Under the existing transition to market economy in Bulgaria, the planning of development of electricity generation is among the priorities of the national policy of restructuring and renovation of electricity system in the country. Optimal plans for development of the generation capacity are worked out by means of optimization procedure part of ENPEP package (ELECTRIC module) based on the dynamic programming technique. The optimal plans study three main strategies for development of energy capacities, which have to do with the priority of some type of natural resources--Coal, Natural Gas and Nuclear Energy. The Hydro Power Plant construction and loading schedule for each scenario is different and it harmonized with the maneuverability of other capacities. Coal scenario emphasizes the opportunities for the maximizing of local coal mining, substitution of black coal (energy and coke) import by mining of local coal fields and implementation of efficient and environmentally sound technologies when constructing new thermal power plants. Gas scenario envisages natural gas consumption within the limit of existing capacities of the national and transit pipelines. In this connection, the share of the new generating capacities using combined cycle increases their share. Nuclear scenario assumes increased share of the nuclear units at the expense of local coal mining and natural gas. This is due to the rehabilitation of 1,000 MW units in NPP Kozloduy, completion of a 1,000 MW unit in new NPP and construction of 1--2 new units 600 MW after 2010. The data obtained outlines the perspectives for development of energy generation capacities in Bulgaria for the period 2000--2020, tendencies in the generation structure and the share of each different type of generation units in the structure of electricity generation system. Output information serves as a sound base for conclusions on the advantages and disadvantages of the three strategies.

In situ, high-resolution, gamma-ray spectrometry of a total number of 70 outdoor and 20 indoor representative measurements were performed in preselected, common locations of the main urban areas of Cyprus. Specific activities and gamma absorbed dose rates in air due to the naturally occurring radionuclides of Th-232 and U-238 series, and K-40 are determined and discussed. Effective dose rate to the Cyprus population due to terrestrial gamma radiation is derived directly from this work. The results obtained outdoors match very well with those derived previously by high-resolution gamma spectrometry of soil samples, which were collected from the main island bedrock surface. This implies that the construction and building materials in urban areas do not affect the external gamma dose rate; thus they are mostly of local origin. Finally, the indoor/outdoor gamma dose ratio was found to be 1.4 +- 0.5.

The IRT 2000 research reactor, operated by the Bulgarian Institute for Nuclear Research and Nuclear Energy (INRNE), safely shipped all of their Russian-origin nuclear fuel from the Republic of Bulgaria to the Russian Federation beginning in 2003 and completing in 2008. These fresh and spent fuel shipments removed all highly enriched uranium (HEU) from Bulgaria. The fresh fuel was shipped by air in December 2003 using trucks and a commercial cargo aircraft. One combined spent fuel shipment of HEU and low enriched uranium (LEU) was completed in July 2008 using high capacity VPVR/M casks transported by truck, barge, and rail. The HEU shipments were assisted by the Russian Research Reactor Fuel Return Program (RRRFR) and the LEU spent fuel shipment was funded by Bulgaria. This report describes the work, approvals, organizations, equipment, and agreements required to complete these shipments and concludes with several major lessons learned.

Due to the early decommissioning of four Water-Water Energy Reactors (WWER) 440-V230 reactors at the Nuclear Power Plant (NPP) near the city of Kozloduy in Bulgaria, large amounts of low and intermediate radioactive waste will arise much earlier than initially scheduled. In or-der to manage the radioactive waste from the early decommissioning, Bulgaria has intensified its efforts to provide a near surface disposal facility at Radiana with the required capacity. To this end, a project was launched and assigned in international competition to a German-Spanish consortium to provide the complete technical planning including the preparation of the Intermediate Safety Assessment Report. Preliminary results of operational and long-term safety show compliance with the Bulgarian regulatory requirements. The long-term calculations carried out for the Radiana site are also a good example of how analysis of safety assessment results can be used for iterative improvements of the assessment by pointing out uncertainties and areas of future investigations to reduce such uncertainties in regard to the potential radiological impact. The computer model used to estimate the long-term evolution of the future repository at Radiana predicted a maximum total annual dose for members of the critical group, which is carried to approximately 80 % by C-14 for a specific ingestion pathway. Based on this result and the outcome of the sensitivity analysis, existing uncertainties were evaluated and areas for reasonable future investigations to reduce these uncertainties were identified. The aim of this paper is to present a general overview of the radioactive releases impact generated by Kozloduy Nuclear Power Plant (KNPP), Bulgaria to the environment and public. The liquid releases presented are known as the so called controlled water discharges, that are generated after reprocessing of the inevitable accumulated liquid radioactive waste in the plant operation process. The radionuclides containing in the liquid releases are given in the paper as a result of systematic measuring. Database for radiation doses evaluation on the public around Kozloduy NPP site is developed using IAEA LADTAP computerized program. The computer code LADTAP represents realization of a model that evaluates the public dose as a result of NPP releases under normal operation conditions. The results of this evaluation were the basic licensing document for a new liquid release limit.

    2004-03-15T23:59:59.000Z

A comprehensive study was conducted to determine thorium, uranium and potassium elemental concentrations in surface soils throughout the accessible area of Cyprus using high-resolution gamma-ray spectrometry. A total of 115 soil samples was collected from all over the bedrock surface of the island based on the different lithological units of the study area. The soil samples were sieved through a fine mesh, sealed in 1000-mL plastic Marinelli beakers, and measured in the laboratory in terms of their gamma radioactivity for a counting time of 18 hours each. From the measured gamma-ray spectra, elemental concentrations were determined for thorium (range from 2.5x10^-3 to 9.8 micro g g-1), uranium (from 8.1x10^-4 to 3.2 micro g g-1) and potassium (from 1.3x10^-4 to 1.9 %). The Arithmetic mean values (A.M. +- S.D.) calculated are (1.2 +- 1.7) micro g g-1, (0.6 +- 0.7) micro g g-1, and (0.4 +- 0.3) %, for thorium, uranium and potassium, respectively, which are by a factor of three to six lower than the world average values of 7.4 micro g g-1 (Th), 2.8 micro g g-1 (U) and 1.3 % (K) derived from all data available worldwide. The best-fitting relation between the concentrations of Th and K versus U, and also of K versus Th, is essentially of linear type with a correlation coefficient of 0.93, 0.84, and 0.90, respectively. The Th/U, K/U, and K/Th ratios (slopes) calculated are equal to 2.0, 2.8x10^3,and 1.4x10^3, respectively.

The amount of available solar energy in Belgium is more than sufficient to meet local heat demand for space heating and domestic hot water in a dwelling. However, the timing of both the availability of solar energy and the need for thermal energy, match only to a limited extent. Therefore, compact storage of the surplus of thermal energy is a critical issue. Depending on the temperature at which this energy is available, directly from the sun or indirectly through the storage, different combinations with a heat pump can be considered. By combining solar energy with a heat pump one may benefit on both sides since the fraction of solar energy increases as well as the performance of the heat pump. The aim of this thesis is to select the best out of three configurations that combine thermal solar collectors, heat pump and thermal energy storage for heating purposes in dwellings in Belgium, based on model simulations. Energetic, exergetic and economic criteria are used to evaluate the different configurations, while thermal comfort and domestic hot water tap profiles should be met. One (or more) performance index (indices) is (are) defined enabling an objective comparison between different systems. Today several systems are already commercially available on the international market [4]. Since these systems consist of different components, the system design is a crucial issue. Therefore, special attention should be paid to the sizing of the individual components, the interaction of the components within the global system, and the strategy for operational control. To study the interaction with the building, three types of buildings (already defined in a previous project) are considered.

The design basis of these plants required to consider the dynamic effects associated with the ruptures to be postulated in the high energy piping. The application of the LBB technology to the existing plants has been recently approved by the Belgian Safety Authorities but with a limitation to the primary coolant loop. LBB analysis has been initiated for the Doel 3 and Tihange 2 plants to allow the withdrawal of some of the reactor coolant pump snubbers at both plants and not reinstall some of the restraints after steam generator replacement at Doel 3. LBB analysis was also found beneficial to demonstrate the acceptability of the primary components and piping to the new conditions resulting from power uprating and stretch-out operation. LBB analysis has been subsequently performed on the primary coolant loop of the Tihange I plant and is currently being performed for the Doel 4 plant. Application of the LBB to the primary coolant loop is based in Belgium on the U.S. Nuclear Regulatory Commission requirements. However the Belgian Safety Authorities required some additional analyses and put some restrictions on the benefits of the LBB analysis to maintain the global safety of the plant at a sufficient level. This paper develops the main steps of the safety evaluation performed by the Belgian Safety Authorities for accepting the application of the LBB technology to existing plants and summarizes the requirements asked for in addition to the U.S. Nuclear Regulatory Commission rules.

Highlights: Black-Right-Pointing-Pointer The goal is to compare collection costs for residual household waste. Black-Right-Pointing-Pointer We have clustered all municipalities in order to find mutual comparable pairs. Black-Right-Pointing-Pointer Each pair consists of one private and one public operating waste collection program. Black-Right-Pointing-Pointer All cases show that private service has lower costs than public service. Black-Right-Pointing-Pointer Municipalities were contacted to identify the deeper causes for the waste management program. - Abstract: The rising pressure in terms of cost efficiency on public services pushes governments to transfer part of those services to the private sector. A trend towards more privatizing can be noticed in the collection of municipal household waste. This paper reports the findings of a research project aiming to compare the cost between the service of private and public collection of residual household waste. Multiple case studies of municipalities about the Flemish region of Belgium were conducted. Data concerning the year 2009 were gathered through in-depth interviews in 2010. In total 12 municipalities were investigated, divided into three mutual comparable pairs with a weekly and three mutual comparable pairs with a fortnightly residual waste collection. The results give a rough indication that in all cases the cost of private service is lower than public service in the collection of household waste. Albeit that there is an interest in establishing whether there are differences in the costs and service levels between public and private waste collection services, there are clear difficulties in establishing comparisons that can be made without having to rely on a large number of assumptions and corrections. However, given the cost difference, it remains the responsibility of the municipalities to decide upon the service they offer their citizens, regardless the cost efficiency: public or private.

The intensity of exposure to Cd, As, Mn in groups of school-age children living around a lead smelter was assessed. By comparison, groups of children living in an urban and a rural area were also examined. The metal content of blood, urine, hand-rinsing, air, dust, and dirt collected in the school-playground was compared. The urinary excretion of cadmium in children living around the lead smelter is greater than in those living in the urban and in the rural area. In the latter there seems to exist a time-dependent trend in the renal accumulation of cadmium. This suggests that the overall pollution of the environment by cadmium in Belgium is progressively increasing. In the smelter area, both the oral and pulmonary routes play a role in the children's exposure to cadmium. Their relative contribution to the amount of cadmium absorbed appears similar. The concentration of arsenic in urine of children living around the smelter is significantly higher than that of rural children. Speciation of the chemical forms of arsenic in urine indicates that the difference is not due to different dietary habits of the children examined but to different intensity of exposure to inorganic arsenic. The amount of arsenic on the hand of children living at less than 1 km from the smelter (anti X = 17.6 ..mu..g As/hand) was more than 10 times that found in children living at 2.5 km from the plant (anti X = 1.5 ..mu..g As/hand) whereas that found in children living in urban and rural areas was below 0.2 ..mu..g As/hand. The arsenic concentration of dust and dirt collected in the school-playground in the different areas follows the same trend.

From a total of 108 measurements in 54 grids of 1 km^2 area each, the overall mean value is 20.6 \\pm 13.2 Bq m^-3 (A.M.\\pm S.D.). That is almost twice less than the corresponding average worldwide value. The radon concentration levels in drinking water were also measured in 24 sites of the residential district, using the high-sensitivity radon detector of the type "RADIM3W". The mean value obtained from these measurements is 243.8 \\pm 224.8 mBq L^-1, which is relatively low compared to the corresponding internationally accepted level. The associated annual effective dose rates to each measurement were also calculated and compared to the corresponding worldwide values. From the geographical coordinates of the measuring sites and the corresponding radon concentration values, the digital radon map of the central part of the Nicosia district was constructed for the first time, by means of the ArcMap software package.

The associated annual effective dose rates to each measurement were also calculated and compared to the corresponding worldwide values. From the geographical coordinates of the measuring sites and the corresponding radon concentration values, the digital radon map of the central part...

At the Institute for Reference Materials and Measurements (European commission, Joint Research Centre, IRMM) a dismantling campaign of obsolete installations and glove boxes has been carried out in 2005. There were various reasons for their removal. Some large installations did not meet modern safety standards, other installations were worn out and expected to cause a radioactive contamination risk in the future. The main goal was to create as less waste as possible by extensive contamination checks and by decontamination if necessary. For the glove boxes, decontamination was not possible. A controlled area was set up around the installation to be dismantled in order to prevent spreading of contamination from dust and dirt. This was only possible for the 'minor' contaminated installations. The dismantling campaign of the glove boxes was carried out by using tents of two types depending the contamination inside the glove boxes. The most common glove boxes were dismantled in a tent constructed with hard surfaced polycarbonate plates (ventilated cell). For glove boxes with higher contamination, the same principle was used but with a second 'glove box tent' inside (ventilated glove tent). The purpose of this project was to learn from the experience of this campaign which gave the ability to make estimates of future radioactive waste or classic waste that could be expected from dismantled installations. The European community is conducting research on the decommissioning of nuclear installations. The prime objective is to develop effective techniques to ensure the protection of man and his environment against the potential hazards of nuclear installations that have been shut down. The results of the 1979--1983 research program were presented in a conference held in Luxembourg. This program was primarily concerned with decommissioning nuclear power plants. The 1984--1988 program was extended to all types of nuclear installations. Fuel fabrication, enrichment and reprocessing plants, and research and development facilities having fulfilled their useful purposes are also awaiting decommissioning. This Program has produced numerous scientific and technical achievements. Great progress has in particular been achieved in the reduction of metal waste arising from decommissioning, due to advances in areas such as the development of aggressive decontamination procedures and of techniques for melting and recycling low-level radioactive waste metal.

The ICPP WINCO Spent Fuel and Waste Management Development Program recently was funded by DOE-EM to develop new technologies for immobilizing ICPP spent fuels, sodium-bearing liquid waste, and calcine to a form suitable for disposal. European organizations are heavily involved, in some cases on an industrial scale in areas of waste management, including spent fuel disposal and HLW vitrification. The purpose of this trip was to acquire first-hand European efforts in handling of spent reactor fuel and nuclear waste management, including their processing and technical capabilities as well as their future planning. Even though some differences exist in European and U.S. DOE waste compositions and regulations, many aspects of the European technologies may be applicable to the U.S. efforts, and several areas offer potential for technical collaboration.
