    The U.S. Department of Energy (DOE) Office of Industrial Technology`s (OIT`s) Technology Benefits Recording System (TBRS) was developed by Pacific Northwest Laboratory (PNL). The TBRS is used to organize and maintain records of the benefits accrued from the use of technologies developed with the assistance of OIT. OIT has had a sustained emphasis on technology deployment. While individual program managers have specific technology deployment goals for each of their ongoing programs, the Office has also established a separate Technology Deployment Division whose mission is to assist program managers and research and development partners commercialize technologies. As part of this effort, the Technology Deployment Division developed an energy-tracking task which has been performed by PNL since 1977. The goal of the energy-tracking task is to accurately assess the energy savings impact of OIT-developed technologies. In previous years, information on OIT-sponsored technologies existed in a variety of forms--first as a hardcopy, then electronically in several spreadsheet formats that existed in multiple software programs. The TBRS was created in 1993 for OIT and was based on information collected in all previous years from numerous industrial contacts, vendors, and plants that have installed OIT-sponsored technologies. The TBRS contains information on technologies commercialized between 1977 and the present, as well as information on emerging technologies in the late development/early commercialization stage of the technology life cycle. For each technology, details on the number of units sold and the energy saved are available on a year-by-year basis. Information regarding environmental benefits, productivity and competitiveness benefits, or impact that the technology may have had on employment is also available.

    Recommender systems are present in many web applications to guide our choices. They increase sales and benefit sellers, but whether they benefit customers by providing relevant products is questionable. Here we introduce a model to examine the benefit of recommender systems for users, and found that recommendations from the system can be equivalent to random draws if one relies too strongly on the system. Nevertheless, with sufficient information about user preferences, recommendations become accurate and an abrupt transition to this accurate regime is observed for some algorithms. On the other hand, we found that a high accuracy evaluated by common accuracy metrics does not necessarily correspond to a high real accuracy nor a benefit for users, which serves as an alarm for operators and researchers of recommender systems. We tested our model with a real dataset and observed similar behaviors. Finally, a recommendation approach with improved accuracy is suggested. These results imply that recommender systems ...

    The evidence of health benefits of particle filtration in homes and commercial buildings is reviewed. Prior reviews of papers published before 2000 are summarized. The results of 16 more recent intervention studies are compiled and analyzed. Also, reviewed are four studies that modeled health benefits of using filtration to reduce indoor exposures to particles from outdoors. Prior reviews generally concluded that particle filtration is, at best, a source of small improvements in allergy and asthma health effects; however, many early studies had weak designs. A majority of recent intervention studies employed strong designs and more of these studies report statistically significant improvements in health symptoms or objective health outcomes, particularly for subjects with allergies or asthma. The percent age improvement in health outcomes is typically modest, for example, 7percent to 25percent. Delivery of filtered air to the breathing zone of sleeping allergic or asthmatic persons may be more consistently effective in improving health than room air filtration. Notable are two studies that report statistically significant improvements, with filtration, in markers that predict future adverse coronary events. From modeling, the largest potential benefits of indoor particle filtration may be reductions in morbidity and mortality from reducing indoor exposures to particles from outdoor air.

    A robotic optical sedimentation recorder is described for the recordation of carbon flux in the oceans wherein both POC and PIC particles are captured at the open end of a submersible sampling platform, the captured particles allowed to drift down onto a collection plate where they can be imaged over time. The particles are imaged using three separate light sources, activated in sequence, one source being a back light, a second source being a side light to provide dark field illumination, and a third source comprising a cross polarized light source to illuminate birefringent particles. The recorder in one embodiment is attached to a buoyancy unit which is capable upon command for bringing the sedimentation recorder to a programmed depth below the ocean surface during recordation mode, and on command returning the unit to the ocean surface for transmission of recorded data and receipt of new instructions. The combined unit is provided with its own power source and is designed to operate autonomously in the ocean for extended periods of time.

    The Institute of Certified Records Managers (ICRM) is a non-profit, certifying organization of professional records managers and administrators. ICRM members are experienced in information requirements, records and information systems, and the related office systems and technologies. All members have met certification requirements and have received the Certified Records Manager (CRM) designation. As the field of information and records management moves toward standardization, and as the application of new technologies and technicalities complicate the measurement and demonstration of professional competence, the need for a means of identifying persons who have basic competency increases. The ICRM is providing such a means by testing and certifying basic knowledge. More and more job announcements are requiring this evidence of competency. Unfortunately, as an organization, NIRMA has a relatively small number of CRMs. The goal of the ICRM Development Group is two-fold; (1) to encourage NIRMA members to obtain their certification by providing basic information and support and; (2) to develop the Nuclear Specialist test module which will demonstrate that bearers have demonstrated expertise in nuclear records management as well as basic competencies. This report covers the examination process.

    While the basic physics of Microwave Assisted Magnetization Reversal (MAMR) phenomenon is well established both theoretically and experimentally, its application in a practical magnetic recording environment was so far studied primarily with the help of micromagnetic recording models. In this work, we instead attempt to use analytical formulation and simple numerical models to understand the main challenges as well as benefits that are associated with such a system. It appears that the main difference between the previously introduced theory [G. Bertotti et al., Phys. Rev. Lett. 86, 724 (2001); K. Rivkin et al., Appl. Phys. Lett. 92, 153104 (2008); S. Okamoto et al., J. Appl. Phys. 107, 123914 (2010).] and recording environment is that both the RF and DC magnetic fields are applied at a substantial angle to the anisotropy axis. While the associated symmetry breaking prevents one from describing the reversal process explicitly, it is possible to approximate the solutions well enough to satisfactorily match numerical models both in the case of wire and Spin Torque Oscillator generated RF fields. This approach allows for physical explanation of various effects associated with MAMR such as high gradient of writeable anisotropy and reduction of track width, and offers a clear guidance regarding future optimization of MAMR recording.

    Achieving efficient and correct synchronization of multiple threads is a difficult and error-prone task at small scale and, as we march towards extreme scale computing, will be even more challenging when the resulting application is supposed to utilize millions of cores efficiently. Transactional Memory (TM) is a promising technique to ease the burden on the programmer, but only recently has become available on commercial hardware in the new Blue Gene/Q system and hence the real benefit for realistic applications has not been studied, yet. This paper presents the first performance results of TM embedded into OpenMP on a prototype system of BG/Q and characterizes code properties that will likely lead to benefits when augmented with TM primitives. We first, study the influence of thread count, environment variables and memory layout on TM performance and identify code properties that will yield performance gains with TM. Second, we evaluate the combination of OpenMP with multiple synchronization primitives on top of MPI to determine suitable task to thread ratios per node. Finally, we condense our findings into a set of best practices. These are applied to a Monte Carlo Benchmark and a Smoothed Particle Hydrodynamics method. In both cases an optimized TM version, executed with 64 threads on one node, outperforms a simple TM implementation. MCB with optimized TM yields a speedup of 27.45 over baseline.

    In response to federal mandates and incentives for renewable energy, Sandia National Laboratories conducted a feasibility study of installing an on-site wind farm on Sandia National Laboratories and Kirtland Air Force Base property. This report describes this preliminary analysis of the costs and benefits of installing and operating a 15-turbine, 30-MW-capacity wind farm that delivers an estimated 16 percent of 2010 onsite demand. The report first describes market and non-market economic costs and benefits associated with operating a wind farm, and then uses a standard life-cycle costing and benefit-cost framework to estimate the costs and benefits of a wind farm. Based on these 'best-estimates' of costs and benefits and on factor, uncertainty and sensitivity analysis, the analysis results suggest that the benefits of a Sandia wind farm are greater than its costs. The analysis techniques used herein are applicable to the economic assessment of most if not all forms of renewable energy.

    The costs and benefits of hydrogen as a vehicle fuel are compared to gasoline, natural gas, and battery-powered vehicles. Costs, energy, efficiency, and tail-pipe and full fuel cycle emissions of air pollutants and greenhouse gases were estimated for hydrogen from a broad range of delivery pathways and scales: from individual vehicle refueling systems to large stations refueling 300 cars/day. Hydrogen production from natural gas, methanol, and ammonia, as well as water electrolysis based on alkaline or polymer electrolytes and steam electrolysis using solid oxide electrolytes are considered. These estimates were compared to estimates for competing fuels and vehicles, and used to construct oil use, air pollutant, and greenhouse gas emission scenarios for the U.S. passenger car fleet from 2005-2050. Fuel costs need not be an overriding concern in evaluating the suitability of hydrogen as a fuel for passenger vehicles. The combined emissions and oil import reduction benefits of hydrogen cars are estimated to be significant, valued at up to {approximately}$400/yr for each hydrogen car when primarily clean energy sources are used for hydrogen production. These benefits alone, however, become tenuous as the basis supporting a compelling rationale for hydrogen fueled vehicles, if efficient, advanced fossil-fuel hybrid electric vehicles (HEV`s) can achieve actual on-road emissions at or below ULEV standards in the 2005-2015 timeframe. It appears a robust rationale for hydrogen fuel and vehicles will need to also consider unique, strategic, and long-range benefits of hydrogen vehicles which can be achieved through the use of production, storage, delivery, and utilization methods for hydrogen which are unique among fuels: efficient use of intermittent renewable energy sources, (e,g, wind, solar), small-scale feasibility, fuel production at or near the point of use, electrolytic production, diverse storage technologies, and electrochemical conversion to electricity.

    One critical issue examined in the present phase of the International Tokamak Reactor (INTOR) has been an evaluation of the technical benefit of dividing up the design and component production tasks of all major advanced technologies among all participants. Two approaches were evaluated: (1) a ''splitting'' approach in which each country provides 1/4 of the components of each major system (e.g., 3 of 12 TF coils), (2) a ''branching'' approach in which each country provides all components of selected major systems (e.g., first country provides all TF coils, second country provides all torus sectors, etc.). Quantitative cost and schedule estimates were developed for each of the two approaches and compared to the cost and schedule of the entire device if it were produced only by one country. The results of the US evaluation indicated that the ratio of total estimated cost to the ''national'' cost was 1.66 for ''splitting'' and 1.20 for ''branching''. The cost per participant was 0.41 and 0.30, respectively. The increase in the construction schedule was estimated to be 2.6 years.

    This report documents a project undertaken for theCalifornia Urban Water Conservation Council (the Council) to create a newmethod of accounting for the diverse environmental benefits of raw watersavings. The environmental benefits (EB) model was designed to providewater utilities with a practical tool that they can use to assign amonetary value to the benefits that may accrue from implementing any ofthe Council-recommended Best Management Practices. The model treats onlyenvironmental services associated directly with water, and is intended tocover miscellaneous impacts that are not currently accounted for in anyother cost-benefit analysis.

The approved records disposition schedules specify the appropriate duration of retention and the final disposition for records created or maintained by the NRC. NUREG-0910, Rev. 3, contains ``NRC`s Comprehensive Records Disposition Schedule,`` and the original authorized approved citation numbers issued by NARA. Rev. 3 incorporates NARA approved changes and additions to the NRC schedules that have been implemented since the last revision dated March, 1992, reflects recent organizational changes implemented at the NRC, and includes the latest version of NARA`s General Records Schedule (dated August 1995).

    The U.S. Department of Energy (DOE) is responsible for managing vast amounts of information documenting historical and current operations. This information is critical to the operations of the DOE Office of Legacy Management. Managing legacy records and information is challenging in terms of accessibility and changing technology. The Office of Legacy Management is meeting these challenges by making records and information management an organizational priority. The Office of Legacy Management mission is to manage DOE post-closure responsibilities at former Cold War weapons sites to ensure the future protection of human health and the environment. These responsibilities include environmental stewardship and long-term preservation and management of operational and environmental cleanup records associated with each site. A primary organizational goal for the Office of Legacy Management is to 'Preserve, Protect, and Share Records and Information'. Managing records for long-term preservation is an important responsibility. Adequate and dedicated resources and management support are required to perform this responsibility successfully. Records tell the story of an organization and may be required to defend an organization in court, provide historical information, identify lessons learned, or provide valuable information for researchers. Loss of records or the inability to retrieve records because of poor records management processes can have serious consequences and even lead to an organisation's downfall. Organizations must invest time and resources to establish a good records management program because of its significance to the organization as a whole. The Office of Legacy Management will continue to research and apply innovative ways of doing business to ensure that the organization stays at the forefront of effective records and information management. DOE is committed to preserving records that document our nation's Cold War legacy, and the Office of Legacy Management will keep records management as a high priority. (authors)

    This paper evaluates the issue of non-energy benefits within the context of the U.S. energy services company (ESCO) industry?a growing industry comprised of companies that provide energy savings and other benefits to customers through the use of performance-based contracting. Recent analysis has found that ESCO projects in the public/institutional sector, especially at K-12 schools, are using performance-based contracting, at the behest of the customers, to partially -- but not fully -- offset substantial accumulated deferred maintenance needs (e.g., asbestos removal, wiring) and measures that have very long paybacks (roof replacement). This trend is affecting the traditional economic measures policymakers use to evaluate success on a benefit to cost basis. Moreover, the value of non-energy benefits which can offset some or all of the cost of the non-energy measures -- including operations and maintenance (O&M) savings, avoided capital costs, and tradable pollution emissions allowances-- are not always incorporated into a formal cost-effectiveness analysis of ESCO projects. Nonenergy benefits are clearly important to customers, but state and federal laws that govern the acceptance of these types of benefits for ESCO projects vary widely (i.e., 0-100percent of allowable savings can come from one or more non-energy categories). Clear and consistent guidance on what types of savings are recognized in Energy Savings agreements under performance contracts is necessary, particularly where customers are searching for deep energy efficiency gains in the building sector.

    As interest in community solutions to renewable energy grows, more states are beginning to develop policies that encourage properties with more than one meter to install shared renewable energy systems. State net metering policies are evolving to allow the aggregation of multiple meters on a customer���¢��������s property and to dissolve conventional geographical boundaries. This trend means net metering is expanding out of its traditional function as an enabling incentive to offset onsite customer load at a single facility. This paper analyzes community net energy metering (CNEM) as an emerging vehicle by which farmers, neighborhoods, and municipalities may more easily finance and reap the benefits of renewable energy. Specifically, it aims to compare and contrast the definition of geographical boundaries among different CNEM models and examine the benefits and limitations of each approach. As state policies begin to stretch the geographic boundaries of net metering, they allow inventive solutions to encourage renewable energy investment. This paper attempts to initiate the conversation on this emerging policy mechanism and offers recommendations for further development of these policies.

Assuming that the Commission would proceed with the proposal ''to require tariff provisions allowing demand response resources to participate in wholesale energy markets by reducing consumption of electricity from expected levels in response to price signals, to pay those demand response resources, in all hours, the market price of energy for such reductions,'' the Commission posed questions about applying a net benefits test and rules for cost allocation.     Property Assessed Clean Energy (PACE) financing is one of several new financial models broadening access to clean energy by addressing the barrier of initial capital cost. The majority of the PACE programs in the market today include PV as an eligible measure. PV appeals to homeowners as a way to reduce utility bills, self-generate sustainable power, increase energy independence and demonstrate a commitment to the environment. If substantial state incentives for PV exist, PV projects can be economic under PACE, especially when partnered with good net metering policies. At the same time, PV is expensive relative to other eligible measures with a return on investment horizon that might exceed program targets.     The Accelerator Production of Tritium (APT) offers a clean, safe, and reliable means of producing the tritium needed to maintain the nuclear deterrent. Tritium decays away naturally at a rate of about 5.5% per year; therefore, the tritium reservoirs in nuclear weapons must be periodically replenished. In recent years this has been accomplished by recycling tritium from weapons being retired from the stockpile. Although this strategy has served well since the last US tritium production reactor was shut down in 1988, a new tritium production capability will be required within ten years. Important technology benefits will result from direct utilization of some of the APT proton beam; others could result from advances in the technologies of particle accelerators and high power spallation targets. This report addresses those technology benefits.

  11. Exporting Alaskan North Slope crude oil: Benefits and costs

    The Department of Energy study examines the effects of lifting the current prohibitions against the export of Alaskan North Slope (ANS) crude. The study concludes that permitting exports would benefit the US economy. First, lifting the ban would expand the markets in which ANS oil can be sold, thereby increasing its value. ANS oil producers, the States of California and Alaska, and some of their local governments all would benefit from increased revenues. Permitting exports also would generate new economic activity and employment in California and Alaska. The study concludes that these economic benefits would be achieved without increasing gasoline prices (either in California or in the nation as a whole). Lifting the export ban could have important implications for US maritime interests. The Merchant Marine Act of 1970 (known as the Jones Act) requires all inter-coastal shipments to be carried on vessels that are US-owned, US-crewed, and US-built. By limiting the shipment of ANS crude to US ports only, the export ban creates jobs for the seafarers and the builders of Jones Act vessels. Because the Jones Act does not apply to exports, however, lifting the ban without also changing US maritime law would jeopardize the jobs associated with the current fleet of Jones Act tankers. Therefore the report analyzes selected economic impacts of several maritime policy alternatives, including: Maintaining current law, which allows foreign tankers to carry oil where export is allowed; requiring exports of ANS crude to be carried on Jones Act vessels; and requiring exports of ANS crude to be carried on vessels that are US-owned and US-crewed, but not necessarily US-built. Under each of these options, lifting the export ban would generate economic benefits.

    A reasonable expectation regarding the nuclear energy renaissance is that the location of fuel cycle nuclear materials throughout the world will be known. We ask--would an international system for uranium hexafluoride (UF{sub 6}) cylinders provide the effective assurances expected for international fuel supply and of the international fuel centers? This paper introduces the question and discusses the potential benefits of tracking UF{sub 6} cylinders through the development of an international database. The nonproliferation benefits of an international database for UF{sub 6} cylinders being used in the fuel cycle include an enhanced capability to reconcile nuclear material imports and exports. Currently, import and export declarations only require the reporting of total 'rolled up' quantities of nuclear materials contained in all items--not the quantities of materials in individual items like individual UF{sub 6} cylinders. The database could provide supplier countries with more assurance on the location of the UF{sub 6} cylinders they export. Additionally, a comprehensive database on all declared cylinders would be a valuable resource in detecting and recognizing undeclared cylinders. The database could potentially be administered by the IAEA and be accessible to authorized countries around the world. During the nuclear renaissance, the general public, as well as the participants will expect transparency and quality information about movement of nuclear fuel cycle nuclear materials. We will discuss the potential benefits of such a database for the suppliers, inspectorates, and general public.

    The standard Friedmann model of cosmology is based on the Copernican Principle, i.e. the assumption of a homogeneous background on which structure forms via perturbations. Homogeneity underpins both general relativistic and modified gravity models and is central to the way in which we interpret observations of the CMB and the galaxy distribution. It is therefore important to probe homogeneity via observations. We describe a test based on the fossil record of distant galaxies: if we can reconstruct key intrinsic properties of galaxies as functions of proper time along their worldlines, we can compare such properties at the same proper time for our galaxy and others. We achieve this by computing the lookback time using radial Baryon Acoustic Oscillations, and the time along galaxy world line using stellar physics, allowing us to probe homogeneity, in principle anywhere inside the past light cone. Agreement in the results would be an important consistency test -- although it would not in itself prove homogeneity. Any significant deviation in the results however would signal a breakdown of homogeneity.

    Nanoparticle self-assembly dynamics are monitored in real-time by detecting optical diffraction from an all-nanoparticle grating as it self-assembles on a grating pattern recorded on a magnetic medium. The diffraction efficiency strongly depends on concentration, pH, and colloidal stability of nanoparticle suspensions, demonstrating the nanoparticle self-assembly process is highly tunable. This metrology could provide an alternative for detecting nanoparticle properties such as colloidal stability.

    On March 14, 1979 a sizeable earth-quake (Ms-7.6 Richter scale) occurred on the continential shelf adjacent to S.W. Mexico, near Petatlan in the state of Guerrero. This earthquake generated a small tsunami that was recorded in deep water, 1000 km away, thus providing for the first time a glance at a tsunami traveling in the open ocean. The same sea floor pressure record displays conspicuous signals associated with vertical sea floor motions generated at the passage of the first Rayleight seismic wave, R1. Seismic and tsunami travel velocities are in agreement with our present understanding of the phenomena, and tsunami detectability in deep water is demonstrated to be well within present day state of the art in the design of sea floor pressure transducers. As calculations anticipate, the E.M. signals associated with the passage of the tsunami were too faint to be detected.

    There is an increasingly hot debate on whether the replacement of conventional vehicles (CVs) by electric vehicles (EVs) should be delayed or accelerated since EVs require higher cost and cause more pollution than CVs in the manufacturing process. Here we reveal two hidden benefits of EVs for addressing climate change to support the imperative acceleration of replacing CVs with EVs. As EVs emit much less heat than CVs within the same mileage, the replacement can mitigate urban heat island effect (UHIE) to reduce the energy consumption of air conditioners, benefitting local and global climates. To demonstrate these effects brought by the replacement of CVs by EVs, we take Beijing, China, as an example. EVs emit only 19.8% of the total heat emitted by CVs per mile. The replacement of CVs by EVs in 2012 could have mitigated the summer heat island intensity (HII) by about 0.94°C, reduced the amount of electricity consumed daily by air conditioners in buildings by 14.44 million kilowatt-hours (kWh), and reduced daily CO? emissions by 10,686 tonnes.

    Improved parabolic trough concentrating collectors will result from better design, improved fabrication techniques, and the development and utilization of improved materials. The difficulty of achieving these improvements varies as does their potential for increasing parabolic trough performance. The purpose of this analysis is to quantify the relative merit of various technology advancements in improving the long-term average performance of parabolic trough concentrating collectors. The performance benefits of improvements are determined as a function of operating temperature for north-south, east-west, and polar mounted parabolic troughs. The results are presented graphically to allow a quick determination of the performance merits of particular improvements. Substantial annual energy gains are shown to be attainable. Of the improvements evaluated, the development of stable back-silvered glass reflective surfaces offers the largest performance gain for operating temperatures below 150/sup 0/C. Above 150/sup 0/C, the development of trough receivers that can maintain a vacuum is the most significant potential improvement. The reduction of concentrator slope errors also has a substantial performance benefit at high operating temperatures.

    One of the early and most dramatic uses of nuclear transformations was in development of the nuclear weapons that brought World War II to an end. Despite that difficult introduction, nuclear weapons technology has been used largely as a deterrent to war throughout the latter half of the twentieth century. The Accelerator Production of Tritium (APT) offers a clean, safe, and reliable means of producing the tritium (a heavy form of hydrogen) needed to maintain the nuclear deterrent. Tritium decays away naturally at a rate of about 5.5% per year; therefore, the tritium reservoirs in nuclear weapons must be periodically replenished. In recent years this has been accomplished by recycling tritium from weapons being retired from the stockpile. Although this strategy has served well since the last US tritium production reactor was shut down in 1988, a new tritium production capability will be required within ten years. Some benefits will result from direct utilization of some of the APT proton beam; others could result from advances in the technologies of particle accelerators and high power spallation targets. The APT may save thousands of lives through the production of medical isotopes, and it may contribute to solving the nation`s problem in disposing of long-lived nuclear wastes. But the most significant benefit may come from advancing the technology, so that the great potential of accelerator applications can be realized during our lifetimes.

  6. Emissions Benefits of Distributed Generation in the Texas Market

    One potential benefit of distributed generation (DG) is a net reduction in air emissions. While DG will produce emissions, most notably carbon dioxide and nitrogen oxides, the power it displaces might have produced more. This study used a system dispatch model developed at Oak Ridge National Laboratory to simulate the 2012 Texas power market with and without DG. This study compares the reduction in system emissions to the emissions from the DG to determine the net savings. Some of the major findings are that 85% of the electricity displaced by DG during peak hours will be simple cycle natural gas, either steam or combustion turbine. Even with DG running as baseload, 57% of electricity displaced will be simple cycle natural gas. Despite the retirement of some gas-fired steam units and the construction of many new gas turbine and combined cycle units, the marginal emissions from the system remain quite high (1.4 lb NO{sub x}/MWh on peak and 1.1 lb NO{sub x}/MWh baseload) compared to projected DG emissions. Consequently, additions of DG capacity will reduce emissions in Texas from power generation in 2012. Using the DG exhaust heat for combined heat and power provides an even greater benefit, since it eliminates further boiler emissions while adding none over what would be produced while generating electricity. Further studies are warranted concerning the robustness of the result with changes in fuel prices, demands, and mixes of power generating technology.

    In magnetic recording media, the grains or clusters reverse their magnetization over a range of reversal field, resulting in a switching field distribution. In order to achieve high areal densities, it is desirable to understand and minimize such a distribution. Clusters of grains which contain stacking faults (SF) or fcc phase have lower anisotropy, an order lower than those without them. It is believed that such low anisotropy regions reverse their magnetization at a much lower reversal field than the rest of the material with a larger anisotropy. Such clusters/grains cause recording performance deterioration, such as adjacent track erasure and dc noise. Therefore, the observation of clusters that reverse at very low reversal fields (nucleation sites, NS) could give information on the noise and the adjacent track erasure. Potentially, the observed clusters could also provide information on the SF. In this paper, we study the reversal of nucleation sites in granular perpendicular media based on a magnetic force microscope (MFM) methodology and validate the observations with high resolution cross-section transmission electron microscopy (HRTEM) measurements. Samples, wherein a high anisotropy CoPt layer was introduced to control the NS or SF in a systematic way, were evaluated by MFM, TEM, and magnetometry. The magnetic properties indicated that the thickness of the CoPt layer results in an increase of nucleation sites. TEM measurements indicated a correlation between the thickness of CoPt layer and the stacking fault density. A clear correlation was also observed between the MFM results, TEM observations, and the coercivity and nucleation field of the samples, validating the effectiveness of the proposed method in evaluating the nucleation sites which potentially arise from stacking faults.

    Because of increasingly stringent environmental legislation and enhanced environmental awareness, electroplaters in Hong Kong are paying more heed to protect the environment. To comply with the array of environmental controls, electroplaters can no longer rely solely on the end-of-pipe approach as a means for abating their pollution problems under the particular local industrial environment. The preferred approach is to adopt waste minimization measures that yield both economic and environmental benefits. This paper gives an overview of electroplating activities in Hong Kong, highlights their characteristics, and describes the pollution problems associated with conventional electroplating operations. The constraints of using pollution control measures to achieve regulatory compliance are also discussed. Examples and case studies are given on some low-cost waste minimization techniques readily available to electroplaters, including dragout minimization and water conservation techniques. Recommendations are given as to how electroplaters can adopt and exercise waste minimization techniques in their operations. 1 tab.

    Weatherization reduces energy usage by low-income households, and thereby reduces the environmental impacts of the production and consumption of energy and reduces the social costs associated with those environmental impacts. The nonenergy benefits study conducted as part of the American Recovery and Reinvestment Act of 2009 (ARRA) Weatherization Assistance Program (WAP) evaluation focused on measuring the emissions reductions resulting from WAP program energy usage reductions and estimating the societal value of those emission reductions. While there are other environmental impacts associated with the WAP program, this study focused on emissions impacts because the 2010 National Research Council (NRC) report Hidden Costs of Energy: The Unpriced Consequences of Energy Production and Use recommended that Congress focus on emissions costs because they have the highest documented social impact costs

    Connecting electric storage technologies to smartgrids will have substantial implications in building energy systems. Local storage will enable demand response. Mobile storage devices in electric vehicles (EVs) are in direct competition with conventional stationary sources at the building. EVs will change the financial as well as environmental attractiveness of on-site generation (e.g. PV, or fuel cells). In order to examine the impact of EVs on building energy costs and CO2 emissions in 2020, a distributed-energy-resources adoption problem is formulated as a mixed-integer linear program with minimization of annual building energy costs or CO2 emissions. The mixed-integer linear program is applied to a set of 139 different commercial buildings in California and example results as well as the aggregated economic and environmental benefits are reported. The research shows that considering second life of EV batteries might be very beneficial for commercial buildings.

  18. The environmental benefits of cogeneration: A case study

    As a case study of the environmental feasibility of a major renovation to the University of Minnesota`s steam service facilities demonstrates, cogeneration is an efficient method of energy production and reduces area-wide air emissions by reducing the demand and production levels at less efficient facilities in the region. To acknowledge this benefit and encourage efficient production, {open_quotes}cogeneration credits{close_quotes} should be granted to energy producers as an offset to point-source emissions. This paper will identify the projected reduction in area-wide emissions for the University`s cogeneration project and alternatives and will demonstrate the method used for calculating those emissions. Although regulators have not yet fully accepted the validity of cogeneration credits, attitudes are starting to change, and we can only persuade regulators to encourage efficient production by discussing the issue now and by developing ways to make these ideas effective.

    Ceiling fans contribute significantly to residential electricity consumption, especially in developing countries with warm climates. The paper provides analysis of costs and benefits of several options to improve the efficiency of ceiling fans to assess the global potential for electricity savings and green house gas (GHG) emission reductions. Ceiling fan efficiency can be cost-effectively improved by at least 50% using commercially available technology. If these efficiency improvements are implemented in all ceiling fans sold by 2020, 70 terawatt hours per year could be saved and 25 million metric tons of carbon dioxide equivalent (CO2-e) emissions per year could be avoided, globally. We assess how policies and programs such as standards, labels, and financial incentives can be used to accelerate the adoption of efficient ceiling fans in order to realize potential savings.

    The use of cryocooling in neutron diffraction has been hampered by several technical challenges such as the need for specialized equipment and techniques. Recently we have developed and deployed equipment and strategies that allow for routine neutron data collection on cryocooled crystals using off the shelf components. This system has several advantages, compared to a closed displex cooling system such as fast cooling coupled with easier crystal mounting and centering. The ability to routinely collect cryogenic neutron data for analysis will significantly broaden the range of scientific questions that can be examined by neutron protein crystallography. Cryogenic neutron data collection for macromolecules has recently become available at the new Biological Diffractometer BIODIFF at FRM II and the Macromolecular Diffractometer (MaNDi) at the Spallation Neutron Source, Oak Ridge National Laboratory. To evaluate the benefits of a cryocooled neutron structure we collected a full neutron data set on the BIODIFF instrument on a Toho-1 lactamase structure at 100K.

    An integrated nuclear complex is proposed for location at the Nevada Test Site. In addition to solving the nuclear waste disposal problem, this complex would tremendously enhance the southern Nevada economy, and it would provide low cost electricity to each resident and business in the affected counties. Nuclear industry and the national economy would benefit because the complex would demonstrate the new generation of safer nuclear power plants and revitalize the industry. Many spin-offs of the complex would be possible, including research into nuclear fusion and a world class medical facility for southern Nevada. For such a complex to become a reality, the cycle of distrust between the federal government and the State of Nevada must be broken. The paper concludes with a discussion of implementation through a public process led by state officials and culminating in a voter referendum.

    A focused He – Ne laser beam is shown to cause local blackening of semitransparent detonation nanodiamond (DND) films at incident power densities above 600 W cm{sup -2}. Data obtained with a Raman spectrometer and low-power 632.8-nm laser source indicate that the blackening is accompanied by a decrease in broadband background luminescence and emergence of sharp Raman peaks corresponding to the structures of nanodiamond and sp{sup 2} carbon. The feasibility of image recording on DND films by a focused He – Ne laser beam is demonstrated. (letters)

    This paper describes an inexpensive and innovative VME transient recorder module, with 64 multiplexed analog input channels, 12-bit resolution, sampling rate up to 666 kSPS and 2 MWords of local memory providing standalone operation capability. This module was developed for the operation control of the tokamak ISTTOK. Its architecture takes advantage of the large scale integration and improved dynamic performance of recently developed devices. The main operational features are described and methods for assessing the performance are discussed. The experimental results already obtained as well as the philosophy of operation and programmability of this module suggest its adequacy to the monitoring of a large and complex nuclear physics experiment.

    Worldwide LNG shipments by ocean-going vessels in 1994 increased to 1,619 voyages, according to an LNG shipping industry statistical annual. LNG Log 20 published the recently compiled 1994 data in the last quarter of 1995. The publication is from the Society of International Gas Tanker and Terminal Operators Ltd., London. The year`s total was 8.8% more than for 1993 and the most in 35 years of records. The trips were made and the vessels loaded and discharged without report of serious safety or environmental incident, says the publication. Of the voyages completed during the year, 596 were to European receiving terminals (up 2.8% over 1993), and 1,003 went to the Far East (an increase of 10.7%); shipments to the US, however, dropped to 20, from 32 in 1993. This paper shows that the 1,619 voyages represent 3.6 million nautical miles logged by 78 vessels active during the year. These ships pumped ashore record annual volumes of approximately 144.3 million cu m of LNG, 110.1 million cu m (76.3%) of which went to Far Eastern customers. The paper also summarizes containment systems in use in 1994 and since LNG began to be shipped in 1959.

    The question of uncertainty and risk in electric utility resource planning has received considerable attention in recent years. During the 1980s, many utilities suffered financial losses because of unexpectedly high plant construction costs and low growth in electricity demand. In addition, the introduction of competition to the electric industry is creating new risks for power companies. No longer will utilities be able to count on regulatory protections and a base of captive consumers to provide a stable market and adequate return on their investments. Alternative risk management strategies will have to be considered instead. One approach to managing risk is for a utility company to invest in diverse power sources such as wind power plants. Since wind plants consume no fuel, can be built in relatively small increments with short construction lead times, and generate no pollutants, it is often said that they offer significant protection from risks associated with conventional fossil-fuel power plants. So far there have been few efforts to quantify these benefits, however. The study compares the costs and risks of two competing resource options, a gas-fired combined cycle plant and a wind plant, both utility-owned, through decision analysis. The case study utility is Texas Utilities Electric, a very large investor-owned company serving an area with substantial, high-quality wind resources. The authors chose a specific moment in the future - the year 2003 - when the utility currently plans to build a large fossil-fueled power plant, and examined the implications for the utility`s expected revenues, costs, and profits if a wind plant were to be built instead.

  7. Energy Conservation Projects to Benefit the Railroad Industry

    The Energy Conservation Projects to benefit the railroad industry using the Norfolk Southern Company as a model for the railroad industry has five unique tasks which are in areas of importance within the rail industry, and specifically in the area of energy conservation. The NIU Engineering and Technology research team looked at five significant areas in which research and development work can provide unique solutions to the railroad industry in energy the conservation. (1) Alternate Fuels - An examination of various blends of bio-based diesel fuels for the railroad industry, using Norfolk Southern as a model for the industry. The team determined that bio-diesel fuel is a suitable alternative to using straight diesel fuel, however, the cost and availability across the country varies to a great extent. (2) Utilization of fuel cells for locomotive power systems - While the application of the fuel cell has been successfully demonstrated in the passenger car, this is a very advanced topic for the railroad industry. There are many safety and power issues that the research team examined. (3) Thermal and emission reduction for current large scale diesel engines - The current locomotive system generates large amount of heat through engine cooling and heat dissipation when the traction motors are used to decelerate the train. The research team evaluated thermal management systems to efficiently deal with large thermal loads developed by the operating engines. (4) Use of Composite and Exotic Replacement Materials - Research team redesigned various components using new materials, coatings, and processes to provide the needed protection. Through design, analysis, and testing, new parts that can withstand the hostile environments were developed. (5) Tribology Applications - Identification of tribology issues in the Railroad industry which play a significant role in the improvement of energy usage. Research team analyzed and developed solutions which resulted in friction modification to improve energy efficiency.

Benefits quantified include vehicle cots, fuel savings, consumer's surplus effects, the effect of reduced weight on vehicle safety, impacts on emissions of CO{sub 2} and criteria pollutants, world oil market and energy security benefits, and the transfer of wealth from US consumes to oil producers. A vehicle stock model is used to capture sales, scrappage, and vehicle use effects under three fuel price scenarios. Three alternative fuel economy levels for 2001 are considered, ranging from 32.9 to 36.5 MPG for cars and 24.2 to 27.5 MPG for light trucks. Fuel economy improvements of this size are probably cost-effective. The size of the benefit, and whether there is a benefit, strongly depends on the financial costs of fuel economy improvement and judgments about the values of energy security, emissions, safety, etc. Three sets of values for eight parameters are used to define the sensitivity of costs and benefits to key assumptions. The net present social value (1989$) of costs and benefits ranges from a cost of $11 billion to a benefit of $286 billion. The critical parameters being the discount rate (10% vs. 3%) and the values attached to externalities. The two largest components are always the direct vehicle costs and fuel savings, but these tend to counterbalance each other for the fuel economy levels examined here. Other components are the wealth transfer, oil cost savings, CO{sub 2} emissions reductions, and energy security benefits. Safety impacts, emissions of criteria pollutants, and consumer's surplus effects are relatively minor components.     The Office of Legacy Management (LM) is an integral part of the U.S. Department of Energy’s (DOE’s) strategy to ensure that legacy liabilities of former nuclear weapons production sites are properly managed following the completion of environmental cleanup activities. LM will work with each site using an integrated team approach to ensure a successful transition. Part of this process will include transition of Government records and information. The Office of Legacy Management Information and Records Management Transition Guidance focuses on LM’s goal to preserve and protect legacy records and information. This guidance document establishes a framework for the transfer of records management responsibilities for sites transferring to LM. It describes the requirements, responsibilities, and procedures for the efficient and cost-effective transfer of custody, ownership, and management of records and other information products from the transfer site to LM. Records management practices are critical to the functions of Federal agencies because records provide information about, or evidence of, the organization, functions, policies, decisions, procedures, operations, or other activities. Therefore, the information generated by an agency is created, maintained, and dispositioned through records management processes that ensure the appropriate preservation and retrieval of essential information. Because of their intrinsic value, best practices to preserve information and records should be utilized when records are transferred from one organization to another. As the transfer program completes cleanup activities at closure sites, a transitional process will facilitate the transparent shift in the management of site records activities to LM. The roles and responsibilities of the transfer site and/or program and LM described in this document are a necessary foundation for cooperation and coordination and are essential to the successful transition of records and information responsibilities. The DOE Office of the Chief Information Officer (OCIO) has a central role in DOE records management by providing guidance, expertise, and coordination to all DOE offices and organizations and coordination with the National Archives and Records Administration (NARA). LM and the transfer site will complete an integrated transition plan which will integrate all transition elements including information and records. As part of the overall transition plan, an Information and Records Transition Plan will be developed consistent with the integrated transition plan for the site transfer and included as an attachment. The Information and Records Management Transition Plan will be developed to assist both organizations in organizing the tasks; establishing a timetable and milestones for their completion; and identifying manpower, funding and other resources that will be needed to complete the ownership transfer. In addition, the plan will provide a valuable exchange of institutional knowledge that will assist LM in meeting the obligations of responsibly managing legacy records. Guidance for the development of the plan is included in this document. Records management concerns that may arise during site closure, such as management support, contract language and agreements, interactions with the OCIO and NARA, resource and budget considerations, and procedures to safeguard records are addressed. Guidelines and criteria for records management transition activities are also provided. These include LM expectations for the inventory, scheduling, and disposition of records; the management and transfer of electronic files, including databases and software; records finding aids, indices, and recordkeeping systems; and the process for the transfer of hard copy and electronic records to LM.

    The record statistics of complex random states are analytically calculated, and shown that the probability of a record intensity is a Bernoulli process. The correlation due to normalization leads to a probability distribution of the records that is non-universal but tends to the Gumbel distribution asymptotically. The quantum standard map is used to study these statistics for the effect of correlations apart from normalization. It is seen that in the mixed phase space regime the number of intensity records is a power law in the dimensionality of the state as opposed to the logarithmic growth for random states.

    Unattended surveillance places unique requirements on video recorders. One such requirement, extended operational reliability, often cannot be determined from the manufacturers' data. Subsequent to market surveys and preliminary testing, the Sony 8mm EVO-210 recorder was selected for use in the Modular Integrated Video System (MIVS), while concurrently undergoing extensive reliability testing. A microprocessor based controller was developed to life test and evaluate the performance of the video cassette recorders. The controller has the capability to insert a unique binary count in the vertical interval of the recorded video signal for each scene. This feature allows for automatic verification of the recorded data using a MIVS Review Station. Initially, twenty recorders were subjected to the accelerated life test, which involves recording one scene (eight video frames) every 15 seconds. The recorders were operated in the exact manner in which they are utilized in the MIVS. This paper describes the results of the preliminary testing, accelerated life test and the extensive testing on 130 Sony EVO-210 recorders.

    Most renewable portfolio standards (RPS) have five or more years of implementation experience, enabling an assessment of their costs and benefits. Understanding RPS costs and benefits is essential for policymakers evaluating existing RPS policies, assessing the need for modifications, and considering new policies. This study provides an overview of methods used to estimate RPS compliance costs and benefits, based on available data and estimates issued by utilities and regulators. Over the 2010-2012 period, average incremental RPS compliance costs in the United States were equivalent to 0.8% of retail electricity rates, although substantial variation exists around this average, both from year-to-year and across states. The methods used by utilities and regulators to estimate incremental compliance costs vary considerably from state to state and a number of states are currently engaged in processes to refine and standardize their approaches to RPS cost calculation. The report finds that state assessments of RPS benefits have most commonly attempted to quantitatively assess avoided emissions and human health benefits, economic development impacts, and wholesale electricity price savings. Compared to the summary of RPS costs, the summary of RPS benefits is more limited, as relatively few states have undertaken detailed benefits estimates, and then only for a few types of potential policy impacts. In some cases, the same impacts may be captured in the assessment of incremental costs. For these reasons, and because methodologies and level of rigor vary widely, direct comparisons between the estimates of benefits and costs are challenging.
