    nanolithographic techniques for improved spatial resolution and efficiency of zone plates. Development of large, perfect single crystals of materials other than silicon for use as beam splitters, seeding monochromators, and high-resolution analyzers. Development of improved thin-film deposition methods for fabrication of multilayer Laue lenses and high-spectral-resolution multilayer gratings. Development of supports, actuator technologies, algorithms, and controls to provide fully integrated and robust adaptive X-ray optic systems. Development of fabrication processes for refractive lenses in materials other than silicon. The workshop participants also addressed two important nontechnical areas: our relationship with industry and organization of optics within the light source facilities. Optimization of activities within these two areas could have an important effect on the effectiveness and efficiency of our overall endeavor. These are crosscutting managerial issues that we identified as areas that needed further in-depth study, but they need to be coordinated above the individual facilities. Finally, an issue that cuts across many of the optics improvements listed above is routine access to beamlines that ideally are fully dedicated to optics research and/or development. The success of the BES X-ray user facilities in serving a rapidly increasing user community has led to a squeezing of beam time for vital instrumentation activities. Dedicated development beamlines could be shared with other R&D activities, such as detector programs and novel instrument development. In summary, to meet the challenges of providing the highest-quality X-ray beams for users and to fully utilize the high-brightness sources of today and those that are on the horizon, it will be critical to make strategic investments in X-ray optics R&D. This report can provide guidance and direction for effective use of investments in the field of X-ray optics and potential approaches to develop a better

    On February 2, 2015 the Offices of High Energy Physics (HEP) and Basic Energy Sciences (BES) convened a Round Table discussion among a group of physicists on ‘Common Problems in Condensed Matter and High Energy Physics’. This was motivated by the realization that both fields deal with quantum many body problems, share many of the same challenges, use quantum field theoretical approaches and have productively interacted in the past. The meeting brought together physicists with intersecting interests to explore recent developments and identify possible areas of collaboration.... Several topics were identified as offering great opportunity for discovery and advancement in both condensed matter physics and particle physics research. These included topological phases of matter, the use of entanglement as a tool to study nontrivial quantum systems in condensed matter and gravity, the gauge-gravity duality, non-Fermi liquids, the interplay of transport and anomalies, and strongly interacting disordered systems. Many of the condensed matter problems are realizable in laboratory experiments, where new methods beyond the usual quasi-particle approximation are needed to explain the observed exotic and anomalous results. Tools and techniques such as lattice gauge theories, numerical simulations of many-body systems, and tensor networks are seen as valuable to both communities and will likely benefit from collaborative development.

    On March 18-21, 2002, the Department of Energy, Office of Nuclear Energy, Science, and Technology (NE) and the Office of Basic Energy Sciences (BES) sponsored a workshop to identify needs and opportunities for materials research aimed at performance improvements of structural materials in higher temperature reactors. The workshop focused discussion around the reactor concepts proposed as part of the Generation IV Nuclear Energy System Roadmap. The goal of the Generation IV initiative is to make revolutionary improvements in nuclear energy system design in the areas of sustainability, economics, safety and reliability. The Generation IV Nuclear Energy Systems Roadmap working groups have identified operation at higher temperature as an important step in improving economic performance and providing a means for nuclear energy to support thermochemical production of hydrogen. However, the move to higher operating temperatures will require the development and qualification of advanced materials to perform in the more challenging environment. As part of the process of developing advanced materials for these reactor concepts, a fundamental understanding of materials behavior must be established and the data-base defining critical performance limitations of these materials under irradiation must be developed. This workshop reviewed potential reactor designs and operating regimes, potential materials for application in high-temperature reactor environments, anticipated degradation mechanisms, and research necessary to understand and develop reactor materials capable of satisfactory performance while subject to irradiation damage at high temperature. The workshop brought together experts from the reactor materials and fundamental materials science communities to identify research and development needs and opportunities to provide optimum high temperature nuclear energy system structural materials.

    The heterogeneous reaction of hydroxyl radicals (OH) with squalane and bis(2-ethylhexyl) sebacate (BES) particles are used as model systems to examine how distributions of reactionproducts evolve during the oxidation of chemically reduced organic aerosol. A kinetic model of multigenerational chemistry, which is compared to previously measured (squalane) and new(BES) experimental data, reveals that it is the statistical mixtures of different generations of oxidation products that control the average particle mass and elemental composition during thereaction. The model suggests that more highly oxidized reaction products, although initially formed with low probability, play a large role in the production of gas phase reaction products.In general, these results highlight the importance of considering atmospheric oxidation as a statistical process, further suggesting that the underlying distribution of molecules could playimportant roles in aerosol formation as well as in the evolution of key physicochemical properties such as volatility and hygroscopicity.

    The NRC staff uses probabilistic risk assessment (PRA) and risk management as important elements its licensing and regulatory processes. In October 1991, the NRC`s Executive Director for Operations established the PRA Working Group to address concerns identified by the Advisory Committee on Reactor Safeguards with respect to unevenness and inconsistency in the staff`s current uses of PRA. After surveying current staff uses of PRA and identifying needed improvements, the Working Group defined a set of basic principles for staff PRA use and identified three areas for improvements: guidance development, training enhancements, and PRA methods development. For each area of improvement, the Working Group took certain actions and recommended additional work. The Working Group recommended integrating its work with other recent PRA-related activities the staff completed and improving staff interactions with PRA users in the nuclear industry. The Working Group took two key actions by developing general guidance for two uses of PRA within the NRC (that is, screening or prioritizing reactor safety issues and analyzing such issues in detail) and developing guidance on basic terms and methods important to the staff`s uses of PRA.

    The report provides semiannual 20-year forecasts of electricity and primary fuel prices. Its purposes is to review current and past trends in energy prices as well as report on the California Energy Commission staff's periodic price forecasts. Both in actual and inflation-adjusted terms, energy prices are expected to continue to rise in the next 20 years, although not at the extreme rates witnessed during the 1973-1974 oil embargo and again in 1979. The impact of rising energy prices of electricity, natural gas, gasoline, coal, and petroleum on a hypothetical California household's energy bill (based on estimated 1980 consumption) is characterized. Although price increases will not be easy to sustain, the proven and anticipated abilities of households and businesses to adjust to higher prices will mitigate the impacts of higher energy prices so that they are consistent with a growing state economy and improved standard of living.

    This report is an issue of the original draft copy of the Interim Staff Report on Uranium Exploration on the Colorado Plateau, dated June 1951. The original draft copy was only recently located and is being published at this time because of the interest in the contained historical content. The table of contents of this report lists: history of uranium mining; geology; proposed program for the geologic investigations section; general activities of industry and government; and future exploration of sedimentary uranium deposits and anticipated results. Under the proposed program section are: future of the copper-uranium deposits as a source of uranium; uraniferous asphaltite deposits; and commission exploration and future possibilities. The section on general activities of industry and government includes: exploratory and development drilling; field investigations and mapping; early geologic investigations and investigations by the US geological survey; and geophysical exploration. Tables are also presented on: uranium production by districts; US Geological survey drilling statistics; Colorado Exploration Branch drilling statistics; summary of drilling projects; and comparative yearly core-drill statistics on the Colorado Plateau.

    Intense magnetic fields are an essential tool for understanding layered superconductors. Fundamental electronic properties of organic superconductors are revealed in intense (60 tesla) magnetic fields. Properties such as the topology of the Fermi surface and the nature of the superconducting order parameter are revealed. With modest maximum critical temperatures~13K the charge transfer salt organic superconductors prove to be incredibly valuable materials as their electronically clean nature and layered (highly anisotropic) structures yield insights to the high temperature superconductors. Observation of de Haas-van Alphen and Shubnikov-de Haas quantum oscillatory phenomena, magnetic field induced superconductivity and re-entrant superconductivity are some of the physical phenomena observed in the charge transfer organic superconductors. In this talk, I will discuss the nature of organic superconductors and give an overview of the generation of intense magnetic fields; from the 60 tesla millisecond duration to the extreme 1000 tesla microsecond pulsed magnetic fields.

    The International Energy: Research Organizations publication contains the standardized names of energy research organizations used in energy information databases. Involved in this cooperative task are (1) the technical staff of the USDOE Office of Scientific and Technical Information (OSTI) in cooperation with the member countries of the Energy Technology Data Exchange (ETDE) and (2) the International Nuclear Information System (INIS). This publication identifies current organizations doing research in all energy fields, standardizes the format for recording these organization names in bibliographic citations, assigns a numeric code to facilitate data entry, and identifies report number prefixes assigned by these organizations. These research organization names may be used in searching the databases Energy Science Technology'' on DIALOG and Energy'' on STN International. These organization names are also used in USDOE databases on the Integrated Technical Information System. Research organizations active in the past five years, as indicated by database records, were identified to form this publication. This directory includes approximately 34,000 organizations that reported energy-related literature from 1986 to 1990 and updates the DOE Energy Data Base: Corporate Author Entries.

  7. NRC (Nuclear Regulatory Commission) staff evaluation of the General Electric Company Nuclear Reactor Study (''Reed Report'')

    In 1975, the General Electric Company (GE) published a Nuclear Reactor Study, also referred to as ''the Reed Report,'' an internal product-improvement study. GE considered the document ''proprietary'' and thus, under the regulations of the Nuclear Regulatory Commission (NRC), exempt from mandatory public disclosure. Nonetheless, members of the NRC staff reviewed the document in 1976 and determined that it did not raise any significant new safety issues. The staff also reached the same conclusion in subsequent reviews. However, in response to recent inquiries about the report, the staff reevaluated the Reed Report from a 1987 perspective. This re-evaluation, documented in this staff report, concluded that: (1) there are no issues raised in the Reed Report that support a need to curtail the operation of any GE boiling water reactor (BWR); (2) there are no new safety issues raised in the Reed Report of which the staff was unaware; and (3) although certain issues addressed by the Reed Report are still being studied by the NRC and the industry, there is no basis for suspending licensing and operation of GE BWR plants while these issues are being resolved.

    To develop state-of-the-art instrumentation required for experimental research programs at BNL, and to maintain the expertise and facilities in specialized high technology areas essential for this work. Development of facilities is motivated by present BNL research programs and anticipated future directions of BNL research. The Division's research efforts also have a significant impact on programs throughout the world that rely on state-of-the-art radiation detectors and readout electronics. Our staff scientists are encouraged to: Become involved in challenging problems in collaborations with other scientists; Offer unique expertise in solving problems; and Develop new devices and instruments when not commercially available. Scientists from other BNL Departments are encouraged to bring problems and ideas directly to the Division staff members with the appropriate expertise. Division staff is encouraged to become involved with research problems in other Departments to advance the application of new ideas in instrumentation. The Division Head integrates these efforts when they evolve into larger projects, within available staff and budget resources, and defines the priorities and direction with concurrence of appropriate Laboratory program leaders. The Division Head also ensures that these efforts are accompanied by strict adherence to all ES and H regulatory mandates and policies of the Laboratory. The responsibility for safety and environmental protection is integrated with supervision of particular facilities and conduct of operations.

    The primary goal of this project is to explore the fundamental deformation and failure mechanisms for magnesium with a hexagonal close packed (HCP) crystal structure. It is critical to perform this project for a number of reasons. First, magnesium is the lightest structural metal and its application in various structural components can save the final component weight. Second, the weight reduction from the usage of magnesium-based structural components in transportation vehicles such as automobiles and aircrafts can improve fuel efficiency and reduce the greenhouse gas emissions. Third, structural components often experience dynamic loading such as cyclic loading conditions. Fourth, magnesium with a HCP crystal structure generally has its special deformation responses under loading conditions. This project investigated magnesium based materials (magnesium single crystal, pure polycrystalline magnesium, and some magnesium alloys) under various loading conditions, and also explored some processing routes to manipulate the microstructure and mechanical properties of magnesium. The research results were published in a number of articles and also disseminated through presentations in various conferences such as TMS annual meetings, MRS meetings, the international Plasticity conferences, the Pacific Rim International Congress on Advanced Materials and Processing, and AeroMat. In addition to the contribution to the research/academic community, this project is also beneficial to the general public. With the actual usage of magnesium in the passenger cars, the weight reduction and fuel consumption reduction will save the fuel bill of individual owners.

    Communication plays a fundamental role in science and engineering disciplines. However, many higher education programs provide little, if any, technical communication coursework. Without strong communication skills scientists and engineers have less opportunity to publish, obtain competitive research funds, or grow their careers. This article describes the role of scientific communication training as an innovative staff development program in a learning-intensive workplace – a national scientific research and development laboratory. The findings show that involvement in the workshop has increased overall participating staff annual publications by an average of 61 percent compared to their pre-workshop publishing performance as well as confidence level in their ability to write and publish peer-reviewed literature. Secondary benefits include improved information literacy skills and the development of informal communities of practice. This work provides insight into adult education in the workplace.
