    The Montana Rivers Information System (MRIS) was initiated to assess the state`s fish, wildlife, and recreation value; and natural cultural, and geologic features. The MRIS is now a set of data bases containing part of the information in the Natural Heritage Program natural features and threatened and endangered species data bases and comprises of the Montana Interagency Stream Fisheries Database; the MDFWP Recreation Database; and the MDFWP Wildlife Geographic Information System. The purpose of this User`s Manual is to describe to the user how to maintain the MRIS database of their choice by updating, changing, deleting, and adding records using the edit/entry programs; and to provide to the user all information and instructions necessary to complete data entry into the MRIS databases.

    Integrated carbon‐to‐liquids technology (ICTL) incorporates three basic processes for the conversion of a wide range of feedstocks to distillate liquid fuels: (1) Direct Microcatalytic Coal Liquefaction (MCL) is coupled with biomass liquefaction via (2) Catalytic Hydrodeoxygenation and Isomerization (CHI) of fatty acid methyl esters (FAME) or trigylceride fatty acids (TGFA) to produce liquid fuels, with process derived (3) CO{sub 2} Capture and Utilization (CCU) via algae production and use in BioFertilizer for added terrestrial sequestration of CO{sub 2}, or as a feedstock for MCL and/or CHI. This novel approach enables synthetic fuels production while simultaneously meeting EISA 2007 Section 526 targets, minimizing land use and water consumption, and providing cost competitive fuels at current day petroleum prices. ICTL was demonstrated with Montana Crow sub‐bituminous coal in MCL pilot scale operations at the Energy and Environmental Research Center at the University of North Dakota (EERC), with related pilot scale CHI studies conducted at the University of Pittsburgh Applied Research Center (PARC). Coal‐Biomass to Liquid (CBTL) Fuel samples were evaluated at the US Air Force Research Labs (AFRL) in Dayton and greenhouse tests of algae based BioFertilizer conducted at Montana State University (MSU). Econometric modeling studies were also conducted on the use of algae based BioFertilizer in a wheat‐camelina crop rotation cycle. We find that the combined operation is not only able to help boost crop yields, but also to provide added crop yields and associated profits from TGFA (from crop production) for use an ICTL plant feedstock. This program demonstrated the overall viability of ICTL in pilot scale operations. Related work on the Life Cycle Assessment (LCA) of a Montana project indicated that CCU could be employed very effectively to reduce the overall carbon footprint of the MCL/CHI process. Plans are currently being made to conduct larger‐scale process demonstration studies of the CHI process in combination with CCU to generate synthetic jet and diesel fuels from algae and algae fertilized crops. Site assessment and project prefeasibility studies are planned with a major EPC firm to determine the overall viability of ICTL technology commercialization with Crow coal resources in south central Montana.

    Project Objective: The overarching objective of the Montana Palladium Research Initiative is to perform scientific research on the properties and uses of palladium in the context of the U.S. Department of Energy'????????????????s Hydrogen, Fuel Cells and Infrastructure Technologies Program. The purpose of the research will be to explore possible palladium as an alternative to platinum in hydrogen-economy applications. To achieve this objective, the Initiatives activities will focus on several cutting-edge research approaches across a range of disciplines, including metallurgy, biomimetics, instrumentation development, and systems analysis. Background: Platinum-group elements (PGEs) play significant roles in processing hydrogen, an element that shows high potential to address this need in the U.S. and the world for inexpensive, reliable, clean energy. Platinum, however, is a very expensive component of current and planned systems, so less-expensive alternatives that have similar physical properties are being sought. To this end, several tasks have been defined under the rubric of the Montana Palladium Research Iniative. This broad swath of activities will allow progress on several fronts. The membrane-related activities of Task 1 employs state-of-the-art and leading-edge technologies to develop new, ceramic-substrate metallic membranes for the production of high-purity hydrogen, and develop techniques for the production of thin, defect-free platinum group element catalytic membranes for energy production and pollution control. The biomimetic work in Task 2 explores the use of substrate-attached hydrogen-producing enzymes and the encapsulation of palladium in virion-based protein coats to determine their utility for distributed hydrogen production. Task 3 work involves developing laser-induced breakdown spectroscopy (LIBS) as a real-time, in situ diagnostic technique to characterize PGEs nanoparticles for process monitoring and control. The systems engineering work in task 4 will determine how fuel cells ????????????????taken as systems behave over periods of time that should show how their reformers and other subsystems deteriorate with time.

Since the program inception in 1992, ENERGY STAR has become a leading international brand for energy efficient products, and currently labels more than thirty products, spanning office equipment, heating, cooling and ventilation equipment, commercial and residential lighting, home electronics, and major appliances. ENERGY STAR's central role in the development of regional, national and international energy programs necessitates an open process whereby its program achievements to date as well as projected future savings are shared with stakeholders. This report presents savings estimates from the use ENERGY STAR labeled products. We present estimates of energy, dollar, and carbon savings achieved by the program in the year 2009, annual forecasts for 2010 and 2011, and cumulative savings estimates for the period 1993 through 2009 and cumulative forecasts for the period 2010 through 2015. Through 2009 the program saved 9.5 Quads of primary energy and avoided the equivalent of 170 million metric tons carbon (MMTC). The forecast for the period 2009-2015 is 11.5 Quads or primary energy saved and 202 MMTC emissions avoided. The sensitivity analysis bounds the best estimate of carbon avoided between 110 MMTC and 231 MMTC (1993 to 2009) and between 130 MMTC and 285 MMTC (2010 to 2015).

    ENERGY STAR is a voluntary energy efficiency-labeling program operated jointly by the United States Department of Energy and the United States Environmental Protection Agency (US EPA). Since the program inception in 1992, ENERGY STAR has become a leading international brand for energy efficient products. ENERGY STAR's central role in the development of regional, national, and international energy programs necessitates an open process whereby its program achievements to date as well as projected future savings are shared with committed stakeholders. Through 2007, the program saved 7.1 Quads of primary energy and avoided 128 MtC equivalent. The forecast shows that the program is expected to save 21.2 Quads of primary energy and avoid 375 MtC equivalent over the period 2008-2015. The sensitivity analysis bounds the best estimate of carbon avoided between 84 MtC and 172 MtC (1993 to 2007) and between 243 MtC and 519 MtC (2008 to 2015).

The focus of this Guide is on realized outcomes or impacts of R&D programs actually experienced by American citizens, industry, and others. Retrospective evaluations may be contrasted to prospective evaluations that reflect expected or potential outcomes only if assumptions hold. The retrospective approach described in this Guide is based on realized results only and the extent they can be attributed to the efforts of an R&D program. While it has been prepared specifically to guide retrospective benefit-cost analysis of EERE R&D Programs, this report may be used for similar analysis of other public R&D organizations.

    This report describes the approach to estimating the benefits and analysis results for the Heavy Vehicle Technologies activities of the Vehicle Technologies (VT) Program of EERE. The scope of the effort includes: (1) Characterizing baseline and advanced technology vehicles for Class 3-6 and Class 7 and 8 trucks, (2) Identifying technology goals associated with the DOE EERE programs, (3) Estimating the market potential of technologies that improve fuel efficiency and/or use alternative fuels, and (4) Determining the petroleum and greenhouse gas emissions reductions associated with the advanced technologies. In FY 08 the Heavy Vehicles program continued its involvement with various sources of energy loss as compared to focusing more narrowly on engine efficiency and alternative fuels. These changes are the result of a planning effort that first occurred during FY 04 and was updated in the past year. (Ref. 1) This narrative describes characteristics of the heavy truck market as they relate to the analysis, a description of the analysis methodology (including a discussion of the models used to estimate market potential and benefits), and a presentation of the benefits estimated as a result of the adoption of the advanced technologies. The market penetrations are used as part of the EERE-wide integrated analysis to provide final benefit estimates reported in the FY08 Budget Request. The energy savings models are utilized by the VT program for internal project management purposes.

    A data base for the fluidized-bed gasification of different coals at elevated pressures has been developed at the Institute of Gas Technology (IGT) with different ranks of coal at pressures up to 450 psig and at temperatures dictated by the individual coals. Adequate data have been obtained to characterize the effect of pressure on the gasification of Montana Rosebud subbituminous coal and North Dakota lignite.     Property Assessed Clean Energy (PACE) financing is one of several new financial models broadening access to clean energy by addressing the barrier of initial capital cost. The majority of the PACE programs in the market today include PV as an eligible measure. PV appeals to homeowners as a way to reduce utility bills, self-generate sustainable power, increase energy independence and demonstrate a commitment to the environment. If substantial state incentives for PV exist, PV projects can be economic under PACE, especially when partnered with good net metering policies. At the same time, PV is expensive relative to other eligible measures with a return on investment horizon that might exceed program targets. This fact sheet reviews the benefits and potential challenges of including PV in PACE programs.

    Industrial companies are seeking to manage energy consumption and costs, mitigate risks associated with energy, and introduce transparency into reports of their energy performance achievements. Forty industrial facilities are participating in the U.S. DOE supported Superior Energy Performance (SEP) program in which facilities implement an energy management system based on the ISO 50001 standard, and pursue third-party verification of their energy performance improvements. SEP certification provides industrial facilities recognition for implementing a consistent, rigorous, internationally recognized business process for continually improving energy performance and achievement of established energy performance improvement targets. This paper focuses on the business value of SEP and ISO 50001, providing an assessment of the costs and benefits associated with SEP implementation at nine SEP-certified facilities across a variety of industrial sectors. These cost-benefit analyses are part of the U.S. DOE?s contribution to the Global Superior Energy Performance (GSEP) partnership, a multi-country effort to demonstrate, using facility data, that energy management system implementation enables companies to improve their energy performance with a greater return on investment than business-as-usual (BAU) activity. To examine the business value of SEP certification, interviews were conducted with SEP-certified facilities. The costs of implementing the SEP program, including internal facility staff time, are described and a marginal payback of SEP certification has been determined. Additionally, more qualitative factors with regard to the business value and challenges related to SEP and ISO 50001 implementation are summarized.

    This report describes the approach to estimating benefits and the analysis results for the Heavy Vehicle Technologies activities of the Freedom Car and Vehicle Technologies (FCVT) Program of EERE. The scope of the effort includes: (1) Characterizing baseline and advanced technology vehicles for Class 3-6 and Class 7 and 8 trucks, (2) Identification of technology goals associated with the DOE EERE programs, (3) Estimating the market potential of technologies that improve fuel efficiency and/or use alternative fuels, (4) Determining the petroleum and greenhouse gas emissions reductions associated with the advanced technologies. In FY 05 the Heavy Vehicles program activity expanded its technical involvement to more broadly address various sources of energy loss as compared to focusing more narrowly on engine efficiency and alternative fuels. This broadening of focus has continued in the activities planned for FY 06. These changes are the result of a planning effort that occurred during FY 04 and 05. (Ref. 1) This narrative describes characteristics of the heavy truck market as they relate to the analysis, a description of the analysis methodology (including a discussion of the models used to estimate market potential and benefits), and a presentation of the benefits estimated as a result of the adoption of the advanced technologies. These benefits estimates, along with market penetrations and other results, are then modeled as part of the EERE-wide integrated analysis to provide final benefit estimates reported in the FY06 Budget Request.

  7. The energy-related inventions program: Continuing benefits to the inventor community

    This report provides information on the economic, energy, and environmental impacts of inventions supported by the Energy-Related Inventions Program (ERIP) - a technology commercialization program jointly operated by the U.S. Department of Energy (DOE) and the National Institute of Standards and Technology (NIST). It describes the results of the latest in a series of ERIP evaluation projects that have been completed since 1980. The period of interest is 1980 through 1994. The evaluation is based on data collected in 1995 through mail and telephone surveys of 211 program participants, and historical data collected during previous evaluations for an additional 253 participants. As of September 1993, a total of 609 inventions had been recommended to DOE by NIST, which screens all submitted inventions for technical merit, potential for commercial success, and potential energy impact. By the end of 1994, at least 144 (or 24%) of these inventions had entered the market, generating total cumulative sales of $961 million (in 19944). It is estimated that in 1994 ERIP inventors earned royalties of $2.3 million, and over the lifetime of the program, royalties total $28.2 million. With $47.5 million in grants awarded from 1975 through 1994 and $124 million in program appropriations over the same period, ERIP has generated a 20:1 return in terms of sales values to grants, and an 8:1 return in sales versus program appropriations. Further, it is estimated that at least 757 job-years of employment were supported by ERIP technologies in 1994, and that this resulted in a return of approximately $3.4 million in individual income taxes to the U.S. Treasury. Finally, approximately $334 million of energy expenditures were saved in 1994 as a result of the commercial success of five ERIP projects. These energy savings resulted in reduced emissions of 2.1 million metric tons of carbon in 1994 alone.

    The overall mission of the U.S. Department of Energys Office of Electricity Delivery and Energy Reliability (OE) is to lead national efforts to modernize the electric grid, enhance the security and reliability of the energy infrastructure, and facilitate recovery from disruptions to the energy supply.     This report provides a top-level summary of national savings achieved by the Energy Star voluntary product labeling program. To best quantify and analyze savings for all products, we developed a bottom-up product-based model. Each Energy Star product type is characterized by product-specific inputs that result in a product savings estimate. Our results show that through 2007, U.S. EPA Energy Star labeled products saved 5.5 Quads of primary energy and avoided 100 MtC of emissions. Although Energy Star-labeled products encompass over forty product types, only five of those product types accounted for 65percent of all Energy Star carbon reductions achieved to date, including (listed in order of savings magnitude)monitors, printers, residential light fixtures, televisions, and furnaces. The forecast shows that U.S. EPA?s program is expected to save 12.2 Quads of primary energy and avoid 215 MtC of emissions over the period of 2008?2015.

    Energy technology R&D is a cornerstone of U.S. energy policy. Understanding the potential for energy technology R&D to solve the nation's energy problems is critical to formulating a successful R&D program. In light of this, the U.S. Congress requested the National Research Council (NRC) to undertake both retrospective and prospective assessments of the Department of Energy's (DOE's) Energy Efficiency and Fossil Energy Research programs (NRC, 2001; NRC, 2005). ("The Congress continued to express its interest in R&D benefits assessment by providing funds for the NRC to build on the retrospective methodology to develop a methodology for assessing prospective benefits." NRC, 2005, p. ES-2) In 2004, the NRC Committee on Prospective Benefits of DOE's Energy Efficiency and Fossil Energy R&D Programs published a report recommending a new framework and principles for prospective benefits assessment. The Committee explicitly deferred the issue of estimating security benefits to future work. Recognizing the need for a rigorous framework for assessing the energy security benefits of its R&D programs, the DOE's Office of Energy Efficiency and Renewable Energy (EERE) developed a framework and approach for defining energy security metrics for R&D programs to use in gauging the energy security benefits of their programs (Lee, 2005). This report describes methods for estimating the prospective oil security benefits of EERE's R&D programs that are consistent with the methodologies of the NRC (2005) Committee and that build on Lee's (2005) framework. Its objective is to define and implement a method that makes use of the NRC's typology of prospective benefits and methodological framework, satisfies the NRC's criteria for prospective benefits evaluation, and permits measurement of that portion of the prospective energy security benefits of EERE's R&D portfolio related to oil. While the Oil Security Metrics (OSM) methodology described in this report has been specifically developed to estimate the prospective oil security benefits of DOE's R&D programs, it is also applicable to other strategies and policies aimed at changing U.S. petroleum demand.

    Calculating the benefits and costs of water conservation orefficiency programs requires knowing the marginal cost of the water andwastewater saved by those programs. Developing an accurate picture of thepotential cost savings from water conservation requires knowing the costof the last few units of water consumed or wastewater released, becausethose are the units that would be saved by increased water efficiency.This report describes the data we obtained on water and wastewater ratesand costs, data gaps we identified, and other issues related to using thedata to estimate the cost savings that might accrue from waterconservation programs. We identified three water and wastewater ratesources. Of these, we recommend using Raftelis Financial Corporation(RFC) because it: a) has the most comprehensive national coverage; and b)provides greatest detail on rates to calculate marginal rates. The figurebelow shows the regional variation in water rates for a range ofconsumption blocks. Figure 1A Marginal Rates of Water Blocks by Regionfrom RFC 2004Water and wastewater rates are rising faster than the rateof inflation. For example, from 1996 to 2004 the average water rateincreased 39.5 percent, average wastewater rate increased 37.8 percent,the CPI (All Urban) increased 20.1 percent, and the CPI (Water andSewerage Maintenance) increased 31.1 percent. On average, annualincreases were 4.3 percent for water and 4.1 percent for wastewater,compared to 2.3 percent for the All Urban CPI and 3.7 percent for the CPIfor water and sewerage maintenance. If trends in rates for water andwastewater rates continue, water-efficient products will become morevaluable and more cost-effective.

    The work documented in this report was undertaken as part of an ongoing investigation of innovative and potentially attractive value propositions for electricity storage by the United States Department of Energy (DOE) and Sandia National Laboratories (SNL) Electricity Storage Systems (ESS) Program. This study characterizes one especially attractive value proposition for modular electricity storage (MES): electric utility transmission and distribution (T&D) upgrade deferral. The T&D deferral benefit is characterized in detail. Also presented is a generalized framework for estimating the benefit. Other important and complementary (to T&D deferral) elements of possible value propositions involving MES are also characterized.

    The 2007 Research Experiment in Carbon Sequestration (RECS) met at the Montana State University (MSU) and a variety of field sites over the 10-day period of July 29 - Aug 10. This year's group consisted of 17 students from graduate and doctoral programs in the United States and Canada, as well as early career professionals in fields related to carbon mitigation. Appropriately, because greenhouse gas reduction and storage is a global problem, the group included seven international students, from France, Iran, Paraguay, Turkey, Russia and India. Classroom talks featured experts from academia, government, national laboratories, and the private sector, who discussed carbon capture and storage technologies and related policy issues. Then, students traveled to Colstrip, Montana to visit PPL Montana's coal-fired power plant and view the local geology along the Montana/Wyoming border. Finally, students spent several days in the hands-on work at ZERT, using carbon dioxide detection and monitoring equipment. 1 photo.

    The Western Environmental Technology Office (WETO) is a multi-purpose engineering test facility located in Butte, Montana, and is managed by MSE, Inc. WETO seeks to contribute to environmental research by emphasizing projects to develop heavy metals removal and recovery processes, thermal vitrification systems, and waste minimization/pollution prevention technologies. WETO`s environmental technology research and testing activities focus on the recovery of usable resources from waste. In one of WETO`s areas of focus, groundwater contamination, water from the Berkeley Pit, located near the WETO site, is being used in demonstrations directed toward the recovery of potable water and metal from the heavy metal-bearing water. The Berkeley Pit is part of an inactive copper mine near Butte that was once part of the nation`s largest open-pit mining operation. The Pit contains approximately 25 billion gallons of Berkeley Pit groundwater and surface water containing many dissolved minerals. As part of DOE/OST`s Resource Recovery Project (RRP), technologies are being demonstrated to not only clean the contaminated water but to recover metal values such as copper, zinc, and iron with an estimated gross value of more than $100 million. When recovered, the Berkeley Pit waters could benefit the entire Butte valley with new water resources for fisheries, irrigation, municipal, and industrial use. At WETO, the emphasis is on environmental technology development and commercialization activities, which will focus on mine cleanup, waste treatment, resource recovery, and water resource management.

    Utilizing funding provided by the American Recovery and Reinvestment Act (ARRA), the Liquid Waste Program at Savannah River site successfully executed forty-one design, procurement, construction, and operating activities in the period from September 2009 through December 2011. Project Management of the program included noteworthy practices involving safety, integrated project teams, communication, and cost, schedule and risk management. Significant upgrades to plant capacity, progress toward waste tank closure and procurement of needed infrastructure were accomplished. Over 1.5 million hours were worked without a single lost work day case. Lessons Learned were continually identified and applied to enhance the program. Investment of Recovery Act monies into the Liquid Waste Program has ensured continued success in the disposition of radioactive wastes and the closure of high level waste tanks at SRS. The funding of a portion of the Liquid Waste Program at SRS by ARRA was a major success. Significant upgrades to plant capacity, progress toward waste tank closure and procurement of needed infrastructure was accomplished. Integrated Project Teams ensured quality products and services were provided to the Operations customers. Over 1.5 million hours were worked without a single lost work day case. Lessons Learned were continually reviewed and reapplied to enhance the program. Investment of Recovery Act monies into the Liquid Waste Program has ensured continued success in the disposition of radioactive wastes and the closure of high level waste tanks at SRS. (authors)

    Increased interest by state (and federal) policymakers and regulatory agencies in pursuing aggressive energy efficiency efforts could deliver significant utility bill savings for customers while having long-term implications for ratepayers (e.g. potential rate impacts). Equity and distributional concerns associated with the authorized recovery of energy efficiency program costs may necessitate the pursuit of alternative program funding approaches. In 2008, Massachusetts passed the Green Communities Act which directed its energy efficiency (EE) program administrators to obtain all cost-effective EE resources. This goal has translated into achieving annual electric energy savings equivalent to a 2.4% reduction in retail sales from energy efficiency programs in 2012. Representatives of electricity consumer groups supported the new portfolio of EE programs (and the projected bill savings) but raised concerns about the potential rate impacts associated with achieving such aggressive EE goals, leading policymakers to seek out alternative funding sources which can potentially mitigate these effects. Utility administrators have also raised concerns about under-recovery of fixed costs when aggressive energy efficiency programs are pursued and have proposed ratemaking policies (e.g. decoupling) and business models that better align the utility's financial interests with the state's energy efficiency public policy goals. Quantifying these concerns and identifying ways they can be addressed are crucial steps in gaining the support of major stakeholder groups - lessons that can apply to other states looking to significantly increase savings targets that can be achieved from their own ratepayer-funded energy efficiency programs. We use a pro-forma utility financial model to quantify the bill and rate impacts on electricity customers when very aggressive annual energy efficiency savings goals ({approx}2.4%) are achieved over the long-term and also assess the impact of different cost recovery approaches that integrate alternative revenue sources. We also analyze alternative lost fixed cost recovery approaches to better understand how to mitigate the erosion of utility shareholder returns in states that have adopted (and achieved) very aggressive savings targets.

    Under the American Recovery and Reinvestment Act (ARRA), 26 ground source heat pump (GSHP) projects were competitively selected in 2009 to demonstrate the benefits of GSHP systems and innovative technologies for cost reduction and/or performance improvement. One of the selected demonstration projects was proposed by Montana Tech of the University of Montana for a 56,000 sq ft, newly constructed, on-campus research facility the Natural Resources Building (NRB) located in Butte, Montana. This demonstrated GSHP system consists of a 50 ton water-to-water heat pump and a closed-loop ground heat exchanger with two redundant 7.5 hp constant-speed pumps to use water in the nearby flooded mines as a heat source or heat sink. It works in conjunction with the originally installed steam HX and an aircooled chiller to provide space heating and cooling. It is coupled with the existing hot water and chilled water piping in the building and operates in the heating or cooling mode based on the outdoor air temperature. The ground loop pumps operate in conjunction with the existing pumps in the building hot and chilled water loops for the operation of the heat pump unit. The goal of this demonstration project is to validate the technical and economic feasibility of the demonstrated commercial-scale GSHP system in the region, and illustrate the feasibility of using mine waters as the heat sink and source for GSHP systems. Should the demonstration prove satisfactory and feasible, it will encourage similar GSHP applications using mine water, thus help save energy and reduce carbon emissions. The actual performance of the system is analyzed with available measured data for January through July 2014. The annual energy performance is predicted and compared with a baseline scenario, with the heating and cooling provided by the originally designed systems. The comparison is made in terms of energy savings, operating cost savings, cost-effectiveness, and environmental benefits. Finally, limitations in conducting the analysis are identified and recommendations for improvement in the control and operation of such systems are made.

    This guide describes a high-level, technology-neutral framework for assessing potential benefits from and economic market potential for energy storage used for electric-utility-related applications. The overarching theme addressed is the concept of combining applications/benefits into attractive value propositions that include use of energy storage, possibly including distributed and/or modular systems. Other topics addressed include: high-level estimates of application-specific lifecycle benefit (10 years) in $/kW and maximum market potential (10 years) in MW. Combined, these criteria indicate the economic potential (in $Millions) for a given energy storage application/benefit. The benefits and value propositions characterized provide an important indication of storage system cost targets for system and subsystem developers, vendors, and prospective users. Maximum market potential estimates provide developers, vendors, and energy policymakers with an indication of the upper bound of the potential demand for storage. The combination of the value of an individual benefit (in $/kW) and the corresponding maximum market potential estimate (in MW) indicates the possible impact that storage could have on the U.S. economy. The intended audience for this document includes persons or organizations needing a framework for making first-cut or high-level estimates of benefits for a specific storage project and/or those seeking a high-level estimate of viable price points and/or maximum market potential for their products. Thus, the intended audience includes: electric utility planners, electricity end users, non-utility electric energy and electric services providers, electric utility regulators and policymakers, intermittent renewables advocates and developers, Smart Grid advocates and developers, storage technology and project developers, and energy storage advocates.

    This document presents results of a study of avian use and mortality in and near a proposed wind resource area in southwestern Montana. Data collected in autumn 1995 through summer 1996 represented preconstruction condition; it was compiled, analyzed, and presented in a format such that comparison with post-construction data would be possible. The primary emphasis of the study was recording avian migration in and near the wind resource area using state-of-the-art marine surveillance radar. Avian use and mortality were investigated during the breeding season by employing traditional avian sampling methods, radiotelemetry, radar, and direct visual observation. 61 figs., 34 tabs.

    This document has been prepared by the DOE Environmental Management (EM) Office of Technology Development (OTD) to highlight its research, development, demonstration, testing, and evaluation activities funded through the Western Environmental Technology Office (WETO) in Butte, Montana. Technologies and processes described have the potential to enhance DOE`s cleanup and waste management efforts, as well as improve US industry`s competitiveness in global environmental markets. WETO`s environmental technology research and testing activities focus on the recovery of useable resources from waste. Environmental technology development and commercialization activities will focus on mine cleanup, waste treatment, resource recovery, and water resource management. Since the site has no record of radioactive material use and no history of environmental contamination/remediation activities, DOE-EM can concentrate on performing developmental and demonstration activities without the demands of regulatory requirements and schedules. Thus, WETO will serve as a national resource for the development of new and innovative environmental technologies.

    The Powder River basin is one of the most actively explored Rocky Mountain basins for hydrocarbons, yet the lower Paleozoic (Cambrian through Mississippian) rocks of this interval remain little studied. As a part of a program studying the evolution of sedimentary basins, approximately 3200 km of cross section, based on more than 50 combined geophysical and lithologic logs, have been constructed covering an area of about 200,000 km/sup 2/. The present-day basin is a Cenozoic structural feature located between the stable interior of the North American craton and the Cordilleran orogenic belt. At various times during the early Paleozoic, the basin area was not distinguishable from either the stable craton, the Williston basin, the Central Montana trough, or the Cordilleran miogeocline. Both deposition and preservation in the basin have been greatly influenced by the relative uplift of the Transcontinental arch. Shows of oil and dead oil in well cuttings confirm that hydrocarbons have migrated through at least parts of the basin's lower Paleozoic carbonate section. These rocks may have been conduits for long-distance migration of hydrocarbons as early as Late Cretaceous, based on (1) the probable timing of thermal maturation of hydrocarbon-source rocks within the basin area and to the west, (2) the timing of Laramide structural events, (3) the discontinuous nature of the reservoirs in the overlying, highly productive Pennsylvanian-Permian Minnelusa Formation, and (4) the under-pressuring observed in some Minnelusa oil fields. Vertical migration into the overlying reservoirs could have been through deep fractures within the basin, represented by major lineament systems. Moreover, the lower Paleozoic rocks themselves may also be hydrocarbon reservoirs.

    A new project began in 2005 to monitor the biological and physical effects of improved operations of Hungry Horse and Libby Dams, Montana, called for by the Northwest Power and Conservation Council (NPCC) Mainstem Amendment. This operating strategy was designed to benefit resident fish impacted by hydropower and flood control operations. Under the new operating guidelines, July through September reservoir drafts will be limited to 10 feet from full pool during the highest 80% of water supply years and 20 feet from full pool during the lowest 20% of water supply (drought) years. Limits were also established on how rapidly discharge from the dams can be increased or decreased depending on the season. The NPCC also directed the federal agencies that operate Libby and Hungry Horse Dams to implement a new flood control strategy (VARQ) and directed Montana Fish, Wildlife & Parks to evaluate biological responses to this operating strategy. The Mainstem Amendment operating strategy has not been fully implemented at the Montana dams as of June 2008 but the strategy will be implemented in 2009. This report highlights the monitoring methods used to monitor the effects of the Mainstem Amendment operations on fishes, habitat, and aquatic invertebrates upstream and downstream of Libby Dam. We also present initial assessments of data and the effects of various operating strategies on physical and biological components of the systems upstream and downstream of Libby Dam. Annual electrofishing surveys in the Kootenai River and selected tributaries, along with gill net surveys in the reservoir, are being used to quantify the impacts of dam operations on fish populations upstream and downstream of Libby Dam. Scales and otoliths are being used to determine the age structure and growth of focal species. Annual population estimates and tagging experiments provide estimates of survival and growth in the mainstem Kootenai River and selected tributaries. Radio telemetry will be used to validate an existing Instream Flow Incremental Methodology (IFIM) model developed for the Kootenai River and will also be used to assess the effect of changes in discharge on fish movements and habitat use downstream of Libby Dam. Passive integrated transponder (PIT) tags will be injected into rainbow, bull, and cutthroat trout throughout the mainstem Kootenai River and selected tributaries to provide information on growth, survival, and migration patterns in relation to abiotic and biotic variables. Model simulations (RIVBIO) are used to calculate the effects of dam operations on the wetted perimeter and benthic biomass in the Kootenai River below Libby Dam. Additional models (IFIM) will also be used to evaluate the impacts of dam operations on the amount of available habitat for different life stages of rainbow and bull trout in the Kootenai River.

    Hungry Horse and Libby dams have profoundly affected the aquatic ecosystems in two major tributaries of the Columbia River by altering habitat and water quality, and by imposing barriers to fish migration. In 1980, the U.S. Congress passed the Pacific Northwest Electric Power Planning and Conservation Act, designed in part to balance hydropower development with other natural resources in the Columbia System. The Act formed the Northwest Power Planning Council (Council) who developed a program to protect, mitigate and enhance fish and wildlife on the Columbia River and its tributaries. Pursuant to the Council`s Fish and Wildlife Program for the Columbia River System (1987), we constructed computer models to simulate the trophic dynamics of the reservoir biota as related to dam operation. Results were used to develop strategies to minimize impacts and enhance the reservoir and riverine fisheries, following program measures 903(a)(1-4) and 903(b)(1-5). Two FORTRAN simulation models were developed for Hungry Horse and Libby reservoirs located in northwestern Montana. The models were designed to generate accurate, short-term predictions specific to two reservoirs and are not directly applicable to other waters. The modeling strategy, however, is portable to other reservoir systems where sufficient data are available. Reservoir operation guidelines were developed to balance fisheries concerns in the headwaters with anadromous species recovery actions in the lower Columbia (Biological Rule Curves). These BRCs were then integrated with power production and flood control to reduce the economic impact of basin-wide fisheries recovery actions.     Tribal lands owned by Assiniboine and Sioux Tribes on the Fort Peck Indian Reservation, located in Northeastern Montana, overlie large volumes of deep, hot, saline water. Our study area included all the Fort Peck Reservation occupying roughly 1,456 sq miles. The geothermal water present in the Fort Peck Reservation is located in the western part of the Williston Basin in the Madison Group complex ranging in depths of 5500 to 7500 feet. Although no surface hot springs exist on the Reservation, water temperatures within oil wells that intercept these geothermal resources in the Madison Formation range from 150 to 278 degrees F.
