DOE Data Explorer [Office of Scientific and Technical Information (OSTI)]

The Historically Black Colleges and Universities (HBCU) Solar Radiation Monitoring Network operated from November 1985 through December 1996. The six-station network provided 5-minute averaged measurements of global and diffuse horizontal solar irradiance. The data were processed at the National Renewable Energy Laboratory (NREL) to improve the assessment of the solar radiation resources in the southeastern United States. Three of the stations also measured the direct-normal solar irradiance with a pyrheliometer mounted in an automatic sun tracker. All data are archived in the Standard Broadband Format (SBF) with quality-assessment indicators. Monthly data summaries and plots are also available for each month. In January 1997 the HBCU sites became part of the CONFRRM solar monitoring network.

Assessment of the DOE/NREL Historically Black College and University Photovoltaic Research Associates Program

This report details the DOE/NREL Historically Black College and University (HBCU) Photovoltaic Research Associates Program, a small but remarkable program that directly affected dozens of minority undergraduate students in ways that changed many of their lives. The progress and accomplishments of undergraduates within the nine participating universities were monitored and assessed through their presentations at an annual NREL-sponsored HBCU conference. Although the funding was small, typically $400,000 per year, the money made a significant impact. The best students sometimes went on to the nation's top graduate schools (e.g., MIT) or important management positions in large companies. Other students had opportunities to learn how renewable energy could positively affect their lives and their neighbors' lives. A few were lucky enough to install photovoltaic lighting and water-pumping systems in Africa, and to see and feel firsthand the technical and emotional benefits of this technology for families and villages. Two of the schools, Texas Southern University and Central State University, were particularly successful in leveraging their DOE/NREL funding to obtain additional funding for expanded programs.

The HBCU/MI ET Consortium was established in January 1990, through a Memorandum of Understanding (MOU) among its member institutions. This group of research oriented Historically Black Colleges and Universities and Minority Institutions (HBCU/MIs) agreed to work together to initiate or revise education programs, develop research partnerships with public and private sector organizations, and promote technology development to address the nation`s critical environmental contamination problems. The Consortium`s Research, Education and Technology Transfer (RETT) Plan became the working agenda. The Consortium is a resource for collaboration among the member institutions and with federal an state agencies, national and federal laboratories, industries, (including small businesses), majority universities, and two and four-year technical colleges. As a group of 17 institutions geographically located in the southern US, the Consortium is well positioned to reach a diverse group of women and minority populations of African Americans, Hispanics and American Indians. This Report provides a status update on activities and achievements in environmental curriculum development, outreach at the K--12 level, undergraduate and graduate education, research and development, and technology transfer.

The HBCU/MI ET Consortium was established in January 1990, through a memorandum of Understanding (MOU) among its member institutions. This group of research-oriented Historically Black Colleges and Universities and Minority Institutions (HBCUs/MIs) agreed to work together to initiate or revise educational programs, develop research partnerships with public and private sector organizations, and promote technology development and transfer to address the nation`s critical environmental problems. While the Consortium`s Research, Education and Technology Transfer (RETT) Plan is the cornerstone of its overall program efforts, the initial programmatic activities of the Consortium focused on environmental education at all levels with the objective of addressing the underrepresentation of minorities in the environmental professions. This 1996 Annual Report provides an update on the activities of the Consortium with a focus on environmental curriculum development for the Technical Qualifications Program (TQP) and Education for Sustainability.

This Annual Status Report describes the design, development and implementation of the Minority On-Line Information Service (MOLIS) project by Federal Information Exchange, Inc. for the period of April 1, 1991 to March 31, 1992. Summary information detailing developments prior to this reporting period will also be included to establish a comprehensive perspective of the project. The goal of the MOLIS project, was to develop, design, pilot test on-line access to current information on minority colleges and universities and federal minority opportunities. Federal Information Exchange, Inc. (FIE), a diversified information services company recognized by researchers and educators as a leader in the field of information delivery services, was awarded a 5 year small business research grant to develop and implement MOLIS. Since April 29, 1991, the inauguration of its on-line service, MOLIS has provided current information on 138 Black and Hispanic colleges and universities -- including faculty and student profiles, financial data, research centers and equipment information, pre-college and education programs, emerging capabilities, enrollment data, administrative personnel data, and current events -- as well as minority opportunities from 8 participating federal agencies.

The goal of the MOLIS project was to develop, design, and pilot test on-line access to current information on minority colleges and universities as well as federal minority opportunities. Federal Information Exchange, Inc. (FIE), a diversified information services company recognized by researchers and educators as a leader in the field of information delivery services, was awarded a 5 year small business research grant to develop and implement MOLIS. Since going on-line on April 29, 1991, MOLIS has provided current information on 138 Black and Hispanic colleges and universities -- including faculty and student profiles, financial data, research centers and equipment information, precollege and education programs, emerging capabilities, enrollment data, administrative personnel data, and current events -- as well as minority opportunities from participating federal agencies. Six federal agencies are currently participating in MOLIS, including: Agency for International Development; Department of Commerce; Department of Energy; Department of Housing and Urban Development; National Aeronautics and Space Administration; and National Science Foundation.

Orthodontic treatment complexity and need at the University College Hospital, Ibadan, Nigeria, according to the Index of Complexity, Outcome and Need (ICON): A pilot study

Abstract Although occlusal indices have been useful in research, audit, practice management, and quality assurance in clinical orthodontics, complexity of orthodontic cases had not been easy to assess for a long time in clinical practice. This pilot study aimed at assessing the orthodontic treatment need and complexity in a referral orthodontic centre in Nigeria. A retrospective analysis of 56 pre-treatment study models randomly selected from the orthodontic model collection of the University College Hospital, Ibadan, Nigeria was carried out without any bias for age or gender. The index of Complexity, Outcome and Need (ICON) was used as the outcome measure. Descriptive statistics were employed in the data analysis. Forty-seven (83.9%) of the sample needed treatment. Thirty-four (60.7%) cases were classified as difficult or very difficult. Only 1 (1.8%) and 13(23.2%) belonged to the easy and mild categories, respectively. The overall mean ICON score was 67.419.6SD (range 25104). Considerable proportions of these referred orthodontic cases in Nigeria needed treatment and had treatment complexity comparable to the Caucasians.

This Annual Status Report describes the design, development and implementation of the Minority On-Line Information Service (MOLIS) project by Federal Information Exchange, Inc. for the period of April 1, 1991 to March 31, 1992. In Canada there are seven university research reactors: one medium-power (2-MW) swimming pool reactor at McMaster University and six low-power (20-kW) SLOWPOKE reactors at Dalhousie University, Ecole Polytechnique, the Royal Military College, the University of Toronto, the University of Saskatchewan, and the University of Alberta. This paper describes primarily the McMaster Nuclear Reactor (MNR), which operates on a wider scale than the SLOWPOKE reactors. The MNR has over a hundred user groups and is a very broad-based tool. The main applications are in the following areas: (1) neutron activation analysis (NAA); (2) isotope production; (3) neutron beam research; (4) nuclear engineering; (5) neutron radiography; and (6) nuclear physics.

A shared-savings contract at a Massachusetts community college with all-electric facilities may reduce electricity consumption as much as 50% instead of the estimated 39%. Maintenance and repair of existing timeclocks, relays, and pneumatic controls for building equipment and a lighting retrofit in the swimming pool area are equipment and a lighting retrofit in the swimming pool area are responsible for the savings. The college was one of four state-owned institutions to participate in a pilot shared-savings program, under which the college will receive 20% of the savings until the Hospital Efficiency Corp. recovers 123% of its costs. At that point, the college will receive all the savings.
