    The Energy Sciences Network (ESnet) is the primary provider of network connectivityfor the US Department of Energy Office of Science (SC), the single largest supporter of basic research in the physical sciences in the United States. In support of the Office ofScience programs, ESnet regularly updates and refreshes its understanding of the networking requirements of the instruments, facilities, scientists, and science programs that it serves. This focus has helped ESnet to be a highly successful enabler of scientific discovery for over 20 years.

    On March 18-21, 2002, the Department of Energy, Office of Nuclear Energy, Science, and Technology (NE) and the Office of Basic Energy Sciences (BES) sponsored a workshop to identify needs and opportunities for materials research aimed at performance improvements of structural materials in higher temperature reactors. The workshop focused discussion around the reactor concepts proposed as part of the Generation IV Nuclear Energy System Roadmap. The goal of the Generation IV initiative is to make revolutionary improvements in nuclear energy system design in the areas of sustainability, economics, safety and reliability. The Generation IV Nuclear Energy Systems Roadmap working groups have identified operation at higher temperature as an important step in improving economic performance and providing a means for nuclear energy to support thermochemical production of hydrogen. However, the move to higher operating temperatures will require the development and qualification of advanced materials to perform in the more challenging environment. As part of the process of developing advanced materials for these reactor concepts, a fundamental understanding of materials behavior must be established and the data-base defining critical performance limitations of these materials under irradiation must be developed. This workshop reviewed potential reactor designs and operating regimes, potential materials for application in high-temperature reactor environments, anticipated degradation mechanisms, and research necessary to understand and develop reactor materials capable of satisfactory performance while subject to irradiation damage at high temperature. The workshop brought together experts from the reactor materials and fundamental materials science communities to identify research and development needs and opportunities to provide optimum high temperature nuclear energy system structural materials.

    The primary goal of this project is to explore the fundamental deformation and failure mechanisms for magnesium with a hexagonal close packed (HCP) crystal structure. It is critical to perform this project for a number of reasons. First, magnesium is the lightest structural metal and its application in various structural components can save the final component weight. Second, the weight reduction from the usage of magnesium-based structural components in transportation vehicles such as automobiles and aircrafts can improve fuel efficiency and reduce the greenhouse gas emissions. Third, structural components often experience dynamic loading such as cyclic loading conditions. Fourth, magnesium with a HCP crystal structure generally has its special deformation responses under loading conditions. This project investigated magnesium based materials (magnesium single crystal, pure polycrystalline magnesium, and some magnesium alloys) under various loading conditions, and also explored some processing routes to manipulate the microstructure and mechanical properties of magnesium. The research results were published in a number of articles and also disseminated through presentations in various conferences such as TMS annual meetings, MRS meetings, the international Plasticity conferences, the Pacific Rim International Congress on Advanced Materials and Processing, and AeroMat. In addition to the contribution to the research/academic community, this project is also beneficial to the general public. With the actual usage of magnesium in the passenger cars, the weight reduction and fuel consumption reduction will save the fuel bill of individual owners.

    Effective storage of hydrogen presents one of the most significant technical gaps to successful implementation of the hydrogen economy, particularly for transportation applications. Amine boranes, such as ammonia borane H3NBH3 and ammonia triborane H3NB3H7, have been identified as promising, high-capacity chemical hydrogen storage media containing potentially readily released protic (N-H) and hydridic (B-H) hydrogens. At the outset of our studies, dehydrogenation of ammonia borane had been studied primarily in the solid state, but our DOE sponsored work clearly demonstrated that ionic liquids, base-initiators and/or metal-catalysts can each significantly increase both the rate and extent of hydrogen release from amine boranes under moderate conditions. Our studies also showed that depending upon the activation method, hydrogen release from amine boranes can occur by very different mechanistic steps and yield different types of spent-fuel materials. The fundamental understanding that was developed during this grant of the pathways and controlling factors for each of these hydrogen-release mechanisms is now enabling continuing discovery and optimization of new chemical-hydride based hydrogen storage systems.

    The FY 1996 budget presentation is organized by the Department`s major business lines. An accompanying chart displays the request for new budget authority. The report compares the budget request for FY 1996 with the appropriated FY 1995 funding levels displayed on a comparable basis. The FY 1996 budget represents the first year of a five year plan in which the Department will reduce its spending by $15.8 billion in budget authority and by $14.1 billion in outlays. FY 1996 is a transition year as the Department embarks on its multiyear effort to do more with less. The Budget Highlights are presented by business line; however, the fifth business line, Economic Productivity, which is described in the Policy Overview section, cuts across multiple organizational missions, funding levels and activities and is therefore included in the discussion of the other four business lines.

    Accurate assessment of anthropogenic carbon dioxide (CO2) emissions and their redistribution among the atmosphere, ocean, and terrestrial biosphere is important to better understand the global carbon cycle, support the development of climate policies, and project future climate change. Here we describe data sets and a methodology to quantify all major components of the global carbon budget, including their uncertainties, based on the combination of a range of data, algorithms, statistics, and model estimates and their interpretation by a broad scientific community. We discuss changes compared to previous estimates, consistency within and among components, alongside methodology and data limitations. CO2 emissionsmore » from fossil fuel combustion and cement production (EFF) are based on energy statistics and cement production data, respectively, while emissions from land-use change (ELUC), mainly deforestation, are based on combined evidence from land-cover-change data, fire activity associated with deforestation, and models. The global atmospheric CO2 concentration is measured directly and its rate of growth (GATM) is computed from the annual changes in concentration. The mean ocean CO2 sink (SOCEAN) is based on observations from the 1990s, while the annual anomalies and trends are estimated with ocean models. The variability in SOCEAN is evaluated with data products based on surveys of ocean CO2 measurements. The global residual terrestrial CO2 sink (SLAND) is estimated by the difference of the other terms of the global carbon budget and compared to results of independent dynamic global vegetation models forced by observed climate, CO2, and land-cover-change (some including nitrogen–carbon interactions). We compare the mean land and ocean fluxes and their variability to estimates from three atmospheric inverse methods for three broad latitude bands. All uncertainties are reported as ±1σ;, reflecting the current capacity to characterise the annual estimates of each component of the global carbon budget. For the last decade available (2004–2013), EFF was 8.9 ± 0.4 GtC yr⁻¹,ELUC 0.9 ± 0.5 GtC yr⁻¹, GATM 4.3 ± 0.1 GtC yr⁻¹, SOCEAN 2.6 ± 0.5 GtC yr⁻¹, and SLAND 2.9 ± 0.8 GtC yr⁻¹. For year 2013 alone, EFF grew to 9.9 ± 0.5 GtC yr⁻¹, 2.3% above 2012, continuing the growth trend in these emissions, ELUC was 0.9 ± 0.5 GtC yr⁻¹, GATM was 5.4 ± 0.2 GtC yr⁻¹, SOCEAN was 2.9 ± 0.5 GtC yr⁻¹, and SLAND was 2.5 ± 0.9 GtC yr⁻¹. GATM was high in 2013, reflecting a steady increase in EFF and smaller and opposite changes between SOCEAN and SLAND compared to the past decade (2004–2013). The global atmospheric CO2 concentration reached 395.31 ± 0.10 ppm averaged over 2013. We estimate that EFF will increase by 2.5% (1.3–3.5%) to 10.1 ± 0.6 GtC in 2014 (37.0 ± 2.2 GtCO2 yr⁻¹), 65% above emissions in 1990, based on projections of world gross domestic product and recent changes in the carbon intensity of the global economy. From this projection of EFF and assumed constant ELUC for 2014, cumulative emissions of CO2 will reach about 545 ± 55 GtC (2000 ± 200 GtCO2) for 1870–2014, about 75% from EFF and 25% from ELUC.     Several scenarios exist in the modern interconnected world which call for efficient network interdiction algorithms. Applications are varied, including computer network security, prevention of spreading of Internet worms, policing international smuggling networks, controlling spread of diseases and optimizing the operation of large public energy grids. In this paper we consider some natural network optimization questions related to the budget constrained interdiction problem over general graphs. Many of these questions turn out to be computationally hard to tackle. We present a particularly interesting practical form of the interdiction question which we show to be computationally tractable. A polynomial time algorithm is then presented for this problem.
