    The objective of the bureau of Land Management's (BLM) drainage program is to prevent loss of oil and gas by drainage from jurisdictional lands. When such loss is not prevented, the BLM must ensure that the federal and Indian lessors are fully compensated. These objectives may be met by several alternatives, including drilling a protective well, leasing unleased parcels with drainage stipulations, paying compensatory royalties, or entering into an agreement. Relinquishment of the lease is an extreme solution but is allowed by regulation. Detailed geologic and engineering studies result in technical review, showing whether drainage is or has occurred. The authors then notify the lessee and allow them to submit data showing drainage is not occurring. If they concur, the case is closed. If they still believe drainage is occurring or the lessee does not respond, a decision letter is sent. The decision letter may be reviewed by the BLM state director for technical and procedural quality assurance. If the decision is upheld, the lessee may appeal to the Interior Board of Land Appeals (IBLA). The lessee must submit a statement of reasons, clearly outlining his objections to the bureau's decision. The BLM technical staff must answer the statement or request that the case be remanded from IBLA. Posters illustrate a typical case study, illustrating the discovery of drainage, geology and engineering reports, the decision letter, state director review, and IBLA appeal.

Rising temperatures of 2 to 8oC and associated changes in soil moisture will shift the competitive balance between species that compete for light and water, and so change their abilities to produce seed, germinate, grow, and survive. We have used large-scale experiments to determine the effects of warming on the most sensitive stage of species distributions, i.e., recruitment, in mixed deciduous forests in southern New England and in the Piedmont region of North Carolina. Two questions organized our research: (1) Might temperate tree species near the “warm” end of their range in the eastern United States decline in abundance during the coming century due to projected warming? and (2) Might trees near the “cool” end of their range in the eastern United States increase in abundance, or extend their range, during the coming 100 years because of projected warming? To explore these questions, we exposed seedlings to air and soil warming experiments in two eastern deciduous forest sites; one at the Harvard Forest (HF) in central Massachusetts, and the other at the Duke Forest (DF) in the Piedmont region of North Carolina. We focused on tree species common to both Harvard and Duke Forests (such as red, black, and white oaks), those near northern range limits (black oak, flowing dogwood, tulip poplar), and those near southern range limits (yellow birch, sugar maple, Virginia pine). At each site, we planted seeds and seedlings in common gardens established in temperature-controlled, open-top chambers. The experimental design was replicated and fully factorial and involved three temperature regimes (ambient, +3oC and +5oC) and two light regimes (closed forest canopy (low light) and gap conditions (high light)).     This report describes the results from three studies of source spectra, attenuation, and site effects of central and eastern United States earthquakes. In the first study source parameter estimates taken from 27 previous studies were combined to test the assumption that the earthquake stress drop is roughly a constant, independent of earthquake size. 200 estimates of stress drop and seismic moment from eastern North American earthquakes were combined. It was found that the estimated stress drop from the 27 studies increases approximately as the square-root of the seismic moment, from about 3 bars at 10{sup 20} dyne-cm to 690 bars at 10{sup 25} dyne-cm. These results do not support the assumption of a constant stress drop when estimating ground motion parameters from eastern North American earthquakes. In the second study, broadband seismograms recorded by the United States National Seismograph Network and cooperating stations have been analysed to determine Q{sub Lg} as a function of frequency in five regions: the northeastern US, southeastern US, central US, northern Basin and Range, and California and western Nevada. In the third study, using spectral analysis, estimates have been made for the anelastic attenuation of four regional phases, and estimates have been made for the source parameters of 27 earthquakes, including the M{sub b} 5.6, 14 April, 1995, West Texas earthquake.

    This report describes a new seismic source characterization (SSC) model for the Central and Eastern United States (CEUS). It will replace the Seismic Hazard Methodology for the Central and Eastern United States, EPRI Report NP-4726 (July 1986) and the Seismic Hazard Characterization of 69 Nuclear Plant Sites East of the Rocky Mountains, Lawrence Livermore National Laboratory Model, (Bernreuter et al., 1989). The objective of the CEUS SSC Project is to develop a new seismic source model for the CEUS using a Senior Seismic Hazard Analysis Committee (SSHAC) Level 3 assessment process. The goal of the SSHAC process is to represent the center, body, and range of technically defensible interpretations of the available data, models, and methods. Input to a probabilistic seismic hazard analysis (PSHA) consists of both seismic source characterization and ground motion characterization. These two components are used to calculate probabilistic hazard results (or seismic hazard curves) at a particular site. This report provides a new seismic source model. Results and Findings The product of this report is a regional CEUS SSC model. This model includes consideration of an updated database, full assessment and incorporation of uncertainties, and the range of diverse technical interpretations from the larger technical community. The SSC model will be widely applicable to the entire CEUS, so this project uses a ground motion model that includes generic variations to allow for a range of representative site conditions (deep soil, shallow soil, hard rock). Hazard and sensitivity calculations were conducted at seven test sites representative of different CEUS hazard environments. Challenges and Objectives The regional CEUS SSC model will be of value to readers who are involved in PSHA work, and who wish to use an updated SSC model.     Upper crustal Proterozoic rocks of the eastern midcontinent of the U.S. are part of the transcontinental Proterozoic province, a 3,000 km-long belt of anorogenic igneous rocks that extends from western Ohio to southern California. Regional magnetic and gravity anomaly maps reveal a variety of prominent anomalies and gradients that reflect major basement or intrabasement structures. Widespread are pronounced (10--20 km diameter), high-amplitude (600--700 gamma) circular to elliptical positive magnetic anomalies that are associated with magnetite-series granites and coeval rhyolites. Also present (in Indiana) are a series of ring-shaped magnetic anomalies that have a diameter of about 50 km and form circular to elliptical patterns of narrow positive anomalies bordered by negative anomalies and ringing a central minimum. Modeling of the anomalies suggests that they may be ring dike complexes associated with calderas. Two prominent circular gravity lows associated with large granitic batholiths have also been identified. The larger of these, the Wisconsin gravity minimum, has a diameter of about 250 km and an amplitude of about [minus]65 mgals and is associated with the Wolf River batholith. The second gravity low has a diameter of about 75 km and an amplitude of about [minus]25 mgals and is in east-central Kentucky. Several major rift zones are present in the eastern midcontinent. The most prominent of these is the New Madrid rift complex, a failed-arm structure that extends into the craton beneath the Mississippi embayment. Also present are linear arrays of positive magnetic and gravity anomalies that are associated with basaltic rift zones. These include the mid-Michigan rift and the Ft. Wayne rift, as well as with possible rifts associated with the mid-Tennessee and Louisville positive anomalies.

    The objective of this report is to provide a source of weather data for direct use with a number of simplified energy calculation methods available today. Complete weather data for a number of cities in the United States are provided for use in the following methods: degree hour, modified degree hour, bin, modified bin, and variable degree day. This report contains sets of weather data for 23 cities in the continental United States using Test Reference Year (TRY) source weather data. The weather data at each city has been summarized in a number of ways to provide differing levels of detail necessary for alternative simplified energy calculation methods. Weather variables summarized include dry bulb and wet bulb temperature, percent relative humidity, humidity ratio, wind speed, percent possible sunshine, percent diffuse solar radiation, total solar radiation on horizontal and vertical surfaces, and solar heat gain through standard DSA glass. Monthly and annual summaries, in some cases by time of day, are available. These summaries are produced in a series of nine computer generated tables.

The site operators adhered by varying degrees to the sample collection protocol based on the daily sampling protocol of the MAP3S Precipitation Chemistry Network. Sulfate and nitrate ion together accounted for more than 80% of total anions (in {mu}Eq/L) in the precipitation at all sites. Wet deposition of sulfate at Moss Lake, Biscuit Brook, Penn State, and Linn Run averaged 223, 230, 253, and 402 mg/m{sup 2}/month, respectively, whereas nitrate wet deposition averaged 197, 195, 160, and 233 mg/m{sup 2}/month, respectively. Sulfate deposition was a factor of 2 to 4 higher in summer than in winter. The seasonal pattern for nitrate deposition was weak; the seasonal contrast was less than a factor of 2.5 at all sites. The association between the wet deposition and precipitation chemistry at the MAP3S monitoring site and the average for the study watersheds was dependent on the distance between the site and watershed and the intervening terrain. Precipitation chemistry at the monitoring site is representative of that at the ERP study watersheds in the Adirondack and Catskill regions and in the south-western group of watersheds in the Appalachian region. High spatial variability in precipitation amounts makes this assumption weaker for wet deposition. Chemical input to watersheds from dry deposition has not been determined at any site but could range from a factor of 0.3 to 1.0 of the wet deposition. 7 refs., 38 figs., 12 tabs.

    Matched pairs of known geothermal wells and springs with BLM proposed Wilderness Study Areas (WSAs) were identified by inspection of WSA and Geothermal resource maps for the states of Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington and Wyoming. A total of 3952 matches, for geothermal sites within 25 miles of a WSA, were identified. Of these, only 71 (1.8%) of the geothermal sites are within one mile of a WSA, and only an additional 100 (2.5%) are within one to three miles. Approximately three-fourths of the matches are at distances greater than ten miles. Only 12 of the geothermal sites within one mile of a WSA have surface temperatures reported above 50/sup 0/C. It thus appears that the geothermal potential of WSAs overall is minimal, but that evaluation of geothermal resources should be considered in more detail for some areas prior to their designation as Wilderness.

    The viscosity of the molten ash (slag) resulting from the mineral constituents in carbon feedstock used in slagging gasifiers is critical for controlling the gasification process. The viscosity of two synthetic slags with compositions resembling the mineral impurities in average eastern and western coal feedstock was examined at temperatures from 1300–1500 °C using a rotating bob viscometer. A few combinations of atmospheres and experimental materials were investigated with respect to one another to determine slag viscosity. A CO/CO{sub 2} atmosphere (CO/CO{sub 2} = 1.8, corresponding to a P{sub O{sub 2}} = 10–8 atm) is required to sustain ferrous ions in FeO-containing slags, an environment that is oxidizing to most metals. Iron oxide in the slag prevents usage of Fe parts. In unpurified Ar, the Fe metal surface oxidizes. Using purified argon prevents iron measurement components from oxidation; however, the metallic surfaces act as nucleation sites for the reduction of the Fe oxide in the slag into metallic Fe. Dissolution of ceramic materials into the slag, including Al{sub 2}O{sub 3} and ZrO{sub 2}, occurs in both atmospheres. Therefore, evaluating slag properties in the laboratory is challenging. The measured viscosities of two synthetic slags in this study diverged depending upon material selection. This difference is likely attributable to container/spindle-slag interactions. Viscosity measurements of the eastern coal slag using all ceramic parts agreed best with FactSage prediction above 1350 °C, with an average activation energy of 271.2 kJ. For western coal slag, the dissolution of container/spindle materials was substantial during the measurement, with precipitation of crystalline phase noted. The experimental viscosity data of the western coal slag agreed best with Kalmanovitch prediction above 1350 °C. The activation energy changed dramatically for both data sets of western coal slag, likely indicating the Newtonian-to-non-Newtonian transition.

  3. State of lithospheric stress and borehole stability at Deep Sea Drilling Project site 504B, eastern equatorial Pacific

    Hole 504B in the eastern equatorial Pacific is the deepest hole to penetrate oceanic basement, extending more than 1,500 m beneath the seafloor. Two borehole televiewer (BHTV) logs have been combined and processed in terms of both acoustic amplitude and travel time in order to evaluate the extent and distribution of rock failure along the borehole wall. A histogram of borehole enlargements versus azimuth depicts a dominant breakout azimuth of N122.5{degree}E which corresponds to the direction of minimum principal stress S{sub h}. Furthermore, the bimodality of this histogram, with a secondary mode orthogonal to S{sub h}, indicates that a significant number of enlargements are coalesced tensile fractures occurring along the orientation of S{sub H}, the maximum principal stress. The appearance of this orthogonal, bimodal distribution suggests that the regional horizontal stress field is highly anisotropic, a condition supported by seismic data. The frequency of borehole enlargements increases with increasing depth and depicts a systematic structural deterioration of the well bore. The tensile fractures along the S{sub H} azimuth contribute to this degradation and appear to be induced by thermal stresses due to the injection of cold water into hot rock. The frequency of these extensional features does not increase with depth. Rather, their appearances can be directly correlated with shipboard efforts at deliberately cooling the well and/or with the sudden resumption of drilling after the hole had been allowed to reequilibrate thermally for several days. These latter borehole enlargements are more pronounced than those commonly associated with hydraulic fracturing. The mechanism for fracture initiation and growth, based upon temperature contrasts between the well bore fluid and the adjacent rock may enhance rock failure.

The content originally referenced is still available. It includes geothermal maps of seven southeastern states with accompanying data tables. The seven states are: New Jersey, Maryland, Delaware, Virginia, North Carolina, South Caroline, and Georgia. Data types include geothermal data, seismic data, and magnetic and gravity data. Typical geothermal data may include tables of temperature versus depth data, plots of temperature/gradient versus depth, tables of thermal conductivity data, and tables of gamma log data. Other resources available from the RGL provide information about hot springs in the southeastern U.S., temperatures for Atlantic Coastal Plain sediments, and deep fracture permeability in crystalline rocks in the eastern and southeastern U.S. Recently, this website and its collection of geothermal data has been renamed and reorganized as a portal into the National Geothermal Data System, a move that makes far more data both available and integrated.

    As has been noted in many reports and publications, acquiring new or expanded rights-of-way for transmission is a challenging process, because numerous land use and land ownership constraints must be overcome to develop pathways suitable for energy transmission infrastructure. In the eastern U.S., more than twenty federally protected national trails (some of which are thousands of miles long, and cross many states) pose a potential obstacle to the development of new or expanded electricity transmission capacity. However, the scope of this potential problem is not well-documented, and there is no baseline information available that could allow all stakeholders to study routing scenarios that could mitigate impacts on national trails. This report, Electricity Transmission, Pipelines, and National Trails: An Analysis of Current and Potential Intersections on Federal Lands in the Eastern United States, was prepared by the Environmental Science Division of Argonne National Laboratory (Argonne). Argonne was tasked by DOE to analyze the “footprint” of the current network of National Historic and Scenic Trails and the electricity transmission system in the 37 eastern contiguous states, Alaska, and Hawaii; assess the extent to which national trails are affected by electrical transmission; and investigate the extent to which national trails and other sensitive land use types may be affected in the near future by planned transmission lines. Pipelines are secondary to transmission lines for analysis, but are also within the analysis scope in connection with the overall directives of Section 368 of the Energy Policy Act of 2005, and because of the potential for electrical transmission lines being collocated with pipelines.     In this paper, we examine the changes in ambient ozone concentrations simulated by the Community Multiscale Air Quality (CMAQ) model for summer 2002 under three different nitrogen oxides (NOx) emission scenarios. Two emission scenarios represent best estimates of 2002 and 2004 emissions; they allow assessment of the impact of the NOx emissions reductions imposed on the utility sector by the NOx State Implementation Plan (SIP) Call. The third scenario represents a hypothetical rendering of what NOx emissions would have been in 2002 if no emission controls had been imposed on the utility sector. Examination of the modeled median and 95th percentile daily maximum 8-hr average ozone concentrations reveals that median ozone levels estimated for the 2004 emission scenario were less than those modeled for 2002 in the region most affected by the NOx SIP Call. Comparison of the 'no-control' with the '2002' scenario revealed that ozone concentrations would have been much higher in much of the eastern United States if the utility sector had not implemented NOx emission controls; exceptions occurred in the immediate vicinity of major point sources where increased NO titration tends to lower ozone levels. 13 refs., 8 figs., 2 tabs.

    A three-dimensional chemical transport model (Particulate Matter Comprehensive Air Quality Model with Extensions) is used to investigate changes in fine particle (PM2.5) concentrations in response to 50% emissions changes of oxides of nitrogen (NOx) and anthropogenic volatile organic compounds (VOCs) during July 2001 and January 2002 in the eastern United States. The reduction of NOx emissions by 50% during the summer results in lower average oxidant levels and lowers PM2.5 (8% on average), mainly because of reductions of sulfate (9-11%), nitrate (45-58%), and ammonium (7-11%). The organic particulate matter (PM) slightly decreases in rural areas, whereas it increases in cities by a few percent when NOx is reduced. Reduction of NOx during winter causes an increase of the oxidant levels and a rather complicated response of the PM components, leading to small net changes. Sulfate increases (8-17%), nitrate decreases (18-42%), organic PM slightly increases, and ammonium either increases or decreases a little. The reduction of VOC emissions during the summer causes on average a small increase of the oxidant levels and a marginal increase in PM2.5. This small net change is due to increases in the inorganic components and decreases of the organic ones. Reduction of VOC emissions during winter results in a decrease of the oxidant levels and a 5-10% reduction of PM2.5 because of reductions in nitrate (4-19%), ammonium (4-10%), organic PM (12-14%), and small reductions in sulfate. Although sulfur dioxide (SO{sub 2}) reduction is the single most effective approach for sulfate control, the coupled decrease of SO{sub 2} and NOx emissions in both seasons is more effective in reducing total PM2.5 mass than the SO{sub 2} reduction alone. 34 refs., 7 figs., 1 tab.

    Lighting consumes more than 20% of electricity generated in the United States. Solid state lighting relies upon either inorganic or organic light-emitting diodes (OLEDs). OLED devices because of their thinness, fast response, excellent color, and efficiency could become the technology of choice for future lighting applications, provided progress is made to increase power efficiency and device lifetime and to develop cost-effective manufacturing processes. As a first step in this process, Eastman Kodak Company has demonstrated an OLED device architecture having an efficacy over 50 lm/W that exceeds the specifications of DOE Energy Star Program Requirements for Solid State Lighting. The project included work designed to optimize an OLED device, based on a stacked-OLED structure, with performance parameters of: low voltage; improved light extraction efficiency; improved internal quantum efficiency; and acceptable lifetime. The stated goal for the end of the project was delivery of an OLED device architecture, suitable for development into successful commercial products, having over 50 lum/W power efficiency and 10,000 hours lifetime at 1000 cd/m{sup 2}. During the project, Kodak developed and tested a tandem hybrid IES device made with a fluorescent blue emitter, a phosphorescent yellow emitter, and a phosphorescent red emitter in a stacked structure. The challenge was to find low voltage materials that do not absorb excessive amounts of emitted light when the extraction enhancement structure is applied. Because an extraction enhancement structure forces the emitted light to travel several times through the OLED layers before it is emitted, it exacerbates the absorption loss. A variety of ETL and HTL materials was investigated for application in the low voltage SSL device structure.     Since 1967, at least six ash utilization symposiums have been held in the United States, with papers presented by several European authors on the utilization of coal by-products in Eastern Europe. There is currently over 80,000 megawatts of installed coal-fired capacity available in that region. Unfortunately, of the 117,778,000 tonnes of fly ash, bottom ash, and slag produced in Eastern Europe in 1989, only 13% was utilized. This paper outlines the research and levels and kinds of coal by-product utilization taking place in Eastern Europe since the late 1960s.
