DOE's Environmental Management Site-Specific Advisory Board: The Roles, Work, and Assessment of the Constituent Local Boards - 13587

The charter for the Department of Energy's Environmental Management (EM) Site-Specific Advisory Board (SSAB) was approved under the Federal Advisory Committee Act (FACA) in 1994. With a unique mandate to provide public input on issues associated with the cleanup of nuclear legacy sites in the U.S., the EM SSAB comprises eight local boards, which are based at major EM sites. While each board is unique to the community in which it is located and reflects the diversity of the local population, the boards are governed by FACA, related regulations, and DOE policies that are intended to standardize agency advisory board operations. The EM SSAB local boards are made up of a diverse group of citizens who want to understand the mission and goals of the EM program and to help EM achieve those goals for the benefit of their communities. Some are quite passionate about their mission; others need to be coaxed into active participation. Maintaining productive relationships and a supportive environment for effective board operations is the challenge of board management for DOE EM and the board members themselves. DOE draws on research findings and best practices literature from academics and practitioners in the field of public involvement in its board management practices. The EM SSAB is also evaluated annually under the law to ensure that the investment of taxpayer dollars in the board is warranted in light of the contributions of the board. Further evaluation takes place at the agency and site levels in order to identify what aspects of board functioning the agency and board members find important to its success and to address areas where improvement is needed. Board contributions, compliance factors, and measurable outcomes related to board products and process areas are key to agency commitment to ongoing support of the boards and to participant satisfaction and thus continued member involvement. In addition to evaluation of these factors in improving board effectiveness, the agency draws on the experience of members to create best practices for the EM SSAB, as a unique form of public involvement. Four areas that have been identified by local board Chairpersons as important to their local board operations are - Enhancing communication between technical and non-technical board members; - Building on common ground toward recommendations; - Public involvement in EM SSAB local board activities; - The EM SSAB annual work plan process. The first three areas are addressed below by current or former chairpersons of the EM SSAB: Ralph Phelps, former Chairperson of the Northern New Mexico Citizens' Advisory Board; Susan Leckband, former Chairperson and current Vice Chairperson of the Hanford Advisory Board; and Val Francis, Vice Chairperson of the Portsmouth (PORTS) SSAB. In addition, Eric Roberts, facilitator of the PORTS SSAB, has contributed to the section on public involvement. In a separate paper for this session, Ralph Young, Chairperson of the Paducah Citizens' Advisory Board addresses the EM SSAB annual work plan process. (authors)

A Washington state workers` compensation appeals board, in upholding an earlier state agency decision, has ruled that electric and magnetic fields (EMF) did not cause a Seattle City Light worker`s leukemia. The outcome of the case, Pilisuk vs. Seattle City Light, appears to fall in line with decisions in other, similar EMF personal injury lawsuits against electric utilities. Robert Pilisuk, 44, an apprentice and electrician-constructor for Seattle City Light for seven years, died five years ago as a result of acute lymphocytic leukemia. {open_quotes}This was the first thorough examination of the large body of EMF studies by a workers` compensation system,{close_quotes} said Betty Ngan, Seattle assistant city attorney. {open_quotes}The board`s decision is based on the extensive record of testimony taken and an exhaustive review of the studies. The EM SSAB Annual Work Plan Process: Focusing Board Efforts and Resources - 13667

One of the most daunting tasks for any new member of a local board of the Environmental Management Site Specific Advisory Board (EM SSAB) is to try to understand the scope of the clean-up activities going on at the site. In most cases, there are at least two or three major cleanup activities in progress as well as monitoring of past projects. When planning for future projects is added to the mix, the list of projects can be long. With the clean-up activities involving all major environmental media - air, water, soils, and groundwater, new EM SSAB members can find themselves totally overwhelmed and ineffective. Helping new members get over this initial hurdle is a major objective of EM and all local boards of the EM SSAB. Even as members start to understand the size and scope of the projects at a site, they can still be frustrated at the length of time it takes to see results and get projects completed. Many project and clean-up timelines for most of the sites go beyond 10 years, so it's not unusual for an EM SSAB member to see the completion of only 1 or 2 projects over the course of their 6-year term on the board. This paper explores the annual work planning process of the EM SSAB local boards, one tool that can be used to educate EM SSAB members into seeing the broader picture for the site. EM SSAB local work plans divide the site into projects focused on a specific environmental issue or media such as groundwater and/or waste disposal options. Projects are further broken down into smaller segments by highlighting major milestones. Using these metrics, local boards of the EM SSAB can start to quantify the effectiveness of the project in achieving the ultimate goal of site clean-up. These metrics can also trigger board advice and recommendations for EM. At the beginning of each fiscal year, the EM SSAB work plan provides a road map with quantifiable checkpoints for activities throughout the year. When the work plans are integrated with site-specific, enforceable regulatory milestones, they can provide a comprehensive work plan for not only the board, but also regulators, site contractors, and DOE. Because the work plans are reviewed and approved by DOE, they carry some weight in holding local boards of the EM SSAB accountable. This structure provides the basis for local boards to achieve their primary function, to provide DOE with information, advice, and recommendations concerning issues affecting the EM program at the site. Managerial decision making is likely to be a dominant determinant of performance of teams in team sports. Here we use Japanese and German football data to investigate correlates between temporal patterns of formation changes across matches and match results. We found that individual teams and managers both showed win-stay lose-shift behavior, a type of reinforcement learning. In other words, they tended to stick to the current formation after a win and switch to a different formation after a loss. In addition, formation changes did not affect the results of succeeding matches in most cases. The results indicate that a swift implementation of a new formation in the win-stay lose-shift manner may not be a successful managerial rule of thumb.

The use of phospho-gypsum plaster-board and plaster cement in buildings as a substitute for natural gypsum may constitute an additional source of radiation exposure to both workers and members of the public, both from inhalation of radon progeny produced from radon which is exhaled from the plaster-board and from beta and gamma radiation produced by radioactive decay in the plaster-board. The calculations presented in this paper indicate that if phospho-gypsum sheets 1 cm thick containing a {sup 226}Ra concentration of 400 Bq kg{sup -1} are used to line the walls and ceiling of a room of dimensions up to 5 m {times} 5 m {times} 3 m, the annual effective dose from gamma radiation for a person continually occupying the room should not exceed approximately 0.13 mSv. This compares with a measured annual average effective dose from gamma radiation in Australian homes of 0.9 mSv. The annual effective dose from such thin sheets is directly proportional to the {sup 226}Ra concentration in the plaster-board. 13 refs., 6 figs.

An Evaluation of the Effectiveness of Local Site-Specific Advisory Boards for US Department of Energy Environmental Restoration Programs

In the early 1990s, the US Department of Energy (DOE) undertook a major new effort to involve community stakeholders in decisions that would affect them and their communities and interests. An important component of this effort was the establishment of local Site-Specific Advisory Boards (SSABs) at 12 DOE environmental remediation sites. These boards were a formal representation of a change in the way DOE conducts its missions, adding consideration of community concerns and values to the Department's decision-making processes. DOE's purpose in creating the SSAB Initiative was to obtain broadly based, independent, consensus advice and recommendations on issues that have the potential to affect communities surrounding DOE sites, so that it could formulate policies that could be implemented with community consent. Because the boards represented a significant commitment by DOE to change its relationships with community stakeholders, the Department has conducted several assessments of the boards. In 1996 and 1997 a survey was administered to board members and others involved in the work of the boards (DOE/EM 0311, 1996; DOE/EM, 1997). As part of the first survey, DOE and the boards established a set of performance criteria. The surveys provided data that revealed wide variations in board performance and significant change over time. To gain a better understanding of the factors affecting board performance, DOE initiated a more in-depth, qualitative study of nine of the boards across the complex. This study focused on identifying and analyzing the factors affecting board performance and presenting that information in a format that helped the boards and DOE gain insight into their strengths and weaknesses and learn from one another. This report presents the results of this in-depth study. It begins with an overview report that identifies and discusses the six factors that were found to affect board performance. The overview report provides the framework and rationale for the information presented in the nine individual site reports, which follow in alphabetical order. The individual site reports describe each of the boards in terms of the six factors affecting board performance, beginning with a brief summary of the history and setting for the local SSAB. They end with a list of issues raised by members and the researchers' assessment of the key accomplishments and challenges facing the board.

Federal missions on the Oak Ridge Reservation began with the Manhattan Project, and continues today with major facilities supporting the Nation's Science and National Security missions. While most of the land area on the Oak Ridge Reservation is free of environmental impacts from these activities, significant legacy contamination is associated with specific facilities and past waste management areas. In 1989, the Oak Ridge Reservation (ORR) was placed on National Priorities List, and DOE established its Office of Environmental Management that same year. Three years later, in 1992, the Federal Facility Agreement for the reservation was signed. Three years afterward, the Oak Ridge Site Specific Advisory Board was established to augment ongoing public involvement activities related to Oak Ridge Reservation cleanup activities. One of the early and most impactful decisions the board made was to organize the End Use Working Group. This broad-based group of board members, DOE representatives, and members of the public was formed in 1997 to study future uses for contaminated areas of the reservation. The group was instrumental in building consensus in the Oak Ridge community regarding the long-term end state of reservation lands. The group's recommendations were a fundamental input into Record's of Decision subsequently developed to establish cleanup requirements across the ORR, and they continue to influence decisions being made today. In developing its recommendations on end states, the End Use Working Group came to the realization that long-term stewardship of contaminated areas of the reservation would be necessary, in some cases in perpetuity. It was from this concept that the Oak Ridge SSAB's 15-year involvement in stewardship would begin. A stewardship committee formed by the End Use Working Group wrote Volume 1 of the Stakeholder Report on Stewardship. This document-and its companion Volume 2, which was written a year later-form a crucial foundation for stewardship planning in Oak Ridge and have been referenced around the DOE complex as other sites consider stewardship planning. From these two broad-based initiatives, the board's focus has evolved to increasingly hone in on more specific, project-based recommendations and initiatives. The Oak Ridge Reservation Site Specific Advisory Board has been a highly effective forum for soliciting community input on Oak Ridge Reservation cleanup. Experience in Oak Ridge indicates that the utility of Board recommendations is far higher when the Board is asked to focus on broad programmatic issues, and less useful when the Board attempts to provide advice and recommendations on matters related to technical or project management issues. In Oak Ridge the Board has helped shape the program on many levels including definition of end-state cleanup objectives, budget development, program sequencing, waste management, and decisions concerning preservation of history related to missions implemented on the Oak Ridge Reservation. Experimental test of airplane boarding methods

We report the results of an experimental comparison of different airplane boarding methods. This test was conducted in a mock 757 fuselage, located on a Southern California soundstage, with 12 rows of six seats and a single aisle. Five methods were tested using 72 passengers of various ages. We found a significant reduction in the boarding times of optimized methods over traditional methods. These improved methods, if properly implemented, could result in a significant savings to airline companies. The process of boarding an airplane is of interest to a variety of groups. The public is interested both as a curiosity, as it is something that they may regularly experience, and as a consumer, as their experiences good or bad can affect their loyalties. Airline companies and their employees also have a stake in an efficient boarding procedure as time saved in the boarding process may result is monetary savings, in the quality of interactions with passengers, and in the application of human resources to the general process of preparing an airplane for departure. A recent study (Nyquist and McFadden, 2008) indicates that the average cost to an airline company for each minute of time spent at the terminal is roughly $30. Thus, each minute saved in the turn-around time of a flight has the potential to generate over $16,000,000 in annual savings (assuming an average of 1500 flights per day). While the boarding process may not be the primary source of delay in returning an airplane to the skies, reducing the boarding time may effectively eliminate passenger boarding as a contributor in any meaningful measure. Consequently, subsequent efforts to streamline the other necessary tasks, such as refueling and maintenance, would be rewarded with a material reduction in time at the gate for each flight.

This paper describes the results of a study to evaluate, in probabilistic terms, the effects of age-related degradation on the structural performance of reinforced concrete members at nuclear power plants. The paper focuses on degradation of reinforced concrete flexural members and shear walls due to the loss of steel reinforcing area and loss of concrete area (cracking/spalling). Loss of steel area is typically caused by corrosion while cracking and spalling can be caused by corrosion of reinforcing steel, freeze-thaw, or aggressive chemical attack. Structural performance in the presence of uncertainties is depicted by a fragility (or conditional probability of failure). The effects of degradation on the fragility of reinforced concrete members are calculated to assess the potential significance of various levels of degradation. The fragility modeling procedures applied to degraded concrete members can be used to assess the effects of degradation on plant risk and can lead to the development of probability-based degradation acceptance limits.

An energy storage device (10) is disclosed consisting of a stretched elongated elastomeric member (16), disposed within a tubular housing (14), which elastomeric member (16) is adapted to be torsionally stressed to store energy. The elastomeric member (16) is configured in the relaxed state with a uniform diameter body section, transition end sections, and is attached to rigid end piece assemblies (22, 24) of a lesser diameter. The profile and deflection characteristic of the transition sections (76, 78) are such that upon stretching of the member, a substantially uniform diameter assembly results to minimize the required volume of the surrounding housing (14). During manufacture, woven wire mesh sleeves (26, 28) are forced against a forming surface and bonded to the associated transition section (76, 78) to provide the correct profile and helix angle. Each sleeve (26, 28) contracts with the contraction of the associated transition section to maintain the bond therebetween.

A zero insertion/extraction force printed circuit board card connection system comprises a cam-operated locking mechanism disposed along an edge portion of the printed circuit board. The extrusions along the circuit board mate with an extrusion fixed to the card cage having a plurality of electrical connectors. The card connection system allows the connectors to be held away from the circuit board during insertion/extraction and provides a constant mating force once the circuit board is positioned. The card connection system provides a simple solution to the need for a greater number of electrical signal connections.

The profile and deflection characteristic of the transition sections are such that upon stretching of the elastomeric member, a substantially uniform diameter assembly results, to minimize the required volume of the surrounding housing. Each of the transition sections are received within and bonded to a woven wire mesh sleeve having helical windings at a particular helix angle to control the deflection of the transition section. Each sleeve also contracts with the contraction of the associated transition section to maintain the bond therebetween. During manufacture, the sleeves are forced against a forming surface and bonded to the associated transition section to provide the correct profile and helix angle. 12 figs.

Relativistic graphene ratchet on semidisk Galton board

Using extensive Monte Carlo simulations we study numerically and analytically a photogalvanic effect, or ratchet, of directed electron transport induced by a microwave radiation on a semidisk Galton board of antidots in graphene. A comparison between usual two-dimensional electron gas (2DEG) and electrons in graphene shows that ratchet currents are comparable at very low temperatures. However, a large mean free path in graphene should allow to have a strong ratchet transport at room temperatures. Also in graphene the ratchet transport emerges even for unpolarized radiation. These properties open promising possibilities for room temperature graphene based sensitive photogalvanic detectors of microwave and terahertz radiation.

A multiple capillary biochemical analyzer is disclosed for sequencing DNA and performing other analyses, in which a set of capillaries extends from wells in a microtiter plate into a cuvette. In the cuvette the capillaries are held on fixed closely spaced centers by passing through a sandwich construction having a pair of metal shims which squeeze between them a rubber gasket, forming a leak proof seal for an interior chamber in which the capillary ends are positioned. Sheath fluid enters the chamber and entrains filament sample streams from the capillaries. The filament sample streams, and sheath fluid, flow through aligned holes in a barrier member spaced close to the capillary ends, into a collection chamber having a lower glass window. The filament streams are illuminated above the barrier member by a laser, causing them to fluoresce. The fluorescence is viewed end-on by a CCD camera chip located below the glass window. The arrangement ensures an equal optical path length from all fluorescing spots to the CCD chip and also blocks scattered fluorescence illumination, providing more uniform results and an improved signal-to-noise ratio. 12 figs.

The invention relates to methods for electrically isolating a first electrically conductive member from another such member by means of an electrically insulating medium. In accordance with the invention, the insulating medium is provided in the form of MgO which contains a dopant selected from lithium, copper, cobalt, sodium, silver, gold and hydrogen. The dopant is present in the MgO in an amount effective to suppress dielectric breakdown of the MgO, even at elevated temperatures and in the presence of electrical fields.

Since early 1993 the natural gas industry has pursued the creation of industry-wide standards through two parallel paths. The Federal Energy Regulatory Commission (FERC) must be credited with getting the industry moving forward towards electronic information standardization. FERC`s Order 636 required interstate pipelines to set up electronic bulletin boards for trading released capacity. Their goal was to foster an efficient and competitive secondary market for pipeline capacity. The Natural gas Industry set up a Gas Industry Standards Board (GISB) to promote gas standards initially through improving and expanding electronic communication which would then assist the natural gas industry in improving customer service, enhancing the reliability of natural gas service, and increasing the efficiency of natural gas markets. This paper describes the goals and organizational structure of the GISB.

Solid-state energy storage module employing integrated interconnect board

The present invention is directed to an improved electrochemical energy storage device. The electrochemical energy storage device includes a number of solid-state, thin-film electrochemical cells which are selectively interconnected in series or parallel through use of an integrated interconnect board. The interconnect board is typically disposed within a sealed housing which also houses the electrochemical cells, and includes a first contact and a second contact respectively coupled to first and second power terminals of the energy storage device. The interconnect board advantageously provides for selective series or parallel connectivity with the electrochemical cells, irrespective of electrochemical cell position within the housing. In one embodiment, a sheet of conductive material is processed by employing a known milling, stamping, or chemical etching technique to include a connection pattern which provides for flexible and selective interconnecting of individual electrochemical cells within the housing, which may be a hermetically sealed housing. Fuses and various electrical and electro-mechanical devices, such as bypass, equalization, and communication devices for example, may also be mounted to the interconnect board and selectively connected to the electrochemical cells.
