  3. Analysis of alternative strategies for energy conservation in new buildings

    Building Energy Performance Standards (BEPS) were mandated by the Energy Conservation Standards for New Buildings Act of 1976 (Title III of Energy Conservation and Production Act) to promote energy efficiency and the use of renewable resources in new buildings. The report analyzes alternative Federal strategies and their component policy instruments and recommends a strategy for achieving the goals of the Act. The concern is limited to space conditioning (heating, cooling, and lighting) and water heating. The policy instruments considered include greater reliance on market forces; research and development; information, education and demonstration programs; tax incentives and sanctions; mortgage and finance programs; and regulations and standards. The analysis starts with an explanation of the barriers to energy conservation in the residential and commercial sectors. Individual policy instruments are then described and evaluated with respect to energy conservation, economic efficiency, equity, political impacts, and implementation and other transitional impacts. Five possible strategies are identified: (1) increased reliance on the market place; (2) energy consumption tax and supply subsidies; (3) BEPS with no sanctions and no incentives; (4) BEPS with sanctions and incentives (price control); and (5) BEPS with sanctions and incentives (no price controls). A comparative analysis is performed. Elements are proposed for inclusion in a comprehensive strategy for conservation in new buildings. (MCW)

    This application can determine the performance and chemical behavior of batteries in 1D when they are cycled. With CanTrilBat, we are developing predictive phenomenological models for battery systems to predict operating performance and rate limiting steps in the performance of battery models. Particular attention is paid to primary and secondary chemistry mechanisms, such as the thermal runaway mechanisms experienced in secondary lithium ion batteries or self-discharge reaction mechanism that all batteries experience to one extentmore » or another. The first application of this model has been for modeling the performance of thermal batteries. However, an implementation for secondary ion batteries is next. CanTrilBat applications solves transient problems involving batteries. It is a 1-D application that represents 3-D physical systems that can be reduced using the porous flow approximation for the anode, cathode, and separator. A control volume formulation is used to track conserved quantities. An operator-split approach is used to calculate the chemistry, diffusion and electronic transport that occurs within cathode and anode particles, allowing for the reduction in code complexity.« less

    This session at the Wind Energy and Birds/Bats workshop consisted of two paper presentations followed by a discussion/question and answer period. It was the first of the sessions to shift the focus to the issue of wind energy development's impacts specifically to bats. The presentations discussed lessons that have been learned regarding direct and indirect impacts on bats and strategies planned to address such issues. Presenters addressed what the existing science demonstrates about land-based wind turbine impacts on bats, including: mortality, avoidance, direct habitat impacts, species and numbers killed, per turbine rates/per MW generated, and impacts on threatened and endangered species. They discussed whether there is sufficient data for wind turbines and bat impacts for projects in the eastern US, especially on ridge tops. Finally, the subject of offshore impacts on bats was briefly addressed, including what lessons have been learned in Europe and how these can be applied in the U S. Paper one, by Greg Johnson, was titled ''A Review of Bat Impacts at Wind Farms in the US''. Paper two, by Thomas Kunz, was titled ''Wind Power: Bats and Wind Turbines''.

    Most conservation groups support the development of wind energy in the US as an alternative to fossil and nuclear-fueled power plants to meet growing demand for electrical energy. However, concerns have surfaced over the potential threat to birds, bats, and other wildlife from the construction and operation of wind turbine facilities. Co-sponsored by the American Bird Conservancy (ABC) and the American Wind Energy Association (AWEA), the Wind Energy and Birds/Bats Workshop was convened to examine current research on the impacts of wind energy development on avian and bat species and to discuss the most effective ways to mitigate such impacts. On 18-19 May 2004, 82 representatives from government, non-government organizations, private business, and academia met to (1) review the status of the wind industry and current project development practices, including pre-development risk assessment and post-construction monitoring; (2) learn what is known about direct, indirect (habitat), and cumulative impacts on birds and bats from existing wind projects; about relevant aspects of bat and bird migration ecology; about offshore wind development experience in Europe; and about preventing, minimizing, and mitigating avian and bat impacts; (3) review wind development guidelines developed by the USFWS and the Washington State Department of Fish and Wildlife; and (4) identify topics needing further research and to discuss what can be done to ensure that research is both credible and accessible. These Workshop Proceedings include detailed summaries of the presentations made and the discussions that followed.

    Assembling individual genomes from shotgun metagenomic sequences derived from complex microbial communities is so far one of the most challenging problems in bioinformatics. As it is impractical to directly assemble full-length genomes, a first step that groups contigs from the same organisms, called metagenome binning, has been developed to provide insights of individual organisms. However, current binning methods perform poorly in the context of large complex community, and as a result they fail to recovermore » many novel genomes. To overcome this limitation, we developed integrated software, called MetaBAT, which automatically forms hundreds of individual genome bins from metagenome contigs. Probabilistic models of abundance and tetranucleotide frequency were trained by extensive empirical studies and integrated to decide the membership of contigs iteratively. To test the performance of MetaBAT, we applied MetaBAT to both synthetic and several large-scale real world metagenome datasets. By using two independent metrics, we demonstrate that in all the data sets tested MetaBAT achieves good sensitivity (16~87%) and very high specificity (56~99%) in forming genome bins. Further analyses of the novel genomes recovered from the human gut microbiome suggest a subset of these genomes are potentially associated with pathological conditions.   15. Defining a future conservation strategy for Department of Defense (DoD) lands

    The Department of Defense (DoD) is steward for nearly 25 million acres of public land. These lands often harbor important populations of threatened and endangered species, significant ecological areas, and important cultural resources. Protected by security requirements and the need for buffer zones, DoD lands are the only significant undeveloped areas in many regions. The goal of DoD`s Conservation program is to provide a healthy coexistence between protecting important natural and cultural resources and supporting the readiness requirements of the military mission. Although this can be difficult task, DoD is committed to ensuring that its military installations have inventories and plans for managing these resources in a coordinated, comprehensive manner. This past year, the Department adopted ecosystem management principles and guidelines to better integrate economic, social, and environmental concerns in its resource management program. In addition, the Department initiated several important studies which will help define in future resource management goals. This presentation will summarize the results to date of several cooperative partnership efforts.

    While the International Energy Conservation Code 2012 (IECC 2012) has been adopted at a national level, only two cold climate states have adopted it as their new home energy code. Understanding the resistance to adoption is important in assisting more states accept the code and engage deep energy strategies nationwide. This three-part assessment by the NorthernSTAR Building America Partnership was focused on foundation insulation R-values for cold climates and the design, construction, and performance implications. In Part 1 a literature review and attendance at stakeholder meetings held in Minnesota were used to assess general stakeholder interest and concerns regarding proposed code changes. Part 2 includes drawings of robust foundation insulation systems that were presented at one Minnesota stakeholder meeting to address critical issues and concerns for adopting best practice strategies. In Part 3 a sampling of builders participated in a telephone interview to gain baseline knowledge on insulation systems used to meet the current energy code and how the same builders propose to meet the new proposed code.

  3. The distribution and contaminant exposure of Rafinesque's Big-Eared Bats in South Carolina with an emphasis on bridge surveys.

    Rafinesque's big-eared bat (Corynorhinus rafinesquii), an insectivorous mammal indigenous to the southern United States, has long been referred to as one of the least known bats in North America. Although there has been a moderate increase in the number of peer-reviewed articles published on this species in the past 6 years, the basic ecology and status of Rafinesque's big-eared bat remains largely obscure. Prior to 1996, when the United States Fish and Wildlife Service (USFWS) discontinued the list of Candidate Species, Rafinesque's big-eared bat was listed as a Federal Category 2 Candidate species. Currently, Rafinesque's big-eared bat is recognized as a ''species of special concern'' across most of its range but receives no legal protection. Nonetheless, the USFWS and numerous state agencies remain concerned about this species. Further biological research and field study are needed to resolve the conservation status of this taxona. In response to the paucity of information regarding the status and distribution of Rafinesque's big-eared bat, statewide survey of highway bridges used as roost sites was conducted.

    Little is known about factors affecting year-round use of roosts by Rafinesque's big-eared bats (Corynorhinus rafinesquii) or the long-term fidelity of this species to anthropogenic or natural roosts. The objectives of this study were to test whether seasonal use of roosts by Rafinesque's big-eared bats varied with roost type and environmental conditions within and among seasons and to document multiannual use of natural and anthropogenic structures by this species. We inspected 4 bridges, 1 building, and 59 tree roosts possessing basal cavity openings; roosts were inspected at least once per week from May through October in every year from 2005 through 2008 and once a month from November through April in every year from 2005 through 2009. We found that use of anthropogenic roosts was significantly greater than the use of tree roosts in summer but that the use of structure types did not differ in other seasons. There was significant seasonal variation in use of anthropogenic and tree roosts. Anthropogenic roost use was higher in summer than in all other seasons. There was no significant difference in tree use among spring, summer, and fall, but use in winter was significantly lower in 2 years of the study. Overall use of anthropogenic and tree roosts was positively related to minimum temperature, but the relationship between use of roosts and minimum temperature varied among seasons. Bats showed multiannual fidelity ({ge} 4 years) to all anthropogenic roosts and to some tree roosts, but fidelity of bats to anthropogenic roosts was greater and more consistent than to tree roosts. Our data indicate that Rafinesque's big-eared bats responded differently to environmental conditions among seasons; thus, a variety of structure types and characteristics are necessary for conservation of these bats. We suggest long-term protection of roost structures of all types is necessary for conservation of Rafinesque's big-eared bats in the southeast Coastal Plain.

  6. Monitoring Sensitive Bat Species at Los Alamos National Laboratory

    Bats play a critical role in ecosystems and are vulnerable to disturbance and disruption by human activities. In recent decades, bat populations in the United States and elsewhere have decreased tremendously. There are 47 different species of bat in the United States and 28 of these occur in New Mexico with 15 different species documented at the Los Alamos National Laboratory (LANL) and surrounding areas. Euderma maculatum(the spotted bat) is listed as threatened by the state of New Mexico and is known to occur at LANL. Four other species of bats are listed as sensitive and also occur here. In 1995, a four year study was initiated at LANL to assess the status of bat species of concern, elucidate distribution and relative abundance, and obtain information on roosting sites. There have been no definitive studies since then. Biologists in the Environmental Protection Division at LANL initiated a multi-year monitoring program for bats in May 2013 to implement the Biological Resources Management Plan. The objective of this ongoing study is to monitor bat species diversity and seasonal activity over time at LANL. Bat species diversity and seasonal activity were measured using an acoustic bat detector, the Pettersson D500X. This ultrasound recording unit is intended for long-term, unattended recording of bat and other high frequency animal calls. During 2013, the detector was deployed at two locations around LANL. Study sites were selected based on proximity to water where bats may be foraging. Recorded bat calls were analyzed using Sonobat, software that can help determine specific species of bat through their calls. A list of bat species at the two sites was developed and compared to lists from previous studies. Species diversity and seasonal activity, measured as the number of call sequences recorded each month, were compared between sites and among months. A total of 17,923 bat calls were recorded representing 15 species. Results indicate that there is a statistically significant relationship between bat diversity and month of the year. Future studies will be implemented based on these findings.

  7. Distribution of the Chuckwalla, Western Burrowing Owl, and Six Bat Species on the Nevada Test Site

    Field Surveys were conducted in 1996 to determine the current distribution of several animal species of concern on the Nevada Test Site (NTS). They included the chuckwall (Sauromalus obesus), western burrowing owl (Speotyto cunicularia), and six species of bats. Nineteen chuckwallas and 118 scat locations were found during the chuckwalla field study. Eighteen western burrowing owls were found at 12 sighting locations during the 1996 field study. Of the eleven bat species of concern which might occur on the NTS, five, and possibly six, were captured during this survey. The U.S. Department of Energy, Nevada Operations Office, takes certain management actions to protect and conserve the chuckwalla, western burrowing owl, and bats on the NTS. These actions are described and include: (1) conducting surveys at sites of proposed land-disturbing activities (2) altering projects whenever possible to avoid or minimize impacts to these species (3) maintaining a geospatial database of known habitat for species of concern (4) sharing sighting and trap location data gathered on the NTS with other local land and resource managers, and (5) conducting periodic field surveys to monitor these species distribution and relative abundance on the NTS.

    Municipal water rates are expected to satisfy three objectives: efficiency, revenue neutrality to the utility, and distributional equity. Unfortunately, adjusting rates to efficiently achieve use and conservation targets would ordinarily generate excessive revenues. Rather than mold one tool to the service of three masters, this article suggests combining three separate tools. The first sets the water rate to cover the utility`s costs. The second assigns customers allotments to water use. The third either charges a fee for use that exceeds the customer`s allotment or hands out rebates for consumption below that allotment. The fees pay for the rebates--thus the term feebate. The outcome is (1) revenues to the utility just sufficient to cover costs, (2) efficient water consumption by municipal water customers without conservation mandates, and (3) revenue effects that can be spread fairly across various categories of customers.

    Conservative Remapper (CORE) is a C++ language software library for remapping cell masses and cell-averaged densities on unstructured two dimensional grids, maintaining conservation of total mass in the process. CORE contains implementation of two remapping algorithms: a new, efficient "swept region" algorithm, and a more traditional algorithm basedon the computation of cell intersections. Grids may be Cartesian or cylindrical, and cells may have three or more vertices, with no upper limit. CORE can run inmore » serial and in parallel, but in order to achieve wide applicability, CORE used no particular parallel communication library. Instead it achieves parallel communication through strategically placed, user defined callbacks. Users can also provide callbacks to redefine different parts or subcomponents of the remapping process.     The purpose of this study is to provide an in-depth, comprehensive study to compare results from the BAT probe and Teflon bailers from nearby monitoring wells. Volatile organic compounds are typically the most difficult contaminants to sample. The research was performed by taking samples within a small radius around monitoring wells at two leaking underground storage tank sites and taking bailer samples from the monitoring wells. BAT sampling will also be performed inside the monitoring wells to ensure basically the same water is being sampled.

    A methodology is developed for optimally allocating resources between conservation and solar strategies in building design. Formulas are presented for a constrained optimum in which the initial investment is limited. A global optimum procedure is also described in which life-cycle cost is minimized. The procedure is amenable to hand analysis if tables are available which give the Solar Savings Fraction as a function of the Load Collector Ratio for the locality. A numerical example is given.

    As the U.S. seeks to increase energy production from renewable energy sources, development of wind power resources continues to grow. One of the most important ecological issues restricting wind energy development, especially the siting of wind turbines, is the potential adverse effect on bats. High levels of bat fatality have been recorded at a number of wind energy facilities, especially in the eastern United States. The U.S. Department of Energy contracted with Versar, Inc., and Exponent to develop a spatially-explicit site screening tool to evaluate the mortality of bats resulting from interactions (collisions or barotrauma) with wind turbines. The resulting Bat Vulnerability Assessment Tool (BVAT) presented in this report integrates spatial information about turbine locations, bat habitat features, and bat behavior as it relates to possible interactions with turbines. A model demonstration was conducted that focuses on two bat species, the eastern red bat (Lasiurus borealis) and the Indiana bat (Myotis sodalis). The eastern red bat is a relatively common tree-roosting species that ranges broadly during migration in the Eastern U.S., whereas the Indiana bat is regional species that migrates between a summer range and cave hibernacula. Moreover, Indiana bats are listed as endangered, and so the impacts to this species are of particular interest. The model demonstration used conditions at the Mountaineer Wind Energy Center (MWEC), which consists of 44 wind turbines arranged in a linear array near Thomas, West Virginia (Tucker County), to illustrate model functions and not to represent actual or potential impacts of the facility. The turbines at MWEC are erected on the ridge of Backbone Mountain with a nacelle height of 70 meters and a collision area of 72 meters (blade height) or 4,071 meters square. The habitat surrounding the turbines is an Appalachian mixed mesophytic forest. Model sensitivity runs showed that bat mortality in the model was most sensitive to perceptual range and flying height. The BVAT model demonstration found that after 30 model iterations, Red bats suffered greater rates of mortality (i.e., 2.5 times the number of bats killed per 10-day period) than Indiana bats, primarily resulting from the higher flying height of the red bat. The model described in this report is a first release. There are opportunities to expand and enhance the model in the future. For example, additional focus on the model experience would include adding project level saving/loading, integrating the outputs (trajectory mapping) into the main output window, and providing tools for preparing habitat maps. In addition to the model framework, the actual modeling options could be enhanced by adding associative learning (including additional behavioral states), adding additional movement models, and exploring the information transfer among bats. Ultimately, this standalone model could be integrated into ArcGIS as a plugin.

    This project was conducted to evaluate buildings and facilities remaining in the Washington Closure Hanford (WCH) deactivation, decontamination, decommissioning, and demolition schedule for bat roost sites. The project began in spring of 2009 and was concluded in spring of 2011. A total of 196 buildings and facilities were evaluated for the presence of bat roosting sites. The schedule for the project was prioritized to accommodate the demolition schedule. As the surveys were completed, the results were provided to the project managers to facilitate planning and project completion. The surveys took place in the 300 Area, 400 Area, 100-H, 100-D, 100-N, and 100-B/C Area. This report is the culmination of all the bat surveys and summarizes the findings by area and includes recommended mitigation actions where bat roosts were found.

    The shift toward conservation rate structures, although they may provide better incentives to use scarce water wisely, changes who pays what and can increase the variability of future revenue streams to the water agency. Though the definition of the correct rate structure varies by community, the managerial strategies necessary to cope with the uncertainty brought about by conservation rate structures apply universally. Revenue instability directly increases water supplier`s borrowing costs and adds indirect costs in the form of more complicated planning to provide for a reliable future water supply. This article describes an empirical study using data from two water agencies that have adopted conservation rate structures. The article proposes ways quantitative tools may be used to (1) measure and cope with added uncertainty and (2) make explicit the magnitude of trade-offs between revenue stability, equity, and the provision of incentives for efficient use of water resources.

    The Department of Energy's Federal Energy Management Program (FEMP) is considering the development of a technology-specific Super-Energy Saving Performance Contract (ESPC) for water conservation. Prior to the development however, FEMP requires the completion of a market assessment to better understand the water conservation opportunities and the strategies available for capturing them. Thus, this market assessment has been undertaken to evaluate the water conservation opportunities and answer the key questions necessary for FEMP to make recommendations on whether or not to proceed with strategies for water conservation primarily through the development of a water conservation technology-specific performance contract.

    Few data are available that describe the roosting and foraging ecology of the Hoary Bat (Lasiurus cinereus), and no such data are available for the northeastern United States. We captured a juvenile Hoary Bat in south-central New Hampshire during July of 2007 and monitored its roosting behavior for ten days and its foraging behavior for one night. The bat roosted with two other bats, which we presumed were its mother and sibling. These bats roosted exclusively in Tsuga canadensis (Eastern Hemlock Tree) and tended to roost near tree tops in the forest canopy. The radiotagged bat used at least six roost trees and changed roost location eight times during the ten-day observation period. Although roost-tree fidelity was low, all roost trees were located within a maximum circular area of 0.5 ha. The bat foraged over an estimated 156-ha area of mostly forest habitat (68%), with additional open habitats (15%) and wetlands (17%). These data are the first observations of roosting and foraging behaviors by the Hoary Bat in the northeastern region of its geographic range.

    The Energy Engineering Analysis Program (EEAP) has been instrumented to reduce Army energy consumption by 20 percent by FY 1985. EEAP surveys and identifies high energy users, analyzes and applies conservation technologies, and submits a study report to the Director of Engineering and Housing. The Energy Conservation Investment Program (ECIP), which retrofits existing facilities with insulation, and monitoring systems, is the foundation of EEAP. The Energy Conservation and Management Plan (ECAM) is designed to do for GOCO's (government owned, contractor operated plants) what ECIP does for army plants. A few specific conversion projects are listed. An energy awareness program includes seminars, workshops, displays, and brochures. The Facilities Energy RDTandS program insures that the Army will be able to rapidly utilize the latest state-of-the-art energy technology.

    The environmental impact assessment (EIA) has been a tool for decision makers since the enactment of the National Environmental Policy Act (NEPA). Since that time, few analyses have been performed to verify the quality of information and content within EIAs. High quality information within assessments is vital in order for decision makers, stake holders, and the public to understand the potential impact of proposed actions on the ecosystem and wildlife species. Low quality information has been a major cause for litigation and economic loss. Since 1999, wind energy development has seen an exponential growth with unknown levels of impact on wildlife species, in particular bird and bat species. The purpose of this article is to: (1) develop, validate, and apply a quantitative index to review avian/bat assessment quality for wind energy EIAs; and (2) assess the trends and status of avian/bat assessment quality in a sample of wind energy EIAs. This research presents the development and testing of the Avian and Bat Assessment Quality Index (ABAQI), a new approach to quantify information quality of ecological assessments within wind energy development EIAs in relation to avian and bat species based on review areas and factors derived from 23 state wind/wildlife siting guidance documents. The ABAQI was tested through a review of 49 publicly available EIA documents and validated by identifying high variation in avian and bat assessments quality for wind energy developments. Of all the reviewed EIAs, 66% failed to provide high levels of preconstruction avian and bat survey information, compared to recommended factors from state guidelines. This suggests the need for greater consistency from recommended guidelines by state, and mandatory compliance by EIA preparers to avoid possible habitat and species loss, wind energy development shut down, and future lawsuits. - Highlights: Black-Right-Pointing-Pointer We developed, validated, and applied a quantitative index to review avian/bat assessment quality for wind energy EIAs.     Surveying wildlife at risk from offshore wind energy development is difficult and expensive. Infrared video can be used to record birds and bats that pass through the camera view, but it is also time consuming and expensive to review video and determine what was recorded. We proposed to conduct algorithm and software development to identify and to differentiate thermally detected targets of interest that would allow automated processing of thermal image data to enumerate birds, bats, and insects. During FY2012 we developed computer code within MATLAB to identify objects recorded in video and extract attribute information that describes the objects recorded. We tested the efficiency of track identification using observer-based counts of tracks within segments of sample video. We examined object attributes, modeled the effects of random variability on attributes, and produced data smoothing techniques to limit random variation within attribute data. We also began drafting and testing methodology to identify objects recorded on video. We also recorded approximately 10 hours of infrared video of various marine birds, passerine birds, and bats near the Pacific Northwest National Laboratory (PNNL) Marine Sciences Laboratory (MSL) at Sequim, Washington. A total of 6 hours of bird video was captured overlooking Sequim Bay over a series of weeks. An additional 2 hours of video of birds was also captured during two weeks overlooking Dungeness Bay within the Strait of Juan de Fuca. Bats and passerine birds (swallows) were also recorded at dusk on the MSL campus during nine evenings. An observer noted the identity of objects viewed through the camera concurrently with recording. These video files will provide the information necessary to produce and test software developed during FY2013. The annotation will also form the basis for creation of a method to reliably identify recorded objects.

Automated processing makes continuous monitoring over extended periods of time feasible, and maximizes the information provided by video. This is especially important for collecting data in remote locations that are difficult for human observers to access, such as proposed offshore wind turbine sites. We present guidelines for selecting an appropriate thermal camera based on environmental conditions and the physical characteristics of the target animals.more » We developed new video image processing algorithms that automate the extraction of bird and bat flight tracks from thermal video, and that characterize the extracted tracks to support animal identification and behavior inference. The purpose of this article is to provide an introduction to the issues surrounding externalities, including their definition, methods of internalizing externalities, and a survey of ways to estimate costs and benefits of externalities. Although most discussions of externalities emphasize negative effects on the environment, this article will illustrate both positive and negative externalities associated with practicing water conservation.

    We report on the discovery of 10 additional galaxy clusters detected in the ongoing Swift/BAT all-sky survey. Among the newly BAT-discovered clusters there are: Bullet, Abell 85, Norma, and PKS 0745-19. Norma is the only cluster, among those presented here, which is resolved by BAT. For all the clusters we perform a detailed spectral analysis using XMM-Newton and Swift/BAT data to investigate the presence of a hard (non-thermal) X-ray excess. We find that in most cases the clusters emission in the 0.3-200 keV band can be explained by a multi-temperature thermal model confirming our previous results. For two clusters (Bullet and Abell 3667) we find evidence for the presence of a hard X-ray excess. In the case of the Bullet cluster, our analysis confirms the presence of a non-thermal, power-law like, component with a 20-100 keV flux of 3.4 x 10{sup -12} erg cm{sup -2} s{sup -1} as detected in previous studies. For Abell 3667 the excess emission can be successfully modeled as a hot component (kT = {approx}13 keV). We thus conclude that the hard X-ray emission from galaxy clusters (except the Bullet) has most likely thermal origin.

  7. The Evolution of Swift/BAT blazars and the origin of the MeV background

    We use 3 years of data from the Swift/BAT survey to select a complete sample of X-ray blazars above 15 keV. This sample comprises 26 Flat-Spectrum Radio Quasars (FSRQs) and 12 BL Lac objects detected over a redshift range of 0.03 < z < 4.0. We use this sample to determine, for the first time in the 15-55 keV band, the evolution of blazars. We find that, contrary to the Seyfert-like AGNs detected by BAT, the population of blazars shows strong positive evolution. This evolution is comparable to the evolution of luminous optical QSOs and luminous X-ray selected AGNs. We also find evidence for an epoch-dependence of the evolution as determined previously for radio-quiet AGNs. We interpret both these findings as a strong link between accretion and jet activity. In our sample, the FSRQs evolve strongly, while our best-fit shows that BL Lacs might not evolve at all. The blazar population accounts for 10-20% (depending on the evolution of the BL Lacs) of the Cosmic X-ray background (CXB) in the 15-55 keV band. We find that FSRQs can explain the entire CXB emission for energies above 500 keV solving the mystery of the generation of the MeV background. The evolution of luminous FSRQs shows a peak in redshift (z{sub c} = 4.3 {+-} 0.5) which is larger than the one observed in QSOs and X-ray selected AGNs. We argue that FSRQs can be used as tracers of massive elliptical galaxies in the early Universe.

    Energy conservation is virtually always a bust. Governments around the world continually trot out new schemes to reduce energy use and promote efficiency. The prime American example of this futility is government regulation of automobile gas mileage. Prompted by the Arab oil embargo of 1973, Congress mandated a doubling of gas mileage. What happened? Gasoline consumption rose from 1973 to the 1990s, as the roads were flooded with energy-efficient cars. Huge sport-utility vehicles crowd parking lots, also thanks to more efficient engines. Conservation fails because it takes no account of economics of human nature. The combination of greater engine efficiency and rising disposable income has produced a true golden age of motoring. In the same way, what is saved by installing special light bulbs is often wasted on new hot tubs, exterior lighting and a host of other energy uses, as homeowners assume that their electric bills will drop off substantially. In spite of these and dozens of other clear failures, the claims for conservation to solve virtually all the national energy dilemmas continue. Few if any are valid. While each of us can reduce energy use in one or two areas, one finds that the nation gradually uses more.

    The availability of the assembled mouse genome makespossible, for the first time, an alignment and comparison of two largevertebrate genomes. We have investigated different strategies ofalignment for the subsequent analysis of conservation of genomes that areeffective for different quality assemblies. These strategies were appliedto the comparison of the working draft of the human genome with the MouseGenome Sequencing Consortium assembly, as well as other intermediatemouse assemblies. Our methods are fast and the resulting alignmentsexhibit a high degree of sensitivity, covering more than 90 percent ofknown coding exons in the human genome. We have obtained such coveragewhile preserving specificity. With a view towards the end user, we havedeveloped a suite of tools and websites for automatically aligning, andsubsequently browsing and working with whole genome comparisons. Wedescribe the use of these tools to identify conserved non-coding regionsbetween the human and mouse genomes, some of which have not beenidentified by other methods.

It is observed that commonly used models do not conserve energy in the ideal limit, i.e., when viscosity and resistivity are neglected.     This session at the Wind Energy and Birds/Bats workshop consisted of one presentation followed by a discussion/question and answer period. The paper ''Wind turbines and Avian Risk: Lessons from Communications Towers'' was given by Paul Kerlinger. The presenter outlined lessons that have been learned from research on communications (not cell) towers and about the impacts of guy wires and lights on birds and bats and how they could be useful to wind energy developers. The paper also provided specific information about a large 'fatality' event that occurred at the Mountaineer, WC wind energy site in May 2003, and a table of Night Migrant Carcass search findings for various wind sites in the US.

    In this study, the relative financial impact on HUD and PHAs of these four funding strategies, based on case studies of actual retrofit efforts by two local housing authorities: San Francisco, California and Trenton, New Jersey are examined. The selected retrofits all show significant energy savings. This is not, however, reflected in the financial benefits to each party because current provisions of the Performance Funding System (PFS) for public housing energy subsidies require that costs and savings associated with energy conservation retrofits be shared between HUD and the local housing authorities, regardless of the financing mechanism used.

    This paper uses the Residential Energy Consumption Survey undertaken by the Energy Information Administration in 1990 to estimate the statistical association between household income and participation in electric utility energy conservation programs and the association between participation and the electricity consumption. The results indicate that utility rebates, energy audits, load management programs and other conservation measures tend to be undertaken at greater frequency by high income households than by low income households. Participants in conservation programs tend to occupy relatively new and energy efficient residences and undertake conservation measures other than utility programs, which suggests that utility sponsored programs are substitutes for other conservation investments. Electricity consumption during 1990 is not significantly less for households participating in utility programs than for nonparticipants, which also implies that utility conservation programs are displacing other conservation investments. Apparently, utility programs are not avoiding costs of new construction and instead are transferring wealth, particularly to high income participating households.

    The Augustine Band of Cahuilla Indians was awarded a grant through the Department of Energy First Steps program in June of 2006. The primary purpose of the grant was to enable the Tribe to develop energy conservation policies and a strategy for alternative energy resource development. All of the work contemplated by the grant agreement has been completed and the Tribe has begun implementing the resource development strategy through the construction of a 1.0 MW grid-connected photovoltaic system designed to offset a portion of the energy demand generated by current and projected land uses on the Tribe’s Reservation. Implementation of proposed energy conservation policies will proceed more deliberately as the Tribe acquires economic development experience sufficient to evaluate more systematically the interrelationships between conservation and its economic development goals.

  10. Deterrents to energy conservation investment in public housing

    In an effort to reduce rising energy costs, the Department of Housing and Urban Development (HUD) has strongly urged local public housing authorities (PHAs) to improve the energy efficiency of their building stock. In this study, the authors examine the relative impact on HUD and PHAs of four retrofit financing strategies used by two local housing authorities. They find that the existing Performance Funding System (PFS) regulations tend to discourage PHAs from actively pursuing cost-effective investments that improve the energy efficiency of their housing projects. The authors' results indicate that HUD policies distribute the dollar savings from conservation retrofits in such a way that HUD receives substantial benefits, while local public housing authorities get few benefits. In fact, PHAs can lose money, even in cases where there are significant energy savings and payback periods of less than three years. The authors tested several alternatives to the current regulations and found that the best way to encourage PHAs to conserve is for HUD to reimburse them for new maintenance and capital costs of the conservation retrofits.

    An energy conserving air motor with rotary actuation includes a pair of cooperating different diameter pistons coaxially arranged and connected rigidly to one another by a central connecting member provided with spur gear section adaptable of receiving a meshing pinion assembled inside an elongated housing provided with a diffential diameter bore passing therethrough and adaptable of receiving inside a larger diameter section which is blind a larger piston while smaller diameter section which is provided with fluid supply and exhaust port means receives smaller diameter piston while said pinion entering said housing perpendicularly substantially central to the housing ends so as to rotate therein when pistons move linearly inside bore between a first normally atmospheric and a second energized positions in response to the working fluid pressure supplied via fluid supply and exhaust port means by way of a 3-way solenoid or pilot operated directional valve so as to allow energization of the small diameter piston, initially atmospheric, with an end force large enough to shift piston assembly into the second energized position at which time working fluid enters backside of the larger piston via internal pilot porting provided therebetween to exert a much larger end force than that prevailing over the small piston, automatically returning piston assembly into the first original position for an eventual exhaust of the working fluid via 3-way valve and cycle repetition saving energy.

    Various policies and programs have been created to promote energy conservation in Asia. Energy conservation centers, energy conservation standards and labeling, commercial building codes, industrial energy use regulations, and utility demand-side management (DSM) are but a few of them. This article attempts to analyze the roles of these different policies and programs in seven typical Asian countries: China, Indonesia, Japan, Pakistan, South Korea, the Philippines, and Thailand. The conclusions show that the two most important features behind the success policies and programs are (1) government policy support and (2) long-run self-sustainability of financial support to the programs.

    Various strategies are used by oil-importing countries to reduce their economic dependence on imported oil: national oil production, energy conservation, and the change of economic structures from high energy intensity sectors to low ones. In this article, the roles of these different strategies have been identified for 10 selected oil-importing countries in Asia: Bangladesh, India, Nepal, Pakistan, Sri Lanka, the Philippines, Thailand, Hong Kong, R.O Korea, and Taiwan. The results show that most of the selected countries (although Hong Kong and Taiwan are independent economic entities, for simplicity, the author refers to them as countries) have succeeded in reducing their national economy dependence on imported oil since 1973. Hong Kong, Sri Lanka, Thailand, and India are among the most successful countries, with more than 40% reduction in their economic dependence on imported oil.

    We evaluate the conservation potential of compact fluorescent lamps (CFLs) for managing the rapidly increasing electrical energy and peak demand in India and Brazil. Using very conservative assumptions, we find that the cost of conserved energy using 16 W CFLs is 4 and 6 times less than the long range marginal cost of electricity for the two countries. The cost of avoided peak installed capacity is 6 and 9.5 times less than the cost of new installed capacity for India and Brazil. The analysis is undertaken from the three separate perspectives of the national economies, the consumers, and the utilities. We find that because residential electricity is subsidized, the consumers have little or no incentive to purchase and install the CFLs, unless they too are subsidized. However, the benefits of CFL installation to the utility are so large that subsidizing them is a paying proposition for the utility are so large that subsidizing them is a paying proposition for the utility in almost all cases. As an illustration of a gradual introduction strategy for CFLs, we calculate a scenario where national savings of the order of US $1.2 million per day for India and US $2.5 million per day for Brazil are reached in 10 years by a small and gradual transfer of subsidy from residential electricity to CFLs. We then explore the barriers to immediate large scale introduction of these lamps in the two countries. Specific technical and marketing problems are identified and discussed, which would require solution before such an introduction can be attempted. Lastly, we discuss the range of policy instruments, in addition to a subsidy scheme, that can be used for promoting the diffusion of these lamps in the domestic and commercial sector. 47 refs., 15 figs., 2 tabs.

    We investigate coupled stochastic differential equations governing N non-negative continuous random variables that satisfy a conservation principle. In various fields a conservation law requires that a set of fluctuating variables be non-negative and (if appropriately normalized) sum to one. As a result, any stochastic differential equation model to be realizable must not produce events outside of the allowed sample space. We develop a set of constraints on the drift and diffusion terms of such stochastic models to ensure that both the non-negativity and the unit-sum conservation law constraint are satisfied as the variables evolve in time. We investigate the consequences of the developed constraints on the Fokker-Planck equation, the associated system of stochastic differential equations, and the evolution equations of the first four moments of the probability density function. We show that random variables, satisfying a conservation law constraint, represented by stochastic diffusion processes, must have diffusion terms that are coupled and nonlinear. The set of constraints developed enables the development of statistical representations of fluctuating variables satisfying a conservation law. We exemplify the results with the bivariate beta process and the multivariate Wright-Fisher, Dirichlet, and Lochner’s generalized Dirichlet processes.

  5. From comfort to kilowatts: An integrated assessment of electricity conservation in Thailand's commercial sector

    Thailand serves as a case study of the potential to conserve electricity in the fast-growing commercial sectors of the tropical developing world. We performed a field study of over 1100 Thai office workers in which a questionnaire survey and simultaneous physical measurements were taken. Both air-conditioned and non-air-conditioned buildings were included. We analyzed Thai subjective responses on the ASHRAE, McIntyre and other rating scales, relating them to Effective Temperature, demographics, and to rational indices of warmth such as PMV and TSENS. These results suggest that without sacrificing comfort, significant energy conservation opportunities exist through the relaxation of upper space temperature limits. To investigate the potential for conserving energy in a cost-effective manner, we performed a series of parametric simulations using the DOE-2.1D computer program on three commercial building prototypes based on actual buildings in Bangkok; an office, a hotel, and a shopping center. We investigated a wide range of energy conservation measures appropriate for each building type, from architectural measures to HVAC equipment and control solutions. The best measures applied in combination into high efficiency cases can generate energy savings in excess of 50%. Economic analyses performed for the high efficiency cases, resulted in costs of conserved energy of less than and internal rates of return in excess of 40%. Thermal cool storage, cogeneration, and gas cooling technology showed promise as cost-effective electric load management strategies.

    Mr. Bajer feels that elimination of many federal conservation programs will have no effect on the US goal of reducing oil imports because the private sector can do a better job of providing these efforts. He notes that many government programs were the result of overreaction to the 1973 oil embargo, when Congress misread the public's willingness to respond. The American people have taken the initiative, however, and have reduced their energy consumption and import rates. Mr. Bajer further notes that, according to the DOE Office of Policy, Planning and Analysis, DOE's conservation programs accounted for less than 5% of reduction of energy use per unit of GNP. He thinks that new policies will allow market forces to continue providing conservation incentives and will remove government intervention and competition with the private sector. (DCK)

    Three-quarters of DOE's Conservation R and D funds have been devoted to technology research and development: basic and applied research, exploratory R and D, engineering feasibility studies, pilot-scale prototype R and D, and technology demonstration. Non R and D projects have involved technology assessment program planning and analysis, model development, technology transfer and consumer information, health effects and safety research, and technical support for rule making.     This Comprehensive National Energy Strategy sets forth a set of five common sense goals for national energy policy: (1) improve the efficiency of the energy system, (2) ensure against energy disruptions, (3) promote energy production and use in ways that respect health and environmental values, (4) expand future energy choices, and (5) cooperate internationally on global issues. These goals are further elaborated by a series of objectives and strategies to illustrate how the goals will be achieved. Taken together, the goals, objectives, and strategies form a blueprint for the specific programs, projects, initiatives, investments, and other actions that will be developed and undertaken by the Federal Government, with significant emphasis on the importance of the scientific and technological advancements that will allow implementation of this Comprehensive National Energy Strategy. Moreover, the statutory requirement of regular submissions of national energy policy plans ensures that this framework can be modified to reflect evolving conditions, such as better knowledge of our surroundings, changes in energy markets, and advances in technology. This Strategy, then, should be thought of as a living document. Finally, this plan benefited from the comments and suggestions of numerous individuals and organizations, both inside and outside of government. The Summary of Public Comments, located at the end of this document, describes the public participation process and summarizes the comments that were received. 8 figs.

    Porous electrode theory coupled with transport and reaction mechanisms is a widely used technique to model Li-ion batteries employing an appropriate discretization or approximation for solid phase diffusion with electrode particles. One of the major difficulties in simulating Li-ion battery models is the need to account for solid phase diffusion in a second radial dimension r, which increases the computation time/cost to a great extent. Various methods that reduce the computational cost have been introduced to treat this phenomenon, but most of them do not guarantee mass conservation. The aim of this paper is to introduce an inherently mass conserving yet computationally efficient method for solid phase diffusion based on Lobatto III A quadrature. This paper also presents coupling of the new solid phase reformulation scheme with a macro-homogeneous porous electrode theory based pseudo 20 model for Li-ion battery. (C) The Author(s) 2015.   3. Habitat conservation planning for California`s Central Valley grassland prairie/vernal pool landscapes

    Vernal Pools are shallow seasonal ponds that form in poorly drained depressions scattered across California`s vast Central Valley. The valley`s rolling terrain and Mediterranean climate, together with an essentially impervious soil horizon, are the key environmental factors affecting distribution of the habitat across valley grassland landscapes. Interest in this habitat heightened in 1993 when vernal pools were the first wetland type in the country to be designated as {open_quotes}Aquatic Resources of National importance{close_quotes} (ARNI). The 1994 listing of four invertebrate species, endemic to California vernal pools, for protection under the endangered Species Act placed further emphasis on them. A 90% loss hypothesis resulted in a strict regulatory policy of {open_quotes}on site{close_quotes} conservation where urbanization interfaces with valley grassland and vernal pool resources. Approximately 2.1 million acres of historic habitat were identified. The current resource covers approximately 1.0 million acres distributed primarily in expansive rangland tracts across 20 California counties. A GIS data base was developed for the Central Valley, with an emphasis on rapidly urbanizing Sacramento County, to provide resource planners with the information to develop a sound conservation strategy for acres was completed in 1994. Restoration and preservation can continue to conserve large tracts that have been well managed historically by ranchers. The findings indicate a tremendous conservation opportunity--thought to have been lost--is extant, and planning decisions can now be based upon sound science.

    An economic and energy analysis of ice rinks was made to examine the areas in which energy could be profitably conserved. The areas where new equipment could make a major reduction in energy use are: the use of waste heat for space heating, the installation of a low emissivity false ceiling to reduce radiant heat, the use of a load cycling controller to reduce refrigeration costs, and the installation of more efficient lighting systems. Changes in rink operating procedure that could cut energy use are: higher refrigerant temperatures, thinner ice, the use of colder resurfacing water, turning the compressors and pumps off at night, and reducing ventilation.

    This report presents the results of a recent research project originally concerned with review of governmental initiatives for changes to hospital design and operation standards at both the federal and state levels. However. it quickly became apparent that concern with energy conservation was not impacting hospital environmental standards, especially at the state level, irrespective of the energy implications. Consequently, the study was redirected to consider all energy conservation initiatives directed toward design and operating practices unique to the hospital environment. The scope was limited to agency programs (i.e., not undertaken at the initiative of individual hospitals), applicable to non-federal public and private hospitals.

  15. Nanoheterostructure Cation Exchange: Anionic Framework Conservation

    In ionic nanocrystals the cationic sub-lattice can be replaced with a different metal ion via a fast, simple, and reversible place-exchange, allowing post-synthetic modification of the composition of the nanocrystal, while preserving its size and shape. Here, we demonstrate for the first time that during such an exchange, the anionic framework of the crystal is preserved. When applied to nanoheterostructures, this phenomenon ensures that compositional interfaces within the heterostructure are conserved throughout the transformation. For instance, a morphology composed of a CdSe nanocrystal embedded in a CdS rod (CdSe/CdS) was exchanged to a PbSe/PbS nanorod via a Cu2Se/Cu2S structure. During every exchange cycle, the seed size and position within the nanorod were preserved, as evident by excitonic features, Z-contrast imaging, and elemental line-scans. Anionic framework conservation extends the domain of cation exchange to the design of more complex and unique nanostructures.

    The presentation covers a brief summary of the research activities of the Environmentally Compatible Energy Strategies Project (ECS) at IIASA. The overall research focuses on long-term global energy development and emissions of greenhouse gases (GHG). The ultimate goal is to analyze strategies that achieve decarbonization of global energy systems during the next century. The specific activities range from mitigation of GHG emissions to an integrated assessment of climate change. One focal point is the GHG mitigation technology inventory CO{sub 2}DB, which presently covers approximately 1,400 technologies related to energy and the greenhouse effect. Another integral part is the development of global energy and emissions scenarios, an effort involving a number of formal models to assess the implications. A large number of global scenarios for the next century has been developed, that could be grouped into three families. All of them include energy efficiency improvements and some degree of decarbonization in the world. They are based on different economic and technological development trajectories, and their emissions range from very high to a stabilization of atmospheric carbon dioxide emissions. The presentation will outline the salient characteristics of the three scenario families and provide some regional implications of these alternative futures.

    This report outlines major conservation trends for the four US energy consuming sectors: residential, commercial, industrial, and transportation. Tables on residential use include data on gas, electricity, and fuel oil. Data is not available for renewable sources or for bottled gas, kerosene, or propane. Commercial data is also reported for gas, electricity, and fuel oil, and total consumption is examined on a square foot basis. Industrial trends are shown for the ten most energy intensive industries. In addition, industrial efficiencies by fuel are analyzed. For the transportation sector, petroleum products (particularly gasoline) are the major fuels considered, and selected energy intensities are examined. The discussion on each sector will cover findings, data sources, and data interpretation. Recommendations on reporting are part of the residential section of this report.

    Over the next twenty years, the Earth`s rain forests may decrease by forty percent! This paper presents a revolutionary corporate entity for the protection of those forests, the biological diversity conservation district (biodistricts). The underlying cause of rain forest destruction is unfettered competition for limited resources. The competitors are many: farmers, business, local and national governments, the biotechnology and ecotourism industries, multinational companies, public utilities, and indigenous groups. To varying degrees, all compete within the marketplace. biodistricts will bring together two forces once thought to be antithetical: conservation an development. They will be set up in corporate form, owned and controlled by groups claiming access to the forest resources. Because the various groups will fight for the same resources habitats, ecosystems, and genetic diversity-each will prevent the others from destroying them. The district members will ensure that all businesses maintain sustainable development practices because the economic success of the district depends upon the area`s natural beauty and biological diversity. This paper analyzes the effects on the culture, politics, economy and conservation there. It will conclude that the comprehensive approach taken by biodistricts is the only method for solving the problem of rain forest destruction; that it is economically feasible, culturally viable, and ethically defensible. By March 1, 1995, the paper will represent not only the culmination of eighteen months of research, writing and interviews regarding biological diversity conservation, but also the impetus to push the thinking of environmentalists and business persons in a new direction, perhaps the only direction that will allow the nations of the world to protect their forests for the next twenty years and beyond.

    We report the results of Suzaku broadband X-ray observations of the two narrow-line radio galaxies, 3C 403 and IC 5063. Combined with the Swift/Burst Alert Telescope (BAT) spectra averaged for 58 months, we are able to accurately constrain their spectral properties over the 0.5-200 keV band. The spectra of both nuclei are well represented with an absorbed cutoff power law, an absorbed reflection component from cold matter with an iron-K emission line, and an unabsorbed soft component, which gives a firm upper limit for the scattered emission. The reflection strength normalized to the averaged BAT flux is R {identical_to} {Omega}/2{pi} {approx} 0.6 in both targets, implying that their tori have a sufficiently large solid angle to produce the reprocessed emission. A numerical torus model with an opening angle of {approx}50{sup 0} well reproduces the observed spectra. We discuss the possibility that the amount of the normal gas responsible for Thomson scattering is systematically smaller in radio galaxies compared with Seyfert galaxies.

    This document presents the final report of a study of residential energy use in Caracas, the capital of Venezuela. It contains the findings of a household energy-use survey held in Caracas in 1988 and examines options for introducing energy conservation measures in the Venezuelan residential sector. Oil exports form the backbone of the Venezuelan economy. Improving energy efficiency in Venezuela will help free domestic oil resources that can be sold to the rest of the world. Energy conservation will also contribute to a faster recovery of the economy by reducing the need for major investments in new energy facilities, allowing the Venezuelan government to direct its financial investments towards other areas of development. Local environmental benefits will constitute an important additional by-product of implementing energy-efficiency policies in Venezuela. Caracas`s residential sector shows great potential for energy conservation. The sector is characterized by high saturation levels of major appliances, inefficiency of appliances available in the market, and by careless patterns of energy use. Household energy use per capita average 6.5 GJ/per year which is higher than most cities in developing countries; most of this energy is used for cooking. Electricity accounts for 41% of all energy use, while LPG and natural gas constitute the remainder. Specific options for inducing energy conservation and energy efficiency in Caracas`s residential sector include energy-pricing policies, fuel switching, particularly from electricity to gas, improving the energy performance of new appliances and customer information. To ensure the accomplishment of an energy-efficiency strategy, a concerted effort by energy users, manufacturers, utility companies, government agencies, and research institutions will be needed.

    The purpose of this study is to identify and quantify potential energy savings available through the development and application of biotechnologies. This information is required in support of ECUT research planning efforts as an aid in identifying promising areas needing further consideration and development. It is also intended as background information for a companion ECUT study being conducted by the National Academy of Science to evaluate the use of bioprocessing methods to conserve energy. Several studies have been conducted recently to assess the status and implications of the development of biotechnology. The Office of Technology Assessment (OTA) considered institutional, economic, and scientific problems and barriers. The National Science Foundation sponsored a study to examine regulatory needs for this new and expanding technology. Somewhat in contrast to these studies, this report covers principally the technical issues. It should be emphasized that the practicality of many developments in biotechnology is not evaluated solely on the basis of energy considerations. Bioprocesses must often compete with well-established coal, petroleum, and natural gas technologies. A complete evaluation of the technical, economical, and ecological impacts of the large-scale applications discussed in this report is not possible within the scope of this study. Instead, this report assesses the potential of biotechnology to save energy so that research into all aspects of implementation will be stimulated for those industries with significant energy savings potential. 92 references, 6 figures, 24 tables.

    Approximately three years ago, the utilities started preparing for deregulation. Energy savings concerns and rebate programs were suspended by the fear of retail wheeling. Utilities were becoming more interested in increasing load and their customer base because, under deregulation, competitors would be stealing their customer base with cheaper prices and incentive packages. Thus, the commitment of utilities shifted from supplying power under their obligation to serve the customer, and to obtain a reasonable return for the stockholder to increasing their market share. As a consequence of the evaporation of utility incentive payments, financing has taken on a larger role in developing viable projects. The developer has to present projects to his customers as they stand on economic benefits, and without the help of rebate incentives. Financing energy conservation deals is the province of a small community of financiers who have expertise to present and explain deals to lenders. Other available funding sources are: banks; insurance companies; utility subsidiaries; energy funds and green funds; private investors; and leasing companies.

Finally, it offers recommendations and options for military involvement to reduce global warming. Global warming and other environmental issues are important to the US military. As the United States leadership in environmental matters encourages global stability, the US military will be able to focus more on readiness and on military training and operations.

    The University of Miami (UM) has embarked on a very important and worthwhile mission: {open_quotes}To make UM one of the most energy efficient Universities in the Nation by the year 2000.{close_quotes} In order for the University to meet this goal we knew we would need to take advantage of all the available technologies and address the freon issues. In June 1990 the Coral Gables Campus had five chilled Water Production Plants, each representing small independent systems serving from four to ten buildings. Because of energy conservation measures of the past (i.e. elimination, reheat, first generation lighting retrofits, and some diversity), each plant had excess capacity. At that time we also had identified about 600 tons of old falling apart air conditioning equipment. Our Capital Construction Program was beginning design efforts for a new Music Recital Hall and an addition to the Law Library. With all this considered it made sense to develop a common chilled water loop to connect these plants and provide a vehicle to capitalize on available capacity. As this concept took shape it became evident that a master chilled water loop encircling the entire campus would address the next 20 years of campus development. This 20 year plan would require various phases of development. Phase I would connect three chilled water production plants and enable us to supply chilled water to seven existing facilities with approximately 600 tons of old inefficient air conditioning equipment and supply chilled water to the new Law and Music facilities, (approximately 400 tons) without buying any additional chillers.

    This report systematically compares, within a consistent framework, the technical and economic characteristics of energy-conserving irrigation systems with those of conventional irrigation systems and to determine total energy savings. Levelized annual costs of owning and operating both energy-conserving and conventional irrigation systems have been developed and compared for all 17 states to account for the differences in energy costs and irrigation conditions in each state. Market penetration of energy-conserving systems is assessed for those systems having lower levelized annual costs than conventional systems performing the same function. Annual energy savings were computed by matching the energy savings per system with an assumed maximum market penetration of 100 percent in those markets where the levelized annual costs of energy-conserving systems are lower than the levelized annual costs of conventional systems.

  11. Energy conservation and cost benefits in the dairy processing industry

    Guidance is given on measuring energy consumption in the plant and pinpointing areas where energy-conservation activities can return the most favorable economics. General energy-conservation techniques applicable to most or all segments of the dairy processing industry, including the fluid milk segment, are emphasized. These general techniques include waste heat recovery, improvements in electric motor efficiency, added insulation, refrigeration improvements, upgrading of evaporators, and increases in boiler efficiency. Specific examples are given in which these techniques are applied to dairy processing plants. The potential for energy savings by cogeneration of process steam and electricity in the dairy industry is also discussed. Process changes primarily applicable to specific milk products which have resulted in significant energy cost savings at some facilities or which promise significant contributions in the future are examined. A summary checklist of plant housekeeping measures for energy conservation and guidelines for economic evaluation of conservation alternatives are provided. (MHR)
