Brown, Donisha; Harris, Barbara; Blue, Cynthia; Gaskins, Charla

The original BetterBuildings for Greensboro grant program included an outreach campaign to inform 100% of the Greensboro community about the benefits of reducing energy use; a plan to reduce energy consumption in at least 34% of the homes and 10% of the other buildings in the east Greensboro target area; and a plan to create and retain jobs in the energy conservation industry. Under the original program structure the City of Greensboro planned to partner with local and regional lenders to create a diversified portfolio of loan products to meet the needs of various income levels and building types. All participants would participate in the loan programs as a method of meeting the program’s 5 to1 private capital match/leverage requirements. In June 2011 the program was restructured to include partnerships with large commercial and multifamily projects, with these partners providing the greater portion of the required match/leverage. The geographic focus was revised to include reducing energy consumption across the entire City of Greensboro, targeting neighborhoods with high concentrations of low-moderate income households and aged housing stock. The community outreach component used a neighborhood-based approach to train community residents and volunteers to conduct door-to-door neighborhood sweeps; delivered high quality information on available program resources; helped residents to evaluate alternative energy efficiency measures and alternative financing sources; assisted with contractor selections and monitoring/evaluation of work; coordinated activities with BetterBuildings program partners; and collected data required by the Department of Energy. Additionally, HERO (Home Energy Response Officers) delivered intro packages (energy efficiency information and products) to thousands of households at the initial point of contact. A pilot program (Early Adopters) was offered from March 1, 2011 through June 30, 2011. The Early Adopters program was designed to offer immediate assistance to property owners ready and able to make their homes more energy efficient, by offering a rebate on their energy assessment and on the cost of upgrades installed. Eligible energy efficient upgrades were inclusive of basic level insulating and weather-stripping, HVAC system and water heater upgrades, to whole home upgrades that include the replacement of windows, doors and appliances. Renewable energy systems such as solar hot water systems were also eligible for the rebate program.

The Greater Cincinnati Energy Alliance (Energy Alliance) is a nonprofit economic development agency dedicated to helping Greater Cincinnati and Northern Kentucky communities reduce energy consumption. The Energy Alliance has launched programs to educate homeowners, commercial property owners, and nonprofit organizations about energy efficiency opportunities they can use to drive energy use reductions and financial savings, while extending significant focus to creating/retaining jobs through these programs. The mission of the Energy Alliance is based on the premise that investment in energy efficiency can lead to transformative economic development in a region. With support from seven municipalities, the Energy Alliance began operation in early 2010 and has been among the fastest growing nonprofit organizations in the Greater Cincinnati/Northern Kentucky area. The Energy Alliance offers two programs endorsed by the Department of Energy: the Home Performance with ENERGY STAR® Program for homeowners and the Better Buildings Performance Program for commercial entities. Both programs couple expert guidance, project management, and education in energy efficiency best practices with incentives and innovative energy efficiency financing to help building owners effectively invest in the energy efficiency, comfort, health, longevity, and environmental impact of their residential or commercial buildings. The Energy Alliance has raised over $23 million of public and private capital to build a robust market for energy efficiency investment. Of the $23 million, $17 million was a direct grant from the Department of Energy Better Buildings Neighborhood Program (BBNP). The organization’s investments in energy efficiency projects in the residential and commercial sector have led to well over $50 million in direct economic activity and created over 375,000 hours of labor created or retained. In addition, over 250 workers have been trained through the Building Performance Training Center, a program that was developed and funded by the Energy Alliance and housed at Cincinnati State Technical and Community College. Nearly 100 residential and commercial contractors currently participate in the Energy Alliance’s two major programs, which have together served over 2,800 residential and 100 commercial customers. Additionally, the Energy Alliance established loan programs for homeowners, nonprofits and commercial businesses. The GC-HELP program was established to provide up to ten year low interest, unsecured loans to homeowners to cover the energy efficiency products they purchased through the Energy Alliance approved contractor base. To date the Energy Alliance has financed over $1 million in energy efficiency loans for homeowners, without any loans written off. The nonprofit business community is offered five year, fixed-interest rate loans through the Building Communities Loan Fund of $250,000. Additionally, the Energy Alliance has developed GC-PACE, a commercial financing tool that enables buildings owners to finance their energy upgrades through voluntary property assessments deploying low-interest extended-term capital from the bond market. The Energy Alliance and its partners are actively evaluating additional market-based financing solutions.

    2014-09-30T23:59:59.000Z

Conformal nets provide a mathematical formalism for conformal field theory. Associated to a conformal net with finite index, we give a construction of the `bundle of conformal blocks', a representation of the mapping class groupoid of closed topological surfaces into the category of finite-dimensional projective Hilbert spaces. We also construct infinite-dimensional spaces of conformal blocks for topological surfaces with smooth boundary. We prove that the conformal blocks satisfy a factorization formula for gluing surfaces along circles, and an analogous formula for gluing surfaces along intervals. We use this interval factorization property to give a new proof of the modularity of the category of representations of a conformal net.

During the 2002 Fiscal year, funds from the DOE matching grant program, along with matching funds from the industrial sponsors, have been used to support research in the area of thermal-hydraulics. Both experimental and numerical research projects have been performed. Experimental research focused on two areas: (1) Identification of the root cause mechanism for axial offset anomaly in pressurized water reactors under prototypical reactor conditions, and (2) Fluid dynamic aspects of thin liquid film protection schemes for inertial fusion reactor chambers. Numerical research focused on two areas: (1) Multi-fluid modeling of both two-phase and two-component flows for steam conditioning and mist cooling applications, and (2) Modeling of bounded Rayleigh-Taylor instability with interfacial mass transfer and fluid injection through a porous wall simulating the ''wetted wall'' protection scheme in inertial fusion reactor chambers. Details of activities in these areas are given.

  9. Energy Efficiency and Conservation Block Grant (EECBG): Better Buildings Neighborhood Program Final Report

    SciTech Connect (OSTI)

    Donnelly, Kat A.

    2014-01-10T23:59:59.000Z

The Neighbor to Neighbor Energy Challenge (N2N) brought together a consortium of 14 leading clean energy rural, suburban, and low income communities throughout Connecticut. N2N was awarded $4.2 million from the U.S. Department of Energy (DOE) competitive BetterBuildings Neighborhood Program on August 10, 2010 to run a two-year pilot program (plus one year of transition and evaluation) (Award No. EMCBC- 00969-10). N2N tested innovative program models and hypotheses for improving Connecticut’s existing residential energy efficiency programs that are overseen by the ratepayer fund board and administered by CT utilities. N2N’s original goal was to engage 10 percent of households in participating communities to reduce their energy usage by 20 percent through energy upgrades and clean energy measures. N2N planned for customers to complete more comprehensive whole-home energy efficiency and clean energy measures and to achieve broader penetration than existing utility-administered regulated programs. Since this was an ARRA award, we report the following figures on job creation in Table 1. Since N2N is not continuing in its current form, we do not provide figures on job retention. Table 1 N2N Job Creation by Quarter Jobs Created 2010 Q4 6.65 2011 Q1 7.13 2011 Q2 4.98 2011 Q3 9.66 2011 Q4 5.43 2012 Q1 11.11 2012 Q2 6.85 2012 Q3 6.29 2012 Q4 6.77 2013 Q1 5.57 2013 Q2 8.35 2013 Q3 6.52 Total 85.31 The N2N team encountered several gaps in the existing efficiency program performance that hindered meeting N2N’s and DOE’s short-term program goals, as well as the State of Connecticut’s long-term energy, efficiency, and carbon reduction goals. However, despite the slow program start, N2N found evidence of increasing upgrade uptake rates over time, due to delayed customer action of one to two years from N2N introduction to completion of deeper household upgrades. Two main social/behavioral principles have contributed to driving deeper upgrades in CT: 1. Word of mouth, where people share their experience with others, which leads to others to take action; and 2. Self-herding, where people follow past behavior, which leads to deeper and deeper actions within individual households.

    Butler, N.L.; Jessop, E.S.; Kolb, J.R.

    1981-02-25T23:59:59.000Z

A method for synthesizing block polysiloxane copolymers is disclosed. Diorganoscyclosiloxanes and an end-blocking compound are interacted in the presence of a ring opening polymerization catalyst, producing a blocked prepolymer. The prepolymer is then interacted with a silanediol, resulting in condensation polymerization of the prepolymers. A second end-blocking compound is subsequently introduced to end-cap the polymers and copolymers formed from the condensation polymerization.

McCarthy, J.F. (Department of Physics, Indiana University, Bloomington, Indiana 47405 (US))

It is shown that by using the block-conjugate-gradient method several, say {ital s}, columns of the inverse Kogut-Susskind fermion matrix can be found simultaneously, in less time than it would take to run the standard conjugate-gradient algorithm {ital s} times. The method improves in efficiency relative to the standard conjugate-gradient algorithm as the fermion mass is decreased and as the value of the coupling is pushed to its limit before the finite-size effects become important. Thus it is potentially useful for measuring propagators in large lattice-gauge-theory calculations of the particle spectrum.

    SciTech Connect (OSTI)

    NONE

    1997-12-04T23:59:59.000Z

To help meet legislatively mandated and programmatic mission requirements, the Department of Energy (DOE) awards grants to colleges and universities, state and local governments, individuals, small businesses, and non-profit corporations. As of July 15, 1996, the DOE was responsible for administering over 7,400 grants with purposes ranging from basic research to weatherizing homes. The Government`s share of these grants was about $8 billion. The objective of this audit was to determine whether the DOE received final deliverables, detailing grantee accomplishments and expenditure of funds, in accordance with Federal and Departmental policies and procedures. The Code of Federal Regulations requires that grants benefit the general public. This is demonstrated through technical and/or financial reports that each grantee is usually required to deliver. These reports describe the final results of the grant effort. In spite of this requirement, many grantees did not provide final technical and/or financial reports. For example, at the five procurement offices audited, it is projected that the Department had not received final deliverables on 718 inactive grants valued at about $232 million. In other cases, officials inappropriately extended performance periods so that the grant instrument would continue to be classified as active. This non-reporting occurred because the Department did not effectively implement existing procedures or establish other monitoring procedures that ensured grantees fulfilled their grant obligations. Specifically, the Department did not establish procedures to withhold payment if a grantee failed to comply with grant terms and conditions. In addition, the Department did not defer additional awards to grantees that had not met the tenons and conditions of prior grants and inappropriately extended grant performance periods for excessive periods of time. Further, Departmental personnel waived reporting requirements in order to close out grant awards.

In 1991, approximately 37%, by weight, of the materials going to landfills was paper. Landfill space in the US is becoming a critical problem in certain areas. This mixed paper fraction does not have a good use in traditional recycling applications. Wastepaper dealers have an excess of mixed wastepaper. This project explored the possibility of producing a value added product that would consume large amounts of mixed waste. The product selected was to produce 5 x 10 x 20 cm paper blocks. These blocks could find applications in building structures. The blocks were modeled using a heated platen press and an aluminum mold, fitted with porous brass plates on the top and bottom in order to ease water removal. The material produced was similar to synthetic wood. Unlike wood, it could be molded into different shapes if desired. The density and physical properties of tensile strength and modulus were determined and compared to wood. The water absorption properties were evaluated and found to be a potential problem. Various coatings were investigated in order to improve the water holdout properties. A manufacturing process was laid out and the cost of block production was estimated to be from $0.15 to $0.24 per block, which would make it competitive with other blocks.

    2010-01-01T23:59:59.000Z

The bulk morphologies formed by a new class of charged block copolymers, 75 vol % fluorinated polyisoprene (FPI) 25 vol% sulfonated polystyrene (PSS) with 50% sulfonation, are characterized, and the fundamental underlying forces that promote the self-assembly processes are elucidated. The results show how the bulk morphologies are substantially different from their uncharged diblock counterparts (PS-PI) and also how morphology can be tuned with volume fraction of the charged block and the casting solvent. A physical understanding based on the underlying strong electrostatic interactions between the charged block and counterions is obtained using Monte Carlo (MC) and Molecular Dynamics (MD) simulations. The 75/25 FPI-PSS shows hexagonal morphologies with the minority blocks (PSS) forming the continuous phase due to charge percolation and the FPI blocks arranged in hexagonal cylinders. Some long-range order can be sustained even if lipophobicity is increased (addition of water), albeit with lower dimensional structures. However, thermal annealing provides sufficient energy to disrupt the percolated charges and promotes aggregation of ionic sites which leads to a disordered system. Diverse and atypical morphologies are readily accessible by simply changing the number distribution of the charges on PSS block.

Grants totaling $1,290,837 were awarded during FY 1979 to 60 program participants in Illinois, Indiana, Michigan, Minnesota, Ohio and Wisconsin. Review showed that some grantees misused grant monies and did not comply with grant provisions primarily due to insufficient on-site monitoring of the grantees' progress and expenditures. Recommendations to achieve the objectives of the program were: more timely and systematic monitoring; curtail or stop funds for grant projects with unsatisfactory progress or of questionable merit; substantiate expenditures by grantees before disbursing grant funds; and consider increasing program management capability by staffing alternatives. Corrective action taken or planned by the Manager/Regional Representative is identified in an appendix. (PSB)

    2010-10-15T23:59:59.000Z

Concentrating Solar Thermal Power (CSP) and in particular parabolic trough, is a proven large-scale solar power technology. However, CSP cost is not yet competitive with conventional alternatives unless subsidized. Current CSP plants typically include a condensing steam cycle power block which was preferably designed for a continuous operation and higher operating conditions and therefore, limits the overall plant cost effectiveness and deployment. The drawbacks of this power block are as follows: (i) no power generation during low insolation periods (ii) expensive, large condenser (typically water cooled) due to the poor extracted steam properties (high specific volume, sub-atmospheric pressure) and (iii) high installation and operation costs. In the current study, a different power block scheme is proposed to eliminate these obstacles. This power block includes a top Rankine cycle with a back pressure steam turbine and a bottoming Kalina cycle comprising another back pressure turbine and using ammonia-water mixture as a working fluid. The bottoming (moderate temperature) cycle allows power production during low insolation periods. Because of the superior ammonia-water vapor properties, the condensing system requirements are much less demanding and the operation costs are lowered. Accordingly, air cooled condensers can be used with lower economical penalty. Another advantage is that back pressure steam turbines have a less complex design than condensing steam turbines which make their costs lower. All of these improvements could make the combined cycle unit more cost effective. This unit can be applicable in both parabolic trough and central receiver (solar tower) plants. The potential advantage of the new power block is illustrated by a detailed techno-economical analysis of two 50 MW parabolic trough power plants, comparing between the standard and the novel power block. The results indicate that the proposed plant suggests a 4-11% electricity cost saving. (author)

    E-Print Network [OSTI]

    Alexander Muratov; Vladimir A. Baulin

    2012-02-10T23:59:59.000Z

The stability of micelles self-assembled from block copolymers can be altered by the degradation of the blocks. Slow degradation shifts the equilibrium size distribution of block copolymer micelles and change their properties. Quasi-equilibrium scaling theory shows that the degradation of hydrophobic blocks in the core of micelles destabilize the micelles reducing their size, while the degradation of hydrophilic blocks forming coronas of micelles favors larger micelles and may, at certain conditions, induce the formation of micelles from individual chains.

The first year's operation of the Small Grants Program at a national scale was evaluated. The purpose of this management evaluation is to provide the headquarters Office of Inventions and Small Scale Technology and the ten regional program managers with findings and recommendations which will be useful to more effectively administer in the future. These conclusions are based on responses to a questionnaire from 197 program participants as well as personal interviews and telephone conversations with roughly half of the respondents. This report presents a compilation of case studies of projects which were funded during FY 78 and FY 79. These case studies focus on code issues (e.g., building, zoning, planning) that grantees may have dealt with. Possible problems that may have been encountered and resolution actions that grantees may have taken were researched. The results are presented in the form of a brief discussion of code issues followed by the case studies of relevant projects. The technological areas of interest are: Utility interconnection case studies, grants in which electric power is produced by small scale wind and hydroelectric facilities and for which interconnection with a utility grid is possible; Biomass case studies, grants involving composting and small scale methane production; and Geothermal case studies, grants in which either groundwater or the earth's thermal energy is used as a source for heating and cooling. Each case study provides a brief overview of a grantee's project including its objective, description, and benefits.

We surveyed 113 astronomers and 82 psychologists active in applying for federally funded research on their grant-writing history between January, 2009 and November, 2012. We collected demographic data, effort levels, success rates, and perceived non-financial benefits from writing grant proposals. We find that the average proposal takes 116 PI hours and 55 CI hours to write; although time spent writing was not related to whether the grant was funded. Effort did translate into success, however, as academics who wrote more grants received more funding. Participants indicated modest non-monetary benefits from grant writing, with psychologists reporting a somewhat greater benefit overall than astronomers. These perceptions of non-financial benefits were unrelated to how many grants investigators applied for, the number of grants they received, or the amount of time they devoted to writing their proposals. We also explored the number of years an investigator can afford to apply unsuccessfully for research grants a...

    DOE Patents [OSTI]

Forrest, Stephen R.; Lassiter, Brian E.

    2014-08-26T23:59:59.000Z

The present disclosure relates to photosensitive optoelectronic devices including a compound blocking layer located between an acceptor material and a cathode, the compound blocking layer including: at least one electron conducting material, and at least one wide-gap electron conducting exciton blocking layer. For example, 3,4,9,10 perylenetetracarboxylic bisbenzimidazole (PTCBI) and 1,4,5,8-napthalene-tetracarboxylic-dianhydride (NTCDA) function as electron conducting and exciton blocking layers when interposed between the acceptor layer and cathode. Both materials serve as efficient electron conductors, leading to a fill factor as high as 0.70. By using an NTCDA/PTCBI compound blocking layer structure increased power conversion efficiency is achieved, compared to an analogous device using a conventional blocking layers shown to conduct electrons via damage-induced midgap states.

Batch ring opening transesterification copolymerization of ?-caprolactone and ?-decalactone was used to generate statistical copolymers over a wide range of compositions and molar masses. Reactivity ratios determined for this monomer pair, rCL = 5.9 and rDL = 0.03, reveal ?-caprolactone is added preferentially regardless of the propagating chain end. Relative to poly(?-caprolactone) the crystallinity and melting point of these statistical copolymers were depressed by the addition of ?-decalactone; copolymers containing greater than 31 mol% (46 wt%) ?-decalactone were amorphous. Poly(lactide)-block-poly(?-caprolactone-co-?-decalactone)-block-poly(lactide) triblock polymers were also prepared and used to explore the influence of midblock composition on the temperature dependent Flory-Huggins interaction parameter (?). In addition, uniaxial extension tests were used to determine the effects of midblock composition, poly(lactide) content, and molar mass on the mechanical properties of these new elastomeric triblocks.

The scope of this study included the selection of a random sample of 90 Appropriate Technology grant projects for review, which would ensure an overall, objective analysis of the Program. In addition, the statement of work requested that a non-random selection of 20 grantees be developed. The non-random projects would be illustrated through case studies and would include examples of some of the Program's most successful projects. The study was to provide the Department with data to be used in preparing a report to Congress and the President containing the following: (1) an assessment of how well the Program achieved its objectives; (2) an assessment of how well the Program stimulated the overall use of appropriate technologies in various markets; (3) an overall energy savings impact of the Appropriate Technology Program, as well as other direct and indirect Program impacts including new technologies, products, devices, businesses, jobs, etc., developed as a result of the Program; (4) case studies of the 20 most successful grants and their actual or potential individual energy savings and other direct and indirect impacts; and (5) an identification and analyses of the factors that contributed to successful and unsuccessful grants, with recommendations for improvement of other similar governmental and non-governmental programs.

Piezoelectric properties in non-polar block copolymers are a novelty in the field of electroactive polymers. The piezoelectric susceptibility of poly(styrene-b-isoprene) block copolymer lamellae is found to be up to an order of magnitude higher when compared to classic piezoelectric materials. The electroactive response increases with temperature and is found to be strongest in the disordered phase.

External electric fields align nanostructured block copolymers by either rotation of grains or nucleation and growth depending on how strongly the chemically distinct block copolymer components are segregated. In close vicinity to the orderdisorder transition, theory and simulations suggest a third mechanism: selective disordering. We present a time-resolved small-angle X-ray scattering study that demonstrates how an electric field can indeed selectively disintegrate ill-aligned lamellae in a lyotropic block copolymer solution, while lamellae with interfaces oriented parallel to the applied field prevail. The present study adds an additional mechanism to the experimentally corroborated suite of mechanistic pathways, by which nanostructured block copolymers can align with an electric field. Our results further unveil the benefit of electric field assisted annealing for mitigating orientational disorder and topological defects in block copolymer mesophases, both in close vicinity to the orderdisorder transition and well below it.

Abstract Bit patterned perpendicular media has the potential to increase the density of magnetic recording beyond what can be achieved by granular media. Self assembling diblock copolymers are of interest as templates for patterned media, as they potentially provide a low cost fabrication route. A method to fabricate the desired pattern using cylinder forming diblock copolymers of (PS-b-PMMA) as template is reported. Upon phase separation hexagonally packed cylinders of the minority phase (PMMA) surrounded by the continuous majority phase (PS) are obtained. The processing sequence began with spin coating the block copolymer on a suitable substrate, followed by annealing the block copolymer thin film in vacuum to orient it perpendicular to the substrate. Block copolymer templates were obtained by glacial acetic acid treatment which opened the pores in the block copolymer thin film. Ni was electrodeposited in the block copolymer templates and this pattern was then transferred onto the underlying substrate by ion milling

The goal of this work was to evaluate chemically-functionalized block copolymers as adhesion promoters for metal/thermoset resin interfaces. Novel block copolymers were synthesized which contain pendant functional groups reactive toward copper and epoxy resins. In particular, imidazole and triazole functionalities that chelate with copper were incorporated onto one block, while secondary amines were incorporated onto the second block. These copolymers were found to self-assemble from solution onto copper surfaces to form monolayers. The structure of the adsorbed monolayers were studied in detail by neutron reflection and time-of-flight secondary ion mass spectrometry. The monolayer structure was found to vary markedly with the solution conditions and adsorption protocol. Appropriate conditions were found for which the two blocks form separate layers on the surface with the amine functionalized block exposed at the air surface. Adhesion testing of block copolymer-coated copper with epoxy resins was performed in both lap shear and peel modes. Modest enhancements in bond strengths were observed with the block copolymer applied to the native oxide. However, it was discovered that the native oxide is the weak link, and that by simply removing the native oxide, and then applying an epoxy resin before the native oxide can reform, excellent bond strength in the as-prepared state as well as excellent retention of bond strength after exposure to solder in ambient conditions are obtained. It is recommended that long term aging studies be performed with and without the block copolymer. In addition, the functionalized block copolymer method should be evaluated for another system that has inherently poor bonding, such as the nickel/silicone interface, and for systems involving metals and alloys which form oxides very rapidly, such as aluminum and stainless steel, where bonding strategies involve stabilizing the native oxide.

Silicone sealant was submitted for mortar in bonding glass blocks. The sealant`s tensile and shear strengths and stiffnesses were determined. Joints bonding two glass blocks were tested for stiffness and strength in tension, bending, out-of-plane shear, and in-plane shear. Bending tests were done on specimens one block wide and four blocks long to evaluate one-way bending behavior. A six block by six block panel, supported on all four sides, was built and tested under simulated wind load. An analytical model with material nonlinearity in the joints was developed for the one-way bending case. It gave good comparisons with the experimental data to load levels approaching failure. A more complex analytical model was developed for the two-way panel. It was only valid for lower load levels, in the range of potential allowable design loads, but compared well with test results. Silicone bonded glass block panels have potential for meeting the wind load requirements necessary for exterior use.

A broadly applicable methodology has been developed to prepare new single site catalysts on silica supports. This methodology requires of three critical components: a rigid building block that will be the main structural and compositional component of the support matrix; a family of linking reagents that will be used to insert active metals into the matrix as well as cross link building blocks into a three dimensional matrix; and a clean coupling reaction that will connect building blocks and linking agents together in a controlled fashion. The final piece of conceptual strategy at the center of this methodology involves dosing the building block with known amounts of linking agents so that the targeted connectivity of a linking center to surrounding building blocks is obtained. Achieving targeted connectivities around catalytically active metals in these building block matrices is a critical element of the strategy by which single site catalysts are obtained. This methodology has been demonstrated with a model system involving only silicon and then with two metal-containing systems (titanium and vanadium). The effect that connectivity has on the reactivity of atomically dispersed titanium sites in silica building block matrices has been investigated in the selective oxidation of phenols to benezoquinones. 2-connected titanium sites are found to be five times as active (i.e. initial turnover frequencies) than 4-connected titanium sites (i.e. framework titanium sites).

A monolithic block of densely welded tuff was excavated from a site on Fran Ridge near Yucca Mountain, Nevada so that coupled thermohydrological processes could be studied in a controlled, in situ experiment. A series of heaters were placed in a horizontal plane about 3 m from the top of the 3 m by 3 m by 4.5 m high block. Temperatures were measured at many points within and on the block surface and a suite of other measurements were taken to define the thermal and hydrologic response. Electrical resistance tomography (ERT) was used to map 2 dimensional images of moisture content changes along four planes in the block. The ERT images clearly delineate the drying and wetting of the rockmass during the 13 months of heating and subsequent six months of cool down. The main feature is a prominent dry zone that forms around the heaters then gradually disappears as the rock cools down. Other features include linear anomalies of decreasing moisture content which are fractures dehydrating as the block heats up. There are also examples of compact anomalies of wetting. Some of these appear to be water accumulation in fractures which are draining condensate from the block. Others may be rain water entering a fracture at the top of the block. During cooldown a general rewetting is observed although this is less certain because of poor data quality during this stage of the experiment.

We then show that, using these multiplexers, irregular turbo codes that exhibit a small decoding threshold over the ergodic Gaussian-noise channel perform very close to the outage probability on block-fading channels, from both density evolution and finite-length perspectives.

    2005-05-01T23:59:59.000Z

Bulk vitrification (BV) was selected for a pilot-scale test and demonstration facility for supplemental treatment to accelerate the cleanup of low-activity waste (LAW) at the Hanford U.S. DOE Site. During engineering-scale (ES) tests, a small fraction of radioactive Tc (and Re, its nonradioactive surrogate) were transferred out of the LAW glass feed and molten LAW glass, and deposited on the surface and within the pores of the castable refractory block (CRB). Laboratory experiments were undertaken to understand the mechanisms of the transport Tc/Re into the CRB during vitrification and to evaluate various means of CRB protection against the deposition of leachable Tc/Re. The tests used Re as a chemical surrogate for Tc. The tests with the baseline CRB showed that the molten LAW penetrates into CRB pores before it converts to glass, leaving deposits of sulfates and chlorides when the nitrate components decompose. Na2O from the LAW reacts with the CRB to create a durable glass phase that may contain Tc/Re. Limited data from a single CRB sample taken from an ES experiment indicate that, while a fraction of Tc/Re is present in the CRB in a readily leachable form, most of the Tc/Re deposited in the refractory is retained in the form of a durable glass phase. In addition, the molten salts from the LAW, mainly sulfates, chlorides, and nitrates, begin to evaporate from BV feeds at temperatures below 800 C and condense on solid surfaces at temperatures below 530 C. Three approaches aimed at reducing or preventing the deposition of soluble Tc/Re within the CRB were proposed: metal lining, sealing the CRB surface with a glaze, and lining the CRB with ceramic tiles. Metal liners were deemed unsuitable because evaluations showed that they can cause unacceptable distortions of the electric field in the BV system. Sodium silicate and a low-alkali borosilicate glaze were selected for testing. The glazes slowed down molten salt condensate penetration, but did little to reduce the penetration of molten salt. Out of several refractory tile candidates, only greystone and fused-cast alumina-zirconia-silica (AZS) refractory remained intact and well bonded to the CRB after firing to 1000 C. The deformation of the refractory-tile composite was avoided by prefiring the greystone tile to 800 C. Condensed vapors did not penetrate the tiles, but Re salts condensed on their surface. Refractory corrosion tests indicated that a 0.25-inch-thick greystone tile would not corrode during a BV melt. Tiles can reduce both vapor penetration and molten salt penetration, but vapor deposition above the melt line will occur even on tiles. The Tc/Re transport scenario was outlined as follows. At temperatures below 700 C, molten ionic salt (MIS) that includes all the Tc/Re penetrates, by capillarity, from the feed into the CRB open porosity. At approximately 750 C, the MIS decomposes through the loss of NOx, leaving mainly sulfate and chloride salts. The Na2O formed in the decomposition of the nitrates reacts with insoluble grains in the feed and with the aluminosilicates in the CRB to form more viscous liquids that reduce further liquid penetration into the CRB. At 800 to 1000 C, a continuous glass phase traps the remains of the MIS in the form of inclusions in the bulk glass melt. At 1000 to 1200 C, the salt inclusions in the glass slowly dissolve but also rise to the surface. The Tc/Re salts also evaporate from the free surface of the glass melt that is rapidly renewed by convective currents. The vapors condense on cooler surfaces in the upper portion of the CRB, the box lid, and the off-gas system.

The primary objective of this project was to develop oxidation methods appropriate for the conversion of agriculturally derived simple sugars to their corresponding diacids (aldaric acids) for use as biobased chemical building blocks for new biodegradable polymers and other materials. Principal target diacids were D-glucaric, meso-xylaric, D-mannaric and L-arabinaric acid, each to be prepared by nitric acid oxidation of the naturally occurring precursor carbohydrates (monosaccharides) D-glucose, D-xylose, D-mannose and L-arabinose, respectively, all from hydrolysis of naturally abundant plant polysaccharides. These conversions were to be designed for scale up to a level suitable for transfer first to a pilot plant scale, and then to an industrial plant scale. The core of the project involved a comprehensive study of the title oxidation employing a computer controlled reactor. The plan of action involved defining experimental parameters to allow for control of the oxidations with considerable precision and reproducibility. The prototype oxidations were typically run using ca. 0.75 molar amounts of carbohydrate, with a goal of eventually doubling the reaction size when appropriate reaction parameters were established. During the course of the funding period for this grant, the fundamentals of reaction control were established for oxidation of D-glucose, a critical component of the project given the exothermic character of the reaction. The reactions were monitored using a reliable GC/MS protocol. The glucose to glucaric acid conversion represented the most important and potentially highest value conversion. During the grant period we were able to establish one workable system to carry out the glucose to glucaric acid conversion, but were not able to optimize the process or establish a protocol that was satisfactory for a scale up to a pilot plant scale. However, the work carried out showed the possibility that with appropriate innovation and continued effort, a prototype for a successful pilot plant scale operation might be possible. It was not possible to explore oxidations with the other simple sugars indicated during the time frame of this project. A graduate student, J. Brand, and an undergraduate student, B. Oâ??Connor received partial support for research done on the project. A manuscript for publication entitled ANitric Acid Oxidation of D-Glucose to D-Glucaric Acid: Improved Process and Analytical Assessment@, is in preparation for submission to Industrial & Engineering Chemistry Research or Carbohydrate Research.
