    Historical waste disposal activities within the Bear Creek Valley (BCV) Characterization Area (CA), at the U.S. Department of Energy (DOE) Oak Ridge Y-12 plant, have contaminated groundwater and surface water above human health risk levels and impacted the ecology of Bear Creek. Contaminates include nitrate, radioisotopes, metals, volatile organic chemicals (VOCS), and common ions. This paper provides a status report on a technology demonstration project that is investigating the feasibility of using passive in situ treatment systems to remove these contaminants. Although this technology may be applicable to many locations at the Oak Ridge Y-12 Plant, the project focuses on collecting the information needed to take CERCLA removal actions in 1998 at the S-3 Disposal Ponds site. Phase 1 has been completed and included site characterization, laboratory screening of treatment media (sorbents; and iron), and limited field testing of biological treatment systems. Batch tests using different Y-12 Plant waters were conducted to evaluate the removal efficiencies of most of the media. Phase 1 results suggest that the most promising treatment media are Dowex 21 k resin, peat moss, zero-valent iron, and iron oxides. Phase 2 will include in-field column testing of these media to assess loading rates, and concerns with clogging, by-products, and long-term treatment efficiency and media stability. Continued testing of wetlands and algal mats (MATs) will be conducted to determine if they can be used for in-stream polishing of surface water. Hydraulic testing of a shallow trench and horizontal well will also be completed during Phase 2. 4 refs., 3 tabs.

    Bear Creek Valley (BCV) is located within the US Department of Energy (DOE) Oak Ridge Reservation and encompasses multiple waste units containing hazardous and radioactive wastes associated with past operations at the adjacent Oak Ridge Y-12 Plant. The BCV Remedial Investigation determined that disposal of wastes at the S-3 Site, Boneyard/Burnyard (BYBY), and Bear Creek Burial Grounds (BCBG) has caused contamination of both deep and shallow groundwater. The primary contaminants include uranium, nitrate, and VOCs, although other metals such as aluminum, magnesium, and cadmium persist. The BCV feasibility study will describe several remedial options for this area, including both in situ and ex situ treatment of groundwater. This Treatability Study Phase 1 Report describes the results of preliminary screening of treatment technologies that may be applied within BCV. Four activities were undertaken in Phase 1: field characterization, laboratory screening of potential sorbents, laboratory testing of zero valent iron products, and field screening of three biological treatment systems. Each of these activities is described fully in technical memos attached in Appendices A through G.

  10. Electric field induced spin and valley polarization within a magnetically confined silicene channel

    We study the electronic structure and transport properties of Dirac electrons along a channel created by an exchange field through the proximity of ferromagnets on a silicene sheet. The multiple total internal reflection induces localized states in the channel, which behaves like an electron waveguide. An effect of spin- and valley-filtering originating from the coupling between valley and spin degrees is predicted for such a structure. Interestingly, this feature can be tuned significantly by locally applying electric and exchange fields simultaneously. The parameter condition for observing fully spin- and valley-polarized current is obtained. These findings may be observable in todays' experimental technique and useful for spintronic and valleytronic applications based on silicene.

    In the Bear Creek Valley Watershed Remedial Investigation, the Boneyard/Burnyard was identified as the source of the largest releases of uranium into groundwater and surface water in Bear Creek Valley. The proposed action for remediation of this site is selective excavation and removal of source material and capping of the remainder of the site. The schedule for this action has been accelerated so that this is the first remedial action planned to be implemented in the Bear Creek Valley Record of Decision. Additional data needs to support design of the remedial action were identified at a data quality objectives meeting held for this project. Sampling at the Boneyard/Burnyard will be conducted through the use of a phased approach. Initial or primary samples will be used to make in-the-field decisions about where to locate follow-up or secondary samples. On the basis of the results of surface water, soil, and groundwater analysis, up to six test pits will be dug. The test pits will be used to provide detailed descriptions of source materials and bulk samples. This document sets forth the requirements and procedures to protect the personnel involved in this project. This document also contains the health and safety plan, quality assurance project plan, waste management plan, data management plan, implementation plan, and best management practices plan for this project as appendices.

    We study the commensurability oscillations in silicene subject to a perpendicular electric field E{sub z}, a weak magnetic field B, and a weak periodic potential V=V{sub 0}cos(Cy),C=2?/a{sub 0} with a{sub 0} its period. The field E{sub z} and/or the modulation lift the spin degeneracy of the Landau levels and lead to spin and valley resolved Weiss oscillations. The spin resolution is maximal when the field E{sub z} is replaced by a periodic one E{sub z}=E{sub 0}cos(Dy),D=2?/b{sub 0}, while the valley one is maximal for b{sub 0}?=?a{sub 0}. In certain ranges of B values, the current is fully spin or valley polarized. Additional quantum Hall conductivity plateaux arise due to spin and valley intra-Landau-level transitions.

    This Remedial Investigation (RI) Report characterizes the nature and extent of contamination, evaluates the fate and transport of contaminants, and assesses risk to human health and the environment resulting from waste disposal and other US Department of Energy (DOE) operations in Bear Creek Valley (BCV). BCV, which is located within the DOE Oak Ridge Reservation (ORR) encompasses multiple waste units containing hazardous and radioactive wastes arising from operations at the adjacent Oak Ridge Y-12 Plant. The primary waste units discussed in this RI Report are the S-3 Site, Oil Landfarm (OLF), Boneyard/Burnyard (BYBY), Sanitary Landfill 1 (SL 1), and Bear Creek Burial Grounds (BCBG). These waste units, plus the contaminated media resulting from environmental transport of the wastes from these units, are the subject of this RI. This BCV RI Report represents the first major step in the decision-making process for the BCV watershed. The RI results, in concert with the follow-on FS will form the basis for the Proposed Plan and Record of Decision for all BCV sites. This comprehensive decision document process will meet the objectives of the watershed approach for BCV. Appendix G contains ecological risks for fish, benthic invertebrates, soil invertebrates, plants, small mammals, deer, and predator/scavengers (hawks and fox). This risk assessment identified significant ecological risks from chemicals in water, sediment, soil, and shallow ground water. Metals and PCBs are the primary contaminants of concern.

This project directly supports Alternative 5 of the base action in the BCV Feasibility Study and indirectly supports other alternatives through proof of concept. In that role, the ultimate goal is to install a treatment system that will remove uranium and nitrate from groundwater before it reaches Bear Creek. A secondary goal is the concurrent removal of technetium and several metals that affect ecological risk. This project is intended to produce hydraulic and treatment performance data required to design the treatment system to reach those goals. This project will also generate information that can be applied at other facilities within the Oak Ridge Reservation. This report is the sampling and analysis plan (SAP) for the field work component of Phase II of the BCV Treatability Study. Field work for this phase of the BCV Treatability Study consists of environmental and media testing. The SAP addresses environmental sampling at the S-3 Site at the Oak Ridge Y-12 Plant. Samples will be taken from groundwater, surface water, seeps, effluent from test columns, effluent from an algal mat reactor, and effluent from a pilot-scale wetland. Groundwater, surface water, and seeps will be monitored continuously for field parameters and sampled for analytical parameters during pump tests conducted periodically during the investigation. In-field continuous flow tests will be conducted over an extended time period (5 weeks) to generate data on long-term treatment effects on potential treatment effects on potential treatment media including sorbents and zero valent iron, over 28 weeks for constructed wetlands treatment, and over 24 weeks for algal mats treatment.

However, some authors have sought to put this research in context: to assess where the field stands, what might be technically feasible, what might be economically feasible, and what potential impacts ceramic superconductors will bring to the electric power sector. This report`s purpose is to make the results of already published assessments readily available. To that end, this report lists and provides abstracts for various technical and economic assessments related to applications of High-Temperature Superconductors (HTS) to the electric power sector. Those studies deemed most important are identified and summarized. These assessments were identified by two means. First, members of the Executive Committee identified some reports as worthy of consideration and forwarded them to Argonne National Laboratory. Twelve assessments were selected. Each of these is listed and summarized in the following section. Second, a bibliographic search was performed on five databases: INSPEC, NTIS, COMPENDEX, Energy Science & Technology, and Electric Power Database. The search consisted of first selecting all papers related to High Temperature Superconductors. Then papers related to SMES, cables, generators, motors, fault current limiters, or electric utilities were selected. When suitable variants of the above terms were included, this resulted in a selection of 493 citations. These citations were subjected to review by the authors. A number of citations were determined to be inappropriate (e.g. a number referred to digital transmission lines for electronics and communications applications). The reduced list consisted of 200 entries. Each of these citations, with an abstract, is presented in the following sections.

Second, a bibliographic search was performed on five databases: INSPEC, NTIS, COMPENDEX, Energy Science Technology, and Electric Power Database. The search consisted of first selecting all papers related to High Temperature Superconductors. Then papers related to SMES, cables, generators, motors, fault current limiters, or electric utilities were selected. When suitable variants of the above terms were included, this resulted in a selection of 493 citations. These citations were subjected to review by the authors. A number of citations were determined to be inappropriate (e.g. a number referred to digital transmission lines for electronics and communications applications). The reduced list consisted of 200 entries. Each of these citations, with an abstract, is presented in the following sections.

    The enactment of the Resource Conservation and Recovery Act (RCRA) in 1976 and the Hazardous and Solid Waste Amendments (HSWA) to RCRA in 1984 created management requirements for hazardous waste facilities. The facilities within the Oak Ridge Reservation (ORR) were in the process of meeting the RCRA requirements when ORR was placed on the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) National Priorities List (NPL) on November 21, 1989. Under RCRA, the actions typically follow the RCRA Facility Assessment (RFA)/RCRA Facility Investigation (RFI)/Corrective Measures Study (CMS)/Corrective Measures implementation process.     This Remedial Investigation (RI) Report characterizes the nature and extent of contamination, evaluates the fate and transport of contaminants, and assesses risk to human health and the environment resulting from waste disposal and other US Department of Energy (DOE) operations in Bear Creek Valley (BCV). BCV, which is located within the DOE Oak Ridge Reservation (ORR) encompasses multiple waste units containing hazardous and radioactive wastes arising from operations at the adjacent Oak Ridge Y-12 Plant. The primary waste units discussed in this RI Report are the S-3 Site, Oil Landfarm (OLF), Boneyard/Burnyard (BYBY), Sanitary Landfill 1 (SL 1), and Bear Creek Burial Grounds (BCBG). These waste units, plus the contaminated media resulting from environmental transport of the wastes from these units, are the subject of this RI. This BCV RI Report represents the first major step in the decision-making process for the BCV watershed. The RI results, in concert with the follow-on FS will form the basis for the Proposed Plan and Record of Decision for all BCV sites. This comprehensive decision document process will meet the objectives of the watershed approach for BCV. Appendix A includes descriptions of waste areas and estimates of the current compositions of the wastes. Appendix B contains an extensive database of environmental data for the Bear Creek Valley Characterization Area. Information is also presented about the number and location of samples collected, the analytes examined, and the extent of data validation. Appendix C describes the hydrogeologic conceptual model for Bear Creek Valley. This model is one of the principal components of the conceptual site models for contaminant transport in BCV.

In one embodiment, a torque is generated by the approach of a slotted pole to a conducting plate. The torque actuates an assembly which varies the position of a magnetic shunt to change the force exerted by the bearing. Another embodiment achieves axial stabilization by sensing vertical displacements in a suspended bearing element, and using this information in an electrical servo system. In a third embodiment, as a rotating eddy current exciter approaches a stationary bearing, it heats a thermostat which actuates an assembly to weaken the attractive force between the two bearing elements. An improved version of an electromechanical battery utilizing the designs of the various embodiments is described.

    In monolayer group-VI transition metal dichalcogenides, charge carriers have spin and valley degrees of freedom, both associated with magnetic moments. On the other hand, the layer degree of freedom in multilayers is associated with electrical polarization. Here we show that transition metal dichalcogenide bilayers offer an unprecedented platform to realize a strong coupling between the spin, valley and layer pseudospin of holes. Such coupling gives rise to the spin Hall effect and spin-dependent selection rule for optical transitions in inversion symmetric bilayer and leads to a variety of magnetoelectric effects permitting quantum manipulation of these electronic degrees of freedom. Oscillating electric and magnetic fields can both drive the hole spin resonance where the two fields have valley-dependent interference, making an interplay between the spin and valley as information carriers possible for potential valley-spintronic applications. We show how to realize quantum gates on the spin qubit controlled by the valley bit.

    A load responsive hydrodynamic bearing is provided in the form of a thrust bearing or journal bearing for supporting, guiding and lubricating a relatively rotatable member to minimize wear thereof responsive to relative rotation under severe load. In the space between spaced relatively rotatable members and in the presence of a liquid or grease lubricant, one or more continuous ring shaped integral generally circular bearing bodies each define at least one dynamic surface and a plurality of support regions. Each of the support regions defines a static surface which is oriented in generally opposed relation with the dynamic surface for contact with one of the relatively rotatable members. A plurality of flexing regions are defined by the generally circular body of the bearing and are integral with and located between adjacent support regions.     A magnetically levitated superconducting bearing includes a magnet (2) mounted on a shaft (12) that is rotatable around an axis of rotation and a Type II superconductor (6) supported on a stator (14) in proximity to the magnet (2). The superconductor (6) is positioned so that when it is cooled to its superconducting state in the presence of a magnetic field, it interacts with the magnet (2) to produce an attractive force that levitates the magnet (2) and supports a load on the shaft (12). The interaction between the superconductor (6) and magnet(2) also produces surface screening currents (8) that generate a repulsive force perpendicular to the load. The bearing also has means for maintaining the superconductor at a temperature below its critical temperature (16, 18). The bearing could also be constructed so the magnet (2) is supported on the stator (14) and the superconductor (6) is mounted on the shaft (12). The bearing can be operated by cooling the superconductor (6) to its superconducting state in the presence of a magnetic field.

    Centrifugally decoupling mechanical bearing systems provide thin tensioned metallic ribbons contained in a support structure. This assembly rotates around a stationary shaft being centered at low speeds by the action of the metal ribbons. Tension springs are connected on one end to the ribbons and on the other end to the support structure. The ribbons pass through slots in the inner ring of the support structure. The spring preloading thus insures contact (or near-contact) between the ribbons and the shaft at rotation speeds below the transition speed. Above this speed, however, the centrifugal force on the ribbons produces a tensile force on them that exceeds the spring tensile force so that the ribbons curve outward, effectively decoupling them from mechanical contact with the shaft. They still remain, however, in position to act as a touchdown bearing in case of abnormally high transverse accelerations.

    An axial stabilizer for the rotor of a magnetic bearing provides external control of stiffness through switching in external inductances. External control also allows the stabilizer to become a part of a passive/active magnetic bearing system that requires no external source of power and no position sensor. Stabilizers for displacements transverse to the axis of rotation are provided that require only a single cylindrical Halbach array in its operation, and thus are especially suited for use in high rotation speed applications, such as flywheel energy storage systems. The elimination of the need of an inner cylindrical array solves the difficult mechanical problem of supplying support against centrifugal forces for the magnets of that array. Compensation is provided for the temperature variation of the strength of the magnetic fields of the permanent magnets in the levitating magnet arrays.

    A liquid metal pump bearing support comprises a series of tangentially oriented spokes that connect the bearing cylinder to the pump internals structure. The spokes may be arranged in a plurality of planes extending from the bearing cylinder to the pump internals with the spokes in one plane being arranged alternately with those in the next plane. The bearing support structure provides the pump with sufficient lateral support for the bearing structure together with the capability of accommodating differential thermal expansion without adversely affecting pump performance.

    This study considered assessing the feasibility of developing small scale hydro-electric power from seven major tributaries within the Hoopa Valley Indian Reservation of Northern California (http://www.hoopa-nsn.gov/). This study pursued the assessment of seven major tributaries of the Reservation that flow into the Trinity River. The feasibility of hydropower on the Hoopa Valley Indian Reservation has real potential for development and many alternative options for project locations, designs, operations and financing. In order to realize this opportunity further will require at least 2-3 years of intense data collection focusing on stream flow measurements at multiple locations in order to quantify real power potential. This also includes on the ground stream gradient surveys, road access planning and grid connectivity to PG&E for sale of electricity. Imperative to this effort is the need for negotiations between the Hoopa Tribal Council and PG&E to take place in order to finalize the power rate the Tribe will receive through any wholesale agreement that utilizes the alternative energy generated on the Reservation.

The crankshaft has a radially extending flange which is journaled by a thrust-type roller bearing above the bearing housing to absorb the vertical forces on the crankshaft so that all three of the roller bearings are between the crankshaft and the bearing housing to maintain and control the close tolerances required by such bearings.

    To effectively evaluate the cumulative impact of releases from multiple sources of contamination, a structured approach has been adopted for Oak Ridge Reservation (ORR) based on studies of the groundwater and surface water separate from studies of the sources. Based on the realization of the complexity of the hydrogeologic regime of the ORR, together with the fact that there are numerous sources contributing to groundwater contamination within a geographical area, it was agreed that more timely investigations, at perhaps less cost, could be achieved by separating the sources of contamination from the groundwater and surface water for investigation and remediation. The result will be more immediate attention [Records of Decision (RODS) for interim measures or removal actions] for the source Operable Units (OUs) while longer-term remediation investigations continue for the hydrogeologic regime`s, which are labeled as integrator OUs. This Remedial Investigation work plan contains summaries of geographical, historical, operational, geological, and hydrological information specific to the unit. Taking advantage of the historical data base and ongoing monitoring activities and applying the observational approach to focus data gathering activities will allow the Feasibility Study to evaluate all probable or likely alternatives.

    In 2002, the Bush administration launched the Clean Coal Power Initiative (CCCPI) in the hope that it would develop the missing technology piece of the cleaner energy puzzle. Four years and two rounds later, the US electric power industry is seeing the first usable clean coal technologies emerge before its eyes. This article describe progress on one of the eight selected projects in the initial phase of the CCPI - led by NeuCo Inc. and carried out at Dynegy's Baldwin Energy Complex in Illinois - to increase efficiency and reduce emissions of the station's three coal-fired units with plant optimization software. In year one, a combustion/post-combustion (SCR) optimization system called CombustOpt was installed on cyclone boilers of units 1 and 2. They were also retrofitted with NeuCo's PerformanceOpt system. The fuel technology piece is MainenanceOpt to determine root causes of problems affecting unit efficiency and capacity. 5 figs.

    The Wind River Valley, on the west slope of the Cascade Range, is a northwest-trending drainage that joins the Columbia River near Carson, Washington. The region has been heavily dissected by fluvial and glacial erosion. Ridges have sharp crests and deep subsidiary valleys typical of a mature topography, with a total relief of as much as 900 m. The region is vegetated by fir and hemlock, as well as dense, brushy ground-cover and undergrowth. The lower 8 km of the valley is privately owned and moderately populated. The upper reaches lies within the Gifford Pinchot National Forest, and include several campgrounds and day parks, the Carson National Fish Hatchery, and the Wind River Ranger Station and Wind River Nursery of the US Forest Service. Logging activity is light due to the rugged terrain, and consequently, most valley slopes are not accessible by vehicle. The realization that a potential for significant geothermal resources exists in the Wind River area was brought about by earlier exploration activities. Geologic mapping and interpretation was needed to facilitate further exploration of the resource by providing a knowledge of possible geologic controls on the geothermal system. This report presents the detailed geology of the lower Wind River valley with emphasis on those factors that bear significantly on development of a geothermal resource.

    A rotor assembly fluid metering device has been improved by development of a hydrostatic bearing fluid system which provides bearing fluid at a common pressure to rotor assembly bearing surfaces. The bearing fluid distribution system produces a uniform film of fluid between bearing surfaces and allows rapid replacement of bearing fluid between bearing surfaces, thereby minimizing bearing wear and corrosion. 3 figs.

    Pumps have not used magnetic bearings commercially due to their high initial cost and the perception of a high risk to reward ratio. However, by taking advantage of the capability of the bearings to operate submerged in the pumped liquid, an advanced boiler feed pump has been developed with measurably improved efficiency and reduced seal maintenance. When the economic value of these improvements are evaluated against the additional first cost of the bearing change, attractive paybacks are generated for most new plant applications and even for some retrofits where the first cost reductions from eliminating the oil system, bearings, and seals do not apply. These savings are in addition to the benefits long recognized for magnetic bearings: improved reliability; built-in remote monitoring and diagnostics; elimination of the pressure feed oil system and its maintenance and potential fire hazard. Based on these advantages a research and development prototype pump incorporating the new technology was built and tested. A commercial opportunity to demonstrate this new design arose in 1994 and resulted in the sale of an eight stage, 3500 HP feed pump to Tampa Electric Company for their new Polk Station Generating Plant. This is the largest known magnetic bearing pump delivered for commercial operation worldwide. The pump was shipped during August 1995 and is expected to enter service during the first half of 1996. This paper will briefly introduce magnetic bearings and then discuss the design of the advanced pump. The basis for predicting improved efficiency and estimating its value will be presented followed by the experience in manufacturing and testing the pump for Polk Generating Station.

    A superconductor magnetic bearing includes a shaft (10) that is subject to a load (L) and rotatable around an axis of rotation, a magnet (12) mounted to the shaft, and a stator (14) in proximity to the shaft. The stator (14) has a superconductor thin film assembly (16) positioned to interact with the magnet (12) to produce a levitation force on the shaft (10) that supports the load (L). The thin film assembly (16) includes at least two superconductor thin films (18) and at least one substrate (20). Each thin film (18) is positioned on a substrate (20) and all the thin films are positioned such that an applied magnetic field from the magnet (12) passes through all the thin films. A similar bearing in which the thin film assembly (16) is mounted on the shaft (10) and the magnet (12) is part of the stator (14) also can be constructed.

    A rotor and bearing system for a turbomachine. The turbomachine includes a drive shaft, an impeller positioned on the drive shaft, and a turbine positioned on the drive shaft proximate to the impeller. The bearing system comprises one gas journal bearing supporting the drive shaft between the impeller and the turbine. The area between the impeller and the turbine is an area of increased heat along the drive shaft in comparison to other locations along the drive shaft. The section of the drive shaft positioned between impeller and the turbine is also a section of the drive shaft that experiences increased stressed and load in the turbomachine. The inventive bearing machine system positions only one radial bearing in this area of increased stress and load.

    The Colorado Geological Survey, has been engaged in assessing the nature and extent of Colorado's geothermal resources. The program has included geologic and hydrogeologic reconnaissance, and geophysical and geochemical surveys. In the Animas Valley, in southwestern Colorado, two groups of thermal springs exist: Pinkerton Springs to the north, and Tripp-Trimble-Stratten Springs about 5 miles (8.1 Km) south of Pinkerton. The geothermal resources of the Animas Valley were studied. Due to terrain problems in the narrow valley, a soil mercury survey was conducted only at Tripp-Trimble Stratten, while an electrical D.C. resistivity survey was limited to the vicinity of Pinkerton. Although higher mercury values tended to be near a previously mapped fault, the small extent of the survey ruled out conclusive results. Consistent low resistivity zones interpreted from the geophysical data were mapped as faults near Pinkerton, and compared well with aerial photo work and spring locations. This new information was added to reconnaissance geology and hydrogeology to provide several clues regarding the geothermal potential of the valley. Hydrothermal minerals found in faults in the study area are very similar to ore mined in a very young mountain range, nearby. Groundwater would not need to circulate very deeply along faults to attain the estimated subsurface temperatures present in the valley. The water chemistry of each area is unique. Although previously incompletely manned, faulting in the area is extensive. The geothermal resources in the Animas Valley are fault controlled. Pinkerton and Tripp-Trimble-Stratten are probably not directly connected systems, but may have the same source at distance. Recharge to the geothermal system comes from the needle and La Plata Mountains, and the latter may also be a heat source. Movement of the thermal water is probably primarily horizontal, via the Leadville Limestone aquifer.

    Elk Valley Rancheria; Tribe; renewable energy; energy options analysis. The Elk Valley Rancheria, California ('Tribe') is a federally recognized Indian tribe located in Del Norte County, California, in the northwestern corner of California. The Tribe, its members and Tribal enterprises are challenged by increasing energy costs and undeveloped local energy resources. The Tribe currently lacks an energy program. The Tribal government lacked sufficient information to make informed decisions about potential renewable energy resources, energy alternatives and other energy management issues. To meet this challenge efficiently, the Tribe contracted with Frank Zaino and Associates, Inc. to help become more energy self-sufficient, by reducing their energy costs and promoting energy alternatives that stimulate economic development. Frank Zaino & Associates, Inc. provided a high level economic screening analysis based on anticipated electric and natural gas rates. This was in an effort to determine which alternative energy system will performed at a higher level so the Tribe could reduce their energy model by 30% from alternative fuel sources. The feasibility study will identify suitable energy alternatives and conservation methods that will benefit the Tribe and tribal community through important reductions in cost. The lessons learned from these conservation efforts will yield knowledge that will serve a wider goal of executing energy efficiency measures and practices in Tribal residences and business facilities. Pacific Power is the provider of electrical power to the four properties under review at $ 0.08 per Kilowatt-hour (KWH). This is a very low energy cost compared to alternative energy sources. The Tribe used baseline audits to assess current and historic energy usage at four Rancheria owned facilities. Past electric and gas billing statements were retained for review for the four buildings that will be audited. A comparative assessment of the various energy usages will determine the demand, forecast future need and identify the differences in energy costs, narrowing the focus of the work and defining its scope. The Tribe's peak demand periods will help determine the scope of need for alternative energy sources. The Tribe's Energy Efficiency and Alternatives Analysis report included several system investigations which include fuel cells, wind turbines, solar panels, hydro electric, ground source heat pumps, bio mass, cogeneration & energy conservation and implementation for the existing properties. The energy analysis included site visits to collect and analyze historical energy usage and cost. The analysis also included the study of the building systems for the Elk Valley Casino, Elk Valley Rancheria administration complex, United Indian Health Service/Small Community Center complex and the Tribal Gaming Commission Offices. The analysis involved identifying modifications, performing an engineering economic analysis, preparation of a rank ordered list of modifications and preparation of a report to provide recommendations and actions for the Tribe to implement.

    A compressor ported shroud takes compressed air from the shroud of the compressor before it is completely compressed and delivers it to foil bearings. The compressed air has a lower pressure and temperature than compressed outlet air. The lower temperature of the air means that less air needs to be bled off from the compressor to cool the foil bearings. This increases the overall system efficiency due to the reduced mass flow requirements of the lower temperature air. By taking the air at a lower pressure, less work is lost compressing the bearing cooling air.

    This report focuses on the Sleeping Bear Dunes National Lakeshore (SLBE) fleet to identify daily operational characteristics of select vehicles and report findings on vehicle and mission characterizations to support the successful introduction of plug-in electric vehicles (PEVs) into the agencies’ fleets. Individual observations of these selected vehicles provide the basis for recommendations related to electric vehicle adoption and whether a battery electric vehicle (BEV) or plug-in hybrid electric vehicle (PHEV) (collectively plug-in electric vehicles, or PEVs) can fulfill the mission requirements.

    A robust bearing estimation process for 3-component stations has been developed and explored. The method, called SEEC for Search, Estimate, Evaluate and Correct, intelligently exploits the inherent information in the arrival at every step of the process to achieve near-optimal results. In particular the approach uses a consistent framework to define the optimal time-frequency windows on which to make estimates, to make the bearing estimates themselves, to construct metrics helpful in choosing the better estimates or admitting that the bearing is immeasurable, and finally to apply bias corrections when calibration information is available to yield a single final estimate. The algorithm was applied to a small but challenging set of events in a seismically active region. It demonstrated remarkable utility by providing better estimates and insights than previously available. Various monitoring implications are noted from these findings.

    The objective of this effort was to investigate and characterize the nature of surface damage and wear to wind turbine gearbox bearings returned from service in the field. Bearings were supplied for examination by S. Butterfield and J. Johnson of the National Wind Technology Center (NREL), Boulder, Colorado. Studies consisted of visual examination, optical and electron microscopy, dimensional measurements of wear-induced macro-scale and micro-scale features, measurements of macro- and micro-scale hardness, 3D imaging of surface damage, studies of elemental distributions on fracture surfaces, and examinations of polished cross-sections of surfaces under various etched and non-etched conditions.

    This document represents a compilation of location, construction, and hydrologic information relating to boreholes, groundwater monitoring wells, and surface water locations that have been installed/established at the Y-12 National Security Complex (Y-12) through August 2013. To date, a total of 1422 boreholes and wells have been installed in and around the Y-12 area. Of those, 835 existing boreholes and wells continue to be utilized for groundwater monitoring programs, research, remedial investigations, plume characterization and delineation studies, and various other hydrogeologic endeavors. In addition, 215 surface water locations, such as rivers, streams, seeps, springs, lakes, ponds, and building sumps are included in this database. General data about boreholes and wells included in the database are survey coordinates, survey system, elevations, alternative names and well status. Surface water location information (Appendix I) includes name, alias, functional area, northing and easting coordinates, survey system, map number and sampling history. Tabulated construction data include total depth, completion method, borehole diameter, casing and screen materials, casing and screen diameters, casing and screen depths, filter pack depths, open-hole intervals, and open-hole diameters. Hydrogeological data summarized in this document include the aquifer monitored by the completion interval, depth to weathered and fresh bedrock, formations penetrated, well sampling history, and whether rock core and geophysical logs were obtained. This document (which is the sixth revision to Y/TS–881 and the ninth overall update of a previous compilation) is published on a regular basis by the Y-12 Groundwater Protection Program (GWPP), which serves as custodian of drilling records and well construction data for the network of wells and other groundwater monitoring stations at Y-12. The tabulations in this database are arranged in appendices of like information. An example application of the data compiled in this document would be the evaluation of the suitability of wells for continued use in groundwater investigations and monitoring studies. Other uses may include: the siting of hydrogeological characterization activities, background evaluations of sites prior to initiation of new drilling activities, and hydrogeological review of selected sites prior to the initiation of remedial actions or new construction activity. Existing boreholes, wells, and surface water locations are presented on a series of maps (Appendix K). Boreholes and wells that have been plugged and abandoned, destroyed, could not be located, or otherwise are of unknown status/condition appear on a second series of maps of identical coverage (Appendix L).

    Quiet, clean, and efficient, electric vehicles (EVs) may someday become a practical mode of transportation for the general public. Electric vehicles can provide many advantages for the nation's environment and energy supply because they run on electricity, which can be produced from many sources of energy such as coal, natural gas, uranium, and hydropower. These vehicles offer fuel versatility to the transportation sector, which depends almost solely on oil for its energy needs. Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries. In this fact sheet, we will discuss mostly automobiles and vans. There are also variations on electric vehicles, such as hybrid vehicles and solar-powered vehicles. Hybrid vehicles use electricity as their primary source of energy, however, they also use a backup source of energy, such as gasoline, methanol or ethanol. Solar-powered vehicles are electric vehicles that use photovoltaic cells (cells that convert solar energy to electricity) rather than utility-supplied electricity to recharge the batteries. This paper discusses these concepts.

The electrode assembly comprises an electrode flask and a conductor rod. The flask has a collar above an area of minimum flask diameter.     The valve cap for an electric storage cell includes a central annular valve seat (23) and a membrane (5) fixed by its peripheral edge and urged against the seat by a piston (10) bearing thereagainst by means of a spring (12), the rear end of said spring (12) bearing on the endwall (8) of a chamber (20) formed in the cap and containing the piston (10) and the spring. A vent (19) puts the chamber (20) into communication with the atmosphere. A central orifice (26, 28) through the piston (10) and the membrane (5), enables gas from within the cell to escape via the top vent (19) when the valve opens.

    Ford, Bacon and Davis Utah Inc. has reevalated the Monument Valley site in order to revise the March 1977 engineering assessment of the problems resulting from the existence of radioactive uranium mill tailings at Monument Valley, Arizona. This engineering assessment has included the preparation of topographic maps, the performance of core drillings and radiometric measurements sufficient to determine areas and volumes of tailings and radiation exposure of individuals and nearby populations, the investigations of site hydrology and meteorology, and the evaluation and costing of alternative corrective actions. Radon gas released from the 1.1 million tons of tailings at the Monument Valley site constitutes the most significant environmental impact, although windblown tailings and external gamma radiation also are factors. The four alternative actions presented in this engineering assessment range from millsite decontamination with the addition of 3 m of stabilization cover material (Option I), to removal of the tailings to remote disposal sites and decontamination of the tailings site (Options II through IV). Cost estimates for the four options range from about $6,600,000 for stabilization in-place, to about $15,900,000 for disposal at a distance of about 15 mi. Three principal alternatives for reprocessing the Monument Valley tailings were examined: heap leaching; Treatment at an existing mill; and reprocessing at a new conventional mill constructed for tailings reprocessing. The cost of the uranium recovery is economically unattractive.

However, owing to the limitations imposed by Earnshaw`s Theorem, the magnetic bearing systems to be described do not possess a stable equilibrium at zero rotational speed. Therefore, mechanical stabilizers are provided, in each case, to hold the suspended system in equilibrium until its speed has exceeded a low critical speed where dynamic effects take over, permitting the achievement of a stable equilibrium for the rotating object. A state of stable equilibrium is achieved above a critical speed by use of a collection of passive elements using permanent magnets to provide their magnetomotive excitation. The magnetic forces exerted by these elements, when taken together, levitate the rotating object in equilibrium against external forces, such as the force of gravity or forces arising from accelerations.     A gerotor and bearing apparatus for a whirling mass orbital vibrator which generates vibration in a borehole. The apparatus includes a gerotor with an inner gear rotated by a shaft having one less lobe than an outer gear. A whirling mass is attached to the shaft. At least one bearing is attached to the shaft so that the bearing engages at least one sleeve. A mechanism is provided to rotate the inner gear, the mass and the bearing in a selected rotational direction in order to cause the mass, the inner gear, and the bearing to backwards whirl in an opposite rotational direction. The backwards whirling mass creates seismic vibrations.

    Electric steel production from scrap metal continues to grow both in total quantity and in market share. The economics of electric-steel production in general, and of electric minimills in particular, seem clearly established. The trend towards electric steelmaking provides significant economic and competitive advantages for producers and important overall economic, environmental, and energy advantages for the United States at large. Conversion to electric steelmaking offers up to a 4-to-1 advantage in terms of the overall energy used to produce a ton of steel, and s similar savings in energy cost for the producer. The amount of old scrap used to produce a ton of steel has doubled since 1967 because of the use of electric furnaces.

    High-Temperature-Superconducting (HT) bearings have the potential to reduce idling losses and make flywheel energy storage economical. Demonstration of large, high-speed flywheels is key to market penetration. Toward this goal, a flywheel system has been developed and tested with 5-kg to 15-kg disk-shaped rotors. Rlm speeds exceeded 400 mls and stored energies were >80 W-hr. Test implementation required technological advances in nearly all aspects of the flywheel system. Features and limitations of the design and tests are discussed, especially those related to achieving additional energy storage.

    An ultra-low friction bearing including an inner race, an outer race, bearing elements engaged between the inner and outer races and a seal between the inner and outer races is disclosed. The seal includes first and second sealing washers. The first washer has an outer diameter greater than an inner diameter of the outer race and an inner diameter greater than the outer diameter of the inner race. The second washer has an inner diameter less than the outer diameter of the inner race and an outer diameter less than the inner diameter of the outer race. The first washer slidably engages the outer race, the second washer slidably engages the inner race and the washers overlap and slidably engage one another. One of the washers snap fits into its respective inner or outer race while the other washer engages a stepped surface of the other of the inner and outer races. The grooved and stepped surface are offset from one another in a longitudinal direction of the races such that the washers are conically loaded thus providing a seal between the inner and outer races sufficient to prevent lubricant and contaminating particles from passing therethrough. The washers are made from a non-metallic semi-flexible low-modulus material.

In an electrical energy generator, the combination comprising a first elongated annular electrical current conductor having at least one bare surface extending longitudinally and facing radially inwards therein, a second elongated annular electrical current conductor disposed coaxially within said first conductor and having an outer bare surface area extending longitudinally and facing said bare surface of said first conductor, the contiguous coaxial areas of said first and second conductors defining an inductive element, means for applying an electrical current to at least one of said conductors for generating a magnetic field encompassing said inductive element, and explosive charge means disposed concentrically with respect to said conductors including at least the area of said inductive element, said explosive charge means including means disposed to initiate an explosive wave front in said explosive advancing longitudinally along said inductive element, said wave front being effective to progressively deform at least one of said conductors to bring said bare surfaces thereof into electrically conductive contact to progressively reduce the inductance of the inductive element defined by said conductors and transferring explosive energy to said magnetic field effective to generate an electrical potential between undeformed portions of said conductors ahead of said explosive wave front.
