    The authors describe two aspects of geotechnical engineering; site characterization utilizing the CPT and recognition of aging as a factor affecting soil properties. These methods were pioneered by Professor Schmertmann and are practiced by the Bechtel Corporation in general and at the Savannah River Site in South Carolina, in particular. This paper describes a general subsurface exploration approach that we have developed over the years. It consists of ''phasing'' the investigation, employing the principles of the observational method suggested by Peck (1969) and others. In doing so, we have found that the recommendations proposed by Sowers in terms of borehole spacing and exploration cost, are reasonable for developing an investigation program, recognizing that through continuous review the final investigation program will evolve. At the SRS shallow subsurface soils are of Eocene and Miocene age. It was recognized that the age of these deposits would have a marked effect on their cyclic resistance. A field investigation and laboratory testing program was devised to measure and account for aging as it relates to the cyclic resistance of the site soils. Recently, a panel of experts (Youd et al., 2001) has made recommendations regarding the liquefaction assessment of soils. This paper will address some of those recommendations in the context of re-assessing the liquefaction resistance of the soils at the SRS. It will be shown that, indeed, aging plays a major role in the cyclic resistance of the soils at the SRS, and that aging should be accounted for in liquefaction potential assessments for soils older than Holocene age.

    In response to the report ''Investigation of Beryllium Exposure Cases Discovered at the North Las Vegas Facility of the National Nuclear Security Administration'', published by the U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) in August 2003, Bechtel Nevada (BN) President and General Manager Dr. F. A. Tarantino appointed the Beryllium Investigation & Assessment Team (BIAT) to identify both the source and pathway for the beryllium found in the North Las Vegas (NLV) B-Complex. From September 8 to December 18, 2003, the BIAT investigated the pathway for beryllium and determined that a number of locations existed at the Nevada Test Site (NTS) which could have contained sufficient quantities of beryllium to result in contamination if transported. Operations performed in the B-1 Building as a result of characterization activities at the Engine Maintenance, Assembly, and Disassembly (EMAD); Reactor Maintenance, Assembly, and Disassembly (RMAD); Test Cells A and C; and the Central Support Facility in Area 25 had the greatest opportunity for transport of beryllium. Investigative monitoring and sampling was performed at these sites with subsequent transport of sample materials, equipment, and personnel from the NTS to the B-1 Building. The timeline established by the BIAT for potential transport of the beryllium contamination into the B-1 Building was from September 1997 through November 2002. Based on results of recently completed swipe sampling, no evidence of transport of beryllium from test areas has been confirmed. Results less than the DOE beryllium action level of 0.2 ???g/100 cm2 were noted for work support facilities located in Area 25. All of the identified sites in Area 25 worked within the B-1 tenant's residency timeline have been remediated. Legacy contaminants have either been disposed of or capped with clean borrow material. As such, no current opportunity exists for release or spread of beryllium contamination. Historical records indicate that there are locations at the NTS which contain hazardous quantities of beryllium; however, because beryllium was not always considered a contaminant of concern, complete characterization was not performed prior to remediation efforts. Today, it is not practical to characterize Area 25 for beryllium due to the successful remediation. Analysis of sample data collected in B-1 for the BIAT was performed for the purpose of confirming past results and identifying a source of beryllium through the use of markers. The results confirmed the presence of man-made beryllium contamination in the B-1 High Bay at levels consistent with the NNSA Report. No source markers were found that would be associated with NTS historical nuclear rocket or weapons-related operations. Beryllium contamination was identified in the southwest area of the B-1 High Bay in characteristic association with materials handled during historic metal-working operations. Use of source marker analysis suggests a contributor of beryllium found in carpeted areas of the B-Complex may be naturally occurring. Naturally occurring beryllium is not regulated by Title 10 Code of Federal Regulations Part 850 (10 CFR 850) (see Appendix A). No current uncontrolled beryllium source or transport pathways have been identified as available for spread of contamination to uncontrolled areas from the NTS.

    This report contains the groundwater and surface water monitoring data that were obtained during calendar year (CY) 2011 at the U.S. Department of Energy (DOE) Y-12 National Security Complex (Y-12) on the DOE Oak Ridge Reservation (ORR) in Oak Ridge, Tennessee. The CY 2011 monitoring data were obtained from wells, springs, and surface water sampling locations in three hydrogeologic regimes at Y-12. The Bear Creek Hydrogeologic Regime (Bear Creek Regime) encompasses a section of Bear Creek Valley (BCV) between the west end of Y-12 and the west end of the Bear Creek Watershed (directions are in reference to the Y-12 grid system). The Upper East Fork Poplar Creek Hydrogeologic Regime (East Fork Regime) encompasses the Y-12 industrial facilities and support structures in BCV. The Chestnut Ridge Hydrogeologic Regime (Chestnut Ridge Regime) encompasses a section of Chestnut Ridge directly south of Y-12. This report provides background information pertinent to groundwater and surface water quality monitoring in each hydrogeologic regime, including the topography and bedrock geology, surface water drainage, groundwater system, and known extent of groundwater contamination. The CY 2011 groundwater and surface water monitoring data in this report were obtained from sampling and analysis activities implemented under the Y-12 Groundwater Protection Program (GWPP) managed by Babcock & Wilcox Technical Services Y-12, LLC (B&W Y-12) and from sampling and analysis activities implemented under several monitoring programs managed by the DOE Environmental Management (EM) contractor responsible for environmental cleanup on the ORR. In August 2011, URS | CH2M Oak Ridge LLC (UCOR) replaced Bechtel Jacobs Company LLC (BJC) as the DOE EM contractor. For this report, BJC/UCOR will be referenced as the managing contractor for CY 2011. Cooperative implementation of the monitoring programs directed by the Y-12 GWPP and BJC/UCOR (i.e., coordinating sample collection and sharing data) ensures that the CY 2011 monitoring results fulfill requirements of all the applicable monitoring drivers with no duplication of sampling and analysis efforts. This report contains a summary of information regarding the groundwater and surface water sampling and analysis activities implemented under the Y-12 GWPP including sampling locations and frequency; quality assurance (QA)/quality control (QC) sampling; sample collection and handling; field measurements and laboratory analytes; data management and data quality objective (DQO) evaluation; and groundwater elevation monitoring. However, this report does not include equivalent QA/QC or DQO evaluation information regarding the groundwater and surface water sampling and analysis activities associated with the monitoring programs implemented by BJC/UCOR. Such details are deferred to the respective programmatic plans and reports issued by BJC. Collectively, the groundwater and surface water monitoring data obtained during CY 2011 by the Y-12 GWPP and BJC/UCOR address DOE Order 436.1 and DOE Order 458.1 requirements for monitoring groundwater and surface water quality in areas (1) which are, or could be, affected by operations at Y-12 (surveillance monitoring) and (2) where contaminants from Y-12 are most likely to migrate beyond the boundaries of the ORR (exit pathway/perimeter monitoring). This report presents a summary evaluation of the monitoring data with regard to the respective objectives of surveillance monitoring and exit pathway/perimeter monitoring, based on the analytical results for the principal groundwater contaminants at Y-12: nitrate, uranium, volatile organic compounds (VOCs), gross alpha activity, and gross beta activity. This report summarizes the most pertinent findings regarding the principal contaminants, along with recommendations proposed for ongoing groundwater and surface water quality monitoring performed under the Y-12 GWPP.

    On October 21, 2014, Idaho National Laboratory (INL), in coordination with local jurisdictions, and Department of Energy (DOE) Idaho Operations Office (DOE ID) conducted an evaluated drill to demonstrate the ability to implement the requirements of DOE O 151.1C, “Comprehensive Emergency Management System” when responding to a beyond design basis event (BDBE) scenario as outlined in the Office of Health, Safety, and Security Operating Experience Level 1 letter (OE-1: 2013-01). The INL contractor, Battelle Energy Alliance, LLC (BEA), in coordination with CH2M-WG Idaho, LLC (CWI), and Idaho Treatment Group LLC (ITG), successfully demonstrated appropriate response measures to mitigate a BDBE event that would impact multiple facilities across the INL while protecting the health and safety of personnel, the environment, and property. Offsite response organizations participated to demonstrate appropriate response measures.

    This summary report presents analytical results, radiological survey data, and other data/information for disposition planning of the five tanks located west of the Old Salvage Yard (OSY) at the Y-12 National Security Complex (Y-12) in Oak Ridge, Tennessee. Field personnel from Oak Ridge Associated Universities (ORAU) and URS?CH2M Oak Ridge LLC completed data collection in May 2012 per the project-specific plan (PSP) (ORAU 2012). Deviations from the PSP are addressed in the body of this report. Characterization activities included three data collection modes: visual inspection, radiological survey, and volumetric sampling/analysis. This report includes the final validated dataset and updates associated with the Tank 2 residues originally thought to be a biological bloom (e.g., slime mold) but ultimately identified as iron sulfate crystals.

    The Oak Ridge Reservation (ORR) Water Resources Restoration Program (WRRP) was established by the U. S. Department of Energy (DOE) in 1996 to implement a consistent approach to long-term environmental monitoring across the ORR. The WRRP has four principal objectives: (1) to provide the data and technical analysis necessary to assess the performance of completed Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) actions on the ORR; (2) to perform monitoring to establish a baseline against which the performance of future actions will be gauged and to support watershed management decisions; (3) to perform interim-status and post-closure permit monitoring and reporting to comply with Resource Conservation and Recovery Act of 1976 (RCRA) requirements; and (4) to support ongoing waste management activities associated with WRRP activities. Water quality projects were established for each of the major facilities on the ORR: East Tennessee Technology Park (ETTP); Oak Ridge National Laboratory (ORNL), including Bethel Valley and Melton Valley; and the Y-12 National Security Complex (Y-12 Complex or Y-12), including Bear Creek Valley (BCV), Upper East Fork Poplar Creek (UEFPC), and Chestnut Ridge. Off-site (i.e., located beyond the ORR boundary) sampling requirements are also managed as part of the Y-12 Water Quality Project (YWQP). Offsite locations include those at Lower East Fork Poplar Creek (LEFPC), the Clinch River/Poplar Creek (CR/PC), and Lower Watts Bar Reservoir (LWBR). The Oak Ridge Associated Universities (ORAU) South Campus Facility (SCF) is also included as an 'off-site' location, although it is actually situated on property owned by DOE. The administrative watersheds are shown in Fig. A.l (Appendix A). The WRRP provides a central administrative and reporting function that integrates and coordinates the activities of the water quality projects, including preparation and administration of the WRRP Sampling and Analysis Plan (SAP). A brief summary is given of the organization of the SAP appendices, which provide the monitoring specifics and details of sampling and analytical requirements for each of the water quality programs on the ORR. Section 2 of this SAP provides a brief overview and monitoring strategy for the ETTP. Section 3 discusses monitoring strategy for Bethel Valley, and Melton Valley background information and monitoring strategy is provided in Section 4. BCV and UEFPC monitoring strategies are presented in Sect. 5 and 6, respectively. Section 7 provides background information and monitoring strategy for all off-site locations.

    At the request of the U.S. Department of Energy (DOE), MSE Technology Applications, Inc. (MSE) evaluated various commercially available sorbents to solidify unidentified laboratory liquids from Rocky Flats that are stored at the Idaho National Laboratory (INL). The liquids are a collection of laboratory wastes that were generated from various experiments and routine analytical laboratory activities carried out at Rocky Flats. The liquids are in bottles discovered inside of buried waste drums being exhumed from the subsurface disposal area at the Radioactive Waste Management Complex (RWMC) by the contractor, CH2M Hill Washington International (CWI). Free liquids are unacceptable at the Waste Isolation Pilot Plant (WIPP), and some of these liquids cannot be returned to the retrieval pit. Stabilization of the liquids into a solid mass will allow these materials to be sent to an appropriate disposal location. The selected sorbent or sorbent combinations should produce a stabilized mass that is capable of withstanding conditions similar to those experienced during storage, shipping, and burial. The final wasteform should release less than 1% liquid by volume per the WIPP Waste Acceptance Criteria (WAC). The absence or presence of free liquid in the solidified waste-forms was detected when tested by SW-846, Method 9095B, Paint Filter Free Liquids, and the amount of liquid released from the wasteform was determined by SW-846, Method 9096, Liquid Release Test. Reactivity testing was also conducted on the solidified laboratory liquids. (authors)

    The Pacific Northwest National Laboratory (PNNL) currently houses 88 samples (~10.5 kg) of K Basin sludge (81 wet and seven dry samples) on behalf of the Sludge Treatment Project (STP), which is managed for the U.S. Department of Energy (DOE) by the CH2M Hill Plateau Remediation Company (CHPRC). Selected samples are intended to serve, in part, as sentinels to enhance understanding of sludge properties after long-term storage, and thus enhance understanding of sludge behavior following transfer to sludge transfer and storage containers (STSCs) and storage at the Hanford 200 Area central plateau. In addition, remaining samples serve in contingency for future testing requirements. At PNNL, the samples are tracked and maintained under a prescriptive and disciplined monthly sample-monitoring program implemented by PNNL staff. This report updates the status of the K Basin archive sludge sample inventory to April 2014. The previous inventory status report, PNNL 22245 (Fiskum et al. 2013, limited distribution report), was issued in February of 2013. This update incorporates changes in the inventory related to repackaging of 17 samples under test instructions 52578 TI052, K Basin Sludge Sample Repackaging for Continued Long Term Storage, and 52578 TI053, K Basin Sludge Sample Repackaging Post-2014 Shear Strength Measurements. Note that shear strength measurement results acquired in 2014 are provided separately. Specifically, this report provides the following: • a description of the K Basin sludge sample archive program and the sample inventory • a summary and images of the samples that were repackaged in April 2014 • up-to-date images and plots of the settled density and water loss from all applicable samples in the inventory • updated sample pedigree charts, which provide a roadmap of the genesis and processing history of each sample in the inventory • occurrence and deficiency reports associated with sample storage and repackaging

    Lawrence Livermore National Laboratory's many outstanding accomplishments in 2007 are a tribute to a dedicated staff, which is shaping the Laboratory's future as we go through a period of transition and transformation. The achievements highlighted in this annual report illustrate our focus on the important problems that affect our nation's security and global stability, our application of breakthrough science and technology to tackle those problems, and our commitment to safe, secure, and efficient operations. In May 2007, the Department of Energy (DOE) awarded Lawrence Livermore National Security, LLC (LLNS), a new public-private partnership, the contract to manage and operate the Laboratory starting in October. Since its inception in 1952, the Laboratory had been managed by the University of California (UC) for the DOE's National Nuclear Security Administration (NNSA) and predecessor organizations. UC is one of the parent organizations that make up LLNS, and UC's presence in the new management entity will help us carry forward our strong tradition of multidisciplinary science and technology. 'Team science' applied to big problems was pioneered by the Laboratory's co-founder and namesake, Ernest O. Lawrence, and has been our hallmark ever since. Transition began fully a year before DOE's announcement. More than 1,600 activities had to be carried out to transition the Laboratory from management by a not-for-profit to a private entity. People, property, and procedures as well as contracts, formal agreements, and liabilities had to be transferred to LLNS. The pre-transition and transition teams did a superb job, and I thank them for their hard work. Transformation is an ongoing process at Livermore. We continually reinvent ourselves as we seek breakthroughs that impact emerging national needs. An example is our development in the late 1990s of a portable instrument that could rapidly detect DNA signatures, research that started with a view toward the potential threat of terrorist use of biological weapons. As featured in our annual report, activities in this area have grown to many important projects contributing to homeland security and disease prevention and control. At times transformation happens in large steps. Such was the case when nuclear testing stopped in the early 1990s. As one of the nation's nuclear weapon design laboratories, Livermore embarked on the Stockpile Stewardship Program. The objectives are to ensure the safety, security, and reliability of the nation's nuclear weapons stockpile and to develop a science-based, thorough understanding of the performance of nuclear weapons. The ultimate goal is to sustain confidence in an aging stockpile without nuclear testing. Now is another time of major change for the Laboratory as the nation is resizing its nuclear deterrent and NNSA begins taking steps to transform the nuclear weapons complex to meet 21st-century national security needs. As you will notice in the opening commentary to each section of this report, the Laboratory's senior management team is a mixture of new and familiar faces. LLNS drew the best talent from its parent organizations--Bechtel National, UC, Babcock & Wilcox, the Washington Group Division of URS, and Battelle--to lead the Laboratory. We are honored to take on the responsibility and see a future with great opportunities for Livermore to apply its exceptional science and technology to important national problems. We will work with NNSA to build on the successful Stockpile Stewardship Program and transform the nation's nuclear weapons complex to become smaller, safer, more secure, and more cost effective. Our annual report highlights progress in many relevant areas. Laboratory scientists are using astonishing computational capabilities--including BlueGene/L, the world's fastest supercomputer with a revolutionary architecture and over 200,000 processors--to gain key insights about performance of aging nuclear weapons.     This report fulfills the annual reporting requirements of US Department of Energy (DOE) Order 5400.1, General Environmental Protection Program. The report contains tabular data summaries on air emissions and liquid effluents released to the environment as well as nonroutine releases during calendar year (CY) 2001. These releases, bearing radioactive and hazardous substances, were from Bechtel Hanford, Inc. (BHI), CH2M HILL Hanford Group, Inc. (CHG), and Fluor Hanford (FH) managed facilities and activities. These data were obtained from direct sampling and analysis and from estimates based upon approved release factors. This report further serves as a supplemental resource to the Hanford Site Environmental Report (HSER PNNL-13910), published by the Pacific Northwest National Laboratory. HSER includes a yearly accounting of the impacts on the surrounding populace and environment from major activities at the Hanford Site. HSER also summarizes the regulatory compliance status of the Hanford Site. Tables ES-1 through ES-5 display comprehensive data summaries of CY2001 air emission and liquid effluent releases. The data displayed in these tables compiles the following: Radionuclide air emissions; Nonradioactive air emissions; Radionuclides in liquid effluents discharged to ground; Total volumes and flow rates of radioactive liquid effluents discharged to ground; and Radionuclides discharged to the Columbia River.

    The U.S. Department of Energy (DOE) Oak Ridge Office of Environmental Management (EM-OR) requested that Oak Ridge Associated Universities (ORAU), working under the Oak Ridge Institute for Science and Education (ORISE) contract, provide technical and independent waste management planning support under the American Recovery and Reinvestment Act (ARRA). Specifically, DOE EM-OR requested that ORAU plan and implement a sampling and analysis campaign targeting certain URS|CH2M Oak Ridge, LLC (UCOR) surveillance and maintenance (S&M) process inventory waste. Eight populations of historical and reoccurring S&M waste at the Oak Ridge National Laboratory (ORNL) have been identified in the Waste Handling Plan for Surveillance and Maintenance Activities at the Oak Ridge National Laboratory, DOE/OR/01-2565&D2 (WHP) (DOE 2012) for evaluation and processing to determine a final pathway for disposal. Population 7 (POP 7) consists of 56 containers of aged, low-level and potentially mixed S&M waste that has been staged in various locations around ORNL. Several of these POP 7 containers primarily contain personal protective equipment (PPE) and dry active waste (DAW), but may contain other miscellaneous debris. This data sharing report addresses the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) specified waste in a 13-container subpopulation (including eight steel boxes, three 55-gal drums, one sealand, and one intermodal) that lacked sufficient characterization data for possible disposal at the Environmental Management Waste Management Facility (EMWMF) using the approved Waste Lot (WL) 108.1 profile.

    For this needs analysis, a total of 131 DMHg analytical results were collected and reviewed from the Hanford Tank Farms from 2004 to 2007. Sampling data from the Site Wide Industrial Hygiene Database (SWIHO), the Tank waste inventory System (TWINs), and prior sampling campaigns by CH2M Hill Hanford that were not available in the SWIHD database, were aggregated for analysis. Technical literature used by the Savannah River Site (SRS). Bechtel RPP·WTP, and CH2M Hill Hanford from 2003-2007, were also reviewed to identify potential DMHg exposure concerns applicable to the tank farms. After analyzing the adequacy of lhe data, information gaps were identified and recommendations for corrective actions items were developed.

    In this first institutional plan prepared by Bechtel BWXT Idaho, LLC, for the Idaho National Engineering and Environmental Laboratory, the INEEL will focus its efforts on three strategic thrusts: (1) Environmental Management stewardship for DOE-EM, (2) Nuclear reactor technology for DOE-Nuclear Energy (NE), and (3) Energy R and D, demonstration, and deployment (initial focus on biofuels and chemicals from biomass). The first strategic thrust focuses on meeting DOE-EMs environmental cleanup and long-term stewardship needs in a manner that is safe, cost-effective, science-based, and approved by key stakeholders. The science base at the INEEL will be further used to address a grand challenge for the INEEL and the DOE complex--the development of a fundamental scientific understanding of the migration of subsurface contaminants. The second strategic thrust is directed at DOE-NEs needs for safe, economical, waste-minimized, and proliferation-resistant nuclear technologies. As NE lead laboratories, the INEEL and ANL will pursue specific priorities. The third strategic thrust focuses on DOE's needs for clean, efficient, and renewable energy technology. As an initial effort, the INEEL will enhance its capability in biofuels, bioprocessing, and biochemicals. The content of this institutional plan is designed to meet basic DOE requirements for content and structure and reflect the key INEEL strategic thrusts. Updates to this institutional plan will offer additional content and resource refinements.

    The U.S. Department of Energy (DOE) Oak Ridge Office of Environmental Management (EM-OR) requested Oak Ridge Associated Universities (ORAU), working under the Oak Ridge Institute for Science and Education (ORISE) contract, to provide technical and independent waste management planning support under the American Recovery and Reinvestment Act (ARRA). Specifically, DOE EM-OR requested ORAU to plan and implement a sampling and analysis campaign to target certain items associated with URS|CH2M Oak Ridge, LLC (UCOR) surveillance and maintenance (S&M) process inventory waste. Eight populations of historical and reoccurring S&M waste at the Oak Ridge National Laboratory (ORNL) have been identified in the Waste Handling Plan for Surveillance and Maintenance Activities at the Oak Ridge National Laboratory, DOE/OR/01-2565&D2 (WHP) (DOE 2012) for evaluation and processing for final disposal. This waste was generated during processing, surveillance, and maintenance activities associated with the facilities identified in the process knowledge (PK) provided in Appendix A. A list of items for sampling and analysis were generated from a subset of materials identified in the WHP populations (POPs) 4, 5, 6, 7, and 8, plus a small number of items not explicitly addressed by the WHP. Specifically, UCOR S&M project personnel identified 62 miscellaneous waste items that would require some level of evaluation to identify the appropriate pathway for disposal. These items are highly diverse, relative to origin; composition; physical description; contamination level; data requirements; and the presumed treatment, storage, and disposal facility (TSDF). Because of this diversity, ORAU developed a structured approach to address item-specific data requirements necessary for acceptance in a presumed TSDF that includes the Environmental Management Waste Management Facility (EMWMF)—using the approved Waste Lot (WL) 108.1 profile—the Y-12 Sanitary Landfill (SLF) if appropriate; EnergySolutions Clive; and the Nevada National Security Site (NNSS) (ORAU 2013b). Finally, the evaluation of these wastes was more suited to a judgmental sampling approach rather than a statistical design, meaning data were collected for each individual item, thereby providing information for item-byitem disposition decisions. ORAU prepared a sampling and analysis plan (SAP) that outlined data collection strategies, methodologies, and analytical guidelines and requirements necessary for characterizing targeted items (ORAU 2013b). The SAP described an approach to collect samples that allowed evaluation as to whether or not the waste would be eligible for disposal at the EMWMF. If the waste was determined not to be eligible for EMWMF disposal, then there would be adequate information collected that would allow the waste to be profiled for one of the alternate TSDFs listed above.

  4. NAVIGATING A QUALITY ROUTE TO A NATIONAL SAFETY AWARD

    Deming quality methodologies applied to safety are recognized with the National Safety Council's annual Robert W. Campbell Award. Over the last ten years, the implementation of Statistical Process Control and quality methodologies at the U.S. Department of Energy's Hanford Site have contributed to improved safety. Improvements attributed to Statistical Process Control are evidenced in Occupational Safety and Health records and documented through several articles in Quality Progress and the American Society of Safety Engineers publication, Professional Safety. Statistical trending of safety, quality, and occurrence data continues to playa key role in improving safety and quality at what has been called the world's largest environmental cleanup project. DOE's Hanford Site played a pivotal role in the nation's defense beginning in the 1940s, when it was established as part of the Manhattan Project. After more than 50 years of producing material for nuclear weapons, Hanford, which covers 586 square miles in southeastern Washington state, is now focused on three outcomes: (1) Restoring the Columbia River corridor for multiple uses; (2) Transitioning the central plateau to support long-term waste management; and (3) Putting DOE assets to work for the future. The current environmental cleanup mission faces challenges of overlapping technical, political, regulatory, environmental, and cultural interests. From Oct. 1, 1996 through Sept. 30, 2008, Fluor Hanford was a prime contractor to the Department of Energy's Richland Operations Office. In this role, Fluor Hanford managed several major cleanup activities that included dismantling former nuclear-processing facilities, cleaning up the Site's contaminated groundwater, retrieving and processing transuranic waste for shipment and disposal off-site, maintaining the Site's infrastructure, providing security and fire protection, and operating the Volpentest HAMMER Training and Education Center. On October 1,2008, a transition occurred that changed Fluor's role at Hanford. Fluor's work at Hanford was split in two with the technical scope being assumed by the CH2M HILL Plateau Remediation Company (CHPRC) CHPRC is now spearheading much of the cleanup work associated with former nuclear-processing facilities, contaminated groundwater, and transuranic waste. Fluor is an integrated subcontractor to CH PRC in this effort. In addition, at the time of this writing, while the final outcome is being determined for the new Mission Support Contract, Fluor Hanford has had its contract extended to provide site-wide services that include security, fire protection, infrastructure, and operating the HAMMER facility. The emphasis has to be on doing work safely, delivering quality work, controlling costs, and meeting deadlines. Statistical support is provided by Fluor to the PRC, within Fluor Hanford, and to a third contractor, Washington Closure Hanford, which is tasked with cleaning up approximately 210 square miles designated as the Columbia River corridor along the outer edge of the Hanford Site. The closing months of Fluor Hanford's 12 year contract were busy, characterized by special events that capped its work as a prime cleanup contractor, transitions of work scope and personnel, and the completion numerous activities. At this time, Fluor's work and approach to safety were featured in state and national forums. A 'Blockbuster' presentation at the Washington State Governor's Industrial Safety Conference in September 2008 featured Fluor Hanford's Chief Operating Officer, a company Safety Representative, and me. Simultaneously, an award ceremony in Anaheim, Calif. recognized Fluor Hanford as the winner of the 2008 Robert W. Campbell Award. The Robert W. Campbell Award is co-sponsored by Exxon Mobil Corporation and the National Safety Council. Named after a pioneer of industrial safety, the Campbell Award recognizes organizations that demonstrate how integration of environmental, health and safety (EHS) management into business operations is a cornerstone of their corporate success. Fluor Hanford received the award for corporations with more than 1,000 employees. Campbell Award winners undergo rigorous assessments that include site visits and comprehensive evaluations of their commitment to, and implementation of, EHS practices. Award winners work with an international partnership of 21 organizations to develop case studies that illustrate their superior EHS programs and best practices, for use by top business and engineering schools worldwide. Quality methodologies in place at Fluor Hanford played a key role in the award process. Fluor Hanford's integrated use of Statistical Process Control and Pareto Charts for analyzing and displaying EHS performance were viewed favorably by the award judges.

    In 2005, the US Department of Energy (DOE) launched the third generation of closure contracts, including the River Corridor Closure (RCC) Contract at Hanford. Over the past decade, significant progress has been made on cleaning up the river shore that bordes Hanford. However, the most important cleanup challenges lie ahead. In March 2005, DOE awarded the Hanford River Corridor Closure Contract to Washington Closure Hanford (WCH), a limited liability company owned by Washington Group International, Bechtel National and CH2M HILL. It is a single-purpose company whose goal is to safely and efficiently accelerate cleanup in the 544 km{sup 2} Hanford river corridor and reduce or eliminate future obligations to DOE for maintaining long-term stewardship over the site. The RCC Contract is a cost-plus-incentive-fee closure contract, which incentivizes the contractor to reduce cost and accelerate the schedule. At $1.9 billion and seven years, WCH has accelerated cleaning up Hanford's river corridor significantly compared to the $3.2 billion and 10 years originally estimated by the US Army Corps of Engineers. Predictable funding is one of the key features of the new contract, with funding set by contract at $183 million in fiscal year (FY) 2006 and peaking at $387 million in FY2012. Another feature of the contract allows for Washington Closure to perform up to 40% of the value of the contract and subcontract the balance. One of the major challenges in the next few years will be to identify and qualify sufficient subcontractors to meet the goal.

    This report contains the groundwater and surface water monitoring data that were obtained at the US Department of Energy (DOE) Y-12 National Security Complex (hereafter referenced as Y-12) in Oak Ridge, Tennessee, during calendar year (CY) 2000. These monitoring data were collected for the specific purposes of DOE Order 5400.1 site surveillance monitoring and exit pathway/perimeter monitoring, as described in the ''Environmental Monitoring Plan for the Oak Ridge Reservation'' (DOE 1996). Site surveillance monitoring provides data regarding the quality of groundwater and surface water in areas that are, or could be, affected by operations at Y-12. Exit pathway/perimeter monitoring provides data regarding the quality of groundwater and surface water where contaminants from Y-12 are most likely to migrate beyond the boundaries of the DOE Oak Ridge Reservation (ORR). The CY 2000 groundwater and surface water monitoring data presented in this report were obtained under the auspices of the Y-12 Groundwater Protection Program (GWPP), managed by Lockheed Martin Energy Systems, Inc. (LMES) (January-October, 2000) and by BWXT Y-12, L.L.C. (November-December, 2000), and the Water Resources Restoration Program (WRRP), which is managed by Bechtel Jacobs Company LLC. Combining the monitoring results obtained under both the Y-12 GWPP and the WRRP enables this report to serve as a consolidated reference for the groundwater and surface water monitoring data obtained at Y-12 during CY 2000.

    A measurement survey of the elevation and environmental media in impoundments 3513 (B) and 3524 (A) at the Oak Ridge National Laboratory (ORNL) was conducted during April 1998. The investigation was performed by the Measurement Applications and Development Group of the Life Sciences Division of ORNL at the request of Bechtel Jacobs Company. Measurement activities were conducted at selected locations in order to determine the depth and appearance of the sediment and describe the clay underlying the impoundments prior to remediation. The survey was a follow-up to a previous elevation survey. The survey included the following: collection of sediment/clay cores from selected locations in each impoundment; measurement and documentation of the elevation at the water surface, at the top of sediment, at the top of clay, and at the bottom of each core; visual inspection of each core by a soil scientist to confirm the presence of clay and not material such as fly ash and soda lime compacted over the last 50 years; measurement and documentation of the background beta-gamma radiation level at the time and location of collection of each core, the highest beta-gamma level along the sediment portion of each core, and the highest beta-gamma level along the clay portion of each core; measurement and documentation of the length of the clay and of the sediment portion of each core; photographic documentation of each core; and replacement of each core in the impoundment.

    We have designed, fabricated, calibrated, and fielded a fast, time-resolved 1-10 keV crystal spectrometer to observe the evolution of wire pinch spectra at the Z machine at Sandia National Laboratories. The instrument has two convex cylindrical crystals (PET and KAP). Both crystals Bragg reflect x-rays into an array of ten silicon diodes, providing continuous spectral coverage in twenty channels from 1.0 to 10 keV. The spectral response of the instrument has been calibrated from 1.0 to 6.3 keV at beamline X8A at the National Synchrotron Light Source. The time response of the 1-mm2 silicon detectors was measured with the Pulsed X-ray Source at Bechtel Nevada's Los Alamos Operations, where 2-nanosecond full-width half-maximum (FWHM) waveforms with 700-picosecond rise times typically were observed. The spectrometer has been fielded recently on several experimental runs at the Z Machine. In this paper, we present the time-resolved spectra resulting from the implosions of double-nested tungsten wire arrays onto 5-mm diameter foam cylinders. We also show the results obtained for a double-nested stainless steel wire array with no target cylinder. The spectrometer was located at the end of a 7.1-meter beamline on line-of sight (LOS)21/22, at an angle 12{sup o} above the equatorial plane, and was protected from the debris field by a customized dual-slit fast valve. The soft detector channels below 2.0 keV recorded large signals at pinch time coinciding with signals recorded on vacuum x-ray diodes (XRDs). On experiment Z993, the spectrometer channels recorded a second pulse with a hard x-ray emission spectrum several nanoseconds after pinch time.

    The National Environmental Research Parks are outdoor laboratories that provide opportunities for environmental studies on protected lands that act as buffers around Department of Energy (DOE) facilities. The research parks are used to evaluate the environmental consequences of energy use and development as well as the strategies to mitigate these effects. They are also used to demonstrate possible environmental and land-use options. The seven parks are: Fermilab National Environmental Research Park; Hanford National Environmental Research Park; Idaho National Environmental Research Park; Los Alamos National Environmental Research Park; Nevada National Environmental Research Park; Oak Ridge National Environmental Research Park; and Savannah River National Environmental Research Park. This document gives an overview of the events that led to the creation of the research parks. Its main purpose is to summarize key points about each park, including ecological research, geological characteristics, facilities, and available databases.

    The U.S. Department of Energy (DOE) Oak Ridge Office of Environmental Management (OR-EM) requested that Oak Ridge Associated Universities (ORAU), working under the Oak Ridge Institute for Science and Education (ORISE) contract, provide technical and independent waste management planning support using American Recovery and Reinvestment Act (ARRA) funds. Specifically, DOE OR-EM requested that ORAU plan and implement a sampling and analysis campaign targeting potential removable radiological contamination that may be transferrable to future personal protective equipment (PPE) and contamination control materials—collectively referred to as PPE throughout the remainder of this report—used in certain URS|CH2M Oak Ridge, LLC (UCOR) Surveillance and Maintenance (S&M) Project facilities at the Oak Ridge National Laboratory (ORNL). Routine surveys in Bldgs. 3001, 3005, 3010, 3028, 3029, 3038, 3042, 3517, 4507, and 7500 continuously generate PPE. The waste is comprised of Tyvek coveralls, gloves, booties, Herculite, and other materials used to prevent worker exposure or the spread of contamination during routine maintenance and monitoring activities. This report describes the effort to collect and quantify removable activity that may be used by the ORNL S&M Project team to develop radiation instrumentation “screening criteria.” Material potentially containing removable activity was collected on smears, including both masselin large-area wipes (LAWs) and standard paper smears, and analyzed for site-related constituents (SRCs) in an analytical laboratory. The screening criteria, if approved, may be used to expedite waste disposition of relatively clean PPE. The ultimate objectives of this effort were to: 1) determine whether screening criteria can be developed for these facilities, and 2) provide process knowledge information for future site planners. The screening criteria, if calculated, must be formally approved by Federal Facility Agreement parties prior to use for ORNL S&M Project PPE disposal at the Environmental Management Waste Management Facility (EMWMF). ORAU executed the approved sampling and analysis plan (SAP) (DOE 2013) while closely coordinating with ORNL S&M Project personnel and using guidelines outlined in the Waste Handling Plan for Surveillance and Maintenance Activities at the Oak Ridge National Laboratory, DOE/OR/01-2565&D2 (WHP) (DOE 2012). WHP guidelines were followed because the PPE waste targeted by this SAP is consistent with that addressed under the approved Waste Lot (WL) 108.1 profile for disposal at EMWMF—this PPE is a “future waste stream” as defined in the WHP. The SAP presents sampling strategy and methodology, sample selection guidelines, and analytical guidelines and requirements necessary for characterizing future ORNL S&M Project PPE waste. This report presents a review of the sample and analysis methods including data quality objectives (DQOs), required deviations from the original design, summary of field activities, radiation measurement data, analytical laboratory results, a brief presentation of results, and process knowledge summaries.

    This Comprehensive National Energy Strategy sets forth a set of five common sense goals for national energy policy: (1) improve the efficiency of the energy system, (2) ensure against energy disruptions, (3) promote energy production and use in ways that respect health and environmental values, (4) expand future energy choices, and (5) cooperate internationally on global issues. These goals are further elaborated by a series of objectives and strategies to illustrate how the goals will be achieved. Taken together, the goals, objectives, and strategies form a blueprint for the specific programs, projects, initiatives, investments, and other actions that will be developed and undertaken by the Federal Government, with significant emphasis on the importance of the scientific and technological advancements that will allow implementation of this Comprehensive National Energy Strategy. Moreover, the statutory requirement of regular submissions of national energy policy plans ensures that this framework can be modified to reflect evolving conditions, such as better knowledge of our surroundings, changes in energy markets, and advances in technology. This Strategy, then, should be thought of as a living document. Finally, this plan benefited from the comments and suggestions of numerous individuals and organizations, both inside and outside of government. The Summary of Public Comments, located at the end of this document, describes the public participation process and summarizes the comments that were received. 8 figs.
