    Vernal Pools are shallow seasonal ponds that form in poorly drained depressions scattered across California`s vast Central Valley. The valley`s rolling terrain and Mediterranean climate, together with an essentially impervious soil horizon, are the key environmental factors affecting distribution of the habitat across valley grassland landscapes. Interest in this habitat heightened in 1993 when vernal pools were the first wetland type in the country to be designated as {open_quotes}Aquatic Resources of National importance{close_quotes} (ARNI). The 1994 listing of four invertebrate species, endemic to California vernal pools, for protection under the endangered Species Act placed further emphasis on them. A 90% loss hypothesis resulted in a strict regulatory policy of {open_quotes}on site{close_quotes} conservation where urbanization interfaces with valley grassland and vernal pool resources. Approximately 2.1 million acres of historic habitat were identified. The current resource covers approximately 1.0 million acres distributed primarily in expansive rangland tracts across 20 California counties. A GIS data base was developed for the Central Valley, with an emphasis on rapidly urbanizing Sacramento County, to provide resource planners with the information to develop a sound conservation strategy for acres was completed in 1994. Restoration and preservation can continue to conserve large tracts that have been well managed historically by ranchers. The findings indicate a tremendous conservation opportunity--thought to have been lost--is extant, and planning decisions can now be based upon sound science.

    Methane mixing ratios measured at a tall-tower are compared to model predictions to estimate surface emissions of CH{sub 4} in Central California for October-December 2007 using an inverse technique. Predicted CH{sub 4} mixing ratios are calculated based on spatially resolved a priori CH{sub 4} emissions and simulated atmospheric trajectories. The atmospheric trajectories, along with surface footprints, are computed using the Weather Research and Forecast (WRF) coupled to the Stochastic Time-Inverted Lagrangian Transport (STILT) model. An uncertainty analysis is performed to provide quantitative uncertainties in estimated CH{sub 4} emissions. Three inverse model estimates of CH{sub 4} emissions are reported. First, linear regressions of modeled and measured CH{sub 4} mixing ratios obtain slopes of 0.73 {+-} 0.11 and 1.09 {+-} 0.14 using California specific and Edgar 3.2 emission maps respectively, suggesting that actual CH{sub 4} emissions were about 37 {+-} 21% higher than California specific inventory estimates. Second, a Bayesian 'source' analysis suggests that livestock emissions are 63 {+-} 22% higher than the a priori estimates. Third, a Bayesian 'region' analysis is carried out for CH{sub 4} emissions from 13 sub-regions, which shows that inventory CH{sub 4} emissions from the Central Valley are underestimated and uncertainties in CH{sub 4} emissions are reduced for sub-regions near the tower site, yielding best estimates of flux from those regions consistent with 'source' analysis results. The uncertainty reductions for regions near the tower indicate that a regional network of measurements will be necessary to provide accurate estimates of surface CH{sub 4} emissions for multiple regions.

    A series of drought simulations were performed for the California Central Valley using computer applications developed by the California Department of Water Resources and historical datasets representing a range of droughts from mild to severe for time periods lasting up to 60 years. Land use, agricultural cropping patterns, and water demand were held fixed at the 2003 level and water supply was decreased by amounts ranging between 25 and 50%, representing light to severe drought types. Impacts were examined for four hydrologic subbasins, the Sacramento Basin, the San Joaquin Basin, the Tulare Basin, and the Eastside Drainage. Results suggest the greatest impacts are in the San Joaquin and Tulare Basins, regions that are heavily irrigated and are presently overdrafted in most years. Regional surface water diversions decrease by as much as 70%. Stream-to-aquifer flows and aquifer storage declines were proportional to drought severity. Most significant was the decline in ground water head for the severe drought cases, where results suggest that under these scenarios the water table is unlikely to recover within the 30-year model-simulated future. However, the overall response to such droughts is not as severe as anticipated and the Sacramento Basin may act as ground-water insurance to sustain California during extended dry periods.

  15. Sensitivity analysis of ozone formation and transport for a Central California air pollution episode

    CMAQ-HDDM is used to determine spatial and temporal variations in ozone limiting reagents and local vs upwind source contributions for an air pollution episode in Central California. We developed a first- and second- order sensitivity analysis approach with the Decoupled Direct Method to examine spatial and temporal variations of ozone-limiting reagents and the importance of local vs upwind emission sources in the San Joaquin Valley of central California for a five-day ozone episode (29th July-3rd Aug, 2000). Despite considerable spatial variations, nitrogen oxides (NO{sub x}) emission reductions are overall more effective than volatile organic compound (VOC) control for attaining the 8-hr ozone standard in this region for this episode, in contrast to the VOC control that works better for attaining the prior 1-hr ozone standard. Inter-basin source contributions of NO{sub x} emissions are limited to the northern part of the SJV, while anthropogenic VOC (AVOC) emissions, especially those emitted at night, influence ozone formation in the SJV further downwind. Among model input parameters studied here, uncertainties in emissions of NO{sub x} and AVOC, and the rate coefficient of the OH + NO{sub 2} termination reaction, have the greatest effect on first-order ozone responses to changes in NO{sub x} emissions. Uncertainties in biogenic VOC emissions only have a modest effect because they are generally not collocated with anthropogenic sources in this region.

    Central California spans a wide variety of urban, agricultural, and natural terrain, including the San Francisco Bay area, the Central Valley, and the Sierra Nevada Mountains. Population within this region is growing rapidly, and there are persistent, serious air pollution problems including fine particulate matter (PM{sub 2.5}) and ozone. Summertime photochemical air pollution is the focus of the present study, which represents a first phase in the development and application of a modeling capability to assess formation and transport of ozone and its precursors within Central California over an entire summer season. This contrasts with past studies that have examined pollutant dynamics for a few selected high-ozone episodes each lasting 3-5 days. The Community Multiscale Air Quality model (CMAQ) has been applied to predict air pollutant formation and transport in Central California for a 15-day period beginning on July 24, 2000. This period includes a 5-day intensive operating period (July 29 to August 2) from the Central California Ozone Study (CCOS). Day-specific meteorological conditions were modeled by research collaborators at NOAA using a mesoscale meteorological model (MM5). Pollutant emissions within the study domain were based on CARB emission inventory estimates, with additional efforts conducted as part of this research to capture relevant emissions variability including (1) temperature and sunlight-driven changes in biogenic VOC, (2) weekday/weekend and diurnal differences in light-duty (LD) and heavy-duty (HD) motor vehicle emissions, (3) effects of day-specific meteorological conditions on plume rise from point sources such as power plants. We also studied the effects of using cleaner pollutant inflow boundary conditions, lower than indicated during CCOS aircraft flights over the Pacific Ocean, but supported by other surface, ship-based, balloon and aircraft sampling studies along the west coast.     Carbonaceous aerosols are responsible for large uncertainties in climate models, degraded visibility, and adverse health effects. The Carbonaceous Aerosols and Radiative Effects Study (CARES) was designed to study carbonaceous aerosols in the natural environment of Central Valley, California, and learn more about their atmospheric formation and aging. This paper presents results from spectro-microscopic measurements of carbonaceous particles collected during CARES at the time of pollution accumulation event (June 27-29, 2010), when in situ measurements indicated an increase in the organic carbon content of aerosols as the Sacramento urban plume aged. Computer controlled scanning electron microscopy coupled with an energy dispersive X-ray detector (CCSEM/EDX) and scanning transmission X-ray microscopy coupled with near edge X-ray absorption spectroscopy (STXM/NEXAFS) were used to probe the chemical composition and morphology of individual particles. It was found that the mass of organic carbon on individual particles increased through condensation of secondary organic aerosol. STXM/NEXAFS indicated that the number fraction of homogenous organic particles lacking inorganic inclusions (greater than ~50 nm diameter) increased with plume age as did the organic mass per particle. Comparison of the CARES spectro-microscopic data set with a similar dataset obtained in Mexico City during the MILAGRO campaign showed that individual particles in Mexico City contained twice as much carbon as those sampled during CARES. The number fraction of soot particles at the Mexico City urban site (30%) was larger than at the CARES urban site (10%) and the most aged samples from CARES contained less carbon-carbon double bonds. Differences between carbonaceous particles in Mexico City and California result from different sources, photochemical conditions, gas phase reactants, and secondary organic aerosol precursors.   8. Polluting of Winter Convective Clouds upon Transition from Ocean Inland Over Central California: Contrasting Case Studies

    In-situ aircraft measurements of aerosol chemical and cloud microphysical properties were conducted during the CalWater campaign in February and March 2011 over the Sierra Nevada Mountains and the coastal waters of central California. The main objective was to elucidate the impacts of aerosol properties on clouds and precipitation forming processes. In order to accomplish this, we compared contrasting cases of clouds that ingested aerosols from different sources. The results showed that clouds containing pristine oceanic air had low cloud drop concentrations and started to develop rain 500 m above their base. This occurred both over the ocean and over the Sierra Nevada, mainly in the early morning when the radiatively cooled stable continental boundary layer was decoupled from the cloud base. Supercooled rain dominated the precipitation that formed in growing convective clouds in the pristine air, up to the -21C isotherm level. A contrasting situation was documented in the afternoon over the foothills of the Sierra Nevada, when the clouds ingested high pollution aerosol concentrations produced in the Central Valley. This led to slow growth of the cloud drop effective radius with height and suppressed and even prevented the initiation of warm rain while contributing to the development of ice hydrometeors in the form of graupel. Our results show that cloud condensation and ice nuclei were the limiting factors that controlled warm rain and ice processes, respectively, while the unpolluted clouds in the same air mass produced precipitation quite efficiently. These findings provide the motivation for deeper investigations into the nature of the aerosols seeding clouds.

  14. The ends of uncertainty: Air quality science and planning in Central California

    Air quality planning in Central California is complicated and controversial despite millions of dollars invested to improve scientific understanding. This research describes and critiques the use of photochemical air quality simulation modeling studies in planning to attain standards for ground-level ozone in the San Francisco Bay Area and the San Joaquin Valley during the 1990's. Data are gathered through documents and interviews with planners, modelers, and policy-makers at public agencies and with representatives from the regulated and environmental communities. Interactions amongst organizations are diagramed to identify significant nodes of interaction. Dominant policy coalitions are described through narratives distinguished by their uses of and responses to uncertainty, their exposures to risks, and their responses to the principles of conservatism, civil duty, and caution. Policy narratives are delineated using aggregated respondent statements to describe and understand advocacy coalitions. I found that models impacted the planning process significantly, but were used not purely for their scientific capabilities. Modeling results provided justification for decisions based on other constraints and political considerations. Uncertainties were utilized opportunistically by stakeholders instead of managed explicitly. Ultimately, the process supported the partisan views of those in control of the modeling. Based on these findings, as well as a review of model uncertainty analysis capabilities, I recommend modifying the planning process to allow for the development and incorporation of uncertainty information, while addressing the need for inclusive and meaningful public participation. By documenting an actual air quality planning process these findings provide insights about the potential for using new scientific information and understanding to achieve environmental goals, most notably the analysis of uncertainties in modeling applications.     Intensive agricultural irrigation and overdraft of groundwater in the Central Valley of California profoundly affect the regional quality and availability of shallow groundwater resources. In the natural state, the {delta}{sup 18}O values of groundwater were relatively homogeneous (mostly -7.0 {+-} 0.5{per_thousand}), reflecting local meteoric recharge that slowly (1-3m/yr) flowed toward the valley axis. Today, on the west side of the valley, the isotope distribution is dominated by high {sup 18}O enclosures formed by recharge of evaporated irrigation waters, while the east side has bands of low {sup 18}O groundwater indicating induced recharge from rivers draining the Sierra Nevada mountains. Changes in {delta}{sup 18}O values caused by the agricultural recharge strongly correlate with elevated nitrate concentrations (5 to >100 mg/L) that form pervasive, non-point source pollutants. Small, west-side cities dependent solely on groundwater resources have experienced increases of >1.0 mg/L per year of nitrate for 10-30 years. The resultant high nitrates threaten the economical use of the groundwater for domestic purposes, and have forced some well shut-downs. Furthermore, since >80% of modern recharge is now derived from agricultural irrigation, and because modern recharge rates are {approximately}10 times those of the natural state, agricultural land retirement by urbanization will severely curtail the current safe-yields and promote overdraft pumping. Such overdrafting has occurred in the Sacramento metropolitan area for {approximately}40 years, creating cones of depression {approximately}25m deep. Today, groundwater withdrawal in Sacramento is approximately matched by infiltration of low {sup 18}O water (-11.0{per_thousand}) away from the Sacramento and American Rivers, which is estimated to occur at 100-300m/year from the sharp {sup 18}O gradients in our groundwater isotope map.

    Matched pairs of known geothermal wells and springs with BLM proposed Wilderness Study Areas (WSAs) were identified by inspection of WSA and Geothermal resource maps for the states of Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington and Wyoming. A total of 3952 matches, for geothermal sites within 25 miles of a WSA, were identified. Of these, only 71 (1.8%) of the geothermal sites are within one mile of a WSA, and only an additional 100 (2.5%) are within one to three miles. Approximately three-fourths of the matches are at distances greater than ten miles. Only 12 of the geothermal sites within one mile of a WSA have surface temperatures reported above 50/sup 0/C. It thus appears that the geothermal potential of WSAs overall is minimal, but that evaluation of geothermal resources should be considered in more detail for some areas prior to their designation as Wilderness.

    This Environmental Impact Statement addresses the possible United States Bureau of Land Management approval of an amendment to the California Desert Conservation Area Plan (CDCA Plan) to allow for solar energy and of a right‐of‐way grant to lease land managed by the BLM for construction, operation and decommissioning of a solar electricity generation facility. The Agency Preferred Alternative covers approximately 7,025 acres (ac), managed by the BLM, and would generate 1000 megawatts (MW) of electricity annually.

    The objective of the bureau of Land Management's (BLM) drainage program is to prevent loss of oil and gas by drainage from jurisdictional lands. When such loss is not prevented, the BLM must ensure that the federal and Indian lessors are fully compensated. These objectives may be met by several alternatives, including drilling a protective well, leasing unleased parcels with drainage stipulations, paying compensatory royalties, or entering into an agreement. Relinquishment of the lease is an extreme solution but is allowed by regulation. Detailed geologic and engineering studies result in technical review, showing whether drainage is or has occurred. The authors then notify the lessee and allow them to submit data showing drainage is not occurring. If they concur, the case is closed. If they still believe drainage is occurring or the lessee does not respond, a decision letter is sent. The decision letter may be reviewed by the BLM state director for technical and procedural quality assurance. If the decision is upheld, the lessee may appeal to the Interior Board of Land Appeals (IBLA). The lessee must submit a statement of reasons, clearly outlining his objections to the bureau's decision. The BLM technical staff must answer the statement or request that the case be remanded from IBLA. Posters illustrate a typical case study, illustrating the discovery of drainage, geology and engineering reports, the decision letter, state director review, and IBLA appeal.

    The long-term behavior of a CO{sub 2} plume injected into a deep saline formation is investigated, focusing on mechanisms that lead to plume stabilization. Key measures are plume migration distance and the time evolution of CO{sub 2} phase-partitioning, which are examined by developing a numerical model of the subsurface at a proposed power plant with CO{sub 2} capture in the San Joaquin Valley, California, where a large-volume pilot test of CO{sub 2} injection will be conducted. The numerical model simulates a four-year CO{sub 2} injection period and the subsequent evolution of the CO{sub 2} plume until it stabilizes. Sensitivity studies are carried out to investigate the effect of poorly constrained model parameters permeability, permeability anisotropy, and residual gas saturation.

    Calcareous nodules and concretions from Franciscan melange matrix and parts of the Great Valley sequence outliers of northern California yielded well-preserved, diverse assemblages of fossil dinoflagellate cysts of late Albian age. Age interpretation of the samples is based on worldwide ranges of known dinoflagellate species. The melange samples are younger than most previously reported Franciscan melange matrix. Impagidinium-type gonyaulacoid cysts are dominant as opposed to spiniferites types, and species apparently related to shallow-water environments are scarce, which suggests that these assemblages represent an open-ocean environment. Assemblages have few species in common with assemblages of the same age from the Mid-Continent of North America, and more species in common with assemblages of the same age from the eastern Atlantic. Paleoenvironmental considerations probably account for this pattern, rather than paleogeography. Assemblages contain numerous previously undescribed species. Thirteen new species are presented.

    Continuous eddy convariance measurements of carbon dioxide, water vapor and heat were measured continuously between an oak savanna and an annual grassland in California over a 4 year period. These systems serve as representative sites for biomes in Mediterranean climates and experience much seasonal and inter-annual variability in temperature and precipitation. These sites hence serve as natural laboratories for how whole ecosystem will respond to warmer and drier conditions. The savanna proved to be a moderate sink of carbon, taking up about 150 gC m-2y-1 compared to the annual grassland, which tended to be carbon neutral and often a source during drier years. But this carbon sink by the savanna came at a cost. This ecosystem used about 100 mm more water per year than the grassland. And because the savanna was darker and rougher its air temperature was about 0.5 C warmer. In addition to our flux measurements, we collected vast amounts of ancillary data to interpret the site and fluxes, making this site a key site for model validation and parameterization. Datasets consist of terrestrial and airborne lidar for determining canopy structure, ground penetrating radar data on root distribution, phenology cameras monitoring leaf area index and its seasonality, predawn water potential, soil moisture, stem diameter and physiological capacity of photosynthesis.

This EIS evaluates the environmental impacts of the Rice Solar Energy Project, a 150-megawatt solar concentrating electric powerplant proposed to be constructed on private land in the Sonoran Desert. DOE’s Western Area Power Administration actions under this proposal include building and operating a new substation to interconnect the solar project to Western’s transmission system. Instruments aboard the aircraft measured a cocktail of greenhouse gases: carbon dioxide from fossil fuel use, methane from livestock and landfills, CO2 from refineries and power plants, traces of nitrous oxide from agriculture and fuel use, and industrially produced other gases like refrigerants. The flight was part of the Airborne Greenhouse Gas Emissions Survey, a collaboration between Berkeley Lab, the National Oceanic and Atmospheric Administration, and the University of California, and UC Davis to pinpoint the sources of greenhouse gases in central California. The survey is intended to improve inventories of the states greenhouse gas emissions, which in turn will help scientists verify the emission reductions mandated by AB-32, the legislation enacted by California in 2006.

    The Department of Energy (DOE), in conjunction with the Bureau of Land Management (BLM), has prepared an Environmental Assessment (DOE/EA-1124) to identify and evaluate the potential environmental impacts of the proposed geophysical seismic survey on and adjacent to the Naval Petroleum Reserve No.1 (NPR-1), located approximately 35 miles west of Bakersfield, California. NPR-1 is jointly owned and operated by the federal government and Chevron U.S.A. Production Company. The federal government owns about 78 percent of NPR-1, while Chevron owns the remaining 22 percent. The government`s interest is under the jurisdiction of DOE, which has contracted with Bechtel Petroleum Operations, Inc. (BPOI) for the operation and management of the reserve. The 3-dimensional seismic survey would take place on NPR-1 lands and on public and private lands adjacent to NPR-1. This project would involve lands owned by BLM, California Department of Fish and Game (CDFG), California Energy Commission (CEC), The Nature Conservancy, the Center for Natural Lands Management, oil companies (Chevron, Texaco, and Mobil), and several private individuals. The proposed action is designed to provide seismic data for the analysis of the subsurface geology extant in western NPR-1 with the goal of better defining the commercial limits of a currently producing reservoir (Northwest Stevens) and three prospective hydrocarbon bearing zones: the {open_quotes}A Fan{close_quotes} in Section 7R, the 19R Structure in Section 19R, and the 13Z Structure in Section 13Z. Interpreting the data is expected to provide NPR-1 owners with more accurate locations of structural highs, faults, and pinchouts to maximize the recovery of the available hydrocarbon resources in western NPR-1. Completion of this project is expected to increase NPR-1 recoverable reserves, and reduce the risks and costs associated with further exploration and development in the area.

    The DOE, Naval Petroleum reserves in California (NPRC), proposes to sign an Amendment to the Cooperative Agreement and Supplement with the California Department of Food and Agriculture (CDFA) to extend the term of the Curly Top Virus Control Program (CTVCP) in California. This program involves Malathion spraying on NPRC lands to control the beet leafhopper, over a five year period from 1997 through 2001. It is expected that approximately 330 acres on Naval Petroleum Reserve Number 1 (NPR-1) and approximately 9,603 acres on Naval Petroleum Reserve Number 2 (NPR-2) will be treated with Malathion annually by CDFA during the course of this program. The actual acreage subject to treatment can vary from year to year. Pursuant to the requirements of the National Environmental Policy Act of 1969 (NEPA), as amended, the potential impacts of the proposed action were analyzed in a Joint Environmental Assessment (DOE/EA-1011) with the US Department of Interior, Bureau of Land Management (BLM) acting as lead agency, in consultation with the CDFA, and the DOE acting as a cooperating agency. Based on the analysis in the EA, DOE has determined that the conduct of the Curly Top Virus Control Program in California is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the NEPA. Therefore, the preparation of an Environmental Impact Statement is not required and DOE is consequently issuing a FONSI.

    The proposed Midway Valley 3D Geophysical Exploration Project covers approximately 31,444 aces of private lands, 6,880 acres of Department of Energy (DOE) Lands within Naval Petroleum Reserve 2 (NPR2) and 3,840 acres of lands administered by the Bureau of Land Management (BLM), in western Kern County, California. This environmental assessment (EA) presents an overview of the affected environment within the project area using results of a literature review of biological field surveys previously conducted within or adjacent to a proposed 3D seismic project. The purpose is to provide background information to identify potential and known locations of sensitive wildlife and special status plant species within the proposed seismic project area. Biological field surveys, following agency approved survey protocols, will be conducted during October through November 1996 to acquire current resources data to provide avoidance as the project is being implemented in the field.

    In separate actions, Sempra Energy Resources (SER) and Baja California Power, Inc. (BCP) have applied to the US Department of Energy (DOE) for Presidential permits pursuant to Executive Order (EO) No. 10485, as amended by EO 12038, and 10 CFR Section 205.320 et seq. (2000), to construct, operate, maintain, and connect electric power transmission facilities crossing the international border between the Us and Mexico. SER and BCP each propose constructing separate new double-circuit, 230,000 volt (230 kV) transmission lines extending about six miles south from the Imperial Valley Substation (IV Substation), owned and operated by San Diego Gas and Electric Company (SDG and E), to the US/Mexico international border. In each case, the objective is to connect the proposed transmission lines to natural gas fueled electric generating plants being constructed in Mexico for the purpose of importing electrical power into the US onto the southern California electrical grid. The proposed transmission lines would traverse about six miles of federal land administered by the US Department of the Interior's Bureau of Land Management (BLM).

    was necessary to confine the analysis to a smaller geographic area, yet still represent the diversity of tribes and context within which tribal water issues arise. The state of California provides this opportunity. California has 106 federally recognized tribes. California is diverse in its geography, environment, demographics, and economic bases; California tribes demonstrate similar diversity. Additionally, no central repository of national or state tribal water issues exists and information must be aggregated, in general, tribe by tribe. This presents research challenges and, for this report, these were overcome by developing a method to essentially ''sub-sample'' the 106 federally recognized tribes in the state, while making every effort to maintain a sub-sample that broadly represents all of the 106 tribes. n an effort to develop an equitable and appropriate method with which to identify this set of representative tribes, multiple entities were contacted for guidance. Consultation with the Bureau of Indian Affairs (BIA), Environmental Protection Agency (EPA), Indian Health Services (IHS), U.S. Department of Agriculture (USDA), Bureau of Reclamation (BOR) and Tribal Environmental Directors, provided key information and recommendations to guide the research process. It is hoped that an appropriate representation of the diversity of tribes across the state has been achieved; this includes an adequate representation of similarities and differences between Californian tribes on key water research issues (and the same between regions). This research occurred over a limited time period (i.e., three months) and given a general concern that this may not be sufficient, any information and conclusions in this report should be viewed with this in mind. Finally, it is hoped that this research allows for an (enhanced) informed capacity to better propose further dialog between tribes and LLNL to continue to exchange water research perspectives and define potential research

    Energy consumption in California fell in 1991 for the first time in five years. The State`s economy was especially hard hit by a continuing national recession. The construction industry for the second year experienced a dramatic downturn. Energy use in the industrial sector showed a modest increase, but consumption in other end-use categories declined. The decrease in energy used in transportation can be traced to a substantial fall in the sales of both highway diesel fuels and vessel bunkering fuels at California ports, the latter reflecting a mid-year increase in taxes. Gasoline sales by contrast increased as did the number of miles traveled and the number of automobiles in the State. Production in California`s oil and gas fields was at 1990 levels thus arresting a steady decline in output. Due to enlarged steam flooding operations, production at several fields reached record levels. Also countering the decline in many of California fields was new production from the Port Arguello offshore field. California natural gas production, despite a modest 1991 increase, will not fill the use within the State. Petroleum comprised more than half of the State`s energy supply principally for transportation. Natural gas use showed a small increase. Oil products play virtually no role in electrical production. The largest single source of electricity to the State is imports from the Pacific Northwest and from coal-fired plants in the Southwest. Combined contributions to transmitted electricity from renewable and alternate sources declined as hydropower was constrained by a prolonged drought and as geothermal power from the largest and oldest field at The Geysers fell. Windpower grew slightly; however solar power remained at 1990 levels and made no substantial contribution to total power generation.

  15. California Hydrogen Infrastructure Project

    Air Products and Chemicals, Inc. has completed a comprehensive, multiyear project to demonstrate a hydrogen infrastructure in California. The specific primary objective of the project was to demonstrate a model of a real-world retail hydrogen infrastructure and acquire sufficient data within the project to assess the feasibility of achieving the nation's hydrogen infrastructure goals. The project helped to advance hydrogen station technology, including the vehicle-to-station fueling interface, through consumer experiences and feedback. By encompassing a variety of fuel cell vehicles, customer profiles and fueling experiences, this project was able to obtain a complete portrait of real market needs. The project also opened its stations to other qualified vehicle providers at the appropriate time to promote widespread use and gain even broader public understanding of a hydrogen infrastructure. The project engaged major energy companies to provide a fueling experience similar to traditional gasoline station sites to foster public acceptance of hydrogen. Work over the course of the project was focused in multiple areas. With respect to the equipment needed, technical design specifications (including both safety and operational considerations) were written, reviewed, and finalized. After finalizing individual equipment designs, complete station designs were started including process flow diagrams and systems safety reviews. Material quotes were obtained, and in some cases, depending on the project status and the lead time, equipment was placed on order and fabrication began. Consideration was given for expected vehicle usage and station capacity, standard features needed, and the ability to upgrade the station at a later date. In parallel with work on the equipment, discussions were started with various vehicle manufacturers to identify vehicle demand (short- and long-term needs). Discussions included identifying potential areas most suited for hydrogen fueling stations

    Sea lion mortalities in central California during May and June 1998 were traced to their ingestion of sardines and anchovies that had accumulated the neurotoxin domoic acid. The detection of toxin in urine, feces, and stomach contents of several sea lions represents the first proven occurrence of domoic acid transfer through the food chain to a marine mammal. The pennate diatoms, Pseudo-nitzschia multiseries and P. australis, were the dominant, toxin-producing phytoplankton constituting algal blooms near Monterey Bay, Half Moon Bay, and Oceano Dunes, areas where sea lions with neurological symptoms stranded. Toxic Pseudo-nitzschia were also found near Morrow Bay, Point Conception, Point Arguello, and Santa Barbara, demonstrating that these species were widespread along the central California coast in June 1998. Measurements of domoic acid during three cruises in early June showed the highest cellular toxin levels in P. multiseries near Point A?o Nuevo and in P. australis from Morro w Bay. Maximum cellular domoic acid levels were observed within 20 km of the coast between 0 and 5 m depth, although toxin was also measured to depths of 40 m. Hydrographic data indicated that the highest toxin levels and greatest numbers of toxic cells were positioned in water masses associated with upwelling zones near coastal headlands. Nutrient levels at these sites were less than those typically measured during periods of active upwelling, due to the 1998 El Ni?o event. The flow of cells and/or nutrients from coastal headlands into embayments where cells can multiply in a stratified environment is a possible mechanism of bloom development along the central California coast. This coupling of toxic Pseudo-nitzschia growth near upwelling zones with physical processes involved in cell transport will be understood only when long-term measurements are made at several key coastal locations, aiding in our capability to predict domoic-acid producing algal blooms.

    Building energy benchmarking is the comparison of whole-building energy use relative to a set of similar buildings. It provides a useful starting point for individual energy audits and for targeting buildings for energy-saving measures in multiple-site audits. Benchmarking is of interest and practical use to a number of groups. Energy service companies and performance contractors communicate energy savings potential with ''typical'' and ''best-practice'' benchmarks while control companies and utilities can provide direct tracking of energy use and combine data from multiple buildings. Benchmarking is also useful in the design stage of a new building or retrofit to determine if a design is relatively efficient. Energy managers and building owners have an ongoing interest in comparing energy performance to others. Large corporations, schools, and government agencies with numerous facilities also use benchmarking methods to compare their buildings to each other. The primary goal of Task 2.1.1 Web-based Benchmarking was the development of a web-based benchmarking tool, dubbed Cal-Arch, for benchmarking energy use in California commercial buildings. While there were several other benchmarking tools available to California consumers prior to the development of Cal-Arch, there were none that were based solely on California data. Most available benchmarking information, including the Energy Star performance rating, were developed using DOE's Commercial Building Energy Consumption Survey (CBECS), which does not provide state-level data. Each database and tool has advantages as well as limitations, such as the number of buildings and the coverage by type, climate regions and end uses. There is considerable commercial interest in benchmarking because it provides an inexpensive method of screening buildings for tune-ups and retrofits. However, private companies who collect and manage consumption data are concerned that the identities of building owners might be revealed and

    The Solar One Project is the world's largest solar electric generating station. This pilot-scale research and development experiment is a cooperative effort of government and private industry to demonstrate technical feasibility, economic potential, and environmental acceptability of the solar thermal central receiver concept. The project, which is formally known as the 10-MW Solar Thermal Central Receiver Pilot Plant, has been constructed in the Mojave Desert on 130 acres of Southern California Edison Company's Cool Water Generating Station near Barstow, California, and will supply 10 MW of electrical power to the Edison grid. Solar One is a joint project of the Department of Energy (DOE), Southern California Edison (SCE), the Los Angeles Department of Water and Power (LADWP), and the California Energy Commission. The solar portion of the facility was designed and constructed under the direction of the DOE, and the turbine-generator facilities, including the control building, were designed and constructed by SCE. This paper presents an overview of the project, discusses the costs and schedule, highlights the planned test program including operation and maintenance, and briefly discusses the experiences through October 1982.
