    The objective of the bureau of Land Management's (BLM) drainage program is to prevent loss of oil and gas by drainage from jurisdictional lands. When such loss is not prevented, the BLM must ensure that the federal and Indian lessors are fully compensated. These objectives may be met by several alternatives, including drilling a protective well, leasing unleased parcels with drainage stipulations, paying compensatory royalties, or entering into an agreement. Relinquishment of the lease is an extreme solution but is allowed by regulation. Detailed geologic and engineering studies result in technical review, showing whether drainage is or has occurred. The authors then notify the lessee and allow them to submit data showing drainage is not occurring. If they concur, the case is closed. If they still believe drainage is occurring or the lessee does not respond, a decision letter is sent. The decision letter may be reviewed by the BLM state director for technical and procedural quality assurance. If the decision is upheld, the lessee may appeal to the Interior Board of Land Appeals (IBLA). The lessee must submit a statement of reasons, clearly outlining his objections to the bureau's decision. The BLM technical staff must answer the statement or request that the case be remanded from IBLA. Posters illustrate a typical case study, illustrating the discovery of drainage, geology and engineering reports, the decision letter, state director review, and IBLA appeal.

    Matched pairs of known geothermal wells and springs with BLM proposed Wilderness Study Areas (WSAs) were identified by inspection of WSA and Geothermal resource maps for the states of Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington and Wyoming. A total of 3952 matches, for geothermal sites within 25 miles of a WSA, were identified. Of these, only 71 (1.8%) of the geothermal sites are within one mile of a WSA, and only an additional 100 (2.5%) are within one to three miles. Approximately three-fourths of the matches are at distances greater than ten miles. Only 12 of the geothermal sites within one mile of a WSA have surface temperatures reported above 50/sup 0/C. It thus appears that the geothermal potential of WSAs overall is minimal, but that evaluation of geothermal resources should be considered in more detail for some areas prior to their designation as Wilderness.

    Waste Technologies Industries (WTI; East Liverpool, Ohio) is trying to wing what it hopes will be its final battle in a 13-year, $160 million war with the government, and community and environmental groups. The company since 1980 has sought EPA approval to operate a hazardous waste incinerator in East Liverpool, Ohio. WTI late last year conducted a pre-test burn, or shakedown, during which the incinerator burned certain types of hazardous waste. The test demonstrates the incinerator's performance under normal operating conditions, Regulatory authorities, including EPA and the Ohio Environmental Protection Agency (OEPA), monitored activity during the shakedown, which was limited to 720 hours of operation. In accordance with RCRA requirements, the company in March conducted a trial burn to demonstrate that the incinerator meets permit standards. WTI's permit specifies three performance parameters the incinerator must meet -- particulate and hydrogen chloride emissions limits, and destruction removal efficiencies (DREs).

    In October, 1986, the US Bureau of Land Management, White River Resource Area, issued the Final Environmental Impact Statement concerning Rio Blanco Oil Shale Company's request to lease an offtract site for disposal of overburden and spent shale from Tract C-a. A major issue which pitted Rio Blanco Oil Shale Company against many other members of the oil shale community was the covering up of oil shale resources on 84 Mesa. The oil shale resource under 84 Mesa may contain as much oil in place as Tract C-a itself. Some of the significant points concerning this issue are discussed. A summary of environmental consequences is given. 5 figures.

    This IDA paper was prepared at the request of the Strategic Defense Initiative Organization. The paper documents findings of an evaluation on the capabilities of certain computer software/computer-aided software engineering (CASE) tools to provide computer-aided graphic design of Battle Management/C3 for the SDIO. Each tool (of the five selected on the basis of the best available at this time), was installed at IDA. After training by vendor tool staff, an IDA team, using a hands-on design experience determined the merits of the tools for SDI application. A comparative summary of the tools is given relative to envisaged SDI requirements and an extensive questionnaire is answered for each.

    Epithelial–mesenchymal transition (EMT) derived myofibroblasts are partly responsible for the increased collagen synthesis and deposition that occur in tissue fibrosis; however EMT occurrence in skin fibrosis and its mechanism remain unknown. The aim of this study was to investigate whether epithelial cells undergo EMT and determine the role of oxidative stress in this process. BALB/c mice were subcutaneously injected with bleomycin (BLM) or phosphate buffer saline (PBS) into the shaved back daily for 2, 3, and 4 weeks. Skin collagen deposition was evaluated by histopathology and Western blotting. EMT characteristics in the skin were determined by histopathology and immunofluorescent staining for E-cadherin and vimentin, which were further evaluated by Western blotting and reverse transcriptase polymerase chain reaction (RT-PCR). To investigate the role of oxidative stress in EMT, the antioxidant N-acetylcysteine (NAC) was intraperitoneally (100 mg/kg body weight/day) injected daily for 3 weeks. The epithelial suprabasal cells were detached from the basement membrane zone (BMZ) in the sclerotic skin treated with BLM. Immunofluorescent staining indicated vimentin-positive epithelial cells frequently occurring in the thickened epidermis of BLM-treated mice. Western blotting and RT-PCR showed that the expression of E-cadherin was significantly decreased but that of vimentin significantly increased in the skin treated with BLM. NAC attenuated BLM induced oxidative damage, changes in E-cadherin and vimentin expressions and collagen deposition in the sclerotic skin of mice. This study provides the first evidence that BLM induces the EMT of the epithelial cells superficial to the basement membrane zone in the skin fibrosis. One of the most critical diagnostic devices is the bunch length monitor (BLM), which is to be installed right after each compressor utilizing coherent radiation from the last bending magnet. We describe the components and the optical layout of such a BLM. Based on the setup geometry, we discuss some issues about the coherent radiation signal.

The overall purpose is to accelerate scientific progress toward meeting the nation's critical energy challenges. Another workshop-probed civilian systems that require handling of large amounts of data and that have fault-tolerant features that may be useful in resolving the SDI BM/C3 problems.     A key problem in making precise perturbative QCD (pQCD) predictions is how to set the renormalization scale of the running coupling unambiguously at each finite order. The elimination of the uncertainty in setting the renormalization scale in pQCD will greatly increase the precision of collider tests of the Standard Model and the sensitivity to new phenomena. Renormalization group invariance requires that predictions for observables must also be independent on the choice of the renormalization scheme. The well-known Brodsky-Lepage-Mackenzie (BLM) approach cannot be easily extended beyond next-to-next-to-leading order of pQCD. Several suggestions have been proposed to extend the BLM approach to all orders. In this paper we discuss two distinct methods. One is based on the “Principle of Maximum Conformality” (PMC), which provides a systematic all-orders method to eliminate the scale and scheme ambiguities of pQCD. The PMC extends the BLM procedure to all orders using renormalization group methods; as an outcome, it significantly improves the pQCD convergence by eliminating renormalon divergences. An alternative method is the “sequential extended BLM” (seBLM) approach, which has been primarily designed to improve the convergence of pQCD series. The seBLM, as originally proposed, introduces auxiliary fields and follows the pattern of the ?0-expansion to fix the renormalization scale. However, the seBLM requires a recomputation of pQCD amplitudes including the auxiliary fields; due to the limited availability of calculations using these auxiliary fields, the seBLM has only been applied to a few processes at low orders. In order to avoid the complications of adding extra fields, we propose a modified version of seBLM which allows us to apply this method to higher orders. As a result, we then perform detailed numerical comparisons of the two alternative scale-setting approaches by investigating their predictions for the annihilation cross section ratio R

    This EA evaluates Ormat Nevada, Inc.’s (Ormat’s) proposed geothermal project consists of drilling up to 16 wells for geothermal exploration approximately 70 miles southeast of Bend, Oregon and 50 miles northwest of Burns, Oregon just south of U.S. Highway 20. The proposed project includes three distinct drilling areas. Up to three wells would be drilled on lands managed by the Bureau of Land Management (BLM) Prineville District (Mahogany), up to ten wells would be drilled on lands managed by the BLM Burns District (Midnight Point), and up to three wells would be drilled on private land located adjacent to the federal geothermal leases west of Glass Butte (Private Lands).     The purpose for agency action is to preclude surface entry and the location of new mining claims, subject to valid existing rights, within and surrounding the Caliente rail corridor as described in the Yucca Mountain FEIS (DOE 2002). This protective measure is needed to enhance the safe, efficient, and uninterrupted evaluation of land areas for potential rail alignments within the Caliente rail corridor. The evaluation will assist the DOE in determining, through the Rail Alignment environmental impact statement (EIS) process, whether to construct a branch rail line, and to provide support to the BLM in deciding whether or not to reserve a ROW for the rail line under the Federal Land Policy and Management Act (FLPMA). The BLM participated as a cooperating agency in preparing this EA because it is the responsible land manager and BLM staff could contribute resource specific expertise.

  14. Calculation of the Beam Field in the LCLS Bunch Length Monitor

    Maintaining a stable bunch length and peak current is a critical step for the reliable operation of a SASE based x-ray source. In the LCLS, relative bunch length monitors (BLM) right after both bunch compressors are proposed based on the coherent radiation generated by the short electron bunch. Due to its diagnostic setup, the standard far field synchrotron radiation formula and well-developed numerical codes do not apply for the analysis of the BLM performance. In this paper, we develop a calculation procedure to take into account the near field effect, the effect of a short bending magnet, and the diffraction effect of the radiation transport optics. We find the frequency response of the BLM after the first LCLS bunch compressor and discuss its expected performance.

  5. MODEL BASED BIOMASS SYSTEM DESIGN OF FEEDSTOCK SUPPLY SYSTEMS FOR BIOENERGY PRODUCTION

    Engineering feedstock supply systems that deliver affordable, high-quality biomass remains a challenge for the emerging bioenergy industry. Cellulosic biomass is geographically distributed and has diverse physical and chemical properties. Because of this feedstock supply systems that deliver cellulosic biomass resources to biorefineries require integration of a broad set of engineered unit operations. These unit operations include harvest and collection, storage, preprocessing, and transportation processes. Design decisions for each feedstock supply system unit operation impact the engineering design and performance of the other system elements. These interdependencies are further complicated by spatial and temporal variances such as climate conditions and biomass characteristics. This paper develops an integrated model that couples a SQL-based data management engine and systems dynamics models to design and evaluate biomass feedstock supply systems. The integrated model, called the Biomass Logistics Model (BLM), includes a suite of databases that provide 1) engineering performance data for hundreds of equipment systems, 2) spatially explicit labor cost datasets, and 3) local tax and regulation data. The BLM analytic engine is built in the systems dynamics software package PowersimTM. The BLM is designed to work with thermochemical and biochemical based biofuel conversion platforms and accommodates a range of cellulosic biomass types (i.e., herbaceous residues, short- rotation woody and herbaceous energy crops, woody residues, algae, etc.). The BLM simulates the flow of biomass through the entire supply chain, tracking changes in feedstock characteristics (i.e., moisture content, dry matter, ash content, and dry bulk density) as influenced by the various operations in the supply chain.     A key problem in making precise perturbative QCD predictions is to set the proper renormalization scale of the running coupling. The extended renormalization group equations, which express the invariance of physical observables under both the renormalization scale- and scheme-parameter transformations, provide a convenient way for estimating the scale- and scheme-dependence of the physical process. In this paper, we present a solution for the scale-equation of the extended renormalization group equations at the four-loop level. Using the principle of maximum conformality (PMC)/Brodsky-Lepage-Mackenzie (BLM) scale-setting method, all non-conformal {beta}{sub i} terms in the perturbative expansion series can be summed into the running coupling, and the resulting scale-fixed predictions are independent of the renormalization scheme. Different schemes lead to different effective PMC/BLM scales, but the final results are scheme independent. Conversely, from the requirement of scheme independence, one not only can obtain scheme-independent commensurate scale relations among different observables, but also determine the scale displacements among the PMC/BLM scales which are derived under different schemes. In principle, the PMC/BLM scales can be fixed order-by-order, and as a useful reference, we present a systematic and scheme-independent procedure for setting PMC/BLM scales up to NNLO. An explicit application for determining the scale setting of R{sub e{sup +}e{sup -}}(Q) up to four loops is presented. By using the world average {alpha}{sub s}{sup {ovr MS}}(MZ) = 0.1184 {+-} 0.0007, we obtain the asymptotic scale for the 't Hooft associated with the {ovr MS} scheme, {Lambda}{sub {ovr MS}}{sup 'tH} = 245{sub -10}{sup +9} MeV, and the asymptotic scale for the conventional {ovr MS} scheme, {Lambda}{sub {ovr MS}} = 213{sub -8}{sup +19} MeV.

    Antitrust may be the approach natural gas end users need to gain access to gas transmission when pipelines or utilities allegedly resist carriage. Two pending suits could help ease the way for those who have trouble negotiating contract carriage of their self-help gas, and could help set precedents in similar antitrust suits. The cases involve a Colorade brick company's suit against Colorado Interstate Gas Co. and the State of Illinois' suit against Panhandle Eaton Pipeline Co. The issue is whether pipeline companies violate antitrust laws by refusing to carry fuel in competition with their own sales.

    The U.S. Department of Energy (DOE) Office of Legacy Management is responsible for administering the DOE Uranium Leasing Program (ULP) and its 31 uranium lease tracts located in the Uravan Mineral Belt of southwestern Colorado (see Figure 1). In addition to administering the ULP for the last six decades, DOE has also undertaken the significant task of reclaiming a large number of abandoned uranium (legacy) mine sites and associated features located throughout the Uravan Mineral Belt. In 1995, DOE initiated a 3-year reconnaissance program to locate and delineate (through extensive on-the-ground mapping) the legacy mine sites and associated features contained within the historically defined boundaries of its uranium lease tracts. During that same time frame, DOE recognized the lack of regulations pertaining to the reclamation of legacy mine sites and contacted the U.S. Bureau of Land Management (BLM) concerning the reclamation of legacy mine sites. In November 1995, The BLM Colorado State Office formally issued the United States Department of the Interior, Colorado Bureau of Land Management, Closure/Reclamation Guidelines, Abandoned Uranium Mine Sites as a supplement to its Solid Minerals Reclamation Handbook (H-3042-1). Over the next five-and-one-half years, DOE reclaimed the 161 legacy mine sites that had been identified on DOE withdrawn lands. By the late 1990's, the various BLM field offices in southwestern Colorado began to recognize DOE's experience and expertise in reclaiming legacy mine sites. During the ensuing 8 years, BLM funded DOE (through a series of task orders) to perform reclamation activities at 182 BLM mine sites. To date, DOE has reclaimed 372 separate and distinct legacy mine sites. During this process, DOE has learned many lessons and is willing to share those lessons with others in the reclamation industry because there are still many legacy mine sites not yet reclaimed. DOE currently administers 31 lease tracts (11,017 ha) that collectively

The project began in 1986 and construction is scheduled to be completed in 1989. The project, known as the Craig-Bonanza 345-kV Transmission Line Project (Project), will be located in Moffat and Rio Blanco counties in Colorado and Uintah County in Utah. Western has the lead role for project development and management, including environmental studies and construction. Cooperating federal agencies include the Bureau of Land Management (BLM), Rural Electrification Administration, US Fish and Wildlife Service, and Bureau of Indian Affairs.     Ormat Technologies, Inc. (Ormat) proposes to use DOE and cost share funding to study the Brady Hot Springs geothermal Field 15-12RD well. This is an EGS Demonstration project divided into three phases. During Phase 1, Ormat characterized the target well to prepare for stimulation activities in Phase 2, Phase 2: Well Stimulation and Collection/Analysis of Stimulation Monitoring Data and Phase 3: Long-term testing of the system. Phase 2 and 3 activities would occur at Ormat's Brady Hot Springs geothermal field in Churchill County, NV on public lands managed by the Bureau of Land Management (BLM) and Bureau of Reclamation (BOR). Since Phases 2 and 3 have the potential to impact subsurface resources, DOE must analyze the impacts associated with Phases 2 and 3. The BLM will be the lead agency for completion of the EA with BOR and DOE as cooperating agencies.

    In 1998, the Burns Paiute Tribe (BPT) submitted a proposal to Bonneville Power Administration (BPA) for the acquisition of the Malheur River Wildlife Mitigation Project (Project). The proposed mitigation site was for the Denny Jones Ranch and included Bureau of Land Management (BLM) and Oregon Division of State Lands (DSL) leases and grazing allotments. The Project approval process and acquisition negotiations continued for several years until the BPT and BPA entered into a Memorandum of Agreement, which allowed for purchase of the Project in November 2000. The 31,781 acre Project is located seven miles east of Juntura, Oregon and is adjacent to the Malheur River (Figure 1). Six thousand three hundred eighty-five acres are deeded to BPT, 4,154 acres are leased from DSL, and 21,242 acres are leased from BLM (Figure 2). In total 11 grazing allotments are leased between the two agencies. Deeded land stretches for seven miles along the Malheur River. It is the largest private landholding on the river between Riverside and Harper, Oregon. Approximately 938 acres of senior water rights are included with the Ranch. The Project is comprised of meadow, wetland, riparian and shrub-steppe habitats. The BLM grazing allotment, located south of the ranch, is largely shrub-steppe habitat punctuated by springs and seeps. Hunter Creek, a perennial stream, flows through both private and BLM lands. Similarly, the DSL grazing allotment, which lies north of the Ranch, is predominantly shrub/juniper steppe habitat with springs and seeps dispersed throughout the upper end of draws (Figure 2).

    The high-energy behavior of the total cross section for highly virtual photons, as predicted by the BFKL equation at next-to-leading order (NLO) in QCD, is discussed. The NLO BFKL predictions, improved by the BLM optimal scale setting, are in good agreement with recent OPAL and L3 data at CERN LEP2. NLO BFKL predictions for future linear colliders are presented.

    A flexible, low cost, Beam Loss Monitor (BLM) Evaluation System based on Bergoz BLMs has been developed. Monitors can easily be moved to any location for beam loss investigations and/or monitor usefulness evaluations. Different PC pulse counting cards are compared and tested for this application using the display software developed based on LabVIEW. Beam problems uncovered with this system are presented.

    The Renewable Energy Atlas (Atlas) of the United States is a compilation of geospatial data focused on renewable energy resources, federal land ownership, and base map reference information. It is designed for the U.S. Department of Agriculture Forest Service (USFS) and other federal land management agencies to evaluate existing and proposed renewable energy projects. Much of the content of the Atlas was compiled at Argonne National Laboratory (Argonne) to support recent and current energy-related Environmental Impact Statements and studies, including the following projects: (1) West-wide Energy Corridor Programmatic Environmental Impact Statement (PEIS) (BLM 2008); (2) Draft PEIS for Solar Energy Development in Six Southwestern States (DOE/BLM 2010); (3) Supplement to the Draft PEIS for Solar Energy Development in Six Southwestern States (DOE/BLM 2011); (4) Upper Great Plains Wind Energy PEIS (WAPA/USFWS 2012, in progress); and (5) Energy Transport Corridors: The Potential Role of Federal Lands in States Identified by the Energy Policy Act of 2005, Section 368(b) (in progress). This report explains how to add the Atlas to your computer and install the associated software; describes each of the components of the Atlas; lists the Geographic Information System (GIS) database content and sources; and provides a brief introduction to the major renewable energy technologies.

    The FY 2005 program was initiated on March 31, 2005, and concluded on July 16, 2005. The FY 2005 program initially included 25 wells requiring workover (P&A, Magenta reconfiguration, cleaning and keeping). During the process, the U.S. Bureau of Land Management (BLM) requested transfer of two wells (H-7c and H-8c) to their ownership for future livestock watering. These wells were transferred to the BLM through execution of Form wr-03, Declaration of Owner of Underground Water Rights, between the New Mexico Office of the State Engineer (NMOSE), the BLM, and the DOE Carlsbad Field Office (CBFO). One well (H-2b2) was cleaned and retained as a Culebra monitor well for continued use. One well (H-3d) was converted to a shallow well to monitor the formational contact between the Dewey Lake Redbeds Formation and the Santa Rosa Formation in support of the DP-831 discharge permit monitoring program. Nine dual-completion wells were reconfigured as Magenta-only monitor wells, and 12 wells were plugged and abandoned permanently. This report presents the summary in the same order that the wells were worked in the field.

    The Bureau of Land Management (BLM) has developed a {open_quotes}Blueprint for the Future{close_quotes} changing its organizational structure to better manage nearly 270 million acres of public lands and 540 million acres of subsurface mineral resources. Both efforts focus on ecosystem management and better business practices. The mission identified in the {open_quotes}Blueprint{close_quotes} is {open_quotes}to sustain the health, diversity and productivity of the public lands for the use and enjoyment of present and future generations.{close_quotes} Within this mission goals include maintaining healthy ecosystems and improving customer service and business practices. In conjunction with the Blueprint, the BLM developed strategies to streamline its headquarters and field organizational structures and to accommodate an ecosystem management approach. The new headquarters structure uses flexible interdisciplinary work teams in place of the programmatic hierarchical approach. These teams may be established on either a permanent or temporary basis. For example, one team is responsible for reporting on the condition of the public lands as an essential part of maintaining healthy ecosystems. Although it is too early to judge the success of the BLM`s reinvention efforts, insights can be gained from a review of these efforts. One insight is that most people are so used to thinking about the public lands on a statute by statute, resource by resource, project by project basis, that is difficult for them to adjust to the ecosystem management or streamlining paradigms.

    The US Court of Appeals opinion in Town of Concord v. Boston Edison offers a vigorous statement of the position that in a regulated market, what may appear to be a price squeeze almost certainly cannot harm the competitive process and therefore should not be held to violate the antitrust laws. While not disputing the possibility of self-serving claims of price squeezes, this article shows that truly anticompetitive price squeezes may indeed occur in the electric power industry and cannot be so readily dismissed. This analysis begins with a brief factual and economic background on price squeezes, then addresses arguments made in Concord and elsewhere seeking to disprove their possibility, and demonstrate that sound economics and good policy require a more balanced approach.

    In recent years, there has been growing interest in creating bio-inspired devices that feature artificial bilayer lipid membranes (BLM), or lipid bilayers. These membranes can be tailored to mimic the structure and transport properties of cellular walls and can be used to selectively transport ions and other species between aqueous volumes. One application of this research is the formation of a standardized BLM contained within a portable and disposable housing for use in medical diagnostics. This concept utilizes a flexible polymer 'chip' that has internal compartments for housing both an organic solvent and an aqueous solution, which contains phospholipid molecules, proteins, and specific analyte molecules. The formation of a BLM within the chip enables integration of the chip into an electronic reader to perform diagnostic measurements of the sample. A key element of the bilayer formation process requires a single aqueous volume to first be separated into multiple volumes such that it can then be reattached to form a bilayer at the interface. This process, called the regulated attachment method, relies on the geometry of the deformable 'chip' to separate and reattach the aqueous contents held inside by opening and closing an aperture that divides adjacent compartments through the application of mechanical force. The purpose of this research is to develop an optimized chip that provides a controllable method for initially separating the aqueous phase via dynamic excitation. This study focuses on two specific aspects: designing an efficient excitation method for separating the aqueous volume, and optimizing the geometry of the chip to decrease the required input energy and better target the location and duration of the separation. Finite Element (FE) models are used to optimize the chip geometry and to identify suitable excitation signals. A series of experimental studies are also presented to validate the FE models.

    In August 2005, the U.S. Congress enacted the Energy Policy Act of 2005, Public Law 109-58. In Section 369 of this Act, also known as the 'Oil Shale, Tar Sands, and Other Strategic Unconventional Fuels Act of 2005', Congress declared that oil shale and tar sands (and other unconventional fuels) are strategically important domestic energy resources that should be developed to reduce the nation's growing dependence on oil from politically and economically unstable foreign sources. The Bureau of Land Management (BLM) is developing a Programmatic Environmental Impact Statement (PEIS) to evaluate alternatives for establishing commercial oil shale and tar sands leasing programs in Colorado, Wyoming, and Utah. This PEIS evaluates the potential impacts of alternatives identifying BLM-administered lands as available for application for commercial leasing of oil shale resources within the three states and of tar sands resources within Utah. The scope of the analysis of the PEIS also includes an assessment of the potential effects of future commercial leasing. This Class I cultural resources study is in support of the Draft Oil Shale and Tar Sands Resource Management Plan Amendments to Address Land Use Allocations in Colorado, Utah, and Wyoming and Programmatic Environmental Impact Statement and is an attempt to synthesize archaeological data covering the most geologically prospective lands for oil shale and tar sands in Colorado, Utah, and Wyoming. This report is based solely on geographic information system (GIS) data held by the Colorado, Utah, and Wyoming State Historic Preservation Offices (SHPOs). The GIS data include the information that the BLM has provided to the SHPOs. The primary purpose of the Class I cultural resources overview is to provide information on the affected environment for the PEIS.     An abnormal high mobility group box 1 (HMGB1) activation and a decrease in receptor for advanced glycation end-product (RAGE) play a key role in the pathogenesis of pulmonary fibrosis. Protocatechuic aldehyde (PA) is a naturally occurring compound, which is extracted from the degradation of phenolic acids. However, whether PA has anti-fibrotic functions is unknown. In this study, the effects of PA on the transforming growth factor-β1 (TGF-β1)-mediated epithelial–mesenchymal transition (EMT) in A549 cells, on the apoptosis of human type I alveolar epithelial cells (AT I), on the proliferation of human lung fibroblasts (HLF-1) in vitro, and on bleomycin (BLM)-induced pulmonary fibrosis in vivo were investigated. PA treatment resulted in a reduction of EMT in A549 cells with a decrease in vimentin and HMGB, an increase of E-cadherin and RAGE, a reduction of HLF-1 proliferation with a decrease of fibroblast growth factor 2 (FGF-2) and platelet-derived growth factor (PDGF). Apoptosis of AT I was attenuated with an increase of RAGE. PA ameliorated BLM-induced pulmonary fibrosis in rats with a reduction of histopathological scores and collagen deposition, and a lower FGF-2, PDGF, α-smooth muscle actin (α-SMA) and HMGB1 expression, whereas higher RAGE was found in BLM-instilled lungs. Through the decrease of HGMB1 and the regulation of RAGE, PA reversed the EMT, inhibited HLF-1 proliferation as well as reduced apoptosis in AT I, and prevented pulmonary fibrosis in vivo. Collectively, our results demonstrate that PA prevents experimental pulmonary fibrosis by modulating HMGB1/RAGE pathway. - Highlights: • PA prevents EMT, reduces the apoptosis of AT1 in vitro. • PA decreases proliferation of HLF-1, reduces PDGF and FGF expression in vitro. • PA prevents experimental pulmonary fibrosis by modulating the HMGB1/RAGE pathway.

    The determination of Ce in paint by inductively coupled plasma atomic emission spectrometry (ICP-OES) is described, and the detection limit of ICP-OES of 0.0004 ppM is compared with that of other methods. The effects of the major elemental components of paint, Si, Pb, Cr, and Na on the ICP-OES determination of Ce were studied. The interference of 400 ppM of the other ions on the determination of 10 ppM Ce was small (0 to 3% error). The method is applicable to the range of 0.2 to 700 ppM Ce. (BLM)

    The National Renewable Energy Laboratory (NREL) developed the Geothermal National Environmental Policy Act (NEPA) Database as a platform for government agencies and industry to access and maintain information related to geothermal NEPA documents. The data were collected to inform analyses of NEPA timelines, and the collected data were made publically available via this tool in case others might find the data useful. NREL staff and contractors collected documents from agency websites, during visits to the two busiest Bureau of Land Management (BLM) field offices for geothermal development, and through email and phone call requests from other BLM field offices. They then entered the information into the database, hosted by Open Energy Information (http://en.openei.org/wiki/RAPID/NEPA). The long-term success of the project will depend on the willingness of federal agencies, industry, and others to populate the database with NEPA and related documents, and to use the data for their own analyses. As the information and capabilities of the database expand, developers and agencies can save time on new NEPA reports by accessing a single location to research related activities, their potential impacts, and previously proposed and imposed mitigation measures. NREL used a wiki platform to allow industry and agencies to maintain the content in the future so that it continues to provide relevant and accurate information to users.

    The Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978, Public Law (PL) 95-604, authorized the US Department of Energy (DOE) to perform remedial action at the Naturita, Colorado, uranium processing site to reduce the potential health effects from the radioactive materials at the site and at vicinity properties associated with the site. The US Environmental Protection Agency (EPA) promulgated standards for the UMTRCA that contain measures to control the contaminated materials and to protect groundwater quality. Remedial action at the Naturita site must be performed in accordance with these standards and with the concurrence of the US Nuclear Regulatory Commission (NRC) and the state of Colorado. The proposed remedial action for the Naturita processing site is relocation of the contaminated materials and debris to either the Dry Flats disposal site, 6 road miles (mi) [10 kilometers (km)] to the southeast, or a licensed non-DOE disposal facility capable of handling RRM. At either disposal site, the contaminated materials would be stabilized and covered with layers of earth and rock. The proposed Dry Flats disposal site is on land administered by the Bureau of Land Management (BLM) and used primarily for livestock grazing. The final disposal site would cover approximately 57 ac (23 ha), which would be permanently transferred from the BLM to the DOE and restricted from future uses. The remedial action would be conducted by the DOE`s Uranium Mill Tailings Remedial Action (UMTRA) Project. This report discusses environmental impacts associated with the proposed remedial action.

  9. Raptor Use of the Rio Grande Gorge

    The Rio Grande Gorge is a 115 km long river canyon located in Southern Colorado (15 km) and Northern New Mexico (100 km). The majority of the canyon is under the administration of the Bureau of Land Management {BLM), and 77 km of the canyon south of the Colorado/New Mexico border are designated Wild River under the National Wild and Scenic Rivers Act of 1968. Visits I have made to the Rio Grande Gorge over the past 15 .years disclosed some raptor utilization. As the Snake River Birds of Prey Natural Area gained publicity, its similarity to the Rio Grande Gorge became obvious, and I was intrigued by the possibility of a high raptor nesting density in the Gorge. A survey in 1979 of 20 km of the northern end of the canyon revealed a moderately high density of red-tailed hawks and prairie falcons. With the encouragement of that partial survey, and a need to assess the impact of river-running on nesting birds of prey, I made a more comprehensive survey in 1980. The results of my surveys, along with those of a 1978 helicopter survey by the BLM, are presented in this report, as well as general characterization of the area, winter use by raptors, and an assessment of factors influencing the raptor population.

  10. Western Region Renewable Energy Markets: Implications for the Bureau of Land Management

    The purpose of this analysis is to provide the U.S. Department of the Interior (DOI) and the Bureau of Land Management (BLM) with an overview of renewable energy (RE) generation markets, transmission planning efforts, and the ongoing role of the BLM RE projects in the electricity markets of the 11 states (Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming) that comprise the Western Electricity Coordinating Council (WECC) Region. This analysis focuses on the status of, and projections for, likely development of non-hydroelectric renewable electricity from solar (including photovoltaic [PV] and concentrating solar power [CSP]), wind, biomass and geothermal resources in these states. Absent new policy drivers and without the extension of the DOE loan guarantee program and Treasury's 1603 program, state RPS requirements are likely to remain a primary driver for new RE deployment in the western United States. Assuming no additional policy incentives are implemented, projected RE demand for the WECC states by 2020 is 134,000 GWh. Installed capacity to meet that demand will need to be within the range of 28,000-46,000 MW.

    In 2009 the Linac Coherent Light Source (LCLS) at the SLAC National Accelerator Center started free electron laser (FEL) operation. In order to continue to produce the bright and short-pulsed x-ray laser demanded by FEL scientists, this pioneer hard x-ray FEL requires a perfectly tailored magnetic field at the undulators, so that the photons generated at the electron wiggling path interact at the right phase with the electron beam. In such a precise system, small (>0.01%) radiation-induced alterations of the magnetic field in the permanent magnets could affect FEL performance. This paper describes the simulation studies of radiation fields in permanent magnets and the expected signal in the detectors. The transport of particles from the radiation sources (i.e. diagnostic insert) to the undulator magnets and to the beam loss monitors (BLM) was simulated with the intra nuclear cascade codes FLUKA and MARS15. In order to accurately reproduce the optics of LCLS, lattice capabilities and magnetic fields were enabled in FLUKA and betatron oscillations were validated against reference data. All electron events entering the BLMs were printed in data files. The paper also introduces the Radioactive Ion Beam Optimizer (RIBO) Monte Carlo 3-D code, which was used to read from the event files, to compute Cerenkov production and then to simulate the optical coupling of the BLM detectors, accounting for the transmission of light through the quartz.

  13. An Update of the Analytical Groundwater Modeling to Assess Water Resource Impacts at the Afton Solar Energy Zone

    The purpose of this study is to update a one-dimensional analytical groundwater flow model to examine the influence of potential groundwater withdrawal in support of utility-scale solar energy development at the Afton Solar Energy Zone (SEZ) as a part of the Bureau of Land Management’s (BLM’s) Solar Energy Program. This report describes the modeling for assessing the drawdown associated with SEZ groundwater pumping rates for a 20-year duration considering three categories of water demand (high, medium, and low) based on technology-specific considerations. The 2012 modeling effort published in the Final Programmatic Environmental Impact Statement for Solar Energy Development in Six Southwestern States (Solar PEIS; BLM and DOE 2012) has been refined based on additional information described below in an expanded hydrogeologic discussion.

  14. Mineral resources: Timely processing can increase rent revenue from certain oil/gas leases

    Federal regulations require that onshore oil and gas leases that are subsequently determined to overlie a known geologic structure are to have their rental rates increased. The Bureau of Land Management does not have internal controls that ensure that such rental increases are processed consistently and in a timely manner. Although BLM'S state offices in Colorado and Wyoming generally increased rental rates for leases determined to overlie known geologic structures, these increases were not made in a timely manner during calendar years 1984 and 1985. These delays resulted in lost revenue of $552,614. There were also a few instances in the two states in which the rental rates had not been increased at all, causing an additional revenue loss of at least $15,123.

  15. Joint environmental assessment for Chevron USA, Inc. and Santa Fe Energy Resources, Inc.: Midway Valley 3D seismic project, Kern County, California

    The proposed Midway Valley 3D Geophysical Exploration Project covers approximately 31,444 aces of private lands, 6,880 acres of Department of Energy (DOE) Lands within Naval Petroleum Reserve 2 (NPR2) and 3,840 acres of lands administered by the Bureau of Land Management (BLM), in western Kern County, California. This environmental assessment (EA) presents an overview of the affected environment within the project area using results of a literature review of biological field surveys previously conducted within or adjacent to a proposed 3D seismic project. The purpose is to provide background information to identify potential and known locations of sensitive wildlife and special status plant species within the proposed seismic project area. Biological field surveys, following agency approved survey protocols, will be conducted during October through November 1996 to acquire current resources data to provide avoidance as the project is being implemented in the field.

  16. Coal gasification construction materials: an overview

    Materials performance test results are presented for two coal gasification processes, HYGAS SNG process, which converts any type of coal to substitute natural gas (SNG), and U-GAS fuel gas process, which converts coal to a low- or medium-heat value gas. A description of the pilot plant for each process and discussion of some experiences with materials and components used in plant construction is presented. Metals performance inside the gasifier reactors and in off-gas locations depended upon the character of the process. At moderate operating temperatures (427/sup 0/C), low-carbon steels are advisable. Very high-temperature environments may not only require use of exotic alloys, clads, and/or coatings but may also preclude extensive use of internal piping/valving in scale-up designs. Inconel 182, 600, and Monel 400 have all performed erratically in the plants; but in quench and purification sections, austenitic stainless steels performed well. 9 references. (BLM)

    This environmental review was prepared by DOE’s Western Area Power Administration with the Department of the Interior’s Bureau of Land Management (BLM) as a cooperating agency. This EIS evaluates the environmental impacts of the Rice Solar Energy Project, a 150-megawatt solar concentrating electric powerplant proposed to be constructed on private land in the Sonoran Desert. DOE’s Western Area Power Administration actions under this proposal include building and operating a new substation to interconnect the solar project to Western’s transmission system. DOE may also use this EIS as part of its decision whether to issue a Federal loan guarantee to support the proposal. BLM’s actions under this proposal includes amending California Desert Conservation Area Plan to designate a new corridor for a 161-kV transmission line, which would facilitate the development of solar energy on private lands.

    A data file on all separate actions taken by the responsible agencies in implementing the Geothermal Steam Act of 1970 was developed. A computerized data base on the non-competitive leasing program is described here. The required data were obtained from the files of the BLM State Offices where the lease applications are received and from Forest Service Regional Offices responsible for that agency's consultation. The states covered include: Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming. Subsequently, the data file was expanded to include: the competitive leasing history by KGRA, pre-lease exploratory permits, post-lease exploratory permits, post-lease drilling permits, leases on state land, and state drilling permits.   19. The paradox of federal energy and defense installations in the West

    Most planners working west of the 100th meridian are aware that federal lands make up a large portion of the lands in the western states. In fact, federal lands comprise nearly 49% of the area of the fourteen states that make up the WPR family. These lands are usually under the Department of Agriculture (USFS) and the Department of Interior (BLM and NPS), but the Departments of Defense (DOD) and Energy (DOE) are also federal stewards of western lands. These federal military and energy installations play an important role in local and regional western communities and economies. They also play an important role in regional ecologies. It is a paradox that some of these sites have their share of legacy contamination from earlier missions, but they also include some of the most pristine remaining western ecosystems. In some cases, the sites are located near or surrounded by encroaching urbanization, making them particularly valuable lands both for recreation and habitat preservation.

  20. Permafrost Active Layer Seismic Interferometry Experiment (PALSIE).

    We present findings from a novel field experiment conducted at Poker Flat Research Range in Fairbanks, Alaska that was designed to monitor changes in active layer thickness in real time. Results are derived primarily from seismic data streaming from seven Nanometric Trillium Posthole seismometers directly buried in the upper section of the permafrost. The data were evaluated using two analysis methods: Horizontal to Vertical Spectral Ratio (HVSR) and ambient noise seismic interferometry. Results from the HVSR conclusively illustrated the method's effectiveness at determining the active layer's thickness with a single station. Investigations with the multi-station method (ambient noise seismic interferometry) are continuing at the University of Florida and have not yet conclusively determined active layer thickness changes. Further work continues with the Bureau of Land Management (BLM) to determine if the ground based measurements can constrain satellite imagery, which provide measurements on a much larger spatial scale.
