    Quadrennial Energy Review: The health of the people of our nation is a major vulnerability that must be addressed in any energy policy. Pollution produced by generating energy impacts our overall health. To encourage healthful sources of energy we have to make sure that the true costs of energy are paid up front. This means not allowing energy development that produces dangerous pollutants. Coal burning causes asthma and mercury poisoning and contributes to climate change that is not priced into energy generated by coal. Allowing liability exemptions to energy producers hides true costs. Nuclear power producers must be accountable for any radiation sickness that resulting from their operations. Fracking must not be exempted from safe drinking water regulations. Even more significant for oil and gas production, hazardous wastes (including methane) generated by exploration and production must be regulated under the Resource Conservation and Recovery Act (RCRA). (Pertinent to this, please enter into the Quadrennial Energy Review proceedings the attached first three pages of an article about RCRA. Removing exemptions like these will allow clean forms of energy to predominate to the overall benefit of us all.     A two stage approach to reducing residential water heating bills is described. In Stage I, simple conservation measures were included to reduce the daily hot water energy consumption and the energy losses from the water tank. Once these savings are achieved, Stage II considers more costly options for further reducing the water heating bill. Four alternatives are considered in Stage II: gas water heaters; solar water heaters (two types); heat pump water heaters; and heat recovery from a heat pump or air conditioner. To account for variations within the MASEC region, information on water heating in Rapid City, Minneapolis, Chicago, Detroit, and Kansas City is presented in detail. Information on geography, major population centers, fuel prices, climate, and state solar incentives is covered. (MCW)

    Like castor oil, the Superfund law can be difficult medicine to swallow, and no one wants to volunteer for a dose. Indeed, the law`s harsh and unbending liability scheme sometimes hinders the cleanup of contaminated property. Confronted with the choice of redeveloping an old {open_quotes}brownfield{close_quotes} urban industrial site or building at a pristine new {open_quotes}greenfield{close_quotes} location, most companies opt for the latter. The brownfield problem is especially troubling because the law often prevents voluntary cleanups at relatively low priority sites that usually don`t get caught up in the Superfund program. This paper describes the Upton Bill which would require the US EPA to establish cleanup standards for hazrdous substances, allow for public comment on a proposed response plan, and require a voluntary party to submit detailed annual reports and maintain records.

    The usefulness of Home Energy Rating Systems (HERS) is primarily derived from the accurate analysis of the present energy efficiency of a home and the cost effectiveness of the measures that are recommended for improving its efficiency. The Energy Efficient Mortgage is predicated on the concept that the mortgage money spent to improve the efficiency of a home will cost less per months to finance that the utility bill savings that are generated. Computer simulation programs are used to estimate the annual energy used for heating, cooling and domestic hot water. A large sample of rated homes in San Jose California was analyzed to compare predicted energy sue with actual bills. The HERS predictions for both heating and cooling were found to significantly overestimate the energy use of low rated homes compared to efficient homes. Cooling energy use of low rated homes with air conditioning was actually lower than for efficient homes with air conditioning. Significant correlation between family characteristics and home efficiency are thought to be part of the reason for this dilemma. A number of areas are proposed for further work to improve the HERS estimates.

    Federal agencies have implemented many energy efficiency projects over the years with direct funding or alternative financing vehicles such as energy savings performance contracts (ESPCs). While it is generally accepted that these projects save energy and costs, the savings are usually not obvious in the utility bills. This is true for many valid technical reasons, even when savings are verified in other ways to the highest degree of certainty. However, any perceived deficiency in the evidence for savings is problematic when auditors or other observers evaluate the outcome of energy projects and the achievements of energy management programs. This report discusses under what circumstances energy savings should or should not be evident in utility bills. In the special case of a large ESPC project at the Army's Fort Polk, the analysis of utility bills carried out by the authors does unequivocally confirm and quantify savings. The data requirements and methods for arriving at definitive answers through utility bill analysis are demonstrated in our discussion of the Fort Polk project. The following paragraphs address why the government generally should not expect to see savings from ESPC projects in their utility bills. We also review lessons learned and best practices for measurement and verification (M&V) that can assure best value for the government and are more practical, straightforward, and cost-effective than utility bill analysis.

    Smart Metering is a concept that allows to collect fine-grained consumption profiles from customers by replacing traditional electricity meters with Smart Meters in customers' households. The recorded consumption profile is the basis for the calculation of time-dependent tariffs but also allows deduction of the inhabitant's personal schedules and habits. The current reporting of such consumption profiles only protects this data from 3rd parties but falls short to protect the customer's privacy from illegitimate abuse by the supplier itself. We propose a privacy-preserving profile reporting protocol that enables billing for time-dependent tariffs without disclosing the actual data of the consumption profile to the supplier. After investing in ESPCs, federal agenciesexpect a reduction in the total energy use and energy cost at the agencylevel. Such questions about the program are common when implementing anESPC project. But is this a fair or accurate perception? Moreimportantly, should the federal agencies evaluate the success or failureof ESPCs by comparing the utility costs before and after projectimplementation?In fact, ESPC contracts employ measurement andverification (M&V) protocols to measure and ensure kilowatt-hour orBTU savings at the project level. In most cases, the translation toenergy cost savings is not based on actual utility rate structure, but acontracted utility rate that takes the existing utility rate at the timethe contract is signed with a clause to escalate the utility rate by afixed percentage for the duration of the contract. Reporting mechanisms,which advertise these savings in dollars, may imply an impact to budgetsat a much higher level depending on actual utility rate structure.     Several bills were introduced in the past two Congresses to reduce emissions of sulfur dioxide and nitrogen oxides from electric power plants. The effects of these bills on electricity costs depend on features of the bills, on the mix of generating capacity owned by different electric utilities, on the technologies available for complying with the legislation, and on the time horizon used to calculate the costs. A system of computer software has been developed to make utility-specific estimates of the effects of different legislation on electricity costs. This paper presents sample results from a larger analysis of six pieces of legislation. These results suggest that the emissions trading systems proposed in some legislation, and adopted in the Clean Air Act Amendments of 1991, may have less effect than expected on the cost of complying with the legislation. 5 refs., 2 figs., 2 tabs.

    This scoping study investigates the impact of, and interactions among, three key sources of uncertainty in the future value of bill savings from customer-sited PV, focusing in particular on residential customers. These three sources of uncertainty are: changes to electricity market conditions that would affect retail electricity prices, changes to the types of retail rate structures available to residential customers with PV, and shifts away from standard net-metering toward other compensation mechanisms for residential PV. We investigate the impact of a range of electricity market scenarios on retail electricity prices and rate structures, and the resulting effects on the value of bill savings from PV. The scenarios include various levels of renewable and solar energy deployment, high and low natural gas prices, the possible introduction of carbon pricing, and greater or lesser reliance on utility-scale storage and demand response. We examine the bill savings from PV with time-invariant, flat residential retail rates, as well as with time-varying retail rates, including time-of-use (TOU) rates and real-time pricing (RTP). In addition, we explore a flat rate with increasing-block pricing (IBP). We evaluate the bill savings from PV with net metering, as currently allowed in many states, as well as scenarios with hourly netting, a partial form of net metering. This scoping study is the first known effort to evaluate these types of interactions in a reasonably comprehensive fashion, though by no means have we considered every possible change to electricity market conditions, retail rate structures, or PV compensation mechanisms. It focuses solely on the private value of bill savings for residential PV and does not seek to quantify the broader social or economic cost or value of solar electricity. Our analysis applies assumptions based loosely on California’s electricity market in a future year (2030); however, it is neither intended to forecast California’s future market, nor are our conclusions intended to have implications specific only to the California market. That said, some of the findings are unique to our underlying assumptions, as described further within the main body of the report, along with other key limitations.

    House-Senate conferees approved a bill which would establish a $20 billion US Synthetic Fuels Corp., a $3.1 billion bank to fund energy conservation and solar energy projects, a $1.4 billion biomass-to-energy program, and other energy conservation and production measures. An order requiring the filling of the SPR at a minimum average rate of 100,000 bbl/day beginning 10/1/80 was attached to the bill. If that rate is not achieved, the SPR measure requires that Elk Hills, Calif., field crude be sold or exchanged to acquire other crude for the SPR. Some OPEC members have threatened to reduce their output if the US buys oil for storage. The SPR measure will increase US refiners' crude-acquisition costs by $0.04/gal, which will be passed along to purchasers. The SPR goal is 750 million bbl of crude; current capacity is 250 million bbl, with only 91.7 million bbl in place. A House subcommittee issued a report recommending that the 118,000 bbl/day oil production from US National Petroleum Reserves (NPR) be reserved for the US Department of Defense (DOD) and stored in the SPR, but criticizing DOD for inefficiencies in its energy office, inadequate conversion to coal, and inadequate storage facilities.

    Net metering has become a widespread mechanism in the U.S. for supporting customer adoption of distributed photovoltaics (PV), but has faced challenges as PV installations grow to a larger share of generation in a number of states. This paper examines the value of the bill savings that customers receive under net metering, and the associated role of retail rate design, based on a sample of approximately two hundred residential customers of California's two largest electric utilities. We find that the bill savings per kWh of PV electricity generated varies by more than a factor of four across the customers in the sample, which is largely attributable to the inclining block structure of the utilities' residential retail rates. We also compare the bill savings under net metering to that received under three potential alternative compensation mechanisms, based on California's Market Price Referent (MPR). We find that net metering provides significantly greater bill savings than a full MPR-based feed-in tariff, but only modestly greater savings than alternative mechanisms under which hourly or monthly net excess generation is compensated at the MPR rate.

    Net metering has become a widespread policy in the U.S. for supporting distributed photovoltaics (PV) adoption. Though specific design details vary, net metering allows customers with PV to reduce their electric bills by offsetting their consumption with PV generation, independent of the timing of the generation relative to consumption - in effect, compensating the PV generation at retail electricity rates (Rose et al. 2009). While net metering has played an important role in jump-starting the residential PV market in the U.S., challenges to net metering policies have emerged in a number of states and contexts, and alternative compensation methods are under consideration. Moreover, one inherent feature of net metering is that the value of the utility bill savings it provides to customers with PV depends heavily on the structure of the underlying retail electricity rate, as well as on the characteristics of the customer and PV system. Consequently, the value of net metering - and the impact of moving to alternative compensation mechanisms - can vary substantially from one customer to the next. For these reasons, it is important for policymakers and others that seek to support the development of distributed PV to understand both how the bill savings varies under net metering, and how the bill savings under net metering compares to other possible compensation mechanisms. To advance this understanding, we analyze the bill savings from PV for residential customers of California's two largest electric utilities, Pacific Gas and Electric (PG&E) and Southern California Edison (SCE). The analysis is based on hourly load data from a sample of 215 residential customers located in the service territories of the two utilities, matched with simulated hourly PV production for the same time period based on data from the nearest of 73 weather stations in the state.

It is estimated that the Department would benefit by over $3 million per year if our recommendations in these areas are fully implemented.

    In 2010, Rural Development, Inc. (RDI) completed construction of Wisdom Way Solar Village (WWSV), a community of ten duplexes (20 homes) in Greenfield, MA. RDI was committed to very low energy use from the beginning of the design process throughout construction. Key features include: 1. Careful site plan so that all homes have solar access (for active and passive); 2. Cellulose insulation providing R-40 walls, R-50 ceiling, and R-40 floors; 3. Triple-pane windows; 4. Airtight construction (~0.1 CFM50/ft2 enclosure area); 5. Solar water heating systems with tankless, gas, auxiliary heaters; 6. PV systems (2.8 or 3.4kWSTC); 7. 2-4 bedrooms, 1,100-1,700 ft2. The design heating loads in the homes were so small that each home is heated with a single, sealed-combustion, natural gas room heater. The cost savings from the simple HVAC systems made possible the tremendous investments in the homes' envelopes. The Consortium for Advanced Residential Buildings (CARB) monitored temperatures and comfort in several homes during the winter of 2009-2010. In the Spring of 2011, CARB obtained utility bill information from 13 occupied homes. Because of efficient lights, appliances, and conscientious home occupants, the energy generated by the solar electric systems exceeded the electric energy used in most homes. Most homes, in fact, had a net credit from the electric utility over the course of a year. On the natural gas side, total gas costs averaged $377 per year (for heating, water heating, cooking, and clothes drying). Total energy costs were even less - $337 per year, including all utility fees. The highest annual energy bill for any home evaluated was $458; the lowest was $171.

    Results of an analysis show that the use of bonus payments in an experimental study of electricity demand is directly related to the income effects in the Slutsky equation. As with the income effect, it is not possible to predetermine the sign of the bonus effect. Theoretical results predict that if the relationship between the bonus payment and consumption of electricity is severed, then households would unambiguously increase consumption.     Policy makers and program designers in the U.S. and abroad are deeply concerned with the question of how to scale up energy efficiency to a level that is commensurate both to the scale of the energy and climate challenges we face, and to the potential for energy savings that has been touted for decades. When policy makers ask what energy efficiency can do, the answers usually revolve around the technical and economic potential of energy efficiency - they rarely hone in on the element of energy demand that matters most for changing energy usage in existing homes: the consumer. A growing literature is concerned with the behavioral underpinnings of energy consumption. We examine a narrower, related subject: How can millions of Americans be persuaded to divert valued time and resources into upgrading their homes to eliminate energy waste, avoid high utility bills, and spur the economy? With hundreds of millions of public dollars flowing into incentives, workforce training, and other initiatives to support comprehensive home energy improvements, it makes sense to review the history of these programs and begin gleaning best practices for encouraging comprehensive home energy improvements. Looking across 30 years of energy efficiency programs that targeted the residential market, many of the same issues that confronted past program administrators are relevant today: How do we cost-effectively motivate customers to take action? Who can we partner with to increase program participation? How do we get residential efficiency programs to scale? While there is no proven formula - and only limited success to date with reliably motivating large numbers of Americans to invest in comprehensive home energy improvements, especially if they are being asked to pay for a majority of the improvement costs - there is a rich and varied history of experiences that new programs can draw upon. Our primary audiences are policy makers and program designers - especially those that are relatively new to the field, such as the over 2,000 towns, cities, states, and regions who are recipients of American Reinvestment and Recovery Act funds for clean energy programs. This report synthesizes lessons from first generation programs, highlights emerging best practices, and suggests methods and approaches to use in designing, implementing, and evaluating these programs. We examined 14 residential energy efficiency programs, conducted an extensive literature review, interviewed industry experts, and surveyed residential contractors to draw out these lessons.

    Energy savings performance contracts (ESPCs) are a method of financing energy conservation projects using the energy cost savings generated by the conservation measures themselves. Ideally, reduced energy costs are visible as reduced utility bills, but in fact this is not always the case. On large military bases, for example, a single electric meter typically covers hundreds of individual buildings. Savings from an ESPC involving only a small number of these buildings will have little effect on the overall utility bill. In fact, changes in mission, occupancy, and energy prices could cause substantial increases in utility bills. For this reason, other, more practical, methods have been developed to measure and verify savings in ESPC projects. Nevertheless, increasing utility bills--when ESPCs are expected to be reducing them--are problematic and can lead some observers to question whether savings are actually being achieved. In this paper, the authors use utility bill analysis to determine energy, demand, and cost savings from an ESPC project that installed geothermal heat pumps in the family housing areas of the military base at Fort Polk, Louisiana. The savings estimates for the first year after the retrofits were found to be in substantial agreement with previous estimates that were based on submetered data. However, the utility bills also show that electrical use tended to increase as time went on. Since other data show that the energy use in family housing has remained about the same over the period, the authors conclude that the savings from the ESPC have persisted, and increases in electrical use must be due to loads unassociated with family housing. This shows that under certain circumstances, and with the proper analysis, utility bills can be used to estimate savings from ESPC projects. However, these circumstances are rare and over time the comparison may be invalidated by increases in energy use in areas unaffected by the ESPC.

    The Economic Recovery Tax Act of 1981, with its declining individual income tax rates, has made it more attractive in many cases for both the lessor (landowner) and lessee (oil and gas company) to have bonus lease payments paid and received on the installment basis rather than as a lump-sum. While the reduction in the maximum individual tax rate from 70 percent to 50 percent reduces some of the advantages of installment reporting, many moderate income lessors should still be able to benefit by this strategy. Both the lessor and lessee can utilize equations (1) and (2) when negotiating oil lease bonus payments to maximize their after-tax returns. The equations are flexible enough to allow for analysis of delays rentals, advance royalties, and minimum royalties as well. Since the after-tax discount rate has a significant impact on the resulting present values obtained, caution should be used in determining both the lessor's and lessee's rates. If the lessor and lessee have different discount rates due to alternative investment opportunities, the relative benefits of the lump-sum versus installment strategy may change. (JMT)

    This report documents the history of the major buildings in Sandia National Laboratories` Technical Area II. It was prepared in support of the Department of Energy`s compliance with Section 106 of the National Historic Preservation Act. Technical Area II was designed and constructed in 1948 specifically for the final assembly of the non-nuclear components of nuclear weapons, and was the primary site conducting such assembly until 1952. Both the architecture and location of the oldest buildings in the area reflect their original purpose. Assembly activities continued in Area II from 1952 to 1957, but the major responsibility for this work shifted to other sites in the Atomic Energy Commission`s integrated contractor complex. Gradually, additional buildings were constructed and the original buildings were modified. After 1960, the Area`s primary purpose was the research and testing of high-explosive components for nuclear weapons. In 1994, Sandia constructed new facilities for work on high-explosive components outside of the original Area II diamond-shaped parcel. Most of the buildings in the area are vacant and Sandia has no plans to use them. They are proposed for decontamination and demolition as funding becomes available.

    The history of wireless power transmission at microwave frequencies is reviewed with emphasis upon the time period starting with the post World War II efforts to use the new microwave technology developed during the war. A nationally televised demonstration of a microwave powered helicopter at the Spencer Laboratory of the Raytheon Co., in 1964 was the result of these early efforts and broadly introduced the concept of wireless power transmission to scientific and engineering communities and to the public. Subsequent development efforts centered on improving the efficiency of the interconversion of d.c. and microwave power at the ends of the system to reach a demonstrated overall d.c. to d.c. system efficiency of 54% in 1974. The response to the requirements of applications such as the Solar Power Satellite and high altitude microwave powered aircraft have changed the direction of technology development and greatly expanded the technology base. Recent and current efforts are centered on examining the use of higher frequencies than the baseline 2.45 GHz, and in reducing the system costs at 2.45 GHz. 26 refs., 14 figs.

    This book is designed to be primarily a history of research facts, measurements, and ideas and the people who developed them. ''Research'' is defined very broadly to include from bench-top laboratory experiments to worldwide environmental investigations. The book is not a monograph or a critical review. The findings and conclusions are presented largely as the investigators saw and reported them. Frequently, the discussion utilizes the terminology and units of the time, unless they are truly antiquated or potentially unclear. It is only when the work being reported is markedly iconoclastic or obviously wrong that I chose to make special note of it or to correct it. Nevertheless, except for direct quotations, the language is mine, and I take full responsibility for it. The working materials for this volume included published papers in scientific journals, books, published conferences and symposia, personal interviews with over 100 individuals, some of them more than once (see Appendix A), and particularly for the 1940--1950 decade and for the large government-supported laboratories to the present day, ''in-house'' reports. These reports frequently represent the only comprehensive archive of what was done and why. Unfortunately, this source is drying up because of storage problems and must be retrieved by ever more complex and inconvenient means. For this reason, special efforts have been taken to review and document these sources, though even now some sections of the field are partially inaccessible. Nevertheless, the volume of all materials available for this review was surprisingly large and the quality much better than might have been expected for so complex and disparate a fields approached under conditions of considerable urgency.

    We investigate whether quantum history theories can be consistent with Bayesian reasoning and whether such an analysis helps clarify the interpretation of such theories. First, we summarise and extend recent work categorising two different approaches to formalising multi-time measurements in quantum theory. The standard approach consists of describing an ordered series of measurements in terms of history propositions with non-additive `probabilities'. The non-standard approach consists of defining multi-time measurements to consist of sets of exclusive and exhaustive history propositions and recovering the single-time exclusivity of results when discussing single-time history propositions. We analyse whether such history propositions can be consistent with Bayes' rule. We show that certain class of histories are given a natural Bayesian interpretation, namely the linearly positive histories originally introduced by Goldstein and Page. Thus we argue that this gives a certain amount of interpretational clarity to the non-standard approach. We also attempt a justification of our analysis using Cox's axioms of probability theory.

    Residential photovoltaic (PV) systems in the US are often compensated at the customer's underlying retail electricity rate through net metering. There is growing interest in understanding how potential changes in rates may impact the value of bill savings from PV. This article uses a production cost and capacity expansion model to project California hourly wholesale electricity market prices under a reference scenario and a 33% renewables scenario. Second, based on the wholesale electricity market prices generated by the model, the article develops retail rates (i.e., flat, time-of-use, and real-time pricing) for each future scenario based on standard retail rate design principles. Finally, based on these retail rates, the bill savings from PV are estimated for 226 California residential customers under two types of net metering, for each scenario. The article finds that high renewable penetrations can drive substantial changes in residential retail rates and that these changes, together with variations in retail rate structures and PV compensation mechanisms, interact to place substantial uncertainty on the future value of bill savings from residential PV.

    This paper acquaints the audience with the history of the Hanford Site, America's first full-scale defense plutonium production site. The paper includes the founding and basic operating history of the Hanford Site, including World War II construction and operations, three major postwar expansions (1947-55), the peak years of production (1956-63), production phase downs (1964-the present), a brief production spurt from 1984-86, the end of the Cold War, and the beginning of the waste cleanup mission.     We attempt a justification of a generalisation of the consistent histories programme using a notion of probability that is valid for all complete sets of history propositions. This consists of introducing Cox's axioms of probability theory and showing that our candidate notion of probability obeys them. We also give a generalisation of Bayes' theorem and comment upon how Bayesianism should be useful for the quantum gravity/cosmology programmes.

    This paper is concerned with the issue of side payments between content providers (CPs) and Internet service (access bandwidth) providers (ISPs) in an Internet that is potentially not neutral. We herein generalize past results modeling the ISP and CP interaction as a noncooperative game in two directions. We consider different demand response models (price sensitivities) for different provider types in order to explore when side payments are profitable to the ISP. Also, we consider convex (non-linear) demand response to model demand triggered by traffic which is sensitive to access bandwidth congestion, particularly delay-sensitive interactive real-time applications. Finally, we consider a model with two competing "eyeball" ISPs with transit pricing of net traffic at their peering point to study the effects of caching remote content.

    The Spanish wholesale electricity market has started on January 1, 1998. Though it is based on simple price/quantity bids, it incorporates some provisions to take thermal plant running requirements into account. This paper presents these rules and its mathematical treatment, focusing on a possible implementation of the minimum income condition, which allows thermal generators to declare minimum stable loads. It also shows another key point in the debate: whether the algorithm should minimize costs or consumer payments.

This ended a four-year debate over legislation designed to plan and coordinate the region's energy future. This legislative history is an abbreviated version taken from the larger historical file maintained by the BPA Law Library.     The subject of this presentation was intended to cover the history of hadron colliders. However this broad topic is probably better left to historians. I will cover a much smaller portion of this subject and specialize my subject to the history of the Tevatron. As we will see, the Tevatron project is tightly entwined with the progress in collider technology. It occupies a unique place among accelerators in that it was the first to make use of superconducting magnets and indeed the basic design now forms a template for all machines using this technology. It was spawned in an incredibly productive era when new ideas were being generated almost monthly and it has matured into our highest energy collider complete with two large detectors that provide the major facility in the US for probing high Pt physics for the coming decade.

    We present a methodological study to find out how far back and to what precision star formation histories of galaxies can be reconstructed from CMDs, from integrated spectra and Lick indices, and from integrated multi-band photometry. Our evolutionary synthesis models GALEV allow to describe the evolution of galaxies in terms of all three approaches and we have assumed typical observational uncertainties for each of them and then investigated to what extent and accuracy different star formation histories can be discriminated. For a field in the LMC bar region with both a deep CMD from HST observations and a trailing slit spectrum across exactly the same field of view we could test our modelling results against real data.

    Fermilab is a basic research high-energy physics laboratory operated by Universities Research Association, Inc. under contract to the U.S. Department of Energy. Fermilab researchers utilize the Tevatron particle accelerator (currently the worlds most powerful accelerator) to better understand subatomic particles as they exist now and as they existed near the birth of the universe. A collection review of the Fermilab Library monographs was conducted during the summers of 1998 and 1999. While some items were identified for deselection, the review proved most fruitful in highlighting some of the strengths of the Fermilab monograph collection. One of these strengths is history of physics, including biographies and astrophysics. A bibliography of the physics history books in the collection as of Summer, 1999 follows, arranged by author. Note that the call numbers are Library of Congress classification.

    Deep color magnitude diagrams extending to the main sequence provide the most direct measure of the detailed star formation history in a stellar population. With large investments of observing time, HST can obtain such data for populations out to 1 Mpc, but its field of view is extremely small in comparison to the size of Local Group galaxies. This limitation severely constrains our understanding of galaxy formation. For example, the largest galaxy in the Local Group, Andromeda, offers an ideal laboratory for studying the formation of large spiral galaxies, but the galaxy shows substructure on a variety of scales, presumably due to its violent merger history. Within its remaining lifetime, HST can only sample a few sight-lines through this complex galaxy. In contrast, a wide field imager could provide a map of Andromeda's halo, outer disk, and tidal streams, revealing the spatially-dependent star formation history in each structure. The same data would enable many secondary studies, such as the age variation in Andromeda's globular cluster system, gigantic samples of variable stars, and microlensing tracers of the galaxy's dark matter distribution.

    In the consistent histories formalism one specifies a family of histories as an exhaustive set of pairwise exclusive descriptions of the dynamics of a quantum system. We define branching families of histories, which strike a middle ground between the two available mathematically precise definitions of families of histories, viz., product families and Isham's history projector operator formalism.     It is usually assumed that dark matter is produced during the radiation-dominated era. There is, however, no direct evidence for radiation domination prior to big-bang nucleosynthesis. Two nonstandard thermal histories are considered. In one, the low-temperature-reheating scenario, radiation domination begins as late as {approx}1 MeV, and is preceded by significant entropy generation. Thermal axion relic abundances are then suppressed, and cosmological limits to axions are loosened. For reheating temperatures T{sub rh} < or approx. 35 MeV, the large-scale structure limit to the axion mass is lifted. The remaining constraint from the total density of matter is significantly relaxed. Constraints are also relaxed for higher reheating temperatures. In a kination scenario, a more modest change to cosmological axion constraints is obtained. Future possible constraints to axions and low-temperature reheating from the helium abundance and next-generation large-scale-structure surveys are discussed.

    We analyze a restriction of the theory of consistent histories by imposing that a valid description of a physical system must include quantum histories which satisfy the consistency conditions for all states. We prove that these conditions are equivalent to imposing the compatibility conditions of our formalism of generalized contexts. Moreover, we show that the theory of consistent histories with the consistency conditions for all states and the formalism of generalized context are equally useful representing expressions which involve properties at different times.

    This study explores the determinants of foreign reserves flow in light of the oil-based small open economies of Libya, Kuwait, and Saudi Arabia. The period of study encompasses the major oil price increases of the 1970s and early 1980s, which had led to the huge transfers of foreign exchanges towards these, among other, developing economies. The framework of analysis is basically a monetary approach to the balance of payments. This study is of both a theoretical and empirical nature. It utilizes the monetary forces in the domestic money market to derive a basic balance of payments (BOP) equation that explains the monetary nature of the balance of payments. The study found that the data from those countries support the monetary relationships as hypothesized by the monetary approach, especially the negative one-to-one relation between domestic credit (DC) and the BOP. Results from the simultaneous estimations of the BOP and DC reported better estimates than the single-equation model. Findings from the reaction function indicated that the monetary authorities of these oil-based economies were actively sterilizing the effect of foreign reserve flows. Findings supported the integrated market hypothesis in Kuwait and Libya, but not in the Saudi case.

    A model of cyclical (sinusoidal) motion of the solar system, intercepting event lines distributed at fixed intervals, explains the pattern of timings of mass extinctions, earlier glaciations, largest impact craters and the largest known extrusions of magma in the history of the Earth. The model reveals links between several sets of key events, including the end-Cretaceous and end-Ordovician extinctions with the Marinoan glaciation, and the end-Permian with the end-Serpukhovian extinctions. The model is supported by significant clusters of events and a significant reduction of impact crater size with position (sine value). The pattern of event lines is sustained to the earliest-dated impact craters (2023 and 1849 Ma) and to the origin of the solar system, close to 4567.4 Ma. The implication is that, for the entirety of its existence, the solar system has passed in a consistent manner through a predictably structured galaxy. Dark matter is a possible contender for the structure determining the event lines.

    In this video Bill Brinkman, Director of DOE's Office of Science, introduces the session, "Leading Perspectives in Energy Research," at the 2011 EFRC Summit and Forum. During the introduction of the senior representatives from both the public and private sector, Dr. Brinkman explained the motivation for creating the Energy Frontiers Research Centers program. The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several ?grand challenges? and use-inspired ?basic research needs? recently identified in major strategic planning efforts by the scientific community. The purpose of the EFRCs is to integrate the talents and expertise of leading scientists in a setting designed to accelerate research that transforms the future of energy and the environment.

    Particles in non - isothermal turbulent flow are subject to a stochastic environment tha t produces a distribution of particle time - temperature histories. This distribution is a function of the dispersion of the non - isothermal (continuous) gas phase and the distribution of particles relative to that gas phase. In this work we extend the one - dimensional turbulence (ODT) model to predict the joint dispersion of a dispersed particle phase and a continuous phase. The ODT model predicts the turbulent evolution of continuous scalar fields with a model for the cascade of fluctuations to smaller sc ales (the 'triplet map') at a rate that is a function of the fully resolved one - dimens ional velocity field . Stochastic triplet maps also drive Lagrangian particle dispersion with finite Stokes number s including inertial and eddy trajectory - crossing effect s included. Two distinct approaches to this coupling between triplet maps and particle dispersion are developed and implemented along with a hybrid approach. An 'instantaneous' particle displacement model matches the tracer particle limit and provide s an accurate description of particle dispersion. A 'continuous' particle displacement m odel translates triplet maps into a continuous velocity field to which particles respond. Particles can alter the turbulence, and modifications to the stochastic rate expr ession are developed for two - way coupling between particles and the continuous phase. Each aspect of model development is evaluated in canonical flows (homogeneous turbulence, free - shear flows and wall - bounded flows) for which quality measurements are ava ilable. ODT simulations of non - isothermal flows provide statistics for particle heating. These simulations show the significance of accurately predicting the joint statistics of particle and fluid dispersion . Inhomogeneous turbulence coupled with the in fluence of the mean flow fields on particles of varying properties alter s particle dispersion. The joint particle - temperature dispersion leads to a distribution of temperature histories predicted by the ODT . Predictions are shown for the lower moments an d the full distributions of the particle positions, particle - observed gas temperatures and particle temperatures. An analysis of the time scales affecting particle - temperature interactions covers Lagrangian integral time scales based on temperature autoco rrelations, rates of temperature change associated with particle motion relative to the temperature field and rates of diffusional change of temperatures. These latter two time scales have not been investigated previously; they are shown to be strongly in termittent having peaked distributions with long tails. The logarithm of the absolute value of these time scales exhibits a distribution closer to normal.     We prove that for an open system, in the Markovian regime, it is always possible to construct an infinite number of non trivial sets of histories that exactly satisfy the probability sum rules. In spite of being perfectly consistent, these sets manifest a very non--classical behavior: they are quite unstable under the addition of an extra instant to the list of times defining the history. To eliminate this feature --whose implications for the interpretation of the formalism we discuss-- and to achieve the stability that characterizes the quasiclassical domain, it is necessary to separate the instants which define the history by time intervals significantly larger than the typical decoherence time. In this case environment induced superselection is very effective and the quasiclassical domain is characterized by histories constructed with ``pointer projectors''.

    Quantum Random Walks (QRW) were first defined as one-particle sectors of Quantum Lattice Gas Automata (QLGA). Recently, they have been generalized to include history dependence, either on previous coin (internal, i.e., spin or velocity) states or on previous position states. These models have the goal of studying the transition to classicality, or more generally, changes in the performance of quantum walks in algorithmic applications. We show that several history dependent QRW can be identified as one-particle sectors of QLGA. This provides a unifying conceptual framework for these models in which the extra degrees of freedom required to store the history information arise naturally as geometrical degrees of freedom on the lattice.
