    The enclosed document provides a final report to document the research performed at the University of Delaware under Grant DE-SC0005403: Improved Electrochemical Performance of Strained Lattice Electrolytes via Modulated Doping. The ultimate goal of this project was to learn how to systematically strain the inter-atomic distance in thin ceramic films and how to use this newfound control to improve the ease by which oxygen ions can conduct through the films. Increasing the ionic conductivity of ceramics holds the promise of drastic improvements in the performance of solid oxide fuel cells, chemical sensors, gas permeation membranes, and related devices. Before this work, the experimental evidence advocating for strain-based techniques was often controversial and poorly characterized. Enabling much of this work was a new method to quickly create a very wide range of ceramic nanostructures that was established during the first phase of the project. Following this initial phase, we created a variety of promising nanostructured epitaxial films and multilayers with systematic variations in lattice mismatch and dopant content. Over the course of the work, a positive effect of tensile atomic strain on the oxygen conductivity was conclusively found using a few different forms of samples and experimental techniques. The samples were built by sputtering, an industrially scalable technique, and thus the technological implementation of these results may be economically feasible. Still, two other results consistently achieved over multiple efforts in this work give pause. The first of these results was that very specific, pristine surfaces upon which to build the nanostructures were strictly required in order to achieve measurable results. The second of these results was that compressively strained films with concomitant reductions in oxygen conductivity are much easier to obtain relative to tensile-strained films with increased conductivity.

    Performance-based inspection and maintenance strategies utilize measures of equipment performance to help guide inspection and maintenance activities. A relevant measure of performance for safety system components is component unavailability. The component unavailability can also be input into a plant risk model such as a Probabilistic Risk Assessment (PRA) to determine the associated plant risk performance. Based on the present and projected unavailability performance, or the present and projected risk performance, the effectiveness of current maintenance activities can be evaluated and this information can be used to plan future maintenance activities. A significant amount of information other than downtimes or failure times is collected or can be collected when an inspection or maintenance is conducted which can be used to estimate the component unavailability. This information generally involves observations on the condition or state of the component or component piecepart. The information can be detailed such as the amount of corrosion buildup or can be general such as the general state of the component described as {open_quotes}high degradation{close_quotes}, {open_quotes}moderate degradation{close_quotes}, or {open_quotes}low degradation{close_quotes}. Much of the information collected in maintenance logs is qualitative and fuzzy. As part of an NRC Research program on performance-based engineering modeling, approaches have been developed to apply Fuzzy Set Theory to information collected on the state of the component to determine the implied component or component piecepart unavailability. Demonstrations of the applications of Fuzzy Set Theory are presented utilizing information from plant maintenance logs. The demonstrations show the power of Fuzzy Set Theory in translating engineering information to reliability and risk implications.

  16. SES Performance-Based Pay Increase

    An agency may provide a pay increase to allow a senior executive to advance his or her relative position with the SES rate range only upon a determination by the authorized agency official that the executive’s individual performance and/or contribution to agency performance so warrant. A senior executive who receives an annual summary rating of Outstanding or equivalent may be considered for an annual pay increase. A senior executive who receives an annual summary rating of less than Fully Successful or equivalent may not receive an increase in pay for the current appraisal period. The expectation is that executives who are paid consistent with their current level of responsibilities and who receive an acceptable (“Fully Successful” or better) annual summary rating will be eligible to receive a discretionary performance-based pay increase. Pay increases that advance an executive's position in the SES rate range restart the clock under the 12-month rule.

    During the early 90s, I engaged in a productive and enjoyable collaboration with Robert Wagner and his colleague, Kyle Myers. We explored the ramifications of the principle that tbe quality of an image should be assessed on the basis of how well it facilitates the performance of appropriate visual tasks. We applied this principle to algorithms used to reconstruct scenes from incomplete and/or noisy projection data. For binary visual tasks, we used both the conventional disk detection and a new challenging task, inspired by the Rayleigh resolution criterion, of deciding whether an object was a blurred version of two dots or a bar. The results of human and machine observer tests were summarized with the detectability index based on the area under the ROC curve. We investigated a variety of reconstruction algorithms, including ART, with and without a nonnegativity constraint, and the MEMSYS3 algorithm. We concluded that the performance of the Raleigh task was optimized when the strength of the prior was near MEMSYS's default 'classic' value for both human and machine observers. A notable result was that the most-often-used metric of rms error in the reconstruction was not necessarily indicative of the value of a reconstructed image for the purpose of performing visual tasks.

    Tasked by the 1979 President's Commission on the Accident at Three Mile Island, the US nuclear power industry has put into place a performance indicator program as one means for showing a demonstrable record of achievement.'' Largely through the efforts of the Institute of Nuclear Power Operations (INPO), plant performance data has, since 1983, been collected and analyzed to aid utility management in measuring their plants' performance progress. The US Nuclear Regulatory Commission (NRC) has also developed a set of performance indicators. This program, conducted by NRC's Office for the Analysis and Evaluation of Operational Data (AEOD), is structured to present information on plant operational performance in a manner that could enhance the staff's ability to recognize changes in the safety performance. 4 refs., 1 fig., 1 tab.

    As the flood of data associated with leading edge computational science continues to escalate, the challenge of supporting the distributed collaborations that are now characteristic of it becomes increasingly daunting. The chief obstacles to progress on this front lie less in the synchronous elements of collaboration, which have been reasonably well addressed by new global high performance networks, than in the asynchronous elements, where appropriate shared storage infrastructure seems to be lacking. The recent report from the Department of Energy on the emerging 'data management challenge' captures the multidimensional nature of this problem succinctly: Data inevitably needs to be buffered, for periods ranging from seconds to weeks, in order to be controlled as it moves through the distributed and collaborative research process. To meet the diverse and changing set of application needs that different research communities have, large amounts of non-archival storage are required for transitory buffering, and it needs to be widely dispersed, easily available, and configured to maximize flexibility of use. In today's grid fabric, however, massive storage is mostly concentrated in data centers, available only to those with user accounts and membership in the appropriate virtual organizations, allocated as if its usage were non-transitory, and encapsulated behind legacy interfaces that inhibit the flexibility of use and scheduling. This situation severely restricts the ability of application communities to access and schedule usable storage where and when they need to in order to make their workflow more productive. (p.69f) One possible strategy to deal with this problem lies in creating a storage infrastructure that can be universally shared because it provides only the most generic of asynchronous services. Different user communities then define higher level services as necessary to meet their needs. One model of such a service is a Storage Network, analogous to

    Energy codes have provided significant increases in building efficiency over the last 38 years, since the first national energy model code was published in late 1975. The most commonly used path in energy codes, the prescriptive path, appears to be reaching a point of diminishing returns. The current focus on prescriptive codes has limitations including significant variation in actual energy performance depending on which prescriptive options are chosen, a lack of flexibility for designers and developers, and the inability to handle control optimization that is specific to building type and use. This paper provides a high level review of different options for energy codes, including prescriptive, prescriptive packages, EUI Target, outcome-based, and predictive performance approaches. This paper also explores a next generation commercial energy code approach that places a greater emphasis on performance-based criteria. A vision is outlined to serve as a roadmap for future commercial code development. That vision is based on code development being led by a specific approach to predictive energy performance combined with building specific prescriptive packages that are designed to be both cost-effective and to achieve a desired level of performance. Compliance with this new approach can be achieved by either meeting the performance target as demonstrated by whole building energy modeling, or by choosing one of the prescriptive packages.

    In order to provide a sound basis and foundation for integrated Project and Contract change management, it is imperative to ensure the alignment of the Negotiated Contract Costs (NCC) with the Contract Budget Base (CBB), where CBB is defined as the Performance Measurement Baseline (PMB) plus Management Reserve (MR). The achievement of this alignment assures customer and contractor agreement on scope, requirements, quantities, schedule and cost, which facilitates the identification of change conditions and ultimate agreement on the value of changes to the NCC and the CBB. Delays in contract/CBB true up/reconciliation can negatively effect measurement of project progress, limiting owner understanding of liability, and may result in increased contract disagreements and potential claims. The Department of Energy Oak Ridge Office of Environmental Management (OR-EM) and URS - CH2M Oak Ridge LLC (UCOR) achieved alignment of the NCC with the CBB within 10 months of UCOR taking over work on the East Tennessee Technology Park (ETTP) cleanup contract by: 1. Managing as a discrete project; 2. Establishing expectations and setting tone of interactions; 3. Using personnel experienced with Federal Acquisition Regulation (FAR); 4. Partnering; 5.     In the fire safety community, the trend is toward implementing performance-based standards in place of existing prescriptive ones. Prescriptive standards can be difficult to adapt to changing design methods, materials, and application situations of systems that ultimately must perform well in unwanted fire situations. In general, this trend has produced positive results and is embraced by the fire protection community. The question arises as to whether this approach could be used to advantage in cook-off testing. Prescribed fuel fire cook-off tests have been instigated because of historical incidents that led to extensive damage to structures and loss of life. They are designed to evaluate the propensity for a violent response. The prescribed protocol has several advantages: it can be defined in terms of controllable parameters (wind speed, fuel type, pool size, etc.); and it may be conservative for a particular scenario. However, fires are inherently variable and prescribed tests are not necessarily representative of a particular accident scenario. Moreover, prescribed protocols are not necessarily adaptable and may not be conservative. We also consider performance-based testing. This requires more knowledge and thought regarding not only the fire environment, but the behavior of the munitions themselves. Sandia uses a performance based approach in assuring the safe behavior of systems of interest that contain energetic materials. Sandia also conducts prescriptive fire testing for the IAEA, NRC and the DOT. Here we comment on the strengths and weakness of both approaches and suggest a path forward should it be desirable to pursue a performance based cook-off standard.

    This paper addresses two key parallelization challenges the unstructured mesh-based ocean modeling code, MPAS-Ocean, which uses a mesh based on Voronoi tessellations: (1) load imbalance across processes, and (2) unstructured data access patterns, that inhibit intra- and inter-node performance. Our work analyzes the load imbalance due to naive partitioning of the mesh, and develops methods to generate mesh partitioning with better load balance and reduced communication. Furthermore, we present methods that minimize both inter- and intranode data movement and maximize data reuse. Our techniques include predictive ordering of data elements for higher cache efficiency, as well as communication reduction approaches.more » We present detailed performance data when running on thousands of cores using the Cray XC30 supercomputer and show that our optimization strategies can exceed the original performance by over 2×. He, Dr. Dane Gillaspie, and their fellow scientists at NREL then applied this knowledge to develop and transfer the technologies required to construct an electrochromic window, which can switch between clear and heavily tinted states. Electrochromic windows allow natural light in while adding tint to reduce summer heat and glare, and going clear to allow sunlight through in the winter. Broad adaptation of these windows could reduce US total energy use by four percent and reduce building cooling loads by 20%, much of this during expensive peak hours. Windows based on these discoveries are now being installed worldwide.

    The Idaho National Laboratory (INL) operates a behavior based safety program called Safety Observations Achieve Results (SOAR). This peer-to-peer observation program encourages employees to perform in-field observations of each other's work practices and habits (i.e., behaviors). The underlying premise of conducting these observations is that more serious accidents are prevented from occurring because lower level “at risk” behaviors are identified and corrected before they can propagate into culturally accepted “unsafe” behaviors that result in injuries or fatalities. Although the approach increases employee involvement in safety, the premise of the program has not been subject to sufficient empirical evaluation. The INL now has a significant amount of SOAR data on these lower level “at risk” behaviors. This paper describes the use of data mining techniques to analyze these data to determine whether they can predict if and when a more serious accident will occur.
