    The Center for Biomass Utilization® 2006 project at the Energy & Environmental Research Center (EERC) consisted of three tasks related to applied fundamental research focused on converting biomass feedstocks to energy, liquid transportation fuels, and chemicals. Task 1, entitled Thermochemical Conversion of Biomass to Syngas and Chemical Feedstocks, involved three activities. Task 2, entitled Crop Oil Biorefinery Process Development, involved four activities. Task 3, entitled Management, Education, and Outreach, focused on overall project management and providing educational outreach related to biomass technologies through workshops and conferences.

    Biomass utilization is one solution to our nation’s addiction to oil and fossil fuels. What is needed now is applied fundamental research that will cause economic technology development for the utilization of the diverse biomass resources in the United States. This Energy & Environmental Research Center (EERC) applied fundamental research project contributes to the development of economical biomass utilization for energy, transportation fuels, and marketable chemicals using biorefinery methods that include thermochemical and fermentation processes. The fundamental and basic applied research supports the broad scientific objectives of the U.S. Department of Energy (DOE) Biomass Program, especially in the area of developing alternative renewable biofuels, sustainable bioenergy, technologies that reduce greenhouse gas emissions, and environmental remediation. Its deliverables include 1) identifying and understanding environmental consequences of energy production from biomass, including the impacts on greenhouse gas production, carbon emission abatement, and utilization of waste biomass residues and 2) developing biology-based solutions that address DOE and national needs related to waste cleanup, hydrogen production from renewable biomass, biological and chemical processes for energy and fuel production, and environmental stewardship. This project serves the public purpose of encouraging good environmental stewardship by developing biomass-refining technologies that can dramatically increase domestic energy production to counter current trends of rising dependence upon petroleum imports. Decreasing the nation’s reliance on foreign oil and energy will enhance national security, the economy of rural communities, and future competitiveness. Although renewable energy has many forms, such as wind and solar, biomass is the only renewable energy source that can be governed through agricultural methods and that has an energy density that can realistically compete with

    This report describes a first phase of a project to design, construct and commission an integrated coal/biomass-to-liquids facility at a capacity of 1 bbl. /day at the University of Kentucky Center for Applied Energy Research (UK-CAER) – specifically for construction of the building and upstream process units for feed handling, gasification, and gas cleaning, conditioning and compression. The deliverables from the operation of this pilot plant [when fully equipped with the downstream process units] will be firstly the liquid FT products and finished fuels which are of interest to UK-CAER’s academic, government and industrial research partners. The facility will produce research quantities of FT liquids and finished fuels for subsequent Fuel Quality Testing, Performance and Acceptability. Moreover, the facility is expected to be employed for a range of research and investigations related to: Feed Preparation, Characteristics and Quality; Coal and Biomass Gasification; Gas Clean-up/ Conditioning; Gas Conversion by FT Synthesis; Product Work-up and Refining; Systems Analysis and Integration; and Scale-up and Demonstration. Environmental Considerations - particularly how to manage and reduce carbon dioxide emissions from CBTL facilities and from use of the fuels - will be a primary research objectives. Such a facility has required significant lead time for environmental review, architectural/building construction, and EPC services. UK, with DOE support, has advanced the facility in several important ways. These include: a formal EA/FONSI, and permits and approvals; construction of a building; selection of a range of technologies and vendors; and completion of the upstream process units. The results of this project are the FEED and detailed engineering studies, the alternate configurations and the as-built plant - its equipment and capabilities for future research and demonstration and its adaptability for re-purposing to meet other needs.     In this final report describes and documents research that was conducted by the Ecological Engineering Research Program (EERP) at the University of the Pacific (Stockton, CA) under subcontract to Fiscalini Farms LP for work under the Assistance Agreement DE-EE0001895 'Measurement and Evaluation of a Dairy Anaerobic Digestion/Power Generation System' from the United States Department of Energy, National Energy Technology Laboratory. Fiscalini Farms is operating a 710 kW biomass-energy power plant that uses bio-methane, generated from plant biomass, cheese whey, and cattle manure via mesophilic anaerobic digestion, to produce electricity using an internal combustion engine. The primary objectives of the project were to document baseline conditions for the anaerobic digester and the combined heat and power (CHP) system used for the dairy-based biomass-energy production. The baseline condition of the plant was evaluated in the context of regulatory and economic constraints. In this final report, the operation of the plant between start-up in 2009 and operation in 2010 are documented and an interpretation of the technical data is provided. An economic analysis of the biomass energy system was previously completed (Appendix A) and the results from that study are discussed briefly in this report. Results from the start-up and first year of operation indicate that mesophilic anaerobic digestion of agricultural biomass, combined with an internal combustion engine, is a reliable source of alternative electrical production. A major advantage of biomass energy facilities located on dairy farms appears to be their inherent stability and ability to produce a consistent, 24 hour supply of electricity. However, technical analysis indicated that the Fiscalini Farms system was operating below capacity and that economic sustainability would be improved by increasing loading of feedstocks to the digester.     The Calla Energy Biomass Project, to be located in Estill County, Kentucky is to be conducted in two phases. The objective of Phase I is to evaluate the technical and economic feasibility of cofiring biomass-based gasification fuel-gas in a power generation boiler. Natural gas and waste coal fines were evaluated as the cofired fuel. The project is based on the use of commercially available technology for feeding and gas cleanup that would be suitable for deployment in municipal, large industrial and utility applications. A design was developed for a cofiring combustion system for the biomass gasification-based fuel-gas capable of stable, low-NOx combustion over the full range of gaseous fuel mixtures in a power generation boiler, with low carbon monoxide emissions and turndown capabilities suitable for large-scale power generation applications. Following the preliminary design, GTI evaluated the gasification characteristics of selected feedstocks for the project. To conduct this work, GTI assembled an existing ''mini-bench'' unit to perform the gasification tests. The results of the test were used to confirm the process design completed in Phase Task 1. As a result of the testing and modeling effort, the selected biomass feedstocks gasified very well, with a carbon conversion of over 98% and individual gas component yields that matched the RENUGAS{reg_sign} model. As a result of this work, the facility appears very attractive from a commercial standpoint. Similar facilities can be profitable if they have access to low cost fuels and have attractive wholesale or retail electrical rates for electricity sales. The objective for Phase II is to design, install and demonstrate the combined gasification and combustion system in a large-scale, long-term cofiring operation to promote acceptance and utilization of indirect biomass cofiring technology for large-scale power generation applications. Phase II has not been approved for construction at this time.

    Data Center facilities, prevalent in many industries and institutions are essential to California's economy. Energy intensive data centers are crucial to California's industries, and many other institutions (such as universities) in the state, and they play an important role in the constantly evolving communications industry. To better understand the impact of the energy requirements and energy efficiency improvement potential in these facilities, the California Energy Commission's PIER Industrial Program initiated this project with two primary focus areas: First, to characterize current data center electricity use; and secondly, to develop a research ''roadmap'' defining and prioritizing possible future public interest research and deployment efforts that would improve energy efficiency. Although there are many opinions concerning the energy intensity of data centers and the aggregate effect on California's electrical power systems, there is very little publicly available information. Through this project, actual energy consumption at its end use was measured in a number of data centers. This benchmark data was documented in case study reports, along with site-specific energy efficiency recommendations. Additionally, other data center energy benchmarks were obtained through synergistic projects, prior PG&E studies, and industry contacts. In total, energy benchmarks for sixteen data centers were obtained. For this project, a broad definition of ''data center'' was adopted which included internet hosting, corporate, institutional, governmental, educational and other miscellaneous data centers. Typically these facilities require specialized infrastructure to provide high quality power and cooling for IT equipment. All of these data center types were considered in the development of an estimate of the total power consumption in California.     The Biomass Energy Data Book is a statistical compendium prepared and published by Oak Ridge National Laboratory (ORNL) under contract with the Office of the Biomass Program and the Office of Planning, Budget and Analysis in the Department of Energy's Energy Efficiency and Renewable Energy (EERE) program. Designed for use as a desk-top reference, the book represents an assembly and display of statistics and information that characterize the biomass industry, from the production of biomass feedstocks to their end use. This is the first edition of the Biomass Energy Data Book and is currently only available online in electronic format. There are five main sections to this book. The first section is an introduction which provides an overview of biomass resources and consumption. Following the introduction to biomass is a section on biofuels which covers ethanol, biodiesel and BioOil. The biopower section focuses on the use of biomass for electrical power generation and heating. The fourth section is about the developing area of biorefineries, and the fifth section covers feedstocks that are produced and used in the biomass industry. The sources used represent the latest available data. There are also three appendices which include measures of conversions, biomass characteristics and assumptions for selected tables and figures. A glossary of terms and a list of acronyms are also included for the reader's convenience.

    Central Piedmont Community College (CPCC), located in Charlotte, North Carolina, established the Carolinas Energy Career Center (Center) - a comprehensive training entity to meet the dynamic needs of the Charlotte region's energy workforce. The Center provides training for high-demand careers in both conventional energy (fossil) and renewable energy (nuclear and solar technologies/energy efficiency). CPCC completed four tasks that will position the Center as a leading resource for energy career training in the Southeast: • Development and Pilot of a New Advanced Welding Curriculum, • Program Enhancement of Non-Destructive Examination (NDE) Technology, • Student Support through implementation of a model targeted toward Energy and STEM Careers to support student learning, • Project Management and Reporting. As a result of DOE funding support, CPCC achieved the following outcomes: • Increased capacity to serve and train students in emerging energy industry careers; • Developed new courses and curricula to support emerging energy industry careers; • Established new training/laboratory resources; • Generated a pool of highly qualified, technically skilled workers to support the growing energy industry sector.

  1. Agriculture, land use, and commercial biomass energy

    In this paper we have considered commercial biomass energy in the context of overall agriculture and land-use change. We have described a model of energy, agriculture, and land-use and employed that model to examine the implications of commercial biomass energy or both energy sector and land-use change carbon emissions. In general we find that the introduction of biomass energy has a negative effect on the extent of unmanaged ecosystems. Commercial biomass introduces a major new land use which raises land rental rates, and provides an incentive to bring more land into production, increasing the rate of incursion into unmanaged ecosystems. But while the emergence of a commercial biomass industry may increase land-use change emissions, the overall effect is strongly to reduce total anthropogenic carbon emissions. Further, the higher the rate of commercial biomass energy productivity, the lower net emissions. Higher commercial biomass energy productivity, while leading to higher land-use change emissions, has a far stronger effect on fossil fuel carbon emissions. Highly productive and inexpensive commercial biomass energy technologies appear to have a substantial depressing effect on total anthropogenic carbon emissions, though their introduction raises the rental rate on land, providing incentives for greater rates of deforestation than in the reference case.

    In Olympia, the Washington Energy Extension Service program is provided by the Olympic Renewable Resources Association's Energy Outreach Center. The Center has provided Thurston County residents with consistent and reliable information on energy conservation and renewable resources since 1980. During those four years, a seasonal pattern of activities has developed which reflects strong shifts in class attendance and inquiries by EOC users over the course of the year. Classes include: design of superinsulated passive solar and earth sheltered homes; sunspace design, coldframe construction and tax credits for solar energy systems; caulking, weatherstripping, storm windows and chimney cleaning; and solar and wood hot water systems. All are scheduled according to dictates of seasonal needs and interests.

    Sandia and Forest City have established a Cooperative Research and Development Agreement (CRADA), and the partnership provides a unique opportunity to take technology research and development from demonstration to application in a sustainable community. A project under that CRADA, Aperture Center Energy Showcase, offers a means to develop exhibits and demonstrations that present feedback to community members, Sandia customers, and visitors. The technologies included in the showcase focus on renewable energy and its efficiency, and resilience. These technologies are generally scalable, and provide secure, efficient solutions to energy production, delivery, and usage. In addition to establishing an Energy Showcase, support offices and conference capabilities that facilitate research, collaboration, and demonstration were created. The Aperture Center project focuses on establishing a location that provides outreach, awareness, and demonstration of research findings, emerging technologies, and project developments to Sandia customers, visitors, and Mesa del Sol community members.

    This study reviews the environmental implications of continued and increased use of biomass for energy to determine what concerns have been and need to be addressed and to establish some guidelines for developing future resources and technologies. Although renewable biomass energy is perceived as environmentally desirable compared with fossil fuels, the environmental impact of increased biomass use needs to be identified and recognized. Industries and utilities evaluating the potential to convert biomass to heat, electricity, and transportation fuels must consider whether the resource is reliable and abundant, and whether biomass production and conversion is environmentally preferred. A broad range of studies and events in the United States were reviewed to assess the inventory of forest, agricultural, and urban biomass fuels; characterize biomass fuel types, their occurrence, and their suitability; describe regulatory and environmental effects on the availability and use of biomass for energy; and identify areas for further study. The following sections address resource, environmental, and policy needs. Several specific actions are recommended for utilities, nonutility power generators, and public agencies.

    The Mid Atlantic Clean Energy Application Center (MACEAC), managed by The Penn State College of Engineering, serves the six states in the Mid-Atlantic region (Pennsylvania, New Jersey, Delaware, Maryland, Virginia and West Virginia) plus the District of Columbia. The goals of the Mid-Atlantic CEAC are to promote the adoption of Combined Heat and Power (CHP), Waste Heat Recovery (WHR) and District Energy Systems (DES) in the Mid Atlantic area through education and technical support to more than 1,200 regional industry and government representatives in the region. The successful promotion of these technologies by the MACEAC was accomplished through the following efforts; (1)The MACEAC developed a series of technology transfer networks with State energy and environmental offices, Association of Energy Engineers local chapters, local community development organizations, utilities and, Penn State Department of Architectural Engineering alumni and their firms to effectively educate local practitioners about the energy utilization, environmental and economic advantages of CHP, WHR and DES; (2) Completed assessments of the regional technical and market potential for CHP, WHR and DE technologies application in the context of state specific energy prices, state energy and efficiency portfolio development. The studies were completed for Pennsylvania, New Jersey and Maryland and included a set of incentive adoption probability models used as a to guide during implementation discussions with State energy policy makers; (3) Using the technical and market assessments and adoption incentive models, the Mid Atlantic CEAC developed regional strategic action plans for the promotion of CHP Application technology for Pennsylvania, New Jersey and Maryland; (4) The CHP market assessment and incentive adoption model information was discussed, on a continuing basis, with relevant state agencies, policy makers and Public Utility Commission organizations resulting in CHP favorable incentive

    The purpose of this study was to assess the economic and technical feasibility of producing electricity and thermal energy from biomass by gasification. For an economic model we chose a large barley malting facility operated by Rahr Malting Co. in Shakopee, Minnesota. This plant provides an excellent backdrop for this study because it has both large electrical loads and thermal loads that allowed us to consider a wide range of sizes and technical options. In the end, eleven scenarios were considered ranging from 3.1 megawatts (MWe) to 19.8 MWe. By locating the gasification and generation at an agricultural product processing plant with large electrical and thermal loads, the expectation was that some of the limitations of stand-alone biomass power plants would be overcome. In addition, since the process itself created significant volumes of low value biomass, the hope was that most of the biomass gathering and transport issues would be handled as well. The development of low-BTU gas turbines is expected to fill a niche between the upper limit of multiple spark ignited engine set systems around 5 MWe and the minimum reasonable scale for steam turbine systems around 10 MWe.

    Project Goals: The funding provided by this contract supported the following activities: A) Test Site Development; B) Seed Grant Funded Technology Development; C) Stakeholder Activities The first year of funding was dedicated to the formation of the NE MREC University Consortium which was comprised of University of Massachusetts Dartmouth (UMD) and Amherst (UMA), Massachusetts Institute of Technology (MIT), Woods Hole Oceanographic Institution (WHOI), University of New Hampshire (UNH), and the University of Rhode Island (URI). The consortium worked together to encourage research and promote benefits of obtaining energy from ocean wind, waves, tides and currents. In addition, NE MREC’s goal was to fund projects aimed at potential test sites with the first year funding going to studies of the potential for tidal device testing in Muskeget Channel, at the General Sullivan Bridge in New Hampshire, and for wave device testing at the proposed National Offshore Renewable Energy Innovation Zone (NOREIZ) located off the Massachusetts coast. The project spanned 4.5 years and addressed three specific tasks that are interrelated but also served as independent investigations.

    This survey reviews efforts by CESA member clean energy funds to promote the use of biomass as a renewable energy source. For each fund, details are provided regarding biomass eligibility for support, specific programs offering support to biomass projects, and examples of supported biomass projects (if available). For the purposes of this survey, biomass is defined to include bio-product gasification, combustion, co-firing, biofuel production, and the combustion of landfill gas, though not all of the programs reviewed here take so wide a definition. Programs offered by non-CESA member funds fall outside the scope of this survey. To date, three funds--the California Energy Commission, Wisconsin Focus on Energy, and the New York State Energy Research and Development Authority--have offered programs targeted specifically at the use of biomass as a renewable energy source. We begin by reviewing efforts in these three funds, and then proceed to cover programs in other funds that have provided support to biomass projects when the opportunity has arisen, but otherwise do not differentially target biomass relative to other renewable technologies.

    The Midwest Clean Energy Application Center (CEAC) was one of eight regional centers that promoted and assisted in transforming the market for combined heat and power (CHP), waste heat to power (WHP), and district energy (DE) technologies and concepts throughout the United States between October 1, 2009 and December 31, 2013. The key services the CEACs provided included: Market Opportunity Analyses – Supporting analyses of CHP market opportunities in diverse markets including industrial, federal, institutional, and commercial sectors. Education and Outreach – Providing information on the energy and non-energy benefits and applications of CHP to state and local policy makers, regulators, energy end-users, trade associations and others. Information was shared on the Midwest CEAC website: www.midwestcleanergy.org. Technical Assistance – Providing technical assistance to end-users and stakeholders to help them consider CHP, waste heat to power, and/or district energy with CHP in their facility and to help them through the project development process from initial CHP screening to installation. The Midwest CEAC provided services to the Midwest Region that included the states of Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, Ohio, South Dakota, and Wisconsin.

    The program goal of the Ohio Advanced Energy Manufacturing Center (OAEMC) is to support advanced energy manufacturing and to create responsive manufacturing clusters that will support the production of advanced energy and energy-efficient products to help ensure the nation's energy and environmental security. This goal cuts across a number of existing industry segments critical to the nation's future. Many of the advanced energy businesses are starting to make the transition from technology development to commercial production. Historically, this transition from laboratory prototypes through initial production for early adopters to full production for mass markets has taken several years. Developing and implementing manufacturing technology to enable production at a price point the market will accept is a key step. Since these start-up operations are configured to advance the technology readiness of the core energy technology, they have neither the expertise nor the resources to address manufacturing readiness issues they encounter as the technology advances toward market entry. Given the economic realities of today's business environment, finding ways to accelerate this transition can make the difference between success and failure for a new product or business. The advanced energy industry touches a wide range of industry segments that are not accustomed to working together in complex supply chains to serve large markets such as automotive and construction. During its first three years, the Center has catalyzed the communication between companies and industry groups that serve the wide range of advanced energy markets. The Center has also found areas of common concern, and worked to help companies address these concerns on a segment or industry basis rather than having each company work to solve common problems individually.   13. The Potential for Biomass District Energy Production in Port Graham, Alaska

    This project was a collaboration between The Energy & Environmental Research Center (EERC) and Chugachmiut – A Tribal organization Serving the Chugach Native People of Alaska and funded by the U.S. Department of Energy (DOE) Tribal Energy Program. It was conducted to determine the economic and technical feasibility for implementing a biomass energy system to service the Chugachmiut community of Port Graham, Alaska. The Port Graham tribe has been investigating opportunities to reduce energy costs and reliance on energy imports and support subsistence. The dramatic rise in the prices of petroleum fuels have been a hardship to the village of Port Graham, located on the Kenai Peninsula of Alaska. The Port Graham Village Council views the forest timber surrounding the village and the established salmon industry as potential resources for providing biomass energy power to the facilities in their community. Benefits of implementing a biomass fuel include reduced energy costs, energy independence, economic development, and environmental improvement. Fish oil–diesel blended fuel and indoor wood boilers are the most economical and technically viable options for biomass energy in the village of Port Graham. Sufficient regional biomass resources allow up to 50% in annual heating savings to the user, displacing up to 70% current diesel imports, with a simple payback of less than 3 years for an estimated capital investment under $300,000. Distributive energy options are also economically viable and would displace all imported diesel, albeit offering less savings potential and requiring greater capital. These include a large-scale wood combustion system to provide heat to the entire village, a wood gasification system for cogeneration of heat and power, and moderate outdoor wood furnaces providing heat to 3–4 homes or community buildings per furnace. Coordination of biomass procurement and delivery, ensuring resource reliability and technology acceptance, and arbitrating

    The DOE Clean Energy Application Centers were launched with a goal of focusing on important aspects of our nation’s energy supply including Efficiency, Reliability and Resiliency. Clean Energy solutions based on Combined Heat & Power (CHP), District Energy and Waste Heat Recovery are at the core of ensuring a reliable and efficient energy infrastructure for campuses, communities, and industry and public enterprises across the country. IDEA members which include colleges and universities, hospitals, airports, downtown utilities as well as manufacturers, suppliers and service providers have long-standing expertise in the planning, design, construction and operations of Clean Energy systems. They represent an established base of successful projects and systems at scale and serve important and critical energy loads. They also offer experience, lessons learned and best practices which are of immense value to the sustained growth of the Clean Energy sector. IDEA has been able to leverage the funds from the project award to raise the visibility, improve the understanding and increase deployment CHP, District Energy and Waste Heat Recovery solutions across the regions of our nation, in collaboration with the regional CEAC’s.     The Southern Energy Efficiency Center (SEEC) builds collaborative partnerships with: state and local governments and their program support offices, the building delivery industry (designers, contractors, realtors and commissioning agents), product manufacturers and their supply chains, utilities and their program implementers, consumers and other stakeholders in order to forge a strong regional network of building energy efficiency allies. Through a project Steering Committee composed of the state energy offices and building industry stakeholders, the SEEC works to establish consensus-based goals, priorities and strategies at the regional, state and local levels that will materially advance the deployment of high-performance “beyond code” buildings. In its first Phase, SEEC will provide limited technical and policy support assistance, training, certification and education to a wide spectrum of the building construction, codes and standards, and the consumer marketplace.

    This study reviews the environmental implications of continued and increased use of biomass for energy to determine what concerns have been and need to be addressed and to establish some guidelines for developing future resources and technologies. Although renewable biomass energy is perceived as environmentally desirable compared with fossil fuels, the environmental impact of increased biomass use needs to be identified and recognized. Industries and utilities evaluating the potential to convert biomass to heat, electricity, and transportation fuels must consider whether the resource is reliable and abundant, and whether biomass production and conversion is environmentally preferred. A broad range of studies and events in the United States were reviewed to assess the inventory of forest, agricultural, and urban biomass fuels; characterize biomass fuel types, their occurrence, and their suitability; describe regulatory and environmental effects on the availability and use of biomass for energy; and identify areas for further study. The following sections address resource, environmental, and policy needs. Several specific actions are recommended for utilities, nonutility power generators, and public agencies.

    There are currently over 3,500 USA/Canadian landfills listed by the EPA/EC and like numbers in Europe that are producing methane-rich landfill gas (LFG). This gas is typically made up of 50-percent methane (CH4), 35-percent carbon dioxide (CO2), and 2 to 25% nitrogen and oxygen (N2 & O2), plus dozens of dilute contaminants. LFG is classified as a renewable fuel, because it is generated via biological decay of municipal solid waste, a constant byproduct of human activity. To date, most LFG has been allowed to escape into the atmosphere. On account of its high CH4 content, LFG may contribute to climate change, as CH4 is one of the most harmful greenhouse gases with 21 times the global warming potential of CO2. Of the landfills that collect LFG, most simply flare it. In the past decade, some landfills have begun to use LFG for electricity generation or for direct combustion as low Btu gas. Very few landfills upgrade LFG to high Btu gas. A patented CO2 WashTM process developed by Acrion Technologies Inc., and licensed to Firm Green Inc. shows promise as an economically and environmentally sustainable process to recover energy and prevent pollution from landfills. The CO2 WashTM has already been proven at lab-scale. It upgrades LFG, which consists of 50% methane (CH4) + 35% carbon dioxide (CO2) + 2 to 25% nitrogen + oxygen (N2+O2), 1 to 2% water vapor, and dozens of contaminants (which total a few hundred to a few thousand parts per million). CH4, which by itself has an energy content of 1,012 British thermal units (Btu) per standard cubic foot (SCF), is the only component in LFG that contributes to its energy content, which is therefore about 400-550 Btu/SCF. Accordingly, raw LFG is usually referred to as medium-Btu gas. To be salable, it is necessary to remove essentially all the components besides CH4, while keeping the vast majority of the revenue producing CH4. This is high-Btu gas, yielding 850 to 1,000 Btu/SCF. The CO2 WashTM process upgrades LFG to about 930 Btu

    From October 1, 2009 through September 30, 2013 (“contract period”), the Northeast Clean Energy Application Center (“NE-CEAC”) worked in New York and New England (Connecticut, Rhode Island, Vermont, Massachusetts, New Hampshire, and Maine) to create a more robust market for the deployment of clean energy technologies (CETs) including combined heat and power (CHP), district energy systems (DES), and waste heat recovery (WHR) systems through the provision of technical assistance, education and outreach, and strategic market analysis and support for decision-makers. CHP, DES, and WHR can help reduce greenhouse gas emissions, reduce electrical and thermal energy costs, and provide more reliable energy for users throughout the United States. The NE-CEAC’s efforts in the provision of technical assistance, education and outreach, and strategic market analysis and support for decision-makers helped advance the market for CETs in the Northeast thereby helping the region move towards the following outcomes: • Reduction of greenhouse gas emissions and criteria pollutants • Improvements in energy efficiency resulting in lower costs of doing business • Productivity gains in industry and efficiency gains in buildings • Lower regional energy costs • Strengthened energy security • Enhanced consumer choice • Reduced price risks for end-users • Economic development effects keeping more jobs and more income in our regional economy Over the contract period, NE-CEAC provided technical assistance to approximately 56 different potential end-users that were interested in CHP and other CETs for their facility or facilities. Of these 56 potential end-users, five new CHP projects totaling over 60 MW of install capacity became operational during the contract period. The NE-CEAC helped host numerous target market workshops, trainings, and webinars; and NE-CEAC staff delivered presentations at many other workshops and conferences.     This is the fourth edition of the Washington Directory of Biomass Energy Facilities, the first edition was published in 1987. The purpose of this directory is to provide a listing of and basic information about known biomass producers and users within the state to help demonstrate the importance of biomass energy in fueling our state`s energy needs. In 1992 (latest statistical year), estimates show that the industrial sector in Washington consumed nearly 128 trillion Btu of electricity, nearly 49.5 trillion Btu of petroleum, over 82.2 trillion Btu of natural gas, and over 4.2 trillion Btu of coal. Facilities listed in this directory generated approximately 114 trillion Btu of biomass energy - 93 trillion were consumed from waste wood and spent chemicals. In the total industrial energy picture, wood residues and chemical cooking liquors placed second only to electricity. This directory is divided into four main sections biogas production, biomass combustion, ethanol production, and solid fuel processing facilities. Each section contains maps and tables summarizing the information for each type of biomass. Provided in the back of the directory for reference are a conversion table, a table of abbreviations, a glossary, and an index. Chapter 1 deals with biogas production from both landfills and sewage treatment plants in the state. Biogas produced from garbage and sewage can be scrubbed and used to generate electricity. At the present time, biogas collected at landfills is being flared on-site, however four landfills are investigating the feasibility of gas recovery for energy. Landfill biogas accounted for approximately 6 percent of the total biomass reported. Sewage treatment biogas accounted for 0.6 percent. Biogas generated from sewage treatment plants is primarily used for space and process heat, only one facility presently scrubs and sells methane. Together, landfill and sewage treatment plant biogas represented over 6.6 percent of the total biomass reported.

    The world is currently facing challenges to reduce the dependence on fossil fuels and to achieve a sustainable renewable supply. Renewable energies represent a diversity of energy sources that can help to maintain the equilibrium of different ecosystems. Among the various sources of renewable energy, biomass is finding more uses as it is considered carbon neutral since the carbondioxide released during its use is already part of the carbon cycle (Arias et al., 2008). Increasing the utilization of biomass for energy can help to reduce the negative CO2 impact on the environment and help to meet the targets established in the Kyoto Protocol (UN, 1998). Energy from biomass can be produced from different processes like thermochemical (combustion, gasification, and pyrolysis), biological (anaerobic digestion, fermentation) or chemical (esterification) where direct combustion can provide a direct near-term energy solution (Arias et al., 2008). Some of the inherent problems with raw biomass materials, like low bulk density, high moisture content, hydrophilic nature and low calorific value, limit the ease of use of biomass for energy purposes (Arias et al., 2008). In fact, due to its low energy density compared to fossil fuels, high volumes of biomass will be needed; adding to problems associated with storage, transportation and feed handling at a cogeneration plant. Furthermore, grinding biomass pulverizes, can be very costly and in some cases impractical. All of these drawbacks have given rise to the development of new technologies in order to increase the quality of biomass fuels. The purpose of this directory is to provide a listing of known biomass users within the state and some basic information about their facilities. The data can be helpful to persons or organizations considering the use of biomass fuels. The directory is divided into three sections of biomass facilities with each section containing a map of locations and a data summary table. In addition, a conversion table, a glossary and an index are provided in the back of the directory. The first section deals with biogas production from wastewater treatment plants. The second section provides information on the wood combustion facilities in the state. This section is subdivided into two categories. The first is for facilities connected with the forest products industries. The second category include other facilities using wood for energy. The third section is composed of three different types of biomass facilities -- ethanol, municipal solid waste, and solid fuel processing. Biomass facilities included in this directory produce over 64 trillion Btu (British thermal units) per year. Wood combustion facilities account for 91 percent of the total. Biogas and ethanol facilities each produce close to 800 billion Btu per year, MSW facilities produce 1845 billion BTU, and solid fuel processing facilities produce 2321 billion Btu per year. To put these numbers in perspective, Washington's industrial section uses 200 trillion Btu of fuels per year. Therefore, biomass fuels used and/or produced by facilities listed in this directory account for nearly 32 percent of the state's total industrial fuel demand. This is a sizable contribution to the state's energy needs.

    The U.S. Department of Energy (DOE) Energy Information Administration (EIA) projects nonhydro renewable electric energy increases of 140% and liquid transportation biofuels growing by 32,200 barrels a day between 2012 and 2040 (U.S. Energy Information Administration, 2014). This is the EIA base case scenario, and this outlook could be a low estimate depending on the many assumptions involved in making such projections, not the least of which are climate change and the resultant legislation. The climate change postulate is based on increasing levels of CO2 being introduced into the atmosphere through anthropogenic activity such as fossil fuel combustion for energy use. Renewable energy, and biomass conversion to energy in particular, is a net-zero CO2 emission generator. When biomass is converted to energy, it emits CO2; however, this CO2 is balanced in a cycle where the production of biomass removes CO2 from the atmosphere for growth and then releases it back into the atmosphere to be taken up by new growth of biomass feedstocks for energy. In comparison, fossil fuels are examples of CO2 that has been removed from the atmosphere and sequestered and which, when converted to energy, is a new addition to the atmospheric levels of CO2, which has been linked to climate change. While recent advances in technology used for extracting oil and gas from tight formations have increased the availability of fossil fuels for energy, the end game needs to focus on providing sustainable energy sources for the United States as well as the world. If, in the future, legislation is enacted that places a fee on atmospheric CO2 emissions, this may make the use of biomass for energy more economically attractive, increasing its use.
