    RePower Bainbridge and Bremerton (RePower) is a residential energy-efficiency and conservation program designed to foster a sustainable, clean, and renewable energy economy. The program was a 3.5 year effort in the cities of Bainbridge Island and Bremerton, Washington, to conserve and reduce energy use, establish a trained home performance trade ally network, and create local jobs.     This audit was performed to determine the allowability of costs claimed by Princeton under 20 Government-funded, cost-reimbursement grants and contracts (agreements). The agreements audited were those assigned to two principal investigators who were also employed by a commercial business. The audit included test procedures for validating claimed costs by records tracing. For indirect costs and employee benefit costs, the audit analyzed whether claimed costs were based on approved fixed rates applied to appropriate allocation bases. In addition to reviewing Princeton`s records, documentation from the commercial business was reviewed. The audit identified conditions that called into question the amount of labor effort and expenditures incurred on the 20 Princeton agreements. Specifically, the number of hours that the principal investigators reported to have worked at the commercial business raised doubt about the amount of effort that was actually devoted to the agreements. Based on audit findings, recommendations were made for corrective actions by Princeton and for cost recovery by the contracting officers.

    The original BetterBuildings for Greensboro grant program included an outreach campaign to inform 100% of the Greensboro community about the benefits of reducing energy use; a plan to reduce energy consumption in at least 34% of the homes and 10% of the other buildings in the east Greensboro target area; and a plan to create and retain jobs in the energy conservation industry. Under the original program structure the City of Greensboro planned to partner with local and regional lenders to create a diversified portfolio of loan products to meet the needs of various income levels and building types. All participants would participate in the loan programs as a method of meeting the program’s 5 to1 private capital match/leverage requirements. In June 2011 the program was restructured to include partnerships with large commercial and multifamily projects, with these partners providing the greater portion of the required match/leverage. The geographic focus was revised to include reducing energy consumption across the entire City of Greensboro, targeting neighborhoods with high concentrations of low-moderate income households and aged housing stock. The community outreach component used a neighborhood-based approach to train community residents and volunteers to conduct door-to-door neighborhood sweeps; delivered high quality information on available program resources; helped residents to evaluate alternative energy efficiency measures and alternative financing sources; assisted with contractor selections and monitoring/evaluation of work; coordinated activities with BetterBuildings program partners; and collected data required by the Department of Energy. Additionally, HERO (Home Energy Response Officers) delivered intro packages (energy efficiency information and products) to thousands of households at the initial point of contact. A pilot program (Early Adopters) was offered from March 1, 2011 through June 30, 2011. The Early Adopters program was designed to offer immediate assistance to property owners ready and able to make their homes more energy efficient, by offering a rebate on their energy assessment and on the cost of upgrades installed. Eligible energy efficient upgrades were inclusive of basic level insulating and weather-stripping, HVAC system and water heater upgrades, to whole home upgrades that include the replacement of windows, doors and appliances. Renewable energy systems such as solar hot water systems were also eligible for the rebate program.

    The Neighbor to Neighbor Energy Challenge (N2N) brought together a consortium of 14 leading clean energy rural, suburban, and low income communities throughout Connecticut. N2N was awarded $4.2 million from the U.S. Department of Energy (DOE) competitive BetterBuildings Neighborhood Program on August 10, 2010 to run a two-year pilot program (plus one year of transition and evaluation) (Award No. EMCBC- 00969-10). N2N tested innovative program models and hypotheses for improving Connecticut’s existing residential energy efficiency programs that are overseen by the ratepayer fund board and administered by CT utilities. N2N’s original goal was to engage 10 percent of households in participating communities to reduce their energy usage by 20 percent through energy upgrades and clean energy measures. N2N planned for customers to complete more comprehensive whole-home energy efficiency and clean energy measures and to achieve broader penetration than existing utility-administered regulated programs. Since this was an ARRA award, we report the following figures on job creation in Table 1. Since N2N is not continuing in its current form, we do not provide figures on job retention. However, despite the slow program start, N2N found evidence of increasing upgrade uptake rates over time, due to delayed customer action of one to two years from N2N introduction to completion of deeper household upgrades. Two main social/behavioral principles have contributed to driving deeper upgrades in CT: 1. Word of mouth, where people share their experience with others, which leads to others to take action; and 2. Self-herding, where people follow past behavior, which leads to deeper and deeper actions within individual households.

    The Greater Cincinnati Energy Alliance (Energy Alliance) is a nonprofit economic development agency dedicated to helping Greater Cincinnati and Northern Kentucky communities reduce energy consumption. The Energy Alliance has launched programs to educate homeowners, commercial property owners, and nonprofit organizations about energy efficiency opportunities they can use to drive energy use reductions and financial savings, while extending significant focus to creating/retaining jobs through these programs. The mission of the Energy Alliance is based on the premise that investment in energy efficiency can lead to transformative economic development in a region. With support from seven municipalities, the Energy Alliance began operation in early 2010 and has been among the fastest growing nonprofit organizations in the Greater Cincinnati/Northern Kentucky area. The Energy Alliance offers two programs endorsed by the Department of Energy: the Home Performance with ENERGY STAR® Program for homeowners and the Better Buildings Performance Program for commercial entities. Both programs couple expert guidance, project management, and education in energy efficiency best practices with incentives and innovative energy efficiency financing to help building owners effectively invest in the energy efficiency, comfort, health, longevity, and environmental impact of their residential or commercial buildings. The Energy Alliance has raised over $23 million of public and private capital to build a robust market for energy efficiency investment. Of the $23 million, $17 million was a direct grant from the Department of Energy Better Buildings Neighborhood Program (BBNP). The organization’s investments in energy efficiency projects in the residential and commercial sector have led to well over $50 million in direct economic activity and created over 375,000 hours of labor created or retained. In addition, over 250 workers have been trained through the Building Performance Training Center, a program that was developed and funded by the Energy Alliance and housed at Cincinnati State Technical and Community College. Nearly 100 residential and commercial contractors currently participate in the Energy Alliance’s two major programs, which have together served over 2,800 residential and 100 commercial customers. Additionally, the Energy Alliance established loan programs for homeowners, nonprofits and commercial businesses. The GC-HELP program was established to provide up to ten year low interest, unsecured loans to homeowners to cover the energy efficiency products they purchased through the Energy Alliance approved contractor base. To date the Energy Alliance has financed over $1 million in energy efficiency loans for homeowners, without any loans written off. The nonprofit business community is offered five year, fixed-interest rate loans through the Building Communities Loan Fund of $250,000. Additionally, the Energy Alliance has developed GC-PACE, a commercial financing tool that enables buildings owners to finance their energy upgrades through voluntary property assessments deploying low-interest extended-term capital from the bond market. The Energy Alliance and its partners are actively evaluating additional market-based financing solutions.

    This report presents an analysis of the technical performance and cost effectiveness of nine small wind energy conversion systems (SWECS) funded during FY 1979 by the U.S. Department of Energy. Chapter 1 gives an analytic framework with which to evaluate the systems. Chapter 2 consists of a review of each of the nine projects, including project technical overviews, estimates of energy savings, and results of economic analysis. Chapter 3 summarizes technical, economic, and institutional barriers that are likely to inhibit widespread dissemination of SWECS technology.

    Since the spring of 2009, billions of federal dollars have been allocated to state and local governments as grants for energy efficiency and renewable energy projects and programs. The scale of this American Reinvestment and Recovery Act (ARRA) funding, focused on 'shovel-ready' projects to create and retain jobs, is unprecedented. Thousands of newly funded players - cities, counties, states, and tribes - and thousands of programs and projects are entering the existing landscape of energy efficiency programs for the first time or expanding their reach. The nation's experience base with energy efficiency is growing enormously, fed by federal dollars and driven by broader objectives than saving energy alone. State and local officials made countless choices in developing portfolios of ARRA-funded energy efficiency programs and deciding how their programs would relate to existing efficiency programs funded by utility customers. Those choices are worth examining as bellwethers of a future world where there may be multiple program administrators and funding sources in many states. What are the opportunities and challenges of this new environment? What short- and long-term impacts will this large, infusion of funds have on utility customer-funded programs; for example, on infrastructure for delivering energy efficiency services or on customer willingness to invest in energy efficiency? To what extent has the attribution of energy savings been a critical issue, especially where administrators of utility customer-funded energy efficiency programs have performance or shareholder incentives? Do the new ARRA-funded energy efficiency programs provide insights on roles or activities that are particularly well-suited to state and local program administrators vs. administrators or implementers of utility customer-funded programs? The answers could have important implications for the future of U.S. energy efficiency. This report focuses on a selected set of ARRA-funded energy efficiency programs administered by state energy offices: the State Energy Program (SEP) formula grants, the portion of Energy Efficiency and Conservation Block Grant (EECBG) formula funds administered directly by states, and the State Energy Efficient Appliance Rebate Program (SEEARP). Since these ARRA programs devote significant monies to energy efficiency and serve similar markets as utility customer-funded programs, there are frequent interactions between programs. We exclude the DOE low-income weatherization program and EECBG funding awarded directly to the over 2,200 cities, counties and tribes from our study to keep its scope manageable. We summarize the energy efficiency program design and funding choices made by the 50 state energy offices, 5 territories and the District of Columbia. We then focus on the specific choices made in 12 case study states. These states were selected based on the level of utility customer program funding, diversity of program administrator models, and geographic diversity. Based on interviews with more than 80 energy efficiency actors in those 12 states, we draw observations about states strategies for use of Recovery Act funds. We examine interactions between ARRA programs and utility customer-funded energy efficiency programs in terms of program planning, program design and implementation, policy issues, and potential long-term impacts. We consider how the existing regulatory policy framework and energy efficiency programs in these 12 states may have impacted development of these selected ARRA programs. Finally, we summarize key trends and highlight issues that evaluators of these ARRA programs may want to examine in more depth in their process and impact evaluations.

    This Final Technical Report provides a concise retrospective and summary of all facets of the Sheldon Jackson College electrical Infrastructure Renovation portion of the Indian River Hydroelectric Project Grant of the City and Borough of Sitka, Alaska. The Project Overview describes the origins of the project, the original conditions that provided the impetus for the grant funding, how the grant amendment was developed, the conceptual design development, and the actual parameters of the final project as it went out to bid. The Project Overview also describes the ''before and after'' conditions of the project. The Objectives division of this Final Technical Report describes the amendment-funded goals of the project. It also describes the milestones of project development and implementation, as well as, the rationale behind the milestone array. The Description of Activities Performed division of this report provides an in-depth chronological analysis of progressive project implementation. Photographs will provide further illustration of particular functional aspects of the renovation project within project parameters. The Conclusions and Recommendations division of this report provides a comprehensive retrospective analysis of the project.

    Project Description: Propane Vehicle Demonstration Grants The Propane Vehicle Demonstration Grants was established to demonstrate the benefits of new propane equipment. The US Department of Energy, the Propane Education & Research Council (PERC) and the Propane Vehicle Council (PVC) partnered in this program. The project impacted ten different states, 179 vehicles, and 15 new propane fueling facilities. Based on estimates provided, this project generated a minimum of 1,441,000 new gallons of propane sold for the vehicle market annually. Additionally, two new off-road engines were brought to the market. Projects originally funded under this project were the City of Portland, Colorado, Kansas City, Impco Technologies, Jasper Engines, Maricopa County, New Jersey State, Port of Houston, Salt Lake City Newspaper, Suburban Propane, Mutual Liquid Propane and Ted Johnson.

    To help meet legislatively mandated and programmatic mission requirements, the Department of Energy (DOE) awards grants to colleges and universities, state and local governments, individuals, small businesses, and non-profit corporations. As of July 15, 1996, the DOE was responsible for administering over 7,400 grants with purposes ranging from basic research to weatherizing homes. The Government`s share of these grants was about $8 billion. The objective of this audit was to determine whether the DOE received final deliverables, detailing grantee accomplishments and expenditure of funds, in accordance with Federal and Departmental policies and procedures. The Code of Federal Regulations requires that grants benefit the general public. This is demonstrated through technical and/or financial reports that each grantee is usually required to deliver. These reports describe the final results of the grant effort. In spite of this requirement, many grantees did not provide final technical and/or financial reports. For example, at the five procurement offices audited, it is projected that the Department had not received final deliverables on 718 inactive grants valued at about $232 million. In other cases, officials inappropriately extended performance periods so that the grant instrument would continue to be classified as active. This non-reporting occurred because the Department did not effectively implement existing procedures or establish other monitoring procedures that ensured grantees fulfilled their grant obligations. Specifically, the Department did not establish procedures to withhold payment if a grantee failed to comply with grant terms and conditions. In addition, the Department did not defer additional awards to grantees that had not met the tenons and conditions of prior grants and inappropriately extended grant performance periods for excessive periods of time. Further, Departmental personnel waived reporting requirements in order to close out grant awards.

    This report documents the California Energy Commission's administration of its Geothermal Development Grant Program for Local Governments. The Energy Commission established this program as a result of the passage of Assembly Bill 1905 (Bosco) in 1980. This legislation established the mechanism to distribute the state's share of revenues received from the leasing of federal mineral reserves for geothermal development. The federal government deposits these revenues in the Geothermal Resources Development Account (GRDA) created by AB 1905. The state allocates funds from the GRDA to the California Parklands and Renewable Resources Investment Fund, the counties of origin where the federal leases are located, and the Energy Commission. The legislation further directs the Energy Commission to disburse its share as grants to local governments to assist with the planning and development of geothermal resources. Activities which are eligible for funding under the Energy Commission's grant program include resource development projects, planning and feasibility studies, and activities to mitigate the impacts of existing geothermal development.

The analysis employs the Jobs and Economic Development Impacts (JEDI) models to estimate the gross jobs, earnings, and economic output supported by the construction and operation of solar photovoltaic (PV) and large wind (greater than 1 MW) projects funded by the §1603 grant program.     In principle, paying for waste management services should be easy. Each person should be responsible for paying for his or her share of waste management costs. The price paid should be based on the most equitable, most environmentally sound, and most efficient management method. Everyone knows that life is not that simple. In the real world, decisions about how to pay for waste management services are based upon a variety of factors, including cost, equity, administrative ease, legal restrictions, legislative policies and mandates, historic precedent, and politics. Communities and service providers need to carefully consider these and other factors in developing and implementing a funding approach. This chapter will describe the issues that communities and service providers must address in developing the best strategy for funding waste and recyclable collection programs.

    The first year's operation of the Small Grants Program at a national scale was evaluated. The purpose of this management evaluation is to provide the headquarters Office of Inventions and Small Scale Technology and the ten regional program managers with findings and recommendations which will be useful to more effectively administer in the future. These conclusions are based on responses to a questionnaire from 197 program participants as well as personal interviews and telephone conversations with roughly half of the respondents. This report presents a compilation of case studies of projects which were funded during FY 78 and FY 79. These case studies focus on code issues (e.g., building, zoning, planning) that grantees may have dealt with. Possible problems that may have been encountered and resolution actions that grantees may have taken were researched. The results are presented in the form of a brief discussion of code issues followed by the case studies of relevant projects. The technological areas of interest are: Utility interconnection case studies, grants in which electric power is produced by small scale wind and hydroelectric facilities and for which interconnection with a utility grid is possible; Biomass case studies, grants involving composting and small scale methane production; and Geothermal case studies, grants in which either groundwater or the earth's thermal energy is used as a source for heating and cooling. Each case study provides a brief overview of a grantee's project including its objective, description, and benefits.

We study the CFT analog of this phenomenon, which we term the `eikonalization' of conformal blocks. We show that when an operator $T$ appears in the OPE $\\mathcal{O}(x) \\mathcal{O}(0)$, then the large spin $\\ell$ Fock space states $[TT \\cdots T]_{\\ell}$ also appear in this OPE with a computable coefficient. The sum over the exchange of these Fock space states in an $\\langle \\mathcal{O} \\mathcal{O} \\mathcal{O} \\mathcal{O} \\rangle$ correlator build the classical `$T$ field' in the dual AdS description.     Classical field configurations such as the Coulomb potential and Schwarzschild solution are built from the t-channel exchange of many light degrees of freedom. We study the CFT analog of this phenomenon, which we term the 'eikonalization' of conformal blocks. We show that when an operator T appears in the OPE ?(x)?(0), then the large spin Fock space states [TT···T]? also appear in this OPE with a computable coefficient. The sum over the exchange of these Fock space states in an correlator build the classical 'T field' in the dual AdS description.   17. Final Technical Report - Commercially Important Carbohydrate Diacids - Building Blocks from Renewable Carbohydrates

    The primary objective of this project was to develop oxidation methods appropriate for the conversion of agriculturally derived simple sugars to their corresponding diacids (aldaric acids) for use as biobased chemical building blocks for new biodegradable polymers and other materials. Principal target diacids were D-glucaric, meso-xylaric, D-mannaric and L-arabinaric acid, each to be prepared by nitric acid oxidation of the naturally occurring precursor carbohydrates (monosaccharides) D-glucose, D-xylose, D-mannose and L-arabinose, respectively, all from hydrolysis of naturally abundant plant polysaccharides. These conversions were to be designed for scale up to a level suitable for transfer first to a pilot plant scale, and then to an industrial plant scale. The core of the project involved a comprehensive study of the title oxidation employing a computer controlled reactor. The plan of action involved defining experimental parameters to allow for control of the oxidations with considerable precision and reproducibility. The prototype oxidations were typically run using ca. 0.75 molar amounts of carbohydrate, with a goal of eventually doubling the reaction size when appropriate reaction parameters were established. During the course of the funding period for this grant, the fundamentals of reaction control were established for oxidation of D-glucose, a critical component of the project given the exothermic character of the reaction. The reactions were monitored using a reliable GC/MS protocol. The glucose to glucaric acid conversion represented the most important and potentially highest value conversion. During the grant period we were able to establish one workable system to carry out the glucose to glucaric acid conversion, but were not able to optimize the process or establish a protocol that was satisfactory for a scale up to a pilot plant scale. However, the work carried out showed the possibility that with appropriate innovation and continued effort, a prototype for a successful pilot plant scale operation might be possible. It was not possible to explore oxidations with the other simple sugars indicated during the time frame of this project. A graduate student, J. Brand, and an undergraduate student, B. Oâ??Connor received partial support for research done on the project. A manuscript for publication entitled ANitric Acid Oxidation of D-Glucose to D-Glucaric Acid: Improved Process and Analytical Assessment@, is in preparation for submission to Industrial & Engineering Chemistry Research or Carbohydrate Research.

    At the request of the Chairman, Subcommittee on Oversight and Investigations, House Committee on Energy and Commerce, GAO reviewed EPA's procedures for ensuring grantee compliance with Section 105 provisions and EPA regulations and determined whether grantees are, in fact, meeting these requirements. GAO reviewed all 235 grants awarded from fiscal years 1979 through 1982 at 3 of EPA's 10 regional offices to determine whether consultation, supplementing, and level-of-effort requirements were being met. Those grants represented about 35% of the $340 million in grant funds awarded nationwide during that 4-year period. GAO also reviewed fiscal year 1982 expenditures (the latest data available at the time of GAO's review) for six grantees - two in each of the three regions - to determine whether the grant funds were properly spent and reported. GAO also visited three other grantees for further review after determining that EPA records did not contain a justification as to why those grantees' levels of effort had not been maintained. GAO found that the three EPA regions reviewed were consulting with state officials and were satisfied that supplanting did not occur, as required by the Clean Air Act. On the other hand, GAO found that two of the three EPA regions had not ensured that all grantees complied with the level-of-effort requirement of the act or EPA's reporting requirements. EPA officials believed the problems GAO found could exist in other regions not included in this review.

    The line of inquiry which the ASU lidar group has been investigating, with collaboration and support from LLNL, is to create approaches and algorithms for better utilizing the rich information available through modern remote sensors in dispersion modeling systems. In particular, our goal is to create a lidar-data-driven dispersion model mode in ADAPT/LODI. This report describes progress towards this goal during the 2002/2003 academic year. Because of the nature of lidar data and the necessity to utilize additional information, both numerical and measured, this is essentially a data retrieval and data fusion project. With the current generation of commercially available lidar, the scope of the domain in which we are interested is initially 4 to 14 kilometers in radius, where the potentially scanned domain is roughly hemispherical. Figure 1, for example, taken from a recent lidar deployment in Oklahoma City, shows visually the most typical range of the domain that can be probed with the ASU lidar. Ranges 2 or 3 times the distance to the cluster of buildings in the photograph can be probed with a properly functioning, commercially available lidar. This could be of significant value for protecting key buildings with roof-top located remote sensors coupled with dispersion models.

    A method for synthesizing block polysiloxane copolymers is disclosed. Diorganoscyclosiloxanes and an end-blocking compound are interacted in the presence of a ring opening polymerization catalyst, producing a blocked prepolymer. The prepolymer is then interacted with a silanediol, resulting in condensation polymerization of the prepolymers. A second end-blocking compound is subsequently introduced to end-cap the polymers and copolymers formed from the condensation polymerization.

    The Hawaiian Community Geothermal Technology Program is unique. Under its auspices, heat and other by-products of Hawaii's high-temperature HGP-A geothermal well and power plant are not wasted. Instead, they form the backbone of a direct-heat grant program that reaches into the local community and encourages community members to develop creative uses for geothermal energy. A by-product of this approach is a broadened local base of support for geothermal energy development. With the experimental and precommercial work completed, most of the original grantees are looking for ways to continue their projects on a commercial scale by studying the economics of using geothermal heat in a full-scale business and researching potential markets. A geothermal mini-park may be built near the research center. In 1988, a second round of projects was funded under the program. The five new projects are: Geothermal Aquaculture Project - an experiment with low-cost propagation of catfish species in geothermally heated tanks with a biofilter; Media Steam Sterilization and Drying - an application of raw geothermal steam to shredded, locally-available materials such as coconut husks, which would be used as certified nursery growing media; Bottom-Heating System Using Geothermal Power for Propagation - a continuation of Leilani Foliage's project from the first round of grants, focusing on new species of ornamental palms; Silica Bronze - the use of geothermal silica as a refractory material in casting bronze artwork; and Electro-deposition of Minerals in Geothermal Brine - the nature and possible utility of minerals deposited from the hot fluid.

    This report reviews 84 projects conducted with DOE funding. The projects cover a number of energy-related topics, including biomass conversion, solar energy, wind energy, energy education, energy conservation, and recycling. In an effort to assist DOE-Chicago in analyzing what types of grantees were more successful and why, the projects were ranked and grouped by several variables. To determine if particular characteristics functioned to make one project more successful than another, several statistical tests were conducted. While the results of quantitative testing are somewhat offset by the subjective nature of the project rankings, some patterns did seem to develop: The overall distribution of the projects showed a normal division: 23% superior, 55% average, and 23% poor. No particular grantee type was significantly more successful than the others, but colleges and universities did have fewer highly ranked projects than any other group. Michigan had proportionately more superior projects; Illinois and Ohio proportionately fewer. Grant awards over $40,000 yielded fewer superior projects.

    Concentrating Solar Thermal Power (CSP) and in particular parabolic trough, is a proven large-scale solar power technology. However, CSP cost is not yet competitive with conventional alternatives unless subsidized. Current CSP plants typically include a condensing steam cycle power block which was preferably designed for a continuous operation and higher operating conditions and therefore, limits the overall plant cost effectiveness and deployment. The drawbacks of this power block are as follows: (i) no power generation during low insolation periods (ii) expensive, large condenser (typically water cooled) due to the poor extracted steam properties (high specific volume, sub-atmospheric pressure) and (iii) high installation and operation costs. In the current study, a different power block scheme is proposed to eliminate these obstacles. This power block includes a top Rankine cycle with a back pressure steam turbine and a bottoming Kalina cycle comprising another back pressure turbine and using ammonia-water mixture as a working fluid. The bottoming (moderate temperature) cycle allows power production during low insolation periods. Because of the superior ammonia-water vapor properties, the condensing system requirements are much less demanding and the operation costs are lowered. Accordingly, air cooled condensers can be used with lower economical penalty. Another advantage is that back pressure steam turbines have a less complex design than condensing steam turbines which make their costs lower. All of these improvements could make the combined cycle unit more cost effective. This unit can be applicable in both parabolic trough and central receiver (solar tower) plants. The potential advantage of the new power block is illustrated by a detailed techno-economical analysis of two 50 MW parabolic trough power plants, comparing between the standard and the novel power block. The results indicate that the proposed plant suggests a 4-11% electricity cost saving. (author)

    The Energy-Related Business Development Project was designed by the US Department of Energy Weatherization Assistance Program (DOE/WAP) to promote activities which demonstrate strategies for providing weatherization services without Federal Funds or which promote energy-related business development activities. In December 1985, 38 community action agencies were selected through a competition grant process to participate in this demonstration project. The purpose of this project was to provide training and technical assistance to the selected grantees - to help them develop skills in business development through the identification and evaluation of potential and existing local agency energy-related ventures. This project provided support for grantees to research and package energy-related business plans capable of receiving outside financing.

    The year 2008 resulted in 99 scans that were funded through NIH agencies. An additional 43 MRI scans were funded by industry. Over 250 scans were acquired by various investigators as ?pilot? data to be used for future grant applications. While these numbers are modest in comparison to most busy research MRI Centers, they are in line with that of a newly established MRI research facility. The initial 12-18 months of operation were primarily dedicated to establishing new IRB approved research studies, and acquiring pilot data for future grant applications. During the year 2009 the MRI Center continued to show positive growth with respect to funded studies and the number of scan sessions. The number of NIH sponsored scans increased to 242 and the number of industry funded studies climbed to 81. This more than doubled our numbers of funded scans over the previous year. In addition, 398 scans were acquired as pilot data; most of which were fMRI?s. The MRI Center continued to expand with additional researchers who were interested in probing the brain?s response to chronic pain. Other studies looked at regions of brain activation in patients with impulsivity disorders; including smokers. A large majority of the imaging studies were focused on the brain; however, the MRI Center continued to accommodate the needs of various types of investigators, who studied various types of human pathology. Studies of porcine cardiac function and myocardial perfusion were performed. Another study of ultra-fast acute abdominal MRI in children was underway; eventually leading to publication in AJR. These non-neuro type research projects allowed the MRI Center to expand upon the depth and breadth of service that has now become available to researchers at UVM. The UVM MRI Center became the first clinical/research site in North America to install dual radio frequency (RF) amplifiers on a 3T MRI system. The use of dual RF amplifiers helps to eliminate standing wave artifacts that are prevalent at 3T. Standing wave artifacts often rendered spine or abdominal 3T MR images to be poor quality or unreadable prior to the availability of multi-transmit. A research collaboration agreement with Philips Healthcare, Best, Netherlands allowed our site to have first use of the technology; while at the same time giving us the opportunity to provide critical feedback to Philips Healthcare about our experiences with multi-transmit. This dramatically improved image quality for 3T MRI sites across the US and the world. Philips has stationed an onsite MRI physicist at UVM to work collaboratively with researchers at the University of Vermont on various MRI related projects. He has worked collaboratively with UVM investigators toward the design and publication of several journal articles and abstracts during his time at UVM. As the MRI Center advanced through the year 2010, an additional MRI technologist and a MRI physicist were hired to accommodate the increased demand for MRI scanning and data processing expertise. This enabled us to not only expand our hours of operation; it also helped to augment our MRI pulse programming and data processing capabilities. Studies that used state-of-the-art MRI techniques like pseudo continuous arterial spin labeling (pCASL) allowed researchers from the Department of Obstetrics and Reproductive Services to obtain non-contrast brain perfusion values of women to help them to better understand the effects of preeclampsia. At year-end 2010 the MRI Center completed 303 NIH funded and 198 industry funded scans. The number of no charge pilot scans decreased to 189.

    A polymer electrolyte includes a self-doped microphase separated block copolymer including at least one ionically conductive block and at least one second block that is immiscible in the ionically conductive block, an anion immobilized on the polymer electrolyte and a cationic species. The ionically conductive block provides a continuous ionically conductive pathway through the electrolyte. The electrolyte may be used as an electrolyte in an electrochemical cell.
