's internal controls over property could be improved, which could help to reduce the number of missing, unaccounted for, or stolen property items. Specifically, we found that: (1) The location and/or custodian of approximately 18 percent of the property items in our sample, which was drawn from the property assigned to individuals terminated on short notice in 2008, was inaccurately reflected in Sunflower. The data in this system is relied upon for tracking purposes, so inaccurate entries could increase the probability of property not being located during inventories and, thus, being reported as 'lost' or 'missing'. We believe that providing formal training to property custodians, which was not being done at the time of our inspection, could help improve this situation. (2) Some property custodians were not adequately protecting their Government laptop computers when taking them offsite, and they were not held accountable for the subsequent theft of the laptops. We made several recommendations to management intended to improve property controls at Livermore.

    We consider a network of d companies (insurance companies, for example) operating under a treaty to diversify risk. Internal and external borrowing are allowed to avert ruin of any member of the network. The amount borrowed to prevent ruin is viewed upon as control. Repayment of these loans entails a control cost in addition to the usual costs. Each company tries to minimize its repayment liability. This leads to a d -person differential game with state space constraints. If the companies are also in possible competition a Nash equilibrium is sought. Otherwise a utopian equilibrium is more appropriate. The corresponding systems of HJB equations and boundary conditions are derived. In the case of Nash equilibrium, the Hamiltonian can be discontinuous; there are d interlinked control problems with state constraints; each value function is a constrained viscosity solution to the appropriate discontinuous HJB equation. Uniqueness does not hold in general in this case. In the case of utopian equilibrium, each value function turns out to be the unique constrained viscosity solution to the appropriate HJB equation. Connection with Skorokhod problem is briefly discussed.

  8. Bandwidth provisioning in infrastructure-based wireless networks employing directional antennas

    Motivated by the widespread proliferation of wireless networks employing directional antennas, we study the problem of provisioning bandwidth in such networks. Given a set of subscribers and one or more access points possessing directional antennas, we formalize the problem of orienting these antennas in two fundamental settings: (1) subscriber-centric, where the objective is to fairly allocate bandwidth among the subscribers and (2) provider-centric, where the objective is to maximize the revenue generated by satisfying the bandwidth requirements of subscribers. For both the problems, we first design algorithms for a network with only one access point working under the assumption that the number of antennas does not exceed the number of noninterfering channels. Using the well-regarded lexicographic max-min fair allocation as the objective for a subscriber-centric network, we present an optimum dynamic programming algorithm. For a provider-centric network, the allocation problem turns out to be NP-hard. We present a greedy heuristic based algorithm that guarantees almost half of the optimum revenue. We later enhance both these algorithms to operate in more general networks with multiple access points and no restrictions on the relative numbers of antennas and channels. A simulation-based evaluation using OPNET demonstrates the efficacy of our approaches and provides us further in insights into these problems.

    A distributed energy storing system employing a communications network is disclosed. A distributed battery system includes a number of energy storing modules, each of which includes a processor and communications interface. In a network mode of operation, a battery computer communicates with each of the module processors over an intra-battery network and cooperates with individual module processors to coordinate module monitoring and control operations. The battery computer monitors a number of battery and module conditions, including the potential and current state of the battery and individual modules, and the conditions of the battery's thermal management system. An over-discharge protection system, equalization adjustment system, and communications system are also controlled by the battery computer. The battery computer logs and reports various status data on battery level conditions which may be reported to a separate system platform computer. A module transitions to a stand-alone mode of operation if the module detects an absence of communication connectivity with the battery computer. A module which operates in a stand-alone mode performs various monitoring and control functions locally within the module to ensure safe and continued operation.

    Purpose: This paper describes the development of a forward planning process for modulated electron radiotherapy (MERT). The approach is based on a previously developed electron beam model used to calculate dose distributions of electron beams shaped by a photon multi leaf collimator (pMLC). Methods: As the electron beam model has already been implemented into the Swiss Monte Carlo Plan environment, the Eclipse treatment planning system (Varian Medical Systems, Palo Alto, CA) can be included in the planning process for MERT. In a first step, CT data are imported into Eclipse and a pMLC shaped electron beam is set up. This initial electron beam is then divided into segments, with the electron energy in each segment chosen according to the distal depth of the planning target volume (PTV) in beam direction. In order to improve the homogeneity of the dose distribution in the PTV, a feathering process (Gaussian edge feathering) is launched, which results in a number of feathered segments. For each of these segments a dose calculation is performed employing the in-house developed electron beam model along with the macro Monte Carlo dose calculation algorithm. Finally, an automated weight optimization of all segments is carried out and the total dose distribution is read back into Eclipse for display and evaluation. One academic and two clinical situations are investigated for possible benefits of MERT treatment compared to standard treatments performed in our clinics and treatment with a bolus electron conformal (BolusECT) method. Results: The MERT treatment plan of the academic case was superior to the standard single segment electron treatment plan in terms of organs at risk (OAR) sparing. Further, a comparison between an unfeathered and a feathered MERT plan showed better PTV coverage and homogeneity for the feathered plan, with V{sub 95%} increased from 90% to 96% and V{sub 107%} decreased from 8% to nearly 0%. For a clinical breast boost irradiation, the MERT plan led to a similar homogeneity in the PTV compared to the standard treatment plan while the mean body dose was lower for the MERT plan. Regarding the second clinical case, a whole breast treatment, MERT resulted in a reduction of the lung volume receiving more than 45% of the prescribed dose when compared to the standard plan. On the other hand, the MERT plan leads to a larger low-dose lung volume and a degraded dose homogeneity in the PTV. For the clinical cases evaluated in this work, treatment plans using the BolusECT technique resulted in a more homogenous PTV and CTV coverage but higher doses to the OARs than the MERT plans. Conclusions: MERT treatments were successfully planned for phantom and clinical cases, applying a newly developed intuitive and efficient forward planning strategy that employs a MC based electron beam model for pMLC shaped electron beams. It is shown that MERT can lead to a dose reduction in OARs compared to other methods. The process of feathering MERT segments results in an improvement of the dose homogeneity in the PTV.
