    The purpose of this study was to determine if living close to the Big River Mine Tailings Superfund site increased blood lead levels of resident children and what contribution mining waste had to any increase. The results of this study indicated that blood lead levels were a product of exposure to lead mining waste, lead-based paint, and other sources. Because the only substantial difference between the study and control areas, in terms of exposure to lead, was the presence of lead mining, mining waste is the reasonable explanation for the difference between the blood lead levels in the two communities.

    This Oak Ridge National Laboratory (ORNL) Manufacturing Development Facility (MDF) technical collaboration project was conducted in two phases as a CRADA with Local Motors Inc. Phase 1 was previously reported as Advanced Manufacturing of Complex Cyber Mechanical Devices through Community Engagement and Micro-manufacturing and demonstrated the integration of components onto a prototype body part for a vehicle. Phase 2 was reported as Utility of Big Area Additive Manufacturing (BAAM) for the Rapid Manufacture of Customized Electric Vehicles and demonstrated the high profile live printing of an all-electric vehicle using ONRL s Big Area Additive Manufacturing (BAAM) technology. This demonstration generated considerable national attention and successfully demonstrated the capabilities of the BAAM system as developed by ORNL and Cincinnati, Inc. and the feasibility of additive manufacturing of a full scale electric vehicle as envisioned by the CRADA partner Local Motors, Inc.

    The Platte River Power Authority (Platte River) is a political subdivision of the state of Colorado, owned by the four municipalities of Fort Collins, Loveland, Longmont and Estes Park, Colorado. Platte River is a non-profit, publicly owned, joint-action agency formed to construct, operate and maintain generating plants, transmission systems and related facilities for the purpose of delivering to the four municipalities electric energy for distribution and resale. Platte River, as a participant in the US Department of Energy (DOE) Site Operator Program, worked to accomplish the Site Operator Program goals and objectives to field test and evaluate electric and electric-hybrid vehicles and electric vehicle systems in a real world application/environment. This report presents results of Platte River`s program (Program) during the five-years Platte River participated in the DOE Site Operator Program. Platte River participated in DOE Site Operator Program from July 3, 1991 through August 31, 1996. During its Program, Platte River conducted vehicle tests and evaluations, and electric vehicle demonstrations in the Front Range region of Northern Colorado. Platte River also investigated electric vehicle infrastructure issues and tested infrastructure components. Platte River`s Program objectives were as follows: evaluate the year round performance, operational costs, reliability, and life cycle costs of electric vehicles in the Front Range region of Northern Colorado; evaluate an electric vehicle`s usability and acceptability as a pool vehicle; test any design improvements or technological improvements on a component level that may be made available to PRPA and which can be retrofit into vehicles; and develop, test and evaluate, and demonstrate components to be used in charging electric vehicles.

    Emergency cooling simulation tests were conducted on a single electrically heated test channel representative of Savannah River Plant fuel assembly flow channels. The primary objective was to investigate downflow, air-water hydraulic flow conditions that lead to the onset of a runaway thermal excursion in the range of superficial liquid and gas velocities, 1.4 m/sec and 1 m/sec, respectively. The thermal excursion power normalized by the power to reach fluid outlet saturation conditions, or R-factor, was found to decrease from values close to 2, at annular flow conditions to approximately 0.8 at low to zero void fractions. 3 refs., 9 figs.

    An enhanced maintenance program is being established to characterize and monitor cables, components, and process response at the Savannah River Site, Defense Waste Processing Facility. This facility was designed and constructed to immobilize the radioactive waste currently stored in underground storage tanks and is expected to begin operation in 1993. The plant is initiating the program to baseline and monitor instrument and control (I C) and electrical equipment, remote process equipment, embedded instrument and control cables, and in-cell jumper cables used in the facility. This program is based on the electronic characterization and diagnostic (ECAD) system which was modified to include process response analysis and to meet rigid Department of Energy equipment requirements. The system consists of computer-automated, state-of-the-art electronics. The data that are gathered are stored in a computerized database for analysis, trending, and troubleshooting. It is anticipated that the data which are gathered and trended will aid in life extension for the facility.

    This paper describes and demonstrates two methods of providing a-priori information to a surface-based time-lapse three-dimensional electrical resistivity tomography (ERT) problem for monitoring stage-driven river bank storage along the Columbia River in the state of Washington, USA. First, a transient warping mesh boundary is implemented that conforms to the known location of the water table boundary through time, thereby enabling the inversion to place a sharp bulk-conductivity contrast at that boundary without penalty. Second, because river water specific conductance is less than groundwater specific conductance, a non-linear inequality constraint is used to allow only negative transient changes in bulk conductivity to occur within the saturated zone during periods of elevated river stage with respect to baseline conditions. Whereas time-lapse imaging results using traditional smoothness constraints are unable to delineate river bank storage, the water table and inequality constraints provide the inversion with the additional information necessary to resolve the spatial extent of river water intrusion through time. A surface based ERT array of 352 electrodes was used to autonomously produce four images per day of changes in bulk conductivity associated with river water intrusion over an area of approximately 300 m2 from April through October of 2013. Results are validated by comparing changes in bulk conductivity time series with corresponding changes in fluid specific conductance at several inland monitoring wells.

    Einstein's equation E = mc2 is often said to mean that energy can be converted into matter. More accurately, energy can be converted to matter and antimatter. During the first moments of the Big Bang, the universe was smaller, hotter and energy was everywhere. As the universe expanded and cooled, the energy converted into matter and antimatter. According to our best understanding, these two substances should have been created in equal quantities. However when we look out into the cosmos we see only matter and no antimatter. The absence of antimatter is one of the Big Mysteries of modern physics. In this video, Fermilab's Dr. Don Lincoln explains the problem, although doesn't answer it. The answer, as in all Big Mysteries, is still unknown and one of the leading research topics of contemporary science.

    Our paper describes and demonstrates two methods of providing a priori information to the surface-based time-lapse three-dimensional electrical resistivity tomography (ERT) problem for monitoring stage-driven or tide-driven surface water intrusion into aquifers. First, a mesh boundary is implemented that conforms to the known location of the water table through time, thereby enabling the inversion to place a sharp bulk conductivity contrast at that boundary without penalty. Moreover, a nonlinear inequality constraint is used to allow only positive or negative transient changes in EC to occur within the saturated zone, dependent on the relative contrast in fluid electrical conductivity between surfacemore » water and groundwater. A 3-D field experiment demonstrates that time-lapse imaging results using traditional smoothness constraints are unable to delineate river water intrusion. The water table and inequality constraints provide the inversion with the additional information necessary to resolve the spatial extent of river water intrusion through time.« less

    He-yey, Nez Perce for steelhead or rainbow trout (Oncorhynchus mykiss), are a culturally and ecologically significant resource within the Big Canyon Creek watershed; they are also part of the federally listed Snake River Basin Steelhead DPS. The majority of the Big Canyon Creek drainage is considered critical habitat for that DPS as well as for the federally listed Snake River fall chinook (Oncorhynchus tshawytscha) ESU. The Nez Perce Soil and Water Conservation District (District) and the Nez Perce Tribe Department of Fisheries Resources Management-Watershed (Tribe), in an effort to support the continued existence of these and other aquatic species, have developed this document to direct funding toward priority restoration projects in priority areas for the Big Canyon Creek watershed. In order to achieve this, the District and the Tribe: (1) Developed a working group and technical team composed of managers from a variety of stakeholders within the basin; (2) Established geographically distinct sub-watershed areas called Assessment Units (AUs); (3) Created a prioritization framework for the AUs and prioritized them; and (4) Developed treatment strategies to utilize within the prioritized AUs. Assessment Units were delineated by significant shifts in sampled juvenile O. mykiss (steelhead/rainbow trout) densities, which were found to fall at fish passage barriers. The prioritization framework considered four aspects critical to determining the relative importance of performing restoration in a certain area: density of critical fish species, physical condition of the AU, water quantity, and water quality. It was established, through vigorous data analysis within these four areas, that the geographic priority areas for restoration within the Big Canyon Creek watershed are Big Canyon Creek from stream km 45.5 to the headwaters, Little Canyon from km 15 to 30, the mainstem corridors of Big Canyon (mouth to 7km) and Little Canyon (mouth to 7km).     BigBOSS will obtain observational constraints that will bear on three of the four 'science frontier' questions identified by the Astro2010 Cosmology and Fundamental Phyics Panel of the Decadal Survey: Why is the universe accelerating; what is dark matter and what are the properties of neutrinos? Indeed, the BigBOSS project was recommended for substantial immediate R and D support the PASAG report. The second highest ground-based priority from the Astro2010 Decadal Survey was the creation of a funding line within the NSF to support a 'Mid-Scale Innovations' program, and it used BigBOSS as a 'compelling' example for support. This choice was the result of the Decadal Survey's Program Priorization panels reviewing 29 mid-scale projects and recommending BigBOSS 'very highly'.

    The Big Sky Carbon Sequestration Partnership, led by Montana State University, is comprised of research institutions, public entities and private sectors organizations, and the Confederated Salish and Kootenai Tribes and the Nez Perce Tribe. Efforts under this Partnership in Phase I fall into four areas: evaluation of sources and carbon sequestration sinks that will be used to determine the location of pilot demonstrations in Phase II; development of GIS-based reporting framework that links with national networks; designing an integrated suite of monitoring, measuring, and verification technologies and assessment frameworks; and initiating a comprehensive education and outreach program. The groundwork is in place to provide an assessment of storage capabilities for CO2 utilizing the resources found in the Partnership region (both geological and terrestrial sinks), that would complement the ongoing DOE research agenda in Carbon Sequestration. The region has a diverse array of geological formations that could provide storage options for carbon in one or more of its three states. Likewise, initial estimates of terrestrial sinks indicate a vast potential for increasing and maintaining soil C on forested, agricultural, and reclaimed lands. Both options include the potential for offsetting economic benefits to industry and society. Steps have been taken to assure that the GIS-based framework is consistent among types of sinks within the Big Sky Partnership area and with the efforts of other DOE regional partnerships. The Partnership recognizes the critical importance of measurement, monitoring, and verification technologies to support not only carbon trading but all policies and programs that DOE and other agencies may want to pursue in support of GHG mitigation. The efforts in developing and implementing MMV technologies for geological sequestration reflect this concern.     BigBOSS is a Stage IV ground-based dark energy experiment to study baryon acoustic oscillations (BAO) and the growth of structure with a wide-area galaxy and quasar redshift survey over 14,000 square degrees. It has been conditionally accepted by NOAO in response to a call for major new instrumentation and a high-impact science program for the 4-m Mayall telescope at Kitt Peak. The BigBOSS instrument is a robotically-actuated, fiber-fed spectrograph capable of taking 5000 simultaneous spectra over a wavelength range from 340 nm to 1060 nm, with a resolution R = {lambda}/{Delta}{lambda} = 3000-4800. Using data from imaging surveys that are already underway, spectroscopic targets are selected that trace the underlying dark matter distribution. In particular, targets include luminous red galaxies (LRGs) up to z = 1.0, extending the BOSS LRG survey in both redshift and survey area. To probe the universe out to even higher redshift, BigBOSS will target bright [OII] emission line galaxies (ELGs) up to z = 1.7. In total, 20 million galaxy redshifts are obtained to measure the BAO feature, trace the matter power spectrum at smaller scales, and detect redshift space distortions. BigBOSS will provide additional constraints on early dark energy and on the curvature of the universe by measuring the Ly-alpha forest in the spectra of over 600,000 2.2 < z < 3.5 quasars. BigBOSS galaxy BAO measurements combined with an analysis of the broadband power, including the Ly-alpha forest in BigBOSS quasar spectra, achieves a FOM of 395 with Planck plus Stage III priors. This FOM is based on conservative assumptions for the analysis of broad band power (k{sub max} = 0.15), and could grow to over 600 if current work allows us to push the analysis to higher wave numbers (k{sub max} = 0.3). BigBOSS will also place constraints on theories of modified gravity and inflation, and will measure the sum of neutrino masses to 0.024 eV accuracy.

    The primary objective of the project was to evaluate the long-term feasibility of using activated carbon injection (ACI) options to effectively reduce mercury emissions from Texas electric generation plants in which a blend of lignite and subbituminous coal is fired. Field testing of ACI options was performed on one-quarter of Unit 2 at TXU's Big Brown Steam Electric Station. Unit 2 has a design output of 600 MW and burns a blend of 70% Texas Gulf Coast lignite and 30% subbituminous Powder River Basin coal. Big Brown employs a COHPAC configuration, i.e., high air-to-cloth baghouses following cold-side electrostatic precipitators (ESPs), for particulate control. When sorbent injection is added between the ESP and the baghouse, the combined technology is referred to as TOXECON{trademark} and is patented by the Electric Power Research Institute in the United States. Key benefits of the TOXECON configuration include better mass transfer characteristics of a fabric filter compared to an ESP for mercury capture and contamination of only a small percentage of the fly ash with AC. The field testing consisted of a baseline sampling period, a parametric screening of three sorbent injection options, and a month long test with a single mercury control technology. During the baseline sampling, native mercury removal was observed to be less than 10%. Parametric testing was conducted for three sorbent injection options: injection of standard AC alone; injection of an EERC sorbent enhancement additive, SEA4, with ACI; and injection of an EERC enhanced AC. Injection rates were determined for all of the options to achieve the minimum target of 55% mercury removal as well as for higher removals approaching 90%. Some of the higher injection rates were not sustainable because of increased differential pressure across the test baghouse module. After completion of the parametric testing, a month long test was conducted using the enhanced AC at a nominal rate of 1.5 lb/Macf. During the

    The Big Sky Partnership, led by Montana State University, is comprised of research institutions, public entities and private sectors organizations, and the Confederated Salish and Kootenai Tribes and the Nez Perce Tribe. Efforts during the first performance period fall into four areas: evaluation of sources and carbon sequestration sinks; development of GIS-based reporting framework; designing an integrated suite of monitoring, measuring, and verification technologies; and initiating a comprehensive education and outreach program. At the first Partnership meeting the groundwork was put in place to provide an assessment of capture and storage capabilities for CO{sub 2} utilizing the resources found in the Partnership region (both geological and terrestrial sinks), that would complement the ongoing DOE research. The region has a diverse array of geological formations that could provide storage options for carbon in one or more of its three states. Likewise, initial estimates of terrestrial sinks indicate a vast potential for increasing and maintaining soil C on forested, agricultural, and reclaimed lands. Both options include the potential for offsetting economic benefits to industry and society. Complementary to the efforts on evaluation of sources and sinks is the development of the Big Sky Partnership Carbon Cyberinfrastructure (BSP-CC) and a GIS Road Map for the Partnership. These efforts will put in place a map-based integrated information management system for our Partnership, with transferability to the national carbon sequestration effort. The Partnership recognizes the critical importance of measurement, monitoring, and verification technologies to support not only carbon trading but other policies and programs that DOE and other agencies may want to pursue in support of GHG mitigation. Efforts under this Partnership in Phase I are organized into four areas: (1) Evaluation of sources and carbon sequestration sinks that will be used to determine the location of pilot demonstrations in Phase II; (2) Development of GIS-based reporting framework that links with national networks; (3) Design of an integrated suite of monitoring, measuring, and verification technologies, market-based opportunities for carbon management, and an economic/risk assessment framework; (referred to below as the Advanced Concepts component of the Phase I efforts) and (4) Initiation of a comprehensive education and outreach program. As a result of the Phase I activities, the groundwork is in place to provide an assessment of storage capabilities for CO{sub 2} utilizing the resources found in the Partnership region (both geological and terrestrial sinks), that complements the ongoing DOE research agenda in Carbon Sequestration. The geology of the Big Sky Carbon Sequestration Partnership Region is favorable for the potential sequestration of enormous volume of CO{sub 2}. The United States Geological Survey (USGS 1995) identified 10 geologic provinces and 111 plays in the region. These provinces and plays include both sedimentary rock types characteristic of oil, gas, and coal productions as well as large areas of mafic volcanic rocks. Of the 10 provinces and 111 plays, 1 province and 4 plays are located within Idaho. The remaining 9 provinces and 107 plays are dominated by sedimentary rocks and located in the states of Montana and Wyoming. The potential sequestration capacity of the 9 sedimentary provinces within the region ranges from 25,000 to almost 900,000 million metric tons of CO{sub 2}.     Introduction: Big data. Love it or hate it, solving the worlds most intractable problems requires the ability to make sense of huge and complex sets of data and do it quickly. Speeding up the process from hours to minutes or from weeks to days is key to our success. One major source of such big data are physical experiments. As many will know, these physical experiments are commonly used to solve challenges in fields such as energy security, manufacturing, medicine, pharmacology, environmental protection and national security. Experiments use different instruments and sensor types to research for example the validity of new drugs, the base cause for diseases, more efficient energy sources, new materials for every day goods, effective methods for environmental cleanup, the optimal ingredients composition for chocolate or determine how to preserve valuable antics. This is done by experimentally determining the structure, properties and processes that govern biological systems, chemical processes and materials. The speed and quality at which we can acquire new insights from experiments directly influences the rate of scientific progress, industrial innovation and competitiveness. And gaining new groundbreaking insights, faster, is key to the economic success of our nations. Recent years have seen incredible advances in sensor technologies, from house size detector systems in large experiments such as the Large Hadron Collider and the Eye of Gaia billion pixel camera detector to high throughput genome sequencing. These developments have led to an exponential increase in data volumes, rates and variety produced by instruments used for experimental work. This increase is coinciding with a need to analyze the experimental results at the time they are collected. At the first two Partnership meetings the groundwork was put in place to provide an assessment of capture and storage capabilities for CO{sub 2} utilizing the resources found in the Partnership region (both geological and terrestrial sinks), that would complement the ongoing DOE research. During the third quarter, planning efforts are underway for the next Partnership meeting which will showcase the architecture of the GIS framework and initial results for sources and sinks, discuss the methods and analysis underway for assessing geological and terrestrial sequestration potentials. The meeting will conclude with an ASME workshop. The region has a diverse array of geological formations that could provide storage options for carbon in one or more of its three states. Likewise, initial estimates of terrestrial sinks indicate a vast potential for increasing and maintaining soil C on forested, agricultural, and reclaimed lands. Both options include the potential for offsetting economic benefits to industry and society. Steps have been taken to assure that the GIS-based framework is consistent among types of sinks within the Big Sky Partnership area and with the efforts of other western DOE partnerships. Efforts are also being made to find funding to include Wyoming in the coverage areas for both geological and terrestrial sinks and sources.     The Columbia Ricer is one of the greatest natural resources in the western United States. The river and its tributaries touch the lives of nearly every resident of the Northwest-from providing the world-famous Pacific salmon to supplying the clean natural fuel for over 75 percent of the region's electrical generation. Since early in the century, public and private agencies have labored to capture the benefits of this dynamic river. Today, dozens of major water resource projects throughout the region are fed by the waters of the Columbia Basin river system. And through cooperative efforts, the floods that periodically threaten developments near the river can be controlled. This publication presents a detailed explanation of the planning and operation of the multiple-use dams and reservoirs of the Columbia River system. It describes the river system, those who operate and use it, the agreements and policies that guide system operation, and annual planning for multiple-use operation.

    Performing sorbent testing for mercury control at a large scale is a very expensive endeavor and requires months of planning and careful execution. Even with good planning, there are plant limitations on what operating/design parameters can be varied/tested and when. For parameters that cannot be feasibly tested at the full scale (lower/higher gas flow, different bag material, cleaning methods, sorbents, etc.), an alternative approach is used to perform tests on a slipstream unit using flue gas from the plant. The advantage that a slipstream unit provides is the flexibility to test multiple operating and design parameters and other possible technology options without risking major disruption to the operation of the power plant. Additionally, the results generated are expected to simulate full-scale conditions closely, since the flue gas used during the tests comes directly from the plant in question. The Energy & Environmental Research Center developed and constructed a mobile baghouse that allows for cost-effective testing of impacts related to variation in operating and design parameters, as well as other possible mercury control options. Multiple sorbents, air-to-cloth ratios, bag materials, and cleaning frequencies were evaluated while flue gas was extracted from Big Brown when it fired a 70% Texas lignite-30% Powder River Basin (PRB) blend and a 100% PRB coal.

    The efficiency of a hydro-electric generator is improved by providing open-ended hollow tubes having influx ends proximate the axis and efflux ends proximate the periphery of a fan-bladed turbine. The jets of water developed by rotation of the fanbladed turbine are directed against turbine vanes at the periphery of the fan blades. The device is particularly suitable for mounting in a water current such as in an ocean current or river.

The Project's purpose is to install and implement agricultural best management practices (MBPS) and riparian restorations with the goal of improving steelhead trout spawning and rearing habitat in the subwatershed. Improvements to fish habitat in the Big Canyon Creek tributaries enhances natural production of the species in Big Canyon Creek and ultimately the Clearwater River. This report is a summation of the progress made by the NPSWCD in the Project's second year.

    The ''Restoring Anadromous Fish Habitat in the Big Canyon Creek Watershed'' is a multi-phase project to enhance steelhead trout in the Big Canyon Creek watershed by improving salmonid spawning and rearing habitat. Habitat is limited by extreme high runoff events, low summer flows, high water temperatures, poor instream cover, spawning gravel siltation, and sediment, nutrient and bacteria loading. Funded by the Bonneville Power Administration (BPA) as part of the Northwest Power Planning Council's Fish and Wildlife Program, the project assists in mitigating damage to steelhead runs caused by the Columbia River hydroelectric dams. The project is sponsored by the Nez Perce Soil and Water Conservation District. Target fish species include steelhead trout (Oncorhynchus mykiss). Steelhead trout within the Snake River Basin were listed in 1997 as threatened under the Endangered Species Act. Accomplishments for the contract period September 1, 2004 through October 31, 2005 include; 2.7 riparian miles treated, 3.0 wetland acres treated, 5,263.3 upland acres treated, 106.5 riparian acres treated, 76,285 general public reached, 3,000 students reached, 40 teachers reached, 18 maintenance plans completed, temperature data collected at 6 sites, 8 landowner applications received and processed, 14 land inventories completed, 58 habitat improvement project designs completed, 5 newsletters published, 6 habitat plans completed, 34 projects installed, 2 educational workshops, 6 displays, 1 television segment, 2 public service announcements, a noxious weed GIS coverage, and completion of NEPA, ESA, and cultural resources requirements.

    Hydroelectric power provides a cheap source of electricity with few carbon emissions. Yet, reservoirs are not operated sustainably, which we define as meeting societal needs for water and power while protecting long-term health of the river ecosystem. Reservoirs that generate hydropower are typically operated with the goal of maximizing energy revenue, while meeting other legal water requirements. Reservoir optimization schemes used in practice do not seek flow regimes that maximize aquatic ecosystem health. Here, we review optimization studies that considered environmental goals in one of three approaches. The first approach seeks flow regimes that maximize hydropower generation, while satisfying legal requirements, including environmental (or minimum) flows. Solutions from this approach are often used in practice to operate hydropower projects. In the second approach, flow releases from a dam are timed to meet water quality constraints on dissolved oxygen (DO), temperature and nutrients. In the third approach, flow releases are timed to improve the health of fish populations. We conclude by suggesting three steps for bringing multi-objective reservoir operation closer to the goal of ecological sustainability: (1) conduct research to identify which features of flow variation are essential for river health and to quantify these relationships, (2) develop valuation methods to assess the total value of river health and (3) develop optimal control softwares that combine water balance modelling with models that predict ecosystem responses to flow.

    Big data phenomenon refers to the practice of collection and processing of very large data sets and associated systems and algorithms used to analyze these massive datasets. Architectures for big data usually range across multiple machines and clusters, and they commonly consist of multiple special purpose sub-systems. Coupled with the knowledge discovery process, big data movement offers many unique opportunities for organizations to benefit (with respect to new insights, business optimizations, etc.). However, due to the difficulty of analyzing such large datasets, big data presents unique systems engineering and architectural challenges. In this paper, we present three sys- tem design principles that can inform organizations on effective analytic and data collection processes, system organization, and data dissemination practices. The principles presented derive from our own research and development experiences with big data problems from various federal agencies, and we illustrate each principle with our own experiences and recommendations.

    Case studies on the economics of Additive Manufacturing (AM) suggest that processing time is the dominant cost in manufacturing. Most additive processes have similar performance metrics: small part sizes, low production rates and expensive feedstocks. Big Area Additive Manufacturing is based on transitioning polymer extrusion technology from a wire to a pellet feedstock. Utilizing pellets significantly increases deposition speed and lowers material cost by utilizing low cost injection molding feedstock. The use of carbon fiber reinforced polymers eliminates the need for a heated chamber, significantly reducing machine power requirements and size constraints. We hypothesize that the increase in productivity coupled with decrease in feedstock and energy costs will enable AM to become more competitive with conventional manufacturing processes for many applications. As a test case, we compare the cost of using traditional fused deposition modeling (FDM) with BAAM for additively manufacturing composite tooling.

    The Hellsgate Big Game Winter Range Wildlife Mitigation Project (Hellsgate Project) was proposed by the Confederated Tribes of the Colville Reservation (CTCR) as partial mitigation for hydropower's share of the wildlife losses resulting from Chief Joseph and Grand Coulee Dams. At present, the Hellsgate Project protects and manages 57,418 acres (approximately 90 miles2) for the biological requirements of managed wildlife species; most are located on or near the Columbia River (Lake Rufus Woods and Lake Roosevelt) and surrounded by Tribal land. To date we have acquired about 34,597 habitat units (HUs) towards a total 35,819 HUs lost from original inundation due to hydropower development. In addition to the remaining 1,237 HUs left unmitigated, 600 HUs from the Washington Department of Fish and Wildlife that were traded to the Colville Tribes and 10 secure nesting islands are also yet to be mitigated. This annual report for 2008 describes the management activities of the Hellsgate Big Game Winter Range Wildlife Mitigation Project (Hellsgate Project) during the past year.

Being the US Tier-1 Center for the Large Hadron Collider's (LHC) Compact Muon Solenoid (CMS) experiment and the central data center for several other large-scale research collaborations, Fermilab has to constantly deal with the scaling and wide-area distribution challenges of the big data. In this paper, we will describe some of the challenges involved in the movement of big data over 100GE infrastructure and the research activities at Fermilab to address these challenges.

    Quiet, clean, and efficient, electric vehicles (EVs) may someday become a practical mode of transportation for the general public. Electric vehicles can provide many advantages for the nation's environment and energy supply because they run on electricity, which can be produced from many sources of energy such as coal, natural gas, uranium, and hydropower. These vehicles offer fuel versatility to the transportation sector, which depends almost solely on oil for its energy needs. Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries. In this fact sheet, we will discuss mostly automobiles and vans. There are also variations on electric vehicles, such as hybrid vehicles and solar-powered vehicles. Hybrid vehicles use electricity as their primary source of energy, however, they also use a backup source of energy, such as gasoline, methanol or ethanol. Solar-powered vehicles are electric vehicles that use photovoltaic cells (cells that convert solar energy to electricity) rather than utility-supplied electricity to recharge the batteries. This paper discusses these concepts.

    Electric steel production from scrap metal continues to grow both in total quantity and in market share. The economics of electric-steel production in general, and of electric minimills in particular, seem clearly established. The trend towards electric steelmaking provides significant economic and competitive advantages for producers and important overall economic, environmental, and energy advantages for the United States at large. Conversion to electric steelmaking offers up to a 4-to-1 advantage in terms of the overall energy used to produce a ton of steel, and s similar savings in energy cost for the producer. The amount of old scrap used to produce a ton of steel has doubled since 1967 because of the use of electric furnaces.

    1. In an electrical energy generator, the combination comprising a first elongated annular electrical current conductor having at least one bare surface extending longitudinally and facing radially inwards therein, a second elongated annular electrical current conductor disposed coaxially within said first conductor and having an outer bare surface area extending longitudinally and facing said bare surface of said first conductor, the contiguous coaxial areas of said first and second conductors defining an inductive element, means for applying an electrical current to at least one of said conductors for generating a magnetic field encompassing said inductive element, and explosive charge means disposed concentrically with respect to said conductors including at least the area of said inductive element, said explosive charge means including means disposed to initiate an explosive wave front in said explosive advancing longitudinally along said inductive element, said wave front being effective to progressively deform at least one of said conductors to bring said bare surfaces thereof into electrically conductive contact to progressively reduce the inductance of the inductive element defined by said conductors and transferring explosive energy to said magnetic field effective to generate an electrical potential between undeformed portions of said conductors ahead of said explosive wave front.

    This report summarizes the work performed in developing a framework for the prioritization of cavern access wells for remediation and monitoring at the Big Hill Strategic Petroleum Reserve site. This framework was then applied to all 28 wells at the Big Hill site with each well receiving a grade for remediation and monitoring. Numerous factors affecting well integrity were incorporated into the grading framework including casing survey results, cavern pressure history, results from geomechanical simulations, and site geologic factors. The framework was developed in a way as to be applicable to all four of the Strategic Petroleum Reserve sites.
