Battelle Columbus Laboratories (BCL), located in Columbus, Ohio, must complete decontamination and decommissioning activities for nuclear research buildings and grounds at its West Jefferson Facilities by 2006, as mandated by Congress. This effort includes decommissioning several hot cells located in the Hot Cell Laboratory (Building JN-1). JN-1 was originally constructed in 1955, and a hot cell/high bay addition was built in the mid 1970s. For over 30 years, BCL used these hot cell facilities to conduct research for the nuclear power industry and several government agencies, including the U.S. Navy, U.S. Army, U.S. Air Force, and the U.S. Department of Energy. As a result of this research, the JN-1 hot cells became highly contaminated with mixed fission and activation products, as well as fuel residues. In 1998, the Battelle Columbus Laboratories Decommissioning Project (BCLDP) began efforts to decommission JN-1 with the goal of remediating the site to levels of residual contamination allowing future use without radiological restrictions. This goal requires that each hot cell be decommissioned to a state where it can be safely demolished and transported to an off-site disposal facility. To achieve this, the BCLDP uses a four-step process for decommissioning each hot cell: (1) Source Term Removal; (2) Initial (i.e., remote) Decontamination; (3) Utility Removal; and (4) Final (i.e., manual) Decontamination/Stabilization. To date, this process has been successfully utilized on 13 hot cells within JN-1, with one hot cell remaining to be decommissioned. This paper will provide a case study of the hot cell decommissioning being conducted by the BCLDP. Discussed will be the methods used to achieve the goals of each of the hot cell decommissioning stages and the lessons learned that could be applied at other sites where hot cells need to be decommissioned.

This Environmental Assessment has been developed by the Department of Energy in accordance with the requirements of the National Environmental Policy Act of 1969 for the proposed decommissioning of contaminated areas at the Battelle Memorial Institute, Columbus, Ohio. The discussions in Section 1.0 provide general background information on the proposed action. Section 2.0 describes the existing radiological and non-radiological condition of the Battelle Columbus Laboratories. Section 3.0 identifies the alternatives considered for the proposed action and describes in detail the proposed decommissioning project. Section 4.0 evaluates the potential risks the project poses to human health and the environment. Section 5.0 presents the Department of Energy's proposed action. As a result of nuclear research and development activities conducted over a period of approximately 43 years performed for the Department of Energy, its predecessor agencies, and under commercial contracts, the 15 buildings became contaminated with varying amounts of radioactive material. The Department of Energy no longer has a need to utilize the facilities and is contractually obligate to remove that contamination such that they can be used by their owners without radiological restrictions. This Environmental Assessment for the Battelle Columbus Laboratories Decommissioning Project is consistent with the direction from the Secretary of Energy that public awareness and participation be considered in sensitive projects and is an appropriate document to determine action necessary to satisfy the requirements of the National Environmental Policy Act. 30 refs., 6 figs., 9 tabs.

Calculation of particulate dispersion in a design-basis tornadic storm from the Battelle Memorial Institute, Columbus, Ohio

A three-dimensional numerical model is used to calculate ground-level air concentration and deposition (due to precipitation scavenging) after a hypothetical tornado strike at the Battelle Memorial Institute at Columbus, Ohio. Plutonium particles less than 20 ..mu..m in diameter are assumed to be lifted into the tornadic storm cell by the vortex. The rotational characteristics of the tornadic storm are embedded within the larger mesoscale flow of the storm system. The design-basis translational wind value is based on probabilities associated with existing records of tornado strikes in the vicinity of the plant site. Turbulence exchange coefficients are based on empirical values deduced from experimental data in severe storms and from theoretical assumptions obtained from the literature. The method of moments is used to incorporate subgrid-scale resolution of the concentration within a grid cell volume.

Technical and economic assessment of producing hydrogen by reforming syngas from the Battelle indirectly heated biomass gasifier

The technical and economic feasibility of producing hydrogen from biomass by means of indirectly heated gasification and steam reforming was studied. A detailed process model was developed in ASPEN Plus{trademark} to perform material and energy balances. The results of this simulation were used to size and cost major pieces of equipment from which the determination of the necessary selling price of hydrogen was made. A sensitivity analysis was conducted on the process to study hydrogen price as a function of biomass feedstock cost and hydrogen production efficiency. The gasification system used for this study was the Battelle Columbus Laboratory (BCL) indirectly heated gasifier. The heat necessary for the endothermic gasification reactions is supplied by circulating sand from a char combustor to the gasification vessel. Hydrogen production was accomplished by steam reforming the product synthesis gas (syngas) in a process based on that used for natural gas reforming. Three process configurations were studied. Scheme 1 is the full reforming process, with a primary reformer similar to a process furnace, followed by a high temperature shift reactor and a low temperature shift reactor. Scheme 2 uses only the primary reformer, and Scheme 3 uses the primary reformer and the high temperature shift reactor. A pressure swing adsorption (PSA) system is used in all three schemes to produce a hydrogen product pure enough to be used in fuel cells. Steam is produced through detailed heat integration and is intended to be sold as a by-product.

Aspen Process Flowsheet Simulation Model of a Battelle Biomass-Based Gasification, Fischer-Tropsch Liquefaction and Combined-Cycle Power Plant

This study was done to support the research and development program of the National Renewable Energy Laboratory (NREL) in the thermochemical conversion of biomass to liquid transportation fuels using current state-of-the-art technology. The Mitretek study investigated the use of two biomass gasifiers; the RENUGAS gasifier being developed by the Institute of Gas Technology, and the indirectly heated gasifier being developed by Battelle Columbus. The Battelle Memorial Institute of Columbus, Ohio indirectly heated biomass gasifier was selected for this model development because the syngas produced by it is better suited for Fischer-Tropsch synthesis with an iron-based catalyst for which a large amount of experimental data are available. Bechtel with Amoco as a subcontractor developed a conceptual baseline design and several alternative designs for indirect coal liquefaction facilities. In addition, ASPEN Plus process flowsheet simulation models were developed for each of designs. These models were used to perform several parametric studies to investigate various alternatives for improving the economics of indirect coal liquefaction.

Fiscal Year 1998 represents the second full year utilizing a results-oriented, performance-based contract. This document describes the critical outcomes, objectives, performance indicators, expected levels of performance, and the basis for the evaluation of the Contractors performance for the period October 1, 1997 through September 30, 1998, as required by Articles entitled Use of Objective Standards of Performance, Self Assessment and Performance Evaluation and Critical Outcomes Review of the Contract DE-AC08-76RLO1830. In partnership with the Contractor and other key customers, the Department of Energy (DOE) Richland Operations Office has defined six critical outcomes that same as the core for the Contractors performance evaluation. The Contractor also utilizes these outcomes as a basis for overall management of the Laboratory. As stated above six critical outcomes have been established for FY 1998. These outcomes are based on the following needs identified by DOE-HQ, RL and other customers of the Laboratory. Our Energy Research customer desires relevant, quality and cost effective science. Our Environmental Management customer wants technology developed, demonstrated, and deployed to solve environmental cleanup issues. To ensure the diversification and viability of the Laboratory as a National asset, RL and HQ alike want to increase the Science and Technical contributions of PNNL related to its core capabilities. RL wants improved leadership/management, cost-effective operations, and maintenance of a work environment, which fosters innovative thinking and high morale. RL and HQ alike desire compliance with environment, safety and health (ES and H) standards and disciplined conduct of operations for protection of the worker, environment, and the public, As with all of Hanford, DOE expects contribution of the Laboratory to the economic development of the Tri-Cities community, and the region, to build a new local economy that is less reliant on the Hanford mission, as well as enhancing the status of the Laboratory as a valued corporate citizen of the Northwest Region. The Critical Outcome system focuses all of these customer desires into specific objectives and performance indicators, with supporting measures to track and foster continued improvement in meeting the needs (outcomes) of the Laboratory's customers.

W. J. O`Leary and R. R. Herries visited BMI to review the progress of subcontract research on extended surface fuel elements and on consolidation of Horizons` thorium. 1. Corrosion samples, 1in. diameter {times} 0.180in. thick nickel-plated uranium, which had been press-clad with aluminum at 510{degree}C and 6000 psi, have been on test for 18 days with no evidence of undercutting. Similar samples press-clad with 10,000 psi have been exposed for 7 days with no failures. 2. The hydrogen and chlorine content of as-received Horizons` electrolytic thorium was greatly reduced during vacuum sintering and arc melting. 3. A second lot of Horizons` thorium has been compacted and sintered to provide electrodes for two 9-10 lb. melts. 4. Diffusion couples are being annealed and examined in order to determine the rate of solid solution diffusion of thorium in aluminum.

For three days in late September last year, some sixty experts in RF superconductivity from around the world came together at Argonne to discuss how to push the limits of RF superconductivity for particle accelerators. It was an intense workshop with in-depth presentations and ample discussions. There was added excitement due to the fact that, a few days before the workshop, the International Technology Recommendation Panel had decided in favor of superconducting technology for the International Linear Collider (ILC), the next major high-energy physics accelerator project. Superconducting RF technology is also important for other large accelerator projects that are either imminent or under active discussion at this time, such as the Rare Isotope Accelerator (RIA) for nuclear physics, energy recovery linacs (ERLs), and x-ray free-electron lasers. For these accelerators, the capability in maximum accelerating gradient and/or the Q value is essential to limit the length and/or operating cost of the accelerators. The technological progress of superconducting accelerators during the past two decades has been truly remarkable, both in low-frequency structures for acceleration of protons and ions as well as in high-frequency structures for electrons. The requirements of future accelerators demand an even higher level of performance. The topics of this workshop are therefore highly relevant and timely. The presentations given at the workshop contained authoritative reviews of the current state of the art as well as some original materials that previously had not been widely circulated. We therefore felt strongly that these materials should be put together in the form of a workshop proceeding. The outcome is this report, which consists of two parts: first, a collection of the scholarly papers prepared by some of the participants and second, copies of the viewgraphs of all presentations. The presentation viewgraphs, in full color, are also available from the Workshop Presentations link on the workshop's web page at http://www.aps.anl.gov/conferences/RFSCLimits/. I'd like to welcome you to the Agent 2004 conference. As most of you are aware, this conference is the fifth in a series of meetings that began in 1999. A conference followed the next year in 2000. The 2001 conference was skipped because of some conflicts with other conferences, and the conferences have proceeded annually since then. We have the proceedings of the previous conferences available here on CDs. One CD has the proceedings from 1999, 2000, and 2002; the other contains last year's proceedings. The purpose of these conferences is to advance the state of the computational social sciences and to integrate the social sciences with the decision sciences and something that is traditionally known as the management sciences. Those of you in the operations/research area are familiar with the traditional school of modeling simulation that emerged from that scientific area. This conference will bring together a different group of people to talk about the topic of agent-based theories and simulations. This fifth agent conference is one of a group of conferences held annually around the country. Most of you are probably aware of the CASOS Conference held at Carnegie Mellon University, usually in July. UCLA holds the Arrowhead Conference, generally around May. The University of Michigan is now holding a conference as well. Of course everyone is aware of SwarmFest, which has been held annually for about a decade. The Swarm seems to 'swarm' in different locations each year. As you're well aware, this conference is organized into a three-day program. This is the first time we've used three days for the full conference setting. Last year, we held simultaneous sessions, and that didn't work well for most of those who attended. We had complaints from people who missed sessions and papers because of scheduling, so we decided to extend this year's conference by one day. As a result, we now have a program designed to present the papers in a serial sequence rather than in a parallel manner. Today, we'll focus on toolkits. Tomorrow we'll look at computational social theory, and Saturday is application day. We'll talk about how we're taking some of the theories and toolkits to look at real-world problems in order to understand how our very complex world works and maybe even to predict how it might work in the future. In addition to the content of the papers themselves, one of the more important things about this conference is the discussion that is inspired by these papers. I invite you to ask penetrating questions, offer insightful comments, share your experiences with toolkits or your ideas on theories, and help to create an atmosphere that will help this field move along and grow. It's a fairly new science--it is just emerging--but it seems to have been gaining momentum in the last couple of years. This is a conference to get your energy going and perhaps foster your creativity. With that, I welcome you to Agent 2004; have a great time at the conference.

The purpose of these conferences is to advance the state of the computational social sciences and to integrate the social sciences with the decision sciences and something that is traditionally known as the management sciences. Those of you in the operations/research area are familiar with the traditional school of modeling simulation that emerged from that scientific area. This conference will bring together a different group of people to talk about the topic of agent-based theories and simulations. This fifth agent conference is one of a group of conferences held annually around the country. Most of you are probably aware of the CASOS Conference held at Carnegie Mellon University, usually in July. UCLA holds the Arrowhead Conference, generally around May. The University of Michigan is now holding a conference as well. Of course everyone is aware of SwarmFest, which has been held annually for about a decade. The Swarm seems to 'swarm' in different locations each year. As you're well aware, this conference is organized into a three-day program. This is the first time we've used three days for the full conference setting. Last year, we held simultaneous sessions, and that didn't work well for most of those who attended. We had complaints from people who missed sessions and papers because of scheduling, so we decided to extend this year's conference by one day. As a result, we now have a program designed to present the papers in a serial sequence rather than in a parallel manner. Today, we'll focus on toolkits. Tomorrow we'll look at computational social theory, and Saturday is application day. We'll talk about how we're taking some of the theories and toolkits to look at real-world problems in order to understand how our very complex world works and maybe even to predict how it might work in the future. In addition to the content of the papers themselves, one of the more important things about this conference is the discussion that is inspired by these papers. I invite you to ask penetrating questions, offer insightful comments, share your experiences with toolkits or your ideas on theories, and help to create an atmosphere that will help this field move along and grow. It's a fairly new science--it is just emerging--but it seems to have been gaining momentum in the last couple of years. This is a conference to get your energy going and perhaps foster your creativity. With that, I welcome you to Agent 2004; have a great time at the conference.

A list of participants is appended to this volume. The DOE Office of Basic Energy Sciences (BES), of which Engineering Research is a component program, is responsible for the long-term, mission-oriented research in the Department. The Office has prime responsibility for establishing the basic scientific foundation upon which the Nation's future energy options will be identified, developed, and built. BES is committed to the generation of new knowledge necessary to solve present and future problems regarding energy exploration, production, conversion, and utilization, while maintaining respect for the environment. Consistent with the DOE/BES mission, the Engineering Research Program is charged with the identification, initiation, and management of fundamental research on broad, generic topics addressing energy-related engineering problems. Its stated goals are to improve and extend the body of knowledge underlying current engineering practice so as to create new options for enhancing energy savings and production, prolonging the useful life of energy-related structures and equipment, and developing advanced manufacturing technologies and materials processing. The program emphasis is on reducing costs through improved industrial production and performance and expanding the nation's store of fundamental knowledge for solving anticipated and unforeseen engineering problems in energy technologies. To achieve these goals, the Engineering Research Program supports approximately 130 research projects covering a broad spectrum of topics that cut across traditional engineering disciplines. The program focuses on three areas: (1) mechanical sciences, (2) control systems and instrumentation, and (3) engineering data and analysis. The Sixteenth Symposium involved approximately one-fourth of the research projects currently sponsored by the DOE/BES Engineering Research Program.

This paper describes preliminary results from an ongoing study to construct an operational model of commitment based on the definition adopted by the software process improvement (SPI) community. By operationalizing the concept of commitment (one of the success requirements for a SPI initiative) in the shape of a model, a new insight is provided in improving software processes - a more human centered approach as opposed to various technical approaches available. In doing so the change agents are able to plan better the SPI initiative and the process developers are in a better position to benchmark successful projects (as well as failed ones). The paper argues that when the change agent explicitly demonstrates his/her commitment by his/her behavior or intended behavior (behaviors that were identified in successful organization development efforts by Porras & Hoffer (1986)) toward SPI-project and stakeholders involved within the project, this will have a positive effect on the outcome of the project. Results from five interviews with SPI professionals on the proposed Behaviorbased Commitment Model are reported. Results suggest that the behaviors introduced in the model are relevant to SPI initiatives and the model could be used aside with CMM or other process improvement models. Summary of criticality data obtained at Battelle Pacific Northwest Laboratories on fixed and soluble poisons in U + Pu nitrate solutions

Knowledge of the effects of neutron poisons on U +Pu systems is necessary to better establish criticality safety programs. These data are needed in setting of criticality safety specifications for storage, processing and shipping of fissile material where it is desired to handle larger quantities with safety and efficiency. These data are needed also for validating calculational techniques and cross sections sets. U + Pu solutions containing 30% Pu in the total U + Pu were used in these experiments to determine the effect of neutron poisons. Criticality of heterogeneous systems of UO/sub 2/-PuO/sub 2/ rods in a lattice were studied when the U + Pu solutions with various amounts of Gd and + B were added to the system. Criticality of homogeneous systems of the U + Pu nitrate were determined with varying amounts of Gd and Gd + B added to the solution. Measurements were made to determine also the effect of boron-glass raschig rings on the criticality of the U + Pu nitrate solution systems.

Transportation were charged to develop Aquatic Habitat Guidelines employing an integrated approach to marine, freshwater, and riparian habitat protection and restoration. Guidelines will be issued, as funding allows, in a series of manuals addressing many aspects of aquatic and riparian habitat protection and restoration. This document is one of a series of white papers developed to provide a legitimate scientific and technical basis for developing Aquatic Habitat Guidelines. The white papers address the current understanding of impacts of development and land management activities on aquatic habitat, and potential mitigation for these impacts. Individual white papers will not necessarily result in a corresponding guidance document. Instead, guidance document development, addressing management and technical assistance needs, may incorporate information synthesized from one or more of the white papers. The scope of work for each white paper requested a comprehensive but not exhaustive review of the peer-reviewed scientific literature, symposia literature, and technical (gray) literature, with an emphasis on the peer-reviewed literature. The U.S. Army Biomedical Research and Development Laboratory defined an extensive research program to address the generation of potentially toxic propellant combustion products in crew compartments of armored vehicles during weapons firing. The major objectives of the research were (1) to determine the presence and concentration of propellant combustion products, (2) to determine potential crew exposure to these combustion products, and (3) to assess the efficacy of field monitoring in armored vehicles. To achieve these goals, air monitoring was conducted in selected armored vehicle types, i.e., M109, M60, M3, M1, at several Army installations. Auxiliary information concerning the specific munitions fired and the Training and Doctrine Command (TRADOC) or Forces Command (FORSCOM) firing scenarios was collected so that a comparison of pollutant concentrations generated by specific weapons both within vehicle types and between vehicle types could be made.

The school's regional science center burned in an early morning fire Dec. 9 that left only the walls standing.
