    This Fiscal Year (FY) 2014 annual report provides the Department of Energy (DOE) with BEA’s self-assessment of performance managing and operating the INL for the period ending September 30, 2014. After considering all of the information related to INL performance during the rating period against the Goals, Objectives and Notable Outcomes in the FY 2014 Performance Evaluation and Measurement Plan (PEMP), BEA believes it earned an overall grade closest to an A.     The overall objective is to develop a Solid Oxide Fuel Cell (SOFC) stack that can be economically produced in high volumes and mass customized for different applications in transportation, stationary power generation, and military market sectors. In Phase I, work will be conducted on system design and integration, stack development, and development of reformers for natural gas and gasoline. Specifically, Delphi-Battelle will fabricate and test a 5 kW stationary power generation system consisting of a SOFC stack, a steam reformer for natural gas, and balance-of-plant (BOP) components, having an expected efficiency of {>=}35 percent (AC/LHV). In Phase II and Phase III, the emphasis will be to improve the SOFC stack, reduce start-up time, improve thermal cyclability, demonstrate operation on diesel fuel, and substantially reduce materials and manufacturing cost by integrating several functions into one component and thus reducing the number of components in the system. In Phase II, Delphi-Battelle will fabricate and demonstrate two SOFC systems: an improved stationary power generation system consisting of an improved SOFC stack with integrated reformation of natural gas, and the BOP components, with an expected efficiency of {>=}40 percent (AC/LHV), and a mobile 5 kW system for heavy-duty trucks and military power applications consisting of an SOFC stack, reformer utilizing anode tailgate recycle for diesel fuel, and BOP components, with an expected efficiency of {>=}30 percent (DC/LHV). Finally, in Phase III, Delphi-Battelle will fabricate and test a 5 kW Auxiliary Power Unit (APU) for mass-market automotive application consisting of an optimized SOFC stack, an optimized catalytic partial oxidation (CPO) reformer for gasoline, and BOP components, having an expected efficiency of {>=}30 percent (DC/LHV) and a factory cost of {<=}$400/kW.

    The objective of Phase I under this project is to develop a 5 kW Solid Oxide Fuel Cell power system for a range of fuels and applications. During Phase I, the following will be accomplished: Develop and demonstrate technology transfer efforts on a 5 kW stationary distributed power generation system that incorporates steam reforming of natural gas with piped-in water (Demonstration System A); and Initiate development of a 5 kW system for later mass-market automotive auxiliary power unit application, which will incorporate Catalytic Partial Oxidation (CPO) reforming of gasoline, with anode exhaust gas injected into an ultra-lean burn internal combustion engine. This technical progress report covers work performed by Delphi from July through December 2002 under Department of Energy Cooperative Agreement DE-FC-02NT41246 for the 5 kW mass-market automotive (gasoline) auxiliary power unit. This report highlights technical results of the work performed under the following tasks for the automotive 5 kW system: Task 1--System Design and Integration; Task 2--Solid Oxide Fuel Cell Stack Developments; Task 3--Reformer Developments; Task 4--Development of Balance of Plant (BOP) Components; Task 5--Manufacturing Development (Privately Funded); Task 6--System Fabrication; and Task 7--System Testing.

The package includes the presentations made during the workshop, a list of participants, and the results of the breakout sessions. Those sessions covered stack materials and processes, power electronics, balance of plant and thermal integration, fuel processing technologies, and stack and system performance modeling.     The Greater Cincinnati Energy Alliance (Energy Alliance) is a nonprofit economic development agency dedicated to helping Greater Cincinnati and Northern Kentucky communities reduce energy consumption. The Energy Alliance has launched programs to educate homeowners, commercial property owners, and nonprofit organizations about energy efficiency opportunities they can use to drive energy use reductions and financial savings, while extending significant focus to creating/retaining jobs through these programs. The mission of the Energy Alliance is based on the premise that investment in energy efficiency can lead to transformative economic development in a region. With support from seven municipalities, the Energy Alliance began operation in early 2010 and has been among the fastest growing nonprofit organizations in the Greater Cincinnati/Northern Kentucky area. The Energy Alliance offers two programs endorsed by the Department of Energy: the Home Performance with ENERGY STAR® Program for homeowners and the Better Buildings Performance Program for commercial entities. Both programs couple expert guidance, project management, and education in energy efficiency best practices with incentives and innovative energy efficiency financing to help building owners effectively invest in the energy efficiency, comfort, health, longevity, and environmental impact of their residential or commercial buildings. The Energy Alliance has raised over $23 million of public and private capital to build a robust market for energy efficiency investment. Of the $23 million, $17 million was a direct grant from the Department of Energy Better Buildings Neighborhood Program (BBNP). The organization’s investments in energy efficiency projects in the residential and commercial sector have led to well over $50 million in direct economic activity and created over 375,000 hours of labor created or retained.     Tungsten-halogen (halogen) lamps have traditionally been used to light surgical tasks in hospitals, even though they are in many respects ill-suited to the application due to the large percentage of radiant energy outside the visible spectrum and issues with color rendering/quality. Light-emitting diode (LED) technology offers potential for adjustable color and improved color rendition/quality, while simultaneously reducing side-effects from non-visible radiant energy. It also has the potential for significant energy savings, although this is a fairly narrow application in the larger commercial building energy use sector. Based on analysis of available products and Hospital Energy Alliance member interest, it is recommended that a product specification and field measurement procedure be developed for implementation in demonstration projects.

    This report summarizes the work performed for Phase I (October 2001 - August 2006) under Cooperative Agreement DE-FC26-01NT41245 for the U. S. Department of Energy, National Energy Technology Laboratory (DOE/NETL) entitled 'Solid State Energy Conversion Alliance (SECA) Solid Oxide Fuel Cell Program'. The program focuses on the development of a low-cost, high-performance 3-to-10-kW solid oxide fuel cell (SOFC) system suitable for a broad spectrum of power-generation applications. During Phase I of the program significant progress has been made in the area of SOFC technology. A high-efficiency low-cost system was designed and supporting technology developed such as fuel processing, controls, thermal management, and power electronics. Phase I culminated in the successful demonstration of a prototype system that achieved a peak efficiency of 41%, a high-volume cost of $724/kW, a peak power of 5.4 kW, and a degradation rate of 1.8% per 500 hours. . An improved prototype system was designed, assembled, and delivered to DOE/NETL at the end of the program. This prototype achieved an extraordinary peak efficiency of 49.6%.

    The Carbon Issues Task Force has the responsibility to evaluate emissions reduction and carbon offset credit options, geologic carbon sequestration and carbon capture, terrestrial carbon sequestration on forest lands, and terrestrial carbon sequestration on agricultural lands. They have worked diligently to identify ways in which Idaho can position itself to benefit from potential carbon-related federal legislation, including identifying opportunities for Idaho to engage in carbon sequestration efforts, barriers to development of these options, and ways in which these barriers can be overcome. These are the experts to which we will turn when faced with federal greenhouse gas-related legislation and how we should best react to protect and provide for Idaho’s interests. Note that the conclusions and recommended options in this report are not intended to be exhaustive, but rather form a starting point for an informed dialogue regarding the way-forward in developing Idaho energy resources.

    This Environmental Assessment has been developed by the Department of Energy in accordance with the requirements of the National Environmental Policy Act of 1969 for the proposed decommissioning of contaminated areas at the Battelle Memorial Institute, Columbus, Ohio. The discussions in Section 1.0 provide general background information on the proposed action. Section 2.0 describes the existing radiological and non-radiological condition of the Battelle Columbus Laboratories. Section 3.0 identifies the alternatives considered for the proposed action and describes in detail the proposed decommissioning project. Section 4.0 evaluates the potential risks the project poses to human health and the environment. Section 5.0 presents the Department of Energy's proposed action. As a result of nuclear research and development activities conducted over a period of approximately 43 years performed for the Department of Energy, its predecessor agencies, and under commercial contracts, the 15 buildings became contaminated with varying amounts of radioactive material. The Department of Energy no longer has a need to utilize the facilities and is contractually obligate to remove that contamination such that they can be used by their owners without radiological restrictions. This Environmental Assessment for the Battelle Columbus Laboratories Decommissioning Project is consistent with the direction from the Secretary of Energy that public awareness and participation be considered in sensitive projects and is an appropriate document to determine action necessary to satisfy the requirements of the National Environmental Policy Act. 30 refs., 6 figs., 9 tabs.

    The world is facing critical energy-related challenges regarding world and national energy demands, advanced science and energy technology delivery, nuclear engineering educational shortfalls, and adequately trained technical staff. Resolution of these issues is important for the United States to ensure a secure and affordable energy supply, which is essential for maintaining U.S. national security, continued economic prosperity, and future sustainable development. One way that the U.S. Department of Energy (DOE) is addressing these challenges is by tasking the Battelle Energy Alliance, LLC (BEA) with developing the Center for Advanced Energy Studies (CAES) at the Idaho National Laboratory (INL). By 2015, CAES will be a self-sustaining, world-class, academic and research institution where the INL; DOE; Idaho, regional, and other national universities; and the international community will cooperate to conduct critical energy-related research, classroom instruction, technical training, policy conceptualization, public dialogue, and other events.
