    Quadrennial Energy Review: The health of the people of our nation is a major vulnerability that must be addressed in any energy policy. Pollution produced by generating energy impacts our overall health. To encourage healthful sources of energy we have to make sure that the true costs of energy are paid up front. This means not allowing energy development that produces dangerous pollutants. Coal burning causes asthma and mercury poisoning and contributes to climate change that is not priced into energy generated by coal. Allowing liability exemptions to energy producers hides true costs. Nuclear power producers must be accountable for any radiation sickness that resulting from their operations. Fracking must not be exempted from safe drinking water regulations. Even more significant for oil and gas production, hazardous wastes (including methane) generated by exploration and production must be regulated under the Resource Conservation and Recovery Act (RCRA). (Pertinent to this, please enter into the Quadrennial Energy Review proceedings the attached first three pages of an article about RCRA. Removing exemptions like these will allow clean forms of energy to predominate to the overall benefit of us all.     Utitlity tariffs vary significantly from utility to utility. Each utility has its own rates and sets of rules by which bills are calculated. The Bill Calculator reconstructs the tariff based on these rules, stored in data tables, and access the appropriate charges for a given energy consumption and demand. The software reconstructs the tariff logic from the rules stored in data tables. Changes are tallied as the logic is reconstructed. This is essentially an accountingmore » program. The main limitation is on the time to search for each tariff element. It is currently on O(N) search. Also, since the Bill calculator first stores all tariffs in an array and then reads the array to reconstruct a specific tariff, the memory limitatins of a particular system would limit the number of tariffs that could be handled. This tool allows a user to calculate a bill from any sampled utility without prior knowledge of the tariff logic or structure. The peculiarities of the tariff logic are stored in data tables and manged by the Bill Calculator software. This version of the software is implemented as a VB module that operates within Microsoft Excel. Input data tables are stored in Excel worksheets. In this version the Bill Calculator functions can be assessed through Excel as user defined worksheet functions. Bill Calculator can calculate approximately 50,000 bills in less than 30 minutes.« less

    Transcontinental Gas Pipe Line (TGPL) Corp. engineers have developed an electronic billing system for custody transfer that can reduce the cost of doing business and improve the accuracy of transfer measurements. The system accurately measures gas flow and quality, transmits gas data to a central facility, provides a capability to review the collected data, prepares bills based upon these data, and reduces staffing associated with the data collection and billing process. On-line flow computers are keys to this electronic billing system. These computers, referred to as remote terminal units (RTU's), are currently in service at TGPL at more than 30 locations with 30 more locations due to be on-line within 6 months and an additional 40 locations due within 15 months. These RTU's will be obtaining gas data from metering stations located in New York, New Jersey, Pennsylvania, Maryland, Virginia, North Carolina, Georgia, Louisiana, and Texas.

    Net metering has become a widespread policy in the U.S. for supporting distributed photovoltaics (PV) adoption. Though specific design details vary, net metering allows customers with PV to reduce their electric bills by offsetting their consumption with PV generation, independent of the timing of the generation relative to consumption - in effect, compensating the PV generation at retail electricity rates (Rose et al. 2009). While net metering has played an important role in jump-starting the residential PV market in the U.S., challenges to net metering policies have emerged in a number of states and contexts, and alternative compensation methods are under consideration. Moreover, one inherent feature of net metering is that the value of the utility bill savings it provides to customers with PV depends heavily on the structure of the underlying retail electricity rate, as well as on the characteristics of the customer and PV system. Consequently, the value of net metering - and the impact of moving to alternative compensation mechanisms - can vary substantially from one customer to the next. For these reasons, it is important for policymakers and others that seek to support the development of distributed PV to understand both how the bill savings varies under net metering, and how the bill savings under net metering compares to other possible compensation mechanisms. To advance this understanding, we analyze the bill savings from PV for residential customers of California's two largest electric utilities, Pacific Gas and Electric (PG&E) and Southern California Edison (SCE). The analysis is based on hourly load data from a sample of 215 residential customers located in the service territories of the two utilities, matched with simulated hourly PV production for the same time period based on data from the nearest of 73 weather stations in the state.

    Energy savings performance contracts (ESPCs) are a method of financing energy conservation projects using the energy cost savings generated by the conservation measures themselves. Ideally, reduced energy costs are visible as reduced utility bills, but in fact this is not always the case. On large military bases, for example, a single electric meter typically covers hundreds of individual buildings. Savings from an ESPC involving only a small number of these buildings will have little effect on the overall utility bill. In fact, changes in mission, occupancy, and energy prices could cause substantial increases in utility bills. For this reason, other, more practical, methods have been developed to measure and verify savings in ESPC projects. Nevertheless, increasing utility bills--when ESPCs are expected to be reducing them--are problematic and can lead some observers to question whether savings are actually being achieved. In this paper, the authors use utility bill analysis to determine energy, demand, and cost savings from an ESPC project that installed geothermal heat pumps in the family housing areas of the military base at Fort Polk, Louisiana. The savings estimates for the first year after the retrofits were found to be in substantial agreement with previous estimates that were based on submetered data. However, the utility bills also show that electrical use tended to increase as time went on. Since other data show that the energy use in family housing has remained about the same over the period, the authors conclude that the savings from the ESPC have persisted, and increases in electrical use must be due to loads unassociated with family housing. This shows that under certain circumstances, and with the proper analysis, utility bills can be used to estimate savings from ESPC projects. However, these circumstances are rare and over time the comparison may be invalidated by increases in energy use in areas unaffected by the ESPC.

    With rapid growth in energy efficiency and distributed generation, electric utilities are anticipating stagnant or decreasing electricity sales, particularly in the residential sector. Utilities are increasingly considering alternative rates structures that are designed to recover fixed costs from residential solar photovoltaic (PV) customers with low net electricity consumption. Proposed structures have included fixed charge increases, minimum bills, and increasingly, demand rates - for net metered customers and all customers. This study examines the electricity bill implications of various residential rate alternatives for multiple locations within the United States. For the locations analyzed, the results suggest that residential PV customers offset, on average, between 60% and 99% of their annual load. However, roughly 65% of a typical customer's electricity demand is non-coincidental with PV generation, so the typical PV customer is generally highly reliant on the grid for pooling services.

    Home Performance with ENERGY STAR (HPwES) is a jointly managed program of the U.S. Department of Energy (DOE) and the U.S. Environmental Protection Agency (EPA). This program focuses on improving energy efficiency in existing homes via a whole-house approach to assessing and improving a home's energy performance, and helping to protect the environment. As a local sponsor for HPwES, Austin Energy's HPwES program offers a complete home energy assessment and a list of recommendations for efficiency improvements, along with cost estimates. The owner can choose to implement only one or the complete set of energy conservation measures. Austin Energy facilitates the process by providing economic incentives to the homeowner through its HPwES Loan program and its HPwES Rebate program. In 2005, the total number of participants in both programs was approximately 1,400. Both programs are only available for improvements made by a participating HPwES contractor. The individual household billing data - encompassing more than 7,000 households - provided by Austin Energy provides a rich data set to estimate the impacts of its HPwES program. The length of the billing histories is sufficient to develop PRISM-type models of electricity use based on several years of monthly bills before and after the installation of the conservation measures. Individual household savings were estimated from a restricted version of a PRISM-type regression model where the reference temperature to define cooling (or heating degree days) was estimated along with other parameters. Because the statistical quality of the regression models varies across individual households, three separate samples were used to measure the aggregate results. The samples were distinguished on the basis of the statistical significance of the estimated (normalized) cooling consumption. A normalized measure of cooling consumption was based on average temperatures observed over the most recent nine-year period ending in 2006. This

    Federal agencies have implemented many energy efficiency projects over the years with direct funding or alternative financing vehicles such as energy savings performance contracts (ESPCs). While it is generally accepted that these projects save energy and costs, the savings are usually not obvious in the utility bills. This is true for many valid technical reasons, even when savings are verified in other ways to the highest degree of certainty. However, any perceived deficiency in the evidence for savings is problematic when auditors or other observers evaluate the outcome of energy projects and the achievements of energy management programs. This report discusses under what circumstances energy savings should or should not be evident in utility bills. In the special case of a large ESPC project at the Army's Fort Polk, the analysis of utility bills carried out by the authors does unequivocally confirm and quantify savings. The data requirements and methods for arriving at definitive answers through utility bill analysis are demonstrated in our discussion of the Fort Polk project. The following paragraphs address why the government generally should not expect to see savings from ESPC projects in their utility bills. We also review lessons learned and best practices for measurement and verification (M&V) that can assure best value for the government and are more practical, straightforward, and cost-effective than utility bill analysis.

    This paper presents the results of interviews conducted with 44 business people in 10 states to examine the use of the utility bill as an information mechanism for providing businesses with the relationship between energy consumption and cost. Our results indicate that there are significant barriers to the use of the utility bill as an information tool for energy consumers. Furthermore, we found significant variations among respondents in the information desired from the bill, and differences in decision-making criteria for investments aimed at reducing energy consumption and for those aimed at other forms of waste minimization. These results call into question the applicability of standard market theories in the purchase of energy by most businesses.

    This paper identifies the potential for billing inequities at harmonic generating loads due to different measuring methods implemented in revenue meters. Potential problems are almost exclusively in the commercial and industrial sectors where demand and power factor charges are common. Field data are used to illustrate that compliance with IEEE Standard 519-1992 reduces the possibility of meter reading differences thus promoting a more equitable treatment of all customers.

    This scoping study investigates the impact of, and interactions among, three key sources of uncertainty in the future value of bill savings from customer-sited PV, focusing in particular on residential customers. These three sources of uncertainty are: changes to electricity market conditions that would affect retail electricity prices, changes to the types of retail rate structures available to residential customers with PV, and shifts away from standard net-metering toward other compensation mechanisms for residential PV. We investigate the impact of a range of electricity market scenarios on retail electricity prices and rate structures, and the resulting effects on the value of bill savings from PV. The scenarios include various levels of renewable and solar energy deployment, high and low natural gas prices, the possible introduction of carbon pricing, and greater or lesser reliance on utility-scale storage and demand response. We examine the bill savings from PV with time-invariant, flat residential retail rates, as well as with time-varying retail rates, including time-of-use (TOU) rates and real-time pricing (RTP). In addition, we explore a flat rate with increasing-block pricing (IBP). We evaluate the bill savings from PV with net metering, as currently allowed in many states, as well as scenarios with hourly netting, a partial form of net metering. This scoping study is the first known effort to evaluate these types of interactions in a reasonably comprehensive fashion, though by no means have we considered every possible change to electricity market conditions, retail rate structures, or PV compensation mechanisms. It focuses solely on the private value of bill savings for residential PV and does not seek to quantify the broader social or economic cost or value of solar electricity. Our analysis applies assumptions based loosely on California’s electricity market in a future year (2030); however, it is neither intended to forecast California’s future

    Mangrove oysters (Crassostrea rhizophorae) were screened for enteric viruses. For 18 months oysters were collected from Cano Boqueron, a tropical mangrove lagoon on the southwest coast of Puerto Rico. This popular tourist resort has two primary sewage treatment plants which service 158 single family cabanas. In spite of the heavy seasonal input of sewage to Cano Boqueron and high densities of fecal coliform bacteria, enteric viruses were not detected in shellfish meat. Because no viruses were detected in the oysters, a virus survival study was performed. Poliovirus type 1 was placed in diffusion chambers in situ at two sites in Cano Boqueron. More than 95% of the poliovirus inactivation occurred within 24 h. Virus inactivation was significantly different by site, indicating different inactivation rates within the lagoon. Chamber studies done simultaneously with Escherichia coli did not reveal differences between sites. It is suggested that the sewage effluent had an antiviral effect in the absence of an antibacterial effect. This study demonstrates the importance for establishing microbial contamination standards for shellfish growing waters in the tropics based upon in situ studies with tropical species, e.g. mangrove oyster.

Arco's board has approved the project, with construction to begin this year and completion expected in mid-1995. This new plant supports the company's long-standing strategy to increase its downstream integration in value-added derivatives of propylene oxide,' says Jack Oppasser, president of Arco Chemical Europe (Maidenhead, U.K.). It allows the company to sustain its strong position in the growing European glycol ether market.' Arco's move represents a challenge to Dow Europe (Horgen, Switzerland), which dominates the European PGE market. Dow is Europe's biggest producer of PGEs, with its Dowanol brands commanding a share greater than 50% of the estimated 90,000-m.t./year methyl-based PGE market. This was recently boosted by completion of the expansion of its plant at Stade, Germany, from 60,000 m.t./year to 110,000 m.t./year. While Arco does not currently make PGEs in Europe, it is the second-largest supplier, with about 15,000 m.t.-20,000 m.t./year, via third-party manufacturing arrangements' with European producers, including BP Chemicals, and imports from its 90-million lbs/year plant at Bayport, TX. However, Arco refuses to comment on this because of antitrust aspects.'

    In 2010, Rural Development, Inc. (RDI) completed construction of Wisdom Way Solar Village (WWSV), a community of ten duplexes (20 homes) in Greenfield, MA. RDI was committed to very low energy use from the beginning of the design process throughout construction. Key features include: 1. Careful site plan so that all homes have solar access (for active and passive); 2. Cellulose insulation providing R-40 walls, R-50 ceiling, and R-40 floors; 3. Triple-pane windows; 4. Airtight construction (~0.1 CFM50/ft2 enclosure area); 5. Solar water heating systems with tankless, gas, auxiliary heaters; 6. PV systems (2.8 or 3.4kWSTC); 7. 2-4 bedrooms, 1,100-1,700 ft2. The design heating loads in the homes were so small that each home is heated with a single, sealed-combustion, natural gas room heater. The cost savings from the simple HVAC systems made possible the tremendous investments in the homes' envelopes. The Consortium for Advanced Residential Buildings (CARB) monitored temperatures and comfort in several homes during the winter of 2009-2010. In the Spring of 2011, CARB obtained utility bill information from 13 occupied homes. Because of efficient lights, appliances, and conscientious home occupants, the energy generated by the solar electric systems exceeded the electric energy used in most homes. Most homes, in fact, had a net credit from the electric utility over the course of a year. On the natural gas side, total gas costs averaged $377 per year (for heating, water heating, cooking, and clothes drying). Total energy costs were even less - $337 per year, including all utility fees. The highest annual energy bill for any home evaluated was $458; the lowest was $171.

    Net metering has become a widespread mechanism in the U.S. for supporting customer adoption of distributed photovoltaics (PV), but has faced challenges as PV installations grow to a larger share of generation in a number of states. This paper examines the value of the bill savings that customers receive under net metering, and the associated role of retail rate design, based on a sample of approximately two hundred residential customers of California's two largest electric utilities. We find that the bill savings per kWh of PV electricity generated varies by more than a factor of four across the customers in the sample, which is largely attributable to the inclining block structure of the utilities' residential retail rates. We also compare the bill savings under net metering to that received under three potential alternative compensation mechanisms, based on California's Market Price Referent (MPR). We find that net metering provides significantly greater bill savings than a full MPR-based feed-in tariff, but only modestly greater savings than alternative mechanisms under which hourly or monthly net excess generation is compensated at the MPR rate.

    Facilities for intermediate storage of spent fuel and HLW and for final disposal of ILW and LLW together with a system for sea transportation have been in operation in Sweden for more then 15 years. To complete the ''back end system'' the remaining parts are to build facilities for encapsulation and final storage of spent fuel and HLW. The Swedish reference method for final disposal of spent fuel, KBS-3, is to encapsulate the fuel elements in copper canisters and dispose them in a deep geological repository. The Swedish program up to 2001 was focused on the establishment of general acceptance of the reference method for final storage and SKB's selection of candidate sites for a deep geological repository. In the end of year 2000 SKB presented a report as a base for a Government decision about the siting process. This report gave the background for the selection of three candidate sites. It also presented the program for geological surveys of the candidate sites as well as the background for the choice of the method for final disposal of spent nuclear fuel and HLW. In the end of 2001 the Swedish government endorsed the plan for the site selection phase and stated that the KBS-3 design of the repository shall be used as the planning base for the work. Permissions were also granted for the fieldwork from the municipalities of Forsmark and Oskarshamn where the candidate sites are located. Site investigations on these two sites started during 2002. The technical development and demonstration of the KBS 3-method is ongoing at the Dspv Hard Rock Laboratory and the Canister Laboratory. The goal for the coming five years period is to select the site for the repository and apply for licenses to construct and operate the facilities for encapsulation and final storage of spent fuel. The encapsulation plant and the repository are planned to be in operation around year 2015.

    This report describes the third major evaluation of the Program, encompassing program years 2009 to 2011. In this report, this period of time is referred to as the ARRA Period. This is a special period of time for the Program because the American Recovery and Reinvestment Act (ARRA) of 2009 has allocated $5 billion of funding for the Program. In normal program years, WAP s annual appropriation is in the range of $200-250 million, supporting the weatherization of approximately 100,000 homes. With the addition of ARRA funding during these program years, the expectation is that weatherization activity will exceed 300,000 homes per year. In addition to saving energy and reducing low-income energy bills, expanded WAP funding is expected to stimulate the economy by providing new jobs in the weatherization field and allowing low-income households to spend more money on goods and services by spending less on energy.

    Stimulated by the recent discovery of the 1 yr recurrence period nova M31N 2008-12a, we examined the shortest recurrence periods of hydrogen shell flashes on mass-accreting white dwarfs (WDs). We discuss the mechanism that yields a finite minimum recurrence period for a given WD mass. Calculating the unstable flashes for various WD masses and mass accretion rates, we identified a shortest recurrence period of about two months for a non-rotating 1.38 M {sub ?} WD with a mass accretion rate of 3.6 10{sup 7} M {sub ?} yr{sup 1}. A 1 yr recurrence period is realized for very massive (? 1.3 M {sub ?}) WDs with very high accretion rates (? 1.5 10{sup 7} M {sub ?} yr{sup 1}). We revised our stability limit of hydrogen shell burning, which will be useful for binary evolution calculations toward Type Ia supernovae.

    Due to the expanding dairy and beef population in China and their contribution to global CH{sub 4} and N{sub 2}O budgets, a framework considering changes in feed, manure management and herd structure was established to indicate the trends of CH{sub 4} and N{sub 2}O emissions from the enteric formation and manure storage in China's beef and dairy production and the underlying driving forces during the period 1961–2010. From 1961 to 2010, annual CH{sub 4} and N{sub 2}O emissions from beef cattle in China increased from 2.18 Mt to 5.86 Mt and from 7.93 kt–29.56 kt, respectively, while those from dairy cattle increased from 0.023 to 1.09 Mt and 0.12 to 7.90 kt, respectively. These increases were attributed to the combined changes in cattle population and management practices in feeds and manure storage. Improvement in cattle genetics during the period increased the bodyweight, required dry matter intake and gross energy and thus resulted in increased enteric CH{sub 4} EFs for each category of beef and dairy cattle as well as the overall enteric EFs (i.e., Tier 1 in IPCC). However, for beef cattle, such an impact on the overall enteric EFs was largely offset by the herd structure transition from draft animal-oriented to meat animal-oriented during 1961–2010. Although the CO{sub 2}-eq of CH{sub 4} and N{sub 2}O from manure storage was less than the enteric emissions during 1961–2010 in China, it tended to increase both in beef and dairy cattle, which was mainly driven by the changes in manure management practices. - Highlights: • CH{sub 4} emissions dominated the CO{sub 2}-eq emissions from dairy and beef cattle in China. • Beef herd transition played an important role in CH{sub 4} emissions. • Changes of manure managements increased the manure EFs of CH{sub 4} and N{sub 2}O. • Manure contributed very less to the total CO{sub 2}-eq emissions but tended to grow.

Therefore, it is important to understand how oil destabilizes foam and what surfactant properties lead to increased stability against oil. To explain the stability of foam in porous media in the presence of oil, we generalize the ideas of spreading and entering behavior using Frumkin-Deryaguin wetting theory. This formulation overcomes the inherent deficiencies in the classical spreading and entering coefficients used to explain foam stability against oil. We find that oil-tolerant foam can be produced by making the oil surface ``water wet``. To test our theoretical ideas, we measure foam-flow resistance through 45--70 {mu}m glass beadpacks, surface and interfacial tensions, and disjoining pressure isotherms for foam and pseudoemulsion films for a variety of surfactant/oil systems. Most notably, we measure pseudoemulsion-film disjoining pressure isotherms for the first time and directly establish that pseudoemulsion film stability controls the stability of the foam in the systems we tested. Moreover, we demonstrate the correspondence between stable pseudoemulsion films, negative entering behavior, and oil-tolerant foams.

    Period-doubling and chaos phenomenon have been frequently observed in atmospheric-pressure dielectric-barrier discharges. However, how a normal single period discharge bifurcates into period-doubling state is still unclear. In this paper, by changing the driving frequency, we study numerically the transition mechanisms from a normal single period discharge to a period-doubling state using a one-dimensional self-consistent fluid model. The results show that before a discharge bifurcates into a period-doubling state, it first deviates from its normal operation and transforms into an asymmetric single period discharge mode. Then the weaker discharge in this asymmetric discharge will be enhanced gradually with increasing of the frequency until it makes the subsequent discharge weaken and results in the discharge entering a period-doubling state. In the whole transition process, the spatial distribution of the charged particle density and the electric field plays a definitive role. The conclusions are further confirmed by changing the gap width and the amplitude of the applied voltage.

    Residential photovoltaic (PV) systems in the US are often compensated at the customer's underlying retail electricity rate through net metering. There is growing interest in understanding how potential changes in rates may impact the value of bill savings from PV. This article uses a production cost and capacity expansion model to project California hourly wholesale electricity market prices under a reference scenario and a 33% renewables scenario. Second, based on the wholesale electricity market prices generated by the model, the article develops retail rates (i.e., flat, time-of-use, and real-time pricing) for each future scenario based on standard retail rate design principles. Finally, based on these retail rates, the bill savings from PV are estimated for 226 California residential customers under two types of net metering, for each scenario. The article finds that high renewable penetrations can drive substantial changes in residential retail rates and that these changes, together with variations in retail rate structures and PV compensation mechanisms, interact to place substantial uncertainty on the future value of bill savings from residential PV.

    We present a method that allows to distinguish between nearly periodic and strictly periodic time series. To this purpose, we employ a conservative criterion for periodicity, namely, that the time series can be interpolated by a periodic function whose local extrema are also present in the time series. Our method is intended for the analysis of time series generated by deterministic time-continuous dynamical systems, where it can help telling periodic dynamics from chaotic or transient ones. We empirically investigate our method's performance and compare it to an approach based on marker events (or Poincaré sections). We demonstrate that our method is capable of detecting small deviations from periodicity and outperforms the marker-event-based approach in typical situations. Our method requires no adjustment of parameters to the individual time series, yields the period length with a precision that exceeds the sampling rate, and its runtime grows asymptotically linear with the length of the time series.

    Phononic crystal is now used to control acoustic waves. When the crystal goes to a larger scale, it is called periodic structure. The band gaps of the periodic structure can be reduced to range from 0.5?Hz to 50?Hz. Therefore, the periodic structure has potential applications in seismic wave reflection. In civil engineering, the periodic structure can be served as the foundation of upper structure. This type of foundation consisting of periodic structure is called periodic foundation. When the frequency of seismic waves falls into the band gaps of the periodic foundation, the seismic wave can be blocked. Field experiments of a scaled two dimensional (2D) periodic foundation with an upper structure were conducted to verify the band gap effects. Test results showed the 2D periodic foundation can effectively reduce the response of the upper structure for excitations with frequencies within the frequency band gaps. When the experimental and the finite element analysis results are compared, they agree well with each other, indicating that 2D periodic foundation is a feasible way of reducing seismic vibrations.

    The Stanford Linear Accelerator Center (SLAC) klystron group is currently designing, fabricating and testing 11.424 GHz klystrons with peak output powers from 50 to 75 MW at 1 to 2 {mu}s rf pulsewidths as part of an effort to realize components necessary for the construction of the Next Linear Collider (NLC). In order to eliminate the projected operational-year energy bill for klystron solenoids, Periodic Permanent Magnet (PPM) focusing has been employed on our latest X-band klystron designs. A PPM beam tester has operated at the same repetition rate, voltage and average beam power required for a 75-MW NLC klystron. Prototype 50 and 75-MW PPM klystrons were built and tested during 1996 and 1997 which operate from 50 to 70 MW at efficiencies greater than 55%. Construction and testing of 75-MW research klystrons will continue while the design and reliability is perfected. This paper will discuss the design of these PPM klystrons and the results of testing to date along with future plans for the development of a low-cost Design for Manufacture (DFM) 75-MW klystron and invitation for industry participation.

  6. THE CATALINA SURVEYS PERIODIC VARIABLE STAR CATALOG

    We present ∼47,000 periodic variables found during the analysis of 5.4 million variable star candidates within a 20,000 deg{sup 2} region covered by the Catalina Surveys Data Release-1 (CSDR1). Combining these variables with type ab RR Lyrae from our previous work, we produce an online catalog containing periods, amplitudes, and classifications for ∼61,000 periodic variables. By cross-matching these variables with those from prior surveys, we find that >90% of the ∼8000 known periodic variables in the survey region are recovered. For these sources, we find excellent agreement between our catalog and prior values of luminosity, period, and amplitude as well as classification. We investigate the rate of confusion between objects classified as contact binaries and type c RR Lyrae (RRc's) based on periods, colors, amplitudes, metallicities, radial velocities, and surface gravities. We find that no more than a few percent of the variables in these classes are misidentified. By deriving distances for this clean sample of ∼5500 RRc's, we trace the path of the Sagittarius tidal streams within the Galactic halo. Selecting 146 outer-halo RRc's with SDSS radial velocities, we confirm the presence of a coherent halo structure that is inconsistent with current N-body simulations of the Sagittarius tidal stream. We also find numerous long-period variables that are very likely associated within the Sagittarius tidal stream system. Based on the examination of 31,000 contact binary light curves we find evidence for two subgroups exhibiting irregular light curves. One subgroup presents significant variations in mean brightness that are likely due to chromospheric activity. The other subgroup shows stable modulations over more than a thousand days and thereby provides evidence that the O'Connell effect is not due to stellar spots.

Title I of the bill supplies funds for civilian projects of the Army Corps of Engineers; Title II, for reclamation projects of the Department of the Interior; Title III, for DOE defense, research, regulatory, geothermal, nuclear waste, power marketing, and uranium supply and enrichment activities; and Title IV, for independent agencies, including the Appalachian Regional Commission, Nuclear Regulatory Commission, and the Tennessee Valley Authority. The committee's recommendation of nearly $15.4 billion is $99.6 million below the budget estimates. The report covers information gathered during 17 hearing sessions, and represents a unanimous recommmendation by the committee.

    By partitioning the electron density into subsystem contributions, the Frozen Density Embedding (FDE) formulation of subsystem Density Functional Theory (DFT) has recently emerged as a powerful tool for reducing the computational scaling of Kohn–Sham DFT. To date, however, FDE has been employed to molecular systems only. Periodic systems, such as metals, semiconductors, and other crystalline solids have been outside the applicability of FDE, mostly because of the lack of a periodic FDE implementation. To fill this gap, in this work we aim at extending FDE to treat subsystems of molecular and periodic character. This goal is achieved by a dual approach. On one side, the development of a theoretical framework for periodic subsystem DFT. On the other, the realization of the method into a parallel computer code. We find that periodic FDE is capable of reproducing total electron densities and (to a lesser extent) also interaction energies of molecular systems weakly interacting with metallic surfaces. In the pilot calculations considered, we find that FDE fails in those cases where there is appreciable density overlap between the subsystems. Conversely, we find FDE to be in semiquantitative agreement with Kohn–Sham DFT when the inter-subsystem density overlap is low. We also conclude that to make FDE a suitable method for describing molecular adsorption at surfaces, kinetic energy density functionals that go beyond the GGA level must be employed.

  9. Magnetomechanically induced long period fiber gratings

    In this work, we report a simple, flexible method to create long period fiber gratings mechanically by controlling the repulsion/attraction force between two magnets that pressing a plate with a periodic array of small glass cylinders to a short length of optical fiber. Via the photoelastic effect, the pressure points induce the required periodic refractive index modulation to create the LPFG. We found that the induced device exhibits spectral characteristics similar to those of other types of LPFG. As the optical properties of LPFGs are directly related to the nature of the applied perturbations, we show, to our knowledge for the frrst time, how is the evolution of birefringence effects in mechanically induced LPFGs.
