Texas Senate Bill 5 Legislation for Reducing Pollution in Non-Attainment and Affected Areas: An Overview of Legislative Responsibilities, Code Compliance Issues and Accomplishments

The 77th Texas Legislature, in 2001, established Senate Bill 5, SB-5, which addressed NOx emission reductions by establishing programs to reduce vehicle emissions and reductions due to energy efficiency and the use of renewable energy sources. The 78th Texas Legislature further expanded SB-5 into code certification for code officials and above code programs. Using data available from the Texas Commission on Environmental Quality, TCEQ, the EPA and new procedures developed by the Laboratory, the annual energy savings calculated in 2003 from energy-code compliant new residential construction in non-attainment and affected counties were 252,238 megawatt hours of electricity and 887,564 million Btu of natural gas. The resultant annual NOx reductions were 473 tons. On a peak summer day in 2003, the NOx emissions were 2.44 tons. SB-5 recognized Energy Efficiency / Renewable Energy, EE/RE, as a valid method to reduce emissions. The Energy Systems Laboratory was made responsible for achieving the following goals. 1. Quantify the NOx reductions from EE/RE by county. 2. Assist cities and counties determine the impact of code amendments that they planned to adopt. 3. Conduct training on the IRC / IECC, including ASHRAE 90.1. 4. Set up a certification program for code officials. 5. Assist cities and counties to achieve above code performance. 6. Translate the EE/RE savings into EPA acceptable emissions reductions which can be applied to the State Implementation Plan, SIP.

Four areas in Texas have been designated by the EPA as non-attainment areas because ozone levels exceed the NAAQS maximum allowable limits, Beaumont-Port Arthur, El Paso, Dallas-Ft. Worth, and Houston-Galveston-Brazoria. These areas face severe sanctions if attainment is not reached by 2007. Four additional areas in the state are also approaching national ozone limits (i.e., affected areas), including: Austin, Corpus Christi, San Antonio, and the Longview-Tyler-Marshall area. In 2001, the Texas State Legislature formulated and passed Senate Bill 5 to further reduce ozone levels by encouraging the reduction of emissions of NOx by sources that are currently not regulated by the TNRCC, including area sources (e.g., residential emissions), on-road mobile sources (e.g., all types of motor vehicles), and non-road mobile sources (e.g., aircraft, locomotives, etc.). An important part of this legislation is the evaluation of the State's energy efficiency programs, which includes reductions in energy use and demand that are associated with specific energy conservation measures. This paper outlines the procedures that are being developed to report the electricity savings associated with the adoption of the International Energy Conservation Code (IECC 2001) in residential construction in non-attainment and affected counties. These electricity savings will then be converted to NOx reductions using the appropriate

Electric power bills can often be reduced by careful attention to the inter-relationship between your plant operations and the electric rate schedule on which your bill is based. The pattern of use of electricity by your plant over a given time span is called its load profile. A continuous process operating 365 days a year would have a flat profile whether measured on a daily, weekly, monthly or yearly basis. But most plant profiles ere not flat because operations may not be consistent for three shifts a day, seven days a week, all year. Profile characteristics of interest to your utility are maximum demand, load factor, time of demand peaks and valleys and power factor. After discussing each of these characteristics below, we will discuss how electric rate schedules are designed, how they are analyzed, and where you can look for possible savings.

FARM BILL PROGRAMS Background: Why are Farm Bill Programs Important

Farm Bill conservation programs have the potential to proactively restore and conserve wildlife habitat and species, both for species already listed, but more importantly, to prevent additional listings. Farm Bill conservation incentives programs are applicable to all ecosystem types where farming, ranching and forestry still take place. Current programs target about 75 % of the rural landscape, thus a multitude of ecosystem types can be addressed. Additionally, the amount of funding authorized in the 2002 Farm Bill for resource conservation is over $5 billion a year, which dwarfs any other item in the federal budget for resource conservation. A portion of this funding is directly aimed at wildlife habitat or species restoration and conservation activities. Lastly, Farm Bill incentive programs are voluntary and preventative in nature, thereby having the potential to supplement a more regulatory approach. Although most are aimed at improving water quality and stemming soil erosion, Farm Bill conservation programs may have indirect beneficial impacts for wildlife habitat. The Wildlife Habitat Incentives Program, the Wetland Reserve Program, and in some places the Conservation Reserve Enhancement Program, are directed at wildlife habitat for both listed and non-listed species at risk. What is it? Answer: the Federal government. In fiscal year 1995, the Federal government spent $8 billion on a net energy consumption of 1.15 quadrillion BTUs. While that may be a lot of energy in absolute terms, the numbers have been improving for years. Alternatives for reducing hot-water bills

A two stage approach to reducing residential water heating bills is described. In Stage I, simple conservation measures were included to reduce the daily hot water energy consumption and the energy losses from the water tank. Once these savings are achieved, Stage II considers more costly options for further reducing the water heating bill. Four alternatives are considered in Stage II: gas water heaters; solar water heaters (two types); heat pump water heaters; and heat recovery from a heat pump or air conditioner. To account for variations within the MASEC region, information on water heating in Rapid City, Minneapolis, Chicago, Detroit, and Kansas City is presented in detail. Information on geography, major population centers, fuel prices, climate, and state solar incentives is covered. (MCW)

This study examines the thermal mass effects in a code-traceable DOE-2 simulation of the 2000 IECC (International Energy Conservation Code) for a single-family residence in Texas. This report is composed of two major simulations: 1) the simulation according to the location of the insulation of IECC2000, and 2) the simulation according to the types of real brick and block walls which are practically used at the residential house. In this study, the 2000 IECC was used to develop the base case simulation model in Houston, Texas. The DOE-2 energy simulation program was used to analyze changes to the annual energy use caused by changing various building materials. The best energy conservative material layout was then chosen that contained reduced annual energy use, peak cooling and heating loads, and peak day electricity use.

An Introduction to Texas Senate Bill 5

Four areas in Texas have been designated by the U.S. Environmental Protection Agency (EPA) as non-attainment areas because ozone levels exceed the National Ambient Air Quality Standards (NAAQS) maximum allowable limits: Beaumont-Port Arthur, El Paso, Dallas-Ft. Worth, and Houston-Galveston-Brazoria. The El Paso area also violates the NAAQS maximum allowable limits for carbon monoxide and respirable particulate matter. These areas face severe sanctions, such as loss of access to federal transportation funds, if attainment is not reached by 2007. Four additional areas in the state are also approaching national ozone limits, including: Austin, Corpus Christi, San Antonio, and the Longview-Tyler-Marshall area. Ozone is formed when oxides of nitrogen (NOx), volatile organic compounds (VOCs), and oxygen (O2) combine in the presence of strong sunlight. In response to this effort the Texas Natural Resource Conservation Commission (TNRCC) developed a strategy with the EPA that reduced VOCs from large regulated, stationary point sources by over 50 percent during the 1990 to 1996 period. Although this first strategy was very successful, levels of ozone failed to meet the national standards, and a second strategy had to be developed to achieve compliance with the ozone standard. In 2001, the Texas State Senate passed Senate Bill 5 (SB 5) to further reduce ozone levels by encouraging the reduction of emissions of NOx by sources that are currently not regulated by the TNRCC, including area sources (e.g., residential emissions), on-road mobile sources (e.g., all types of motor vehicles), and non-road mobile sources (e.g., aircraft, locomotives, etc.). This paper outlines the legislation, and responsibilities of the different government entities and the important role that private industry is being encouraged to play.

Comparison groups on bills: Automated, personalized energy information

A program called ``Innovative Billing?? has been developed to provide individualized energy information for a mass audience?the entireresidential customer base of an electric or gas utility. Customers receive a graph on the bill that compares that customer?s consumption with othersimilar customers for the same month. The program aims to stimulate customers to make ef?ciency improvements. To group as many as severalmillion customers into small ``comparison groups??, an automated method must be developed drawing solely from the data available to the utility.This paper develops and applies methods to compare the quality of resulting comparison groups.A data base of 114,000 customers from a utility billing system was used to evaluate Innovative Billing comparison groups, comparing fouralternative criteria: house characteristics (?oor area, housing type, and heating fuel); street; meter read route; billing cycle. Also, customers wereinterviewed to see what forms of comparison graphs made most sense and led to fewest errors of interpretation. We ?nd that good qualitycomparison groups result from using street name, meter book, or multiple house characteristics. Other criteria we tested, such as entire cycle, entiremeter book, or single house characteristics such as ?oor area, resulted in poor quality comparison groups. This analysis provides a basis forchoosing comparison groups based on extensive user testing and statistical analysis. The result is a practical set of guidelines that can be used toimplement realistic, inexpensive innovative billing for the entire customer base of an electric or gas utility.

Software tools calibrate key model inputs using the utility bills and then predict energy savings for the different retrofit cases. Quantitative comparison of passive solar simulation codes

Several members of the Systems Simulation and Economic Analysis (SS/EA) Working Group have participated in a software-software comparison of passive solar simulation codes. The problems selected and defined by the Los Alamos Scientific Laboratory (LASL) for analysis include both a vented and an unvented Trombe wall and a direct gain building. The individuals, organizations, and associated computer models involved in this exercise are Byron Wynn, Colorado State University (CSU) (FREHEAT); Larry Palmiter, National Center for Appropriate Technology (NCAT) (SUNCAT); Bill Beckman, the University of Wisconsin (WIS) (TRNSYS); Bill Wray, LASL (PASOLE, SUNSPOT); and John Moore, LASL (DOE-2). Each of these organizations submitted simulation results to LASL, where a comparative analysis was conducted. Excellent agreement was achieved on annual auxiliary heat loads, but several detailed heat fluxes within the structures showed significant scatter, as did both the ventilation and auxiliary cooling.

Ways to analyze billing data are discussed. The starting point for these analyses is a method developed at Princeton University. Their Scorekeeping model permits decomposition of total household energy use into its weather- and nonweather-sensitive elements; the weather-sensitive portion is assumed proportional to heating degree days. The Scorekeeping model also allows one to compute weather-adjusted energy consumption for each household based on its billing data and model parameters; this is the model's estimate of annual consumption under long-run weather conditions. The methods discussed here extend the Scorekeeping results to identify additional characteristics of household energy use. In particular, the methods classify households in terms of the intensity with which the particular fuel is used for space heating (primary heating fuel vs supplemental heating fuel vs no heating at all with the fuel). In addition, households that use the particular fuel for air conditioning are identified. In essence, the billing data and model results are used to determine household energy use fingerprints. The billing data and model results can also be used to identify and correct anomalous bills. The automated method discussed here identifies anomalously high or low utility bills, which are then dropped before re-estimation of the Scorekeeping model parameters. Alternatively, a pair of bills may be combined if one is very high and a temporally adjacent bill is very low. The Scorekeeping model is then re-estimated after the two bills are combined into one. The methods permit careful examination and analysis of changes in energy use from one year to another.

Smart Metering is a concept that allows to collect fine-grained consumption profiles from customers by replacing traditional electricity meters with Smart Meters in customers' households. The recorded consumption profile is the basis for the calculation of time-dependent tariffs but also allows deduction of the inhabitant's personal schedules and habits. The current reporting of such consumption profiles only protects this data from 3rd parties but falls short to protect the customer's privacy from illegitimate abuse by the supplier itself. We propose a privacy-preserving profile reporting protocol that enables billing for time-dependent tariffs without disclosing the actual data of the consumption profile to the supplier. Our approach relies on a zero-knowledge proof based on Pedersen Commitments performed by a plug-in privacy component that is put into the communication link between Smart Meter and supplier's back-end systems and requires no change to Smart Meter hardware and only little change to the softw...

Federal agencies often ask if Energy Savings PerformanceContracts (ESPCs) result in the energy and cost savings projected duringthe project development phase. After investing in ESPCs, federal agenciesexpect a reduction in the total energy use and energy cost at the agencylevel. Such questions about the program are common when implementing anESPC project. But is this a fair or accurate perception? Moreimportantly, should the federal agencies evaluate the success or failureof ESPCs by comparing the utility costs before and after projectimplementation?In fact, ESPC contracts employ measurement andverification (M&V) protocols to measure and ensure kilowatt-hour orBTU savings at the project level. In most cases, the translation toenergy cost savings is not based on actual utility rate structure, but acontracted utility rate that takes the existing utility rate at the timethe contract is signed with a clause to escalate the utility rate by afixed percentage for the duration of the contract. Seeing Savings from an ESPC Project in Fort Polk's Utility Bills

Federal agencies have implemented many energy efficiency projects over the years with direct funding or alternative financing vehicles such as energy savings performance contracts (ESPCs). While it is generally accepted that these projects save energy and costs, the savings are usually not obvious in the utility bills. This is true for many valid technical reasons, even when savings are verified in other ways to the highest degree of certainty. However, any perceived deficiency in the evidence for savings is problematic when auditors or other observers evaluate the outcome of energy projects and the achievements of energy management programs. This report discusses under what circumstances energy savings should or should not be evident in utility bills. In the special case of a large ESPC project at the Army's Fort Polk, the analysis of utility bills carried out by the authors does unequivocally confirm and quantify savings. The data requirements and methods for arriving at definitive answers through utility bill analysis are demonstrated in our discussion of the Fort Polk project. The following paragraphs address why the government generally should not expect to see savings from ESPC projects in their utility bills. We also review lessons learned and best practices for measurement and verification (M&V) that can assure best value for the government and are more practical, straightforward, and cost-effective than utility bill analysis.

Though net metering has played an important role in jump-starting the PV market in the U.S., challenges to net metering policies have emerged in a number of states and contexts, and alternative compensation methods are under consideration. Moreover, one inherent feature of net metering is that the value of the utility bill savings it provides to customers with PV depends heavily on the structure of the underlying retail electricity rate, as well as on the characteristics of the customer and PV system. Consequently, the bill-savings value of net metering - and the impact of moving to alternative compensation mechanisms - can vary substantially from one customer to the next. For these reasons, it is important for policymakers and others that seek to support the development of distributed PV to understand both how the bill savings benefits of PV varies under net metering, and how the bill savings under net metering compares to savings associated with other possible compensation mechanisms. To advance this understanding, we analyze the bill savings from PV for residential customers of California's two largest electric utilities, Pacific Gas and Electric (PG&E) and Southern California Edison (SCE).3 The analysis is based on hourly load data from a sample of 215 residential customers located in the service territories of the two utilities, matched with simulated hourly PV production for the same time period based on data from the nearest of 73 weather stations in the state. We focus on these two utilities, both because we had ready access to a sample of load data for their residential customers, and because their service territories are the largest markets for residential PV in the country.

Long-billed curlews on the Yakima Training Center: Information for base realignment

This report summarizes and discusses the results obtained during 1992 from the study of long-billed curlews on the Yakima Training Center (YTC), which Pacific Northwest Laboratory conducted for the US Department of the Army. This study was initiated to provide basic ecological information on YTC long-billed curlews (Numenius americanus). The long-billed curlew is a relatively common spring and summer resident on the YTC. However, other than casual observations, very little is known about the distribution, density, reproductive success, and habitat requirements for this species on the YTC. Until recently the long-billed curlew was a US Fish and Wildlife Service candidate for listing as threatened or endangered; however, on November 21, 1991 it was down-listed to Class IIIc. The Washington Department of Wildlife lists the long-billed curlew as a ``species of special concern.`` Specific objectives of this study were to (1) locate nesting areas, (2) locate brood-rearing areas, (3) evaluate habitat requirements, (4) determine diet, (5) evaluate response to troop activities, (6) evaluate the impact of livestock grazing, (7) estimate the population size, and (8) estimate recruitment rates. Six curlews (four females and two males) were captured and fitted with radio transmitters. These birds were relocated to obtain nesting, habitat use, and feeding information. Road surveys conducted over most of the YTC provided information on the bird`s general distribution, habitat requirements, and nesting and brood-rearing areas.

Quantum error control codes

It is conjectured that quantum computers are able to solve certain problems more quickly than any deterministic or probabilistic computer. For instance, Shor's algorithm is able to factor large integers in polynomial time on a quantum computer. A quantum computer exploits the rules of quantum mechanics to speed up computations. However, it is a formidable task to build a quantum computer, since the quantum mechanical systems storing the information unavoidably interact with their environment. Therefore, one has to mitigate the resulting noise and decoherence effects to avoid computational errors. In this dissertation, I study various aspects of quantum error control codes - the key component of fault-tolerant quantum information processing. I present the fundamental theory and necessary background of quantum codes and construct many families of quantum block and convolutional codes over finite fields, in addition to families of subsystem codes. This dissertation is organized into three parts: Quantum Block Codes. After introducing the theory of quantum block codes, I establish conditions when BCH codes are self-orthogonal (or dual-containing) with respect to Euclidean and Hermitian inner products. In particular, I derive two families of nonbinary quantum BCH codes using the stabilizer formalism. I study duadic codes and establish the existence of families of degenerate quantum codes, as well as families of quantum codes derived from projective geometries. Subsystem Codes. Subsystem codes form a new class of quantum codes in which the underlying classical codes do not need to be self-orthogonal. I give an introduction to subsystem codes and present several methods for subsystem code constructions. I derive families of subsystem codes from classical BCH and RS codes and establish a family of optimal MDS subsystem codes. I establish propagation rules of subsystem codes and construct tables of upper and lower bounds on subsystem code parameters. Quantum Convolutional Codes. Quantum convolutional codes are particularly well-suited for communication applications. I develop the theory of quantum convolutional codes and give families of quantum convolutional codes based on RS codes. Furthermore, I establish a bound on the code parameters of quantum convolutional codes - the generalized Singleton bound. I develop a general framework for deriving convolutional codes from block codes and use it to derive families of non-catastrophic quantum convolutional codes from BCH codes. The dissertation concludes with a discussion of some open problems.

Utility bill comprehension in the commercial and industrialsector: results of field research

This paper presents the results of interviews conducted with 44 business people in 10 states to examine the use of the utility bill as an information mechanism for providing businesses with the relationship between energy consumption and cost. Our results indicate that there are significant barriers to the use of the utility bill as an information tool for energy consumers. Furthermore, we found significant variations among respondents in the information desired from the bill, and differences in decision-making criteria for investments aimed at reducing energy consumption and for those aimed at other forms of waste minimization. These results call into question the applicability of standard market theories in the purchase of energy by most businesses.

This report describes the source term estimation codes, XSORs. The codes are written for three pressurized water reactors (Surry, Sequoyah, and Zion) and two boiling water reactors (Peach Bottom and Grand Gulf). The ensemble of codes has been named ``XSOR``. The purpose of XSOR codes is to estimate the source terms which would be released to the atmosphere in severe accidents. A source term includes the release fractions of several radionuclide groups, the timing and duration of releases, the rates of energy release, and the elevation of releases. The codes have been developed by Sandia National Laboratories for the US Nuclear Regulatory Commission (NRC) in support of the NUREG-1150 program. The XSOR codes are fast running parametric codes and are used as surrogates for detailed mechanistic codes. The XSOR codes also provide the capability to explore the phenomena and their uncertainty which are not currently modeled by the mechanistic codes. The uncertainty distributions of input parameters may be used by an. XSOR code to estimate the uncertainty of source terms.

These devices can be implemented as micro-scale electromechanical systems that isolate a secure or otherwise controlled device until an access code is entered. Quantum error correction codes were introduced as a means to protect quantum information from decoherance and operational errors. Based on their approach to error control, error correcting codes can be divided into two different classes: block codes and convolutional codes. There has been significant development towards finding quantum block codes, since they were first discovered in 1995. In contrast, quantum convolutional codes remained mainly uninvestigated. In this thesis, we develop the stabilizer formalism for quantum convolutional codes. We define distance properties of these codes and give a general method for constructing encoding circuits, given a set of generators of the stabilizer of a quantum convolutional stabilizer code, is shown. The resulting encoding circuit enables online encoding of the qubits, i.e., the encoder does not have to wait for the input transmission to end before starting the encoding process. We develop the quantum analogue of the Viterbi algorithm. The quantum Viterbi algorithm (QVA) is a maximum likehood error estimation algorithm, the complexity of which grows linearly with the number of encoded qubits. A variation of the quantum Viterbi algorithm, the Windowed QVA, is also discussed. Using Windowed QVA, we can estimate the most likely error without waiting for the entire received sequence.

6 6 Residential Building Code Compliance: Recent Findings and Implications Energy use in residential buildings in the U.S. is significant-about 20% of primary energy use. While several approaches reduce energy use such as appliance standards and utility programs, enforcing state building energy codes is one of the most promising. However, one of the challenges is to understand the rate of compliance within the building community. Utility companies typically use these codes as the baseline for providing incentives to builders participating in utility-sponsored residential new construction (RNC) programs. However, because builders may construct homes that fail to meet energy codes, energy use in the actual baseline is higher than would be expected if all buildings complied with the code. Also,

The importance of quantum error correction in paving the way to build a practical quantum computer is no longer in doubt. Despite the large body of literature in quantum coding theory, many important questions, especially those centering on the issue of "good codes" are unresolved. In this dissertation the dominant underlying theme is that of constructing good quantum codes. It approaches this problem from three rather different but not exclusive strategies. Broadly, its contribution to the theory of quantum error correction is threefold. Firstly, it extends the framework of an important class of quantum codes - nonbinary stabilizer codes. It clarifies the connections of stabilizer codes to classical codes over quadratic extension fields, provides many new constructions of quantum codes, and develops further the theory of optimal quantum codes and punctured quantum codes. In particular it provides many explicit constructions of stabilizer codes, most notably it simplifies the criteria by which quantum BCH codes can be constructed from classical codes. Secondly, it contributes to the theory of operator quantum error correcting codes also called as subsystem codes. These codes are expected to have efficient error recovery schemes than stabilizer codes. Prior to our work however, systematic methods to construct these codes were few and it was not clear how to fairly compare them with other classes of quantum codes. This dissertation develops a framework for study and analysis of subsystem codes using character theoretic methods. In particular, this work established a close link between subsystem codes and classical codes and it became clear that the subsystem codes can be constructed from arbitrary classical codes. Thirdly, it seeks to exploit the knowledge of noise to design efficient quantum codes and considers more realistic channels than the commonly studied depolarizing channel. It gives systematic constructions of asymmetric quantum stabilizer codes that exploit the asymmetry of errors in certain quantum channels. This approach is based on a Calderbank- Shor-Steane construction that combines BCH and finite geometry LDPC codes.

7. 2-4 bedrooms, 1,100-1,700 ft2. The design heating loads in the homes were so small that each home is heated with a single, sealed-combustion, natural gas room heater. The cost savings from the simple HVAC systems made possible the tremendous investments in the homes' envelopes. The Consortium for Advanced Residential Buildings (CARB) monitored temperatures and comfort in several homes during the winter of 2009-2010. In the Spring of 2011, CARB obtained utility bill information from 13 occupied homes. Because of efficient lights, appliances, and conscientious home occupants, the energy generated by the solar electric systems exceeded the electric energy used in most homes. Most homes, in fact, had a net credit from the electric utility over the course of a year. On the natural gas side, total gas costs averaged $377 per year (for heating, water heating, cooking, and clothes drying). Total energy costs were even less - $337 per year, including all utility fees. The highest annual energy bill for any home evaluated was $458; the lowest was $171.

RDI's Wisdom Way Solar Village Final Report: Includes Utility Bill Analysis of Occupied Homes

In 2010, Rural Development, Inc. (RDI) completed construction of Wisdom Way Solar Village (WWSV), a community of ten duplexes (20 homes) in Greenfield, MA. RDI was committed to very low energy use from the beginning of the design process throughout construction. Key features include: 1. Careful site plan so that all homes have solar access (for active and passive); 2. Cellulose insulation providing R-40 walls, R-50 ceiling, and R-40 floors; 3. Triple-pane windows; 4. Airtight construction (~0.1 CFM50/ft2 enclosure area); 5. Solar water heating systems with tankless, gas, auxiliary heaters; 6. PV systems (2.8 or 3.4kWSTC); 7. 2-4 bedrooms, 1,100-1,700 ft2. The design heating loads in the homes were so small that each home is heated with a single, sealed-combustion, natural gas room heater. The cost savings from the simple HVAC systems made possible the tremendous investments in the homes' envelopes. The Consortium for Advanced Residential Buildings (CARB) monitored temperatures and comfort in several homes during the winter of 2009-2010. In the Spring of 2011, CARB obtained utility bill information from 13 occupied homes. Because of efficient lights, appliances, and conscientious home occupants, the energy generated by the solar electric systems exceeded the electric energy used in most homes. Most homes, in fact, had a net credit from the electric utility over the course of a year. On the natural gas side, total gas costs averaged $377 per year (for heating, water heating, cooking, and clothes drying). Total energy costs were even less - $337 per year, including all utility fees. The highest annual energy bill for any home evaluated was $458; the lowest was $171.

The Impact of Rate Design and Net Metering on the Bill Savings from Distributed PV for Residential Customers in California

Net metering has become a widespread mechanism in the U.S. for supporting customer adoption of distributed photovoltaics (PV), but has faced challenges as PV installations grow to a larger share of generation in a number of states. This paper examines the value of the bill savings that customers receive under net metering, and the associated role of retail rate design, based on a sample of approximately two hundred residential customers of California's two largest electric utilities. We find that the bill savings per kWh of PV electricity generated varies by more than a factor of four across the customers in the sample, which is largely attributable to the inclining block structure of the utilities' residential retail rates. We also compare the bill savings under net metering to that received under three potential alternative compensation mechanisms, based on California's Market Price Referent (MPR). We find that net metering provides significantly greater bill savings than a full MPR-based feed-in tariff, but only modestly greater savings than alternative mechanisms under which hourly or monthly net excess generation is compensated at the MPR rate.

Coded modulation with Low Density Parity Check codes

This thesis proposes the design of Low Density Parity Check (LDPC) codes for cases where coded modulation is used. We design these codes by extending the idea of Density Evolution (DE) that has been introduced as a powerful tool to analyze LDPC codes. We first discuss methods by which we can design these codes for higher order constellations like 8 Phase Shift Keying (PSK) and 16 Quadrature Amplitude Modulation (QAM). We present simulation results that are within 0.22 dB and 0.4 dB within the constrained capacity of 8 PSK and 16 QAM constellations respectively in an Additive White Gaussian Noise (AWGN) channel. In the second part, we investigate serial concatenation of LDPC codes and minimum shift keying (MSK) with iterative decoding. We show that the design of LDPC codes is crucially dependent on the realization of the MSK modulator. For MSK modulators with non-recursive continuous phase encoders (CPEs), optimal codes for BPSK are optimal whereas for MSK modulators with recursive CPEs the BPSK codes are not optimal. We show that for non-recursive CPEs, iterative demodulation and decoding is not required even though the CPE has memory. However, iterative demodulation is essential for recursive CPEs. For recursive CPEs, we design LDPC codes using density evolution and differential evolution by looking at the graph structure of the CPE and considering message passing between both these codes. The resulting codes provide significantly improved performance over the existing codes.

Home Performance with ENERGY STAR: Utility Bill Analysis on Homes Participating in Austin Energy's Program

Home Performance with ENERGY STAR (HPwES) is a jointly managed program of the U.S. Department of Energy (DOE) and the U.S. Environmental Protection Agency (EPA). This program focuses on improving energy efficiency in existing homes via a whole-house approach to assessing and improving a home's energy performance, and helping to protect the environment. As a local sponsor for HPwES, Austin Energy's HPwES program offers a complete home energy assessment and a list of recommendations for efficiency improvements, along with cost estimates. The owner can choose to implement only one or the complete set of energy conservation measures. Austin Energy facilitates the process by providing economic incentives to the homeowner through its HPwES Loan program and its HPwES Rebate program. In 2005, the total number of participants in both programs was approximately 1,400. Both programs are only available for improvements made by a participating HPwES contractor. The individual household billing data - encompassing more than 7,000 households - provided by Austin Energy provides a rich data set to estimate the impacts of its HPwES program. The length of the billing histories is sufficient to develop PRISM-type models of electricity use based on several years of monthly bills before and after the installation of the conservation measures. Individual household savings were estimated from a restricted version of a PRISM-type regression model where the reference temperature to define cooling (or heating degree days) was estimated along with other parameters. Because the statistical quality of the regression models varies across individual households, three separate samples were used to measure the aggregate results. The samples were distinguished on the basis of the statistical significance of the estimated (normalized) cooling consumption. A normalized measure of cooling consumption was based on average temperatures observed over the most recent nine-year period ending in 2006. This study provided a statistically rigorous approach to incorporating the variability of expected savings across the households in the sample together with the uncertainty inherent in the regression models used to estimate those savings. While the impact of the regression errors was found to be relatively small in these particular samples, this approach may be useful in future studies using individual household billing data. The median percentage savings for the largest sample of 6,000 households in the analysis was 32%, while the mean savings was 28%. Because the number of households in the sample is very large, the standard error associated with the mean percentage savings are very small, less than 1%. A conservative statement of the average savings is that is falls in the range of 25% to 30% with a high level of certainty. This preliminary analysis provides robust estimates of average program savings, but offers no insight into how savings may vary by type of conservation measure or whether savings vary by the amount of cooling electricity used prior to undertaking the measure. Follow-up researchers may want to analyze the impacts of specific ECMs. Households that use electricity for heating might also be separately analyzed. In potential future work several methodological improvements could also be explored. As mentioned in Section 2, there was no formal attempt to clean the data set of outliers and other abnormal patterns of billing data prior to the statistical analysis. The restriction of a constant reference temperature might also be relaxed. This approach may provide evidence as to whether any 'take-back' efforts are present, whereby thermostat settings are lowered during the summer months after the measures are undertaken (reflected in lower reference temperatures in the post-ECM period). A more extended analysis may also justify the investment in and use of the PRISM software package, which may provide more diagnostic measures with respect to the reference temperature. MELCOR is a fully integrated, engineering-level computer code that models the progression of severe accidents in light water reactor nuclear power plants. MELCOR is being developed at Sandia National Laboratories for the U.S. Nuclear Regulatory Commission as a second-generation plant risk assessment tool and the successor to the Source Term Code Package. A broad spectrum of severe accident phenomena in both boiling and pressurized water reactors is treated in MELCOR in a unified framework. These include: thermal-hydraulic response in the reactor coolant system, reactor cavity, containment, and confinement buildings; core heatup, degradation, and relocation; core-concrete attack; hydrogen production, transport, and combustion; fission product release and transport; and the impact of engineered safety features on thermal-hydraulic and radionuclide behavior. Current uses of MELCOR include estimation of severe accident source terms and their sensitivities and uncertainties in a variety of applications. This publication of the MELCOR computer code manuals corresponds to MELCOR 1.8.3, released to users in August, 1994. Making Buildings Part of the Climate Solution by Enforcing Aggressive Commercial Building Codes

This paper examines the impact of an aggressive commercial building codes policy in the United States. The policy would require both new construction and existing buildings that undergo major modifications to comply with higher building shell efficiency and more stringent equipment standards similar to the latest versions of the ASHRAE 90.1 Standard. Using the Georgia Tech version of the National Energy Modeling System (GT-NEMS), we estimate that the building codes policy could reduce the energy consumption of commercial buildings by 0.94 Quads in 2035, equal to 4 % of the projected energy consumption of commercial buildings in that year. In the four targeted end-uses space heating and cooling, water heating and lighting estimated energy consumption would be 17%, 15%, 20 % and 5 % less than the Reference case forecast in 2035, respectively. The reduction of electricity and natural gas prices along with the consumption decline could save commercial consumers $12.8 billion in energy bills in 2035 and a cumulative $110 billion of bill savings between 2012 and 2035. The environmental benefits of the policy could also be significant. In 2035, 47 MMT of CO2 emissions could be avoided, generating cumulative benefits of $17 billion by 2035. The estimated benefit-cost ratio of this policy within the commercial sector is 1.4, with a resulting net benefit of $59 billion. The positive spillover effect of this policy would lead to an even higher economy-wide benefit-cost ratio. *Corresponding author:

Michigan Energy and Cost Savings for New Single- and Multifamily Homes: 2012 IECC as Compared to the Michigan Uniform Energy Code

The 2012 International Energy Conservation Code (IECC) yields positive benefits for Michigan homeowners. Moving to the 2012 IECC from the Michigan Uniform Energy Code is cost-effective over a 30-year life cycle. On average, Michigan homeowners will save $10,081 with the 2012 IECC. Each year, the reduction to energy bills will significantly exceed increased mortgage costs. After accounting for up-front costs and additional costs financed in the mortgage, homeowners should see net positive cash flows (i.e., cumulative savings exceeding cumulative cash outlays) in 1 year for the 2012 IECC. Average annual energy savings are $604 for the 2012 IECC.

Abstract: One of the most critical concerns that customers have voiced in the debate over real-time retail electricity pricing is that they would be exposed to risk from fluctuations in their electricity cost. The concern seems to be that a customer could find itself consuming a large quantity of power on the day that prices skyrocket and thus receive a monthly bill far larger than it had budgeted for. I analyze the magnitude of this risk, using demand data from 1142 large industrial customers, and then ask how much of this risk can be eliminated through various straightforward financial instruments. I find that very simple hedging strategies can eliminate more than 80 % of the bill volatility that would otherwise occur. Far from being complex, mystifying financial instruments that only a Wall Street analyst could love, these are simple forward power purchase contracts, and are already offered to retail customers by a number of fully-regulated utilities that operate real-time pricing programs. I then show that a slightly more sophisticated application of these forward power purchases can significantly enhance their effect on reducing bill volatility. 1

Network Coded Transmission of Fountain Codes over Cooperative Relay Networks

In this paper, a transmission strategy of fountain codes over cooperative relay networks is proposed. When more than one relay nodes are available, we apply network coding to fountain-coded packets. By doing this, partial information is made available to the destination node about the upcoming message block. It is therefore able to reduce the required number of transmissions over erasure channels, hence increasing the effective throughput. Its application to wireless channels with Rayleigh fading and AWGN noise is also analysed, whereby the role of analogue network coding and optimal weight selection is demonstrated.

Development of a Calibration Methodology for Code-compliant Simulation of a Case Study House in a Hot and Humid Climate

This paper describes a comparison of the results between a code-compliant DOE-2 simulation and monthly utility bills for a case study house in College Station, Texas. The comparison of the results is a preliminary step toward the development of an automatic calibration methodology. In this study, simulated electricity and natural gas use of the case study house were obtained from a code-compliant DOE-2 simulation using house characteristics from the case study house and TMY2 weather data. Next, the Normalized Annual Consumption (NAC) was calculated from the simulated results using the ASHRAE Inverse Modeling Toolkit (IMT). Then, the NAC was also calculated for the monthly utility bills of the case study house, and the NAC results from simulation and monthly utility bills were compared. The DOE-2 simulation was then adjusted by changing the input variables. Several statistical verification methods are described, matching a goodness-of-fit indicator, percent difference calculation, Mean Bias Error (MBE), and the Coefficient of Variation of the Root Mean Squared Error (CV-RMSE) to evaluate the adequacy of the simulation calibrations.

Experience is described with use of a fast-running Stirling engine optimization code developed at Argonne intended for public release. Stirling engine modeling is provided by the SEAM1 thermodynamic code. An interface was written to combine SEAM1 with a general optimization code and assess maximum component stress levels. Thus full engine thermodynamic and structural simulation is done during the optimization process. Several examples of the use of this code to optimize the GPU-3 engine are described. In one case efficiency was improved by over 25%.

In 1973, the organization of state building code officials asked the National Bureau of Standards for guidelines on energy conservation to be incorporated into state building codes. Prescriptive codes on the proper approach became quite controversial. One group advocated a prescriptive type of code under which all building components influencing energy consumption would be individually specified. A second group favored an overall energy consumption budget for buildings expressed in Btu/sq ft of floor area/yr. Then it was conceded that different buildings required different specifications. This article illustrates some specific examples of why building codes to conserve energy must permit a trade-off between the various components of a building. (MCW)

Surface code implementation of block code state distillation

State distillation is the process of taking a number of imperfect copies of a particular quantum state and producing fewer better copies. Until recently, the lowest overhead method of distilling states |A>=(|0>+e^{i\\pi/4}|1>)/\\sqrt{2} produced a single improved |A> state given 15 input copies. New block code state distillation methods can produce k improved |A> states given 3k+8 input copies, potentially significantly reducing the overhead associated with state distillation. We construct an explicit surface code implementation of block code state distillation and quantitatively compare the overhead of this approach to the old. We find that, using the best available techniques, for parameters of practical interest, block code state distillation does not always lead to lower overhead, and, when it does, the overhead reduction is typically less than a factor of three.

Residential Fan Efficiency Residential Fan Efficiency 2012 IECC Over the past several code cycles, mechanical ventilation requirements have been added to ensure adequate outside air is provided for ventilation whenever residences are occupied. These ventilation requirements can be found in the International Residential Code for homes and the International Mechanical Code for dwelling units in multifamily buildings. As a result of the new ventilation requirements, fans designated for whole-house ventilation will have many more operating hours than bathroom or kitchen exhaust fans that are temporarily operated to remove local humidity or odors.
