  1. Oil discoveries and basin resource prediction in Latin America: Past, present, and future

    Over 350 oil discoveries were made in Latin America during the 1980s. About 12% are estimated to contain reserves greater than 100 MMBO. Several of the larger finds (>500 MMBO), such as Cusiana (Colombia), Furrial/Musipan (Venezuela), Cano Lima (Colombia) and Marlim (Brazil) represent an important part of the giant field found worldwide since 1980. Most of the larger discoveries were made by national oil companies in Venezuela, Mexico and Brazil. Undiscovered oil resources of 40-80 BBO are estimated to remain in the highest potential Latin American basins, including those in Mexico, based on historical field size data and current geological knowledge. Over 150 BBO of produced oil and proven reserves has been found in the same group of basins. The probability of finding large undiscovered oil and gas fields (>100 MMBOE) in selected established and mature Latin American basins is high. The Campos (Brazil), Llanos (Colombia), Magadalena (Colombia), Maracaibo (Venezuela), Marahon-Oriente-Putomayo (Peru-Ecuador-Colombia), Maturin (Venezuela), Reforma-Campeche (Mexico) and Ucayali (Peru) basins have the best possibility for such accumulations. Another tier of frontier and emerging basins may also contain significant resources, but limited data makes it difficult to estimate their undiscovered resources. Some of the higher potential basins in this group include the Sierra de Chiapas (Mexico/Guatemala), Huallaga (Peru), Yucatan (Mexico), Sabinas, and Burgos (Mexico) basins.

    Present energy consumption patterns, known reserves of conventional energy sources (oil, gas, coal, and hydroelectricity), and the impact of the oil crisis on the oil-importing countries of Latin America are discussed. New approaches to energy use, including improvements on end-use efficiency, fuel substitutions, nonconventional energy sources, and changes in consumption patterns, are important. Of particular significance are the alcohol program in Brazil and the possibilities for increased use of hydroelectricity.     Throughout this project, the Hemispheric Center for Environmental Technology's (HCET) goal was to initiate a comprehensive research program on sustainable development, environmental protection, and the market for environmental technologies in Latin America and the Caribbean. The data resulting from the work associated with this project has been entered into an information system which supplies useful and accurate data knowledge to interested parties. When relevant information has been found to be insufficient and/or not readily available, HCET has investigated, conducted research, and subsequently made this information available to the public. During FY96, HCET completed numerous tasks to contribute to this body of knowledge. This initiative will continue throughout 1997. Highlights of FY96 are described.

    In recent years, Latin America`s hydrocarbons sector has been characterized by reorganization, revitalization, regional cooperation, environmental awakening, and steady expansion. The pattern of these changes, which appear to be the megatrends of the region`s hydrocarbons sector development, will continue during the rest of the 1990s. To further study the current situation and future prospects of Latin America`s hydrocarbons sector, we critically summarize in this short article the key issues in the region`s oil and gas development. These megatrends in Latin America`s hydrocarbons sector development will impact not only the future energy demand and supply in the region, but also global oil flows in the North American market and across the Pacific Ocean. Each country is individually discussed; pipelines to be constructed are discussed also.

    The authors discusses the changes that are taking place in Argentina as well as in all of Latin America today -- privatization, deregulation, and the modernization of the economy, changes which will serve to strengthen the governments and provide a better quality of life for all of them. He gives an insight into the factors which helped bring about these changes, the support they are receiving, the problems which persist, and the measures that still must be taken so that these positive changes remain in place. He offers some useful information that will perhaps contribute to their understanding of the vast area which he refers to as Latin America, and more specifically, gives a thumbnail sketch of what is happening today in the Republic of Argentina. For many years now, Latin American leaders have travelled to other parts of the world and spoken about the plans and expectations for the region`s future.     The successful installation and operation of the Pierre Auger Observatory in Argentina has been a milestone in Astroparticle research in Latin America, generating new regional research opportunities in the field. In this context, the LAGO project, begun in 2005 with the aim of studying the high-energy component of gamma ray bursts (GRBs). This observatory consists of different arrays of water-Cherenkov detectors installed in high altitude mountains throughout Latin America. Recently, it has demonstrated the feasibility of conducting studies on the solar modulation of the galactic cosmic ray flux. Currently more than 80 scientists and students from Mexico, Guatemala, Colombia, Venezuela, Ecuador, Peru, Bolivia and Argentina are integrated into the LAGO Collaboration.     The management of spent sealed sources is considered by the International Atomic Energy Agency (IAEA) one of the greatest challenges faced by nuclear authorities today, especially in developing countries. One of the Agency`s initiatives to tackle this problem is the Spent Radium Sources Conditioning Project, a worldwide project relying on the regional co-operation between countries. A team from the Brazilian nuclear research institute Centro de Desenvolvimento da Tecnologia Nuclear (CDTN) was chosen as the expert team to carry out the operations in Latin America; since December 1996 radium sources have been safely conditioned in Uruguay, Nicaragua, Guatemala, Ecuador and Paraguay. A Quality Assurance Program was established, encompassing the qualification of the capsule welding process, written operational procedures referring to all major steps of the operation, calibration of monitors and information retrievability. A 200L carbon steel drum-based packaging concept was used to condition the sources, its cavity being designed to receive the lead shield device containing stainless steel capsules with the radium sources. As a result of these operations, a total amount of 2,897 mg of needles, tubes, medical applicators, standard sources for calibration, lightning rods, secondary wastes and contaminated objects were stored in proper conditions and are now under control of the nuclear authorities of the visited countries.

    There are four Jurassic to Recent basin-forming periods in northern Central America (honduras, Honduran Borderlands, Belize, Guatemala, northern Nicaragua): (1) Middle Jurassic-Early Cretaceous rifting and subsidence along normal faults in Honduras and Guatemala; rifts are suggested but are not well defined in Honduras by the distribution of clastic sediments and associated volcanic rocks. Rifting is attributed to the separation of Central America from the southern margin of the North American plate; (2) Cretaceous subsidence recorded by the development of a Cretaceous carbonate platform in Honduras, Guatemala, and Belize; subsidence is attributed to thermal subsidence of the rifted margins of the various blocks; (3) Late Cretaceous-Recent development of a volcanic arc along the western margin of Middle America and the northern margin of Honduras; (4) Late Cretaceous large-scale folding in Honduras, ophiolite obduction, and formation of a foredeep basin in Guatemala (Sepur trough); deformation is attributed to the collision between a north-facing arc in northern Honduras and the Nicaraguan Rise and the passive margin of Guatemala and Belize; and (5) Eocene to Recent strike-slip faulting along the present-day North American-Caribbean plate boundary in Guatemala, northern Honduras, and Belize. Strike-slip faults and basins form a California-type borderlands characterized by elongate basins that appear as half-grabens in profile. Counterclockwise rotation of the central honduras plateau, a thicker and topographically higher-than-average block within the plate boundary zone, is accommodated by rifting or strike-slip faults at its edges.

  15. Using non-local databases for the environmental assessment of industrial activities: The case of Latin America

    Nine non-local databases were evaluated with respect to their suitability for the environmental assessment of industrial activities in Latin America. Three assessment methods were considered, namely Life Cycle Assessment (LCA), Environmental Impact Assessment (EIA) and air emission inventories. The analysis focused on data availability in the databases and the applicability of their international data to Latin American industry. The study showed that the European EMEP/EEA Guidebook and the U.S. EPA AP-42 database are the most suitable ones for air emission inventories, whereas the LCI database Ecoinvent is the most suitable one for LCA and EIA. Due to the data coverage in the databases, air emission inventories are easier to develop than LCA or EIA, which require more comprehensive information. One strategy to overcome the limitations of non-local databases for Latin American industry is the combination of validated data from international databases with newly developed local datasets.

  16. RECENT DEVELOPMENTS OF THE IRIS PROJECT OF INTEREST FOR LATIN AMERICA

    The IRIS (International Reactor Innovative and Secure) reactor design is being developed by an international consortium of 21 organizations from ten countries, including three members from Brazil and one from Mexico. This reflects the interest that Latin America has for a project which addresses the energy needs of the region. Presented here are some of the most recent developments in the IRIS project. The project's highest priority is the current pre-application licensing with the US NRC, which has required an investigation of the major accident sequences and a preliminary probabilistic risk assessment (PRA). The results of the accident analyses confirmed the outstanding inherent safety of the IRIS configuration and the PRA analyses indicated a core damage frequency due to internal events of the order of 2E-8. This not only highlights the enhanced safety characteristic of IRIS which should enhance its public acceptance, but it has also prompted IRIS to consider the possibility of being licensed without the need for off-site emergency response planning which would have a very positive economic implication. The modular IRIS, with each module rated at {approx} 335 MWe, is of course an ideal size for developing countries as it allows to easily introduce a moderate amount of power on limited electric grids. IRIS can be deployed in single modules in regions only requiring a few hundred MWs or in multiple modules deployed successively at time intervals in large urban areas requiring a larger amount of power increasing with time. IRIS is designed to operate ''hands-off'' as much as possible, with a small crew, having in mind deployment in areas with limited infrastructure. Thus IRIS has a 48-months maintenance interval, long refueling cycles in excess of three years, and is designed to increase as much as possible operational reliability. For example, the project has recently adopted internal control rod drive mechanisms to eliminate vessel head penetrations and the possibility of corrosion cracking as in Davis-Besse and other plants. Latin America, as many other regions on the earth, needs water as much as electricity. IRIS has developed a water desalination co-generation design which can employ a variety of processes as dictated by local and economic conditions. Applications to the arid Brazilian Nord-Este and Mexican Nord-Oeste are being considered.

    Latin America is the most urbanized region in the developing world. In recent years, significant economic growth has resulted in population migration from rural areas to urban centers, as well as in a substantial rise in the standard of living within the Region. These changes have impacted the air quality of Latin American countries as increased numbers of industrial facilities and motor vehicles release pollutants into the air. With the advent of new free trade agreements such as MERCOSUR and NAFTA, economic activity and associated pollutant levels can only be expected to continue to expand in the future. In order to address growing air pollution problems, many Latin America countries including Argentina, Brazil, Chile, Columbia, Costa Rica, and Mexico have passed, or will soon pass, new legislation to develop and strengthen their environmental frameworks with respect to air quality. As a first step toward understanding the impacts that this increased environmental regulation will have, this paper will examine the regulatory systems in six Latin American countries with respect to ambient air quality and for each of these countries: review a short history of the air quality problems within the country; outline the legal and institutional framework including key laws and implementing institutions; summarize in brief the current status of the country in terms of program development and implementation; and identify projected future trends. In addition, the paper will briefly review the international treaties that have bearing on Latin American air quality. Finally, the paper will conclude by identifying and exploring emerging trends in individual countries and the region as a whole.

  4. Regional and Local Trends in helium isotopes, basin and rangeprovince, western North America: Evidence for deep permeablepathways

    Fluids from the western margin of the Basin and Range have helium isotope ratios as high as {approx}6-7 Ra, indicating a strong mantle melt influence and consistent with recent and current volcanic activity. Moving away from these areas, helium isotope ratios decrease rapidly to ''background'' values of around 0.6 Ra, and then gradually decrease toward the east to low values of {approx}0.1 Ra at the eastern margin of the Basin and Range. Superimposed on this general regional trend are isolated features with elevated helium isotope ratios (0.8-2.1 Ra) compared to the local background. Spring geochemistry and local geology indicate that these ''He-spikes'' are not related to current or recent magmatic activity, suggesting that the spikes may reflect either localized zones deep mantle melting or deep permeable pathways (faults) with high vertical fluid flowrates. A detailed study of one of the He-spikes (Dixie Valley and the Stillwater Range Front Fault system), indicates that features with high 3He/4He ratios are confined to the range front normal faults characteristic of the extensional regime in the Basin and Range, suggesting that these faults are deep permeable pathways. However, not all range front fault systems transmit fluids with a mantle signature, implying that not all have deep permeable pathways.

    An extensive study of helium isotopes in fluids collectedfrom surface springs, fumaroles and wells across the northern Basin andRange Province reveals a systematic trend of decreasing 3He/4He ratiosfrom west to east. The western margin of the Basin and Range ischaracterized by mantle-like ratios (6-8 Ra) associated with active orrecently active crustal magma systems (e.g. Coso, Long Valley, Steamboat,and the Cascade volcanic complex). Moving towards the east, the ratiosdecline systematically to a background value of ~;0.1 Ra. The regionaltrend is consistent with extensive mantle melting concentrated along thewestern margin and is coincident with an east-to-west increase in themagnitude of northwest strain. The increase in shear strain enhancescrustal permeability resulting in high vertical fluid flow rates thatpreserve the high helium isotope ratios at the surface. Superimposed onthe regional trend are "helium spikes", local anomalies in the heliumisotope composition. These "spikes" reflect either local zones of mantlemelting or locally enhanced crustal permeability. In the case of theDixie Valley hydrothermal system, it appears to be a combination ofboth.

    In April 1989, the Illinois State Geological Survey and the Indiana and Kentucky Geological surveys formed the Illinois Basin Consortium (IBC) for the purpose of advancing the geologic understanding of the Illinois basin and of developing basin-wide studies for the assessment and wise development of the Illinois basin energy, mineral, and water resources. Cooperative efforts include work on the AAPG Interior Cratonic Sag Basin volume, Springfield coal study, Paducah CUSMAP study in cooperation with the US Geological Survey, Illinois Basin Cross Section Project, Geologic Society of America Coal Division field trip and workshop on Lower Pennsylvanian geology, workshops in basin analysis, and the Tri-State Committee on correlations in the Pennsylvanian System of the Illinois Basin. A network of 16 regional surface to basement cross sections portraying the structural and stratigraphic framework of the total sedimentary section of the entire basin is in preparation. Based on more than 140 of the deepest wells with wireline logs, the sections will show formation boundaries and gross lithofacies of the entire stratigraphic column. A set of basin-wide maps shows structure, thickness, and coal quality of the economically important Springfield coal seam. These maps were generated from recently joined computerized databases of the three member surveys of IBC. A unified stratigraphic nomenclature of the Pennsylvanian System is being developed, including seven new members and seven new formation names. The goal is to simplify, standardize, and gradually improve the stratigraphic terminology to be used in the Illinois basin.

    This report compiles preliminary information that supports the premise that a repository is needed in Latin America and analyzes the nuclear situation (mainly in Argentina and Brazil) in terms of nuclear capabilities, inventories, and regional spent-fuel repositories. The report is based on several sources and summarizes (1) the nuclear capabilities in Latin America and establishes the framework for the need of a permanent repository, (2) the International Atomic Energy Agency (IAEA) approach for a regional spent-fuel repository and describes the support that international institutions are lending to this issue, (3) the current situation in Argentina in order to analyze the Argentinean willingness to find a location for a deep geological repository, and (4) the issues involved in selecting a location for the repository and identifies a potential location. This report then draws conclusions based on an analysis of this information. The focus of this report is mainly on spent fuel and does not elaborate on other radiological waste sources.

    The Latin American and Caribbean region - comprising Mexico, Central and South America, and the Caribbean - is relatively well endowed with energy resources, although the distribution of these resources is uneven across countries. The region produces more energy than it consumes, and the surplus energy, which amounts to 3.6 million barrels of oil equivalent per day (boe/d), is mostly oil. While the region`s total oil (crude and products) exports decreased from 4.4 million barrels per day (b/d) in 1981 to 3.8 million b/d in 1992, its net oil exports increased from about 1.6 million b/d in 1981 to 2.8 million b/d in 1992. In 1993, the surplus oil in Latin America and the Caribbean remained at 2.8 million b/d. This report analyzes the key issues of the Latin American and Caribbean energy industry and presents the future outlook for oil, gas, coal, hydroelectricity, and nuclear power developments in the region. In addition, the status of biomass energy, geothermal, and other noncommercial energy in the region will be briefly discussed in the context of overall energy development. The rest of the report is organized as follows: Section II assesses the current situation of Latin American and Caribbean energy production and consumption, covering primary energy supply, primary energy consumption, downstream petroleum sector development, and natural gas utilization. Section III presents the results of our study of future energy growth in Latin America. Important hydrocarbons policy issues in the region are discussed in Section IV, and a summary and concluding remarks are provided in Section V.

    Exploration activity in South America, Central America, the Caribbean area, and Mexico in 1987 showed significant increases in seismic acquisition in Belize, Bolivia, Brazil, Costa Rica, Guatemala, Mexico, Paraguay, and Peru, and a decrease in Chile and Venezuela. Exploratory drilling increased in most major producing countries but was accompanied by a decline in development drilling. Most of the increase could be attributed to private companies fulfilling obligations under risk contracts; however, state oil companies in Bolivia, Chile, and Colombia showed significant increased activity, with only Mexico showing a decrease. Colombia again had a dramatic increase in production (29% from 1986). Noteworthy discoveries were made in Bolivia (Villamontes-1); Brazil, in the Solimoes basin (1-RUC-1-AM); Chile (Rio Honda-1); Colombia, in the Llanos basin (Austral-1, La Reforma-1, Libertad Norte-1, Cravo Este-1, and Cano Yarumal-1), in the Upper Magdalena basin (Toldado-1 and Los Mangos-1); Ecuador (Frontera-1, a joint-exploration venture with Colombia); Mexico, in the Chiapas-Tabasco region (Guacho-1 and Iridi-1), in the Frontera Norte area (Huatempo-1); Peru, in the Madre de Dios basin (Armihuari-4X); Trinidad (West East Queen's Beach-1); and Venezuela (Musipan-1X). Brazil's upper Amazon (Solimoes basin) discovery, Colombia's Upper Magdalena basin discoveries Toldado-1 and Los Mangos-1, Mexico's Chiapas-Tabasco discoveries, Peru's confirmation of the giant Cashiriari discovery of 1986, and Venezuela's success in Monagas state were the highlights of 1987. 5 figs., 8 tabs.

    Over the years, the East-West Center (EWC) has developed considerable expertise in refinery modeling, especially in the area of forecasting product balances for countries, given planned capacity changes, changes in product demand, changes in crude slates, and changes in product specifications. This expertise has been applied on an ongoing basis to the major refiners in the Middle East and the Asia-Pacific region, along with the US West Coast as region in its own right. Refinery modeling in these three areas has been ongoing for nearly 15 years at the Center, and the tools and information sources are now well developed. To date, the EWC has not applied these tools to Latin America. Although research on Latin America has been an ongoing area of concern at the Center in recent years, the information gathered to date is still not of the level of detail nor quality available for other areas. The modeling efforts undertaken in this report are of a ``baseline`` nature, designed to outline the major issues, attempt a first cut at emerging product balances, and, above all, to elicit commentary from those directly involved in the oil industry in the key countries modeled. Our experience in other regions has shown that it takes a few years dialogue with refiners and government planner in individual countries to develop a reliable database, as well as the insights into operational constraints and practices that make accurate modeling possible. This report is no more than a first step down the road.

    Exploration for hydrocarbons along the Pacific margin of Central America and northern South America has been limited and spasmodic. Less than 100 exploration wells have been drilled, with nearly 50 of these being in the Santa Elena, Progreso, and Guayas basins in Ecuador. Shows have been reported in some wells, and a few oil seeps are known. The only commercial production established to date has been from the Santa Elena Peninsula in Ecuador in the extreme south of the study area. Understanding of the geology in this part of the continental margin is incomplete at best. This paper reviews present-day knowledge in an attempt to define the sedimentary basins better, to characterize their structure and stratigraphy, and to assess their petroleum prospects. The area of continental margin reviewed is to the north, located northwest of the trench system where oceanic crust of the Cocos plate subducts under the Caribbean plate, and to the south, where the northern part of the Nazca plate collides with the South American plate. This plate tectonic setting forms the framework on which local structural and sedimentary events have created a series of relatively small trench-slope and forearc basins in what is now the coastal plain and adjacent offshore area of Central and South America, south or west of a line of mountain ranges with active volcanism. Sedimentary fill is generally of Tertiary age. The basins and subbasins recognized and described include: in Ecuador - Guayas, Santa Elena, Progreso, Valdivia, Bajo Grande, Manta, Muisne-Esmeraldas, and Borbon; in Colombia - Choco-Pacific; in Panama - Gulf of Panama basin complex (Santiago, Tonosi, Sambu), and Burica-Chiriqui; in Costa Rica - Terraba and Coronado/Tempisque; in Nicaragua - San Juan del Sur; and in the Honduras, El Salvador, and Guatemala - the Pacific coastal basin.

    Nuclear programs in Argentina and Brazil can be traced to August 1945 when their scientific communities articulated responses to the atomic bombings of Japan. They culminated in attempts to develop independent nuclear programs, sharply opposed by the United States, during the nationalist governments of Juan Peron and Getulio Vargas. This dissertation, based on primary sources from the three nations, analyzes these programs and the American responses. Latin America entered the nuclear age attempting to control natural resources, to improve scientific establishments, and to appraise Latin American-United States relations. Despite some clear warnings about nuclear dangers, the new form of energy was seen as the solution to industrial problems, poverty, and outside political interference. International opposition, which may have included nuclear threats from the United States, blocked Argentina's first attempt in 1947. After 1948, Peron wanted a nuclear program for cheap energy and prestige. The qualifications of the Brazilian scientists gave more substance to their program. The program originated in August, 1945, but assumed national proportion with the government of Vargas in 1951. Lack of American cooperation forced Vargas to establish a secret program with Germany. American troops intervened taking over the German equipment already completed. The final collapse came about with Vargas' suicide in August, 1954.

  19. Atlantic Mesozoic marginal basins: an Iberian view

    In the light of theoretical models for crustal stretching that precedes ocean opening, it is unlikely that Iberian basins have mirror image counterparts beneath North American or other European continental shelves. However, certain Iberian sedimentary sequences are comparable to those found in other basins. Of particular note are (1) the almost identical pre-rift sequences in all these areas, (2) the development of Upper Jurassic carbonate buildups in Portugal, Morocco, and beneath the Scotian Shelf, and (3) the hydrocarbon-bearing Upper Jurassic and Lower Cretaceous synrift and postrift siliciclastics of North America, Iberia, and Aquitaine. In the prerift sequences, Triassic red beds are capped by evaporites, which subsequently influenced the structural development of basins. Intertidal and supratidal carbonates occur at the base of the Jurassic and are overlain by Lower and Middle Jurassic limestone-shale sequences, which in places contain bituminous shales. In Portugal only, resedimented carbonates of Toarcian-Aalenian age are associated with an uplifted basement horst. In Portugal, Aquitaine, and eastern Canada, Middle Jurassic high-energy carbonate platforms developed. Synrift siliciclastic sequences show spectacular evidence for deposition within fault-bounded basins. In Portugal, lower Kimmeridgian clastics are up to 3 km thick, but Upper-Lower Cretaceous sequences are relatively thin (ca. 1 km), in contrast to those of the Basco-Cantabrian region where they exceed 10 km. In the latter region occurs the fluvially dominated Wealden (Upper Jurassic-Neocomian) and Urgonian carbonate platforms and associated basinal sediments. In the Asturias basin, Kimmeridgian shales and fluvially dominated deltaic sandstones succeed conglomeratic fluvial sandstones of uncertain age.

    A procedure for extending the size of a Latin hypercube sample (LHS) with rank correlated variables is described and illustrated. The extension procedure starts with an LHS of size m and associated rank correlation matrix C and constructs a new LHS of size 2m that contains the elements of the original LHS and has a rank correlation matrix that is close to the original rank correlation matrix C. The procedure is intended for use in conjunction with uncertainty and sensitivity analysis of computationally demanding models in which it is important to make efficient use of a necessarily limited number of model evaluations.

    The Llanos Basin is located on the flank of the Eastern Cordillera in northeast Colombia. Basin development commenced with the deposition of a synrift Triassic and Jurassic megasequence related to the separation of North and South America in the Caribbean. Basin development continued with the Cretaceous Back Arc Megasequence deposited in a back arc basin behind the Andean subduction zone. Three major sequences can be recognized corresponding to extensional pulses in the Tithonian, Albian, and the Santonian which control thickness and facies distributions. The primary reservoir in the basin is the Late Eocene Mirandor Formation which was deposited in a fluvial system which prograded from the Guyana Shield to the west-northwest. This was deposited as part of the Pre-Andean Foreland Basin Megasequence (Bartonian to Serravallian) which developed as a result of uplift onset and deformation in the Central Cordillera. This megasequence covered the Magdalena Valley the Eastern Cordillera ad the Llanos Basin. In the foothills of the Eastern Cordillera, the Mirador Formation begins to show evidence of marine influence and was probably deposited in a series of shoreface sands and offshore bar complexes in the Cordillera. The Pre-Andean Foreland Basin Megasequence includes the Eocene-Oligocene Carbonera Formation which was deposited in a low every fluvial system that was mud dominated. Within the Carbonera Formation, a series of major, grossly coarsening upward cycles can be seen which are separated by maximum flooding surfaces that approximate to time lines. These cycles correspond to the early phases of development of the Central Cordillera with each pulse being seen as an influx of coarser clastics to the basin. The deformation style in the Eastern Cordillera is a mixture of thin-skinned thrust structures and the inversion of the thick-skinned basement involved extension faults. The inversion structures include the Cuisana field, a giant oil and gas-condensate discovery.

    The objective of this project is to: (1) Develop a database of additional and better maturity indicators for paleo-heat flow calibration; (2) Develop maturation models capable of predicting the chemical composition of hydrocarbons produced by a specific kerogen as a function of maturity, heating rate, etc.; assemble a compositional kinetic database of representative kerogens; (3) Develop a 4 phase equation of state-flash model that can define the physical properties (viscosity, density, etc.) of the products of kerogen maturation, and phase transitions that occur along secondary migration pathways; (4) Build a conventional basin model and incorporate new maturity indicators and data bases in a user-friendly way; (5) Develop an algorithm which combines the volume change and viscosities of the compositional maturation model to predict the chemistry of the hydrocarbons that will be expelled from the kerogen to the secondary migration pathways; (6) Develop an algorithm that predicts the flow of hydrocarbons along secondary migration pathways, accounts for mixing of miscible hydrocarbon components along the pathway, and calculates the phase fractionation that will occur as the hydrocarbons move upward down the geothermal and fluid pressure gradients in the basin; and (7) Integrate the above components into a functional model implemented on a PC or low cost workstation.

    Under a cooperative agreement with the Morgantown Energy Technology Center (METC) the Appalachian Oil and Natural Gas Research Consortium (AONGRC) is preparing a geologic atlas of the major gas plays in the Appalachian basin, and compiling a database for all fields in each geologic play. the first obligation under this agreement was to prepare a topical report that identifies the major gas plays, briefly describes each play, and explains how the plays were selected. Four main objectives have been defined for this initial task: assign each gas reservoir to a geologic play, based on age, trap type, degree of structural control, and depositional environment; organize all plays into geologically-similar groups based on the main criteria that defines each play; prepare a topical report for METC; and transfer this technology to industry through posters and talks at regional geological and engineering meetings including the Appalachian Petroleum Geology Symposium, Northeastern Section meeting of the Geological Society of America, the METC Gas Contractors Review meeting, the Kentucky Oil and Gas Association, and the Appalachian Energy Group.

    Energy Detente's latest international price survey at midyear 1982 showed the average price of premium gasoline had fallen US $0.27 in the 11-month period since their first special report in July 1981. The biggest price drop occurred in Costa Rica, where prices in local currency increased slightly but in US dollars declined US $1.91 - due to the fall of the Colon against the US dollar. The case of Costa Rica exemplifies how the rise of the US dollar influenced the survey findings. Generally, the price drops showed that in several countries fuel prices haven't kept up with inflation and this shows up when prices are expressed in dollars. However, analysis of US prices, and prices in Guatemala where currency is at par with the dollar, shows prices fell (modestly) there too. Prices in Mexico and Venezuela doubled. Ecuador listed the lowest prices in the survey. Also included in this issue are brief energy notes from Mexico and other Latin American countries.

    The Agency for International Development is funding a new program in energy and minerals for Central America. Geothermal energy is an important component. A country-wide geothermal assessment has started in Honduras, and other assessment activities are in progress or planned for Costa Rica, El Salvador, Guatemala, and Panama. Instrumentation for well logging has been provided to Costa Rica, and a self-contained logging truck will be made available for use throughout Central America.     During the third quarter of 1990 the wells which make up the H-Area Seepage Basins (H-HWMF) monitoring network were sampled. Laboratory analyses were performed to measure levels of hazardous constituents, indicator parameters, tritium, nonvolatile beta, and gross alpha. A Gas Chromatograph Mass Spectrometer (GCMS) scan was performed on all wells sampled to determine any hazardous organic constituents present in the groundwater. The primary contaminants observed at wells monitoring the H-Area Seepage Basins are tritium, nitrate, mercury, gross alpha, nonvolatile beta, trichloroethylene (TCE), tetrachloroethylene, lead, cadmium, arsenic, and total radium.

Conditions remain very similar to those reported in the previous quarterly report, with no evidence in monitoring results to suggest groundwater impact from current loss of basin water to the ground. The K Basins monitoring network will be modified in the coming quarters as a consequence of remedial action at KE Basin, i.e., removal of sludge and basin demolition.

    The US Agency for International Development is supporting a new project in energy and resources exploitation for Central America. One of the largest components of the project involves exploration and reservoir development investigations directed at enhancing the production of electricity from the region's geothermal resources. An assessment of the geothermal resources of Honduras is in progress, and interesting geothermal regions in the Guanacaste Province of Costa Rica are being explored. Well-logging activities are in progress in the production wells at the Miravalles geothermal field in Costa Rica, and preparations are being made for logging critical wells at Ahuachapan in El Salvador. A self-contained logging truck, complete with high-temperature logging cable and logging tools designed for geothermal service, is being fabricated and will be made available for dedicated use throughout Central America. Geochemical and isotopic analyses of water samples collected in Panama are being evaluated to select a high-priority geothermal site in that country. Application of low- and medium-enthalpy geothermal fluids for industrial and agricultural processes is being investigated in Guatemala.

    Today we would like to take a few moments of your time to talk about America`s fuel-coal, and a new organization created to educate decision makers, the public and educators. The Center for Energy & Economics Development (CEED) began as a concept in late 1992, and began operations with the creation of the Southern Region in March of 1993. Discussions began among several railroad CEO`s who were concerned that their major revenue commodity - coal - was experiencing serious problems due to public opposition and governmental restrictions. Conversations with their counterparts in the coal industry resulted in an agreement to forget parochial and often conflicting interests in Washington, and pursue the development of an overall grassroots joint-effort to protect the coal option. Those of you familiar with the history of conflict between these two industries recognize that this was a major step, and one that has led to an exciting new initiative. The coal/rail discussions examined a variety of approaches that the coalition might follow. Rather than jumping off into unchartered waters, or retraveling old roads, the group decided to first find out what was known and unknown about coal and energy. A Washington public relations firm, and a well known polling organization began the process in December of 1992 with a comprehensive opinion research program that would allow us to understand attitudes and opinions about energy and economic development, specifically coal and related issues. We reviewed the public-opinion history of coal beginning with the first national survey conducted in 1944, and then held a series of qualitative focus discussions in Tampa, Hartford, Denver and Indianapolis. In each city there was a discussion between business leaders and environmental activists, and one with the general public. In January of 1993, the focus groups were followed by a quantitative assessment of national opinion measuring trends, collecting demographic and geographic differences.

    This report provides information on groundwater monitoring at the K Basins during October, November, and December 2006. Conditions remained very similar to those reported in the previous quarterly report, with no evidence in monitoring results to suggest groundwater impact from current loss of basin water to the ground. The K Basins monitoring network will be modified in the coming months as a consequence of new wells having been installed near KW Basin as part of a pump-and-treat system for chromium contamination, and new wells installed between the KE Basin and the river to augment long-term monitoring in that area.

    This paper shows how Fluor Hanford and BNG America have combined nuclear plant skills from the U.S. and the U.K. to devise methods to retrieve and treat the sludge that has accumulated in K Basins at the Hanford Site over many years. Retrieving the sludge is the final stage in removing fuel and sludge from the basins to allow them to be decontaminated and decommissioned, so as to remove the threat of contamination of the Columbia River. A description is given of sludge retrieval using vacuum lances and specially developed nozzles and pumps into Consolidation Containers within the basins. The special attention that had to be paid to the heat generation and potential criticality issues with the irradiated uranium-containing sludge is described. The processes developed to re-mobilize the sludge from the Consolidation Containers and pump it through flexible and transportable hose-in-hose piping to the treatment facility are explained with particular note made of dealing with the abrasive nature of the sludge. The treatment facility, housed in an existing Hanford building, is described, and the uranium-corrosion and grout packaging processes explained. The uranium corrosion process is a robust, tempered process very suitable for dealing with a range of differing sludge compositions. Optimization and simplification of the original sludge corrosion process design is described and the use of transportable and reusable equipment is indicated. The processes and techniques described in the paper are shown to have wide applicability to nuclear cleanup.

    The Delaware Basin Drilling Surveillance Program (DBDSP) is designed to monitor drilling activities in the vicinity of the Waste Isolation Pilot Plant (WIPP). This program is based on Environmental Protection Agency (EPA) requirements. The EPA environmental standards for the management and disposal of transuranic (TRU) radioactive waste are codified in 40 CFR Part 191 (EPA 1993). Subparts B and C of the standard address the disposal of radioactive waste. The standard requires the Department of Energy (DOE) to demonstrate the expected performance of the disposal system using a probabilistic risk assessment or performance assessment (PA). This PA must show that the expected repository performance will not release radioactive material above limits set by the EPA's standard. This assessment must include the consideration of inadvertent drilling into the repository at some future time.

    This report provides information on groundwater monitoring near the K Basins during April, May, and June 2007. Conditions remained similar to those reported in the previous quarter’s report, with no evidence in monitoring results to suggest groundwater impact from current loss of shielding water from either basin to the ground. During the current quarter, the first results from two new wells installed between KE Basin and the river became available. Groundwater conditions at each new well are reasonably consistent with adjacent wells and expectations, with the exception of anomalously high chromium concentrations at one of the new wells. The K Basins monitoring network will be modified for FY 2008 to take advantage of new wells recently installed near KW Basin as part of a pump-and-treat system for chromium contamination, and also the new wells recently installed between the KE Basin and the river, which augment long-term monitoring capability in that area.
