This paper is presenting the overview of theoretic approach to Real Effective Exchange Rate (REER) and Nominal Effective Exchange Rate (NEER) indicators calculation for Bosnia and Herzegovina. Special attention is dedicated to statistical difficulties in calculation and still limited implementation of this approach in Bosnia and Herzegovina. NEER and REER indices are indicators by themselves that BH has to work a lot to improve its competitiveness position. It is a widely known statement that a country's competitiveness improves when the relative price of its tradable goods declines. BH mostly trade with its raw materials, which are mostly natural wealth of the county like wood, coal and aluminium, so this cannot be a long-term and permanent solution for the country.

A predictive model of yellow spotted river turtle (Podocnemis unifilis) encounter rates at basking sites in lowland eastern Bolivia

Abstract This paper develops a model predicting encounter rates of the yellow-spotted river turtle (Podocnemis unifilis) based on human hunting pressure and an ecological classification of potential basking sites. We estimate Poisson regression models for turtles observed in basking surveys. Field surveys were conducted in eastern lowland Bolivia in 2000 and 2011. Our model predicts a significant correlation between turtle encounter rates and two ecological classifications steep cliff with vegetation and muddy flats that we believe are important habitat types for these turtles. Additionally, our model supports the hypothesis that human population has a significant but less negative impact on observed turtle encounter rates. Analyses of turtle encounter rates and factors that influence it are critical for the conservation of P.unifilis turtles and the broader Amazonian ecological system.

Spatial and temporal variation in yield of rainfed lowland rice in inland valley as affected by fertilizer application and bunding in North-West Benin

Abstract Rainfed lowlands in inland valleys present a high potential for rice (Oryza spp.) production in West Africa. However, rice yield in the lowlands is, in general, low due to various constraints such as poor soil fertility, drought, iron (Fe) toxicity, and poor crop management practices. The objective of this study was to evaluate the efficiency of bunding and fertilizer application for improving rice productivity in the two toposequential positions (upslope and downslope positions) in an inland valley. The experiment was conducted in a researcher-managed on-farm trial located in the North West of Benin Republic over four wet seasons (20072010). In addition to the toposequential positions, the experiment included two treatments: (1) fertilizer inputs: no fertilizer and fertilizer (60kgN and 40kgPha?1) and (2) water control: with and without bunds (without drainage). Effect of bunding on rice yield was consistent across four seasons, two fertilizer application treatments, and two toposequential positions, and bunding increased rice yield by 29%. Rice yield was higher in upslope than in downslope, except for 2010. In upslope, high ponded water level in 2010, due to higher rainfall than in other years, increased Fe toxicity, resulting in lower yield in 2010. Year-to-year variation in yield response to fertilizer application was related to differences in N uptake at 38 days after sowing. When Fe concentration in leaves was lower, N uptake was higher. Thus, Fe toxicity at early stage could contribute to yield response to fertilizer application. These results indicate that while bunding is essential for improving rice productivity, improving yield response to fertilizer application requires drainage systems in the areas where risk for Fe toxicity is high.

Land use change and carbon exchange in the tropics. I. Detailed estimates for Costa Rice, Panama, Peru, and Bolivia

This group, composed of modelers working in conjunction with tropical ecologists, has produced a simulation model that quantifies the net carbon exchange between tropical vegetation and the atmosphere due to land use change. The model calculates this net exchange by combining estimates of land use change with several estimates of the carbon stored in tropical vegetation and general assumptions about the fate of cleared vegetation. In this report, the authors use estimates of land use and carbon of land use and carbon storage organized into six life zone (sensu Holdridge) categories to calculate the exchange between the atmosphere and the vegetation of four tropical countries. Their analyses of these countries indicate that this life zone approach has several advantages because (a) the carbon content of vegetation varies significantly among life zones, (b) much of the land use change occurs in life zones of only moderate carbon storage, and (c) the fate of cleared vegetation varies among life zones. Their analyses also emphasize the importance of distinguishing between temporary and permanent land use change, as the recovery of vegetation on abandoned areas decreases the net release of carbon due to clearing. They include sensitivity analysis of those factors that they found to be important but are difficult to quantify at present.

Depleted Uranium (DU) is used in ammunition designed for armour?piercing. DU was used in the Gulf war 1991 wars in Bosnia 19941995 Kosovo 1999 and Iraq 2003. The United Nations Environmental Programme (UNEP) Post?Conflict Branch investigated sites where DU was used and evaluated health and environmental risks during missions to Kosovo Serbia and Bosnia. During a mission to Lebanon in 2006 UNEP also sampled areas where DU was supposed to have been used but did not find any DU. Due to the grave risks to the lives of UN personnel no UNEP mission was carried out in Iraq. UNEP has provided training for personnel engaged in decontamination of DU in Bosnia and Iraq.

The relationship between economic growth and biomass energy consumption

This paper investigates the relationship analysis between biomass energy consumption and economic growth by using Autoregressive Distributed Lag (ARDL) bounds testing approach of cointegration and vector error-correction models. The cointegration test results show that there is cointegration between the biomasss energy consumption and the economic growth in five of the seven countries (Bolivia Brazil Chile Colombia and Guatemala) and there is no cointegration between the biomasss energy consumption and the economic growth in two of the seven countries (Argentina and Jamaica).

Astroparticles in Latin America: current status and outlook

The successful installation and operation of the Pierre Auger Observatory in Argentina has been a milestone in Astroparticle research in Latin America, generating new regional research opportunities in the field. In this context, the LAGO project, begun in 2005 with the aim of studying the high-energy component of gamma ray bursts (GRBs). This observatory consists of different arrays of water-Cherenkov detectors installed in high altitude mountains throughout Latin America. Recently, it has demonstrated the feasibility of conducting studies on the solar modulation of the galactic cosmic ray flux. Currently more than 80 scientists and students from Mexico, Guatemala, Colombia, Venezuela, Ecuador, Peru, Bolivia and Argentina are integrated into the LAGO Collaboration. Wind energy resources analysis of Western Greece coast in terms of sustainable environmental indicators and towards their community-based exploitation in South-East Europe

Wind energy resources in the Ionian-Adriatic coast of South-East Europe were analyzed. Status of wind energy development in the countries of Greece Albania Montenegro Bosnia-Herzegovina and Croatia and regions of moderate and high wind potential at their west coasts were reviewed. The feasibility of the application of specific wind turbine generators with lower cut-in cut-out and rated speeds in moderate wind fields was investigated. The wind speed and direction as well as the availability the duration and the diurnal variation of several coastal sites in Western Greece were assessed and the results were statistically analyzed as time-series or with the Weibull probability distribution function. The mean wind power densities were less than 200?W?m?2 at 10?m suggesting the limiting suitability of the sites for the usual wind energy applications. However further technical-economical analysis revealed that the recent technological turbine improvements with lower cut-in and rated speeds make wind power viable even at moderate wind fields. Environmental indicators like energy payback period and avoided greenhouse emissions were determined to be significant for the utilization of wind energy resources in these coastal areas. Since the region is important for sea-related activities the implementation of wind energy applications in the frame of cross-border cooperation should be prioritized.

Depleted Uranium: Exposure and Possible Health Effects

Depleted uranium (DU) is a by-product of the enrichment process of 235U used for fission in nuclear reactors and nuclear weapons. It has both civilian and military applications. The military use of DU is of defensive as well as of offensive nature, being mainly employed as armor-piercing ammunition. So far, the usage of ammunitions containing DU has been officially confirmed in four military conflicts: Iraq (1991), Bosnia (1994), Kosovo (1999), and again Iraq (2003). During their deployment in the military actions, most penetrators are thought to have missed their intended targets. Therefore, a substantial amount of DU is still present in the environment and may act as a source of contamination for the environment and the population. The possible effects of this radioactive and chemically toxic material have attracted particular notice. To evaluate these consequences, it is important to have accurate methods to assess the exposure to DU in both environmental and biological samples. This article is therefore intended to point out the problematic nature of the experimental techniques and of the analytical methods so far used to quantify the exposure to DU in the light of possible health effects of DU.

Lichen and Moss are widely used to assess the atmospheric pollution by heavy metals and radionuclides. In this paper, we report results of uranium and its isotope ratios using mass spectrometric measurements (followed by chemical separation procedure) for mosses, lichens and soil samples from a depleted uranium (DU) target site in western Balkan region. Samples were collected in 2003 from Han Pijesak (Republika Srpska in Bosnia and Hercegovina). Inductively coupled plasma mass spectrometry (ICP-MS) measurements show the presence of high concentration of uranium in some samples. Concentration of uranium in moss samples ranged from 5.2-755.43 Bq/Kg. We have determined {sup 235}U/{sup 238}U isotope ratio using thermal ionization mass spectrometry (TIMS) from the samples with high uranium content and the ratios are in the range of 0.002097-0.002380. TIMS measurement confirms presence of DU in some samples. However, we have not noticed any traces of DU in samples containing lesser amount of uranium or from any samples from the living environment of same area.

A role for arms control and technology in peace-keeping operations

This paper describes a potential role for arms control monitoring technology in peace-keeping operations. The basic idea is to utilize monitoring technology developed or suggested for treaty verification (primarily Conventional Forces Europe (CFE), but other treaties as well) to minimize the exposure of humans as part of ``peace-keeping`` forces in various trouble spots throughout the world. The impetus comes from the dangers and high costs of stationing peace-keeping of forces in areas such as Bosnia-Herzegovina. Aside from the costs associated with such efforts the loss of life has escalated recently from 743 peace keepers lost from 1948 to 1988, to 180 lives lost in 1993 alone. Some potential advantages to using technology for certain monitoring roles are discussed in the paper and include: minimizing exposure/risk to peace-keeping personnel from hostile fire, hostage taking, etc.; sharable technology will allow all parties to view results, assess violations or transgressions, etc.; can be applied to equipment, railways, roads, etc., to confirm human and other monitoring capabilities; and provides data to settle disputes on which side initiated hostilities.

Arms control is an integral part of our country`s national security strategy. Arms control ensures confidence in compliance through effective inspection, monitoring, and verification; and, ultimately, contributes to a more stable and calculable balance of power. The full and faithful implementation of existing arms control agreements, followed by ratification of the Strategic Arms Reduction Treaty (START II) and Chemical Weapons (CW) Agreements remains an important element of the Administration`s national security policy. With the entry into force (ElF) of the Strategic Arms Reduction Treaty (START) in the first quarter 1w 1995, ElF of START II planned for late 1w 1996, ElF of the Open Skies (OS) Treaty and the Chemical Weapons Convention (CWC) planned for 1w 1997, and ElF of the Chemical Weapons Bilateral Destruction Agreement (CW BDA) now planned for 1w 1998, OSIA POM resources have been adjusted to support the significantly expanded missions associated with these Treaties in the outyears. The OSIA continues its efforts to carry out the inspection, escort, and monitoring provisions of the Intermediate-Range Nuclear Forces (INF) and Conventional Armed Forces in Europe (CFE) Treaties, as well as to maintain a standby status for the Nuclear Test Ban Treaties (NTBT). With the advent of new missions, OSIA is playing an expanding role in providing support to the Cooperative Threat Reduction (CTR) Program and Safeguards, Transparency, and Irreversibility (STI) Agreements. Other missions include support for the Biological Weapons (BW) Program and the Technical Equipment Inspections (TEl) Program, Executive Agent for the Defense Treaty Inspection Readiness Program (DTIRP), and the United Nations Special Commission (UNSCOM) on fraq. Our latest mission involves providing support for the Bosnia Peace Plan initiative.

The Enemy Below - The Global Diffusion of Submarines and Related Technology

The end of the Cold War seemed to create a more peaceful international environment. September 11 reminded us of the dangers of complacency. Indeed, even before September 11 US forces had intervened in a number of wars and crises, including Panama, the Persian Gulf War, Somalia, Rwanda, Bosnia, Kosovo, several Taiwan Straits crises, the North Korea nuclear weapons crisis, and most recently Afghanistan. US ability to intervene in remote areas of the world is often dependent on the Navy's ability to project power ashore. As a result, US ability to influence events in crisis situations, especially between or among nuclear powers, may become more difficult along with our ability to conduct littoral warfare. Although the numbers of potentially hostile submarines have declined with the end of the Cold War, US anti-submarine warfare capabilities have also declined. Moreover, foreign submarines and related technologies are likely to diffuse globally. New technologies like Air Independent Propulsion (AIP), improved weapons and sensors will make conventional submarines more dangerous, and the spread of nuclear submarines even to a few more countries raise political, military, environmental, and safety concerns. Submarines are one of the key weapon systems used alone or in combination with other weapon systems such as coastal defense missiles, aircraft, and other sea-based missile platforms to deny US ability to project power ashore, Thus, other countries who wish to deny the US the ability to interfere with their regional or even global ambitions may emphasize the acquisition and/or development of submarines. As the world become more multipolar over the longer term, as the Chinese believe it will, countries such as Russia, China. etc., may be able to acquire the submarine capabilities to challenge us not just regionally, but in blue waters. To the extent that our alliance relationships require US naval access or superiority to sustain them, then our erstwhile friendly allies such as Japan, South Korea, ASEAN states, Taiwan, etc., may seek their own arrangements with other powers for their protection or seek WMD capabilities to offset the former reliance on the US. In addition to a loss of unchallenged regional access, the US may have to devote greater resources for protecting its homeland, and perhaps its sea-based deterrent, from hostile submarine forces.

Evolutionary history of Ichthyosaura alpestris (Caudata, Salamandridae) inferred from the combined analysis of nuclear and mitochondrial markers

Abstract Widespread species with morphologically and ecologically differentiated populations are key to understand speciation because they allow investigating the different stages of the continuous process of population divergence. The alpine newt, Ichthyosaura alpestris, with a range that covers a large part of Central Europe as well as isolated regions in all three European Mediterranean peninsulas, and with strong ecological and life-history differences among populations, is an excellent system for such studies. We sampled individuals across most of the range of the species, and analyzed mitochondrial (1442bp) and nuclear (two nuclear genes -1554bp- and 35 allozyme loci) markers to produce a time-calibrated phylogeny and reconstruct the historical biogeography of the species. Phylogenetic analyses of mtDNA data produced a fully resolved topology, with an endemic, Balkan clade (Vlasina) which is sister to a clade comprising an eastern and a western group. Within the former, one clade (subspecies I. a. veluchiensis) is sister to a clade containing subspecies I. a. montenegrina and I. a. serdara as well as samples from southern Romania, Bosnia-Herzegovina, Serbia and Bulgaria (subspecies I. a. reiseri and part of I. a. alpestris). Within the western group, populations from the Italian peninsula (subspecies I. a. apuana and I. a. inexpectata) are sister to a clade containing samples from the Iberian Peninsula (subspecies I. a. cyreni) and the remainder of the samples from subspecies I. a. alpestris (populations from Hungary, Austria, Poland, France, Germany and the larger part of Romania). Results of ?BEAST analyses on a combined mtDNA and nDNA dataset consistently recovered with high statistical support four lineages with unresolved inter-relationships: (1) subspecies I. a. veluchiensis; (2) subspecies I. a. apuana+I. a. inexpectata; (3) subspecies I. a. cyreni+part of subspecies I. a. alpestris (the westernmost populations, plus most Romanian populations); and (4) the remaining populations, including subspecies I. a. serdara, I. a. reiseri and I. a. montenegrina and part of subspecies I. a. alpestris, plus samples from Vlasina. Our time estimates are consistent with ages based on the fossil record and suggest a widespread distribution for the I. alpestris ancestor, with the split of the major eastern and western lineages during the Miocene, in the Tortonian. Our study provides a solid, comprehensive background on the evolutionary history of the species based on the most complete combined (mtDNA+nDNA+allozymes) dataset to date. The combination of the historical perspective provided by coalescent-based analyses of mitochondrial and nuclear DNA variation with individual-based multilocus assignment methods based on multiple nuclear markers (allozymes) also allowed identification of instances of discordance across markers that highlight the complexity and dynamism of past and ongoing evolutionary processes in the species.

The LAGO Collaboration: Searching for high energy GRB emissions in Latin America

During more than a decade Gamma Ray Bursts (GRB a cosmological phenomena of tremendous power) have been extensively studied in the keV - MeV energy range. However the higher energy emission still remains a mystery. The Large Aperture GRB Observatory (L.A.G.O.) is an international collaboration started in 2005 aiming at a better understanding of the GRB by studying their emission at high energies (> 1 GeV) where the fluxes are low and measurements by satellites are difficult. This is done using the Single Particle Technique by means of ground-based Water Cherenkov Detectors (WCD) at sites of high altitude. At those altitudes it is possible to detect air showers produced by high energy photons from the GRB i. e. a higher rate of events on a short time scale of the order of the second. The Pierre Auger Observatory could detect such GRB given its large number of detectors but at 1400 m.a.s.l. the expected signal is quite small. At higher altitudes similar performance is expected with only a very small number of WCD. As of 2011 high altitude WCD are in operation at Sierra Negra (Mexico 4650 m.a.s.l.) Chacaltaya (Bolivia 5200 m.a.s.l.) Maracapomacocha (Peru 4200 m.a.s.l.) and new WCDs are being installed in Venezuela (Pico Espejo 4750 m.a.s.l.) Argentina Brazil Chile Colombia and Guatemala. Most of the new WCDs will not be at high enough altitude to detect GRB never the less it will allow obtaining valuable measurements of secondaries at ground level which are relevant for solar physics. The LAGO sensitivity to GRB is determined from simulations (under a sudden increase of 1 GeV - 1 TeV photons from a GRB) of the gamma initiated particle shower in the atmosphere and the WCD response to secondaries. We report on WDC calibration and operation at high altitude GRB detectability background rates search for bursts in several months of preliminary data as well as search for signals at ground level when satellite burst is reported all these show the attractive advantages offered by detectors placed at height altitudes. This collaboration is a great opportunity to promote the scientific integration in the Latin American region and thanks to The Pierre Auger Observatory support (which supplies the electronics and PMTs) research groups with relatively low budgets can collaborate.

Baselines For Land-Use Change In The Tropics: Application ToAvoided Deforestation Projects

Although forest conservation activities particularly in thetropics offer significant potential for mitigating carbon emissions,these types of activities have faced obstacles in the policy arena causedby the difficulty in determining key elements of the project cycle,particularly the baseline. A baseline for forest conservation has twomain components: the projected land-use change and the correspondingcarbon stocks in the applicable pools such as vegetation, detritus,products and soil, with land-use change being the most difficult toaddress analytically. In this paper we focus on developing and comparingthree models, ranging from relatively simple extrapolations of pasttrends in land use based on simple drivers such as population growth tomore complex extrapolations of past trends using spatially explicitmodels of land-use change driven by biophysical and socioeconomicfactors. The three models of the latter category used in the analysis atregional scale are The Forest Area Change (FAC) model, the Land Use andCarbon Sequestration (LUCS) model, and the Geographical Modeling (GEOMOD)model. The models were used to project deforestation in six tropicalregions that featured different ecological and socioeconomic conditions,population dynamics, and uses of the land: (1) northern Belize; (2) SantaCruz State, Bolivia; (3) Parana State in Brazil; (4) Campeche, Mexico;(5) Chiapas, Mexico; and (6) Michoacan, Mexico. A comparison of all modeloutputs across all six regions shows that each model produced quitedifferent deforestation baseline. In general, the simplest FAC model,applied at the national administrative-unit scale, projected the highestamount of forest loss (four out of six) and the LUCS model the leastamount of loss (four out of five). Based on simulations of GEOMOD, wefound that readily observable physical and biological factors as well asdistance to areas of past disturbance were each about twice as importantas either sociological/demographic or economic/infrastructure factors(less observable) in explaining empirical land-use patterns. We proposefrom the lessons learned, a methodology comprised of three main steps andsix tasks can be used to begin developing credible baselines. We alsopropose that the baselines be projected over a 10-year period because,although projections beyond 10 years are feasible, they are likely to beunrealistic for policy purposes. In the first step, an historic land-usechange and deforestation estimate is made by determining the analyticdomain (size of the region relative to the size of proposed project),obtaining historic data, analyzing candidate historic baseline drivers,and identifying three to four major drivers. In the second step, abaseline of where deforestation is likely to occur --a potential land-usechange (PLUC) map is produced using a spatial model such as GEOMOD thatuses the key drivers from step one. Then rates of deforestation areprojected over a 10-year baseline period using any of the three models.Using the PLUC maps, projected rates of deforestation, and carbon stockestimates, baselineprojections are developed that can be used for projectGHG accounting and crediting purposes: The final step proposes that, atagreed interval (eg, +10 years), the baseline assumptions about baselinedrivers be re-assessed. This step reviews the viability of the 10-yearbaseline in light of changes in one or more key baseline drivers (e.g.,new roads, new communities, new protected area, etc.). The potentialland-use change map and estimates of rates of deforestation could beredone at the agreed interval, allowing the rates and changes in spatialdrivers to be incorporated into a defense of the existing baseline, orderivation of a new baseline projection.
