    The major goals of our work on Belle II were to complete our contributions, a 64 channel PIN diode based radiation monitor, to the precursor detector called Beast II and the electronics for the endcap K-Long/Muon (E-KLM) detector. This was done by Professor Cinabro, Technician Gutierrez, and undergraduate labor supported by US-Japan funds. Professor Bonvicini through US-Japan funds led the development and installation of a beamstrahlung monitor system in the Belle II interaction region. Graduate students Farhat and DiCarlo worked on this. We also worked on charm physics analysis.

    The Belle experiment, part of a broad-based search for new physics, is a collaboration of ~400 physicists from 55 institutions across four continents. The Belle detector is located at the KEKB accelerator in Tsukuba, Japan. The Belle detector was operated at the asymmetric electron-positron collider KEKB from 1999-2010. The detector accumulated more than 1 ab-1 of integrated luminosity, corresponding to more than 2 PB of data near 10 GeV center-of-mass energy. Recently, KEK has initiated a $400 million accelerator upgrade to be called SuperKEKB, designed to produce instantaneous and integrated luminosity two orders of magnitude greater than KEKB. The new international collaboration at SuperKEKB is called Belle II. The first data from Belle II/SuperKEKB is expected in 2015. In October 2012, senior members of the Belle-II collaboration gathered at PNNL to discuss the computing and neworking requirements of the Belle-II experiment with ESnet staff and other computing and networking experts. The day-and-a-half-long workshop characterized the instruments and facilities used in the experiment, the process of science for Belle-II, and the computing and networking equipment and configuration requirements to realize the full scientific potential of the collaboration's work.

    In 1990, efforts were initiated to implement an in-situ remediation project for the contaminated aquifer at the Bell Lumber and Pole Company (Bell Pole) site in New Brighton, Minnesota. The remediation project involves the application of the Contained Recovery of Oily Waste (CROW{trademark}) process, which consists of hot-water injection to displace and recover nonaqueous phase liquids. While reviewing the site evaluation information, it became apparent that better site characterization would enhance the outcome of the project. Additional coring indicated that the areal extent of the contaminated soils was approximately eight times greater than initially believed. Because of the uncertainties, in 1993, a pilot test was conducted that provided containment and organic recovery information that assisted in the design of the full-scale CROW process demonstration. After reviewing the cost ramifications of implementing the full-scale CROW field demonstration, Bell Pole approached Western Research Institute (WRI) with a request for a staged, sequential site remediation. Bell Pole's request for the change in the project scope was prompted by budgetary constraints. Bell Pole felt that although a longer project might be more costly, by extending the length of the project, the yearly cost burden would be more manageable. After considering several options, WRI recommended implementing a phased approach to remediate the contaminated area. Phase 1 involves a CROW process demonstration to remediate the upgradient one-third of the contaminated area, which contains the largest amount of free organic material. The Bell Pole Phase 1 CROW demonstration began in mid-1995 and was operated until January 2001. The operation of the demonstration was satisfactory, although at less than the design conditions. During the demonstration, 25,502,902 gal of hot water was injected and 83,155 gal of organics was transferred to the storage tank. During operations more than 65% of the produced

    This paper discusses some tests of Bell-like inequalities not requiring entangled states. The proposed tests are based on consecutive measurements on a single qubit. Available hidden-variable models for a single qubit [see, e.g., J. S. Bell, Rev. Mod. Phys. 38, 447 (1966)] reproduce the predictions of quantum mechanics and hence violate the Bell-like inequalities addressed in this paper. It is shown how this fact is connected with the state 'collapse' and with its random nature. Thus, it becomes possible to test truly realistic and deterministic hidden-variable models. In this way, it can be shown that a hidden-variable model should entail at least one of the following features: (i) nonlocality, (ii) contextuality, or (iii) discontinuous measurement-dependent probability functions. The last two features are put to the test with the experiments proposed in this paper. A hidden-variable model that is noncontextual and deterministic would be at variance with some predictions of quantum mechanics. Furthermore, the proposed tests are more likely to be loophole-free, as compared to former ones.

    One of the most surprising aspects of quantum mechanics is that under certain circumstances it does not allow individual physical systems, even when isolated, to possess properties in their own right. This feature, first clearly appreciated by John Bell in 1964, has in the last three decades been tested experimentally and found (in most people's opinion) to be spectacularly confirmed. More recently it has been realized that it permits various operations which are classically impossible, such as "teleportation" and secure-in-principle cryptography. This talk is a very basic introduction to the subject, which requires only elementary quantum mechanics.

  10. Observation manipulator bell proves worth in Transmediterranean pipeline construction

    In constructing the trans-Mediterranean undersea pipeline between Tunisia and Sicily, Perry Oceanographics used a manned, tethered vehicle called an observation manipulator bell (OMB), which has proven itself in deepwater pipelaying operations. The OMB carries a crew of two inside a pressure hull with an internal diameter of 76 in. Its overall diameter is 102 in. and it weighs 17,500 lb. The vehicle has two 5-hp port- and starboard-mounted electric thrusters. Its vertical position can be controlled by either the bell operator using a clump-weight haul-down winch or the surface operator with the umbilical winch. The OMB is fitted with video cameras and voice communication. The vehicle has reached depths of 3000 ft within 30 min with only a 10-ft overshoot. The OMB's single and/or dual manipulator-arm systems can operate its onboard impact wrenches, cut-off saws, water jets, and cable cutters. In addition, the manipulator claws can operate valve wheels and levers, attach anodes, and connect of disconnect cables and hydraulic systems. The versatility of the OMB was demonstrated recently when the vehicle rescued a PC-1602 submarine that had become entangled at 1740 ft.

    This paper describes in detail, starting from the basic equation of materials falling from a two bell furnace top system, how a number of mathematical expressions which govern the stock distribution of the throat were derived. An analysis was then made by applying these equations on topics, such as stockline levels, charging sequences, stock grain size, large bell angle and batch weight. This demonstrates that a reasonable two bells top charging system and practice could be established theoretically. Furthermore, character numbers for stock distribution, such as E{sub B} and D{sub K}, were developed for a possible computer application.

    We present a generalized tomographic quantum key distribution protocol in which the two parties share a Bell diagonal mixed state of two qubits. We show that if an eavesdropper performs a coherent measurement on many quantum ancilla states simultaneously, classical methods of secure key distillation are less effective than quantum entanglement distillation protocols. We also show that certain classes of Bell diagonal states are resistant to any attempt at incoherent eavesdropping.

  16. Bell Canyon Test (BCT) cement grout development report

    Development of the cement grout for the Bell Canyon Test was accomplished at the US Army Engineer Waterways Experiment Station (WES), Vicksburg, Mississippi. Initial development work centered on a saltwater grout with Class H cement, fly ash, and an expansive additive. Testing of the saltwater grout showed suitable properties except for the interface between anhydrite rock and grout in small core samples. Higher than expected permeability occurred at the interface because of space between the grout and the anhydrite; the space was produced as a result of allowing the specimens to dry. A change to freshwater grout and proper care to prevent the specimens from drying alleviated this condition. The BCT-1FF freshwater grout mixture was used in both the plug ONE and ONEX field grouting operations. Testing of the development grout mixtures was also done at Dowell, Pennsylvania State University, and Oak Ridge National Laboratory. Results of the testing and evaluation by the four laboratories are included in the report. Field batching, mixing, and placement of the grout at the plug locations for both plug ONE and ONEX were satisfactory with adequate quality control. The freshwater grout mixture maintained adequate flow characteristics for pumpability for 3 1/2 h during each of the two field operations. Physical property and expansivity data for the field samples through 90 days' age are in general agreement with laboratory development data. A large number of samples were obtained for inclusion in the long-term durability studies and the geochemical programs. The high-density, low water-cement ratio expansive grout (BCT-1FF) is considered to be an excellent candidate for plugging boreholes at most locations (except through halite sections).

    MHI have supplied several 9-cell cavities for STF (R&D of ILC project at KEK) and have been considering production method for stable quality and cost reduction, seamless dumb-bell cavity was one of them. We had fabricated a 2 cell seamless dumb-bell cavity for cost reduction and measured RF performance in collaboration with JLab, KEK and MHI. Surface treatment recipe for ILC was applied for MHI 2-cell cavity and vertical test was performed at JLab. The cavity reached Eacc=32.4MV/m after BCP and EP. Details of the result are reported.

    In the framework of Bell-polynomial manipulations, under investigation hereby are three single-field bilinearizable equations: the (1+1)-dimensional shallow water wave model, Boiti-Leon-Manna-Pempinelli model, and (2+1)-dimensional Sawada-Kotera model. Based on the concept of scale invariance, a direct and unifying Bell-polynomial scheme is employed to achieve the Baecklund transformations and Lax pairs associated with those three soliton equations. Note that the Bell-polynomial expressions and Bell-polynomial-typed Baecklund transformations for those three soliton equations can be, respectively, cast into the bilinear equations and bilinear Baecklund transformations with symbolic computation. Consequently, it is also shown that the Bell-polynomial-typed Baecklund transformations can be linearized into the corresponding Lax pairs.

    Based on a geometrical argument introduced by Zukowski, a new multisetting Bell inequality is derived, for the scenario in which many parties make measurements on two-level systems. This generalizes and unifies some previous results. Moreover, a necessary and sufficient condition for the violation of this inequality is presented. It turns out that the class of nonseparable states which do not admit local realistic description is extended when compared to the two-setting inequalities. However, supporting the conjecture of Peres, quantum states with positive partial transposes with respect to all subsystems do not violate the inequality. Additionally, we follow a general link between Bell inequalities and communication complexity problems, and present a quantum protocol linked with the inequality, which outperforms the best classical protocol.

    Belle is a high-energy physics (HEP) experiment that began in 1999 at the KEK B-factory in Japan under the direction of the International Belle Collaboration. The Collaboration was formed around the common interest of clarifying a long standing physics puzzle, that of CP violation. The goal of the experiments was to make a definitive test of the Standard Models predictions for CP violations in the decays of B mesons. The original Belle experiment verified the KM theory, leading to a Nobel prize in 2008 for Kobayashi and Maskawa. Belle II Collaboration is now working on additional discoveries.

    In this work, we describe the controlled synthesis of novel heterogeneous nanostructures comprised of mesoporous silica-coated gold nanorods (MSGNRs) in the form of core–shell nanolollipops and nanodumb-bells, using a seed-mediated sol–gel method. Although MSGNR core–shell (θ-MSGNR) structures have been reported previously by us and others, we herein discuss the first ever fabrication of MSGNR nanolollipops (φ-MSGNR) and nanodumb-bells (β-MSGNR), achieved by simply controlling the aging time of gold nanorods (GNRs), the residual cetyltrimethylammonium bromide (CTAB) coating of GNRs, and the addition of dimethyl formamide during incubation, centrifugation, and sonication, respectively. Transmission electron microscopy revealed two bare GNR isoforms, with aspect ratios of approximately 4 and 6, while scanning electron microscopy was used to further elucidate the morphology of φ-MSGNR and β-MSGNR heterostructures. In agreement with the smaller dielectric constants afforded by incomplete silica encasement, spectroscopic studies of φ-MSGNR and β-MSGNR, surface plasmon resonance (SPR) bands revealed 20-40 nm blue shifts relative to the SPR of θ-MSGNR. On the basis of the attributes and applications of more conventional θ-MSGNRs, φ-MSGNRs and β-MSGNRs are anticipated to provide most of the utility of θ-MSGNRs, but with the additional functionalities that accompany their incorporation of both bare gold and mesoporous silica encased tips; with significant/unique implications for biomedical and catalytic applications.

    A research program has been started to clarify and support the central gas flow control philosophy of Hoogovens` bell-charged No. 7 blast furnace. Small scale burdening experiments and sampling of the stock surface during shut-downs suggest that a sufficiently high central gas flow is an important condition for maintenance of an ore free, highly permeable furnace center and that fluidization of coke plays a part in its formation. On the basis of these experiments a hypothesis was formulated regarding the formation of an ore free blast furnace center, but could not be confirmed satisfactorily. Forthcoming full-scale burdening experiments will provide a better insight in the burden distribution and its control.

    We present an analysis of the semi-inclusive decays B-s -> D(s)(-)Xl(+)nu and B-s -> D-s*(-)Xl(+)nu, where X denotes a final state that may consist of additional hadrons or photons and l is an electron or muon. The studied Bs decays are contained in the 121.4 fb(-1) Upsilon(5S) data sample collected by the Belle detector at the KEKB asymmetric-energy e(+)e(-) collider. The branching fractions of the decays are measured to be B(B-s -> D(s)(-)Xl(+)nu) = [8.2 +/- 0.2(stat) +/- 0.6(syst) +/- 1.4(ext)] % and B(B-s -> D-s*(-)Xl(+)nu) = [5.4 +/- 0.4(stat) +/- 0.4(syst) +/- 0.9(ext)] %, where the first two uncertainties are statistical and systematic and the last is due to external parameters. The measurement also provides an estimate of the B-s(()*())(B) over bar (()(s)*()) production cross section, sigma(e(+)e(-) -> B-s(()*())(B) over bar (()(s)*())) = 53.8 +/- 1.4(stat) +/- 4.0(syst) +/- 3.4(ext)] pb, at the center-of-mass energy root s = 10.86 GeV.

    A field test was conducted of the technology available to measure residual oil saturation following waterflood secondary oil recovery processes. The test was conducted in a new well drilled solely for that purpose, located immediately northwest of the Bell Creek Micellar Polymer Pilot. The area where the test was conducted was originally drilled during 1968, produced by primary until late 1970, and was under line drive waterflood secondary recovery until early 1976, when the area was shut in at waterflood depletion. This report presents the results of tests conducted to determine waterflood residual oil saturation in the Muddy Sandstone reservoir. The engineering techniques used to determine the magnitude and distribution of the remaining oil saturation included both pressure and sidewall cores, conventional well logs (Dual Laterolog - Micro Spherically Focused Log, Dual Induction Log - Spherically Focused Log, Borehole Compensated Sonic Log, Formation Compensated Density-Compensated Neutron Log), Carbon-Oxygen Logs, Dielectric Logs, Nuclear Magnetism Log, Thermal Decay Time Logs, and a Partitioning Tracer Test.

    We propose and analyze a probabilistic scheme to entangle two spatially separated topological qubits in a p{sub x}+ip{sub y} superfluid using controlled collisions between atoms in movable dipole traps and unpaired atoms inside vortex cores in the superfluid. We discuss how to test the violation of Bell's inequality with the generated entanglement. A set of universal quantum gates is shown to be implementable deterministically using the entanglement despite the fact that the entangled states can be created only probabilistically.

    Quantum-well superluminescent diodes (SLD) with extremely thin active (AlGa)As and (InGa)As layers and centre wavelengths about 810, 840, 860 and 880 nm are experimentally studied. Their emission spectrum possesses the shape close to Gaussian, its FWHM being 30 – 60 nm depending on the length of the active channel and the level of pumping. Under cw injection, the output power of light-emitting modules based on such SLDs can amount to 1.0 – 25 mW at the output of a single-mode fibre. It is demonstrated that the operation lifetime of these devices exceeds 30000 hours. Based on the light-emitting modules the prototypes of combined BroadLighter series light sources are implemented having a bell-shaped spectrum with the width up to 100 nm.     Symbolically investigated in this paper is the extended Lotka-Volterra (ELV) equation, which can govern the kinetics of the discrete peaks of the weak Langmuir turbulence in plasmas without the linear damping and random noise. Binary Bell polynomials are applied to the bilinearization of the discrete system. Bilinear Baecklund transformation of the ELV equation is constructed. N-soliton solution in terms of the extended Casorati determinant is also presented and verified. Propagation and interaction behaviors of the Langmuir turbulence are analyzed. It is demonstrated that the number of the interacting Langmuir waves can influence the soliton velocity and amplitude as well as the collision phase shift. Graphic illustrations of the solitonic collisions show that the repulsion effects and nonlinear interactions are also associated with the number of the interacting Langmuir waves.

    This report represents a technical assessment of the following advanced coal gasification processes: AVCO High Throughput Gasification (HTG) Process, Bell Single - Stage High Mass Flux (HMF) Process, Cities Service/Rockwell (CS/R) Hydrogasification Process, and the Exxon Catalytic Coal Gasification (CCG) Process. Each process is evaluated for its potential to produce SNG from a bituminous coal. In addition to identifying the new technology these processes represent, key similarities/differences, strengths/weaknesses, and potential improvements to each process are identified. The AVCO HTG and the Bell HMF gasifiers share similarities with respect to: short residence time (SRT), high throughput rate, slagging and syngas as the initial raw product gas. The CS/R Hydrogasifier is also SRT but is non-slagging and produces a raw gas high in methane content. The Exxon CCG gasifier is a long residence time, catalytic fluidbed reactor producing all of the raw product methane in the gasifier.

    The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to reduce home energy use by 30%-50% (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project.

The development of the Rayleigh-Taylor instability in radiation-driven spherical capsules and magnetically-driven cylindrical liners necessarily includes a significant contribution from BP effects due to the time dependence of the radius, velocity, and acceleration of the unstable surfaces or interfaces. An analytical model is presented that, for an ideal incompressible fluid and small perturbation amplitudes, exactly evaluates the BP effects in finite-thickness shells through acceleration and deceleration phases. The time-dependent dispersion equations determining themore » “instantaneous growth rate” are derived. It is demonstrated that by integrating this approximate growth rate over time, one can accurately evaluate the number of perturbation e-foldings during the inward acceleration phase of the implosion. This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project. The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

    In 2005, the US Department of Energy (DOE) launched the third generation of closure contracts, including the River Corridor Closure (RCC) Contract at Hanford. Over the past decade, significant progress has been made on cleaning up the river shore that bordes Hanford. However, the most important cleanup challenges lie ahead. In March 2005, DOE awarded the Hanford River Corridor Closure Contract to Washington Closure Hanford (WCH), a limited liability company owned by Washington Group International, Bechtel National and CH2M HILL. It is a single-purpose company whose goal is to safely and efficiently accelerate cleanup in the 544 km{sup 2} Hanford river corridor and reduce or eliminate future obligations to DOE for maintaining long-term stewardship over the site. The RCC Contract is a cost-plus-incentive-fee closure contract, which incentivizes the contractor to reduce cost and accelerate the schedule. At $1.9 billion and seven years, WCH has accelerated cleaning up Hanford's river corridor significantly compared to the $3.2 billion and 10 years originally estimated by the US Army Corps of Engineers. Predictable funding is one of the key features of the new contract, with funding set by contract at $183 million in fiscal year (FY) 2006 and peaking at $387 million in FY2012. Another feature of the contract allows for Washington Closure to perform up to 40% of the value of the contract and subcontract the balance. One of the major challenges in the next few years will be to identify and qualify sufficient subcontractors to meet the goal.

    The protection of worker health and safety is of paramount concern at the Savannah River Site. Since the site is one of the largest nuclear sites in the nation, radiation safety is a key element in the protection program. This report is a compendium of the results in 1988 of the programs at the Savannah River Plant and the Savannah River Laboratory to protect the radiological health of employees. By any measure, the radiation protection performance at this site in 1988 was the best since the beginning of operations. This accomplishment was made possible by the commitment and support at all levels of the organizations to reduce radiation exposures to ALARA (As Low As Reasonably Achievable). The report provides detailed information about the radiation doses received by departments and work groups within these organizations. It also includes exposure data for recent years to allow Plant and Laboratory units to track the effectiveness of their ALARA efforts. Many of the successful practices and methods that reduced radiation exposure are described. A new goal for personnel contamination cases has been established for 1989. Only through continual and innovative efforts to minimize exposures can the goals be met. The radiation protection goals for 1989 and previous years are included in the report. 27 figs., 58 tabs.

    Savannah River Laboratory (SRL) has had a Decontamination and Decommissioning (D D) Technology program since 1981. The objective of this program is to provide state-of-the-art technology for use in D D operations that will enable our customers to minimize waste generated and personal exposure, increase productivity and safety, and to minimize the potential for release and uptake of radioactive material. The program identifies and evaluates existing technology, develops new technology, and provides technical assistance to implement its use onsite.     Savannah River Laboratory (SRL) has had a Decontamination and Decommissioning (D&D) Technology program since 1981. The objective of this program is to provide state-of-the-art technology for use in D&D operations that will enable our customers to minimize waste generated and personal exposure, increase productivity and safety, and to minimize the potential for release and uptake of radioactive material. The program identifies and evaluates existing technology, develops new technology, and provides technical assistance to implement its use onsite. This program has impacted not only the Savannah River Site (SRS), but the entire Department of Energy (DOE) complex. To document and communicate the technology generated by this program, 28 papers have been presented at National and International meetings in the United States and Foreign Countries.

    The Raft River Geothermal Site has been evaluated over the past eight years by the United States Geological Survey and the Idaho National Engineering Laboratory as a moderate-temperature geothermal resource. The geoscience data gathered in the drilling and testing of seven geothermal wells suggest that the Raft River thermal reservoir is: (a) produced from fractures found at the contact metamorphic zone, apparently the base of detached normal faulting from the Bridge and Horse Well Fault zones of the Jim Sage Mountains; (b) anisotropic, with the major axis of hydraulic conductivity coincident to the Bridge Fault Zone; (c) hydraulically connected to the shallow thermal fluid of the Crook and BLM wells based upon both geochemistry and pressure response; (d) controlled by a mixture of diluted meteoric water recharging from the northwest and a saline sodium chloride water entering from the southwest. Although the hydrogeologic environment of the Raft River geothermal area is very complex and unique, it is typical of many Basin and Range systems.

    The Columbia Ricer is one of the greatest natural resources in the western United States. The river and its tributaries touch the lives of nearly every resident of the Northwest-from providing the world-famous Pacific salmon to supplying the clean natural fuel for over 75 percent of the region's electrical generation. Since early in the century, public and private agencies have labored to capture the benefits of this dynamic river. Today, dozens of major water resource projects throughout the region are fed by the waters of the Columbia Basin river system. And through cooperative efforts, the floods that periodically threaten developments near the river can be controlled. This publication presents a detailed explanation of the planning and operation of the multiple-use dams and reservoirs of the Columbia River system. It describes the river system, those who operate and use it, the agreements and policies that guide system operation, and annual planning for multiple-use operation.

    The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to "reduce home energy use by 30%-50%" (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project. The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

The existing line runs between the Bonneville Powerhouse at Bonneville Dam in Multnomah County, Oregon, and BPA's existing Hood River Substation in Hood River County, Oregon. USDA Forest Service, Savannah River, Aiken, SC. 28 pp. Abstract - This paper explains the rationale and results of a 1991 road erosion inventory conducted by members of the USDA Forest Service – Savannah River (FS-SR) and USDA Natural Resources Conservation Service (NRCS). The inventory provided information for the Department of Energy - Savannah River (DOE-SR) to justify the need for developing an erosion and sediment control program with appropriate funding, personnel, and equipment. Federally managed since the early 1950’s, the SRS is located on 198,344 acres (80,301 hectares) in the South Carolina counties of Aiken, Barnwell, and Allendale. Located along the eastern border of the Savannah River, the SRS is located within the Upper and Lower Coastal Plains of South Carolina.

    This Final Technical Report provides a concise retrospective and summary of all facets of the Sheldon Jackson College electrical Infrastructure Renovation portion of the Indian River Hydroelectric Project Grant of the City and Borough of Sitka, Alaska. The Project Overview describes the origins of the project, the original conditions that provided the impetus for the grant funding, how the grant amendment was developed, the conceptual design development, and the actual parameters of the final project as it went out to bid. The Project Overview also describes the ''before and after'' conditions of the project. The Objectives division of this Final Technical Report describes the amendment-funded goals of the project. It also describes the milestones of project development and implementation, as well as, the rationale behind the milestone array. The Description of Activities Performed division of this report provides an in-depth chronological analysis of progressive project implementation.     The Surface Environmental Surveillance Project (SESP) is conducted by the Pacific Northwest Laboratory (PNL) for the US Department of Energy (DOE). This report presents the results of a special study conducted as part of the SESP to supplement the routine Columbia River monitoring program and provide information relative to the dispersion and distribution of Hanford origin contaminants entering the river through the seepage of ground water along the Hanford Site. Sampling was conducted along cross sections to determine the distribution of tritium within the Columbia River at Richland, Washington. The investigation was also designed to evaluate the relationship between the average tritium concentrations in the river water at this location and in water collected from the routine SESP river monitoring system located at the city of Richland drinking water intake (Richland Pumphouse). This study was conducted during the summers of 1987 and 1988. Water samples were collected along cross sections located at or near the Richland Pumphouse monitoring station.

    The U.S. Department of Energy (DOE), Office of River Protection (ORP) manages the River Protection Project (RPP). The RPP mission is to retrieve and treat Hanford's tank waste and close the tank farms to protect the Columbia River. As a result, the ORP is responsible for the retrieval, treatment, and disposal of the approximately 57 million gallons of radioactive waste contained in the Hanford Site waste tanks and closure of all the tanks and associated facilities. The previous revision of the System Plan was issued in September 2003. ORP has approved a number of changes to the tank waste treatment strategy and plans since the last revision of this document, and additional changes are under consideration. The ORP has established contracts to implement this strategy to establish a basic capability to complete the overall mission. The current strategy for completion of the mission uses a number of interrelated activities. The ORP will reduce risk to the environment posed by tank wastes by: (1) Retrieving the waste from the single-shell tanks (SST) to double-shell tanks (DST) for treatment and disposal; (2) Constructing and operating the WTP, which will safely treat all of the high-level waste (HLW) and about half of the low-activity waste (LAW) contained in the tank farms, and maximizing its capability and capacity; (3) Developing and deploying supplemental treatment capability or a second WTP LAW Facility that can safely treat about half of the LAW contained in the tank farms; (4) Developing and deploying treatment and packaging capability for transuranic (TRU) tank waste for shipment to and disposal at the Waste Isolation Pilot Plant (WIPP); (5) Deploying interim storage capacity for the immobilized HLW and shipping that waste to Yucca Mountain for disposal; (6) Operating the Integrated Disposal Facility for the disposal of immobilized LAW, along with the associated secondary waste, (7) Closing the SST and DST tank farms, ancillary facilities, and al1 waste

(4) Developing and deploying supplemental pretreatment capability currently assumed to be an Aluminum Removal Facility (ARF) using a lithium hydrotalcite process to mitigate sodium management issues. (5) Developing and deploying treatment and packaging capability for contact-handled transuranic (CH-TRU) tank waste for possible shipment to and disposal

    The Nez Perce Tribe has a desire and a goal to reintroduce and restore coho salmon to the Clearwater River Subbasin at levels of abundance and productivity sufficient to support sustainable runs and annual harvest. Consistent with the Clearwater Subbasin Plan (EcoVista 2003), the Nez Perce Tribe envisions developing an annual escapement of 14,000 coho salmon to the Clearwater River Subbasin. In 1994, the Nez Perce Tribe began coho reintroduction by securing eggs through U.S. v. Oregon; by 1998 this agreement provided an annual transfer of 550,000 coho salmon smolts from lower Columbia River hatchery facilities for release in the Clearwater River Subbasin. In 1998, the Northwest Power and Conservation Council authorized the Bonneville Power Administration to fund the development of a Master Plan to guide this reintroduction effort. This Master Plan describes the results of experimental releases of coho salmon in the Clearwater River Subbasin, which have been ongoing since 1995. These data are combined with results of recent coho reintroduction efforts by the Yakama Nation, general coho life history information, and historical information regarding the distribution and life history of Snake River coho salmon. This information is used to assess a number of alternative strategies aimed at restoring coho salmon to historical habitats in the Clearwater River subbasin. These data suggest that there is a high probability that coho salmon can be restored to the Clearwater River subbasin. In addition, the data also suggest that the re-establishment of coho salmon could be substantially aided by: (1) the construction of low-tech acclimation facilities; (2) the establishment of a 'localized' stock of coho salmon; and (3) the construction of hatchery facilities to provide a source of juvenile coho salmon for future supplementation activities. The Nez Perce Tribe recognizes that there are factors which may limit the success of coho reintroduction. As a result of these

A total of 182 MT Logger sites were completed covering the two separate Mesquite and New River grids. The data was collected over a frequency range of 320Hz to 0.001Hz with variable site spacing. A number of different inversion algorithms in 1D, 2D and 3D were used to produce resistivity-depth profiles and maps of subsurface resistivity variations over the survey area. For 2D inversions, a total of eighteen lines were constructed in east-west and north-south orientations crossing the entire survey area. For MT 3D inversion, the New River property was divided in two sub-grids, Mesquite and New River areas. The report comprises of two parts. For the first part, inversions and geophysical interpretation results are presented with some recommendations of the potential targets for future follow up on the property. The second part of the report describes logistics of the survey, survey parameters, methodology and the survey results (data) in digital documents. The report reviews a Spartan MT survey carried out by Quantec Geoscience Limited over the New River Project in California, USA on behalf of Ram Power Inc.     The environmental surveillance activities at and in the vicinity of the Savannah River Site (SRS) (formerly the Savannah River Plant (SRP)) comprise one of the most comprehensive and extensive environmental monitoring programs in the United States. This overview contains monitoring data from routine and nonroutine radiological and nonradiological environmental surveillance activities, summaries of environmental protection programs in progress, a summary of National Environmental Policy Act (NEPA) activities, and a listing of environmental permits (Appendix A) issued by regulatory agencies. This overview provides information about the impact of SRS operations on the public and the environment. The SRS occupies a large area of approximately 300 square miles along the Savannah River, principally in Aiken and Barnwell counties of South Carolina. SRS's primary function is the production of tritium, plutonium, and other special nuclear materials for national defense, for other governmental uses, and for some civilian purposes. From August 1950 to March 31, 1989, SRS was operated for the Department of Energy (DOE) by E. I. du Pont de Nemours Co. On April 1, 1989 the Westinghouse Savannah River Company assumed responsibility as the prime contractor for the Savannah River Site.

    Annual average river flow rates are required input to the LADTAP Computer Code for calculating offsite doses from liquid releases of radioactive materials to the Savannah River. The source of information on annual river flow rates used in dose calculations varies, depending on whether calculations are for retrospective releases or prospective releases. Examples of these types of releases are: Retrospective - releases from routine operations (annual environmental reports) and short term release incidents that have occurred. Prospective - releases that might be expected in the future from routine or abnormal operation of existing or new facilities (EIS`s, EID`S, SAR`S, etc.). This memorandum provides historical flow rates at the downstream gauging station at Highway 301 for use in retrospective dose calculations and derives flow rate data for the Beaufort-Jasper and Port Wentworth water treatment plants.

    The disposal of dredged material in water is defined as a discharge under Section 404 of the Clean Water Act and must be evaluated in accordance with US Environmental Protection Agency regulation 40 CFR 230. Because contaminant loads in the dredged sediment or resuspended sediment may affect water quality or contaminant loading, the US Army Corps of Engineers (USACE), Walla Walla District, has requested Battelle/Marine Sciences Laboratory to collect and chemically analyze sediment samples from areas that may be dredged near the Port Authority piers on the Snake and Columbia rivers. Sediment samples were also collected at River Mile (RM) stations along the Snake River that may undergo resuspension of sediment as a result of the drawdown. Chemical analysis included grain size, total organic carbon, total volatile solids, ammonia, phosphorus, sulfides, oil and grease, total petroleum hydrocarbons, metals, polynuclear aromatic hydrocarbons, pesticides, polychlorinated biphenyls, and 21 congeners of polychlorinated dibenzodioxins and dibenzofurans.

    The aim of the present study is to investigate applicability of artificial intelligence techniques such as ANFIS (Adaptive Neuro-Fuzzy Inference System) in forecasting flood flow in a river system. The proposed technique combines the learning ability of neural network with the transparent linguistic representation of fuzzy system. The technique is applied to forecast discharge at a downstream station using flow information at various upstream stations. A total of three years data has been selected for the implementation of this model. ANFIS models with various input structures and membership functions are constructed, trained and tested to evaluate efficiency of the models. Statistical indices such as Root Mean Square Error (RMSE), Correlation Coefficient (CORR) and Coefficient of Efficiency (CE) are used to evaluate performance of the ANFIS models in forecasting river flood. The values of the indices show that ANFIS model can accurately and reliably be used to forecast flood in a river system.

    Radioiodine, which is the collective term for all radioactive isotopes of the element iodine, is formed at the Savannah River Site (SRS) principally as a by-product of nuclear reactor operations. Part of the radioiodine is released to the environment during reactor and reprocessing operations at the site. The purpose of this report is to provide an introduction to radioiodine production and disposition, its status in the environment, and the radiation dose and health risks as a consequence of its release to the environment around the Savannah River Plant. A rigorous dose reconstruction study is to be completed by thee Center for Disease Control during the 1990s.

    Pacific lamprey Lampetra tridentata have received little attention in fishery science until recently, even though abundance has declined significantly along with other anadromous fish species in Idaho. Pacific lamprey in Idaho have to navigate over eight lower Snake River and Columbia River hydroelectric facilities for migration downstream as juveniles to the Pacific Ocean and again as adults migrating upstream to their freshwater spawning grounds in Idaho. The number of adult Pacific lamprey annually entering the Snake River basin at Ice Harbor Dam has declined from an average of over 18,000 during 1962-1969 to fewer than 600 during 1998-2006. Based on potential accessible streams and adult escapement over Lower Granite Dam on the lower Snake River, we estimate that no more than 200 Pacific lamprey adult spawners annually utilize the Clearwater River drainage in Idaho for spawning. We utilized electrofishing in 2000-2006 to capture, enumerate, and obtain biological information regarding rearing Pacific lamprey ammocoetes and macropthalmia to determine the distribution and status of the species in the Clearwater River drainage, Idaho. Present distribution in the Clearwater River drainage is limited to the lower sections of the Lochsa and Selway rivers, the Middle Fork Clearwater River, the mainstem Clearwater River, the South Fork Clearwater River, and the lower 7.5 km of the Red River. In 2006, younger age classes were absent from the Red River.

    A screening-level model, RIVER-RAD, has been developed to assess the potential fate of radionuclides released to rivers. The model is simplified in nature and is intended to provide guidance in determining the potential importance of the surface water pathway, relevant transport mechanisms, and key radionuclides in estimating radiological dose to man. The purpose of this report is to provide a description of the model and a user's manual for the FORTRAN computer code.

    A screening-level model, RIVER-RAD, has been developed to assess the potential fate of radionuclides released to rivers. The model is simplified in nature and is intended to provide guidance in determining the potential importance of the surface water pathway, relevant transport mechanisms, and key radionuclides in estimating radiological dose to man. The purpose of this report is to provide a description of the model and a user`s manual for the FORTRAN computer code.

    The Secretary of the United States Department of the Interior (Secretary), acting through the Bureau of Reclamation (Reclamation), is considering whether to implement a proposed action under which Flaming Gorge Dam would be operated to achieve the flow and temperature regimes recommended in the September 2000 report Flow and Temperature Recommendations for Endangered Fishes in the Green River Downstream of Flaming Gorge Dam (2000 Flow and Temperature Recommendations), published by the Upper Colorado River Endangered Fish Recovery Program (Recovery Program).
