    The Pacific NorthWest Economic Region, a statutory organization chartered by the Northwest states of Alaska, Washington, Idaho, Montana, and Oregon, and the western Canadian provinces of British Columbia, Alberta, and the Yukon through its Energy Working Group launched a bi-national energy planning initiative designed to create a Pacific Northwest energy planning council of regional public/private stakeholders from both Canada and the US. There is an urgent need to deal with the comprehensive energy picture now before our hoped for economic recovery results in energy price spikes which are likely to happen because the current supply will not meet predicted demand. Also recent events of August 14th have shown that our bi-national energy grid system is intricately interdependent, and additional planning for future capacity is desperately needed.

    This report describes the work performed at Berkeley Lab most recently. One of the Labs accomplishments is the publication of Scenarios of US Carbon Reductions, an analysis of the potential of energy technologies to reduce carbon emissions in the US. This analysis is described and played a key role in shaping the US position on climate change in the Kyoto Protocol negotiations. The Labs participation in the fundamental characterization of the climate change issue by the IPCC is described. Described also is a study of leaking electricity, which is stimulating an international campaign for a one-watt ceiling for standby electricity losses from appliances. This ceiling has the potential to save two-thirds of the 5% of US residential electricity currently expended on standby losses. The 54 vignettes contained in the report summarize results of research activities ranging in scale from calculating the efficacy of individual lamp ballasts to estimating the cost-effectiveness of the national Energy Star{reg_sign} labeling program, and ranging in location from a scoping study of energy-efficiency market transformation in California to development of an energy-efficiency project in the auto parts industry in Shandong Province, China.

    In April 2010, the City of Portland received a $20 million award from the U.S. Department of Energy, as part of the Energy Efficiency and Conservation Block Grant program. This award was appropriated under the American Recovery and Reinvestment Act (ARRA), passed by President Obama in 2009. DOE’s program became known as the Better Buildings Neighborhood Program (BBNP). The BBNP grant objectives directed the City of Portland Bureau of Planning and Sustainability (BPS) as the primary grantee to expand the BPS-led pilot program, Clean Energy Works Portland, into Clean Energy Works Oregon (CEWO), with the mission to deliver thousands of home energy retrofits, create jobs, save energy and reduce carbon dioxide emissions.The Final Technical Report explores the successes and lessons learned from the first 3 years of program implementation.

    The traveler, serving as Delegate from the United States Heat Pump Center National Team, participated in the activities of the second International Energy Agency Heat Pump Center (IEA-HPC) Working Team meeting. This included a 20 minute presentation by the traveler about the Development and Activities of the IEA Heat Pump Center US National Team.'' Highlights of this meeting included development of 1991 IEA-HPC work plans including a prioritization of activities, introduction of the newly appointed IEA-HPC Advisory Board, and discussion of a new IEA Clearinghouse Network initiative. Pre-meeting discussions were held with IEA-HPC staff members which focused on US Heat Pump Center National Team contributions to the IEA-HPC Newsletter and participation in other IEA-HPC sponsored activities.

    This report describes the work that Environmental Energy Technologies Division of Lawrence Berkeley National Laboratory has been doing most recently. One of our proudest accomplishments is the publication of Scenarios of U.S. Carbon Reductions, an analysis of the potential of energy technologies to reduce carbon emissions in the U.S. This analysis played a key role in shaping the U.S. position on climate change in the Kyoto Protocol negotiations. Our participation in the fundamental characterization of the climate change issue by the IPCC is described. We are also especially proud of our study of ''leaking electricity,'' which is stimulating an international campaign for a one-watt ceiling for standby electricity losses from appliances. This ceiling has the potential to save two-thirds of the 5% of U.S. residential electricity currently expended on standby losses. The 54 vignettes contained in the following pages summarize results of research. activities ranging in scale from calculating the efficacy of individual lamp ballasts to estimating the cost-effectiveness of the national ENERGY STAR{reg_sign} labeling program, and ranging in location from a scoping study of energy-efficiency market transformation in California to development of an energy-efficiency project in the auto parts industry in Shandong Province, China. These are the intellectual endeavors of a talented team of researchers dedicated to public service.

    The Jarzynski equality and the fluctuation theorem relate equilibrium free energy differences to nonequilibrium measurements of the work. These relations extend to single-molecule experiments that have probed the finite-time thermodynamics of proteins and nucleic acids. The effects of experimental error and instrument noise have not been considered previously. Here, we present a Bayesian formalism for estimating free energy changes from nonequilibrium work measurements that compensates for instrument noise and combines data from multiple driving protocols. We reanalyze a recent set of experiments in which a single RNA hairpin is unfolded and refolded using optical tweezers at three different rates. Interestingly, the fastest and farthest-from-equilibrium measurements contain the least instrumental noise and, therefore, provide a more accurate estimate of the free energies than a few slow, more noisy, near-equilibrium measurements. The methods we propose here will extend the scope of single-molecule experiments; they can be used in the analysis of data from measurements with atomic force microscopy, optical, and magnetic tweezers

    EXECUTIVE SUMARRY Energy storage to reduce peak-load demands on utilities is emerging as an important way to address the intermittency of renewable energy resources. Wind energy produced in the middle of the night may be wasted unless it can be stored, and conversely, solar energy production could be used after the sun goes down if we had an efficient way to store it. It is uses an electrochemical process to convert hydrogen gas into electricity. The role of fuel cells in energy storage is a very important criteria and it is compared with regular batteries for the advantages of fuel cells over the latter. For this reason fuel cells can be employed. PEM fuel cells can be effectively used for this reason. But the performance and durability of PEM fuel cells are significantly affected by the various components used in a PEM cell. Several parameters affect the performance and durability of fuel cells. They are water management, degradation of components, cell contamination, reactant starvation and thermal management. Water management is the parameter which plays a major role in the performance of a fuel cell. Based on the reviews, improvement of condensation on the cathode side of a fuel cell is expected to improve the performance of the fuel cell by reducing cathode flooding. Microchannels and minichannels can enhance condensation on the cathode side of a fuel cell. Computational fluid dynamics (CFD) analysis was performed to evaluate and compare the condensation of steam in mini and microchannels with hydraulic diameter of 2mm, 2.66mm, 200µm and 266µm respectively. The simulation was run at various mass flux values ranging from 0.5 kg/m2s and 4 kg/m2s. The length of the mini and microchannels were in the range of 20 mm to 100 mm. CFD software’s GAMBIT and FLUENT were used for simulating the condensation process through the mini and microchannels. Steam flowed through the channels, whose walls were cooled by natural convection of air at room temperature. The

    Low work function materials are disclosed together with methods for their manufacture and integration with electrodes used in thermionic conversion applications (specifically microminiature thermionic conversion applications). The materials include a mixed oxide system and metal in a compositionally modulated structure comprised of localized discontinuous structures of material that are deposited using techniques suited to IC manufacture, such as rf sputtering or CVD. The structures, which can include layers are then heated to coalescence yielding a thin film that is both durable and capable of electron emission under thermionic conversion conditions used for microminiature thermionic converters. Using the principles of the invention, thin film electrodes (emitters and collectors) required for microconverter technology are manufactured using a single process deposition so as to allow for full fabrication integration consistent with batch processing, and tailoring of emission/collection properties. In the preferred embodiment, the individual layers include mixed BaSrCaO, scandium oxide and tungsten.

Results indicate that four conditions are common to successful implementation of both types of incentive programs: the opportunity to use solar energy as a heating source; characteristics of the agency selected to complement the law; involvement of outside groups in program implementation; and the specificity of guidance given to those responsible for implementation. Other conditions specific to the implementation of each type of program are discussed as well as the implications of these findings for state and federal policy makers.

  17. Changing ventilation rates in U.S. offices: Implications for health, work performance, energy, and associated economics

    This paper provides quantitative estimates of benefits and costs of providing different amounts of outdoor air ventilation in U.S. offices. For four scenarios that modify ventilation rates, we estimated changes in sick building syndrome (SBS) symptoms, work performance, short-term absence, and building energy consumption. The estimated annual economic benefits were $13 billion from increasing minimum ventilation rates (VRs) from 8 to 10 L/s per person, $38 billion from increasing minimum VRs from 8 to 15 L/s per person, and $33 billion from increasing VRs by adding outdoor air economizers for the 50% of the office floor area that currently lacks economizers. The estimated $0.04 billion in annual energy-related benefits of decreasing minimum VRs from 8 to 6.5 L/s per person are very small compared to the projected annual costs of $12 billion. Benefits of increasing minimum VRs far exceeded energy costs while adding economizers yielded health, performance, and absence benefits with energy savings.

    Pursuant to the Atomic Energy Act of 1954, as amended, and the Economy Act of 1932, the Department of Energy and its semi-autonomous National Nuclear Security Administration (NNSA) provide research and technical assistance to other Federal agencies on a reimbursable, full cost recovery basis through the Work for Others (WFO) program. For the vast majority of WFO technical projects, Department Federal officials furnish administrative project oversight while the actual detailed scientific or technical work is completed by the Department's 'management and operating' contractors. These contractors are awarded a special contract type specifically created under the Federal Acquisition Regulation to manage and operate Department sites and facilities, including sophisticated laboratories and technical centers, on a government-owned, contractor-operated basis. With annual expenditures exceeding $1 billion, the Department of Defense (DoD) is one of the Department's largest WFO customers. Work performed for DoD at the Department's national laboratories and other facilities includes highly technical research in areas such as nuclear weapons systems, counter-terrorism, and in-theater troop support. The National Defense Authorization Act for Fiscal Year (FY) 2009, required the Inspectors General of the DoD and the Department to review procurement methods to determine whether the Department complied with DoD procurement requirements and/or whether alternative procurement policies were in place. In response, we focused our review on projects performed by NNSA because it completes the vast majority (approximately $900 million in FY 2008) of the Department's work for DoD. As part of this effort, and, at the specific request of the DoD Office of Inspector General (DoD OIG), we identified the universe of WFO technical projects that received new funding in the fourth quarter of FY 2008 at NNSA sites.     EXECUTIVE SUMARRY Wind as a source of energy has gained a significant amount of attention because it is free and green. Construction of a wind farm involves considerable investment, which includes the cost of turbines, nacelles, and towers as well as logistical costs such as transportation of oversized parts and installation costs such as crane-rental costs. The terrain effects at the project site exert considerable influence on the turbine assembly rate and the project duration, which increases the overall installation cost. For higher capacity wind turbines (>3MW), the rental cost of the cranes is significant. In this study, the impact of interest rate, sales price of electricity, terrain effects and availability of cranes on the duration of installation and payback period for the project is analyzed. Optimization of the logistic activities involved during the construction phase of a wind farm contributes to the reduction of the project duration and also increases electricity generation during the construction phase.

  3. THERMO-HYDRO-MECHANICAL MODELING OF WORKING FLUID INJECTION AND THERMAL ENERGY EXTRACTION IN EGS FRACTURES AND ROCK MATRIX

    Development of enhanced geothermal systems (EGS) will require creation of a reservoir of sufficient volume to enable commercial-scale heat transfer from the reservoir rocks to the working fluid. A key assumption associated with reservoir creation/stimulation is that sufficient rock volumes can be hydraulically fractured via both tensile and shear failure, and more importantly by reactivation of naturally existing fractures (by shearing), to create the reservoir. The advancement of EGS greatly depends on our understanding of the dynamics of the intimately coupled rock-fracture-fluid-heat system and our ability to reliably predict how reservoirs behave under stimulation and production. Reliable performance predictions of EGS reservoirs require accurate and robust modeling for strongly coupled thermal-hydrological-mechanical (THM) processes. Conventionally, these types of problems have been solved using operator-splitting methods, usually by coupling a subsurface flow and heat transport simulators with a solid mechanics simulator via input files. An alternative approach is to solve the system of nonlinear partial differential equations that govern multiphase fluid flow, heat transport, and rock mechanics simultaneously, using a fully coupled, fully implicit solution procedure, in which all solution variables (pressure, enthalpy, and rock displacement fields) are solved simultaneously. This paper describes numerical simulations used to investigate the poro- and thermal- elastic effects of working fluid injection and thermal energy extraction on the properties of the fractures and rock matrix of a hypothetical EGS reservoir, using a novel simulation software FALCON (Podgorney et al., 2011), a finite element based simulator solving fully coupled multiphase fluid flow, heat transport, rock deformation, and fracturing using a global implicit approach. Investigations are also conducted on how these poro- and thermal-elastic effects are related to fracture permeability

This is because a wind energy project's installed costs and mean wind speed are known early on, and wind generation generally has low variable operation and maintenance costs, zero fuel cost, and no carbon emissions cost. Despite these inherent characteristics, there are wide variations in the cost of wind energy internationally, which is the focus of this report. Using a multinational case-study approach, this work seeks to understand the sources of wind energy cost differences among seven countries under International Energy Agency (IEA) Wind Task 26 - Cost of Wind Energy. The participating countries in this study include Denmark, Germany, the Netherlands, Spain, Sweden, Switzerland, and the United States. Due to data availability, onshore wind energy is the primary focus of this study, though a small sample of reported offshore cost data is also included.

    Properties of metallic materials are intrinsically determined by their electron behavior. However, relevant theoretical treatment involving quantum mechanics is complicated and difficult to be applied in materials design. Electron work function (EWF) has been demonstrated to be a simple but fundamental parameter which well correlates properties of materials with their electron behavior and could thus be used to predict material properties from the aspect of electron activities in a relatively easy manner. In this article, we propose a method to extract the electron work functions of binary solid solutions or alloys from their phase diagrams and use this simple approach to predict their mechanical strength and surface properties, such as adhesion. Two alloys, Fe-Ni and Cu-Zn, are used as samples for the study. EWFs extracted from phase diagrams show same trends as experimentally observed ones, based on which hardness and surface adhesive force of the alloys are predicted. This new methodology provides an alternative approach to predict material properties based on the work function, which is extractable from the phase diagram. This work may also help maximize the power of phase diagram for materials design and development.

    The activity of Phase I of the Waste Management Working Group under the United States - Japan Joint Nuclear Energy Action Plan started in 2007. The US-Japan JNEAP is a bilateral collaborative framework to support the global implementation of safe, secure, and sustainable, nuclear fuel cycles (referred to in this document as fuel cycles). The Waste Management Working Group was established by strong interest of both parties, which arise from the recognition that development and optimization of waste management and disposal system(s) are central issues of the present and future nuclear fuel cycles. This report summarizes the activity of the Waste Management Working Group that focused on consolidation of the existing technical basis between the U.S. and Japan and the joint development of a plan for future collaborative activities. Firstly, the political/regulatory frameworks related to nuclear fuel cycles in both countries were reviewed. The various advanced fuel cycle scenarios that have been considered in both countries were then surveyed and summarized. The working group established the working reference scenario for the future cooperative activity that corresponds to a fuel cycle scenario being considered both in Japan and the U.S. This working scenario involves transitioning from a once-through fuel cycle utilizing light water reactors to a one-pass uranium-plutonium fuel recycle in light water reactors to a combination of light water reactors and fast reactors with plutonium, uranium, and minor actinide recycle, ultimately concluding with multiple recycle passes primarily using fast reactors. Considering the scenario, current and future expected waste streams, treatment and inventory were discussed, and the relevant information was summarized. Second, the waste management/disposal system optimization was discussed.     Between 1973 and 1985, when energy prices were high, all Organization for Economic Cooperation and Development (OECD) countries improved their E/GNP by about 2.5% annually. Increased energy efficiency accounted for 2/3rds of this improvement; the remaining portion was due to structural changes in the economy. In the US, analytic and policy tools that have successfully promoted energy efficiency include integrated resource planning, energy use labels, energy use standards, ``Golden Carrot`` incentive programs, and revenue-neutral ``feebates.`` In addition, a number of low cost, environmentally sound, energy-efficient technologies, such as electronic ballasts, compact fluorescent lamps, and low-emissivity windows, have recently been developed. We discuss how many of these policies and technologies are probably exportable to developing countries and Eastern Europe, giving examples of successful starts in India, the ASEAN countries, and Brazil.

    This report presents a summary of the American Recovery and Reinvestment Act of 2009 (ARRA) evaluation of the U.S. Department of Energy s low-income Weatherization Program. This evaluation focused on the WAP Program Year 2010. The ARRA evaluation produced fourteen separate reports, including this summary. Three separate reports address the energy savings, energy cost savings, and cost effectiveness of WAP across four housing types: single family, mobile home, and large multifamily. Other reports address the environmental emissions benefits attributable to WAP, and characterize the program. Special studies were conducted to: estimate the impacts of weatherization and healthy homes interventions on asthma-related Medicaid claims in a small cohort in Washington State; assess how weatherization recipients communicate their weatherization experiences to those in their social network, and assess processes implemented to defer homes for weatherization. Small studies addressed energy use in refrigerators, WAP as implemented in the U.S. territories for the first time, and weatherization s impacts on air conditioning energy savings. The national occupant survey was mined for additional insights on the impacts of weatherization on household budgets and energy behaviors post-weatherization. Lastly, the results of a survey of weatherization training centers are summarized.
