    The author describes a joint program to use renewables for rural electrification projects in Chile. The initial focus was in a limited part of the country, involving wind mapping, pilot project planning, training, and development of methodologies for comparative evaluations of resources. To this point three wind hybrid systems have been installed in one region, as a part of the regional private utility, and three additional projects are being designed. Additional resource assessment and training is ongoing. The author points out the difficulties in working with utilities, the importance of signed documentation, and the need to look at these programs as long term because of the time involved in introducing such new technologies.

    A big boost for wholesale electricity wheeling between Canada and the United States could be the consolidation and final approval of the Western Regional Transmission Association (WRTA), expected later this year, and the Northwest Regional Transmission Association (NWRTA). WRTA culd become the first US regional transmission group (RTG) approved by the ederal Energy Regulatory Commission (FERC). Several US utilities and independent energy players would be joined in this pioneering RTG by western Canadian firms - a major advance for Canada-US electricity cooperation and competition. Curently, British Columbia and Alberta are leading Canada toward open transmission access and wholesale electricity wheeling. WRTA and other RTGs may even become vehicles for greater inter-utility coopertion and open access within Canada. The opportunities for participation in Canada/US transmission groups seem likely, but there are still issues to resolve - including the unknown shape of the US electric industry as it changes. As these uncertainties are worked through both Canadian and US companies may find new opportunities in cross border power sales.

    This paper describes a village application in Chile. The objective was to demonstrate the technical, economic and institutional viability of renewable energy for rural electrification, as well as to allow local partners to gain experience with hybrid/renewable technology, resource assessment, system siting and operation. A micro-grid system is viewed as a small village system, up to 1200 kWh/day load with a 50 kW peak load. It can consist of components of wind, photovoltaic, batteries, and conventional generators. It is usually associated with a single generator source, and uses batteries to cover light day time loads. This paper looks at the experiences learned from this project with regard to all of the facets of planning and installing this project.

    The Canadian Senate voted late last week to ban use of the manganese-based fuel additive MMT, produced only in the US by Ethyl. MMT, which has been sold in Canada for the past 20 years and accounts for about half of Ethyl`s Canadian sales, has been criticized by environmentalists, who have raised public health concerns, and automakers, who say it harms emission control systems. {open_quotes}Canada`s vote is a great victory for public health and the environment,{close_quotes} says Environmental Defense Fund executive director Fred Krupp. {open_quotes}The US should move swiftly to follow suit and suspend sales of MMT until adequate toxicity testing on the additive is completed.{close_quotes} EPA had refused to approve MMT for sale because of health concerns but was compelled to do so by a December 1995 court ruling. Ethyl asserts the ban violates Canada`s obligations under Nafta and says it will file a damage claim with the Nafta arbitration panel.

    The continental margin off central Chile, from Valparaiso to Valdivia, encompassing an area of 100,000 km/sup 2/, has been the target of exploratory activity by Empresa Nacional del Petroleo since 1970. Exploratory drilling began in 1972. By August 1984, total exploratory efforts had resulted in drilling 14 offshore wells and acquiring 12,130 km of seismic reflection lines. A biogenic gas accumulation was discovered in the F well. Because these attempts to find oil were unsuccessful and because drilling costs have escalated, exploratory activities have been curtailed. Forearc basins off central Chile are characterized by low geothermal gradient and a sedimentary filling of Cretaceous and Tertiary strata. Tertiary sequences are characterized by low organic carbon content, immature humic-type organic matter, and a biogenic gas potential. Cretaceous sequences are characterized by higher organic carbon content, good reservoir rocks, and fair to good source rocks. The organic matter is sapropelic, with vitrinite and liptinites, and is favorable for oil and gas generation. Seismic and well data suggest that Mesozoic and Cenozoic sedimentary rock sequences filling the basins (more than 4000 m thick at the shelf edge) extend 40-70 km beyond the present shelf edge. Mesozoic rocks deposited on the slope may generate petroleum and gas that could migrate upslope and accumulate in traps associated with the faulted basement highs and graben-type depressions existing at the shelf edge. This geologic setting favors the development of large petroleum accumulations along the shelf edge and graben on the sedimentary basins off central Chile.

    Leak-Before-Break (LBB) technology has not been applied in the first design of the seven Pressurized Water Reactors the Belgian utility is currently operating. The design basis of these plants required to consider the dynamic effects associated with the ruptures to be postulated in the high energy piping. The application of the LBB technology to the existing plants has been recently approved by the Belgian Safety Authorities but with a limitation to the primary coolant loop. LBB analysis has been initiated for the Doel 3 and Tihange 2 plants to allow the withdrawal of some of the reactor coolant pump snubbers at both plants and not reinstall some of the restraints after steam generator replacement at Doel 3. LBB analysis was also found beneficial to demonstrate the acceptability of the primary components and piping to the new conditions resulting from power uprating and stretch-out operation. LBB analysis has been subsequently performed on the primary coolant loop of the Tihange I plant and is currently being performed for the Doel 4 plant. Application of the LBB to the primary coolant loop is based in Belgium on the U.S. Nuclear Regulatory Commission requirements. However the Belgian Safety Authorities required some additional analyses and put some restrictions on the benefits of the LBB analysis to maintain the global safety of the plant at a sufficient level. This paper develops the main steps of the safety evaluation performed by the Belgian Safety Authorities for accepting the application of the LBB technology to existing plants and summarizes the requirements asked for in addition to the U.S. Nuclear Regulatory Commission rules.

    The discovery of two high-temperature fumaroles, with gas geochemistry compatible with an economic geothermal system, established Apacheta as one of the most attractive geothermal exploration prospects in northern Chile. These remote fumaroles at 5,150 m elevation were first sampled in 1999 by ENAP and its partners, following up on the reports of a CODELCO water exploration well that flowed small amounts of dry steam at 4,540 m elevation in the valley 4.5 km east of the fumaroles. The prospect is associated with a Plio-Pleistocene volcanic complex located within a NW-trending graben along the axis of the high Andes. The regional water table is 4,200 masl. There are no hot springs, just the 88 degrees C steam well and the 109 degrees and 118 degrees C fumaroles with gas compositions that indicate reservoir temperatures of greater than or equal to 250 degrees C, using a variety of gas geothermometers. An MT-TDEM survey was completed in 2001-2002 by Geotermica del Norte (SDN), an ENAP-C ODELCO partnership, to explore the Apacheta geothermal concession. The survey results indicated that base of the low resistivity clay cap has a structural apex just west of the fumaroles, a pattern typically associated with shallow permeability within a high temperature geothermal resource. SGN plans to drill at least one exploration well in 2002-03 to characterize a possible economic resource at Apacheta.

    A review is presented of the heavy oil upgrading industry in Canada. Up to now it has been based on the processing of bitumen extracted from oil sands mining operations at two sites, to produce a residue-free, low sulphur, synthetic crude. Carbon rejection has been the prime process technology with delayed coking being used by Suncor and FLUID COKING at Syncrude. Alternative processes for recovering greater amounts of synthetic crude are examined. These include a variety of hydrogen addition processes and combinations which produce pipelineable materials requiring further processing in downstream refineries with expanded capabilities. The Newgrade Energy Inc. upgrader now under construction in Regina, will use fixed-bed, catalytic, atmospheric-residue, hydrogen processing. Two additional projects, also based on hydrogenation, will use ebullated bed catalyst systems; the expansion of Syncrude, now underway, is using the LC Fining Process whereas the announced Husky Bi-Provincial upgrader is based on H-Oil.

    Foster Wheeler Power Systems Inc., and its partners--Petrox SA Refineria de Petroleo and Empresa Nacional de Petroleo (ENAP), the Chilean national oil company--closed on the financing of Petropower Energia Limitada, a $237 million financed combination delayed coker-cogeneration facility. The facility is now under construction adjacent to Petrox`s 84,000 b/d Talcahuano refinery, near Concepcion. In addition to the low interest rate of 7.36%--only 170 basis points over the 10 year US Treasury yield--the project was rated investment-grade by Standard and Poor`s. The Petropower project also has the distinction of having the longest term--18 years--for any project financing in Latin America. The project is unique in other ways: it is the Republic of Chile`s first public/private partnership and also the first project to combine petroleum coking technology with cogeneration technology in a single project financing. The paper discusses risk assumption, the Petropower project, organization, delayed coker facility, hydrotreater unit, cogeneration facility, environmental assessment, Chile`s changing market, and project benefit.

    Canada is rich in energy. Hydraulic power is the main source of electricity in Canada. The availability of natural resources and energy has guided the economic development of all the provinces. The Canadian Nuclear Association sponsored a survey of public attitudes in May of 1988. There appears to be less understanding of the actual supply of electricity and of the future natural resource availability. One out of five Canadians strongly opposes the use of nuclear energy. The CANDU type reactor proven to be a very economical and reliable choice in Canada. With the attention now being focused on the greenhouse effect and acid rain in Canada, opinion leaders, even in the traditionally antinuclear environmental community, are reconsidering the nuclear option. A significant hurdle has to be cleared in the relatively near future: a public review of the deep geologic high-level waste disposal concept. Groundwork has been laid to prepare for significant participation in a nuclear renaissance, across Canada and around the world.

Black-Right-Pointing-Pointer We have clustered all municipalities in order to find mutual comparable pairs. Black-Right-Pointing-Pointer Each pair consists of one private and one public operating waste collection program. Black-Right-Pointing-Pointer All cases show that private service has lower costs than public service. Black-Right-Pointing-Pointer Municipalities were contacted to identify the deeper causes for the waste management program. - Abstract: The rising pressure in terms of cost efficiency on public services pushes governments to transfer part of those services to the private sector. A trend towards more privatizing can be noticed in the collection of municipal household waste. This paper reports the findings of a research project aiming to compare the cost between the service of private and public collection of residual household waste. Multiple case studies of municipalities about the Flemish region of Belgium were conducted. Data concerning the year 2009 were gathered through in-depth interviews in 2010. In total 12 municipalities were investigated, divided into three mutual comparable pairs with a weekly and three mutual comparable pairs with a fortnightly residual waste collection. The results give a rough indication that in all cases the cost of private service is lower than public service in the collection of household waste. Albeit that there is an interest in establishing whether there are differences in the costs and service levels between public and private waste collection services, there are clear difficulties in establishing comparisons that can be made without having to rely on a large number of assumptions and corrections. However, given the cost difference, it remains the responsibility of the municipalities to decide upon the service they offer their citizens, regardless the cost efficiency: public or private.

    Beginning in 1983, Esso Resources Canada Ltd. will begin drilling the first of an estimated 9000 directional crude bitumen wells in the tar sands at Cold Lake, Alberta, Canada, the final wells being drilled in the year 2008. The area, covering 50 sq miles of extreme E. Alberta along the Saskatchewan border, contains one of the richest deposits of heavy oil sands in Canada. The company and future partners will drill the bitumen wells directionally into the shallow clearwater formation, which can be reached at approx. 100 m (330 ft). The formation contains an estimated 80 billion bbl of crude bitumen at a rate of 60,000 bpd for 25 yr. This volume of crude will be refined in an upgrading plant to 140,000 bpd of synthetic crude oil. When completed, the Cold Lake project will be one of the largest facilities for producing crude bitumen from wells in the world.

    This report summarizes the electricity exchange between the United States and Mexico and Canada during Calendar Year 1985. The construction, opration and maintenance of any electric transmission facility which crosses an international border of the United States requires a Presidential permit which has been granted by DOE. During 1985, the US imported 45,900,563 MWh of electric energy at a cost of $1,041,908,785. Of this total, 45,659,944 MWh were imported from Canada and the remainder (240,619 MWh) were received from Mexico. During this same period, US exports of electric energy totaled 4,964,930 MWh with gross revenues of $25,215,549. Of this, 4,812,537 MWh representing $22,068,665 in revenues were delivered to Canada, and 152,393 MWh representing $3,146,884 in revenues were delivered to Mexico. On a net basis, the US was an importer of 40,935,633 MWh of electric energy. These 1985 values constitute an increase of 8.1% in gross imports and an increase of 94.1% in gross exports compared to 1984 levels.

    Minimum Efficiency Performance Standards (MEPS) have been chosen as part of Chile's national energy efficiency action plan. As a first MEPS, the Ministry of Energy has decided to focus on a regulation for lighting that would ban the sale of inefficient bulbs, effectively phasing out the use of incandescent lamps. Following major economies such as the US (EISA, 2007) , the EU (Ecodesign, 2009) and Australia (AS/NZS, 2008) who planned a phase out based on minimum efficacy requirements, the Ministry of Energy has undertaken the impact analysis of a MEPS on the residential lighting sector. Fundacion Chile (FC) and Lawrence Berkeley National Laboratory (LBNL) collaborated with the Ministry of Energy and the National Energy Efficiency Program (Programa Pais de Eficiencia Energetica, or PPEE) in order to produce a techno-economic analysis of this future policy measure. LBNL has developed for CLASP (CLASP, 2007) a spreadsheet tool called the Policy Analysis Modeling System (PAMS) that allows for evaluation of costs and benefits at the consumer level but also a wide range of impacts at the national level, such as energy savings, net present value of savings, greenhouse gas (CO2) emission reductions and avoided capacity generation due to a specific policy. Because historically Chile has followed European schemes in energy efficiency programs (test procedures, labelling program definitions), we take the Ecodesign commission regulation No 244/2009 as a starting point when defining our phase out program, which means a tiered phase out based on minimum efficacy per lumen category. The following data were collected in order to perform the techno-economic analysis: (1) Retail prices, efficiency and wattage category in the current market, (2) Usage data (hours of lamp use per day), and (3) Stock data, penetration of efficient lamps in the market.   15. Twenty Years of Underground Research at Canada's URL

    Construction of Atomic Energy of Canada Limited's (AECL's) Underground Research Laboratory (URL) began in 1982. The URL was designed to address the needs of the Canadian nuclear fuel waste management program. Over the years, a comprehensive program of geologic characterization and underground hydrogeologic, geotechnical and geomechanical projects have been performed, many of which are ongoing. The scientific work at the URL has evolved through a number of different phases to meet the changing needs of Canada's waste management program. The various phases of the URL have included siting, site evaluation, construction and operation. Collaboration with international organizations is encouraged at the URL, with the facility being a centre of excellence in an International Atomic Energy Agency (IAEA) network of underground facilities. One of AECL's major achievements of the past 20 year program has been the preparation and public defense of a ten-volume Environmental Impact Statement (EIS) for a conceptual deep geologic repository. Completion of this dissertation on the characterization, construction and performance modeling of a conceptual repository in the granite rock of the Canadian Shield was largely based on work conducted at the URL. Work conducted over the seven years since public defense of the EIS has been directed towards developing those engineering and performance assessment tools that would be required for implementation of a deep geologic repository. The URL continues to be a very active facility with ongoing experiments and demonstrations performed for a variety of Canadian and international radioactive waste management organizations.

    Canada has been a leader in tritium handling technologies as a result of the successful CANDU reactor technology used for power production. Over the last 50 to 60 years, capabilities have been established in tritium handling and tritium management in CANDU stations, tritium removal processes for heavy and light water, tritium measurement and monitoring, and understanding the effects of tritium on the environment. This paper outlines details of tritium-related work currently being carried out at Atomic Energy of Canada Limited (AECL). It concerns the CECE (Combined Electrolysis and Catalytic Exchange) process for detritiation, tritium-compatible electrolysers, tritium permeation studies, and tritium powered batteries. It is worth noting that AECL offers a Tritium Safe-Handling Course to national and international participants, the course is a mixture of classroom sessions and hands-on practical exercises. The expertise and facilities available at AECL is ready to address technological needs of nuclear fusion and next-generation nuclear fission reactors related to tritium handling and related issues.

    Construction of the Republic of Chile`s first public/private industrial partnership project is well under way. Ground was broken for the $232-million Petropower Energia Limitada project early this year, shortly after the final contract between the parties - Foster Wheeler Power Systems, Inc. (FWPS); Petrox S.A. Refineria de Petroleo and Empresa Nacional del Petroleo (ENAP) - was signed. The Petropower project, located adjacent to Petrox`s 84,000-b/d refinery in Talcahuano, represents the first project ever to combine petroleum coking technology with cogeneration technology in a single project financing. Petropower is 85% owned by FWPS, 7.5% by ENAP, the Chilean national oil company and parent of Petrox S.A. When completed in mid-1998, the Petropower project will enable Petrox to refine heavier crudes and enhance the refinery`s flexibility and economics. The project will consist of a delayed coking facility (a 12,000-b/d delayed coking unit and a 7,000-b/d hydrotreating plant) and a 67-MW (59 MW net) cogeneration plant. The coke produced will fuel a Foster Wheeler proprietary-design circulating fluidized-bed (CFB) boiler which will generate all the high-pressure steam and electric power needs of the Petrox refinery. This unit will be the first circulating fluidized-bed boiler to be built in Latin America. The cogeneration facility, using limestone as a reagent and equipped with a baghouse, will control SO{sub x} emissions from combustion of the green coke fuel and easily meet all Chilean environmental standards. Moreover, by constructing the cogeneration facility, Petrox will not have to proceed with capital improvements to existing facilities to ensure a reliable source of steam and electricity, resulting in substantial savings for Petrox. The cogeneration plant provides a permanent {open_quotes}disposal{close_quotes} for all coke produced by the delayed coker, thereby solving any future problems of unwanted or excess coke.

    Pipeline construction activity in the US and Canada is expected to be down slightly during 1994 from 1993 mileage, even though natural gas pipeline work remains steady on both sides of the border. Pipeline and Gas Journal and Pipeline and Utilities Construction estimate that a total of 3.638 miles of new gas, crude oil and refined products pipeline will be installed during 1994 in the US, down from a total of 4.278 miles built in 1993. Canadian 1994 work remains essentially unchanged in 1994, with 1,094 new miles compared to 1,091 miles in 1993. This paper reviews the proposed construction by region and company. It includes information on mileage, type pipeline, and estimated completion date.

    The alpha-contaminated solid waste generated in Belgium results from past activities in the fuel cycle (R & D +Reprocessing and MOX fabrication pilot plants) and present operation of BELGONUCLEAIRE's MOX fuel fabrication plant. After the main steps in the management of alpha-contaminated solid waste were established, BELGONUCLEAIRE, with the backing of BELGOPROCESS and ONDRAF/NIRAS, started the design and construction of the T & C and interim-storage facilities for this alpha waste. The accumulated solid alpha radwaste containing a mixture of combustible and non-combustible material will be sorted. After sorting, both the accumulated and recently-generated non-combustible alpha waste will be embedded in a cement matrix. The erection of the sorting and cementing units which include glove-boxes and the interim storage building for conditioned packages was completed at BELGOPROCESS, at the beginning of year 2002. Start-up operations for both facilities have been performed. Operating tests of the sorting and cementing units were completed in July 2002 and inactive operation campaigns were started in August 2002. The results of the tests and inactive campaigns are given. Overall testing of the storage building supervised by the Safety Authorities was successfully performed at the end of 202 after completion of the operating tests on the equipment. The present paper summarizes the main information collected during the tests and campaigns, some of which has led to modifications of the equipment originally installed.

    Pacific Northwest National Laboratory (PNNL) has conducted several studies for the U.S. Department of Energy (DOE) to evaluate the status and condition of Canada geese on the Hanford Reach of the Columbia River. This report summarizes results of studies of Canada geese (Branta canadensis moffitti) at the Hanford Site dating back to the 1950s. Results include information on the nesting (reproductive) success of Canada geese using the Hanford Reach, review of the local and regional migration of this species using data from bird banding studies, and summary data describing monitoring and investigations of the accumulation of Hanford-derived and environmental contaminants by resident goose populations.

  11. Arsenic methylation and lung and bladder cancer in a case-control study in northern Chile

    In humans, ingested inorganic arsenic is metabolized to monomethylarsenic (MMA) then to dimethylarsenic (DMA), although this process is not complete in most people. The trivalent form of MMA is highly toxic in vitro and previous studies have identified associations between the proportion of urinary arsenic as MMA (%MMA) and several arsenic-related diseases. To date, however, relatively little is known about its role in lung cancer, the most common cause of arsenic-related death, or about its impacts on people drinking water with lower arsenic concentrations (e.g., < 200 μg/L). In this study, urinary arsenic metabolites were measured in 94 lung and 117 bladder cancer cases and 347 population-based controls from areas in northern Chile with a wide range of drinking water arsenic concentrations. Lung cancer odds ratios adjusted for age, sex, and smoking by increasing tertiles of %MMA were 1.00, 1.91 (95% confidence interval (CI), 0.99–3.67), and 3.26 (1.76–6.04) (p-trend < 0.001). Corresponding odds ratios for bladder cancer were 1.00, 1.81 (1.06–3.11), and 2.02 (1.15–3.54) (p-trend < 0.001). In analyses confined to subjects only with arsenic water concentrations < 200 μg/L (median = 60 μg/L), lung and bladder cancer odds ratios for subjects in the upper tertile of %MMA compared to subjects in the lower two tertiles were 2.48 (1.08–5.68) and 2.37 (1.01–5.57), respectively. Overall, these findings provide evidence that inter-individual differences in arsenic metabolism may be an important risk factor for arsenic-related lung cancer, and may play a role in cancer risks among people exposed to relatively low arsenic water concentrations. - Highlights: • Urine arsenic metabolites were measured in cancer cases and controls from Chile. • Higher urine %MMA values were associated with increased lung and bladder cancer. • %MMA-cancer associations were seen at drinking water arsenic levels < 200 μg/L.

    This paper reviews thirty years of progress by the Low-Level Radioactive Waste Management Office (LLRWMO) in developing and implementing low-level radioactive waste (LLRW) remediation projects and environmentally safe co-existence strategies. It reports on the present status and the future of the national historic waste program in Canada. There are over two million cubic metres of historic LLRW in Canada. Historic LLRW is broadly defined as LLRW that was managed in the past in a manner that is no longer considered acceptable and for which the original owner cannot reasonably be held accountable. In many cases, the original owner can not be identified or no longer exists. The LLRWMO was established in 1982 as Canada's agent to carry out the responsibilities of the federal government for the management of historic LLRW. The LLRWMO is operated by Atomic Energy of Canada Limited (AECL) through a cost-recovery agreement with Natural Resources Canada (NRCan), the federal department that provides the funding and establishes national policy for radioactive waste management in Canada. The LLRWMO expertise includes project managers, environmental remediation specialists, radiation surveyors, communications staff and administrative support staff. The LLRWMO in providing all aspects of project oversight and implementation contracts additional resources supplementing core staff capacity as project/program demands require. (authors)

    Deforestation of temperate rainforests in Chile has decreased the provision of ecosystem services, including watershed protection, biodiversity conservation, and carbon sequestration. Forest conservation can restore those ecosystem services. Greenhouse gas policies that offer financing for the carbon emissions avoided by preventing deforestation require a projection of future baseline carbon emissions for an area if no forest conservation occurs. For a proposed 570 km{sup 2} conservation area in temperate rainforest around the rural community of Curinanco, Chile, we compared three methods to project future baseline carbon emissions: extrapolation from Landsat observations, Geomod, and Forest Restoration Carbon Analysis (FRCA). Analyses of forest inventory and Landsat remote sensing data show 1986-1999 net deforestation of 1900 ha in the analysis area, proceeding at a rate of 0.0003 y{sup -1}. The gross rate of loss of closed natural forest was 0.042 y{sup -1}. In the period 1986-1999, closed natural forest decreased from 20,000 ha to 11,000 ha, with timber companies clearing natural forest to establish plantations of non-native species. Analyses of previous field measurements of species-specific forest biomass, tree allometry, and the carbon content of vegetation show that the dominant native forest type, broadleaf evergreen (bosque siempreverde), contains 370 {+-} 170 t ha{sup -1} carbon, compared to the carbon density of non-native Pinus radiata plantations of 240 {+-} 60 t ha{sup -1}. The 1986-1999 conversion of closed broadleaf evergreen forest to open broadleaf evergreen forest, Pinus radiata plantations, shrublands, grasslands, urban areas, and bare ground decreased the carbon density from 370 {+-} 170 t ha{sup -1} carbon to an average of 100 t ha{sup -1} (maximum 160 t ha{sup -1}, minimum 50 t ha{sup -1}).     Nuclear legacy liabilities have resulted from more than 60 years of nuclear research and development carried out on behalf of Canada. The liabilities are located at Atomic Energy of Canada Limited's (AECL) Chalk River Laboratories in Ontario and Whiteshell Laboratories in Manitoba, as well as three shutdown prototype reactors in Ontario and Quebec that are being maintained in a safe storage state. Estimated at about $7.4 billion (current day dollars), these liabilities consist of disused nuclear facilities and associated infrastructure, a wide variety of buried and stored waste, and contaminated lands. In 2006, the Government of Canada adopted a long-term strategy to deal with the nuclear legacy liabilities and initiated a five-year, $520 million start-up phase, thereby creating the Nuclear Legacy Liabilities Program (NLLP). The Government of Canada renewed the NLLP in 2011 with a $439-million three-year second phase that ends March 31, 2014. The projects and activities carried out under the Program focus on infrastructure decommissioning, environmental restoration, improving the management of legacy radioactive waste, and advancing the long-term strategy. The NLLP is being implemented through a Memorandum of Understanding between Natural Resources Canada (NRCan) and AECL whereby NRCan is responsible for policy direction and oversight, including control of funding, and AECL is responsible for implementing the program of work and holding and administering all licences, facilities and lands.     This report is an analysis of discovered crude oil reserves, undiscovered recoverable crude oil resources, and estimated annual oil field production. The countries analyzed are Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, and Peru. All of the countries in this report have a history of petroleum exploration and development. Also, they maintain policies which support the search for, and exploitation of, petroleum resources. This systematic assessment provides estimates of the quantities of remaining known petroleum reserves and undiscovered recoverable resources. The future feasible production rates from the respective countries are also discussed. The FESAP assessments are limited to petroleum resources recoverable by conventional primary and secondary extraction technology. It is estimated that over 29.4 billion barrels of recoverable oil (both discovered and undiscovered) originally existed within the sedimentary basins of these countries, as follows: Argentina (9.4 billion barrels); Brazil (6.5 billion barrels); Colombia (5.0 billion barrels); Peru (3.6 billion barrels); Ecuador (over 3.0 billion barrels); Chile (1.1 billion barrels); and Bolivia (over 0.8 billion barrels). Through 1982, about 10.2 billion barrels of the oil had been produced. Thus, some 19.2 billion barrels constitute the remaining recoverable petroleum resource base. It is estimated that the most likely volume of crude oil remaining to be found in the seven countries is 12 billion barrels. 91 refs., 59 figs., 82 tabs.

    The Port Hope remediation project is a part of a larger initiative of the Canadian Federal Government the Port Hope Area Initiative (PHAI) which is based upon a community proposal. The Government of Canada, through Natural Resources Canada (NRCan) is investing $1.28 billion over 10 years to clean up historic low-level radioactive waste in the Port Hope Area and to provide long-term safe management of the low-level radioactive wastes in the Port Hope Area. These wastes arose from the activities of a former Federal Crown Corporation (Eldorado Nuclear) and its private sector predecessors. In Canada, historic waste are defined as low-level radioactive waste that was managed in a manner no longer considered acceptable, but for which the original producer cannot reasonably be held responsible or no longer exists and for which the Federal Government has accepted responsibility. In Canada, under the current regulatory framework, the environmental remediation is not considered as a distinct phase of the nuclear cycle. The regulatory approach for dealing with existing sites contaminated with radioactive residues is defined on the basis of risk and application of existing regulations. A unique regulatory approach was taken by the Canadian Nuclear Safety Commission (CNSC) to address the various licensing issues and to set out the requirements for licensing of the Port Hope Project within the current regulatory framework.     This paper reports that energy companies in the U.S. will benefit --- but not as much as they had hoped --- from the recently drafted North American Free Trade Agreement (Nafta) among the U.S., Mexico, and Canada. Nafta would remove most of the trade barriers between Mexico and the other two countries and supplement the U.S. - Canada Free Trade Agreement to create an open market in North America totaling $6 trillion/year in products and serving more than 360 million persons. Nafta was negotiated under a law that allows Congress to consider the pact for only 90 days, then vote on it without amendments. The pact marks the first time the U.S. has covered environmental concerns in a trade treaty, mainly pollution along the U.S.-Mexico border. The pact also is consistent with the international General Agreement on Tariffs and Trade (GATT).

    Drilling activity in the US and Canada will remain strong in 1997 after increasing in 1996. Oil and Gas Journal figures indicate that rising oil and gas prices provided operators during 1996 with their highest wellhead revenues since 1985. This portends robust capital and exploration spending as long as operators follow through with plans revealed in recent weeks. Also encouraging operators to boost drilling programs are economically juicy plays in the Gulf of Mexico, Gulf Coast, and several other onshore areas. A group of major oil companies indicated plans to increase US exploratory drilling this year against a slight dip in total US drilling. And Canada is matching or exceeding forecasters` expectations, with no letup in view from its last few years` pace of 11,000--12,000 wells/year.     Secretary Ernest Moniz and Natural Resources of Canada Minister Greg Rickford today signed an Implementing Arrangement among the U.S. Department of Energy (DOE), the Department of Natural Resources of Canada (NRCan) and Atomic Energy of Canada Limited (AECL) to increase collaboration in the area of civilian nuclear energy research and development (R&D). Through the International Nuclear Energy Research Initiative (INERI), the Implementing Arrangement establishes a framework for R&D collaboration between the United States and Canada aimed at improving the cost, safety, efficiency and proliferation resistance of nuclear energy systems in the civilian sector. The Implementing Arrangement signed today provides for technical areas of collaboration in nuclear safety, reactor lifetime management, advanced reactor technologies, nuclear materials and fuels, modeling and simulation, and used fuel recycling and disposition technologies.

    This article discusses Esso Resources Canada Ltd's conversion of its Judy Creek cryogenic expander gas plant in Alberta to a process which can boost recovery of propane and heavier hydrocarbons. After conversion, propane recovery at the plant increased from 72% to 95%. At constant plant feed rates, 100% propane recovery has been recorded. The total investment for the conversion, less than $750,000, was paid out in under 6 months.

    Canada geese (Branta canadensis) have become common in many urban areas, often creating nuisance problems for human residents. The presence of urban geese has raised concerns about the spread of disease, increased erosion, excessive noise, eutrophication of waterways, and general nuisance problems. Goose populations have grown due to an increase in urbanization resulting in an abundance of high quality food (urban grass) and suitable nesting sites, as well as a decrease in some predators. I monitored nest predation in the Chicago suburbs during the 2004 and 2005 nesting seasons using 3 nest monitoring techniques to identify predators: video cameras, plasticine eggs, and sign from nest using a classification tree analysis. Of 58 nests monitored in 2004 and 286 in 2005, only raccoons (Procyon lotor) and coyotes (Canis latrans) were identified as nest predators. Raccoons were responsible for 22-25% of depredated nests, but were rarely capable of depredating nests that were actively defended by a goose. Coyotes were responsible for 75-78% of all Canada goose nest depredation and were documented killing one adult goose and feeding on several others. The coyote is a top-level predator that had increased in many metropolitan areas in recent years. To determine if coyotes were actively hunting geese or eggs during the nesting season, I analyzed coyote habitat selection between nesting and pre-nesting or post-nesting seasons. Coyote home ranges (95% Minimum Convex Polygon) were calculated for 19 coyotes to examine third order habitat selection related to goose nest abundance. A 100 m buffer (buffer habitat) was created and centered on each waterway edge and contained 90% of all nests. Coyotes showed selection for habitats during all seasons. Buffer habitat was the top ranked habitat in both pre-nesting and nesting seasons, but dropped to third ranked in post-nesting season.     Soon after the onset of an eruption, model forecasts of ash dispersal are used to mitigate the hazards to aircraft, infrastructure, and communities downwind. However, it is a significant challenge to constrain the model inputs during an evolving eruption. Here we demonstrate that volcanic lightning may be used in tandem with satellite detection to recognize and quantify changes in eruption style and intensity. Using the eruption of Calbuco volcano in southern Chile on 22 and 23 April 2015, we investigate rates of umbrella cloud expansion from satellite observations, occurrence of lightning, and mapped characteristics of the fall deposits. Our remotemore » sensing analysis gives a total erupted volume that is within uncertainty of the mapped volume (0.56 ± 0.28 km3 bulk). Furthermore, observations and volcanic plume modeling further suggest that electrical activity was enhanced both by ice formation in the ash clouds >10 km above sea level and development of a low-level charge layer from ground-hugging currents.« less

    In this research the impact of modifying the size distribution assumptions of the precipitating hydrometeors in a bulk one-moment microphysics scheme on simulated surface precipitation and storm dynamics has been explored for long-lived low-topped supercells in Belgium. It was shown that weighting the largest precipitating ice species of the microphysics scheme to small graupel results in an increase of surface precipitation because of counteracting effects. On the one hand, the precipitation formation process slowed down, resulting in lower precipitation efficiency. On the other hand, latent heat release associated with freezing favored more intense storms. In contrast to previous studies finding decreased surface precipitation when graupel was present in the microphysics parameterization, storms were rather shallow in the authors simulations. This left little time for graupel sublimation. The impact of size distribution assumptions of snow was found to be small, but more realistic size distribution assumptions of rain led to the strongest effect on surface precipitation. Cold pools shrunk because of weaker rain evaporation at the cold pool boundaries, leading to a decreased surface rain area.

    The electric power system in North America is linked between the United States and Canada. Canada has historically been a net exporter of electricity to the United States. The extent to which this remains true will depend on the future evolution of power markets, technology deployment, and policies. To evaluate these and related questions, we modify the Regional Energy Deployment System (ReEDS) model to include an explicit representation of the grid-connected power system in Canada to the continental United States. ReEDS is unique among long-term capacity expansion models for its high spatial resolution and statistical treatment of the impact of variable renewable generation on capacity planning and dispatch. These unique traits are extended to new Canadian regions. We present example scenario results using the fully integrated Canada-U.S. version of ReEDS to demonstrate model capabilities. The newly developed, integrated Canada-U.S. ReEDS model can be used to analyze the dynamics of electricity transfers and other grid services between the two countries under different scenarios.

    This paper provides the life story of Canada's original radium/uranium mine. In addition to the history of operations, it discusses the unique and successful approach used to identify the key issues and concerns associated with the former radium, uranium and silver mining property and the activities undertaken to define the remedial actions and subsequent remedial plan. The Port Radium Mine site, situated approximately 275 km north of Yellowknife on the east shore of Great Bear Lake, Northwest Territories, was discovered in 1930 and underground mining began in 1932. The mine operated almost continuously from 1932 to 1982, initially for recovery of radium, then uranium and finally, for recovery of silver. Tailings production totaled an estimated 900,000 tons and 800,000 tons from uranium and silver processing operations respectively. In the early days of mining, Port Radium miners were exposed to radon and associated decay product levels (in Working Level Months of exposure - WLM) hundreds of times greater than modern standards. The experience of the Port Radium miners provides important contribution to understanding the risks from radon. While the uranium mine was originally decommissioned in the early 1960's, to the standards of the day, the community of Deline (formerly Fort Franklin) had concerns about residual contamination at the mine site and the potential effects arising from use of traditional lands. The Deline people were also concerned about the possible risks to Deline Dene arising from their work as ore carriers. In the late 1990's, the community of Deline brought these concerns to national attention and consequently, the Government of Canada and the community of Deline agreed to move forward in a collaborative manner to address these concerns. The approach agreed to was to establish the Canada-Deline Uranium Table (CDUT) to provide a joint process by which the people of Deline could have their concerns expressed and addressed.     Transborder air services between the U.S. and Canada represent a mixing of two dynamic domestic markets whose relationships with each other is governed by a diplomatically negotiated agreement between governments. Trying to divide up the pie between the carriers of both nations while promoting economic growth is proving to be very difficult; four years of negotiations have yet to reach fruition. The Canadian government and carriers see the pie as fixed; there is only so much transborder traffic and Canadian airlines need their share. In contrast, U.S. carriers, airport operators, and government negotiators see the airline industry as a major instrument of economic growth. In this view, they are joined by many Canadian communities who believe that increased service can be of considerable benefit. More competition and better service can only lead to higher demand and passenger volume, from which Canadian airlines will benefit. Alliances between U.S. and Canadian carriers can help break the deadlock. The two governments need to recognize that their domestic airline industries are not distinct, and that they will share in any liberalization. Alliances need formal recognition, encouragement, and may be one of the few viable instruments available that will promote a greatly needed bilateral air services agreement between the U.S. and Canada.

    The Nuclear Waste Management Organization (NWMO) is responsible for implementing Adaptive Phased Management (APM), the approach selected by the Government of Canada for long-term management of used nuclear fuel generated by Canadian nuclear reactors. The ultimate objective of APM is the centralized containment and isolation of Canada's used nuclear fuel in a Deep Geological Repository in a suitable rock formation at a depth of approximately 500 meters (m) (1,640 feet [ft]). In May 2010, the NWMO published a nine-step site selection process that serves as the road map to decision-making on the location for the deep geological repository. The safety and appropriateness of any potential site will be assessed against a number of factors, both technical and social in nature. The selected site will be one that can be demonstrated to be able to safely contain and isolate used nuclear fuel, protecting humans and the environment over the very long term. The geo-scientific suitability of potential candidate sites will be assessed in a stepwise manner following a progressive and thorough site evaluation process that addresses a series of geo-scientific factors revolving around five safety functions. The geo-scientific site evaluation process includes: Initial Screenings; Preliminary Assessments; and Detailed Site Evaluations. As of November 2012, 22 communities have entered the site selection process (three in northern Saskatchewan and 18 in northwestern and southwestern Ontario). (authors)

    The value of computed tomography (CT) in medical imaging is reflected in its' increased use and availability since the early 1990's; however, given CT's relatively larger exposures (vs. planar x-ray) greater care must be taken to ensure that CT procedures are optimised in terms of providing the smallest dose possible while maintaining sufficient diagnostic image quality. The development of CT Diagnostic Reference Levels (DRLs) supports this process. DRLs have been suggested/supported by international/national bodies since the early 1990's and widely adopted elsewhere, but not on a national basis in Canada. Essentially, CT DRLs provide guidance on what is considered good practice for common CT exams, but require a representative sample of CT examination data to make any recommendations. Canada's National CT Survey project, in collaboration with provincial/territorial authorities, has collected a large national sample of CT practice data for 7 common examinations (with associated clinical indications) of both adult and pediatric patients. Following completion of data entry into a common database, a survey summary report and recommendations will be made on CT DRLs from this data. It is hoped that these can then be used by local regions to promote CT practice optimisation and support any dose reduction initiatives.
