    The Environmental Molecular Sciences Laboratory (EMSL), a scientific user facility managed by Pacific Northwest National Laboratory for the U.S. Department of Energy, Office of Biological and Environmental Research (BER), conducted a one-day workshop on August 26, 2014 on the topic of “Multiscale Computation: Needs and Opportunities for BER Science.” Twenty invited participants, from various computational disciplines within the BER program research areas, were charged with the following objectives; Identify BER-relevant models and their potential cross-scale linkages that could be exploited to better connect molecular-scale research to BER research at larger scales and; Identify critical science directions that will motivate EMSL decisions regarding future computational (hardware and software) architectures.

    The Energy Sciences Network (ESnet) is the primary provider of network connectivity for the US Department of Energy Office of Science, the single largest supporter of basic research in the physical sciences in the United States of America. In support of the Office of Science programs, ESnet regularly updates and refreshes its understanding of the networking requirements of the instruments, facilities, scientists, and science programs that it serves. This focus has helped ESnet to be a highly successful enabler of scientific discovery for over 20 years. In July 2007, ESnet and the Biological and Environmental Research (BER) Program Office of the DOE Office of Science organized a workshop to characterize the networking requirements of the science programs funded by the BER Program Office. These included several large programs and facilities, including Atmospheric Radiation Measurement (ARM) Program and the ARM Climate Research Facility (ACRF), Bioinformatics and Life Sciences Programs, Climate Sciences Programs, the Environmental Molecular Sciences Laboratory at PNNL, the Joint Genome Institute (JGI). National Center for Atmospheric Research (NCAR) also participated in the workshop and contributed a section to this report due to the fact that a large distributed data repository for climate data will be established at NERSC, ORNL and NCAR, and this will have an effect on ESnet. Workshop participants were asked to codify their requirements in a 'case study' format, which summarizes the instruments and facilities necessary for the science and the process by which the science is done, with emphasis on the network services needed and the way in which the network is used. Participants were asked to consider three time scales in their case studies--the near term (immediately and up to 12 months in the future), the medium term (3-5 years in the future), and the long term (greater than 5 years in the future). In addition to achieving its goal of collecting and characterizing the network requirements of the science endeavors funded by the BER Program Office, the workshop emphasized some additional points. These included the need for a future ESnet presence in the Denver area, a desire for ESnet to continue support of collaboration services, and the need for ESnet to support dedicated bandwidth or 'virtual circuit' services. In addition, it is clear that the BER facilities are going to experience significant growth in data production over the next 5 years. The reasons for this vary (model resolution and supercomputer allocations for climate, detector upgrades for EMSL and ARM, sequencing hardware upgrades for JGI), but all indicators point to significant growth in data volumes over the near to medium term. This growth in data volume, combined with the ever-expanding scope of scientific collaboration, will continue to demand ever-increasing bandwidth, reliability and service richness from the networks that support DOE science.

    The crystallization of the brazil nut allergen Ber e 2 is reported. Peanut and tree-nut allergies have attracted considerable attention because of their frequency and their lifelong persistence. Brazil-nut (Bertholletia excelsa) allergies have been well documented and the 11S legumin-like seed storage protein Ber e 2 (excelsin) is one of the two known brazil-nut allergens. In this study, Ber e 2 was extracted from brazil-nut kernels and purified to high purity by crystalline precipitation and gel-filtration chromatography. Well diffracting single crystals were obtained using the hanging-drop vapour-diffusion method. A molecular-replacement structural solution has been obtained. Refinement of the structure is currently under way.

    Accurate assessment of anthropogenic carbon dioxide (CO2) emissions and their redistribution among the atmosphere, ocean, and terrestrial biosphere is important to better understand the global carbon cycle, support the development of climate policies, and project future climate change. Here we describe data sets and a methodology to quantify all major components of the global carbon budget, including their uncertainties, based on the combination of a range of data, algorithms, statistics, and model estimates and their interpretation by a broad scientific community. We discuss changes compared to previous estimates, consistency within and among components, alongside methodology and data limitations. CO2 emissionsmore »from fossil fuel combustion and cement production (EFF) are based on energy statistics and cement production data, respectively, while emissions from land-use change (ELUC), mainly deforestation, are based on combined evidence from land-cover-change data, fire activity associated with deforestation, and models. The global atmospheric CO2 concentration is measured directly and its rate of growth (GATM) is computed from the annual changes in concentration. The mean ocean CO2 sink (SOCEAN) is based on observations from the 1990s, while the annual anomalies and trends are estimated with ocean models. The variability in SOCEAN is evaluated with data products based on surveys of ocean CO2 measurements. The global residual terrestrial CO2 sink (SLAND) is estimated by the difference of the other terms of the global carbon budget and compared to results of independent dynamic global vegetation models forced by observed climate, CO2, and land-cover-change (some including nitrogen–carbon interactions). We compare the mean land and ocean fluxes and their variability to estimates from three atmospheric inverse methods for three broad latitude bands. All uncertainties are reported as ±1?;, reflecting the current capacity to characterise the annual estimates of each component of the global carbon budget. For the last decade available (2004–2013), EFF was 8.9 ± 0.4 GtC yr?¹,ELUC 0.9 ± 0.5 GtC yr?¹, GATM 4.3 ± 0.1 GtC yr?¹, SOCEAN 2.6 ± 0.5 GtC yr?¹, and SLAND 2.9 ± 0.8 GtC yr?¹. For year 2013 alone, EFF grew to 9.9 ± 0.5 GtC yr?¹, 2.3% above 2012, continuing the growth trend in these emissions, ELUC was 0.9 ± 0.5 GtC yr?¹, GATM was 5.4 ± 0.2 GtC yr?¹, SOCEAN was 2.9 ± 0.5 GtC yr?¹, and SLAND was 2.5 ± 0.9 GtC yr?¹. GATM was high in 2013, reflecting a steady increase in EFF and smaller and opposite changes between SOCEAN and SLAND compared to the past decade (2004–2013). The global atmospheric CO2 concentration reached 395.31 ± 0.10 ppm averaged over 2013. We estimate that EFF will increase by 2.5% (1.3–3.5%) to 10.1 ± 0.6 GtC in 2014 (37.0 ± 2.2 GtCO2 yr?¹), 65% above emissions in 1990, based on projections of world gross domestic product and recent changes in the carbon intensity of the global economy. From this projection of EFF and assumed constant ELUC for 2014, cumulative emissions of CO2 will reach about 545 ± 55 GtC (2000 ± 200 GtCO2) for 1870–2014, about 75% from EFF and 25% from ELUC. This paper documents changes in the methods and data sets used in this new carbon budget compared with previous publications of this living data set (Le Quéré et al., 2013, 2014).     The U.S. Congress has determined that the safe use of nuclear materials for peaceful purposes is a legitimate and important national goal. It has entrusted the Nuclear Regulatory Commission (NRC) with the primary Federal responsibility for achieving that goal. The NRC`s mission, therefore, is to regulate the Nation`s civilian use of byproduct, source, and special nuclear materials to ensure adequate protection of public health and safety, to promote the common defense and security, and to protect the environment. The NRC`s FY 1998 budget requests new budget authority of $481,300,000 to be funded by two appropriations - one is the NRC`s Salaraies and Expenses appropriation for $476,500,000, and the other is NRC`s Office of Inspector General appropriation for $4,800,000. Of the funds appropriated to the NRC`s Salaries and Expenses, $17,000,000, shall be derived from the Nuclear Waste Fund and $2,000,000 shall be derived from general funds. The proposed FY 1998 appropriation legislation would also exempt the $2,000,000 for regulatory reviews and other assistance provided to the Department of Energy from the requirement that the NRC collect 100 percent of its budget from fees. The sums appropriated to the NRC`s Salaries and Expenses and NRC`s Office of Inspector General shall be reduced by the amount of revenues received during FY 1998 from licensing fees, inspection services, and other services and collections, so as to result in a final FY 1998 appropriation for the NRC of an estimated $19,000,000 - the amount appropriated from the Nuclear Waste Fund and from general funds. Revenues derived from enforcement actions shall be deposited to miscellaneous receipts of the Treasury.

    Several scenarios exist in the modern interconnected world which call for efficient network interdiction algorithms. Applications are varied, including computer network security, prevention of spreading of Internet worms, policing international smuggling networks, controlling spread of diseases and optimizing the operation of large public energy grids. In this paper we consider some natural network optimization questions related to the budget constrained interdiction problem over general graphs. Many of these questions turn out to be computationally hard to tackle. We present a particularly interesting practical form of the interdiction question which we show to be computationally tractable. A polynomial time algorithm is then presented for this problem.

    On behalf of the Subsurface Biogeochemical Research (SBR) program managers in the Climate and Environmental Sciences Division (CESD), Office of Biological and Environmental Research (BER), welcome to the 2011 SBR Principal Investigators meeting. Thank you in advance for your attendance and your presentations at this year's meeting. As the events in Japan continue to unfold, we are all reminded that the research we perform on radionuclide behavior in the environment has implications beyond legacy waste cleanup and in fact has its place in the discussion on the expanded use of nuclear power. As in the past, there are three broad objectives to the Principal Investigators meeting: (1) to provide opportunities to share research results and promote interactions among the SBR scientists and other invited guests; (2) to evaluate the progress of each project within the program; and (3) to showcase the scientific expertise and research progress over the past year to senior managers within the DOE Office of Science, the technology offices within DOE, and other invited attendees from other Federal Agencies. This past year has seen a few significant changes within BER and within the SBR program. In November, our Associate Director for BER, Anna Palmisano, retired from Federal service. Just this month, Dr. Sharlene Weatherwax (Division Director for Biological Systems Sciences) has been named as the new Associate Director for BER. In August, BER welcomed Dr. Gary Geernaert as the new Division Director for CESD. Gary joins the division from Los Alamos National Laboratory with a background in atmospheric science. Within the SBR program, a new Strategic Plan was completed last June (currently posted on the SBR and the Office of Science website). The new strategic plan is intended to foster integration within the Environmental Systems Science portion of the BER budget that includes both SBR and Terrestrial Ecosystem Sciences (TES). Both these programs share a goal of advancing a predictive understanding of environmental processes and utilizing iterative, multidisciplinary approaches to understand complex environmental systems of relevance to DOE. CESD in general is undergoing continued discussions on integration among its programs in an effort to develop a new strategic plan for the division. This effort also includes identifying opportunities for integration with BER's Biological Systems Science Division (BSSD). The program this year includes three poster presentation sessions, six plenary sessions, and three breakout sessions. The plenary session on Tuesday morning will feature introductory presentations by BER program staff and three keynote addresses from Dr. Ken Bencala (USGS), Dr. Michael (Mick) Follows (MIT) and Dr. Sue Brantley (PSU) that will lead into three breakout sessions Tuesday afternoon. The breakout sessions are intended to highlight key developments in SBR research and foster a dialog among session participants on scientific paths forward in each particular area. The SBR program managers are asking for input from the SBR community at these sessions to help guide future efforts and/or identify areas of integration within BER programs. On Wednesday, plenary sessions will continue in the morning, followed by an early afternoon poster session. After an extended break for lunch, plenary sessions will continue in the afternoon, followed by an evening poster session. Thursday's plenary session will focus on selected highlights of research efforts at the IFRC sites and on a new potential TES field effort in the Arctic. This new field site is an obvious point of integration between the SBR and TES programs.

    The project yielded papers on fluxes (energy, water and carbon dioxide)between each ecosystem and the atmosphere, and explained the temporal dynamics of fluxes based on intrinsic (physiology, canopy leaf area and structure) and extrinsic (atmospheric and edaphic conditions). Comparisons between any two of the ecosystems, and among all three followed, attributing differences in behavior to different patterns of phenology and differential sensitivities to soil and atmospheric humidity. Finally, data from one-to-three of the ecosystems (incorporated into FluxNet data archive) were used in syntheses across AmeriFlux sites and even more broadly across FluxNet sites.

    This report documents The Nambe Pueblo Water Budget and Water Forecasting model. The model has been constructed using Powersim Studio (PS), a software package designed to investigate complex systems where flows and accumulations are central to the system. Here PS has been used as a platform for modeling various aspects of Nambe Pueblo's current and future water use. The model contains three major components, the Water Forecast Component, Irrigation Scheduling Component, and the Reservoir Model Component. In each of the components, the user can change variables to investigate the impacts of water management scenarios on future water use. The Water Forecast Component includes forecasting for industrial, commercial, and livestock use. Domestic demand is also forecasted based on user specified current population, population growth rates, and per capita water consumption. Irrigation efficiencies are quantified in the Irrigated Agriculture component using critical information concerning diversion rates, acreages, ditch dimensions and seepage rates. Results from this section are used in the Water Demand Forecast, Irrigation Scheduling, and the Reservoir Model components. The Reservoir Component contains two sections, (1) Storage and Inflow Accumulations by Categories and (2) Release, Diversion and Shortages. Results from both sections are derived from the calibrated Nambe Reservoir model where historic, pre-dam or above dam USGS stream flow data is fed into the model and releases are calculated.

    We investigate the free magnetic energy and relative magnetic helicity budgets of solar quiet regions. Using a novel non-linear force-free method requiring single solar vector magnetograms we calculate the instantaneous free magnetic energy and relative magnetic helicity budgets in 55 quiet-Sun vector magnetograms. As in a previous work on active regions, we construct here for the first time the (free) energy-(relative) helicity diagram of quiet-Sun regions. We find that quiet-Sun regions have no dominant sense of helicity and show monotonic correlations a) between free magnetic energy/relative helicity and magnetic network area and, consequently, b) between free magnetic energy and helicity. Free magnetic energy budgets of quiet-Sun regions represent a rather continuous extension of respective active-region budgets towards lower values, but the corresponding helicity transition is discontinuous due to the incoherence of the helicity sense contrary to active regions.     During April, several Congressional committees held hearings on the FY 1994 budget submitted by the Department of Energy (DOE). DOE has requested a total nuclear energy budget of $165 million, reduced from $299.3 million in FY 1993. Energy Secretary Hazel O'Leary and acting Assistant Secretary for Nuclear Energy, Mr. E.C. Brolin, testified that DOE intends to continue to fund research for light water reactors (LWR) at a level of $57.8 million during FY 1994, a slight decline from the $58.7 million requested for FY 1993. The LWR program funding will allow work to continue on the standardization and design certification programs. However, DOE's proposed $45 million budget cut, to only $15 million, for funding of advanced nuclear research and development programs has been sharply criticized by nuclear industry supporters in Congress. The Nuclear Regulatory Commission's (NRC) Chairman, Ivan Selin, testified before the House Energy and Water Appropriations Subcommittee regarding NRC's budget request. NRC is requesting $547.7 million for FY 1994, an increase of 1.5 percent over the FY 1993 budget.

    We consider here the resource budget model of plant energy resources, which characterizes the ecological alternate bearing phenomenon in fruit crops, in which high and low yields occur in alternate years. The resource budget model is a tent-type map, which we study in detail. An infinite number of chaotic bands are observed in this map, which are separated by periodic unstable fixed points. These $m$ bands chaotic attractors become m/2 bands when the period-m unstable fixed points simultaneously collide with the chaotic bands. The distance between two sets of coexisting chaotic bands that are separated by a period-1 unstable fixed point is discussed. We explore the effects of varying a range of parameters of the model. The presented results explain the characteristic behavior of the alternate bearing estimated from the real field data. Effect of noise are also explored. The significance of these results to ecological perspectives of the alternate bearing phenomenon are highlighted.

    Energy Secretary Hazel O'Leary officially unveiled the Energy Department's $19.6 billion fiscal 1994 budget, adding the theme - changed priorities' - and some details to a budget proposal that many in the industry already had seen. Those changed priorities are everywhere: Defense programs, which traditionally has been the largest single program in DOE's budget, now follows environmental restoration and waste management in the budget queue. The department's fiscal 1994 budget, proposes $6.5 billion for ERWM and $5.9 billion for defense. Consistent with President Clinton's stated goals during his campaign and recent DOE pronouncements that deemphasize the department's commitment to nuclear power, DOE is proposing nuclear research and development funding levels that are 45 percent lower than in fiscal 1993. Conversely, funding for energy efficiency and renewables is hot: it is slated to rise 34 percent over this year's budget - crossing the billion-dollar mark for the first time since Jimmy Carter's final budget in fiscal 1981.

Thus, nuclear weapons programs, once defended as necessary to protect the nation's security, are being diminished or phased out while support for environmental programs is being increased. Caught in the middle is total R and D, which is slated to increase 2.8% to $7.4 billion in fiscal 1994. For fiscal 1994, President Bill Clinton is asking for a total of $19.6 billion for DOE, a 3% increase from fiscal 1993.     A significant portion of stratospheric air chemistry is influenced by the existence of carbonyl sulfide (COS). This ubiquitous sulfur gas represents a major source of sulfur to the stratosphere where it is converted to sulfuric acid aerosol particles. Stratospheric aerosols are climatically important because they scatter incoming solar radiation back to space and are able to increase the catalytic destruction of ozone through gas phase reactions on particle surfaces. COS is primarily formed at the surface of the earth, in both marine and terrestrial environments, and is strongly linked to natural biological processes. However, many gaps in the understanding of the global COS cycle still exist, which has led to a global atmospheric budget that is out of balance by a factor of two or more, and a lack of understanding of how human activity has affected the cycling of this gas. The goal of this study was to focus on COS in the marine environment by investigating production/destruction mechanisms and recalculating the ocean-atmosphere flux.

    Inversions of atmospheric CO2 mixing ratio measurements to determine CO2 sources and sinks are typically limited to coarse spatial and temporal resolution. This limits our ability to evaluate efforts to upscale chamber- and stand-level CO2 flux measurements to regional scales, where coherent climate and ecosystem mechanisms govern the carbon cycle. As a step towards the goal of implementing atmospheric budget or inversion methodology on a regional scale, a network of five relatively inexpensive CO2 mixing ratio measurement systems was deployed on towers in northern Wisconsin. Four systems were distributed on a circle of roughly 150-km radius, surrounding one centrally located system at the WLEF tower near Park Falls, WI. All measurements were taken at a height of 76 m AGL. The systems used single-cell infrared CO2 analyzers (Licor, model LI-820) rather than the siginificantly more costly two-cell models, and were calibrated every two hours using four samples known to within ± 0.2 ppm CO2. Tests prior to deployment in which the systems sampled the same air indicate the precision of the systems to be better than ± 0.3 ppm and the accuracy, based on the difference between the daily mean of one system and a co-located NOAA-ESRL system, is consistently better than ± 0.3 ppm. We demonstrate the utility of the network in two ways. We interpret regional CO2 differences using a Lagrangian parcel approach. The difference in the CO2 mixing ratios across the network is at least 2?3 ppm, which is large compared to the accuracy and precision of the systems. Fluxes estimated assuming Lagrangian parcel transport are of the same sign and magnitude as eddy-covariance flux measurements at the centrally-located WLEF tower. These results indicate that the network will be useful in a full inversion model. Second, we present a case study involving a frontal passage through the region. The progression of a front across the network is evident; changes as large as four ppm in one minute are captured. Influence functions, derived using a Lagrangian Particle Dispersion model driven by the CSU Regional Atmospheric Modeling System and nudged to NCEP reanalysis meteorological fields, are used to determine source regions for the towers. The influence functions are combined with satellite vegetation observations to interpret the observed trends in CO2 concentration. Full inversions will combine these elements in a more formal analytic framework.

    Spatial and temporal variability of HfOx-based resistive random access memory (RRAM) are investigated for manufacturing and product designs. Manufacturing variability is characterized at different levels including lots, wafers, and chips. Bit-error-rate (BER) is proposed as a holistic parameter for the write cycle resistance statistics. Using the electrical in-line-test cycle data, a method is developed to derive BERs as functions of the design margin, to provide guidance for technology evaluation and product design. The proposed BER calculation can also be used in the off-line bench test and build-in-self-test (BIST) for adaptive error correction and for the other types of random access memories.

  2. Evolution of Safeguards over Time: Past, Present, and Projected Facilities, Material, and Budget

    This study examines the past trends and evolution of safeguards over time and projects growth through 2030. The report documents the amount of nuclear material and facilities under safeguards from 1970 until present, along with the corresponding budget. Estimates for the future amount of facilities and material under safeguards are made according to non-nuclear-weapons states’ (NNWS) plans to build more nuclear capacity and sustain current nuclear infrastructure. Since nuclear energy is seen as a clean and economic option for base load electric power, many countries are seeking to either expand their current nuclear infrastructure, or introduce nuclear power. In order to feed new nuclear power plants and sustain existing ones, more nuclear facilities will need to be built, and thus more nuclear material will be introduced into the safeguards system. The projections in this study conclude that a zero real growth scenario for the IAEA safeguards budget will result in large resource gaps in the near future.

    The problem of determining who gets what in terms of allocating the nation's resources has plagued Nigerian leaders since independence. It is in this context that this dissertation is focused on the politics of the federal governments's use of the budget as an effective mechanism for mobilizing and constructively utilizing the nation's human and material resources to improve the general well-being of all segments of the Nigerian society. This study was conducted through direct interviews and discussions with some federal government officials and some Nigerian scholars concerned about the problems of development in Nigeria. From the findings, it is concluded that the federal budget process has not functioned efficiently and effectively as a vehicle for moving the nation forward in the direction of sustained and balanced economic progress. Whereas the above situation can be attributed to some structural deficiencies in the budgetary process, it can also be argued that bribery and corruption, fraud and misuse of public funds by politicians and top government officials, be they civilians or military, have undermined all efforts at using the budget as an instrument for accomplishing development objectives.
