Baseline data for the residential sector and development of a residential forecasting database

This report describes the Lawrence Berkeley Laboratory (LBL) residential forecasting database. It provides a description of the methodology used to develop the database and describes the data used for heating and cooling end-uses as well as for typical household appliances. This report provides information on end-use unit energy consumption (UEC) values of appliances and equipment historical and current appliance and equipment market shares, appliance and equipment efficiency and sales trends, cost vs efficiency data for appliances and equipment, product lifetime estimates, thermal shell characteristics of buildings, heating and cooling loads, shell measure cost data for new and retrofit buildings, baseline housing stocks, forecasts of housing starts, and forecasts of energy prices and other economic drivers. Model inputs and outputs, as well as all other information in the database, are fully documented with the source and an explanation of how they were derived.

Statistical Analysis of Baseline Load Models for Non-Residential Buildings

Policymakers are encouraging the development of standardized and consistent methods to quantify the electric load impacts of demand response programs. For load impacts, an essential part of the analysis is the estimation of the baseline load profile. In this paper, we present a statistical evaluation of the performance of several different models used to calculate baselines for commercial buildings participating in a demand response program in California. In our approach, we use the model to estimate baseline loads for a large set of proxy event days for which the actual load data are also available. Measures of the accuracy and bias of different models, the importance of weather effects, and the effect of applying morning adjustment factors (which use data from the day of the event to adjust the estimated baseline) are presented. Our results suggest that (1) the accuracy of baseline load models can be improved substantially by applying a morning adjustment, (2) the characterization of building loads by variability and weather sensitivity is a useful indicator of which types of baseline models will perform well, and (3) models that incorporate temperature either improve the accuracy of the model fit or do not change it.

This paper demonstrates how energy-efficient design can embody local symbolism and regionalism. A passive solar residence can be cost-effective, operate extremely efficiently, and conform to traditional residential aesthetics. The subject structure is a five-bedroom, 2600-ft/sup 2/ (240-m/sup 2/) residence located in the temperate climate of the mid-Atlantic states. It was constructed in 1984 and has been occupied for two years. The author presents actual energy consumption data and discusses passive solar design strategies.

Setting a baseline for carbon stock changes in forest andland use sector mitigation projects is an essential step for assessingadditionality of the project. There are two approaches for settingbaselines namely, project-specific and regional baseline. This paperpresents the methodology adopted for estimating the land available formitigation, for developing a regional baseline, transaction cost involvedand a comparison of project-specific and regional baseline. The studyshowed that it is possible to estimate the potential land and itssuitability for afforestation and reforestation mitigation projects,using existing maps and data, in the dry zone of Karnataka, southernIndia. The study adopted a three-step approach for developing a regionalbaseline, namely: i) identification of likely baseline options for landuse, ii) estimation of baseline rates of land-use change, and iii)quantification of baseline carbon profile over time. The analysis showedthat carbon stock estimates made for wastelands and fallow lands forproject-specific as well as the regional baseline are comparable. Theratio of wasteland Carbon stocks of a project to regional baseline is1.02, and that of fallow lands in the project to regional baseline is0.97. The cost of conducting field studies for determination of regionalbaseline is about a quarter of the cost of developing a project-specificbaseline on a per hectare basis. The study has shown the reliability,feasibility and cost-effectiveness of adopting regional baseline forforestry sectormitigation projects.

Estimating Demand Response Load Impacts: Evaluation of BaselineLoad Models for Non-Residential Buildings in California

Both Federal and California state policymakers areincreasingly interested in developing more standardized and consistentapproaches to estimate and verify the load impacts of demand responseprograms and dynamic pricing tariffs. This study describes a statisticalanalysis of the performance of different models used to calculate thebaseline electric load for commercial buildings participating in ademand-response (DR) program, with emphasis onthe importance of weathereffects. During a DR event, a variety of adjustments may be made tobuilding operation, with the goal of reducing the building peak electricload. In order to determine the actual peak load reduction, an estimateof what the load would have been on the day of the event without any DRactions is needed. This baseline load profile (BLP) is key to accuratelyassessing the load impacts from event-based DR programs and may alsoimpact payment settlements for certain types of DR programs. We testedseven baseline models on a sample of 33 buildings located in California.These models can be loosely categorized into two groups: (1) averagingmethods, which use some linear combination of hourly load values fromprevious days to predict the load on the event, and (2) explicit weathermodels, which use a formula based on local hourly temperature to predictthe load. The models were tested both with and without morningadjustments, which use data from the day of the event to adjust theestimated BLP up or down.Key findings from this study are: - The accuracyof the BLP model currently used by California utilities to estimate loadreductions in several DR programs (i.e., hourly usage in highest 3 out of10 previous days) could be improved substantially if a morning adjustmentfactor were applied for weather-sensitive commercial and institutionalbuildings. - Applying a morning adjustment factor significantly reducesthe bias and improves the accuracy of all BLP models examined in oursample of buildings. - For buildings with low load variability, all BLPmodels perform reasonably well in accuracy. - For customer accounts withhighly variable loads, we found that no BLP model produced satisfactoryresults, although averaging methods perform best in accuracy (but notbias). These types of customers are difficult to characterize withstandard BLP models that rely on historic loads and weather data.Implications of these results for DR program administrators andpolicymakersare: - Most DR programs apply similar DR BLP methods tocommercial and industrial sector customers. The results of our study whencombined with other recent studies (Quantum 2004 and 2006, Buege et al.,2006) suggests that DR program administrators should have flexibility andmultiple options for suggesting the most appropriate BLP method forspecific types of customers.

Sampling designs for geochemical baseline studies in the Colorado oil shale region: a manual for practical application

This manual presents a rationale for sampling designs, and results of geochemical baseline studies in the Colorado portion of the oil-shale region. The program consists of a systematic trace element study of soils, stream sediments, and plants carried out in a way to be conservative of human and financial resources and yield maximum information. Extension of this approach to other parameters, other locations, and to environmental baseline studies in general is a primary objective. A baseline for any geochemical parameter can be defined as the concentration of that parameter in a given medium such as soil, the range of its concentration, and the geographic scale of variability. In air quality studies, and to a lesser extent for plants, the temporal scale of variability must also be considered. In studies of soil, the temporal variablility does not become a factor until such time that a study is deemed necessary to evaluate whether or not there have been changes in baseline levels as a result of development. The manual is divided into five major parts. The first is a suggested sampling protocol which is presented in an outline form for guiding baseline studies in this area. The second section is background information on the physical features of the area of study, trace elements of significance occurring in oil shale, and the sample media used in these studies. The third section is concerned primarily with sampling design and its application to the geochemical studies of the oil shale region. The last sections, in the form of appendices, provide actual data and illustrate in a systematic manner, the calculations performed to obtain the various summary data. The last segment of the appendices is a more academic discussion of the geochemistry of trace elements and the parameters of importance influencing their behavior in natural systems.

Regional Variation in Residential Heat Pump Water Heater Performance in the U.S.: Preprint

Residential heat pump water heaters (HPWHs) have recently reemerged on the U.S. market. These units have the potential to provide homeowners significant cost and energy savings. However, actual in use performance of a HPWH will vary significantly with climate, installation location, HVAC equipment, and hot water use. To determine what actual in use energy consumption of a HPWH may be in different regions of the U.S., annual simulations of both 50 and 80 gallon HPWHs as well as a standard electric water heater were performed for over 900 locations across the U.S. The simulations included a benchmark home to take into account interactions between the space conditioning equipment and the HPWH and a realistic hot water draw profile. It was found that the HPWH will always save some source energy when compared to a standard electric resistance water heater, although savings varies widely with location. In addition to looking at source energy savings, the breakeven cost (the net installed cost a HPWH would have to have to be a cost neutral replacement for a standard water heater) was also examined. The highest breakeven costs were seen in cases with high energy savings, such as the southeastern U.S., or high energy costs, such as New England and California. While the breakeven cost is higher for 80 gallon units than 50 gallon units, the higher net installed costs of an 80 gallon unit lead to the 50 gallon HPWHs being more likely to be cost effective.

Projected regional impacts of appliance efficiency standards for the U.S. residential sector

Minimum efficiency standards for residential appliances have been implemented in the US for a large number of residential end-uses. This analysis assesses the potential energy, dollar, and carbon impacts of those standards at the state and national levels. In this assessment, the authors use historical and projected shipments of equipment, a detailed stock accounting model, measured and estimated unit energy savings associated with the standards, estimated incremental capital costs, demographic data, and fuel price data at the finest level of geographic disaggregation available. Energy savings from the standards are substantial. Total primary energy savings will peak in 2004 at about 0.7 exajoules/year (1 exajoule = 10{sup 18} joules {approx} 1 quadrillion Btu = 10{sup 15} Btus). Cumulative primary energy savings during the 1990 to 2010 period total 10.6 exajoules. Efficiency standards in the residential sector have been a highly cost-effective policy instrument for promoting energy efficiency. Projected cumulative present-values dollar savings after subtracting out the additional cost of the more efficient equipment are about $33 billion from 1990 to 2010. Average benefit/cost ratios for these standards are about 3.5 for the US as a whole. Projected carbon reductions are approximately 9 million metric tons of carbon/year from 2000 through 2010, an amount roughly equal to 4% of carbon emissions in 1990. Because these standards save energy at a cost less than the price of that energy, the resulting carbon emission reductions are achieved at negative net cost to society. Minimum efficiency standards reduce pollution and save money at the same time.

Regional variations in US residential sector fuel prices: implications for development of building energy performance standards

The Notice of Proposed Rulemaking for Energy Performance Standards for New Buildings presented life-cycle-cost based energy budgets for single-family detached residences. These energy budgets varied with regional climatic conditions but were all based on projections of national average prices for gas, oil and electricity. The Notice of Proposed Rulemaking indicated that further analysis of the appropriateness of various price measures for use in setting the Standards was under way. This part of that ongoing analysis addresses the availability of fuel price projections, the variation in fuel prices and escalation rates across the US and the effects of aggregating city price data to the state, Region, or national level. The study only provides a portion of the information required to identify the best price aggregation level for developing of the standards. The research addresses some of the economic efficiency considerations necessary for design of a standard that affects heterogeneous regions. The first section discusses the effects of price variation among and within regions on the efficiency of resource allocation when a standard is imposed. Some evidence of the extreme variability in fuel prices across the US is presented. In the second section, time series, cross-sectional fuel price data are statistically analyzed to determine the similarity in mean fuel prices and price escalation rates when the data are treated at increasing levels of aggregation. The findings of this analysis are reported in the third section, while the appendices contain price distributions details. The last section reports the availability of price projections and discusses some EIA projections compared with actual prices.

Evaluation of evolving residential electricity tariffs

Residential customers in California's Pacific Gas and Electric (PG&E) territory have seen several electricity rate structure changes in the past decade. A relatively simple two-tiered pricing system (charges by usage under/over baseline for the home's climate zone) was replaced in the summer of 2001 by a more complicated five-tiered system (usage below baseline and up to 30percent, 100percent, 200percent, and 300percent+ over baseline). In 2009, PG&E began the process of upgrading its residential customers to Smart Meters and laying the groundwork for time of use pricing, due to start in 2011. This paper examines the history of the tiered pricing system, discusses the problems the utility encountered with its Smart Meter roll out, and evaluates the proposed dynamic pricing incentive structures. Scenario analyses of example PG&E customer bills will also be presented. What would these residential customers pay if they were still operating under a tiered structure, and/or if they participated in peak hour reductions?

The 1999 National Transportation Program - Transportation Baseline Report presents data that form a baseline to enable analysis and planning for future Department of Energy (DOE) Environmental Management (EM) waste/material transportation. The companion 1999 Transportation Barriers Analysis analyzes the data and identifies existing and potential problems that may prevent or delay transportation activities based on the data presented. The 1999 Transportation Baseline Schedule (this report) uses the same data to provide an overview of the transportation activities of DOE EM waste/materials. This report can be used to identify areas where stakeholder interface is needed, and to communicate to stakeholders the quantity/schedule of shipments going through their area. Potential bottlenecks in the transportation system can be identified; the number of packages needed, and the capacity needed at receiving facilities can be planned. This report offers a visualization of baseline DOE EM transportation activities for the 11 major sites and the Geologic Repository Disposal site (GRD).

National Residential Efficiency Measures Database

The National Residential Efficiency Measures Database is a publicly available, centralized resource of residential building retrofit measures and costs for the U.S. building industry. With support from the U.S. Department of Energy, NREL developed this tool to help users determine the most cost-effective retrofit measures for improving energy efficiency of existing homes. Software developers who require residential retrofit performance and cost data for applications that evaluate residential efficiency measures are the primary audience for this database. In addition, home performance contractors and manufacturers of residential materials and equipment may find this information useful. The database offers the following types of retrofit measures: 1) Appliances, 2) Domestic Hot Water, 3) Enclosure, 4) Heating, Ventilating, and Air Conditioning (HVAC), 5) Lighting, 6) Miscellaneous.

In the last quarter of a century, the western world has become increasingly aware of environmental threats to health and safety. During this period, people psychologically retreated away from outdoors hazards such as pesticides, smog, lead, oil spills, and dioxin to the seeming security of their homes. However, the indoor environment may not be healthier than the outdoor environment, as has become more apparent over the past few years with issues such as mold, formaldehyde, and sick-building syndrome. While the built human environment has changed substantially over the past 10,000 years, human biology has not; poor indoor air quality creates health risks and can be uncomfortable. The human race has found, over time, that it is essential to manage the indoor environments of their homes. ASHRAE has long been in the business of ventilation, but most of the focus of that effort has been in the area of commercial and institutional buildings. Residential ventilation was traditionally not a major concern because it was felt that, between operable windows and envelope leakage, people were getting enough outside air in their homes. In the quarter of a century since the first oil shock, houses have gotten much more energy efficient. At the same time, the kinds of materials and functions in houses changed in character in response to people's needs. People became more environmentally conscious and aware not only about the resources they were consuming but about the environment in which they lived. All of these factors contributed to an increasing level of public concern about residential indoor air quality and ventilation. Where once there was an easy feeling about the residential indoor environment, there is now a desire to define levels of acceptability and performance. Many institutions--both public and private--have interests in Indoor Air Quality (IAQ), but ASHRAE, as the professional society that has had ventilation as part of its mission for over 100 years, is the logical place to provide leadership. This leadership has been demonstrated most recently by the publication of the first nationally recognized standard on ventilation in homes, ASHRAE Standard 62.2-2003, which builds on work that has been part of ASHRAE for many years and will presumably continue. Homeowners and occupants, which includes virtually all of us, will benefit from the application of Standard 62.2 and use of the top ten list. This activity is exactly the kind of benefit to society that the founders of ASHRAE envisioned and is consistent with ASHRAE's mission and vision. ASHRAE members should be proud of their Society for taking leadership in residential ventilation.

Arguably the most exciting aspect of the smart grid vision is the full participation of end-use resources with all forms of generation and energy storage in the reliable and efficient operation of an electric power system. Engaging all of these resources in a collaborative manner that respects the objectives of each resource, is sensitive to the system and local constraints of electricity flow, and scales to the large number of devices and systems participating is a grand challenge. Distributed decision-making system approaches have been presented and experimentation is underway. This paper reports on the preliminary findings of a residential demand response demonstration that uses the bidding transactions of supply and end-use air conditioning resources communicating with a real-time, 5 minute market to balance the various needs of the participants on a distribution feeder. The nature of the demonstration, the value streams being explored, and the operational scenarios implemented to characterize the system response are summarized along with preliminary findings.

In most countries, residential electricity consumption typically ranges from 20% to 40% of total electricity consumption. This energy is used for heating, cooling, refrigeration and other end-uses. Significant energy savings are possible if new appliance purchases are for models with higher efficiency than that of existing models. There are several ways to ensure or encourage such an outcome, for example, appliance rebates, innovative procurement, and minimum efficiency standards. This paper focuses on the latter approach. At the present time, the US is the only country with comprehensive appliance energy efficiency standards. However, many other countries, such as Australia, Canada, the European Community (EC), Japan and Korea, are considering enacting standards. The greatest potential impact of minimum efficiency standards for appliances is in the developing countries (e.g., China and India), where saturations of household appliances are relatively low but growing rapidly. This paper discusses the potential savings that could be achieved from global appliance efficiency standards for refrigerators and freezers. It also could be achieved from global appliance efficiency standards for refrigerators and freezers. It also discusses the impediments to establishing common standards for certain appliance types, such as differing test procedures, characteristics, and fuel prices. A methodology for establishing global efficiency standards for refrigerators and freezers is described.

The Pinellas Plant has been part of the Department of Energy`s (DOE) nuclear weapons complex since the plant opened in 1957. In March 1995, the DOE sold the Pinellas Plant to the Pinellas County Industry Council (PCIC). DOE has leased back a large portion of the plant site to facilitate transition to alternate use and safe shutdown. The current mission is to achieve a safe transition of the facility from defense production and prepare the site for alternative uses as a community resource for economic development. Toward that effort, the Pinellas Plant Environmental Baseline Report (EBR) discusses the current and past environmental conditions of the plant site. Information for the EBR is obtained from plant records. Historical process and chemical usage information for each area is reviewed during area characterizations.

Future Air Conditioning Energy Consumption in Developing Countriesand what can be done about it: The Potential of Efficiency in theResidential Sector

The dynamics of air conditioning are of particular interestto energy analysts, both because of the high energy consumption of thisproduct, but also its disproportionate impact on peak load. This paperaddresses the special role of this end use as a driver of residentialelectricity consumption in rapidly developing economies. Recent historyhas shown that air conditioner ownership can grow grows more rapidly thaneconomic growth in warm-climate countries. In 1990, less than a percentof urban Chinese households owned an air conditioner; by 2003 this numberrose to 62 percent. The evidence suggests a similar explosion of airconditioner use in many other countries is not far behind. Room airconditioner purchases in India are currently growing at 20 percent peryear, with about half of these purchases attributed to the residentialsector. This paper draws on two distinct methodological elements toassess future residential air conditioner 'business as usual' electricityconsumption by country/region and to consider specific alternative 'highefficiency' scenarios. The first component is an econometric ownershipand use model based on household income, climate and demographicparameters. The second combines ownership forecasts and stock accountingwith geographically specific efficiency scenarios within a uniqueanalysis framework (BUENAS) developed by LBNL. The efficiency scenariomodule considers current efficiency baselines, available technologies,and achievable timelines for development of market transformationprograms, such as minimum efficiency performance standards (MEPS) andlabeling programs. The result is a detailed set of consumption andemissions scenarios for residential air conditioning.

Optimizing Medium Baseline Reactor Neutrino Experiments

10 years from now medium baseline reactor neutrino experiments will attempt to determine the neutrino mass hierarchy from the observed antineutrino spectra. In this letter we present the results of more than four million detailed simulations of such experiments, studying the dependence of the probability of successfully determining the hierarchy upon the analysis method, the neutrino mass matrix parameters, reactor flux models and, in particular, combinations of baselines. We show that the strong dependence of the hierarchy determination upon mass differences and flux models found by Qian et al. results from a spurious dependence of the Fourier analysis upon the high energy tail of the reactor spectrum which can be removed by using a weighted Fourier transform. Such experiments necessarily use flux from multiple reactors at distinct baselines, smearing the oscillation signal and thus impeding the determination of the hierarchy. In an effort to reduce residential building energy consumption, a ground-source integrated heat pump was developed to meet a home s entire space conditioning and water heating needs, while providing 50% energy savings relative to a baseline suite of minimum efficiency equipment. Residential ventilation standards scoping study

The goals of this scoping study are to identify research needed to develop improved ventilation standards for California's Title 24 Building Energy Efficiency Standards. The 2008 Title 24 Standards are the primary target for the outcome of this research, but this scoping study is not limited to that timeframe. We prepared this scoping study to provide the California Energy Commission with broad and flexible options for developing a research plan to advance the standards. This document presents the findings of a scoping study commissioned by the Public Interest Energy Research (PIER) program of the California Energy Commission to determine what research is necessary to develop new residential ventilation requirements for California. This study is one of three companion efforts needed to complete the job of determining the ventilation needs of California residences, determining the bases for setting residential ventilation requirements, and determining appropriate ventilation technologies to meet these needs and requirements in an energy efficient manner. Rather than providing research results, this scoping study identifies important research questions along with the level of effort necessary to address these questions and the costs, risks, and benefits of pursuing alternative research questions. In approaching these questions and corresponding levels of effort, feasibility and timing were important considerations. The Commission has specified Summer 2005 as the latest date for completing this research in time to update the 2008 version of California's Energy Code (Title 24).

It is now widely accepted that the standard method for daylighting evaluation- the daylight factor- is due for replacement with metrics founded on absolute values for luminous quantities predicted over the course of a full year using sun and sky conditions derived from standardised climate files. The move to more realistic measures of daylighting introduces significant levels of additional complexity in both the simulation of the luminous quantities and the reduction of the simulation data to readily intelligible metrics. The simulation component, at least for buildings with standard glazing materials, is reasonably well understood. There is no consensus however on the composition of the metrics, and their formulation is an ongoing area of active research. Additionally, non-domestic and residential buildings present very different evaluation scenarios and it is not yet clear if a single metric would be applicable to both. This study uses a domestic dwelling as the setting to investigate and explore the applicability of daylighting metrics for residential buildings. In addition to daylighting provision for task and disclosing the potential for reducing electric lighting usage, we also investigate the formulation of metrics for non-visual effects such as entrainment of the circadian system.

The potential for electricity efficiency improvements in the US Residential Sector

This study represents the most elaborate assessment to date of US residential sector electricity improvements. Previous analyses have estimated the conservation potential for other countries, states, or individual utility service territories. As concern over greenhouse gas emissions has increased, interest has grown in estimates of conservation potential for the US residential sector as a whole. The earliest detailed estimate of US conservation potential is now out of date, while more recent estimates are less detailed than is desirable for engineering-economic estimates of the costs of reducing carbon emissions. In this paper, we first describe the methodology for creating supply curves of conserved energy, and then illustrate the subtleties of assessing the technical conservation potential. Next we present the data and forecasts used in this assessment, including costs, baseline thermal characteristics, energy use, and energy savings. Finally, we present the main results and conclusions from the analysis, and discuss future work. 102 refs., 7 figs., 16 tabs.

Residential applliance data, assumptions and methodology for end-use forecasting with EPRI-REEPS 2.1

This report details the data, assumptions and methodology for end-use forecasting of appliance energy use in the US residential sector. Our analysis uses the modeling framework provided by the Appliance Model in the Residential End-Use Energy Planning System (REEPS), which was developed by the Electric Power Research Institute. In this modeling framework, appliances include essentially all residential end-uses other than space conditioning end-uses. We have defined a distinct appliance model for each end-use based on a common modeling framework provided in the REEPS software. This report details our development of the following appliance models: refrigerator, freezer, dryer, water heater, clothes washer, dishwasher, lighting, cooking and miscellaneous. Taken together, appliances account for approximately 70% of electricity consumption and 30% of natural gas consumption in the US residential sector. Appliances are thus important to those residential sector policies or programs aimed at improving the efficiency of electricity and natural gas consumption. This report is primarily methodological in nature, taking the reader through the entire process of developing the baseline for residential appliance end-uses. Analysis steps documented in this report include: gathering technology and market data for each appliance end-use and specific technologies within those end-uses, developing cost data for the various technologies, and specifying decision models to forecast future purchase decisions by households. Our implementation of the REEPS 2.1 modeling framework draws on the extensive technology, cost and market data assembled by LBL for the purpose of analyzing federal energy conservation standards. The resulting residential appliance forecasting model offers a flexible and accurate tool for analyzing the effect of policies at the national level.

Ozone Reductions Using Residential Building Envelopes

Ozone is an air pollutant with that can have significant health effects and a significant source of ozone in some regions of California is outdoor air. Because people spend the vast majority of their time indoors, reduction in indoor levels of ozone could lead to improved health for many California residents. Ozone is removed from indoor air by surface reactions and can also be filtered by building envelopes. The magnitude of the envelope impact depends on the specific building materials that the air flows over and the geometry of the air flow paths through the envelope that can be changes by mechanical ventilation operation. The 2008 Residential Building Standards in California include minimum requirements for mechanical ventilation by referencing ASHRAE Standard 62.2. This study examines the changes in indoor ozone depending on the mechanical ventilation system selected to meet these requirements. This study used detailed simulations of ventilation in a house to examine the impacts of different ventilation systems on indoor ozone concentrations. The simulation results showed that staying indoors reduces exposure to ozone by 80percent to 90percent, that exhaust ventilation systems lead to lower indoor ozone concentrations, that opening of windows should be avoided at times of high outdoor ozone, and that changing the time at which mechanical ventilation occurs has the ability to halve exposure to ozone. Future work should focus on the products of ozone reactions in the building envelope and the fate of these products with respect to indoor exposures.

Residential solar home resale analysis

One of the determinants of the market acceptance of solar technologies in the residential housing sector is the value placed upon the solar property at the time of resale. The resale factor is shown to be an important economic parameter when net benefits of the solar design are considered over a typical ownership cycle rather than the life cycle of the system. Although a study of solar resale in Davis, Ca, indicates that those particular homes have been appreciating in value faster than nonsolar market comparables, no study has been made that would confirm this conclusion for markets in other geograhical locations with supporting tests of statistical significance. The data to undertake such an analysis is available through numerous local sources; however, case by case data collection is prohibitively expensive. A recommended alternative approach is to make use of real estate market data firms who compile large data bases and provide multi-variate statistical analysis packages.

Improving the thermal performance of the US residential window stock

Windows have typically been the least efficient thermal component in the residential envelope, but technology advances over the past decade have helped to dramatically improve the energy efficiency of window products. While the thermal performance of these advanced technology windows can be easily characterized for a particular building application, few precise estimates exist of their aggregate impact on national or regional energy use. Policy-makers, utilities, researchers and the fenestration industry must better understand these products` ultimate conservation potential in order to determine the value of developing new products and initiating programs to accelerate their market acceptance. This paper presents a method to estimate the conservation potential of advanced window technologies, combining elements of two well-known modeling paradigms: supply curves of conserved energy and residential end-use forecasting. The unique features include: detailed descriptions of the housing stock by region and vintage, state-of-the-art thermal descriptions of window technologies, and incorporation of market effects to calculate achievable conservation potential and timing. We demonstrate the methodology by comparing, for all new houses built between 1990 and 2010, the conservation potential of very efficient, high R-value ``superwindows`` in the North Central federal region and spectrally-selective low-emissivity (moderate Revalue and solar transmittance) windows in California.

In 1986, Pacific Northwest Laboratory developed the Residential Occupant Survey-Spring '86, which was implemented. The overall purpose of the study was to collect demographic, attitudinal, and behavioral data related to the use and conservation of electricity in dwellings participating in the Bonneville Power Administration's End-Use Load and Conservation Assessment Program (ELCAP). Information was collected on the respondents' perceptions of the energy efficiency of their dwelling, temperature the dwelling was kept when people were at home and awake during the last heating season, which rooms, if any, were not heated during the last heating season, number of times the dwelling was unoccupied for at least one week, number of times pets were let out of the dwelling per day, attitudes toward energy use and conservation and several socio-demographic variables such as age, sex, and total household income. The results of the data analyses showed age to be an important factor for reported indoor temperature and perceived energy efficiency of the dwelling. The results also showed that almost 60% of the ELCAP occupants do not heat one or more rooms during the heating season, and almost 45% of the ELCAP dwellings were unoccupied for at least one week during the reporting period. In terms of the reported allocation of household income for household energy expenses, the results showed that the reported dollar amount spent for the expenses remained relatively constant over income levels.

Development of a Residential Ground-Source Integrated Heat Pump

A residential-size ground-source integrated heat pump (GSIHP) system has been developed and is currently being field tested. The system is a nominal 2-ton (7 kW) cooling capacity, variable-speed unit, which is multi-functional, e.g. space cooling, space heating, dedicated water heating, and simultaneous space cooling and water heating. High-efficiency brushless permanent-magnet (BPM) motors are used for the compressor, indoor blower, and pumps to obtain the highest component performance and system control flexibility. Laboratory test data were used to calibrate a vapor-compression simulation model (HPDM) for each of the four primary modes of operation. The model was used to optimize the internal control options and to simulate the selected internal control strategies, such as controlling to a constant air supply temperature in the space heating mode and a fixed water temperature rise in water heating modes. Equipment performance maps were generated for each operation mode as functions of all independent variables for use in TRNSYS annual energy simulations. These were performed for the GSIHP installed in a well-insulated 2600 ft2(242 m2) house and connected to a vertical ground loop heat exchanger(GLHE). We selected a 13 SEER (3.8 CSPF )/7.7 HSPF (2.3 HSPF, W/W) ASHP unit with 0.90 Energy Factor (EF) resistance water heater as the baseline for energy savings comparisons. The annual energy simulations were conducted over five US climate zones. In addition, appropriate ground loop sizes were determined for each location to meet 10-year minimum and maximum design entering water temperatures (EWTs) to the equipment. The prototype GSIHP system was predicted to use 52 to 59% less energy than the baseline system while meeting total annual space conditioning and water heating loads.

This study examined a range of factors influencing energy consumption in households that had participated in residential energy-efficiency upgrades. The study was funded by a grant from the U.S. Department of Energys Pacific Northwest National Laboratory and was conducted by faculty and staff of Portland State University Center for Urban Studies and Department of Economics. This work was made possible through the assistance and support of the Energy Trust of Oregon (ETO), whose residential energy-efficiency programs provided the population from which the sample cases were drawn. All households in the study had participated in the ETO Home Performance with Energy Star (HPwES) program. A number of these had concurrently pursued measures through other ETO programs. Post-retrofit energy outcomes are rarely investigated on a house-by-house basis. Rather, aggregate changes are ordinarily the focus of program impact evaluations, with deviation from aggregate expectations chalked up to measurement error, the vagaries of weather and idiosyncrasies of occupants. However, understanding how homes perform post-retrofit on an individual basis can give important insights to increase energy savings at the participant and the programmatic level. Taking a more disaggregated approach, this study analyzed energy consumption data from before and after the retrofit activity and made comparisons with engineering estimates for the upgrades, to identify households that performed differently from what may have been expected based on the estimates. A statistical analysis using hierarchal linear models, which accounted for weather variations, was performed looking separately at gas and electrical use during the periods before and after upgrades took place. A more straightforward comparison of billing data for 12-month periods before and after the intervention was also performed, yielding the majority of the cases examined. The later approach allowed total energy use and costs to be assessed but did not account for weather variation. From this statistical analysis, 18 study participants were selected and interviewed. The participants completed an in-home interview covering a range of topics, including changes in occupancy and additional changes to the homes that may have affected energy use. The goal of the interviews was to identify factors that may have contributed to unusual energy performance. These factors were identified by their frequency of occurrence in outperforming or underperforming homes, or simply by identifying factors that had the largest impact on overall savings. The motivations and levels of satisfaction with the outcomes of the upgrades were covered in detail, as well as extensive discussions of behaviors pertaining to thermal control, lighting, water, and appliance use. Most of cases studied achieved substantial energy savings, although it was more common for the projected savings to be greater than the demonstrated savings. Two factors that played a very large role in savings variation were 1) changes in occupancy and 2) fenestration improvements outside of the incentive programs. Motivation for pursuing the upgrades (e.g., environmental sustainability vs. comfort or cost savings) did not seem to play any role in achieving savings. Participants generally were more concerned with maintaining aesthetics through lighting than comfort through heating or cooling. They also seemed more likely to turn the lights off when leaving a room than to turn the heat off when leaving the home.

Residential and Transport Energy Use in India: Past Trend and Future Outlook

The main contribution of this report is to characterize the underlying residential and transport sector end use energy consumption in India. Each sector was analyzed in detail. End-use sector-level information regarding adoption of particular technologies was used as a key input in a bottom-up modeling approach. The report looks at energy used over the period 1990 to 2005 and develops a baseline scenario to 2020. Moreover, the intent of this report is also to highlight available sources of data in India for the residential and transport sectors. The analysis as performed in this way reveals several interesting features of energy use in India. In the residential sector, an analysis of patterns of energy use and particular end uses shows that biomass (wood), which has traditionally been the main source of primary energy used in households, will stabilize in absolute terms. Meanwhile, due to the forces of urbanization and increased use of commercial fuels, the relative significance of biomass will be greatly diminished by 2020. In the transport sector, the rapid growth in personal vehicle sales indicates strong energy growth in that area. This technical highlight describes NREL research to develop a publicly available database of energy retrofit measures containing performance characteristics and cost estimates for nearly 3,000 measures. Researchers at the U.S. Department of Energy (DOE) National Renewable Energy Laboratory (NREL) have developed the National Residential Efficiency Measures Database, a public database that characterizes the performance and costs of common residential energy efficiency measures. The data are available for use in software programs that evaluate cost-effective retrofit measures to improve the energy efficiency of residential buildings. The database provides a single, consistent source of current data for DOE and private-sector energy audit and simulation software tools and the retrofit industry. The database will reduce risk for residential retrofit industry stakeholders by providing a central, publicly vetted source of up-to-date information.

Development of a Residential Integrated Ventilation Controller

The goal of this study was to develop a Residential Integrated Ventilation Controller (RIVEC) to reduce the energy impact of required mechanical ventilation by 20percent, maintain or improve indoor air quality and provide demand response benefits. This represents potential energy savings of about 140 GWh of electricity and 83 million therms of natural gas as well as proportional peak savings in California. The RIVEC controller is intended to meet the 2008 Title 24 requirements for residential ventilation as well as taking into account the issues of outdoor conditions, other ventilation devices (including economizers), peak demand concerns and occupant preferences. The controller is designed to manage all the residential ventilation systems that are currently available. A key innovation in this controller is the ability to implement the concept of efficacy and intermittent ventilation which allows time shifting of ventilation. Using this approach ventilation can be shifted away from times of high cost or high outdoor pollution towards times when it is cheaper and more effective. Simulations, based on the ones used to develop the new residential ventilation requirements for the California Buildings Energy code, were used to further define the specific criteria and strategies needed for the controller. These simulations provide estimates of the energy, peak power and contaminant improvement possible for different California climates for the various ventilation systems. Results from a field test of the prototype controller corroborate the predicted performance.

Businesses, government agencies, consumers, policy makers, and utilities currently have limited access to occupant-, building-, and location-specific recommendations for optimal energy retrofit packages, as defined by estimated costs and energy savings. This report describes an analysis method for determining optimal residential energy efficiency retrofit packages and, as an illustrative example, applies the analysis method to a 1960s-era home in eight U.S. cities covering a range of International Energy Conservation Code (IECC) climate regions. The method uses an optimization scheme that considers average energy use (determined from building energy simulations) and equivalent annual cost to recommend optimal retrofit packages specific to the building, occupants, and location. Energy savings and incremental costs are calculated relative to a minimum upgrade reference scenario, which accounts for efficiency upgrades that would occur in the absence of a retrofit because of equipment wear-out and replacement with current minimum standards.

The Global Nuclear Energy Partnership program (GNEP) is designed to demonstrate a proliferation-resistant and sustainable integrated nuclear fuel cycle that can be commercialized and used internationally. Alternative stabilization concepts for byproducts and waste streams generated by fuel recycling processes were evaluated and a baseline of waste forms was recommended for the safe disposition of waste streams. Waste forms are recommended based on the demonstrated or expected commercial practicability and technical maturity of the processes needed to make the waste forms, and performance of the waste form materials when disposed. Significant issues remain in developing technologies to process some of the wastes into the recommended waste forms, and a detailed analysis of technology readiness and availability may lead to the choice of a different waste form than what is recommended herein. Field Testing of Energy-Efficient Flood-Damage-Resistant Residential Envelope Systems Summary Report

The primary purpose of the project was to identify materials and methods that will make the envelope of a house flood damage resistant. Flood damage resistant materials and systems are intended to be used to repair houses subsequent to flooding. This project was also intended to develop methods of restoring the envelopes of houses that have been flooded but are repairable and may be subject to future flooding. Then if the house floods again, damage will not be as extensive as in previous flood events and restoration costs and efforts will be minimized. The purpose of the first pair of field tests was to establish a baseline for typical current residential construction practice. The first test modules used materials and systems that were commonly found in residential envelopes throughout the U.S. The purpose of the second pair of field tests was to begin evaluating potential residential envelope materials and systems that were projected to be more flood-damage resistant and restorable than the conventional materials and systems tested in the first pair of tests. The purpose of testing the third slab-on-grade module was to attempt to dry flood proof the module (no floodwater within the structure). If the module could be sealed well enough to prevent water from entering, then this would be an effective method of making the interior materials and systems flood damage resistant. The third crawl space module was tested in the same manner as the previous modules and provided an opportunity to do flood tests of additional residential materials and systems. Another purpose of the project was to develop the methodology to collect representative, measured, reproducible (i.e. scientific) data on how various residential materials and systems respond to flooding conditions so that future recommendations for repairing flood damaged houses could be based on scientific data. An additional benefit of collecting this data is that it will be used in the development of a standard test procedure which could lead to the certification of building materials and systems as flood damage resistant.

An Assessment of the U.S. Residential Lighting Market

This report provides background data upon which residential lighting fixture energy conservation programs can be built. The current stock of residential lighting is described by usage level, lamp wattage, fixture type, and location within the house. Data are discussed that indicate that 25% of residential fixtures are responsible for 80% of residential lighting energy use, and that justify targeting these fixtures as candidates for retrofit with energy-efficient fixtures. Fixtures determined to have the highest energy use are hardwired ceiling fixtures in kitchens, living/family rooms, dining rooms, and outdoors. An assessment of the market for residential fixtures shows that nearly half of new residential fixtures are imported, 61% of new fixtures sold are hardwired, and about half of all new fixtures sold are for ceiling installation.

Pentek metal coating removal system: Baseline report

The Pentek coating removal technology was tested and is being evaluated at Florida International University (FIU) as a baseline technology. In conjunction with FIU`s evaluation of efficiency and cost, this report covers evaluation conducted for safety and health issues. It is a commercially available technology and has been used for various projects at locations throughout the country. The Pentek coating removal system consisted of the ROTO-PEEN Scaler, CORNER-CUTTER{reg_sign}, and VAC-PAC{reg_sign}. They are designed to remove coatings from steel, concrete, brick, and wood. The Scaler uses 3M Roto Peen tungsten carbide cutters while the CORNER-CUTTER{reg_sign} uses solid needles for descaling activities. These hand tools are used with the VAC-PAC{reg_sign} vacuum system to capture dust and debris as removal of the coating takes place. The safety and health evaluation during the testing demonstration focused on two main areas of exposure: dust and noise. Dust exposure minimal, but noise exposure was significant. Further testing for each exposure is recommended because of the environment where the testing demonstration took place. It is feasible that the dust and noise levels will be higher in an enclosed operating environment of different construction. In addition, other areas of concern found were arm-hand vibration, whole-body, ergonomics, heat stress, tripping hazards, electrical hazards, machine guarding, and lockout/tagout.

The LTC shot blast technology was tested and is being evaluated at Florida International University (FIU) as a baseline technology. In conjunction with FIU`s evaluation of efficiency and cost, this report covers the evaluation conducted for safety and health issues. It is a commercially available technology and has been used for various projects at locations throughout the country. The LTC 1073 Vacuum Blasting Machine uses a high-capacity, direct-pressure blasting system which incorporates a continuous feed for the blast media. The blast media cleans the surface within the contained brush area of the blast. It incorporates a vacuum system which removes dust and debris from the surface as it is blasted. The safety and health evaluation during the testing demonstration focused on two main areas of exposure: dust and noise. Dust exposure during maintenance activities was minimal, but due to mechanical difficulties dust monitoring could not be conducted during operation. Noise exposure was significant. Further testing for each of these exposures is recommended because of the outdoor environment where the testing demonstration took place. This may cause the results to be inaccurate. It is feasible that the dust and noise levels will be higher in an enclosed environment. In addition, other safety and health issues found were ergonomics, heat stress, tripping hazards, electrical hazards, lockout/tagout, and arm-hand vibration.
