Effective human resources management has been identified as one of four critical success factors in the Department of Energy Strategic Plan. The Plan states relative to this factor: ``The Department seeks greater alignment of resources with agency priorities and increased diversification of the workforce, including gender, ethnicity, age, and skills. This diversification will bring new thinking and perspectives that heretofore have not had a voice in departmental decision-making.`` This Guide has been developed as a key tool to assist Department of Energy management and administrative staff in achieving Goal 2 of this critical success factor, which is to ``Ensure a diverse and talented workforce.`` There are numerous sources from which to recruit minorities, women and persons with disabilities. Applying creativity and proactive effort, using traditional and non-traditional approaches, and reaching out to various professional, academic and social communities will increase the reservoir of qualified candidates from which to make selections. In addition, outreach initiatives will undoubtedly yield further benefits such as a richer cultural understanding and diversity awareness. The resource listings presented in this Guide are offered to encourage active participation in the diversity recruitment process. Statistical science provides important techniques for decision making in a large variety of fields of human endeavor mainly through statistical practice. According to Deming (1965), ``Statistical practice is mostly a collaborative venture between (professional) statisticians and experts in subject-matter (area).`` The professional statistician must be properly trained in areas of statistical science most suited to the discipline in which the applications are made. Due to a large variety of applications. The education of a professional statistician by universities can only be very general. Higher education provides the theoretical basis of statistical science whereas the specific expertise needed by the professional statistician is given by the application areas. In this paper, the authors review the approach of academic programs which are geared towards applications and discuss some of the innovative strategies for preparing statisticians as consultants in industry and business. A survey (census) of statisticians at the national laboratories of the US Department of Energy was made to assess their training by universities and to get a broad view of additional training which has brought them to their present professional status. A particular interest is the extent to which employers have contributed to the training of statisticians. A few recommendations are made which may serve to improve the future training of statisticians for applied collaborative work by universities and employers.

Molecular laser isotope separation (MLIS) techniques using condensation repression (CR) harvesting are reviewed and compared with atomic vapor laser isotope separation (AVLIS), gaseous diffusion (DIF), ultracentrifuges (UCF), and electromagnetic separations (EMS). Two different CR-MLIS or CRISLA (Condensation Repression Isotope Separation by Laser Activation) approaches have been under investigation at the University of Missouri (MU), one involving supersonic super-cooled free jets and dimer formation, and the other subsonic cold-wall condensation. Both employ mixtures of an isotopomer (e.g. {sup i}QF{sub 6}) and a carrier gas, operated at low temperatures and pressures. Present theories of VT relaxation, dimerization, and condensation are found to be unsatisfactory to explain/predict experimental CRISLA results. They were replaced by fundamentally new models that allow ab-initio calculation of isotope enrichments and predictions of condensation parameters for laser-excited and non-excited vapors which are in good agreement with experiment. Because of supersonic speeds, throughputs for free-jet CRISLA are a thousand times higher than cold-wall CRISLA schemes, and thus preferred for large-quantity Uranium enrichments. For small-quantity separations of (radioactive) medical isotopes, the simpler coldwall CRISLA method may be adequate.

Occupational employment in nuclear-related activities, 1981

1981 employment in nuclear-related activities is described, and compared to previous years. Employment characteristics examined include detailed occupations of scientists, engineers, and technicians; worker involvement in research and development activities; employment by industrial segment (e.g., reactor operation and maintenance, weapons production, and commercial laboratory services); employment by establishment type (government-owned, contractor-operated (GOCO), private, and nonprofit); regional employment; and employment by establishment size. Total 1981 nuclear-related employment is estimated to be 249,500 - a growth of 22,600 workers over the 1977 total. GOCO workers make up 36.9% of this total. Among all the nuclear-related workers, scientists comprise 5.1%, engineers, 15.3%; and technicians, 17.5%; the remaining 62.1% is composed of managers, skilled craft and clerical workers, and other support services. Research and development involvement has declined from the 1977 survey results, with 60.4% of scientists and 27.0% of engineers currently involved in R and D. The largest single industrial segment activity is weapons development (16.9% of total employment), followed closely by reactor operation and maintenance employment (16.7%). There has been considerable change in the distribution of employment by industrial segment from 1977 to 1981; the reactor and reactor component design and manufacturing segment fell by over 9700 workers while reactor operation and maintenance employment grew by over 24,000 workers.

The efficiency of the internal combustion engine might be enhanced by employing spinning gas. A gas spinning at near sonic velocities has an effectively higher heat capacity, which allows practical fuel cycles, which are far from the Carnot efficiency, to approach more closely the Carnot efficiency. A gain in fuel efficiency of several percent is shown to be theoretically possible for the Otto and Diesel cycles. The use of a flywheel, in principle, could produce even greater increases in the efficiency.

In researching his recent book, John Markoff collected oral histories from many of the Stanford-area researchers whose technological inventions defined the both modern internet and personal computer. An assessment of the manpower needs of the geothermal industry is presented. The specific objectives were to: derive a base line estimate of the manpower involved in geothermal activities, determine if there is any current or impending likelihood of skill shortages, forecast future employment in the geothermal industry, conduct a technology assessment to ascertain the possibilities of some sudden breakthrough, and suggest alternatives commensurate with the findings. The methodology for fulfilling the objectives is described. Detailed results of these pursuits (objectives) are presented. Alternatives that are suggested, based upon the findings of the study, are summarized.

Three dimensional imaging detector employing wavelength-shifting optical fibers

A novel detector element structure and method for its use is provided. In a preferred embodiment, one or more inorganic scintillating crystals are coupled through wavelength shifting optical fibers (WLSFs) to position sensitive photomultipliers (PS-PMTs). The superior detector configuration in accordance with this invention is designed for an array of applications in high spatial resolution gamma ray sensing with particular application to SPECT, PET and PVI imaging systems. The design provides better position resolution than prior art devices at a lower total cost. By employing wavelength shifting fibers (WLSFs), the sensor configuration of this invention can operate with a significant reduction in the number of photomultipliers and electronics channels, while potentially improving the resolution of the system by allowing three dimensional reconstruction of energy deposition positions.

Solid-state energy storage module employing integrated interconnect board

The present invention is directed to an improved electrochemical energy storage device. The electrochemical energy storage device includes a number of solid-state, thin-film electrochemical cells which are selectively interconnected in series or parallel through use of an integrated interconnect board. The interconnect board is typically disposed within a sealed housing which also houses the electrochemical cells, and includes a first contact and a second contact respectively coupled to first and second power terminals of the energy storage device. The interconnect board advantageously provides for selective series or parallel connectivity with the electrochemical cells, irrespective of electrochemical cell position within the housing. In one embodiment, a sheet of conductive material is processed by employing a known milling, stamping, or chemical etching technique to include a connection pattern which provides for flexible and selective interconnecting of individual electrochemical cells within the housing, which may be a hermetically sealed housing. Fuses and various electrical and electro-mechanical devices, such as bypass, equalization, and communication devices for example, may also be mounted to the interconnect board and selectively connected to the electrochemical cells.

Science, Technology, Engineering, and Math (STEM) literate citizenry is critical for Idaho's economy to effectively compete and grow in today's global marketplace and enhance Idaho workforce capabilities. Idaho's blueprint presents a collaboration design developed by a group of Idaho stakeholders including state level (STEM) educators, state and federal government, other agencies, and industry across the state. The purpose the Idaho Learn and Earn Blueprint Design is to describe a comprehensive plan for improving STEM education in Idaho through a collaborative partnerships and a series of grant supported projects underpinning this strategic design process building pathways to overcome hurdles in today's economy, and moving communities and families up their economic ladder. The Idaho Learn and Earn Blueprint Design focuses on three industry sectors; energy, advanced manufacturing, and health care. All are important in Idaho and have room for job growth potential among both displaced workers and graduates. Representatives from each sector are members of the design team and assist in developing grants and implementing the actions outlined in the design as the program goes forward. Idaho's current programs are generally institution specific. Each of the state's two-year colleges, along with regional groups and employers, are already working towards improving STEM education across the state. A key aspect of this design is to bring these groups together to focus on four unique goals: (1) Providing industry driven curriculum directly tied to skill based career needs; (2) Enhancing collaboration among stakeholders; (3) Providing access to learn and earn programs; and (4) Improving public and student awareness and interest in targeted industry sector career and educational opportunities.

Evaluating the income and employment impacts of gas cooling technologies

The purpose of this study is to estimate the potential employment and income benefits of the emerging market for gas cooling products. The emphasis here is on exports because that is the major opportunity for the U.S. heating, ventilating, and air-conditioning (HVAC) industry. But domestic markets are also important and considered here because without a significant domestic market, it is unlikely that the plant investments, jobs, and income associated with gas cooling exports would be retained within the United States. The prospects for significant gas cooling exports appear promising for a variety of reasons. There is an expanding need for cooling in the developing world, natural gas is widely available, electric infrastructures are over-stressed in many areas, and the cost of building new gas infrastructure is modest compared to the cost of new electric infrastructure. Global gas cooling competition is currently limited, with Japanese and U.S. companies, and their foreign business partners, the only product sources. U.S. manufacturers of HVAC products are well positioned to compete globally, and are already one of the faster growing goods-exporting sectors of the U.S. economy. Net HVAC exports grew by over 800 percent from 1987 to 1992 and currently exceed $2.6 billion annually (ARI 1994). Net gas cooling job and income creation are estimated using an economic input-output model to compare a reference case to a gas cooling scenario. The reference case reflects current policies, practices, and trends with respect to conventional electric cooling technologies. The gas cooling scenario examines the impact of accelerated use of natural gas cooling technologies here and abroad.

We discuss the prospects of employing an NbN superconducting microwave stripline resonator for studying the dynamical Casimir effect experimentally. Preliminary experimental results, in which optical illumination is employed for modulating the resonance frequencies of the resonator, show that such a system is highly promising for this purpose. Regional impacts of uranium mining and milling employment decline: a preliminary appraisal

The purpose of this report is to identify counties that have been significantly impacted by declining uranium employment and to gauge the relative severity of impacts upon different counties given the differing compositions of their economic bases. Colorado, New Mexico, Texas, Utah, and Wyoming have been identified as major uranium mining and milling states. Twenty-four major uranium mining and milling counties within these states lost an estimated total of 9400 jobs between 1980 and 1983 following the 1980 peak employment of approximately 15,700. Economic profiles for these 24 counties were prepared using an historical employment data base containing annual employment data for major economic sectors 1970 through 1983. Additionally, regression analysis was used to derive a mining employment impact multiplier of 2.5. This means that for every mining job lost, an additional 1.5 jobs are lost in the service sector. The historical growth experiences in other economic sectors for 16 of these counties have been such that the counties are unlikely to regain the lost uranium mining and milling jobs through growth in other basic employment sectors. These counties may experience an additional loss of 12.2 thousand service sector jobs through the multiplier effect of basic sector employment loss. The other eight uranium-producing counties should have sufficient growth opportunities in other basic sectors to enable them to retain existing service sector jobs. However, economic growth in these counties may not be as great as it would have been had the counties not lost the uranium employment. For both sets of counties, the downturn in the national economy in the early 1980s has compounded the local employment problem. 22 refs., 6 figs., 12 tabs.

The U.S. Department of Energy report, Effects of a Transition to a Hydrogen Economy on Employment in the United States Report to Congress, estimates the effects on employment of a U.S. economy transformation to hydrogen between 2020 and 2050. The report includes study results on employment impacts from hydrogen market expansion in the transportation, stationary, and portable power sectors and highlights possible skill and education needs. This study is in response to Section 1820 of the Energy Policy Act of 2005 (Public Law 109-58) (EPACT). Section 1820, Overall Employment in a Hydrogen Economy, requires the Secretary of Energy to carry out a study of the effects of a transition to a hydrogen economy on several employment [types] in the United States. As required by Section 1820, the present report considers: Replacement effects of new goods and services International competition Workforce training requirements Multiple possible fuel cycles, including usage of raw materials Rates of market penetration of technologies Regional variations based on geography Specific recommendations of the study Both the Administrations National Energy Policy and the Departments Strategic Plan call for reducing U.S. reliance on imported oil and reducing greenhouse gas emissions. The National Energy Policy also acknowledges the need to increase energy supplies and use more energy-efficient technologies and practices. President Bush proposed in his January 2003 State of the Union Address to advance research on hydrogen so that it has the potential to play a major role in Americas future energy system. Consistent with these aims, EPACT 2005 authorizes a research, development, and demonstration program for hydrogen and fuel cell technology. Projected results for the national employment impacts, projections of the job creation and job replacement underlying the total employment changes, training implications, regional employment impacts and the employment impacts of a hydrogen transformation on international competitiveness are investigated and reported.

The impact of crude-oil price volatility on agricultural employment in the United States

This study focuses on the impact of fluctuations in the price of crude oil on agricultural employment in the United States. After reviewing previous assessments of the issue, the existence of an empirical relationship between agricultural employment and crude oil price volatility is established using Granger causality. Subsequently, the nature of the relationship is estimated with the results suggesting that at least three full years are required before the measurable impacts of a percentage change in the real price of crude oil on the change in agricultural employment are exhausted. Finally, the structural stability of the functional relationship between the change in agricultural employment and the volatility of the price of crude oil, the percentage changes in expected net farm income, realized technological innovation, and the wage rate is examined.

SEADS 3.0, the Sectoral Energy/Employment Analysis and Data System, is a revision and upgrading of SEADSPC, a software package designed for the analysis of policy that could be described by modifying final demands of consumer, businesses, or governments (Roop, et al., 1995). If a question can be formulated so that implications can be translated into changes in final demands for goods and services, then SEADS 3.0 provides a quick and easy tool to assess preliminary impacts. And SEADS 3.0 should be considered just that: a quick and easy way to get preliminary results. Often a thorough answer, even to such a simple question as, What would be the effect on U. S. energy use and employment if the Federal Government doubled R&D expenditures? requires a more sophisticated analytical framework than the input-output structure embedded in SEADS 3.0. This tool uses a static, input-output model to assess the impacts of changes in final demands on first industry output, then employment and energy use. The employment and energy impacts are derived by multiplying the industry outputs (derived from the changed final demands) by industry-specific energy and employment coefficients. The tool also allows for the specification of regional or state employment impacts, though this option is not available for energy impacts.

DEVELOPMENT OF PERSONAL PROTECTIVE EQUIPMENT FOR DECONTAMINATION AND DECOMMISSIONING

The purpose of this one-year investigation is to perform a technology integration/search, thereby ensuring that the safest and most cost-effective options are developed and subsequently used during the deactivation and decommissioning (D&D) of U.S. Department of Energy Environmental Management (DOE-EM) sites. Issues of worker health and safety are the main concern, followed by cost. Two lines of action were explored: innovative Personal Cooling Systems (PCS) and Personal Monitoring Equipment (PME). PME refers to sensors affixed to the worker that warn of an approaching heat stress condition, thereby preventing it. Three types of cooling systems were investigated: Pre-Chilled or Forced-Air System (PCFA), Umbilical Fluid-Chilled System (UFCS), and Passive Vest System (PVS). Of these, the UFCS leads the way. The PVS or Gel pack vest lagged due to a limited cooling duration. And the PCFA or chilled liquid air supply was cumbersome and required an expensive and complex recharge system. The UFCS in the form of the Personal Ice Cooling System (PICS) performed exceptionally. The technology uses a chilled liquid circulating undergarment and a Personal Protective Equipment (PPE) external pump and ice reservoir. The system is moderately expensive, but the recharge is low-tech and inexpensive enough to offset the cost. There are commercially available PME that can be augmented to meet the DOE's heat stress alleviation need. The technology is costly, in excess of $4,000 per unit. Workers easily ignore the alarm. The benefit to health & safety is indirect so can be overlooked. A PCS is a more justifiable expenditure.
