    The Aquantis 2.5 MW Ocean Current Generation Device technology developed by Dehlsen Associates, LLC (DA) is a derivation of wind power generating technology (a means of harnessing a slow moving fluid) adapted to the ocean environment. The Aquantis Project provides an opportunity for accelerated technological development and early commercialization, since it involves the joining of two mature disciplines: ocean engineering and wind turbine design. The Aquantis Current Plane (C-Plane) technology is an ocean current turbine designed to extract kinetic energy from a current flow. The technology is capable of achieving competitively priced, continuous, base-load, and reliable power generation from a source of renewable energy not before possible in this scale or form.

  1. Current Lead Design for the Accelerator Project for Upgrade of LHC

    The Accelerator Project for Upgrade of LHC (APUL) is a U.S. project participating in and contributing to CERN's Large Hadron Collider (LHC) upgrade program. In collaboration with Brookhaven National Laboratory, Fermilab is developing sub-systems for an upgrade of the LHC final focus magnet systems. A concept of main and auxiliary helium flow was developed that allows the superconductor to remain cold while the lead body warms up to prevent upper section frosting. The auxiliary flow will subsequently cool the thermal shields of the feed box and the transmission line cryostats. A thermal analysis of the current lead central heat exchange section was performed using analytic and FEA techniques. A method of remote soldering was developed that allows the current leads to be field replaceable. The remote solder joint was designed to be made without flux or additional solder, and able to be remade up to ten full cycles. A method of upper section attachment was developed that allows high pressure sealing of the helium volume. Test fixtures for both remote soldering and upper section attachment for the 13 kA lead were produced. The cooling concept, thermal analyses, and test results from both remote soldering and upper section attachment fixtures are presented.

    On January 27, 2010 the City of North Little Rock, Arkansas received notification of the awarding of a Department of Energy (DOE) grant totaling $450,000 in funding from the American Recovery and Reinvestment Act (ARRA) under the Project Title: Recovery Act: Hydroelectric Facility Improvement Project – Automated Intake Clearing Equipment and Materials Management. The purpose of the grant was for improvements to be made at the City’s hydroelectric generating facility located on the Arkansas River. Improvements were to be made through the installation of an intake maintenance device (IMD) and the purchase of a large capacity wood grinder. The wood grinder was purchased in order to receive the tree limbs, tree trunks, and other organic debris that collects at the intake of the plant during high flow. The wood grinder eliminates the periodic burning of the waste material that is cleared from the intake and reduces any additional air pollution to the area. The resulting organic mulch has been made available to the public at no charge. Design discussion and planning began immediately and the wood grinder was purchased in July of 2010 and immediately put to work mulching debris that was gathered regularly from the intake of the facility. The mulch is currently available to the public for free. A large majority of the design process was spent in discussion with the Corps of Engineers to obtain approval for drawings, documents, and permits that were required in order to make changes to the structure of the powerhouse. In April of 2011, the City’s Project Engineer, who had overseen the application, resigned and left the City’s employ. A new Systems Mechanical Engineer was hired and tasked with overseeing the project. The transfer of responsibility led to a re-examination of the original assumptions and research upon which the grant proposal was based. At that point, the project went under review and a trip was booked for July 2011 to visit facilities that currently

    After selecting the combination of the sodium-cooled fast reactor (SFR) with oxide fuel, the advanced aqueous reprocessing and the simplified pelletizing fuel fabrication as the most promising concept of FR cycle system, 'Feasibility Study on Commercialized Fast Reactor Cycle Systems' was finalized in 2006. Instead, a new project, Fast Reactor Cycle Technology Development Project (FaCT Project) was launched in Japan focusing on development of the selected concepts. This paper describes the current status and perspective of the advanced loop type SFR system in the FaCT Project, especially on the design requirements, current design as well as the related innovative technologies together with the development road-map. Some considerations on advantages of the advanced loop type design are also described. (authors)

  5. Inventory of current environmental monitoring projects in the US-Canadian transboundary region

    This document presents the results of a study commissioned to survey and summarize major environmental monitoring projects in the US-Canadian transboundary region. Projects with field sites located within 400 km (250 mi) of the border and active after 1980 were reviewed. The types of projects included: ambient air-quality monitoring, ambient water-quality monitoring, deposition monitoring, forest/vegetation monitoring and research, soil studies, and ecosystem studies. Ecosystem studies included projects involving the measurement of parameters from more than one monitoring category (e.g., studies that measured both water and soil chemistry). Individual descriptions were formulated for 184 projects meeting the spatial and temporal criteria. Descriptions included the official title for the project, its common abbreviation, program emphasis, monitoring site locations, time period conducted, parameters measured, protocols employed, frequency of sample collection, data storage information, and the principal contact for the project. A summary inventory subdivided according to the six monitoring categories was prepared using a computerized data management system. Information on major centralized data bases in the field of environmental monitoring was also obtained, and summary descriptions were prepared. The inventory and data base descriptions are presented in appendices to this document.

    This document describes how to use a data base of current transboundary region environmental monitoring projects. The data base was prepared from data provided by Glantz et al. (1986) and Concord Scientific Corporation (1985), and contains information on 226 projects with monitoring stations located within 400 km (250 mi) of the US-Canadian border. The data base is designed for use with the dBASE III PLUS data management systems on IBM-compatible personal computers. Data-base searches are best accomplished using an accompanying command file called RETRIEVE or the dBASE command LIST. The user must carefully select the substrings on which the search is to be based. Example search requests and subsequent output are presented to illustrate substring selections and applications of the data base. 4 refs., 15 figs., 4 tabs.

    Advances in remote sensing, dasymetric mapping techniques, and the ever-increasing availability of spatial datasets have enhanced global human population distribution databases. These datasets demonstrate an enormous improvement over the conventional use of choropleth maps to represent population distribution and are vital for analysis and planning purposes including humanitarian response, disease mapping, risk analysis, and evacuation modeling. Dasymetric mapping techniques have been employed to address spatial mismatch, but also to develop finer resolution population distributions in areas of the world where subnational census data are coarse or non-existent. One such implementation is the LandScan Global model which provides a 30 arc-second global population distribution based on ancillary datasets such as land cover, slope, proximity to roads, and settlement locations. This work will review the current state of the LandScan model, future innovations aimed at increasing spatial and demographic resolution, and situate LandScan within the landscape of other global population distribution datasets.

    The purpose of the Yucca Mountain Site Characterization Project is to evaluate Yucca Mountain for its suitability as a potential site for the nation`s first high-level nuclear waste repository. As part of this effort, Lawrence Livermore National Laboratory (LLNL) has been occupied for a number of years with developing and evaluating the performance of waste packages for the potential repository. In recent years this work has been carried out under the guidance of and in collaboration with the Management and Operating contractor for the Civilian Radioactive Waste Management System, TRW Environmental Safety Systems, Inc., which in turn reports to the Office of Civilian Radioactive Waste Management of the US Department of Energy. This report summarizes the history of the selection and characterization of materials to be used in the engineered barrier system for the potential repository at Yucca Mountain, describes the current candidate materials, presents a compilation of their properties, and summarizes available corrosion data and modeling. The term ``engineered materials`` is intended to distinguish those materials that are used as part of the engineered barrier system from the natural, geologic materials of the site.

    FaCT Project taking over from Feasibility Study on Commercialized FR cycle system (FS) has been launched in 2006 by Japanese joint team with the participation of all parties concerned in Japan. Combination system of (the sodium-cooled reactor,) the advanced aqueous reprocessing system and the simplified pelletizing fuel fabrication (MOX fuel) is evaluated as the most promising fuel cycle system concept so that it has potential conformity to the design requirements, as well as a high level of technical feasibility as the final report of Phase II in FS. Current status and R and D prospects for this combination system of the advanced aqueous reprocessing system and the simplified pelletizing fuel fabrication (MOX fuel) system until around 2015 have been studied. Then, it is anticipated that in FR reprocessing commercial facility will start to operate around same time that in LWR reprocessing subsequent plant will be required to replace Rokkasho Reprocessing Plant (provided that life time 40 years) around 2050. From the view point of the smooth transition from LWRs to FRs in approximately the year 2050 and beyond in Japan, some issues on fuel cycle have been also discussed. (authors)

    DNV Renewables (USA) Inc. (DNV) used an Operations and Maintenance (O&M) Cost Model to evaluate ten distinct cost scenarios encountered under variations in wind turbine component failure rates. The analysis considers: (1) a Reference Scenario using the default part failure rates within the O&M Cost Model, (2) High Failure Rate Scenarios that increase the failure rates of three major components (blades, gearboxes, and generators) individually, (3) 100% Replacement Scenarios that model full replacement of these components over a 20 year operating life, and (4) Serial Failure Scenarios that model full replacement of blades, gearboxes, and generators in years 4 to 6 of the wind project. DNV selected these scenarios to represent a broad range of possible operational experiences. Also in this report, DNV summarizes the predominant financing arrangements used to develop wind energy projects over the past several years and provides summary data on various financial metrics describing those arrangements.

    Sandia National Laboratories, Albuquerque, N.M., USA, in collaboration with the High Current Electronic Institute (HCEI), Tomsk, Russia, is developing a new paradigm in pulsed power technology: the Linear Transformer Driver (LTD) technology. This technological approach can provide very compact devices that can deliver very fast high current and high voltage pulses straight out of the cavity with out any complicated pulse forming and pulse compression network. Through multistage inductively insulated voltage adders, the output pulse, increased in voltage amplitude, can be applied directly to the load. The load may be a vacuum electron diode, a z-pinch wire array, a gas puff, a liner, an isentropic compression load (ICE) to study material behavior under very high magnetic fields, or a fusion energy (IFE) target. This is because the output pulse rise time and width can be easily tailored to the specific application needs. In this paper we briefly summarize the developmental work done in Sandia and HCEI during the last few years, and describe our new MYKONOS Sandia High Current LTD Laboratory. An extensive evaluation of the LTD technology is being performed at SNL and the High Current Electronic Institute (HCEI) in Tomsk Russia. Two types of High Current LTD cavities (LTD I-II, and 1-MA LTD) were constructed and tested individually and in a voltage adder configuration (1-MA cavity only). All cavities performed remarkably well and the experimental results are in full agreement with analytical and numerical calculation predictions. A two-cavity voltage adder is been assembled and currently undergoes evaluation. This is the first step towards the completion of the 10-cavity, 1-TW module. This MYKONOS voltage adder will be the first ever IVA built with a transmission line insulated with deionized water.     Currently, several cost-per-mile calculators exist that can provide estimates of acquisition and operating costs for consumers and fleets. However, these calculators are limited in their ability to determine the difference in cost per mile for consumer versus fleet ownership, to calculate the costs beyond one ownership period, to show the sensitivity of the cost per mile to the annual vehicle miles traveled (VMT), and to estimate future increases in operating and ownership costs. Oftentimes, these tools apply a constant percentage increase over the time period of vehicle operation, or in some cases, no increase in direct costs at all over time. A more accurate cost-per-mile calculator has been developed that allows the user to analyze these costs for both consumers and fleets. The calculator was developed to allow simultaneous comparisons of conventional light-duty internal combustion engine (ICE) vehicles, mild and full hybrid electric vehicles (HEVs), and fuel cell vehicles (FCVs). This paper is a summary of the development by the authors of a more accurate cost-per-mile calculator that allows the user to analyze vehicle acquisition and operating costs for both consumer and fleets. Cost-per-mile results are reported for consumer-operated vehicles travelling 15,000 miles per year and for fleets travelling 25,000 miles per year.

    An attempt is made to formulate the technical approach to the problem of three dimensional wind driven currents under hurricane conditions. Reference is given to the splendid piece of research on the subject by Forristall (1974) Three-dimensional structure of storm-generated currents, J. Geophys. Res. 79, 2721-2727. The present approach, although not entirely satisfactory, seems to be an improvement on the work by Forristall, but this remains to be verified with future work, including the use of measured data. An improvement could be made if there were some better way of representing the shear stress as a function of the wind velocity (wind speed and direction). It seems that the wind velocity relative to the water motion is what matters, but in turbulent flow the surface value is not well defined. This difficulty leaves one with an unbalanced vortex stretching which accounts for the spin-up of the fluid, but the details of that are lacking. Essentially, it appears that it is feasible to modify Forristall's approach to obtain a more realistic representation of the structure of the boundary layer to take into account the turbulent nature of the flow.

    The generally acknowledged sources of renewable energy are wind, geothermal, biomass, solar, hydropower, and hydrogen. Renewable energy technologies are crucial to the production and utilization of energy from these regenerative and virtually inexhaustible sources. Furthermore, renewable energy technologies provide benefits beyond the establishment of sustainable energy resources. For example, these technologies produce negligible amounts of greenhouse gases and other pollutants in providing energy, and they exploit domestically available energy sources, thereby reducing our dependence on both the importation of fossil fuels and the use of nuclear fuels. The market price of renewable energy technologies does not reflect the economic value of these added benefits.

    The objective of the Portunus Project is to create large, automated offshore ports that will the pace and scale of international trade. Additionally, these ports would increase the number of U.S. domestic trade vessels needed, as the imported goods would need to be transported from these offshore platforms to land-based ports such as Boston, Los Angeles, and Newark. Currently, domestic trade in the United States can only be conducted by vessels that abide by the Merchant Marine Act of 1920 – also referred to as the Jones Act. The Jones Act stipulates that vessels involved in domestic trade must be U.S. owned, U.S. built, and manned by a crew made up of U.S. citizens. The Portunus Project would increase the number of Jones Act vessels needed, which raises an interesting economic concern. Are Jones Act ships more expensive to operate than foreign vessels? Would it be more economically efficient to modify the Jones Act and allow vessels manned by foreign crews to engage in U.S. domestic trade? While opposition to altering the Jones Act is strong, it is important to consider the possibility that ship-owners who employ foreign crews will lobby for the chance to enter a growing domestic trade market. Their success would mean potential job loss for thousands of Americans currently employed in maritime trade.

    The Navajo Electrification Demonstration Project (NEDP) is a multi-year project which addresses the electricity needs of the unserved and underserved Navajo Nation, the largest American Indian tribe in the United States. The program serves to cumulatively provide off-grid electricty for families living away from the electricty infrastructure, line extensions for unserved families living nearby (less than 1/2 mile away from) the electricity, and, under the current project called NEDP-4, the construction of a substation to increase the capacity and improve the quality of service into the central core region of the Navajo Nation.

The current flow in the edge region is maintained in a direction parallel to the main current for a period of one or two of its characteristic decay times. Current from the edge region will penetrate radially into the plasma and augment the main plasma current through the mechanism of anomalous viscosity. In another aspect of the invention, current flow driven between a cathode and an anode is used to establish a start-up plasma current. The plasma-current channel is magnetically detached from the electrodes, leaving a plasma magnetically insulated from contact with any material obstructions including the cathode and anode.

    Circuits are presented for measurement of a logarithmic scale of current flowing in a high impedance. In one form of the invention the disclosed circuit is in combination with an ionization chamber to measure lonization current. The particular circuit arrangement lncludes a vacuum tube having at least one grid, an ionization chamber connected in series with a high voltage source and the grid of the vacuum tube, and a d-c amplifier feedback circuit. As the ionization chamber current passes between the grid and cathode of the tube, the feedback circuit acts to stabilize the anode current, and the feedback voltage is a measure of the logaritbm of the ionization current.

    The Healy Clean Coal Project, selected by the U.S. Department of Energy under Round 111 of the Clean Coal Technology Program, has been constructed and is currently in the Phase 111 Demonstration Testing. The project is owned and financed by the Alaska Industrial Development and Export Authority (AIDEA), and is cofunded by the U.S. Department of Energy. Construction was 100% completed in mid-November of 1997, with coal firing trials starting in early 1998. Demonstration testing and reporting of the results will take place in 1998, followed by commercial operation of the facility. The emission levels of nitrogen oxides (NOx), sulfur dioxide (S02), and particulate from this 50-megawatt plant are expected to be significantly lower than current standards.

    Most climate models are currently run with grid spacings of around 100km, which, with today’s computing power, allows for long (up to 1000 year) simulations, or ensembles of simulations to explore climate change and variability. However this grid spacing does not resolve important components of the weather/climate system such as atmospheric fronts and mesoscale systems, and ocean boundary currents and eddies. The overall aim of this project has been to look at the effect of these small-scale features on the weather/climate system using a suite of high and low resolution climate models, idealized models and observations. This project was only possible due to the highly scalable aspect of the CAM Spectral Element dynamical core, and the significant resources allocated at Yellowstone and NERSC for which we are grateful.

Mathematical constants used in Biot-Savart superposition equations are determined for the electrical device, the orientation of the apparatus, and relative magnitude of the current vector and the input current, and the apparatus utilizes magnetic field sensors oriented to a sensing plane to provide current vector location based on the solution of the Biot-Savart superposition equations. Description of required orientations between the apparatus and the electrical device are disclosed and various methods of determining the mathematical constants are presented.

    The Radiation Embrittlement Archive Project (REAP), which is being conducted by the Probabilistic Integrity Safety Assessment (PISA) Program at Oak Ridge National Laboratory under funding from the U.S. Nuclear Regulatory Commission s (NRC) Office of Nuclear Regulatory Research, aims to provide an archival source of information about the effect of neutron radiation on the properties of reactor pressure vessel (RPV) steels. Specifically, this project is an effort to create an Internet-accessible RPV steel embrittlement database. The project s website, https://reap.ornl.gov, provides information in two forms: (1) a document archive with surveillance capsule(s) reports and related technical reports, in PDF format, for the 104 commercial nuclear power plants (NPPs) in the United States, with similar reports from other countries; and (2) a relational database archive with detailed information extracted from the reports. The REAP project focuses on data collected from surveillance capsule programs for light-water moderated, nuclear power reactor vessels operated in the United States, including data on Charpy V-notch energy testing results, tensile properties, composition, exposure temperatures, neutron flux (rate of irradiation damage), and fluence, (Fast Neutron Fluence a cumulative measure of irradiation for E>1 MeV). Additionally, REAP contains data from surveillance programs conducted in other countries. REAP is presently being extended to focus on embrittlement data analysis, as well. This paper summarizes the current status of the REAP database and highlights opportunities to access the data and to participate in the project.

    The Water Power Program helps industry harness this renewable, emissions-free resource to generate environmentally sustainable and cost-effective electricity. Through support for public, private, and nonprofit efforts, the Water Power Program promotes the development, demonstration, and deployment of advanced hydropower devices and pumped storage hydropower applications. These technologies help capture energy stored by diversionary structures, increase the efficiency of hydroelectric generation, and use excess grid energy to replenish storage reserves for use during periods of peak electricity demand. In addition, the Water Power Program works to assess the potential extractable energy from domestic water resources to assist industry and government in planning for our nation’s energy future. From FY 2008 to FY 2014, DOE’s Water Power Program announced awards totaling approximately $62.5 million to 33 projects focused on hydropower. Table 1 provides a brief description of these projects.

The subsea station will reflect the integration of existing, tested, and recently developed equipment. The integration of various technologies, control, and maintenance in a subsea environment represents the challenging aspect of the project. Boosted by a helicoaxial pump, the produced multiphase effluent receives enough energy to reach either a host platform or the shore where the classical separation and treatment operations are performed. For deep offshore developments, the concept should induce a lower investment than alternative solutions. The concept should also give access to marginal fields, currently undeveloped for economical reasons, with the benefit of maximizing existing infrastructure.     This patent describes a mutual inductance differential current transducer for producing an analog voltage output signal in response to, and having a level varying linearly with respect to, and having a level varying linearly with respect to, the magnitude and rate of change of a flow of current supplied by an alternating current power line distribution system. It comprises: an elongated current conductor having first and second ends and a substantially straight axial portion therebetween of a predetermined length and defining a central axis; a generally cylindrical sleeve of conductive material of substantially the predetermined length, received coaxially over the elongated current conductor in the straight axial portion thereof and electrically insulated therefrom; a toroidal sensor coil defining a central axis and having an axial length less than approximately one-third the length of the generally cylindrical sleeve and an internal diameter substantially the same as the outer diameter of the cylindrical sleeve and sufficient to position the coil coaxially on the cylindrical sleeve. The coil being positioned coaxially thereon and generally centrally of the length thereof.

    A high-current, fast-acting switch is designed for utilization as a crowbar switch in a high-current circuit such as used to generate the magnetic confinement field of a plasma-confining and heat device, e.g., Pyrotron. The device particularly comprises a cylindrical housing containing two stationary, cylindrical contacts between which a movable contact is bridged to close the switch. The movable contact is actuated by a differential-pressure, airdriven piston assembly also within the housing. To absorb the acceleration (and the shock imparted to the device by the rapidly driven, movable contact), an adjustable air buffer assembly is provided, integrally connected to the movable contact and piston assembly. Various safety locks and circuit-synchronizing means are also provided to permit proper cooperation of the invention and the high-current circuit in which it is installed. (AEC)

    The Penobscot Nation includes 2,261 members and land holdings of 118,885 acres in various parcels located throughout northern, eastern, and western Maine, including rights to waters of the Penobscot River and many of its tributaries. The tribe is located in a region that has both a cold, harsh climate and very high energy costs. The objectives of the project are to develop an energy vision that in turn will lead to a more detailed, prioritized, long-term strategic plan. Two principle objectives are: (1) for the plan to address the cost burden of their current energy situation and explore ways to make existing tribal public facilities and private residences more energy efficient, and (2) for the plan to identify renewable energy development and production opportunities, always mindful of environmental impacts.

    A fault current limiter (FCL) includes a series of high permeability posts for collectively define a core for the FCL. A DC coil, for the purposes of saturating a portion of the high permeability posts, surrounds the complete structure outside of an enclosure in the form of a vessel. The vessel contains a dielectric insulation medium. AC coils, for transporting AC current, are wound on insulating formers and electrically interconnected to each other in a manner such that the senses of the magnetic field produced by each AC coil in the corresponding high permeability core are opposing. There are insulation barriers between phases to improve dielectric withstand properties of the dielectric medium.

    Use of high-temperature superconductors (HTSs) for current leads to deliver power to devices at liquid helium temperature can reduce refrigeration requirements to values significantly below those achievable with conventional leads. HTS leads are now near commercial realization. Argonne National Laboratory (ANL) has developed a sinter-forge process to fabricate current leads from bismuth-based superconductors. The current-carrying capacity of these leads is five times better than that of HTS leads made by a conventional fabrication process. ANL along with Superconductivity, Inc., has developed a 1500 ampere current lead for an existing superconducting magnetic energy storage (SMES) device. With Babcock & Wilcox Company, Argonne is creating 16-kiloampere leads for use in a 0.5 MWh SMES. In a third project Argonne performed characterization testing of a existing, proprietary conduction-cooled lead being developed by Zer Res Corp.

    This report presents an overview of the Breckinridge Project and summarizes the results achieved during the development phase of the project performed under a Cooperative Agreement with the United States Department of Energy. The Breckinridge Project provides for the design, construction and operation of a 50,000 barrel per day coal liquefaction facility in Breckinridge County, Kentucky. The development of the basic technology used in the Breckinridge Project dates back to the late 1950's and the invention by Hydrocarbon Research, Inc., (HRI) of the ebullated-bed reactor and the H-OIL process. The H-COAL process is based on the H-OIL technology. This coal liquefaction process produces clean low-sulfur petroleum substitutes suitable for most types of hydrocarbon-based fuel and chemical uses regardless of the sulfur content of the coal. A large H-COAL Pilot Plant in operation at Catlettsburg, Kentucky, is converting 220 tons of coal per day into 600 barrels of distillate products by catalytic hydrogenation. The estimated capital cost of the commercial facility is $3.17 billion, and the associated out-of-pocket operating cost is $18 per barrel, both in January 1981 dollars. Financial analysis shows the project to be an attractive investment under certain leveraged conditions which are possible through the assistance of the Synthetic Fuels Corporation. Ashland Synthetic Fuels, Inc. is currently working with the Synthetic Fuels Corporation and potential partners to develop financing for the commercial venture. Critical permits are being obtained and an Environmental Impact Statement is being prepared pursuant to initiating site preparation in early 1983. Commercial operations are expected to start up in early 1988.

    A current measurement technique using the magneto-optic or Faraday effect has been developed, tested and demonstrated. The device developed is a magneto-optic current Transducer (MOCT). It uses the rotation of the plane of polarization by a magnetic field exhibited in certain glasses (Faraday effect). This paper deals with the comparison of test data obtained in an extensive field evaluation of the MOCT with the design qualification data gathered during the development phase of this project. The analysis indicates that operation of the MOCT based metering system under field conditions compares favorably with performance predicted during design qualification.

    High Power Proton Accelerators (HPPAs) are studied for several projects based on high-flux neutron sources driven by proton or deuteron beams. Since the front end is considered as the most critical part of such accelerators, the two French national research agencies CEA and CNRS decided to collaborate in 1997 to study and build a High-Intensity Proton Injector (IPHI). The main objective of this project is to master the complex technologies used and the concepts of manufacturing and controlling the HPPAs. Recently, a collaboration agreement was signed with CERN and led to some evolutions in the design and in the schedule. The IPHI design current was maintained at 100 mA in Continuous Wave mode. This choice should allow to produce a high reliability beam at reduced intensity (typically 30 mA) tending to fulfill the Accelerator Driven System requirements. The output energy of the Radio Frequency Quadrupole (RFQ), was reduced from 5 to 3 MeV, allowing then the adjunction and the test, in pulsed operation of a chopper line developed by CERN for the Superconducting Proton Linac (SPL). In a final step, the IPHI RFQ and the chopper line should become parts of the SPL injector. In this paper, the IPHI project and the recent evolutions are reported together with the construction and operation schedule.

    The ATLAS Positron Experiment (APEX) is designed to investigate narrow structures observed in the energy spectra of positions and positron-electron coincidences produced in collisions of high Z ions with high Z targets at Coulomb barrier energies. The apparatus consists of a large diameter uniform-field solenoid mounted transverse to the beam direction. Scattered heavy ions are detected in a gas-counter array. Electrons and positrons transversing the solenoid are detected in highly segmented silicon arrays surrounded by position sensitive NaI detectors for positron identification. The concept of APEX and the current status of the apparatus will be discussed.

    This report describes the work performed at Berkeley Lab most recently. One of the Labs accomplishments is the publication of Scenarios of US Carbon Reductions, an analysis of the potential of energy technologies to reduce carbon emissions in the US. This analysis is described and played a key role in shaping the US position on climate change in the Kyoto Protocol negotiations. The Labs participation in the fundamental characterization of the climate change issue by the IPCC is described. Described also is a study of leaking electricity, which is stimulating an international campaign for a one-watt ceiling for standby electricity losses from appliances. This ceiling has the potential to save two-thirds of the 5% of US residential electricity currently expended on standby losses. The 54 vignettes contained in the report summarize results of research activities ranging in scale from calculating the efficacy of individual lamp ballasts to estimating the cost-effectiveness of the national Energy Star{reg_sign} labeling program, and ranging in location from a scoping study of energy-efficiency market transformation in California to development of an energy-efficiency project in the auto parts industry in Shandong Province, China.
