    According to State Council regulations, Sichuan Province has begun charging entrepreneurial units fees for discharging waste water, waste gas and waste residue in excess of state standards, and using the money to treat environmental pollution. Results have been notable. Charging fees for discharging wastes is a major economic measure which the state has adopted to promote environmental protection. So far over 120 cities and counties in the province have adopted this measure. From April 1980 to the end of 1982, the province collected a total of 68 million yuan to fund 1,200 waste treatment projects. As a spinoff of the measure, the enterprises began raising funds on their own to treat pollution. Before 1979, the province spent an average of 3 million yuan annually on treatment of pollution. Last year the figure reached 28 million yuan. Since effluent fees came into effect, Leshan City has invested more money on more pollution-treatment projects every year. Chengdu City invested 14 million yuan in 1982 on 514 projects, completing 292 projects the very same year. The completed projects treat 25,000 tons of effluent a day. Waste water containing disease germs discharged from the army-system hospitals in the province is by and large treated. Effluent fees have spurred the enterprises to strengthen management, conserve and comprehensively utilize resources and energy, thus improving the economic results of the enterprises.

In Shanxi province biomass and other regenerative energy is relatively little used but coal resources are large. Demand-side resources are often overlooked as a viable option for meeting load growth and addressing the challenges posed by the region's aging transmission system. Western states should work together with utilities and grid operators to facilitate the further deployment of DR programs which can provide benefits in the form of decreased grid congestion, improved system reliability, market efficiency, price stabilization, hedging against volatile fuel prices and reduced environmental impacts of energy production. This report describes the various types of DR programs; provides a survey of DR programs currently in place in the West; considers the benefits, drawbacks and barriers to DR; and presents lessons learned and recommendations for states/provinces.

    During the period 1994-95, solar photovoltaic systems were installed at a number of schools in Neuquen Province, Argentina, by the Provincial electric utility, Ente Provincial de Energia del Neuquen. This was undertaken with funds provided by the Inter-American Development Bank. In all, there are 12 schools that have had photovoltaic generating systems installed. These generating systems are designed to provide electricity for the basic needs at the schools: primarily for lighting, and to operate small electrical appliances such as communication radios, televisions, VCR`s, AM/FM and short-wave radios. They do not provide enough energy to operate large consumption appliances such as washing machines, microwaves, refrigerators, power tools, etc. The program of provision of PV systems was supplemented with training on simple systems for cooking food or drying fruit, etc. These techniques are primarily intended for demonstration at the schools thus serving an educational role with the hope that they will be transmitted in time to the families of the students where the need is manifested the most.

    The Amu Dar`ya gas-oil province coincides with a Mesozoic and Cenozoic sag basin that developed on an intermontane depression filled largely by Permian-Triassic redbeds and volcanics. The stratigraphic section of the basin is divided into two parts by an extensive evaporite deposit of Kimmeridgian age. The section below the evaporite consists of Lower-Middle Jurassic clastic rocks overlain by reef-bearing carbonate rocks of Callovian and Oxfordian age. The upper Jurassic and Cretaceous-Paleogene section consists largely of clastic rocks. Structurally the province is a mosaic of highs and lows controlled by basement faults. The Kimmeridgian evaporite is a regional seal for numerous pools in the Callovian-Oxfordian carbonate rocks. In the border areas of the province where the evaporite is not present, the hydrocarbons have migrated farther upward to collect in Lower Cretaceous traps. Prospects for further discovery are excellent in most parts of the province, but are particularly favorable in carbonate reef buildups in the southeastern part of the province. 18 refs., 6 figs.

The CH[sub 4] content ofthe gases there is 83 -90%, with [delta][sup 13]C[sub 1] -35.5 [approximately] -39.9[per thousand], and [delta][sup 13]C[sub 2] -24.0 [approximately] -26.8[per thousand]. The [delta][sup 13]C of condensate oils associated with the gases ranges from -25.4[per thousand] to -26.8[per thousand]. The central gas province is inside the Central China Paleozoic Plates, including Orclos Basin and Sichuan Basin. The gas source rocks are Carbo - Permian and Triassic. The types of gas reservoirs are an anticline-fault combination or a lithological-tectonic combination reservoir. The [delta][sup 13]C[sub 1] of the gases there is -37.9 [approximately] -37. l[per thousand], with the [delta][sup 13]C of condensate oil accompanying them - 25.1 [approximately] -26.6[per thousand]. The west gas province is within the West China Late Paleozoic Intracontinental Compressive Belt, including Tarim Basin, Jungar Basin and Tuna Basin. The age of gas source rocks is Jurassic. The types of gas reservoirs are an anticline or an anticline-fault reservoir. The CH[sub 4] content of the gases there varies from 60 to 90%, with [delta][sup 13]C[sub 1] from - 38.7 to -43.7[per thousand] and [delta] [sup 13]C[sub 2] from -25.9[per thousand] to -29.9[per thousand]. The [delta] [sup 13]C of light oils and condensate oils accompanying the gases changes from 24.3[per thousand] to 27.8[per thousand].

  11. Review of the NURE Assessment of the U.S. Gulf Coast Uranium Province

    Historic exploration and development were used to evaluate the reliability of domestic uranium reserves and potential resources estimated by the U.S. Department of Energy national uranium resource evaluation (NURE) program in the U.S. Gulf Coast Uranium Province. NURE estimated 87 million pounds of reserves in the $30/lb U{sub 3}O{sub 8} cost category in the Coast Plain uranium resource region, most in the Gulf Coast Uranium Province. Since NURE, 40 million pounds of reserves have been mined, and 38 million pounds are estimated to remain in place as of 2012, accounting for all but 9 million pounds of U{sub 3}O{sub 8} in the reserve or production categories in the NURE estimate. Considering the complexities and uncertainties of the analysis, this study indicates that the NURE reserve estimates for the province were accurate. An unconditional potential resource of 1.4 billion pounds of U{sub 3}O{sub 8}, 600 million pounds of U{sub 3}O{sub 8} in the forward cost category of $30/lb U{sub 3}O{sub 8} (1980 prices), was estimated in 106 favorable areas by the NURE program in the province. Removing potential resources from the non-productive Houston embayment, and those reserves estimated below historic and current mining depths reduces the unconditional potential resource 33% to about 930 million pounds of U{sub 3}O{sub 8}, and that in the $30/lb cost category 34% to 399 million pounds of U{sub 3}O{sub 8}. Based on production records and reserve estimates tabulated for the region, most of the production since 1980 is likely from the reserves identified by NURE. The potential resource predicted by NURE has not been developed, likely due to a variety of factors related to the low uranium prices that have prevailed since 1980.

  12. Target Allocation Methodology for China's Provinces: Energy Intensity in the 12th FIve-Year Plan

    Experience with China's 20% energy intensity improvement target during the 11th Five-Year Plan (FYP) (2006-2010) has shown the challenges of rapidly setting targets and implementing measures to meet them. For the 12th FYP (2011-2015), there is an urgent need for a more scientific methodology to allocate targets among the provinces and to track physical and economic indicators of energy and carbon saving progress. This report provides a sectoral methodology for allocating a national energy intensity target - expressed as percent change in energy per unit gross domestic product (GDP) - among China's provinces in the 12th FYP. Drawing on international experience - especially the European Union (EU) Triptych approach for allocating Kyoto carbon targets among EU member states - the methodology here makes important modifications to the EU approach to address an energy intensity rather than a CO{sub 2} emissions target, and for the wider variation in provincial energy and economic structure in China. The methodology combines top-down national target projections and bottom-up provincial and sectoral projections of energy and GDP to determine target allocation of energy intensity targets. Total primary energy consumption is separated into three end-use sectors - industrial, residential, and other energy. Sectoral indicators are used to differentiate the potential for energy saving among the provinces. This sectoral methodology is utilized to allocate provincial-level targets for a national target of 20% energy intensity improvement during the 12th FYP; the official target is determined by the National Development and Reform Commission. Energy and GDP projections used in the allocations were compared with other models, and several allocation scenarios were run to test sensitivity. Surveys among cement companies and discussions with stakeholders were also conducted in order to better understand the industry and local needs related to the sectoral approach.

    To determine the biodiversity of arenaviruses in China, we captured and screened rodents and shrews in Wenzhou city, Zhejiang province, a locality where hemorrhagic fever diseases are endemic in humans. Accordingly, arenaviruses were detected in 42 of 351 rodents from eight species, and in 12 of 272 Asian house shrews (Suncus murinus), by RT-PCR targeting the L segment. From these, a single arenavirus was successfully isolated in cell culture. The virion particles exhibited a typical arenavirus morphology under transmission electron microscopy. Comparison of the S and L segment sequences revealed high levels of nucleotide (>32.2% and >39.6%) and amino acid (>28.8% and >43.8%) sequence differences from known arenaviruses, suggesting that it represents a novel arenavirus, which we designated Wenzhou virus (WENV). Phylogenetic analysis revealed that all WENV strains harbored by both rodents and Asian house shrews formed a distinct lineage most closely related to Old World arenaviruses. - Highlights: • A novel arenavirus (Wenzhou virus) was identified in Zhejiang province, China. • The virus is highly circulating in five species of rats and one species of shrews • More efforts are needed to infer whether it is pathogenic to humans or not.

  15. Analysis of Energy-Efficiency Opportunities for the Cement Industry in Shandong Province, China

    China's cement industry, which produced 1,388 million metric tons (Mt) of cement in 2008, accounts for almost half of the world's total cement production. Nearly 40% of China's cement production is from relatively obsolete vertical shaft kiln (VSK) cement plants, with the remainder from more modern rotary kiln cement plants, including plants equipped with new suspension pre-heater and pre-calciner (NSP) kilns. Shandong Province is the largest cement-producing Province in China, producing 10% of China's total cement output in 2008. This report documents an analysis of the potential to improve the energy efficiency of NSP kiln cement plants in Shandong Province. Sixteen NSP kiln cement plants were surveyed regarding their cement production, energy consumption, and current adoption of 34 energy-efficient technologies and measures. Plant energy use was compared to both domestic (Chinese) and international best practice using the Benchmarking and Energy Saving Tool for Cement (BEST-Cement). This benchmarking exercise indicated an average technical potential primary energy savings of 12% would be possible if the surveyed plants operated at domestic best practice levels in terms of energy use per ton of cement produced. Average technical potential primary energy savings of 23% would be realized if the plants operated at international best practice levels. Energy conservation supply curves for both fuel and electricity savings were then constructed for the 16 surveyed plants. Using the bottom-up electricity conservation supply curve model, the cost-effective electricity efficiency potential for the studied cement plants in 2008 is estimated to be 373 gigawatt hours (GWh), which accounts for 16% of total electricity use in the 16 surveyed cement plants in 2008. Total technical electricity-saving potential is 915 GWh, which accounts for 40% of total electricity use in the studied plants in 2008.   16. A review of EIA report quality in the North West province of South Africa

    The revised EIA regulations implemented on 3 July 2006 focused attention on the question of EIA effectiveness in South Africa. EIR quality review is one of the quality control functions contributing to EIA effectiveness within any EIA system, therefore the EIR quality review package developed by Lee and Colley was adapted and used to review the quality of a sample of 28 EIRs in the North West province of South Africa. Overall, 86% of the reports achieved satisfactory grades, with the descriptive and presentational elements of the EIRs more satisfactorily addressed, and the analytical components such as impact significance, addressed to a less satisfactory degree. EIR quality appears to be on par with international standards, but there are areas of distinct weakness. Further research is required to optimise quality review, and to reveal whether the new regulations have succeeded in addressing these weaknesses and made positive contributions to EIR quality, as a component of EIA effectiveness in South Africa.

  17. Multicenter Collaborative Quality Assurance Program for the Province of Ontario, Canada: First-Year Results

    Purpose: The objective of this work was to develop a collaborative quality assurance (CQA) program to assess the performance of intensity modulated radiation therapy (IMRT) planning and delivery across the province of Ontario, Canada. Methods and Materials: The CQA program was designed to be a comprehensive end-to-end test that can be completed on multiple planning and delivery platforms. The first year of the program included a head-and-neck (H and N) planning exercise and on-site visit to acquire dosimetric measurements to assess planning and delivery performance. A single dosimeter was used at each institution, and the planned to measured dose agreement was evaluated for both the H and N plan and a standard plan (linear-accelerator specific) that was created to enable a direct comparison between centers with similar infrastructure. Results: CQA program feasibility was demonstrated through participation of all 13 radiation therapy centers in the province. Planning and delivery was completed on a variety of infrastructure (treatment planning systems and linear accelerators). The planning exercise was completed using both static gantry and rotational IMRT, and planned-to-delivered dose agreement (pass rates) for 3%/3-mm gamma evaluation were greater than 90% (92.6%-99.6%). Conclusions: All centers had acceptable results, but variation in planned to delivered dose agreement for the same planning and delivery platform was noted. The upper end of the range will provide an achievable target for other centers through continued quality improvement, aided by feedback provided by the program through the use of standard plans and simple test fields.

  18. Comparison of Cenozoic Faulting at the Savannah River Site to Fault Characteristics of the Atlantic Coast Fault Province: Implications for Fault Capability

    This study compares the faulting observed on the Savannah River Site and vicinity with the faults of the Atlantic Coastal Fault Province and concludes that both sets of faults exhibit the same general characteristics and are closely associated. Based on the strength of this association it is concluded that the faults observed on the Savannah River Site and vicinity are in fact part of the Atlantic Coastal Fault Province. Inclusion in this group means that the historical precedent established by decades of previous studies on the seismic hazard potential for the Atlantic Coastal Fault Province is relevant to faulting at the Savannah River Site. That is, since these faults are genetically related the conclusion of ''not capable'' reached in past evaluations applies.In addition, this study establishes a set of criteria by which individual faults may be evaluated in order to assess their inclusion in the Atlantic Coast Fault Province and the related association of the ''not capable'' conclusion.

    Rehabilitation of degraded forest land throughimplementation of carbon sink projects can increase terrestrial carbonstock. However, carbon emissions outside the project boundary, which iscommonly referred to as leakage, may reduce or negate the sequestrationbenefits. This study assessed leakage from carbon sink projects thatcould potentially be implemented in the study area comprised of elevensub-districts in the Batanghari District, Jambi Province, Sumatra,Indonesia. The study estimates the probability of a given land use/coverbeing converted into other uses/cover, by applying a logit model. Thepredictor variables were: proximity to the center of the land use area,distance to transportation channel (road or river), area of agriculturalland, unemployment (number of job seekers), job opportunities, populationdensity and income. Leakage was estimated by analyzing with and withoutcarbon sink projects scenarios. Most of the predictors were estimated asbeing significant in their contribution to land use cover change. Theresults of the analysis show that leakage in the study area can be largeenough to more than offset the project's carbon sequestration benefitsduring the period 2002-2012. However, leakage results are very sensitiveto changes of carbon density of the land uses in the study area. Byreducing C-density of lowland and hill forest by about 10 percent for thebaseline scenario, the leakage becomes positive. Further data collectionand refinement is therefore required. Nevertheless, this study hasdemonstrated that regional analysis is a useful approach to assessleakage.

  20. Comparison of Triton SODAR Data to Meteorological Tower Wind Measurement Data in Hebei Province, China

    With the increased interest in remote sensing of wind information in recent years, it is important to determine the reliability and accuracy of new wind measurement technologies if they are to replace or supplement conventional tower-based measurements. In view of this, HydroChina Corporation and the United States National Renewable Energy Laboratory (NREL) conducted a comparative test near a wind farm in Hebei Province, China. We present the results of an analysis characterizing the measurement performance of a state-of-the-art Sound Detection and Ranging (sodar) device when compared to a traditional tower measurement program. NREL performed the initial analysis of a three-month period and sent the results to HydroChina. When another month of data became available, HydroChina and their consultant Beijing Millenium Engineering Software (MLN) repeated NREL's analysis on the complete data set, also adding sensitivity analysis for temperature, humidity, and wind speed (Section 6). This report presents the results of HydroChina's final analysis of the four-month period.

  1. Biothem-based Mississippian transect from the Basin and Range Province to the Anadarko basin

    A west-to-east transect, constructed using the 'Biostratigraphic Package Approach' of Lane and Frye and illustrating the biostratigraphic, lithologic, and depositional sequence relationships within the Mississippian system, extends from the basin and range province across the Transcontinental Arch (TA) and into the Anadarko basin. The transect is based on both published and proprietary biostratigraphic data. It was constructed primarily to portray the regional distribution and exploration significance of biotherms relative to the axis of the TA. These biotherms are biostratigraphic units that are wedge- or lens-shaped bodies of strata that are bounded by paleontologically recognizable unconformities in their updip extents, are conformable with underlying and overlying biothems in their maximum shelfal development, are conformable or bounded by surfaces of nondeposition and or submarine erosion in their downdip, basinal extremities, and also contain a logical sequence of depositionally related facies. An unexpected result of constructing the transect was the recognition of an apparent compensatory temporal and spatial distribution of Mississippian biothems. This distribution is interpreted to imply that biothems deposited during relative highstand events on one flank of the TA are time-equivalent to biothems deposited during relative lowstand events on the opposite flank of the TA. Platescale tilting, along with local subsidence and uplift, is suggested as the overriding mechanism controlling deposition along the extent of the transect.

  2. (Assessment of the potential of Yunnan Province, China to grow and convert biomass to electricity)

    The purpose of the trip was to conduct a preliminary evaluation of biomass energy development in Yunnan Province, China. The evaluation included an assessment of the potential to grow and convert biomass to electricity, and an evaluation of the institutional relationships, which would be critical to the establishment of a collaborative biomass energy development project. This site visit was undertaken to evaluate the potential of an integrated biomass energy project, including the growing and handling of biomass feedstocks and its conversion to electricity. Based on this site visit, it was concluded that biomass production risks are real and further research on species screening and experiments is necessary before proceeding to the conversion phase of this project. The location of potential sites inspected and the logistics required for handling and transporting biomass may also be a concern. The commitment of support (labor and land) and leadership to this project by the Chinese is overwhelming exceeding all pre-site visit expectations. In sum, there is a definite opportunity in Yunnan for an integrated biomass energy project and a potential market for US technology.

  3. Strategic environmental assessment of energy planning tools. A study of Italian regions and provinces

    SEA has been applied in different ways in EU energy and environmental planning instruments, because different member states have interpreted European Directive 2001/42/CE in a variety of ways. Italy, for example, has only recently completed the integration of the directive into its legislation, through a number of decrees which were approved between 2006 and 2010. As a result SEA practice in Italy is very fragmented, particularly with respect to energy planning, and needs to be steered towards homogeneous quality objectives. The aim of this paper is to study the quality of the SEA reports on the energy and environmental planning tools used by Italian regions and provinces. We study nine cases and use the methodology suggested by Fisher (2010) in his review of the quality of SEA. To be more precise, we integrate the views of external evaluators with those of a selection of the personnel directly involved in preparing the plans. Our results show that there are some differences in the quality scores given by the outsiders and insiders, although the two groups identified similar strengths and weaknesses in implementing SEA. - Highlights: This is a comparative study on SEA report quality within Italian energy planning tools. In Italy, the level of SEA implementation on energy planning is still poor. External academic experts and internal officers assessed SEA reports' quality. Outsiders and insiders unveil a similar judgement. Most critical remarks concern consultation, monitoring measures, and follow-up.

  4. Estimation of net primary productivity using a process-based model in Gansu Province, Northwest China

    The ecological structure in the arid and semi-arid region of Northwest China with forest, grassland, agriculture, Gobi, and desert, is complex, vulnerable, and unstable. It is a challenging and sustaining job to keep the ecological structure and improve its ecological function. Net primary productivity (NPP) modeling can help to improve the understanding of the ecosystem, and therefore, improve ecological efficiency. The boreal ecosystem productivity simulator (BEPS) model provides the possibility of NPP modeling in terrestrial ecosystem, but it has some limitations for application in arid and semi-arid regions. In this paper we improve the BEPS model, in terms of its water cycle by adding the processes of infiltration and surface runoff, to be applicable in arid and semi-arid regions. We model the NPP of forest, grass, and crop in Gansu Province as an experimental area in Northwest China in 2003 using the improved BEPS model, parameterized with moderate resolution remote sensing imageries and meteorological data. The modeled NPP using improved BEPS agrees better with the ground measurements in Qilian Mountain than that with original BEPS, with a higher R2 of 0.746 and lower root mean square error (RMSE) of 46.53 gC/m2 compared to R2 of 0.662 and RMSE of 60.19 gC/m2 from original BEPS. The modeled NPP of three vegetation types using improved BEPS show evident differences compared to that using original BEPS, with the highest difference ratio of 9.21% in forest and the lowest value of 4.29% in crop. The difference ratios between different vegetation types lie on the dependence on natural water sources. The modeled NPP in five geographic zones using improved BEPS are higher than those with original BEPS, with higher difference ratio in dry zones and lower value in wet zones.

  7. Delaware basin/Central basin platform margin: The development of a subthrust deep-gas province in the Permian Basin

    A deep-gas-prone province was identified along the Delaware basin/Central Basin platform margin, a margin conventionally interpreted to be bounded by high-angle normal or high-angle reverse structures. Redefinition of the tectonic style between the Delaware basin and the adjacent platform resulted in the identification of this Delaware basin/Central Basin platform subthrust province and a giant prospect within it. Definition of a giant-sized gas prospect in northern Pecos County, Texas, revealed that portions of this margin may be characterized by shingled, low-angle, eastward-dipping, basement involved thrust faults. Interpretations suggest that hidden, subthrust footwall structures may trend discontinuously for greater than 100 mi along this structural margin. Subthrust footwall structures formed as basinal buttress points for the Central Basin platform to climb over the Delaware basin. In this area, structural relief of over 19,000 ft over a 10-mi width is believed due to stacking of low-angle thrust sheets. Seismic resolution of this subthrust margin has been complexed by allochtonous hanging-wall gravity-glide blocks and folds and by velocity changes in overlying syn- and posttectonic sediments associated with basin-to-shelf lithofacies changes. Statistical studies indicate that this deep-gas province has a play potential of greater than 10 tcf of gas, with individual prospect sizes exceeding 1 tcfg. The prospects defined along this trend are deep (approximately 20,000 ft) subthrust structural traps that are indigenously sourced and reservoired by dual-matrix porosity. Vitrinite supported maturation modeling suggests that these subthrust structures formed prior to catagenic conversion of the oldest source rocks to oil and later to gas. Tectonically fractured Ordovician Ellenburger and Devonian sediments are considered the principal reservoirs. Shales overlying reservoir intervals form vertical seals.

    The US Geological Survey`s program for geologic and hydrologic evaluation of physiographic provinces to identify areas potentially suitable for locating repository sites for disposal of high-level nuclear wastes was announced to the Governors of the eight states in the Basin and Range Province on May 5, 1981. Representatives of Arizona, California, Idaho, New Mexico, Nevada, Oregon, Texas, and Utah, were invited to cooperate with the federal government in the evaluation process. Each governor was requested to nominate an earth scientist to represent the state in a province working group composed of state and US Geological Survey representatives. This report, Part I of a three-part report, provides the background, introduction and scope of the study.     The study documented in this report was initiated in order to conduct an energy assessment and to identify the relationship between combustion issues and emissions from cement kilns. A new suspension preheater/precalciner (NSP) rotary cement kiln at one cement manufacturing facility (referred to as Shui Ni 1 in this report) and a vertical shaft kiln (VSK) at another cement manufacturing facility (referred to as Shui Ni 2 in this report), which are both in Shandong Province, were selected to conduct the energy and emission assessments through collection of data. Based on analysis of the data collected during this assessment, several actions are suggested that could lead to reduction in coal use and reduction in emission of gaseous pollutants from the system.

  10. Variable Density Flow Modeling for Simulation Framework for Regional Geologic CO{sub 2} Storage Along Arches Province of Midwestern United States

    The Arches Province in the Midwestern U.S. has been identified as a major area for carbon dioxide (CO{sub 2}) storage applications because of the intersection of Mt. Simon sandstone reservoir thickness and permeability. To better understand large-scale CO{sub 2} storage infrastructure requirements in the Arches Province, variable density scoping level modeling was completed. Three main tasks were completed for the variable density modeling: Single-phase, variable density groundwater flow modeling; Scoping level multi-phase simulations; and Preliminary basin-scale multi-phase simulations. The variable density modeling task was successful in evaluating appropriate input data for the Arches Province numerical simulations. Data from the geocellular model developed earlier in the project were translated into preliminary numerical models. These models were calibrated to observed conditions in the Mt. Simon, suggesting a suitable geologic depiction of the system. The initial models were used to assess boundary conditions, calibrate to reservoir conditions, examine grid dimensions, evaluate upscaling items, and develop regional storage field scenarios. The task also provided practical information on items related to CO{sub 2} storage applications in the Arches Province such as pressure buildup estimates, well spacing limitations, and injection field arrangements. The Arches Simulation project is a three-year effort and part of the United States Department of Energy (U.S. DOE)/National Energy Technology Laboratory (NETL) program on innovative and advanced technologies and protocols for monitoring/verification/accounting (MVA), simulation, and risk assessment of CO{sub 2} sequestration in geologic formations. The overall objective of the project is to develop a simulation framework for regional geologic CO{sub 2} storage infrastructure along the Arches Province of the Midwestern U.S.

    A conceptual model was developed for the Arches Province that integrates geologic and hydrologic information on the Eau Claire and Mt. Simon formations into a geocellular model. The conceptual model describes the geologic setting, stratigraphy, geologic structures, hydrologic features, and distribution of key hydraulic parameters. The conceptual model is focused on the Mt. Simon sandstone and Eau Claire formations. The geocellular model depicts the parameters and conditions in a numerical array that may be imported into the numerical simulations of carbon dioxide (CO{sub 2}) storage. Geophysical well logs, rock samples, drilling logs, geotechnical test results, and reservoir tests were evaluated for a 500,000 km{sup 2} study area centered on the Arches Province. The geologic and hydraulic data were integrated into a three-dimensional (3D) grid of porosity and permeability, which are key parameters regarding fluid flow and pressure buildup due to CO{sub 2} injection. Permeability data were corrected in locations where reservoir tests have been performed in Mt. Simon injection wells. The final geocellular model covers an area of 600 km by 600 km centered on the Arches Province. The geocellular model includes a total of 24,500,000 cells representing estimated porosity and permeability distribution. CO{sub 2} injection scenarios were developed for on-site and regional injection fields at rates of 70 to 140 million metric tons per year.

  12. Hydrocarbon exploration through remote sensing and field work in the onshore Eastern Papuan Fold Belt, Gulf province, Papua New Guinea

    Over the years several types of remote sensing surveys have been acquired of the Eastern Papuan Fold Belt, in the Gulf Province of Papua New Guinea. These include aerial photographs, Landsat Multispectral Scanner (MSS), and Synthetic Aperture Radar (SAR). Each has been used by Petro-Canada Inc. for interpreting the geologic structure and stratigraphy of onshore hydrocarbon prospects. Analysis of available remotely sensed imagery reveals greater structural complexity than is shown on published geologic maps. Foremost among the images is SAR because of its low, artificial sun angle. Hence, a comprehensive view of the area has been acquired revealing many structural elements previously not appreciated. A distinct difference in structural style is found between the northern and southern segment of the Eastern Papuan fold belt in the study area. The northern segment shows discontinuous, open folds with widely separated anticlines set in featureless valleys. The southern segment is tightly folded, possessing few anticlines and synclines clearly recognizable on the imagery. However, structural components can be traced easily for tens of miles. Recent field work supports an SAR structural interpretation suggesting most, if not all, anticlines in the northern segment are overturned. The combination of remote sensing and field work proved invaluable in understanding the fold belt tectonics and has aided considerably in the selection of drilling locations.

    The evaluation of a hazardous waste disposal site is a complicated process because it requires data from diverse social and environmental fields. These data often involve processing of a significant amount of spatial information which can be used by GIS as an important tool for land use suitability analysis. This paper presents a multi-criteria decision analysis alongside with a geospatial analysis for the selection of hazardous waste landfill sites in Kurdistan Province, western Iran. The study employs a two-stage analysis to provide a spatial decision support system for hazardous waste management in a typically under developed region. The purpose of GIS was to perform an initial screening process to eliminate unsuitable land followed by utilization of a multi-criteria decision analysis (MCDA) to identify the most suitable sites using the information provided by the regional experts with reference to new chosen criteria. Using 21 exclusionary criteria, as input layers, masked maps were prepared. Creating various intermediate or analysis map layers a final overlay map was obtained representing areas for hazardous waste landfill sites. In order to evaluate different landfill sites produced by the overlaying a landfill suitability index system was developed representing cumulative effects of relative importance (weights) and suitability values of 14 non-exclusionary criteria including several criteria resulting from field observation. Using this suitability index 15 different sites were visited and based on the numerical evaluation provided by MCDA most suitable sites were determined.

  14. Initial appraisal of solar thermal electric energy in Tibet and Xinjiang Provinces, People`s Republic of China

    At the request of US sponsors Spencer Management Associates (SMA) and Sun{diamond}Lab, China`s Center for Renewable Energy Development and former Ministry of Electric Power conducted an initial appraisal of the issues involved with developing China`s first solar thermal electric power plant in the sunbelt regions of Tibet or Xinjiang provinces. The appraisal concerns development of a large-scale, grid-connected solar trough or tower project capable of producing 30 or more megawatts of electricity. Several of the findings suggest that Tibet could be a niche market for solar thermal power because a solar plant may be the low-cost option relative to other methods of generating electricity. China has studied the concept of a solar thermal power plant for quite some time. In 1992, it completed a pre-feasibility study for a SEGS-type parabolic trough plant with the aid of Israel`s United Development Limited. Because the findings were positive, both parties agreed to conduct a full-scale feasibility study. However, due to funding constraints, the study was postponed. Most recently, Sun{diamond}Lab and SMA asked China to broaden the analysis to include tower as well as trough concepts. The findings of this most recent investigation completed i November of 1997, are the subject of this paper. The main conclusions of all studies conducted to date suggest that a region in the proximity of Lhasa, Tibet, offers the best near-term opportunity within China. The opportunities for solar thermal power plants in other regions of China were also investigated.

  15. Salt tectonics and structural styles in the deep-water province of the Cabo Frio Region, Rio de Janeiro, Brazil

    The Cabo Frio region, offshore Rio de Janeiro, lies between two of the most prolific Brazilian oil provinces, the Campos and Santos basins. Major geologic features have been identified using a multidisciplinary approach integrating seismic, gravity, petrographic, and borehole data. The Cabo Frio frontier region is characterized by marked changes in stratigraphy and structural style and is unique among the Brazilian marginal basins. Major geologic features include the deflection of the coastline and pre-Aptian hings line from northeast to east; a large east-striking offshore graben related to salt tectonics; a northwest-trending lineament extending from oceanic crust to the continent; basement-involved landward-dipping (antithetic) normal faults in shallow water; a stable platform in the southern Campos Basin; a thick sequence of postbreakup intrusive and extrusive rocks; and, near the Santos Basin, a mobilized sequence of deep-water postrift strata affected by landward-dipping listric normal faults. These faults are unusual in salt-related passive margins in that they dip landward, apparently detach on the Aptian salt, and show large late Tertiary offsets. Locally, the older sequences do not show substantial growth in the downthrown blocks. South of the Rio de Janeiro coast, a phenomenal landward-dipping fault system detaches blocks of the Albian platform to the north and, to the south, coincides with the depositional limit of the Albian platform. Two end-member processes of salt tectonics in the Cabo Frio region result in either synthetic or antithetic basal shear along the fault weld under the overburden: (1) thin-skinned processes, in which the listric faults were caused by salt flow in response to gravity forces related to massive clastic progradation from the continent; and (2) thick-skinned processes, in which faulting was indirectly triggered by diastrophic causes or disequilibrium in the basement topography.

    Background: A better understanding of public perceptions, attitude and behavior in relation to climate change will provide an important foundation for government's policy-making, service provider's guideline development and the engagement of local communities. The purpose of this study was to assess the perception towards climate change, behavior change, mitigation and adaptation measures issued by the central government among the health professionals in the Centres for Disease Control and Prevention (CDC) in China. Methods: In 2013, a cross-sectional questionnaire survey was undertaken among 314 CDC health professionals in various levels of CDC in Shanxi Province, China. Descriptive analyses were performed. Results: More than two thirds of the respondents believed that climate change has happened at both global and local levels, and climate change would lead to adverse impacts to human beings. Most respondents (74.8%) indicated the emission of greenhouse gases was the cause of climate change, however there was a lack of knowledge about greenhouse gases and their sources. Media was the main source from which respondents obtained the information about climate change. A majority of respondents showed that they were willing to change behavior, but their actions were limited. In terms of mitigation and adaptation measures issued by the Chinese Government, respondents' perception showed inconsistency between strategies and relevant actions. Moreover, although the majority of respondents believed some strategies and measures were extremely important to address climate change, they were still concerned about economic development, energy security, and local environmental protection. Conclusion: There are gaps between perceptions and actions towards climate change among these health professionals. Further efforts need to be made to raise the awareness of climate change among health professionals, and to promote relevant actions to address climate change in the context of

    China faces a significant challenge in the years ahead to continue to provide essential materials and products for a rapidly-growing economy while addressing pressing environmental concerns. China's industrial sector is heavily dependent on the country's abundant, yet polluting, coal resources. While tremendous energy conservation and environmental protection achievements were realized in the industrial sector in the past, there remains a great gulf between the China's level of energy efficiency and that of the advanced countries of the world. Internationally, significant energy efficiency improvement in the industrial sector has been realized in a number of countries using an innovative policy mechanism called Voluntary Agreements. This paper describes international experience with Voluntary Agreements in the industrial sector as well as the development of a pilot program to test the use of such agreements with two steel mills in Shandong Province, China.

    The Basin and Range (B&R) physiographic province of the western USA is famous not only for its geothermal and precious-metal wealth, but also for its thirteen oil fields, small but in some cases highly productive. The Grant Canyon field in Railroad Valley, for example, for years boasted production of more than 6000 barrels of oil (BO) per day from just two wells; aggregate current production from the Blackburn field in Pine Valley commonly exceeds 1000 BO per day. These two and several other Nevada oil fields are unusually hot at reservoir depth--up to 130{degrees}C at depths as shallow as 1.1 km, up to three times the value expected from the prevailing regional geothermal gradient.

    The close relationship between environmental degradation and the occurrence and severity of disaster events has in recent years raised the profile of environmental assessment (EA) in the disaster management field. EA has been identified as a potentially supportive tool in the global effort to reduce disaster risk. As a component of this, attention has been brought specifically to the importance of the application of EA in the aftermath of disaster events in order to help prevent recurrence and promote sustainability. At the same time, however, it has also been recognised that post-disaster environments may be unfavourable to such practices. Looking at the practice of environmental impact assessment (EIA), this paper reports on a study which sought to identify more specifically the factors which can both support and hinder such practice following disaster events in a developing country context.     A study was made of the geological, geochemical and geophysical characteristics of potential geothermal areas in the Rio Grande rift and Basin and Range province of New Mexico. Both regional and site-specific information is presented. Data was collected by: (1) reconnaissance and detailed geologic mapping, emphasizing Neogene stratigraphy and structure; (2) petrologic studies of Neogene igneous rocks; (3) radiometric age-dating; (4) geochemical surveying, including regional and site-specific water chemistry, stable isotopic analyses of thermal waters, whole-rock and mineral isotopic studies, and whole-rock chemical analyses; and (5) detailed geophysical surveys, using electrical, gravity and magnetic techniques, with electrical resistivity playing a major role. Regional geochemical water studies were conducted for the whole state. Integrated site-specific studies included the Animas Valley, Las Cruces area (Radium Springs and Las Alturas Estates), Truth or Consequences region, the Albuquerque basin, the San Ysidro area, and the Abiquiu-Ojo Caliente region. The Animas Valley and Las Cruces areas have the most significant geothermal potential of the areas studied. The Truth or Consequences and Albuquerque areas need further study. The San Ysidro and Abiquiu-Ojo Caliente regions have less significant geothermal potential. 78 figs., 16 tabs.

  1. A case study of agricultural residue availability and cost for a cellulosic ethanol conversion facility in the Henan province of China

    A preliminary analysis of the availability and cost of corn stover and wheat straw for the area surrounding a demonstration biorefinery in the Henan Province of China was performed as a case study of potential cooperative analyses of bioenergy feedstocks between researchers and industry in the US and China. Though limited in scope, the purpose of this analysis is to provide insight into some of the issues and challenges of estimating feedstock availability in China and how this relates to analyses of feedstocks in the U.S. Completing this analysis also highlighted the importance of improving communication between U.S. researchers and Chinese collaborators. Understanding the units and terms used in the data provided by Tianguan proved to be a significant challenge. This was further complicated by language barriers between collaborators in the U.S. and China. The Tianguan demonstration biorefinery has a current capacity of 3k tons (1 million gallons) of cellulosic ethanol per year with plans to scale up to 10k tons (3.34 million gallons) per year. Using data provided by Tianguan staff in summer of 2011, the costs and availability of corn stover and wheat straw were estimated. Currently, there are sufficient volumes of wheat straw and corn stover that are considered 'waste' and would likely be available for bioenergy in the 20-km (12-mile) region surrounding the demonstration biorefinery at a low cost. However, as the industry grows, competition for feedstock will grow and prices are likely to rise as producers demand additional compensation to fully recover costs.

    Construction of the Grand Coulee and Chief Joseph dams has resulted in inundation and loss of 29,125 total habitat units for mule deer and irrigation agriculture in many parts the Intermountain Province (IM) of the Columbia Basin. Mule deer in the Shrub-Steppe are ranked high priority target species for mitigation and management and are declining in most portions of the subbasins of the IM. Reasons for the decline are unknown but believed to be related to habitat changes resulting from dams and irrigation agriculture. White-tailed deer are not ranked as target species and are believed to be increasing throughout the basin because of habitat changes brought about by the dams and irrigation agriculture. Recent research (1997-2000) in the NE IM and adjacent Canadian portions of the Columbia Basin (conducted by this author and funded by the Columbia Basin Fish & Wildlife Compensation Program B.C.), suggest that the increasing white-tailed deer populations (because of dams and irrigation agriculture) are resulting in increased predation by cougars on mule deer (apparent competition or alternate prey hypothesis). The apparent competition hypothesis predicts that as alternate prey (white-tailed deer) densities increase, so do densities of predators, resulting in increased incidental predation on sympatric native prey (mule deer). Apparent competition can result in population declines and even extirpation of native prey in some cases. Such a phenomenon may account for declines of mule deer in the IM and throughout arid and semi-arid West where irrigation agriculture is practiced. We will test the apparent competition hypothesis by conducting a controlled, replicated ''press'' experiment in at least 2 treatment and 2 control areas of the IM subbasins by reducing densities of white-tailed deer and observing any changes in cougar predation on mule deer.     The Jianghan Basin is a Cretaceous-Tertiary nonmarine rift basin superimposed on a late Precambrian to Jurassic passive margin and foreland basin succession deformed by mid-Mesozoic folding and thrusting. Hence the basin has potential for superimposed petroleum systems. Oil production is established in a Tertiary petroleum system developed in two major depocenters, the Jiangling (west) and Qianjiang (east) Depressions. Lacustrine source beds in the early Eocene Xingouzhui and late Eocene Qianjiang Formations generated hydrocarbons during local maximum basin fill in the Oligocene to present. Very early, low temperature generation of petroleum occurs where Type 1S Qianjiang Formation kerogen is present. Tertiary fluvial and deltaic sandstones form reservoirs that trap oil in highs or rollover structures formed by normal faulting and salt movement. The pre-rift section contains large folds and good source-beds, but has high exploration risk. Factors limiting effectiveness of older petroleum systems are: (1) Uplift and erosion of thrust structures; (2) Overmaturation of pre-Permian source rocks prior to folding and thrusting; (3) Limited extent of secondary maturation of Late Paleozoic and Mesozoic source beds; and (4) Disruption of older traps and seals by widespread normal faulting. Production of hydrocarbons from Permian and Triassic rocks to the west of Hubei suggests that further seismic work and drilling are merited to evaluate pre-Tertiary potential in the Jianghan Basin.

  8. Social impacts of earthquakes caused by gas extraction in the Province of Groningen, The Netherlands

    Gas extraction from the Groningen gasfield in the northern Netherlands has led to localised earthquakes which are projected to become more severe. The social impacts experienced by local residents include: damage to property; declining house prices; concerns about the chance of dykes breaking; feelings of anxiety and insecurity; health issues; and anger. These social and emotional impacts are exacerbated by the increasing distrust Groningen people have towards the national government and the gas company, NAM, a partnership between Shell and ExxonMobil. The earthquakes have reopened discussions about the distribution of benefits from gas production and the extent to which benefits are retained locally. Mitigation of the impacts is attempted, but the lack of trust decreases the effectiveness of the mitigation measures. The extent of this experience of previously-unforeseen, unanticipated impacts suggests that a new social and environmental impact assessment needs to be undertaken, and a new Social Impact Management Plan (SIMP) and Impacts and Benefits Agreement (IBA) developed, so that the project can regain its legitimacy and social licence to operate.   10. Geology of uranium deposits in the southern part of the Rocky Mountain province of Colorado

    This report summarizes the geology of uranium deposits in the southern part of the Rocky Mountains of Colorado, an area of about 20,000 square miles. In January 1966, combined ore reserves and ore production at 28 uranium deposits were about 685,000 tons of ore averaging 0.24 percent U/sub 3/O/sub 8/ (3.32 million pounds U/sub 3/O/sub 8/). About half of these deposits each contain <1,000 tons of ore. The two largest deposits, the Pitch in the Marshall Pass locality southwest of Salida and the T-1 in the Cochetopa locality southeast of Gunnison, account for about 90 percent of all production and available reserves. The probability in excellent for major expansion of reserves in Marshall Pass and is favorable at a few other vein localities. There are six types of uranium deposits, and there were at least four ages of emplacement of these deposits in the southern part of the Colorado Rockies. There are eight types of host rocks of eight different ages. Veins and stratiform deposits each account for about 40 percent of the total number of deposits, but the veins of early and middle Tertiary age account for nearly all of the total reserves plus production. The remaining 20 percent of the deposits include uraniferous pegmatites, irregular disseminations in porphyry, and other less important types. The wall rocks at the large Tertiary vein deposits in the southern part of the Rocky Mountains of Colorado are Paleozoic and Mesozoic sedimentary rocks, whereas Precambrian metamorphic wall rocks predominate at the large veins in the Front Range of the northern Colorado Rockies. Metallogenetic considerations and tectonic influences affecting the distribution of uranium in Colorado and in adjacent portions of the western United States are analyzed.

  11. Structure of Papuan foldbelt, emerging hydrocarbon province in Papua New Guinea

    The 500-km long, northwest-southeast-trending, Mio-Pliocene foldbelt of west-central Papua New Guinea is part of an extensive 2000-3000-m high mountain belt through New Guinea that is similar in structural style to the Canadian Rockies. The southwesterly thrust-faulted sediments of the foldbelt are bound to the northeast by major sinistral wrench faults, with allochthonous metamorphic terranes to the north. The sedimentary section comprises 3-4 km of Mesozoic clastics, containing the main hydrocarbon reservoir, overlain by 1-1.5 km of Tertiary limestone. The northeast two-thirds of the foldbelt has a Tertiary limestone duplex at surface and, by inference, Mesozoic duplex(es) beneath, with 70+ km of shortening. In the southwest foldbelt, there is considerable inversion of preexisting extensional faults and the limestone duplex is absent, implying deeper detachment. Shortening in the southwest was approximately 20 km. Along strike, the foldbelt is divided into three segments by major regional lateral ramps. These ramps connect areas with different basal detachments, particularly in the southwest. The northwest segment decollement is 10-12 km into basement along the mid-crustal detachment. The resultant 200-km long Mueller anticline exposes basement in the core and is prospective for hydrocarbons in the parasitic structures, such as the Juha gas-condensate field. The central segment prospective structures, such as the Mananda and Hides anticlines, are detached just above basement such that the entire sedimentary section is repeated. The southeast segment detachment is within the Mesozoic, but the structures, such as the Iagifu oil field, involve the sandstone reservoir and are prospective.

  12. Petrology and geochemistry of Alto Peak, a vapor-cored hydrothermal system, Leyte Province, Philippines

    Based on detailed petrological information on secondary mineral assemblages and the composition of fluids trapped in inclusions and discharged from five wells, the Alto Peak geothermal field was found to represent a combined vapor and liquid-dominated system. A central core or chimney, with a diameter of about 1 km, a height of some 3 km and occupied by a high gas vapor (1.1 to 5.6 molal CO{sub 2}), is surrounded by an envelope of intermediate salinity water (7,000 mg/kg Cl) with temperatures between 250 and 350 C. The transition from purely vapor-dominated to liquid-dominated zones takes place via two-phase zones occupied by fluid mixtures of highly variable compositions. Much of the lower temperature, mature neutral pH Cl water is likely to have formed during an earlier stage in the evolution of the system. High temperatures of > 300 C, and associated alteration, are limited to wells AP-1D and the lower parts of AP-2D and are ascribed to re-heating by recent magmatic intrusions. The isotopic composition of the well discharges suggests that they contain some 40 to 50% of magmatic water. Alto Peak is considered a typical example of hydrothermal systems associated with many dormant volcanoes.

  13. Interpretation of recent seismic data from a frontier hydrocarbon province: western Rough Creek graben, southern Illinois and western Kentucky

    The northern basement fault of the Rough Creek graben is seismically discernible and has surface expression in the Rough Creek fault zone. The southern basement fault is not clearly defined seismically, but can be inferred from shallow faulting and gravity data. This fault is roughly coincident with the Pennyrile fault zone. Extensional faults that formed the rift boundaries were the sites of late-stage compressional and extensional tectonics. Flower structures observed along the graben boundaries probably indicate post-Pennsylvanian wrench faulting. The basement within the graben plunges north-northwest, with the lowest point occurring south of the Rough Creek fault zone. Pre-Knox sediments thicken to approximately 12,000 in this area. The Knox Megagroup thickens toward the Mississippi Embayment, ranging from 4800 ft (southeastern graben area) to more than 7000 ft (west end of graben). Upper Ordovician to Devonian units also display westward thickening. The top of the Meramecian, New Albany, Maquoketa, and the base of the Knox generate continuous, high-amplitude seismic reflections due to large impedance contrasts between clastic and carbonate units. Shallow oil and gas production (Mississippian and Pennsylvanian) is present in this area. However, deep horizons (Knox, Lower Cambrian) remain relatively untested. Potential hydrocarbon traps in the pre-Knox sequence observed on seismic include fault blocks and updip pinch-outs.

    Infill drilling based on integrated reservoir characterization and flow simulation is increasing recoverable reserves by 20 MMBO, in lagifu-Hedinia Field (IHF). Stratigraphically-zoned models are input to window and full-field flow simulations, and results of the flow simulations target deviated and horizontal wells. Logging and pressure surveys facilitate detailed reservoir management. Flooding surfaces are the dominant control on differential depletion within and between reservoirs. The primary reservoir is the basal Cretaceous Toro Sandstone. Within the IHF, Toro is a 100 m quartz sandstone composed of stacked, coarsening-upward parasequences within a wave-dominated deltaic complex. Flooding surfaces are used to form a hydraulic zonation. The zonation is refined using discontinuities in RIFT pressure gradients and logs from development wells. For flow simulation, models use 3D geostatistical techniques. First, variograms defining spatial correlation are developed. The variograms are used to construct 3D porosity and permeability models which reflect the stratigraphic facies models. Structure models are built using dipmeter, biostratigraphic, and surface data. Deviated wells often cross axial surfaces and geometry is predicted from dip domain and SCAT. Faults are identified using pressure transient data and dipmeter. The Toro reservoir is subnormally pressured and fluid contacts are hydrodynamically tilted. The hydrodynamic flow and tilted contacts are modeled by flow simulation and constrained by maps of the potentiometric surface.

  16. Understanding heat and groundwater flow through continental flood basalt provinces: insights gained from alternative models of permeability/depth relationships for the Columbia Plateau, USA

    Heat-flow mapping of the western USA has identified an apparent low-heat-flow anomaly coincident with the Columbia Plateau Regional Aquifer System, a thick sequence of basalt aquifers within the Columbia River Basalt Group (CRBG). A heat and mass transport model (SUTRA) was used to evaluate the potential impact of groundwater flow on heat flow along two different regional groundwater flow paths. Limited in situ permeability (k) data from the CRBG are compatible with a steep permeability decrease (approximately 3.5 orders of magnitude) at 600–900 m depth and approximately 40°C. Numerical simulations incorporating this permeability decrease demonstrate that regional groundwater flow can explain lower-than-expected heat flow in these highly anisotropic (kx/kz ~ 104) continental flood basalts. Simulation results indicate that the abrupt reduction in permeability at approximately 600 m depth results in an equivalently abrupt transition from a shallow region where heat flow is affected by groundwater flow to a deeper region of conduction-dominated heat flow. Most existing heat-flow measurements within the CRBG are from shallower than 600 m depth or near regional groundwater discharge zones, so that heat-flow maps generated using these data are likely influenced by groundwater flow. Substantial k decreases at similar temperatures have also been observed in the volcanic rocks of the adjacent Cascade Range volcanic arc and at Kilauea Volcano, Hawaii, where they result from low-temperature hydrothermal alteration.
