Market studies were conducted for application of ATS to the dispersed/distributed electric power generation market.     With the tendency for vertical disintegration of control and/or ownership of assets within the industry, however, properly defining the relevant product in horizontal competition at each stage of production, transmission, distribution, and marketing assumes increasing importance. There is every reason to expect that market power issues and antitrust concerns will arise in each of the five dimensions outlined above. In each case, the author believes the framework will continue to be properly measuring market shares and concentration for carefully defined product and geographic markets as a basis for making informed judgments about market power concerns. The modeling of industry demand, supply, and competitive interactions certainly helps to inform this process by testing the proper scopes of product and geographic markets and of the economic significance of productive assets in the market defined. Modeling should also help the screening process where the issue is possible market power in markets being restructured for retail competition.

  16. An overview of naturally occurring radioactive materials (NORM) in the petroleum industry

    Oil and gas extraction and processing operations sometimes accumulate naturally occurring radioactive materials (NORM) at concentrations above normal in by-product waste streams. Results from NORM surveys indicate that radionuclide concentrations can be quite variable, ranging from undetectable to extremely high levels. To date, efforts to characterize the geographic distribution of NORM have been limited by poor statistical representation. In addition, the fate of NORM in the environment has not been fully defined, and few human health risk assessment have been conducted. Both the petroleum industry and regulators are becoming increasingly concerned about the presence of NORM. At present, most existing federal environmental regulations do not address oil and gas NORM, and only a few states have developed regulatory programs. Available data suggest that the occurrence of NORM (and associated health risks) is significant enough to warrant increased regulatory control. However, before these regulations can be developed, additional research is needed to (1) better characterize the occurrence and distribution of NORM throughout the industry, (2) quantify hazards posed by NORM to industry workers and the general public, and (3) develop effective waste treatment and minimization technologies that will lower the risk associated with NORM and reduce disposal costs.

  17. Impacts from Deployment Barriers on the United States Wind Power Industry: Overview & Preliminary Findings (Presentation)

    Regardless of cost and performance some wind projects are unable to proceed to commissioning as a result of deployment barriers. Principal deployment barriers in the industry today include: wildlife, public acceptance, access to transmission, and radar. To date, methods for understanding these non-technical barriers have failed to accurately characterize the costs imposed by deployment barriers and the degree of impact to the industry. Analytical challenges include limited data and modeling capabilities. Changes in policy and regulation, among other factors, also add complexity to analysis of impacts from deployment barriers. This presentation details preliminary results from new NREL analysis focused on quantifying the impact of deployment barriers on the wind resource of the United States, the installed cost of wind projects, and the total electric power system cost of a 20% wind energy future. In terms of impacts to wind project costs and developable land, preliminary findings suggest that deployment barriers are secondary to market drivers such as demand. Nevertheless, impacts to wind project costs are on the order of $100/kW and a substantial share of the potentially developable windy land in the United States is indeed affected by deployment barriers.

    Fossil fuels (i.e., coal, oil, and natural gas) provide about 85% of the world's energy, sustaining our standard-of-living. They are inexpensive, transportable, safe, and relatively abundant. At the same time, their use contributes to problems such as air quality and acid rain that are being addressed through various control efforts and to the problem of global warming, which is now being considered by governments of the world. This talk will focus on six key aspects of the scientific findings that are leading to proposals for significant limitation of the emissions of fossil-fuel-derived carbon dioxide and limitations on emissions of other greenhouse gases that can influence the global climate, including substances used in the refrigeration and air-conditioning industries.

An overview is given of the nature of remaining life assessment and examples given of methods developed for headers, seam-welded pipe and fired heaters. The more common problems associated with weldments are also reviewed.

  1. Overview of the government/industry workshop on opportunities for new materials in pulp and paper processing

    This report presents a synopsis of the presentations made at the two-day workshop conducted in Portland, Oregon, on August 12 and 13, 1993, for the Advanced Industrial Concepts division (AICD) of the US Department of Energy (DOE) Office of Industrial Technologies (OIT) and DOE national laboratory representatives from the pulp and paper industry. The information from the presentations is supplemented by additional statistics, as appropriate. The workshop objectives were (1) to develop a strategy and framework for collaboration between the pulp and paper industries and DOE`s national laboratories, (2) to identify major challenges to pulp and paper industry modernization, and (3) to identify research objectives for DOE national laboratories to improve materials and process technology in pulp and paper mills. Prior to the workshop, participants had the opportunity to tour paper mills and gain familiarity with pulp and paper processing methods. During the workshop, research needs for materials and processing that were identified at earlier AICD workshops were reviewed. Major problems of the pulp and paper industry were addressed, and ways in which DOE national laboratories are interacting with other industries to foster innovation and solve problems were presented. As a result of this and other workshops, a Pulp Paper Mill of the future strategy is being developed to address challenges identified in these proceedings. Continued efforts are expected by AICD to match candidate materials and processes from DOE national laboratories with the technology needs of pulp and paper mills.

    This chapter addresses past, ongoing, and short (to 2010) and medium-term (to 2030) future actions that can be taken to mitigate GHG emissions from the manufacturing and process industries. Globally, and in most countries, CO{sub 2} accounts for more than 90% of CO{sub 2}-eq GHG emissions from the industrial sector (Price et al., 2006; US EPA, 2006b). These CO{sub 2} emissions arise from three sources: (1) the use of fossil fuels for energy, either directly by industry for heat and power generation or indirectly in the generation of purchased electricity and steam; (2) non-energy uses of fossil fuels in chemical processing and metal smelting; and (3) non-fossil fuel sources, for example cement and lime manufacture. Industrial processes also emit other GHGs, e.g.: (1) Nitrous oxide (N{sub 2}O) is emitted as a byproduct of adipic acid, nitric acid and caprolactam production; (2) HFC-23 is emitted as a byproduct of HCFC-22 production, a refrigerant, and also used in fluoroplastics manufacture; (3) Perfluorocarbons (PFCs) are emitted as byproducts of aluminium smelting and in semiconductor manufacture; (4) Sulphur hexafluoride (SF{sub 6}) is emitted in the manufacture, use and, decommissioning of gas insulated electrical switchgear, during the production of flat screen panels and semiconductors, from magnesium die casting and other industrial applications; (5) Methane (CH{sub 4}) is emitted as a byproduct of some chemical processes; and (6) CH{sub 4} and N{sub 2}O can be emitted by food industry waste streams. Many GHG emission mitigation options have been developed for the industrial sector. They fall into three categories: operating procedures, sector-wide technologies and process-specific technologies. A sampling of these options is discussed in Sections 7.2-7.4. The short- and medium-term potential for and cost of all classes of options are discussed in Section 7.5, barriers to the application of these options are addressed in Section 7.6 and the implication of industrial mitigation for sustainable development is discussed in Section 7.7. Section 7.8 discusses the sector's vulnerability to climate change and options for adaptation. A number of policies have been designed either to encourage voluntary GHG emission reductions from the industrial sector or to mandate such reductions. Section 7.9 describes these policies and the experience gained to date. Co-benefits of reducing GHG emissions from the industrial sector are discussed in Section 7.10. Development of new technology is key to the cost-effective control of industrial GHG emissions. Section 7.11 discusses research, development, deployment and diffusion in the industrial sector and Section 7.12, the long-term (post-2030) technologies for GHG emissions reduction from the industrial sector. Section 7.13 summarizes gaps in knowledge.

  3. An Overview of the Regulation of Low Dose Radiation in the Nuclear and Non-nuclear Industries

    Now that increasing numbers of nuclear power stations are reaching the end of their commercially useful lives, the management of the large quantities of very low level radioactive material that arises during their decommissioning has become a major subject of discussion, with very significant economic implications. Much of this material can, in an environmentally advantageous manner, be recycled for reuse without radiological restrictions. Much larger quantities--2-3 orders of magnitude larger--of material, radiologically similar to the candidate material for recycling from the nuclear industry, arise in non-nuclear industries like coal, fertilizer, oil and gas, mining, etc. In such industries, naturally occurring radioactivity is artificially concentrated in products, by-products or waste to form TENORM (Technologically Enhanced Naturally Occurring Radioactive Material). It is only in the last decade that the international community has become aware of the prevalence of TENORM, specially the activity levels and quantities arising in so many non-nuclear industries. The first reaction of international organizations seems to have been to propose different standards for the nuclear and non-nuclear industries, with very stringent release criteria for radioactive material from the regulated nuclear industry and up to thirty to a hundred times more liberal criteria for the release/exemption of TENORM from the as yet unregulated non-nuclear industries. There are significant strategic issues that need to be discussed and resolved. Some examples of these are: - Disposal aspects of long-lived nuclides, - The use of radioactive residues in building materials, - Commercial aspects of differing and discriminating criteria in competing power industries in a world of deregulated electric power production. Of even greater importance is the need for the discussion of certain basic issues, such as - The quantitative risk levels of exposure to ionizing radiation, - The need for in-depth studies on populations of the naturally high background dose level areas of the world, - The validity of the various calculation codes currently used to arrive at mass specific clearance levels for redundant material. The paper discusses these and other strategic issues regarding the management of redundant low radiation material from both the nuclear and non-nuclear industries, underlining the need for consistency in regulatory treatment.

    The regulation of hazardous air pollutants by Title III of the Clean Air Act Amendments of 1990 has a potential wide-ranging impact for the natural gas industry. Title III includes a list of 189 hazardous air pollutants (HAPs) which are targeted for reduction. Under Title III, HAP emissions from major sources will be reduced by the implementation of maximum achievable control technology (MACT) standards. If the source is defined as a major source, it must also comply with Title V (operating permit) and Title VII (enhanced monitoring) requirements. This presentation will review Title III`s effect on the natural gas industry by discussing the regulatory requirements and schedules associated with MACT as well as the control technology options available for affected sources.

    Members of the American Coke and Coal Chemicals Institute (ACCCI), as responsible corporate citizens, have embraced the concepts of crisis management and progress down the various paths of planning and preparation, monitoring, media communications, community outreach, emergency response, and recovery. Many of the concepts outlined here reflect elements of crisis management guidelines developed by the Chemical Manufacturers Association (CMA). At a coke plant, crises can take the form of fires, chemical releases, labor strikes, feedstock supply disruptions, and excessive snowfall, just to name a few.     How the process models developed at BNL are used to analyze industrial energy use is described and illustrated. Following a brief overview of the industry modeling program, the general methodology of process modeling is discussed. The discussion highlights the important concepts, contents, inputs, and outputs of a typical process model. A model of the US pulp and paper industry is then discussed as a specific application of process modeling methodology. Case study results from the pulp and paper model illustrate how process models can be used to analyze a variety of issues. Applications addressed with the case study results include projections of energy demand, conservation technology assessment, energy-related tax policies, and sensitivity analysis. A subsequent discussion of these results supports the conclusion that industry process models are versatile and powerful tools for energy end-use modeling and conservation analysis. Information on the current status of industry models at BNL is tabulated.

    This paper provides an overview of a 8-year biopulping research effort conducted under the auspices of two biopulping consortia, involving the Universities of Wisconsin and Minnesota, the Forest Products Laboratory, and the industry. Biopulping, defined as the fungal pretreatment of wood chips for pulping, is an environmentally benign process that saves at least 30% electrical energy during mechanical refining, and improves paper quality in a 2-week period during laboratory trials. A rapid method of evaluating the benefits of biopulping has been found using the Simons staining procedures. We have identified a white-rot fungus Ceriporiopsis subvermispora which is effective on both hardwood and softwood species. This fungus can perform biopulping effectively if chips are steamed using the atmospheric steam for a very short period of time prior to fungal inoculation. Also, one of the major costs during the scale-up of biopulping is inoculum production. To this end, we have reduced the amount of inoculum dramatically (from 3 kg to 0.25 g dry weight of fungus per ton of dry wood) by adding corn steep liquor to the mycelial suspension. Current research is focused on large-scale decontamination of chips and maintenance of suitable temperature, aeration and moisture in chip piles so that biopulping can become a successful industrial process.

    This summary is prepared each year to provide an overview of the government-funded activities within the National Photovoltaics Program. The 1990 PV Program Achievements are listed. Launched the PV Manufacturing Technology initiative, designed to systematically lower PV module costs. Inaugurated the PV Concentrator Technologies Initiative by signing eight multiyear, cost-shared technology development subcontracts with concentrator companies. Established the PV Polycrystalline Thin-Film Initiative by signing six multiyear, cost-shared technology development subcontracts with six polycrystalline thin-film companies. Continued the Amorphous Silicon Project by awarding three new research and development contracts. Focused the resources of three program laboratories on finding solutions to industry's manufacturing problems: the Photovoltaic Device Fabrication Laboratory at Sandia National Laboratories and the Module Failure Analysis Laboratory and the Encapsulant Research Laboratory at SERI. Established an ongoing program to assist utilities in using PV for cost-effective, high-value applications. Completed nearly all of the construction planned for the first phase of PVUSA at Davis, California. Worked with the crystalline silicon PV industry on novel, low-cost cell fabrication processes and on resolving encapsulant problems. Took part in the development of qualification procedures tests for thin- and thick-film flat-plate modules and concentrator modules.

The mandatory reporting population has been expanded from ten original industries to include ten additional non-targeted industries and all corporations using over one trillion Btu's annually in any manufacturing industry. The ten most energy intensive industries have been involved in the reporting program since the signing of the Energy Policy and Conservation Act and as industrial energy efficiency improvement overview, based primarily on information from these industries (chemicals and allied products; primary metal industry; petroleum and coal products; stone, clay, and glass products; paper and allied products; food and kindred products; fabricated metal products; transportation equipment; machinery, except electrical; and textile mill products), is presented. Reports from industries, now required to report, are included for rubber and miscellaneous plastics; electrical and electronic equipment; lumber and wood; and tobacco products. Additional data from voluntary submissions are included for American Gas Association; American Hotel and Motel Association; General Telephone and Electronics Corporation; and American Telephone and Telegraph Company.     This report describes a research project to examine the hardware used in automated control systems like those that control the electric grid. This report provides an overview of the vendors, architectures, and supply channels for a number of control system devices. The research itself represents an attempt to probe more deeply into the area of programmable logic controllers (PLCs) - the specialized digital computers that control individual processes within supervisory control and data acquisition (SCADA) systems. The report (1) provides an overview of control system networks and PLC architecture, (2) furnishes profiles for the top eight vendors in the PLC industry, (3) discusses the communications protocols used in different industries, and (4) analyzes the hardware used in several PLC devices. As part of the project, several PLCs were disassembled to identify constituent components. That information will direct the next step of the research, which will greatly increase our understanding of PLC security in both the hardware and software areas. Such an understanding is vital for discerning the potential national security impact of security flaws in these devices, as well as for developing proactive countermeasures.

    As the United States moves toward a vision of greatly expanded wind energy use as outlined in the U.S. Department of Energy's 20% Wind Energy by 2030 report, the need for skilled workers at all levels in the industry is repeatedly identified as a critical issue. This presentation is an overview of the educational infrastructure and expected industry needs to support the continued development of a vibrant U.S. wind industry through a discussion of the activities identified that must be put in place to train workers. The paper will also provide a framework to address issues raised from each of the education and industry sectors, identifying a roadmap for developing an educational infrastructure to support wind technology. The presentation will also provide an understanding of the available resources, materials, and programs available across the industry. This presentation provides an overview of the educational infrastructure and expected industry needs to support the continued development of a vibrant U.S. wind industry as part of a collaborative effort to develop a wind workforce roadmap. This presentation will provide 1) A review of needed programs to train workers for the wind industry; 2) An overview of the importance education will play if the nation is to expand wind energy (both in development and deployment terms) and a review of ongoing activities with a focus on federal efforts; 3) A review of the materials and resources available across the industry and a framework to address issues raised from each of the education and industry sectors.

    U.S. industry consumes approximately 37 percent of thenation's energy to produce 24 percent of the nation's GDP. Increasingly,society is confronted with the challenge of moving toward a cleaner, moresustainable path of production and consumption, while increasing globalcompetitiveness. Technology is essential in achieving these challenges.We report on a recent analysis of emerging energy-efficient technologiesfor industry, focusing on over 50 selected technologies. The technologiesare characterized with respect to energy efficiency, economics andenvironmental performance. This paper provides an overview of theresults, demonstrating that we are not running out of technologies toimprove energy efficiency, economic and environmental performance, andneither will we in the future. The study shows that many of thetechnologies have important non-energy benefits, ranging from reducedenvironmental impact to improved productivity, and reduced capital costscompared to current technologies.

    This report provides an overview of and rationale for industrial demand side management (DSM) programs. Benefits and barriers are described, and data from the Manufacturing Energy Consumption Survey are used to estimate potential energy savings in kilowatt hours. The report presents types and examples of programs and explores elements of successful programs. Two in-depth case studies (from Boise Cascade and Eli Lilly and Company) illustrate two types of effective DSM programs. Interviews with staff from state public utility commissions indicate the current thinking about the status and future of industrial DSM programs. A comprehensive bibliography is included, technical assistance programs are listed and described, and a methodology for evaluating potential or actual savings from projects is delineated.

    Heat transport is central to all thermal-based forms of electricity generation. The ever increasing demand for higher thermal efficiency necessitates power generation cycles transitioning to progressively higher temperatures. Similarly, the desire to provide direct thermal coupling between heat sources and higher temperature chemical processes provides the underlying incentive to move toward higher temperature heat transfer loops. As the system temperature rises, the available materials and technology choices become progressively more limited. Superficially, fluoride salts at {approx}700 C resemble water at room temperature being optically transparent and having similar heat capacity, roughly three times the viscosity, and about twice the density. Fluoride salts are a leading candidate heat-transport material at high temperatures. Fluoride salts have been extensively used in specialized industrial processes for decades, yet they have not entered widespread deployment for general heat transport purposes. This report does not provide an exhaustive screening of potential heat transfer media and other high temperature liquids such as alkali metal carbonate eutectics or chloride salts may have economic or technological advantages. A particular advantage of fluoride salts is that the technology for their use is relatively mature as they were extensively studied during the 1940s-1970s as part of the U.S. Atomic Energy Commission's program to develop molten salt reactors (MSRs). However, the instrumentation, components, and practices for use of fluoride salts are not yet developed sufficiently for commercial implementation. This report provides an overview of the current understanding of the technologies involved in liquid salt heat transport (LSHT) along with providing references to the more detailed primary information resources. Much of the information presented here derives from the earlier MSR program. However, technology has evolved over the intervening years, and this report also describes more recently developed technologies such as dry gas seals. This report also provides a high-level, parametric evaluation of LSHT loop performance to allow general intercomparisons between heat-transport fluid options as well as provide an overview of the properties and requirements for a representative loop. A compilation of relevant thermophysical properties of useful fluoride salts is also included for salt heat transport systems. Fluoride salts can be highly corrosive depending on the container materials selected, the salt chemistry, and the operating procedures used. The report includes an overview of the state-of-the-art in reduction-oxidation chemistry control methodologies employed to minimize corrosion issues. Salt chemistry control technology, however, remains at too low a level of understanding for widespread industrial usage. Loop operational issues such as start-up procedures and system freeze-up vulnerability are also discussed. Liquid fluoride salts are a leading candidate heat transport medium for high-temperature applications. This report provides an overview of the current status of liquid salt heat transport technology. The report includes a high-level, parametric evaluation of liquid fluoride salt heat transport loop performance to allow intercomparisons between heat-transport fluid options as well as providing an overview of the properties and requirements for a representative loop. Much of the information presented here derives from the earlier molten salt reactor program and a significant advantage of fluoride salts, as high temperature heat transport media is their consequent relative technological maturity. The report also includes a compilation of relevant thermophysical properties of useful heat transport fluoride salts. Fluoride salts are both thermally stable and with proper chemistry control can be relatively chemically inert. Fluoride salts can, however, be highly corrosive depending on the container materials selected, the salt chemistry, and the operating procedures used.     For the purpose of this STI product and unless otherwise stated, hybrid fuel cell systems are power generation systems in which a high temperature fuel cell is combined with another power generating technology. The resulting system exhibits a synergism in which the combination performs with an efficiency far greater than can be provided by either system alone. Hybrid fuel cell designs under development include fuel cell with gas turbine, fuel cell with reciprocating (piston) engine, and designs that combine different fuel cell technologies. Hybrid systems have been extensively analyzed and studied over the past five years by the Department of Energy (DOE), industry, and others. These efforts have revealed that this combination is capable of providing remarkably high efficiencies. This attribute, combined with an inherent low level of pollutant emission, suggests that hybrid systems are likely to serve as the next generation of advanced power generation systems.

    Intent of the survey was to identify and characterize activities potentially applicable to improving energy efficiency and overall productivity in the civilian manufacturing industries. The civilian industries emphasized were the general manufacturing industries (including fabricated metals, glass, machinery, paper, plastic, textile, and transportation equipment manufacturing) and the primary metals industries (including primary aluminum, copper, steel, and zinc production).     Throughout its history the methanol industry has been backward in research and development and in industry cooperation on public image and regulatory matters. It has been extremely reticent as to the virtue of its product for new uses, especially for motor fuel. While this is perhaps understandable looking back, it is inexcusable looking forward. The industry needs to cooperate on a worldwide basis in research and market development, on the one hand, and in image-building and political influence, on the other, staying, of course, within the US and European and other regional antitrust regulations. Unless the industry develops the motor fuel market, and especially the exciting new approach through fuel cell operated EVs, to siphon off incremental capacity and keep plants running at 90% or more of capacity, it will continue to live in a price roller-coaster climate. A few low-cost producers will do reasonably well and the rest will just get along or drop out here and there along the way, as in the past. Having come so far from such a humble beginning, it is a shame not to realize the full potential that is clearly there: a potential to nearly double sales dollars without new plants and to produce from a plentiful resource, at least for the next half-century, all the methanol that can be imagined to be needed. Beyond that the industry can turn to renewable energy--the sun--via biomass growth, to make their product. In so doing, it can perhaps apply methanol as a plant growth stimulant, in effect making the product fully self-sustainable. The world needs to know what methanol can do to provide--economically and reliably--the things upon which a better life rests.

    The Uranium Industry Annual 1996 (UIA 1996) provides current statistical data on the US uranium industry`s activities relating to uranium raw materials and uranium marketing. The UIA 1996 is prepared for use by the Congress, Federal and State agencies, the uranium and nuclear electric utility industries, and the public. Data on uranium raw materials activities for 1987 through 1996 including exploration activities and expenditures, EIA-estimated reserves, mine production of uranium, production of uranium concentrate, and industry employment are presented in Chapter 1. Data on uranium marketing activities for 1994 through 2006, including purchases of uranium and enrichment services, enrichment feed deliveries, uranium fuel assemblies, filled and unfilled market requirements, uranium imports and exports, and uranium inventories are shown in Chapter 2.     The US electric utility industry is undergoing a period of fundamental change that has significant implications for Native American tribes. Although many details remain to be determined, the future electric power industry will be very different from that of the present. It is anticipated that the new competitive electric industry will be more efficient, which some believe will benefit all participants by lowering electricity costs. Recent developments in the industry, however, indicate that the restructuring process will likely benefit some parties at the expense of others. Given the historical experience and current situation of Native American tribes in the US, there is good reason to pay attention to electric industry changes to ensure that the situation of tribes is improved and not worsened as a result of electric restructuring. This paper provides a review of electricity restructuring in the US and identifies ways in which tribes may be affected and how tribes may seek to protect and serve their interests. Chapter 2 describes the current status of energy production and service on reservations. Chapter 3 provides an overview of the evolution of the electric industry to its present form and introduces the regulatory and structural changes presently taking place. Chapter 4 provides a more detailed discussion of changes in the US electric industry with a specific focus on the implications of these changes for tribes. Chapter 5 presents a summary of the conclusions reached in this paper.

    The very high theoretical capacity of lithium (3829 mAh/g) provided a compelling rationale from the 1970's onward for development of rechargeable batteries employing the elemental metal as an anode. The realization that some transition metal compounds undergo reductive lithium intercalation reactions reversibly allowed use of these materials as cathodes in these devices, most notably, TiS{sub 2}. Another intercalation compound, LiCoO{sub 2}, was described shortly thereafter but, because it was produced in the discharged state, was not considered to be of interest by battery companies at the time. Due to difficulties with the rechargeability of lithium and related safety concerns, however, alternative anodes were sought. The graphite intercalation compound (GIC) LiC{sub 6} was considered an attractive candidate but the high reactivity with commonly used electrolytic solutions containing organic solvents was recognized as a significant impediment to its use. The development of electrolytes that allowed the formation of a solid electrolyte interface (SEI) on surfaces of the carbon particles was a breakthrough that enabled commercialization of Li-ion batteries. In 1990, Sony announced the first commercial batteries based on a dual Li ion intercalation system. These devices are assembled in the discharged state, so that it is convenient to employ a prelithiated cathode such as LiCoO{sub 2} with the commonly used graphite anode. After charging, the batteries are ready to power devices. The practical realization of high energy density Li-ion batteries revolutionized the portable electronics industry, as evidenced by the widespread market penetration of mobile phones, laptop computers, digital music players, and other lightweight devices since the early 1990s. In 2009, worldwide sales of Li-ion batteries for these applications alone were US$ 7 billion. Furthermore, their performance characteristics (Figure 1) make them attractive for traction applications such as hybrid electric vehicles (HEVs), plug-in hybrid electric vehicles (PHEVs), and electric vehicles (EVs); a market predicted to be potentially ten times greater than that of consumer electronics. In fact, only Liion batteries can meet the requirements for PHEVs as set by the U.S. Advanced Battery Consortium (USABC), although they still fall slightly short of EV goals. In the case of Li-ion batteries, the trade-off between power and energy shown in Figure 1 is a function both of device design and the electrode materials that are used. Thus, a high power battery (e.g., one intended for an HEV) will not necessarily contain the same electrode materials as one designed for high energy (i.e., for an EV). As is shown in Figure 1, power translates into acceleration, and energy into range, or miles traveled, for vehicular uses. Furthermore, performance, cost, and abuse-tolerance requirements for traction batteries differ considerably from those for consumer electronics batteries. Vehicular applications are particularly sensitive to cost; currently, Li-ion batteries are priced at about $1000/kWh, whereas the USABC goal is $150/kWh. The three most expensive components of a Li-ion battery, no matter what the configuration, are the cathode, the separator, and the electrolyte. Reduction of cost has been one of the primary driving forces for the investigation of new cathode materials to replace expensive LiCoO{sub 2}, particularly for vehicular applications. Another extremely important factor is safety under abuse conditions such as overcharge. This is particularly relevant for the large battery packs intended for vehicular uses, which are designed with multiple cells wired in series arrays. Premature failure of one cell in a string may cause others to go into overcharge during passage of current. These considerations have led to the development of several different types of cathode materials, as will be covered in the next section. Because there is not yet one ideal material that can meet requirements for all applications, research into cathodes for Li-ion batteries is, as of this writing, a very active field.

    The American Petroleum Institute was founded in 1919 as an outgrowth of the National Petroleum War Committee. That committee was comprised of U.S. oil industry leaders who worked together with the federal government to meet the tremendous demand for petroleum fuel during World War I. The experience demonstrated that, oil industry representatives could work together on common problems affecting the industry and still compete with one another in the marketplace. This in an important concept because under U.S. antitrust law, industry competitors can work together toward mutual objectives using API as the forum. API was the first national petroleum trade association to include all five of the major branches of the industry - exploration, production, refining, transportation and marketing. Today, API is the oil industry`s largest trade association with about 250 member companies. As a non-profit organization, API`s objectives, as set fort in its charter, are: (1) Promote the interests of the U.S. oil industry; (2) Encourage the development of petroleum technology; (3) Cooperate with government on matters of national concern; (4) Foster foreign and domestic trade in U.S. petroleum products; and (5) Inform government and the general public on matters affecting the petroleum industry.

    The industrial lubricant market has been analyzed with emphasis on current and/or developing recycling and re-refining technologies. This task has been performed for the United States and other industrialized countries, specifically France, West Germany, Italy and Japan. Attention has been focused at emulsion-type fluids regardless of the industrial application involved. It was found that emulsion-type fluids in the United States represent a much higher percentage of the total fluids used than in other industrialized countries. While recycling is an active matter explored by the industry, re-refining is rather a result of other issues than the mere fact that oil can be regenerated from a used industrial emulsion. To extend the longevity of an emulsion is a logical step to keep expenses down by using the emulsion as long as possible. There is, however, another important factor influencing this issue: regulations governing the disposal of such fluids. The ecological question, the respect for nature and the natural balances, is often seen now as everybody's task. Regulations forbid dumping used emulsions in the environment without prior treatment of the water phase and separation of the oil phase. This is a costly procedure, so recycling is attractive since it postpones the problem. It is questionable whether re-refining of these emulsions - as a business - could stand on its own if these emulsions did not have to be taken apart for disposal purposes. Once the emulsion is separated into a water and an oil phase, however, re-refining of the oil does become economical.

    The Field Reversed Configuration, FRC, is a closed field fusion confinement geometry with great potential to be used as a space propulsive device and power source. Present formation techniques are cumbersome and severely constrain the resultant FRC. An experiment is presently under construction to study the formation and sustainment of the FRC using a rotating magnetic field. If successful, this technique would vastly simplify and enable future FRC endeavors. An overview of the STX experiment is presented.

    The aim of the assessment reported is to candidly examine the contribution that solar industrial process heat (SIPH) is realistically able to make in the near and long-term energy futures of the United States. The performance history of government and privately funded SIPH demonstration programs, 15 of which are briefly summarized, and the present status of SIPH technology are discussed. The technical and performance characteristics of solar industrial process heat plants and equipment are reviewed, as well as evaluating how the operating experience of over a dozen SIPH demonstration projects is influencing institutional acceptance and economoc projections. Implications for domestic energy policy and international implications are briefly discussed. (LEW)

    The liquefied natural gas (LNG) industry employs a variety of release prevention and control techniques to reduce the likelihood and the consequences of accidental LNG releases. A study of the effectiveness of these release prevention and control systems is being performed. Reference descriptions for the basic types of LNG facilities were developed. Then an overview study was performed to identify areas that merit subsequent and more detailed analyses. The specific objectives were to characterize the LNG facilities of interest and their release prevention and control systems, identify possible weak links and research needs, and provide an analytical framework for subsequent detailed analyses. The LNG facilities analyzed include a reference export terminal, marine vessel, import terminal, peakshaving facility, truck tanker, and satellite facility. A reference description for these facilities, a preliminary hazards analysis (PHA), and a list of representative release scenarios are included. The reference facility descriptions outline basic process flows, plant layouts, and safety features. The PHA identifies the important release prevention operations. Representative release scenarios provide a format for discussing potential initiating events, effects of the release prevention and control systems, information needs, and potential design changes. These scenarios range from relatively frequent but low consequence releases to unlikely but large releases and are the principal basis for the next stage of analysis.

    This study examines the oil industry in Iran from the early discovery of oil nearly two hundred years ago in Mazandaran (north part) to the development of a giant modern industry in the twentieth century. Chapter I presents a brief historical setting to introduce the reader to the importance of oil in Iran. It focuses on the economic implications of the early oil concessions in the period 1901 to 1951. Chapter II discusses the nationalization of the Iranian oil industry and creation of NIOC in 1951 and the international political and economic implication of these activities. Chapter III explains the activities of NIOC in Iran. Exploration and drilling, production, exports, refineries, natural gas, petrochemicals and internal distributions are studied. Chapter IV discusses the role of the development planning of Iran. A brief presentation of the First Development Plan through the Fifth Development Plan is given. Sources and uses of funds by plan organization during these Five Plans is studied. The Iran and Iraq War is also studied briefly, but the uncertainty of its resolution prevents any close analysis of its impact on the Iranian oil industry. One conclusion, however, is certain; oil has been a vital resource in Iran's past and it will remain the lifetime of its economic development in the future.

Over the longer term, environmentally clean nuclear energy can provide the substantial energy needs of a carbon conversion industry and be part of the mix of replacement technologies for the current fleet of aging coal-fired electric power generating stations.

    The lost foam casting process is sensitive to the properties of the EPS patterns used for the casting operation. In this project Industrial Analytics Corporation (IAC) has developed a new low voltage x-ray instrument for x-ray radiography of very low mass EPS patterns. IAC has also developed a transmitted visible light method for characterizing the properties of EPS patterns. The systems developed are also applicable to other low density materials including graphite foams.
