A questionnaire was designed to gather quantitative and qualitative data to survey patients, patient's family, and health practitioners at hospitals, clinics, or home care centers in Brunei starting from February to March, 2011. A 25-item Likert-type survey instrument was specifically developed for this study and administered to a sample of 366 patients. The data were analyzed to provide initial ideas and recommendation to policy makers on how to move forward with the e-health initiative as a mean to improve healthcare services.     With support from the U.S. Agency for International Development (USAID), the U.S. Department of Energy's National Renewable Energy Laboratory (NREL) produced maps and data of the wind and solar resources in Bhutan. The solar resource data show that Bhutan has an adequate resource for flat-plate collectors, with annual average values of global horizontal solar radiation ranging from 4.0 to 5.5 kWh/m2-day (4.0 to 5.5 peak sun hours per day). The information provided in this report may be of use to energy planners in Bhutan involved in developing energy policy or planning wind and solar projects, and to energy analysts around the world interested in gaining an understanding of Bhutan's wind and solar energy potential.

    We developed a soil-vegetation-atmosphere transfer (SVAT) model applicable to simulating CO2 and H2O fluxes from the canopies of rubber plantations, which are characterized by distinct canopy clumping produced by regular spacing of plantation trees. Rubber (Hevea brasiliensis Müll. Arg.) plantations, which are rapidly expanding into both climatically optimal and sub-optimal environments throughout mainland Southeast Asia, potentially change the partitioning of water, energy, and carbon at multiple scales, compared with traditional land covers it is replacing. Describing the biosphere-atmosphere exchange in rubber plantations via SVAT modeling is therefore essential to understanding the impacts on environmental processes. The regular spacing of plantation trees creates a peculiar canopy structure that is not well represented in most SVAT models, which generally assumes a non-uniform spacing of vegetation. Herein we develop a SVAT model applicable to rubber plantation and an evaluation method for its canopy structure, and examine how the peculiar canopy structure of rubber plantations affects canopy CO2 and H2O exchanges. Model results are compared with measurements collected at a field site in central Cambodia. Our findings suggest that it is crucial to account for intensive canopy clumping in order to reproduce observed rubber plantation fluxes. These results suggest a potentially optimal spacing of rubber trees to produce high productivity and water use efficiency.

    A database was generated of estimates of geographically referenced carbon densities of forest vegetation in tropical Southeast Asia for 1980. A geographic information system (GIS) was used to incorporate spatial databases of climatic, edaphic, and geomorphological indices and vegetation to estimate potential (i.e., in the absence of human intervention and natural disturbance) carbon densities of forests. The resulting map was then modified to estimate actual 1980 carbon density as a function of population density and climatic zone. The database covers the following 13 countries: Bangladesh, Brunei, Cambodia (Campuchea), India, Indonesia, Laos, Malaysia, Myanmar (Burma), Nepal, the Philippines, Sri Lanka, Thailand, and Vietnam. The data sets within this database are provided in three file formats: ARC/INFOTM exported integer grids, ASCII (American Standard Code for Information Interchange) files formatted for raster-based GIS software packages, and generic ASCII files with x, y coordinates for use with non-GIS software packages. This database includes ten ARC/INFO exported integer grid files (five with the pixel size 3.75 km x 3.75 km and five with the pixel size 0.25 degree longitude x 0.25 degree latitude) and 27 ASCII files. The first ASCII file contains the documentation associated with this database. Twenty-four of the ASCII files were generated by means of the ARC/INFO GRIDASCII command and can be used by most raster-based GIS software packages. The 24 files can be subdivided into two groups of 12 files each. These files contain real data values representing actual carbon and potential carbon density in Mg C/ha (1 megagram = 10{sup 6} grams) and integer-coded values for country name, Weck's Climatic Index, ecofloristic zone, elevation, forest or non-forest designation, population density, mean annual precipitation, slope, soil texture, and vegetation classification.     Significant benefits to human health that result from emissions control programs may justify the costs of pollution control policies. Many scientists, economists, risk analysts, and policymakers believe that comparisons of the benefits with the costs of pollution control demonstrate that the US stationary source, air emissions control program is justified. This justification is based upon pronounced benefits to human health, especially from controlling suspended particulates and sulfur compounds. Market decisions are usually made on the basis of a consideration of traditional costs such as capital, operating and maintenance, fuel costs, and fixed charges. Social costs, which could be significant, are not incorporated explicitly into such decisions. These social costs could result in a net reduction in the welfare of individuals, and of society as a whole. Because these social costs and their effects are not represented in the price of energy, individual have no way to explicitly value them; hence, they remain unaccounted for in market decisions. By accounting for external costs, the selection of energy sources and production of energy products can lead to and equilibrium, where the total cost of energy and energy products, together with resulting social costs, can be brought to an economic minimum. The concept of an air emissions control program is of interest to the ASEAN countries (Brunei, Indonesia, Malaysia, the Philippines, Singapore, and Thailand) and their governments, especially if such a program could be justified in cost-benefit terms and shown to be directly applicable to ASEAN conditions. It is the intent of the effort described herein to demonstrate that technical options are available to control emissions from coal-based, electric power plants and that that costs of these options may be justified in cost-benefit terms.

    The author examines why the Comprehensive Nuclear Test Ban (CTB) treaty might not make it through the political minefields. Negotiators at the 60-nation U.N. The conference on Disarmament in Geneva reached an impasse, prompted by India`s assertions that the treaty was an inadequate document that perpetuated {open_quotes}nuclear apartheid{close_quotes} while violating India`s sovereignty. Because the Conference on Disarmament-often called the {open_quotes}Geneva Conference{close_quotes} or the {open_quotes}CD{close_quotes}-operates by consensus, India was able to veto the adoption of the treaty, which the conference had planned to transmit to the United Nations in early September. Australia saved the treaty with a last minute decision to bypass the Geneva Conference and take the CTB directly to the General Assembly in the form of a resolution. Some 127 nations co-sponsored Australia`s resolution, to which the treaty draft was attached. The General Assembly endorsed the treaty by a vote of 158 to three. India, Bhutan, and Libya voted against it. Despite the overwhelming vote, the treaty`s long-range outlook is uncertain. On the day of the vote, India`s chief test-ban negotiator, declared that India would {open_quotes}never sign this unequal treaty because Article XIV of the treaty, which requires that all 44 nuclear-capable nations who also belong to the Conference on Disarmament must sign and ratify the treaty. That requirement was viewed as contrary to international law because it denied India`s right of voluntary consent to an international treaty, thus violating India`s sovereignty.

  10. Long-term premonitory seismicity patterns in Tibet and the Himalayas

    An attempt is made to identify seismicity patterns precursory to great earthquakes in most of Tibet as well as the central and eastern Himalayas. The region has considerable tectonic homogeneity and encompasses parts of China. India, Nepal, Bhutan, Bangladesh, and Burma. Two seismicity patterns previously described were used (1) pattern ..sigma.. is a peak in the sum of earthquake energies raised to the power of about 2/3, taken over a sliding time window and within a magnitude range less than that of events we are trying to predict; and (2) pattern S (Swarms) consists of the spatial clustering of earthquakes during a time interval when the seismicity is above average. Within the test region, distinct peaks in pattern ..sigma.. have occurred twice during the 78-year-long test period: in 1948--49, prior to the great 1950 Assam-Tibet earthquake (M=8.6) and in 1976. Peaks in pattern S have occurred three times; in 1932--1933, prior to the great 1934 Bihar-Nepal earthquake (M=8.3), in 1946, and in 1978. The 1934 and 1950 earthquakes were the only events in the region that exceeded M=8.0 during the test period. On the basis of experience here and elsewhere, the current peaks in both ..sigma.. and S suggest the likelihood of an M=8.0 event within 6 years or an M=8.5 event within 14 years. Such a prognostication should be viewed more as an experimental long-term enhancement of the probability that a large earthquake will occur than as an actual prediction, in view of the exceedingly large area encompassed and the very lengthy time window. Furthermore, the chances of a randomly occurring event as large as M=8.0 in the region are perhaps 21% within the next 6 years, and the present state of the art is such that we can place only limited confidence in such forecasts.

    The twentieth century has seen as unprecedented explosion in the manufacture and use of armaments. This has been accompanied by steady increases in the number, length and lethality of conflicts. Both trends have been accelerating since the end of World War II, especially with regard to the so-called Third World. The focus of most arms control efforts has been on nuclear, chemical and biological weapons, with some secondary concern in the last two decades over sophisticated major conventional armaments. Virtually unnoticed have been the massive quantities of simple, inexpensive arms produced all over the globe and traded in channels overt, covert, and illegal. These items remain useful for many years. Equipment such as mortars and rifles find application in war after war, while ammunition keeps its explosive nature until it detonates. So the world, especially the Third World, has an ever growing sea of cheap arms, the old stuff still dangerous, more added every day. Review of selected conflicts, including Cambodia and Afghanistan, illustrates the depth of the trouble we are in and suggests some possible future directions in order to avoid drowning in this lethal sea.

  12. Design of a rural water provision system to decrease arsenic exposure in Bangladesh

    Researchers at the Lawrence Berkeley National Laboratory have invented ARUBA (Arsenic Removal Using Bottom Ash) a material that effectively and affordably removes high concentrations of arsenic from contaminated groundwater. The technology is cost-effective because the substrate?bottom ash from coal fired power plants?is a waste material readily available in South Asia. During fieldwork in four sub-districts ofBangladesh, ARUBA reduced groundwater arsenic concentrations as high as 680 ppb to below the Bangladesh standard of 50 ppb. Key results from three trips in Bangladesh and one trip to Cambodia include (1) ARUBA removes more than half of the arsenic from contaminated water within the first five minutes of contact, andcontinues removing arsenic for 2-3 days; (2) ARUBA?s arsenic removal efficiency can be improved through fractionated dosing (adding a given amount of ARUBA in fractions versus all at once); (3) allowing water to first stand for two to three days followed by treatment with ARUBA produced final arsenic concentrations ten times lower than treating water directly out of the well; and (4) the amount of arsenic removed per gram of ARUBA is linearly related to the initial arsenic concentrationof the water. Through analysis of existing studies, observations, and informal interviews in Bangladesh, eight design strategies have been developed and used in the design of a low-cost, community-scale water treatment system that uses ARUBA to remove arsenic from drinking water. We have constructed, tested, and analyzed a scale version of the system. Experiments have shown that the system is capable of reducing high levels of arsenic (nearly 600 ppb) to below 50 ppb, while remaining affordable to people living on less than $2 per day. The system could be sustainably implemented as a public-private partnership in rural Bangladesh.
