    Statistical science provides important techniques for decision making in a large variety of fields of human endeavor mainly through statistical practice. According to Deming (1965), ``Statistical practice is mostly a collaborative venture between (professional) statisticians and experts in subject-matter (area).`` The professional statistician must be properly trained in areas of statistical science most suited to the discipline in which the applications are made. Due to a large variety of applications. The education of a professional statistician by universities can only be very general. Higher education provides the theoretical basis of statistical science whereas the specific expertise needed by the professional statistician is given by the application areas. In this paper, the authors review the approach of academic programs which are geared towards applications and discuss some of the innovative strategies for preparing statisticians as consultants in industry and business. A survey (census) of statisticians at the national laboratories of the US Department of Energy was made to assess their training by universities and to get a broad view of additional training which has brought them to their present professional status. A particular interest is the extent to which employers have contributed to the training of statisticians. A few recommendations are made which may serve to improve the future training of statisticians for applied collaborative work by universities and employers.

    Email service providers have employed many email classification and prioritization systems over the last decade to improve their services. In order to assist email services, we propose a personalized email community detection method to discover the groupings of email users based on their structural and semantic intimacy. We extract the personalized social graph from a set of emails by uniquely leveraging each node with communication behavior. Subsequently, collaborative similarity measure (CSM) based intra-graph clustering approach detects personalized communities. The empirical analysis shows effectiveness of the resultant communities in terms of evaluation measures, i.e. density, entropy and f-measure. Moreover, email strainer, dynamic group prediction, and fraudulent account detection are suggested as the potential applications from both the service provider and user's point of view.

The rate of the "chirps" is controlled by the rate at which the high voltage bias is recharged, which is proportional to the radiation field intensity to which the sensor is exposed. The chirp rate sensitivity is set to be approximately 1.5 (chirps/min/MR/hr.). The G-M tube sensor is used in a current sensing mode so that the device does not paralyze in a high radiation field.

    The Geothermal Energy Association (GEA) is ofteh asked about the socioeconomic and employment impact of the industry. Since available literature dealing with employment involved in the geothermal sector appeared relatively outdated, unduly focused on certain activities of the industry (e.g. operation and maintenance of geothermal power plants) or poorly reliable, GEA, in consultation with the DOE, decided to conduct a new employment survey to provide better answers to these questions. The main objective of this survey is to assess and characterize the current workforce involved in geothermal activities in the US. Several initiatives have therefore been undertaken to reach as many organizations involved in geothermal activities as possible and assess their current workforce. The first section of this document describes the methodology used to contact the companies involved in the geothermal sector. The second section presents the survey results and analyzes them. This analysis includes two major parts. The first part analyzes the survey responses, presents employment numbers that were captured and describes the major characteristics of the industry that have been identified. The second part of the analysis estimates the number of workers involved in companies that are active in the geothermal business but did not respond to the survey or could not be reached. Preliminary conclusions and the study limits and restrictions are then presented. The third section addresses the potential employment impact related to manufacturing and construction of new geothermal power facilities. Indirect and induced economic impacts related with such investment are also investigated.

    1981 employment in nuclear-related activities is described, and compared to previous years. Employment characteristics examined include detailed occupations of scientists, engineers, and technicians; worker involvement in research and development activities; employment by industrial segment (e.g., reactor operation and maintenance, weapons production, and commercial laboratory services); employment by establishment type (government-owned, contractor-operated (GOCO), private, and nonprofit); regional employment; and employment by establishment size. Total 1981 nuclear-related employment is estimated to be 249,500 - a growth of 22,600 workers over the 1977 total. GOCO workers make up 36.9% of this total. Among all the nuclear-related workers, scientists comprise 5.1%, engineers, 15.3%; and technicians, 17.5%; the remaining 62.1% is composed of managers, skilled craft and clerical workers, and other support services. Research and development involvement has declined from the 1977 survey results, with 60.4% of scientists and 27.0% of engineers currently involved in R and D. The largest single industrial segment activity is weapons development (16.9% of total employment), followed closely by reactor operation and maintenance employment (16.7%). There has been considerable change in the distribution of employment by industrial segment from 1977 to 1981; the reactor and reactor component design and manufacturing segment fell by over 9700 workers while reactor operation and maintenance employment grew by over 24,000 workers.

    This report provides a framework which energy planners can use to readily estimate the size and timing of the population and employment changes associated with energy development. The direct employment requirements for eight different technologies are listed. This direct employment requirement can be combined with the set of employment multipliers and other information provided to obtain practical estimates of the employment and population impacts of new energy development. Some explanation is given for the variation of the multipliers among counties in the same region. A description is presented of a demographic model for deriving the annual population changes that can be expected as a result of in-migrating workers and their families. Several hypothetical examples of the procedure for making the calculations are discussed as practical exercises in using the multipliers. The necessary data are provided for obtaining estimates of population and employment changes in any county in the US.

    The Pacific Northwest Laboratory (PNL) evaluated several power resource alternatives under consideration by the Bonneville Power Administration in its Resource Program Environmental Impact Statement (RPEIS). The purpose of this evaluation was to determine the potential impacts of each alternative in terms of land use and employment. We reviewed the literature that describes land-use and employment impacts to derive estimates of each type of effect. These estimates were scaled to a per-megawatt basis for use as multipliers in the RPEIS analysis. Multipliers for employment were taken from the literature and developed from power plant capital cost estimates. Land-use multipliers were taken from the literature or estimated from existing plants. In this report we compared information sources and estimates to develop the most applicable multipliers. Employment levels required (in terms of employee years per MW of plant capacity) for the construction and operation phases of each energy-generating resource alternative analyzed are shown.     One of the key deliverables for the DOE-funded controls research at LBNL for FY04 was the development of a prototype Personal Workspace Control system. The successful development of this system is a critical milestone for the LBNL Lighting Controls Research effort because this system demonstrates how IBECS can add value to today's Task Ambient lighting systems. LBNL has argued that by providing both the occupant and the facilities manager with the ability to precisely control the operation of overhead lighting and all task lighting in a coordinated manner, that task ambient lighting can optimize energy performance and occupant comfort simultaneously [Reference Task Ambient Foundation Document]. The Personal Workspace Control system is the application of IBECS to this important lighting problem. This report discusses the development of the Personal Workspace Control to date including descriptions of the different fixture types that have been converted to IBECS operation and a detailed description of the operation of PWC Scene Controller, which provides the end user with precise control of his task ambient lighting system. The objective, from the Annual Plan, is to demonstrate improvements in efficiency, lighting quality and occupant comfort realized using Personal Workspace Controls (PWC) designed to optimize the delivery of lighting to the individual's workstation regardless of which task-ambient lighting solution is chosen. The PWC will be capable of controlling floor-mounted, desk lamps, furniture-mounted and overhead lighting fixtures from a personal computer and handheld remote. The PWC will use an environmental sensor to automatically monitor illuminance, temperature and occupancy and to appropriately modulate ambient lighting according to daylight availability and to switch off task lighting according to local occupancy. [Adding occupancy control to the system would blunt the historical criticism of occupant-controlled lighting - the tendency of the occupant to leave lights on]. The PWC will be an entirely open networking system in which all manufacturers of task lights, furniture-mounted lighting and ballast manufacturers can participate and have a business position.

    The explosive growth of the information age has had a profound effect on the appearance of today`s office. Although the telephone still remains an important part of the information exchange and processing system within an office, other electronic devices are now considered required equipment within this environment. This office automation equipment includes facsimile machines, photocopiers, personal computers, printers, modems, and other peripherals. A recent estimate of the installed base indicated that 42 million personal computers and 7.3 million printers are in place, consuming 18.2 billion kWh/yr-and this installed base is growing (Luhn 1992). From a productivity standpoint, it can be argued that this equipment greatly improves the efficiency of those working in the office. But of primary concern to energy system designers, building managers, and electric utilities is the fact that this equipment requires electric energy. Although the impact of each incremental piece of equipment is small, installation of thousands of devices per building has resulted in office automation equipment becoming the major contributor to electric consumption and demand growth in commercial buildings. Personal computers and associated equipment are the dominant part of office automation equipment. In some cases, this electric demand growth has caused office buildings electric and cooling systems to overload.

    The essence of this project was for diamond films to be deposited on cold cathodes to improve their emission properties. Films with varying morphology, composition, and size of the crystals were deposited and the emission properties of the cathodes that utilize such films were studied. The prototype cathodes fabricated by the methods developed during Phase I were tested and evaluated in an actual high-power RF device during Phase II. These high-power tests used the novel active RF pulse compression system and the X-band magnicon test facility at US Naval Research Laboratory. In earlier tests, plasma switches were employed, while tests under this project utilized electron-beam switching. The intense electron beams required in the switches were supplied from cold cathodes embodying diamond films with varying morphology, including uncoated molybdenum cathodes in the preliminary tests. Tests with uncoated molybdenum cathodes produced compressed X-band RF pulses with a peak power of 91 MW, and a maximum power gain of 16.5:1. Tests were also carried out with switches employing diamond coated cathodes. The pulse compressor was based on use of switches employing electron beam triggering to effect mode conversion. In experimental tests, the compressor produced 165 MW in a ~ 20 ns pulse at ~18× power gain and ~ 140 MW at ~ 16× power gain in a 16 ns pulse with a ~ 7 ns flat-top. In these tests, molybdenum blade cathodes with thin diamond coatings demonstrated good reproducible emission uniformity with a 100 kV, 100 ns high voltage pulse. The new compressor does not have the limitations of earlier types of active pulse compressors and can operate at significantly higher electric fields without breakdown.

    The present invention is directed to an improved electrochemical energy storage device. The electrochemical energy storage device includes a number of solid-state, thin-film electrochemical cells which are selectively interconnected in series or parallel through use of an integrated interconnect board. The interconnect board is typically disposed within a sealed housing which also houses the electrochemical cells, and includes a first contact and a second contact respectively coupled to first and second power terminals of the energy storage device. The interconnect board advantageously provides for selective series or parallel connectivity with the electrochemical cells, irrespective of electrochemical cell position within the housing. In one embodiment, a sheet of conductive material is processed by employing a known milling, stamping, or chemical etching technique to include a connection pattern which provides for flexible and selective interconnecting of individual electrochemical cells within the housing, which may be a hermetically sealed housing. Fuses and various electrical and electro-mechanical devices, such as bypass, equalization, and communication devices for example, may also be mounted to the interconnect board and selectively connected to the electrochemical cells.

    In an effort to encourage self-regulation of the astronomy job market, I examine the supply of, and demand for, astronomers over time. On the supply side, I document the production rate of Ph.D. astronomers from 1970 to 2006 using the UMI Dissertation Abstracts database, along with data from other independent sources. I compare the long-term trends in Ph.D. production with federal astronomy research funding over the same time period, and I demonstrate that additional funding is correlated with higher subsequent Ph.D. production. On the demand side, I monitor the changing patterns of employment using statistics about the number and types of jobs advertised in the AAS Job Register from 1984 to 2006. Finally, I assess the sustainability of the job market by normalizing this demand by the annual Ph.D. production. The most recent data suggest that there are now annual advertisements for about one postdoctoral job, half a faculty job, and half a research/support position for every new domestic Ph.D. recipient in astronomy and astrophysics. The average new astronomer might expect to hold up to 3 jobs before finding a steady position.

    Methods and compositions for staining based upon nucleic acid sequence that employ nucleic acid probes are provided. Said methods produce staining patterns that can be tailored for specific cytogenetic analyses. Said probes are appropriate for in situ hybridization and stain both interphase and metaphase chromosomal material with reliable signals. The nucleic acid probes are typically of a complexity greater than 50 kb, the complexity depending upon the cytogenetic application. Methods are provided to disable the hybridization capacity of shared, high copy repetitive sequences and/or remove such sequences to provide for useful contrast. Still further methods are provided to produce chromosome-specific staining reagents which are made specific to the targeted chromosomal material, which can be one or more whole chromosomes, one or more regions on one or more chromosomes, subsets of chromosomes and/or the entire genome. Probes and test kits are provided for use in tumor cytogenetics, in the detection of disease related loci, in analysis of structural abnormalities, such as translocations, and for biological dosimetry. Further, methods and prenatal test kits are provided to stain targeted chromosomal material of fetal cells, including fetal cells obtained from maternal blood. Still further, the invention provides for automated means to detect and analyse chromosomal abnormalities.

More specifically, atomic resonance transitions utilized in conjunction with two optical bandpass filters provide an optical detector having a wide field of view (.about.2.pi. steradians) and very narrow acceptance bandwidth approaching 0.01 A. A light signal to be detected is transmitted through an outer bandpass filter into a resonantly absorbing atomic vapor, the excited atomic vapor then providing a fluorescence signal at a different wavelength which is transmitted through an inner bandpass filter. The outer and inner bandpass filters have no common transmission band, thereby resulting in complete blockage of all optical signals that are not resonantly shifted in wavelength by the intervening atomic vapor. Two embodiments are disclosed, one in which the light signal raises atoms contained in the atomic vapor from the ground state to an excited state from which fluorescence occurs, and the other in which a pump laser is used to raise the atoms in the ground state to a first excited state from which the light signal then is resonantly absorbed, thereby raising the atoms to a second excited state from which fluorescence occurs. A specific application is described in which an optical detector according to the present invention can be used as an underwater detector for light from an optical transmitter which could be located in an orbiting satellite.

    The purpose of this study is to estimate the potential employment and income benefits of the emerging market for gas cooling products. The emphasis here is on exports because that is the major opportunity for the U.S. heating, ventilating, and air-conditioning (HVAC) industry. But domestic markets are also important and considered here because without a significant domestic market, it is unlikely that the plant investments, jobs, and income associated with gas cooling exports would be retained within the United States. The prospects for significant gas cooling exports appear promising for a variety of reasons. There is an expanding need for cooling in the developing world, natural gas is widely available, electric infrastructures are over-stressed in many areas, and the cost of building new gas infrastructure is modest compared to the cost of new electric infrastructure. Global gas cooling competition is currently limited, with Japanese and U.S. companies, and their foreign business partners, the only product sources. U.S. manufacturers of HVAC products are well positioned to compete globally, and are already one of the faster growing goods-exporting sectors of the U.S. economy. Net HVAC exports grew by over 800 percent from 1987 to 1992 and currently exceed $2.6 billion annually (ARI 1994). Net gas cooling job and income creation are estimated using an economic input-output model to compare a reference case to a gas cooling scenario. The reference case reflects current policies, practices, and trends with respect to conventional electric cooling technologies. The gas cooling scenario examines the impact of accelerated use of natural gas cooling technologies here and abroad.

Idaho's blueprint presents a collaboration design developed by a group of Idaho stakeholders including state level (STEM) educators, state and federal government, other agencies, and industry across the state. The purpose the Idaho Learn and Earn Blueprint Design is to describe a comprehensive plan for improving STEM education in Idaho through a collaborative partnerships and a series of grant supported projects underpinning this strategic design process building pathways to overcome hurdles in today's economy, and moving communities and families up their economic ladder. The Idaho Learn and Earn Blueprint Design focuses on three industry sectors; energy, advanced manufacturing, and health care. All are important in Idaho and have room for job growth potential among both displaced workers and graduates. Representatives from each sector are members of the design team and assist in developing grants and implementing the actions outlined in the design as the program goes forward. Idaho's current programs are generally institution specific. Each of the state's two-year colleges, along with regional groups and employers, are already working towards improving STEM education across the state. A key aspect of this design is to bring these groups together to focus on four unique goals: (1) Providing industry driven curriculum directly tied to skill based career needs; (2) Enhancing collaboration among stakeholders; (3) Providing access to learn and earn programs; and (4) Improving public and student awareness and interest in targeted industry sector career and educational opportunities.

    We discuss the prospects of employing an NbN superconducting microwave stripline resonator for studying the dynamical Casimir effect experimentally. Preliminary experimental results, in which optical illumination is employed for modulating the resonance frequencies of the resonator, show that such a system is highly promising for this purpose. Moreover, we discuss the undesirable effect of heating which results from the optical illumination, and show that degradation in noise properties can be minimized by employing an appropriate design.

    The U.S. Department of Energy report, Effects of a Transition to a Hydrogen Economy on Employment in the United States Report to Congress, estimates the effects on employment of a U.S. economy transformation to hydrogen between 2020 and 2050. The report includes study results on employment impacts from hydrogen market expansion in the transportation, stationary, and portable power sectors and highlights possible skill and education needs. This study is in response to Section 1820 of the Energy Policy Act of 2005 (Public Law 109-58) (EPACT). Section 1820, “Overall Employment in a Hydrogen Economy,” requires the Secretary of Energy to carry out a study of the effects of a transition to a hydrogen economy on several employment [types] in the United States. As required by Section 1820, the present report considers: • Replacement effects of new goods and services • International competition • Workforce training requirements • Multiple possible fuel cycles, including usage of raw materials • Rates of market penetration of technologies • Regional variations based on geography • Specific recommendations of the study Both the Administration’s National Energy Policy and the Department’s Strategic Plan call for reducing U.S. reliance on imported oil and reducing greenhouse gas emissions. The National Energy Policy also acknowledges the need to increase energy supplies and use more energy-efficient technologies and practices. President Bush proposed in his January 2003 State of the Union Address to advance research on hydrogen so that it has the potential to play a major role in America’s future energy system. Consistent with these aims, EPACT 2005 authorizes a research, development, and demonstration program for hydrogen and fuel cell technology. Projected results for the national employment impacts, projections of the job creation and job replacement underlying the total employment changes, training implications, regional employment impacts and the employment impacts of a hydrogen transformation on international competitiveness are investigated and reported.

    SEADS 3.0, the Sectoral Energy/Employment Analysis and Data System, is a revision and upgrading of SEADS–PC, a software package designed for the analysis of policy that could be described by modifying final demands of consumer, businesses, or governments (Roop, et al., 1995). If a question can be formulated so that implications can be translated into changes in final demands for goods and services, then SEADS 3.0 provides a quick and easy tool to assess preliminary impacts. And SEADS 3.0 should be considered just that: a quick and easy way to get preliminary results. Often a thorough answer, even to such a simple question as, “What would be the effect on U. S. energy use and employment if the Federal Government doubled R&D expenditures?” requires a more sophisticated analytical framework than the input-output structure embedded in SEADS 3.0. This tool uses a static, input-output model to assess the impacts of changes in final demands on first industry output, then employment and energy use. The employment and energy impacts are derived by multiplying the industry outputs (derived from the changed final demands) by industry-specific energy and employment coefficients. The tool also allows for the specification of regional or state employment impacts, though this option is not available for energy impacts.
