    The purpose of the project was to install a geothermal system in the trustees house on the Bedford campus of Middlesex Community College. In partnership with the environmental science faculty, learning activities for environmental science courses were developed to explain geothermal energy and more specifically the newly installed system to Middlesex students. A real-time monitoring system highlights the energy use and generation.

    In the United States, the 'community wind' sector - loosely defined here as consisting of relatively small utility-scale wind power projects that sell power on the wholesale market and that are developed and owned primarily by local investors - has historically served as a 'test bed' or 'proving grounds' for up-and-coming wind turbine manufacturers that are trying to break into the U.S. wind power market. For example, community wind projects - and primarily those located in the state of Minnesota - have deployed the first U.S. installations of wind turbines from Suzlon (in 2003), DeWind (2008), Americas Wind Energy (2008) and later Emergya Wind Technologies (2010), Goldwind (2009), AAER/Pioneer (2009), Nordic Windpower (2010), Unison (2010), and Alstom (2011). Thus far, one of these turbine manufacturers - Suzlon - has subsequently achieved some success in the broader U.S. wind market as well. Just as it has provided a proving grounds for new turbines, so too has the community wind sector served as a laboratory for experimentation with innovative new financing structures. For example, a variation of one of the most common financing arrangements in the U.S. wind market today - the special allocation partnership flip structure (see Figure 1 in Section 2.1) - was first developed by community wind projects in Minnesota more than a decade ago (and is therefore sometimes referred to as the 'Minnesota flip' model) before being adopted by the broader wind market. More recently, a handful of community wind projects built over the past year have been financed via new and creative structures that push the envelope of wind project finance in the U.S. - in many cases, moving beyond the now-standard partnership flip structures involving strategic tax equity investors. These include: (1) a 4.5 MW project in Maine that combines low-cost government debt with local tax equity, (2) a 25.3 MW project in Minnesota using a sale/leaseback structure, (3) a 10.5 MW project in South Dakota

    In 2007, the U.S. Department of Energy joined the California Energy Commission in funding a project to begin to examine the technical, economic and institutional (policy and regulatory) aspects of energy-efficient community development. That research project was known as the Chula Vista Research Project for the host California community that co-sponsored the initiative. The researches proved that the strategic integration of the selected and economically viable buildings energy efficiency (EE) measures, photovoltaics (PV), distributed generation (DG), and district cooling can produce significant reductions in aggregate energy consumption, peak demand and emissions, compared to the developer/builder's proposed baseline approach. However, the central power plant emission reductions achieved through use of the EE-DG option would increase local air emissions. The electric and natural gas utility infrastructure impacts associated with the use of the EE and EE-PV options were deemed relatively insignificant while use of the EE-DG option would result in a significant reduction of necessary electric distribution facilities to serve a large-scale development project. The results of the Chula Vista project are detailed in three separate documents: (1) Energy-Efficient Community Development in California; Chula Vista Research Project report contains a detailed description of the research effort and findings. This includes the methodologies, and tools used and the analysis of the efficiency, economic and emissions impacts of alternative energy technology and community design options for two development sites. Research topics covered included: (a) Energy supply, demand, and control technologies and related strategies for structures; (b) Application of locally available renewable energy resources including solar thermal and PV technology and on-site power generation with heat recovery; (c) Integration of local energy resources into district energy systems and existing energy

    Native Village of Port Graham completed preconstruction activities to prepare for construction and operations of a cord wood biomass heating system to five or more community buildings in Port Graham, Alaska. Project Description Native Village of Port Graham (NVPG) completed preconstruction activities that pave the way towards reduced local energy costs through the construction and operations of a cord wood biomass heating system. NVPG plans include installation of a GARN WHS 3200 Boiler that uses cord wood as fuel source. Implementation of the 700,000 Btu per hour output biomass community building heat utility would heat 5-community buildings in Port Graham, Alaska. Heating system is estimated to displace 85% of the heating fuel oil or 5365 gallons of fuel on an annual basis with an estimated peak output of 600,000 Btu per hour. Estimated savings is $15,112.00 per year. The construction cost estimate made to install the new biomass boiler system is estimated $251,693.47 with an additional Boiler Building expansion cost estimated at $97,828.40. Total installed cost is estimated $349,521.87. The WHS 3200 Boiler would be placed inside a new structure at the old community Water Plant Building site that is controlled by NVPG. Design of the new biomass heat plant and hot water loop system was completed by Richmond Engineering, NVPG contractor for the project. A hot water heat loop system running off the boiler is designed to be placed underground on lands controlled by NVPG and stubbed to feed hot water to existing base board heating system in the following community buildings: 1. Anesia Anahonak Moonin Health and Dental Clinic 2. Native Village of Port Graham offices 3. Port Graham Public Safety Building/Fire Department 4.     The Navajo and Hopi GIS Project was established to assess the feasibility and impact of implementing GIS techology at Tribal institutions. Los Alamos and Lawrence Livermore National Laboratories funded the Navajo and Hopi Geographic Information System (G.I.S.) Project and assigned a mentor from LANL to help guide the project for three summer months of 1995. The six organizations involved were: LANL, LLNL, Navajo Community College, Navajo Nation Land Office, Northern Arizona University and San Juan College. The Navajo Land Office provided the system software, hardware and training. Northern Arizona University selected two students to work at Hopi Water Resource Department. Navajo Community College provided two students and two faculty members. San Juan College provided one student to work with the N.C.C. group. This made up two project teams which led to two project sites. The project sites are the Water Resource Department on the Hopi reservation and Navajo Community College in Shiprock, New Mexico.

The opposite of community wind is an 'absentee' project, in which ownership is completely removed from the state and community surrounding the facility. Thus, there is little or no ongoing direct financial benefit to state and local populations aside from salaries for local repair technicians, local property tax payments, and land lease payments. In recent years, the community wind sector has been inhibited by manufacturers' preference for larger turbine orders. This often puts smaller community wind developers and projects at a competitive disadvantage. However, state policies specifically supporting community wind may become a more influential market factor as turbines are now more readily available given manufacturer ramp-ups and the slow-down in the industry that has accompanied the recent economic and financial crises. This report examines existing literature to provide an overview of economic impacts resulting from community wind projects, compares results, and explains variability.

    The report describes the WREAFS and SERDP (Waste Reduction Evaluations at Federal Sites and Strategic Environmental Research and Development Program) support of pollution prevention research throughout the Federal community and provides an assessment of the current status of implementation for all projects completed as of September 1994. These projects include joint efforts with the Departments of Defense, Energy, Transportation, Agriculture, Veterans Affairs, EPA (Federal Facility Enforcement Office), National Aeronautics and Space Administration, the White House, and the Postal Service. Most of the projects describe the results of pollution prevention opportunity assessments (PPOAs) or technology demonstrations conducted at Federal facilities.

  20. Turning community wastes into sustainable geothermal energy: The S.E. Geysers effluent pipeline project

    A unique public/private partnership of local, state, federal, and corporate stakeholders are constructing the world`s first wastewater-to-electricity system at The Geysers. A rare example of a genuinely {open_quotes}sustainable{close_quote} energy system, three Lake County communities will recycle their treated wastewater effluent through the southeast portion of The Geysers steamfield to produce approximately 625,000 MWh annually from six existing geothermal power plants. In effect, the communities` effluent will produce enough power to indefinitely sustain their electric needs, along with enough extra power for thousands of other California consumers. Because of the project`s unique sponsorship, function, and environmental impacts, its implementation has required: (1) preparation of a consolidated state environmental impact report (EIR) and federal environmental impact statement (EIS), and seven related environmental agreements and management plans; (2) acquisition of 25 local, state, and federal permits; (3) negotiation of six federal and state financial assistance agreements; (4) negotiation of six participant agreements on construction, operation, and financing of the project; and (5) acquisition of 163 easements from private land owners for pipeline construction access and ongoing maintenance. The project`s success in efficiently and economically completing these requirements is a model for geothermal innovation and partnering throughout the Pacific Rim and elsewhere internationally.

    The Oldfield Community Climate and Atmospheric Manipulation (OCCAM) project is a joint effort of ORNL and the University of Tennessee to investigate community and ecosystem response to global change, specifically looking at the interactive effects of atmospheric carbon dioxide, surface temperatures, and soil moisture. The plants studied for their response to warming temperatures, elevated carbon dioxide, and altered water availability include C3 and C4 grasses, forbs, and legumes. These plants are typical of an old-field ecosystem that establishes itself on unused agricultural land. The results of the research focus on species abundance, production, phenology, and what is going on chemically below ground. Data are currently available from 2003 through July, 2008.

    This final report describes the work that has been accomplished over the past 5 years under the Community Petascale Project for Accelerator and Simulations (ComPASS) at Tech-X Corporation. Tech-X had been involved in the full range of ComPASS activities with simulation of laser plasma accelerator concepts, mainly in collaboration with LOASIS program at LBNL, simulation of coherent electron cooling in collaboration with BNL, modeling of electron clouds in high intensity accelerators, in collaboration with researchers at Fermilab and accurate modeling of superconducting RF cavity in collaboration with Fermilab, JLab and Cockcroft Institute in the UK.

  9. Electrochemical Proteolytic Beacon for Detection of Matrix Metalloproteinase Activities

    This communication describes a novel method for detecting of matrix metalloproteinase-7 activity using a peptide substrate labeled with a ferrocene reporter. The substrate serves as a selective electrochemical proteolytic beacon (EPB) for this metalloproteinase. The EPB is immobilized on a gold electrode surface to enable on-off electrochemical signaling capability for uncleaved and cleaved events. The EPB is efficiently and selectively cleaved by MMP-7 as measured by the rate of decrease in redox current of ferrocene. Direct transduction of a signal corresponding to peptide cleavage events into an electronic signal thus provides a simple, sensitive route for detecting the MMP activity. The new method allows for identification of the activity of MMP-7 in concentrations as low as 3.4 pM. The concept can be extended to design multiple peptide substrate labeled with different electroactive reporters for assaying multiple MMPs activities.

    This report summarizes the experiences gained in a project involving faculty direct undergraduate research focused on biotechnology and its applications. The biology program at Northern New Mexico Community College has been involved in screening for mutations in human DNA and has developed the ability to perform many standard and advanced molecular biology techniques. Most of these are based around the polymerase chain reaction (PCR) and include the use of single strand conformation polymorphism analysis (SSCP), denaturing gradient gel electrophoresis (DGGE) in the screening for mutant DNA molecules, and the capability to sequence PCR generated fragments of DNA using non-isotopic imaging. At Northern, these activities have a two-fold objective: (1) to bring current molecular biology techniques to the teaching laboratory, and (2) to support the training of minority undergraduates in research areas that stimulate them to pursue advanced degrees in the sciences.

    Our understanding of structure and bonding in nanoscale materials is incomplete without knowledge of their surface structure. Needed are better surveying capabilities responsive not only to different atoms at the surface, but also their respective coordination environments. We report here that d-block organometallics, when placed at nanocrystal surfaces through heterometallic bonds, serve as molecular beacons broadcasting local surface structure in atomic detail. This unique ability stems from their elemental specificity and the sensitivity of their d-orbital level alignment to local coordination environment, which can be assessed spectroscopically. Re-surfacing cadmium and lead chalcogenide nanocrystals with iron- or ruthenium-based molecular beacons is readily accomplished with trimethylsilylated cyclopentadienyl metal carbonyls. For PbSe nanocrystals with iron-based beacons, we show how core-level X-ray spectroscopies and DFT calculations enrich our understanding of both charge and atomic reorganization at the surface when beacons are bound.

    Beacon Power will design, build, and operate a utility-scale 20MW flywheel plant at the Humboldt Industrial Park in Hazle Township, Pennsylvania for the plant owner/operator, Hazle Spindle LLC. The plant will provide frequency regulation services to grid operator PJM Interconnection. The Beacon Power technology uses flywheels to recycle energy from the grid in response to changes in demand and grid frequency.

For xample, the crisis-induced slowdown in the broader commercial wind market has, for the first time since 2004, created slack in the supply chain, creating an opportunity for shovel-ready community wind projects to finally proceed towards onstruction. Many such projects had been forced to wait on the sidelines as the commercial wind boom of 2005-2008 consumed virtually all available resources needed to complete a wind project (e.g., turbines, cranes, contractors).

    In this project we created a community tool infrastructure for program development tools targeting Petascale class machines and beyond. This includes tools for performance analysis, debugging, and correctness tools, as well as tuning and optimization frameworks. The developed infrastructure provides a comprehensive and extensible set of individual tool building components. We started with the basic elements necessary across all tools in such an infrastructure followed by a set of generic core modules that allow a comprehensive performance analysis at scale. Further, we developed a methodology and workflow that allows others to add or replace modules, to integrate parts into their own tools, or to customize existing solutions. In order to form the core modules, we built on the existing Open|SpeedShop infrastructure and decomposed it into individual modules that match the necessary tool components. At the same time, we addressed the challenges found in performance tools for petascale systems in each module. When assembled, this instantiation of community tool infrastructure provides an enhanced version of Open|SpeedShop, which, while completely different in its architecture, provides scalable performance analysis for petascale applications through a familiar interface. This project also built upon and enhances capabilities and reusability of project partner components as specified in the original project proposal. The overall project teams work over the project funding cycle was focused on several areas of research, which are described in the following sections. The reminder of this report also highlights related work as well as preliminary work that supported the project. In addition to the project partners funded by the Office of Science under this grant, the project team included several collaborators who contribute to the overall design of the envisioned tool infrastructure. In particular, the project team worked closely with the other two DOE NNSA laboratories

    Occidental Exploration and Production Co. has implemented a comprehensive strategy of strict environmental protection measures and aggressive community relations initiatives in its oil operations in the rain forests of eastern Ecuador. While such measures may not be unique by themselves, Oxy`s efforts to incorporate these measures as a cornerstone of its exploration and development campaign--at the earliest possible stage--can serve as something of a paradigm for oil and gas industry operations in the rain forest. The upshot is that Oxy has a world-class (at least from an environmental standpoint) oil drilling-production operation at the heart of a world-class biological reserve in a pristine rain forest. Even against a backdrop of politically charged concern over industry work in the Amazon region, the project is an unqualified success to Oxy, the government of Ecuador, and most importantly, the native inhabitants there.     The Missisquoi River, in northwestern Vermont and southern Quebec, has become the focus of efforts to develop local community-based means to address environmental and cultural concerns affecting the region`s Native and non-Native peoples. The River flows through historical Abenaki territory, and is relied upon by tribal members for subsistence, cultural, and spiritual purposes. The River has been in a controversy involving aboriginal fishing and sovereignty rights, hydroelectric development, transboundary pollution problems, protection of Native cultural and historical sites, state resource management practices, and formal federal/state recognition of the Abenaki nation. The Missisquoi River Keepers Project is a cooperative program initiated by the Abenaki in 1993 to protect the River and its watershed by uniting often adversarial Native and non-Native communities in the region. This paper discusses how ecological monitoring, environmental and cultural education, community organizing, and outreach to federal, state and local officials are being utilized to identify the watershed`s problems and to resolve conflicts. The Project is working with different interest groups to develop consensus and to find creative means to reverse the degradation of the watershed. The Project has also provided legal and technical support in reviewing environmental permits, rule-making, and enforcement of federal, state and local statutes and regulations. The Project may serve as a useful model forlocal management of watershed protection programs.

    The design and performance optimization of particle accelerators are essential for the success of the DOE scientific program in the next decade. Particle accelerators are very complex systems whose accurate description involves a large number of degrees of freedom and requires the inclusion of many physics processes. Building on the success of the SciDAC-1 Accelerator Science and Technology project, the SciDAC-2 Community Petascale Project for Accelerator Science and Simulation (ComPASS) is developing a comprehensive set of interoperable components for beam dynamics, electromagnetics, electron cooling, and laser/plasma acceleration modelling. ComPASS is providing accelerator scientists the tools required to enable the necessary accelerator simulation paradigm shift from high-fidelity single physics process modeling (covered under SciDAC1) to high-fidelity multiphysics modeling. Our computational frameworks have been used to model the behavior of a large number of accelerators and accelerator R&D experiments, assisting both their design and performance optimization. As parallel computational applications, the ComPASS codes have been shown to make effective use of thousands of processors. ComPASS is in the first year of executing its plan to develop the next-generation HPC accelerator modeling tools. ComPASS aims to develop an integrated simulation environment that will utilize existing and new accelerator physics modules with petascale capabilities, by employing modern computing and solver technologies. The ComPASS vision is to deliver to accelerator scientists a virtual accelerator and virtual prototyping modeling environment, with the necessary multiphysics, multiscale capabilities. The plan for this development includes delivering accelerator modeling applications appropriate for each stage of the ComPASS software evolution.     The BEACON process is based on the catalytic deposition of a highly reactive carbon from low heating value gases, primarily by the carbon monoxide disproportionation reaction. This carbon is subsequently reacted with steam to produce predominantly methane or hydrogen, depending on the catalyst formulation and operating conditions. Commercial application envisions an air-blown coal gasification combined-cycle power plant with a coproduct of either methane or hydrogen. Significant cost reductions are anticipated relative to corresponding oxygen-blown coal gasification systems. Excellent fluid bed catalysts have been developed which have retained initial activity for over 400 hours of steady state operation. This stability was demonstrated in a tandem reactor system which provides for semi-continuous catalyst circulation between the carbon deposition and steam gasification fluid bed reactors.

    was negatively impacted by increased temperatures, but for species planted north of their current range, increased temperature was neutral. However, for surviving plants climate treatments and site-specific factors (e.g., nutrient availability) were the strongest predictors of plant growth and seed set. When recruitment and plant growth are considered together, increased temperatures are negative within a species current range but beyond this range they become positive. Germination was the most critical stage for plant response across all sites and climate treatments. Our results underscore the importance of including plant vital rates into models that are examining climate change effects on plant ranges. Warming altered plant community composition, decreased diversity, and increased total cover, with warmed northern communities over time becoming more like ambient communities further south. In particular, warming increased the cover of annual introduced species, suggesting that the observed biogeographic pattern of increasing invasion by this plant functional group in US West Coast prairies as one moves further south is at least in part due to climate. Our results suggest that with the projected increase in drought severity with climate change, Pacific Northwest prairies may face an increase of invasion by annuals, similar to what has been observed in California, resulting in novel species assemblages and shifts in functional composition, which in turn may alter ecosystem function. Warming generally increased nutrient availability and plant productivity across all sites. The seasonality of soil respiration responses to heating were strongly dependent on the Mediterranean climate gradient in the PNW, with heating responses being generally positive during periods of adequate soil moisture and becoming neutral to negative during periods of low soil moisture. The asynchrony between temperature and precipitation may make soils less sensitive to warming. Precipitation

    Colorado Northwestern Community College (CNCC) is working collaboratively with recipient vendor Chevron Energy Solutions, an energy services company (ESCO), to develop an innovative GHP project at the new CNCC Campus constructed in 2010/2011 in Craig, Colorado. The purpose of the CNCC Craig Campus Geothermal Program scope was to utilize an energy performance contracting approach to develop a geothermal system with a shared closed-loop field providing geothermal energy to each building's GHP mechanical system. Additional benefits to the project include promoting good jobs and clean energy while reducing operating costs for the college. The project has demonstrated that GHP technology is viable for new construction using the energy performance contracting model. The project also enabled the project team to evaluate several options to give the College a best value proposition for not only the initial design and construction costs but build high performance facilities that will save the College for many years to come. The design involved comparing the economic feasibility of GHP by comparing its cost to that of traditional HVAC systems via energy model, financial life cycle cost analysis of energy savings and capital cost, and finally by evaluating the compatibility of the mechanical design for GHP compared to traditional HVAC design. The project shows that GHP system design can be incorporated into the design of new commercial buildings if the design teams, architect, contractor, and owner coordinate carefully during the early phases of design. The public also benefits because the new CNCC campus is a center of education for the much of Northwestern Colorado, and students in K-12 programs (Science Spree 2010) through the CNCC two-year degree programs are already integrating geothermal and GHP technology.     The KM3NeT collaboration aims at the construction of a multi-km3 high-energy neutrino telescope in the Mediterranean Sea consisting of a matrix of pressure resistant glass spheres holding each a set (31) of small area photomultipliers. The main motivation of the telescope is to observe cosmic neutrinos through the Cherenkov light induced in sea water by charged particles produced in neutrino interactions with the surrounding medium. A relative time calibration between photomultipliers of the order of 1 ns is required to achieve an optimal performance. To this end, several time calibration subsystems have been developed. In this article, the proposal of a last generation Laser Beacon, to be used in KM3NeT and developed to measure and monitor the relative time offsets between photomultipliers, is presented.

    The Minority Marketing Program established baseline environmental informational data related to City of Tucson minority communities. The data is intended to be used to further develop the energy conservation, environmental education and neighborhood outreach programs. The goal of these new programs is to positively affect the participating rates of all City sponsored community environmental programs with a special emphasis on minority communities. The Minority Marketing Program developed a survey, in conjunction with the University of Arizona, to establish a database of environmental awareness information City-wide but with a special emphasis on an area composed of 10 census tracts within a primarily Hispanic community. This survey was constructed using federal non-proprietary software entitled Questionnaire Programming Language (QPL) and was administered as a computer assisted telephone interview (CATI), as well as a total design method mail-out survey. This approach produced data that is reliable within {+-} 5%. It will also establish a database against which future data can be compared.

    This paper discusses an integrated community safety approach to creating safer communities. It defines community broadly to include two categories of community members: “industry” and “neighbors.” Potential community members within the “industry” category include facilities, government/regulators, customers, stockholders, and suppliers. Within the “neighbors” category are towns, cities, counties, states; people/commodity flow systems; news media and special interest groups; environment; and families of employees. Each of these potential community members and its characteristics are discussed. The integrated community safety approach consists of three major activities: (1) define the boundaries of the community; (2) facilitate the sense of community; and (3) address the needs of the community. Defining the boundaries of the community includes determining the geographical and social boundaries; this is accomplished through conducting a hazard analysis and community involvement to identify all of the community members. Facilitating the sense of community includes conducting a capability/needs assessment and continuing community involvement to identify the issues and concerns of community members. Addressing the needs of the community involves master planning to consider safety issues in all community development actions and continuing community education and involvement. The integrated community safety approach is a workable approach for existing industries and their neighbors as well as new projects that industries and their neighbors might be considering. By using this socio-technical approach to integrating industry and all of its neighbors into a safer community, the integrated community safety approach will better assure the viability and safety of industry and its neighbors while maintaining or improving the overall quality of life.

    One of the most difficult hurdles facing small project developers is obtaining financing. Many major banks and institutional investors are unwilling to become involved in projects valued at less than $25 million. To gain the interest of small project investors, developers will want to present a well-considered plan and an attractive rate of return. Waste-to-energy projects are one type that can offer diversified revenue sources that assure maximum profitability. The Ripe Touch Greenhouse project, a $14.5 million waste tire-to-energy facility in Colorado, provides a case study of how combining the strengths of the project partners can help gain community and regulatory acceptance and maximize profit opportunities.

    Washington Water Power (WWP) proposes to construct and operate an electric transmission line that would connect with the electrical system of the British Columbia Hydro and Power Authority (B.C. Hydro). The project would be composed of a double-circuit, 230-kilovolt (kV) transmission line from WWP`s existing Beacon Substation located northeast of Spokane, Washington to the international border located northwest of Metaline Falls, Washington. The original Presidential permit application and associated proposed route presented in the draft environmental impact statement (DEIS) have been modified to terminate at the Beacon Substation, instead of WWP`s initially proposed termination point at the planned Marshall Substation located southwest of Spokane. A supplemental draft EIS was prepared and submitted for review to not only examine the new proposed 5.6 miles of route, but to also compare the new Proposed Route to the other alternatives previously analyzed in the DEIS. This final EIS (FEIS) assesses the environmental effects of the proposed transmission line through construction, operation, maintenance, and abandonment activities and addresses the impacts associated with the Proposed Action, Eastern Alternative, Western Alternative, Northern Crossover Alternative, Southern Crossover Alternative, and No Action Alternative. The FEIS also contains the comments received and the responses to these comments submitted on the DEIS and Supplemental DEIS.

    Analysis of the Genetic Potential and Gene Expression of Microbial Communities Involved in the In Situ Bioremediation of Uranium and Harvesting Electrical Energy from Organic Matter The primary goal of this research is to develop conceptual and computational models that can describe the functioning of complex microbial communities involved in microbial processes of interest to the Department of Energy. Microbial Communities to be Investigated: (1) Microbial community associated with the in situ bioremediation of uranium-contaminated groundwater; and (2) Microbial community that is capable of harvesting energy from waste organic matter in the form of electricity.
