    The Bartlesville Project Office (BPO) was established in 1983 to succeed the Bartlesville Energy Technology Center (BETC). Its lead mission from the Office of Fossil Energy (FE) of the US Department of energy is to plan and implement research in the Enhanced Oil Recovery (EOR) and Advanced Extraction and Process Technology (AEPT) subprograms of the Petroleum Program. As such, BPO oversees some 160 research projects falling within these two broad subprograms and support activities. These projects, form the major portion of DOE's National Petroleum Research Program. The EOR subprogram consists of two research categories: Light Oil and Heavy Oil. These two categories include research activities in: (1) geoscience and reservoir characterization, (2) chemical flooding (3) gas flooding, (4) thermal recovery, (5) novel technology, and (6) microbial EOR. The AEPT subprogram includes research activities in (1) fundamental geoscience and extraction research, (2) supporting technology and environmental research, and (3) university geoscience research. 8 figs., 5 tabs.

    A comprehensive enhanced oil recovery (EOR) project data base is maintained and updated at the Bartlesville Project Office of the Department of Energy. This data base provides an information resource that is used to analyze the advancement and application of EOR technology. The data base has extensive information on 1,388 EOR projects in 569 different oil fields from 1949 until the present, and over 90% of that information is contained in tables and graphs of this report. The projects are presented by EOR process, and an index by location is provided.

    SUBJECT: CLOSEOUT OF AWARD NO DE-SC0008494 FINAL REPORT: SUPPORT OF US CLIVAR PROJECT OFFICE 2012 UNIVERSITY CORPORATION FOR ATMOSPHERIC RESEARCH Director of JOSS, supervised the U.S. CLIVAR Project Office Director and helped direct the officer to enhance the goals and objectives of the U.S. CLIVAR Project and budget. Financial Manager of JOSS, worked to complete proposals and monitor compliance with award requirements and funding limitations and ensure the U.S. CLIVAR Project Office complied with UCAR policies and procedures. Project Coordinator administered the funding for the U.S. CLIVAR Project Office and was responsible for coordinating special projects that required additional support from JOSS technical staff. These projects included activities such as website updates, technology upgrades, production of printed reports, and development of graphic elements like logos. Web Developer worked both on web development and graphic work and the work consisted of the following: Maintaining the site ? installing updates to Drupal CMS (Content Management System). Creating new templates for webpages and styling them with CSS and JavaScript/jQuery code. Fixing the styling on webpages that the content contributor/manager (Jenn Mays) created and has had trouble with. Creating new web forms for abstract uploading, subscriptions, and meeting registrations. Created 4 webpages for the ?ASP: Key Uncertainties in the Global Carbon-Cycle? meeting. Developed a document review form, instruction webpages, login redirect, dynamic table with form submissions for the US CLIVAR SSC Science Plan Document Review. This was open to the public from June 12, 2013 until July 10, 2013. During this time the user accounts had to be checked (daily) that were created by the public, to delete any spam ones. Graphics work: preparing images for general use on webpages, webpage banners, and for meeting name badges, creating a US CLIVAR letterhead, redesigning the US AMOC logo. System Administrator spent time working on the migration of the US CLIVAR site from the USGCRP office to UCAR here Boulder. This was done to increase the general speed of the site & to allow the web developer to work in it more efficiently. Main tasks were to Archive the old Site, create new development site for web developer, and move web address to new website when web developer was finished with development. There are no patients or equipment related to this proposals

    The Grand Junction Projects Office (GJPO) is located in Mesa County, Colorado, immediately south and west of the Grand Junction city limits. The US Atomic Energy Commission (AEC) established the Colorado Raw Materials Office at the present-day Grand Junction Projects Office in 1947, to aid in the development of a viable domestic uranium industry. Activities at the site included sampling uranium concentrate; pilot-plant milling research, including testing and processing of uranium ores; and operation of a uranium mill pilot plant from 1954 to 1958. The last shipment of uranium concentrate was sent from GJPO in January, 1975. Since that time the site has been utilized to support various DOE programs, such as the former National Uranium Resource Evaluation (NURE) Program, the Uranium Mill Tailings Remedial Action Project (UMTRAP), the Surplus Facilities Management Program (SFMP), and the Technical Measurements Center (TMC). All known contamination at GJPO is believed to be the result of the past uranium milling, analyses, and storage activities. Hazards associated with the wastes impounded at GJPO include surface and ground-water contamination and potential radon and gamma-radiation exposure. This report documents the results of the Baseline Environmental Audit conducted at Grand Junction Projects Office (GJPO) located in Grand Junction, Colorado. The Grand Junction Baseline Environmental Audit was conducted from May 28 to June 12, 1991, by the Office of Environmental Audit (EH-24). This Audit evaluated environmental programs and activities at GJPO, as well as GJPO activities at the State-Owned Temporary Repository. 4 figs., 12 tabs.

    Outcrop studies of the Bluejacket Sandstone (Middle Pennsylvanian) provide significant insights to reservoir architecture of the subsurface equivalent Bartlesville Sandstone. Quarry walls and road cuts in the Lake Eufaula area offer excellent exposures for detailed facies architectural investigations using high-precision surveying, photo mosaics. Directional minipermeameter measurements are being conducted. Subsurface studies include conventional logs, borehole image log, and core data. Reservoir architectures are reconstructed in four hierarchical levels: multi-storey sandstone, i.e. discrete genetic intervals; individual discrete genetic interval; facies within a discrete genetic interval; and lateral accretion bar deposits. In both outcrop and subsurface, the Bluejacket (Bartlesville) Sandstone comprises two distinctive architectures: a lower braided fluvial and an upper meandering fluvial. Braided fluvial deposits are typically 30 to 80 ft thick, and are laterally persistent filling an incised valley wider than the largest producing fields. The lower contact is irregular with local relief of 50 ft. The braided-fluvial deposits consist of 100-400-ft wide, 5-15-ft thick channel-fill elements. Each channel-fill interval is limited laterally by an erosional contact or overbank deposits, and is separated vertically by discontinuous mudstones or highly concentrated mudstone interclast lag conglomerates. Low-angle parallel-stratified or trough cross-stratified medium- to coarse-grained sandstones volumetrically dominate. This section has a blocky well log profile. Meandering fluvial deposits are typically 100 to 150 ft thick and comprise multiple discrete genetic intervals.

    As part of an energy efficiency research and development project, a major northern California utility in conjunction with the California State Automobile Association (CSAA) designed, built and analyzed the most energy efficient office building in California. The 1,419 m{sup 2} building is located in Antioch, California and has been occupied since June 1994. Before the utility invited CSAA to participate in the research project, the district office was to be built as specified by CSAA's corporate construction guidelines, which would have minimally satisfied California's Title-24 energy standards. However, by applying an integrated design concept, the design team reduced the building's projected energy consumption by 70% at a cost competitive with electric and gas utility supply costs. The savings are achieved with variable-aperture daylighting; dual-fan, dual-duct HVAC; high performance glazing; energy efficient computers; and several other measures. Based upon the data collected from the end-use metering system installed by the utility, the actual energy savings are about 64%, closely matching the DOE-2 modeled energy savings projections.

    In 1994 the Department of Energy (Department) obtained the services of Rocky Mountain BankCard System, through the use of a General Services Administration contract, as a means for the Department and its contractors to make small purchases. The use of credit cards was expected to simplify small purchase procedures and improve cash management. The Ohio Field Office (Field Office) uses the credit card system and oversees usage by its area offices. Contractors under the Field Office also use the credit card system to make small purchases. The Office of Inspector General (OIG) has issued one audit report concerning the use of credit cards. In April 1996, the OIG issued Report WR-B-96-06, Audit of Bonneville Power Administration`s Management of Information Resources. The audit concluded that improvements could be made in implementing credit card and property procedures in Bonneville`s management of computer-related equipment. Specifically, many credit card purchases were made by employees whose authority to buy was not properly documented, and the purchasing files often lacked invoices that would show what was purchased. Additionally, some cardholders split purchases to avoid credit card limits. The objective of this audit was to determine whether the Field Office, Fernald and Miamisburg Environmental Management Projects, Fluor Daniel, and B and W were using credit cards for the appropriate purposes and within the limitations established by Federal and Departmental regulations.

    To support consideration of renewable energy power development as a land reuse option, the DOE Office of Legacy Management (LM) and the National Renewable Energy Laboratory (NREL) established a partnership to conduct an assessment of wind and solar renewable energy resources on LM lands. From a solar capacity perspective, the larger sites in the western United States present opportunities for constructing solar photovoltaic (PV) projects. A detailed analysis and preliminary plan was developed for three large sites in New Mexico, assessing the costs, the conceptual layout of a PV system, and the electric utility interconnection process. As a result of the study, a 1,214-hectare (3,000-acre) site near Grants, New Mexico, was chosen for further study. The state incentives, utility connection process, and transmission line capacity were key factors in assessing the feasibility of the project. LM's Durango, Colorado, Disposal Site was also chosen for consideration because the uranium mill tailings disposal cell is on a hillside facing south, transmission lines cross the property, and the community was very supportive of the project. LM worked with the regulators to demonstrate that the disposal cell's long-term performance would not be impacted by the installation of a PV solar system. A number of LM-unique issues were resolved in making the site available for a private party to lease a portion of the site for a solar PV project. A lease was awarded in September 2012. Using a solar decision tree that was developed and launched by the EPA and NREL, LM has modified and expanded the decision tree structure to address the unique aspects and challenges faced by LM on its multiple sites. The LM solar decision tree covers factors such as land ownership, usable acreage, financial viability of the project, stakeholder involvement, and transmission line capacity. As additional sites are transferred to LM in the future, the decision tree will assist in determining whether a solar PV project is feasible on the new sites. (authors)

    The Infill Drilling Predictive Model (IDPM) was developed by Scientific Software-Intercomp (SSI) for the Bartlesville Project Office (BPO) of the United States Department of Energy (DOE). The model and certain adaptations thereof were used in conjunction with other models to support the Interstate Oil and Gas Compact Commission`s (IOGCC) 1993 state-by-state assessment of the potential domestic reserves achievable through the application of Advanced Secondary Recovery (ASR) and Enhanced Oil Recovery (EOR) techniques. Funding for this study was provided by the DOE/BPO, which additionally provided technical support. The IDPM is a three-dimensional (stratified, five-spot), two-phase (oil and water) model which uses a minimal amount of reservoir and geologic data to generate production and recovery forecasts for ongoing waterflood and infill drilling projects. The model computes water-oil displacement and oil recovery using finite difference solutions within streamtubes. It calculates the streamtube geometries and uses a two-dimensional reservoir simulation to track fluid movement in each streamtube slice. Thus the model represents a hybrid of streamtube and numerical simulators.

    The National Renewable Energy Laboratory participated with DPD, Inc., in the thermal analysis of buildings constructed using concrete with recycled materials in the aggregate. This project was part of a Phase II Small Business Innovative Research grant to determine how the thermal properties of concrete can be''tuned'' for use in passive solar buildings. DPD Inc. and Michigan State University developed techniques to alter the thermal properties of concrete by introducing recycled materials into the aggregate. Two office/retail buildings were built in Lansing, Michigan for this research. The objective of NREL's involvement was to evaluate the effects of concrete thermal properties on the building performance through energy simulations and monitoring. This report presents a summary of work accomplished on this project, including a predesign analysis of the concrete properties and building designs as well as energy performance analysis after construction. The test results were used to calibrate computer models that were later used to predict long-term performance of the buildings.

    This feasibility test was conducted to determine if real-time radiation-monitoring instruments could be mounted on decontamination machines during remediation activities to provide useful and immediate feedback to equipment operators. The U.S. Department of Energy (DOE) sponsored this field test under the Grand Junction Projects Office Remedial Action Project (GJPORAP) to identify a more efficient method to remove radiological contamination from concrete floor surfaces. This test demonstrated that project durations and costs may be reduced by combining radiation-monitoring equipment with decontamination machines. The test also demonstrated that a microprocessor-based instrument such as a radiation monitor can withstand the type of vibration that is characteristic of floor scabblers with no apparent damage. Combining radiation-monitoring equipment with a decontamination machine reduces the time and costs required to decontaminate concrete surfaces. These time and cost savings result from the reduction in the number of interim radiological surveys that must be conducted to complete remediation. Real-time radiation monitoring allows equipment operators to accurately monitor contamination during the decontamination process without support from radiological technicians, which also reduces the project duration and costs. The DOE Grand Junction Projects Office recommends more extensive and rigorous testing of this real-time radiation monitoring to include a variety of surfaces and decontamination machines. As opportunities arise, additional testing will be conducted under GJPORAP.

    The Interstate Oil and Gas Compact Commission (IOGCC) has conducted a series of studies to evaluate the known, remaining oil resource in twenty-three (23) states. The primary objective of the IOGCC`s effort is to examine the potential impact of an aggressive and focused program of research, development, and demonstration (RD&D) and technology transfer on future oil recovery in the United States. As part of a larger effort by the IOGCC, this report focuses on the potential economic, social, and political benefits of improved oil recovery to the nation as a whole. Individual reports for major oil producing states have been separately published. The individual state reports include California, Illinois, Kansas, Louisiana, New Mexico, Oklahoma, Texas, and Wyoming. The analysis presented in this report is based on the databases and models available in the Tertiary Oil Recovery Information System (TORIS). TORIS is a tested and verified system maintained and operated by the Department of Energy`s Bartlesville Project Office. The TORTS system was used to evaluate over 2,300 major reservoirs in a consistent manner and on an individual basis, the results of which have been aggregated to arrive at the national total.

    The purpose of this DOE guide is to facilitate the use of consistent procedures to document cost and performance information for projects involving the remediation of media contaminated with hazardous and radioactive wastes. It provides remedial action project managers with a standardized set of data to document completed remediation projects. Standardized reporting of data will broaden the utility of the information, increase confidence in the effectiveness of future remedial technologies, and enhance the organization, storage and retrieval of relevant information for future cleanup projects. The foundation for this guide was laid down by the Federal Remediation Technologies Roundtable (FRTR) in their publication, Guide to Documenting Cost and Performance for Remediation Projects, EPA-542-B- 95-002. Member agencies of the FRTR include the US EPA, the US DOD, the US DOE, and the US DOI. All the member agencies are involved in site remediation projects and anticipate following the guidance provided in the above reference. Therefore, there is much to be gained for DOE to be consistent with the other member agencies as it will be easier to compare projects across different agencies and also to learn from the experiences of a wider spectrum of prior completed projects.

    The US Department of Energy (DOE) has prepared a sitewide environmental assessment (EA) of the proposed action to continue and expand present-day activities on the DOE Grand Junction Projects Office (GJPO) facility in Grand Junction, Colorado. Because DOE-GJPO regularly proposes and conducts many different on-site activities, DOE decided to evaluate these activities in one sitewide EA rather than in multiple, activity-specific documents. On the basis of the information and analyses presented in the EA, DOE has determined that the proposed action does not constitute a major Federal action significantly affecting the quality of the human environment, as defined by the National Environmental Policy Act (NEPA) of 1969. Therefore, preparation of an environmental impact statement is not required for facility operations, and DOE is issuing this Finding of No Significant Impact (FONSI).

    As part of its overall strategy to meet its energy goals, the Naval Facilities Engineering Command (NAVFAC) partnered with the Department of Energy's National Renewable Energy Laboratory (NREL) to rapidly demonstrate and deploy cost-effective renewable energy and energy efficiency technologies. This project was one of several demonstrations of new or underutilized commercial energy technologies. The common goal was to demonstrate and measure the performance and economic benefit of the system while monitoring any ancillary impacts to related standards of service and operation and maintenance (O&M) practices. In short, demonstrations at naval facilities simultaneously evaluate the benefits and compatibility of the technology with the U.S. Department of Defense (DOD) mission, and with NAVFAC's design, construction, operations, and maintenance practices, in particular. This project demonstrated the performance of commercially available advanced power strips (APSs) for plug load energy reductions in building A4 at Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii.

    The primary goal of this project is to develop a Scotts Valley Energy Development Office (SVEDO). This office will further support the mission of the Tribe's existing leadership position as the DOE Tribal Multi-County Weatherization Energy Program (TMCWEP) in creating jobs and providing tribal homes and buildings with weatherization assistance to increase energy efficiency, occupant comfort and improved indoor air quality. This office will also spearhead efforts to move the Tribe towards its further strategic energy goals of implementing renewable energy systems through specific training, resource evaluation, feasibility planning, and implementation. Human capacity building and continuing operations are two key elements of the SVEDO objectives. Therefore, the project will 1) train and employ additional Tribal members in energy efficiency, conservation and renewable resource analyses and implementation; 2) purchase materials and equipment required to implement the strategic priorities as developed by the Scotts Valley Tribe which specifically include implementing energy conservation measures and alternative energy strategies to reduce energy costs for the Tribe and its members; and 3) obtain a dedicated office and storage space for ongoing SVEDO operations.

    The Department of Energy has about 7,000 surplus buildings that will eventually require deactivation and decommissioning (D and D). The estimated cost of D and D for the Department`s surplus facilities is over $11 billion with an additional $20 billion to stabilize, deactivate and decommission facilities which are currently active. The Office of Environmental Management is responsible for assuring that adequate technologies are available to address these D and D needs. Through the development and widespread deployment of new technologies, the Department has established a goal of reducing D and D costs by approximately $1 billion by 2006. Environmental Management uses Large-Scale Demonstration and Deployment Projects to identify and promote deployment of improved technologies throughout the Department. These projects are intended to provide an opportunity to compare the cost and performance of new or improved technologies against established technologies. To date, the projects have demonstrated many technologies which offer cost and performance improvements over established technologies. Environmental Management uses a concept of Integrating Contractor Teams to manage each project. A site for the multi-well experiment was approved by the industry review committee; drilling is expected by mid-summer. Bartlesville Energy Technology Center continued work on fracture conductivity, rock/fluid interaction, and log evaluation and interpretation techniques. Lawrence Livermore Laboratory continued experimental and theoretical work on hydraulic fracturing mechanics and analysis of well test data. Analysis of data obtained from a test of the borehole seismic unit by Sandia Laboratories continued.     The goal of the present technology development was to increase the efficiency of internal combustion engines while minimizing the energy penalty of meeting emissions regulations. This objective was achieved through experimentation and the development of advanced combustion regimes and emission control strategies, coupled with advanced petroleum and non-petroleum fuel formulations. To meet the goals of the project, it was necessary to improve the efficiency of expansion work extraction, and this required optimized combustion phasing and minimized in-cylinder heat transfer losses. To minimize fuel used for diesel particulate filter (DPF) regeneration, soot emissions were also minimized. Because of the complex nature of optimizing production engines for real-world variations in fuels, temperatures and pressures, the project applied high-fidelity computing and high-resolution engine experiments synergistically to create and apply advanced tools (i.e., fast, accurate predictive models) developed for low-emission, fuel-efficient engine designs. The companion experiments were conducted using representative single- and multi-cylinder automotive and truck diesel engines.

    In October 1979 the Office of Management and Budget initiated a review of debt collection within the Federal Government. A DOE Debt Collection Project Team was established, and seven activites were selected for review. These were Albuquerque Operations Office; Bonneville Power Administration; Chicago Operations and Regional Office; Naval Petroleum Reserves, California; Oak Ridge Operations Office; Washington Financial Services Division; and Western Area Power Administration. The team visited each of these activities to collect data on the size, age, and types of receivables managed and procedures for billing, aging, and handling overdue accounts. Various deficiencies were found to exist at several of the DOE entities that are not consistent with good management practices in the performance of their debt collection functions. Also, the Debt Collection Project Team identified a wide variation in the procedures followed by DOE activities in the management of accounts receivable, and a wide variation in the effectiveness of the debt management functions. 1 figure, 17 tables.     This is the report on Task IB, Familiarization with Additional Data Collection Plans of Annual Survey of BOMA Member and Non-Member Buildings in 20 Cities, of the Energy Use in Office Buildings project. The purpose of the work was to monitor and understand the efforts of the Building Owners and Managers Association International (BOMA) in gathering an energy-use-oriented data base. In order to obtain an improved data base encompassing a broad spectrum of office space and with information suitable for energy analysis in greater detail than is currently available, BOMA undertook a major data-collection effort. Based on a consideration of geographic area, climate, population, and availability of data, BOMA selected twenty cities for data collection. BOMA listed all of the major office space - buildings in excess of 40,000 square feet - in each of the cities. Tax-assessment records, local maps, Chamber of Commerce data, recent industrial-development programs, results of related studies, and local-realtor input were used in an effort to assemble a comprehensive office-building inventory. In order to verify the accuracy and completeness of the building lists, BOMA assembled an Ad-Hoc Review Committee in each city to review the assembled inventory of space. A questionnaire on office-building energy use and building characteristics was developed. In each city BOMA assembled a data collection team operating under the supervision of its regional affiliate to gather the data. For each city a random sample of buildings was selected, and data were gathered. Responses for over 1000 buildings were obtained.

This project was funded by the National Institute of Justice. This report lists the findings and results of the project`s three primary objectives. First, to find and document the requirements for a smart firearm technology that law enforcement officers will value. Second, to investigate, evaluate, and prioritize technologies that meet the requirements for a law enforcement officer`s smart firearm.     The Advanced Energy Retrofit Guide for Office Buildings is a component of the Department of Energy’s Advanced Energy Retrofit Guides for Existing Buildings series. The aim of the guides is to facilitate a rapid escalation in the number of energy efficiency projects in existing buildings and to enhance the quality and depth of those projects. By presenting general project planning guidance as well as financial payback metrics for the most common energy efficiency measures, these guides provide a practical roadmap to effectively planning and implementing performance improvements for existing buildings.

    Geothermal Technologies Office conducted its annual program peer review in April of 2013. The review provided an independent, expert evaluation of the technical progress and merit of GTO-funded projects. Further, the review was a forum for feedback and recommendations on future GTO strategic planning. During the course of the peer review, DOE-funded projects were evaluated for 1) their contribution to the mission and goals of the GTO and 2) their progress against stated project objectives. Principal Investigators (PIs) came together in sessions organized by topic “tracks” to disseminate information, progress, and results to a panel of independent experts as well as attendees.

    This report documents the results of the environmental management assessment of the National Institute for Petroleum and Energy Research (NIPER), located in Bartlesville, Oklahoma. The assessment was conducted August 15-26, 1994, by the DOE Office of Environmental Audit (EH-24), located within the Office of Environment, Safety and Health. The assessment included reviews of documents and reports, as well as inspections and observations of selected facilities and operations. Further, the team conducted interviews with management and staff from the Bartlesville Project Office (BPO), the Office of Fossil Energy (FE), the Pittsburgh Energy Technology Center (PETC), state and local regulatory agencies, and BDM Oklahoma (BDM-OK), which is the management and operating (M&O) contractor for NIPER. Because of the transition from a cooperative agreement to an M&O contract in January 1994, the scope of the assessment was to evaluate (1) the effectiveness of BDM-OK management systems being developed and BPO systems in place and under development to address environmental requirements; (2) the status of compliance with DOE Orders, guidance, and directives; and (3) conformance with accepted industry management practices. An environmental management assessment was deemed appropriate at this time in order to identify any systems modifications that would provide enhanced effectiveness of the management systems currently under development.

    This report documents the findings from an onsite audit of the John Seiberling Federal building located in Akron, Ohio. The Federal landlord for this building is the General Services Administration (GSA). The focus of the audit was to identify various no-cost or low-cost energy efficiency opportunities that, once implemented, would reduce in either electrical and gas consumption and increase the operational efficiency of the building. This audit also provided an opportunity to identify potential capital cost projects that should be considered in the to acquire additional energy (electric and gas) and water savings to further increase the operational efficiency of the building.

    The Radiation Embrittlement Archive Project (REAP), which is being conducted by the Probabilistic Integrity Safety Assessment (PISA) Program at Oak Ridge National Laboratory under funding from the U.S. Nuclear Regulatory Commission s (NRC) Office of Nuclear Regulatory Research, aims to provide an archival source of information about the effect of neutron radiation on the properties of reactor pressure vessel (RPV) steels. Specifically, this project is an effort to create an Internet-accessible RPV steel embrittlement database. The project s website, https://reap.ornl.gov, provides information in two forms: (1) a document archive with surveillance capsule(s) reports and related technical reports, in PDF format, for the 104 commercial nuclear power plants (NPPs) in the United States, with similar reports from other countries; and (2) a relational database archive with detailed information extracted from the reports. The REAP project focuses on data collected from surveillance capsule programs for light-water moderated, nuclear power reactor vessels operated in the United States, including data on Charpy V-notch energy testing results, tensile properties, composition, exposure temperatures, neutron flux (rate of irradiation damage), and fluence, (Fast Neutron Fluence a cumulative measure of irradiation for E>1 MeV). Additionally, REAP contains data from surveillance programs conducted in other countries. REAP is presently being extended to focus on embrittlement data analysis, as well. This paper summarizes the current status of the REAP database and highlights opportunities to access the data and to participate in the project.

    The primary markets for recycled office paper are tissue mills, printing and writing paper, and paperboard packaging. Other uses include exports and newsprint. As recently as 1990, more than half of recovered office paper was exported, primarily to paper mills in Pacific Rim countries. This decade has seen an increase in the number of mills using deinked market pulp made from office paper. North American capacity to produce deinked market pulp skyrocketed in the first half of this decade. However, oversupply in the end markets for office paper led to financial problems and shutdown for several of these new mills.

    The Ceramic Technology Project was developed by the USDOE Office of Transportation Systems (OTS) in Conservation and Renewable Energy. This project, part of the OTS's Materials Development Program, was developed to meet the ceramic technology requirements of the OTS's automotive technology programs. Significant accomplishments in fabricating ceramic components for the USDOE and NASA advanced heat engine programs have provided evidence that the operation of ceramic parts in high-temperature engine environments is feasible. These programs have also demonstrated that additional research is needed in materials and processing development, design methodology, and data base and life prediction before industry will have a sufficient technology base from which to produce reliable cost-effective ceramic engine components commercially. A five-year project plan was developed with extensive input from private industry. In July 1990 the original plan was updated through the estimated completion of development in 1993. The objective is to develop the industrial technology base required for reliable ceramics for application in advanced automotive heat engines. The project approach includes determining the mechanisms controlling reliability, improving processes for fabricating existing ceramics, developing new materials with increased reliability, and testing these materials in simulated engine environments to confirm reliability. Although this is a generic materials project, the focus is on the structural ceramics for advanced gas turbine and diesel engines, ceramic bearings and attachments, and ceramic coatings for thermal barrier and wear applications in these engines. To facilitate the rapid transfer of this technology to US industry, the major portion of the work is being done in the ceramic industry, with technological support from government laboratories, other industrial laboratories, and universities.
