    The cooperative research program is explained in Part I. An evaluation is presented of the resolution attained in the separation of a 425 to 550/sup 0/C petroleum distillate fraction according to compound classes using 2 chromatographic methods. Samples were separated by high performance liquid chromatography using 2 columns in series containing 2,4-dinitroanalinopropyl silica and silica, respectively. Initial elution was attained using 1% methylene chloride in pentane followed by a linear gradient up to 30% methylene chloride. In the 2nd method, developed in the American Petroleum Institute's Research Project 60, fractions designated as saturates, monoaromatics, diaromatics, and polyaromatics were collected froma dual silica/alumina column using step gradient elution with pentane, 5% benzene in pentane, 15% benzene in pentane, and 20% ethyl ether, 20% benzene, 60% methanol, followed by pure methanol. The results wil be used to evaluate the quality of the separation in terms of the success in producing fractions containing similar compound classes. 1 figure, 4 tables.

    SUBJECT: CLOSEOUT OF AWARD NO DE-SC0008494 FINAL REPORT: SUPPORT OF US CLIVAR PROJECT OFFICE 2012 UNIVERSITY CORPORATION FOR ATMOSPHERIC RESEARCH Director of JOSS, supervised the U.S. CLIVAR Project Office Director and helped direct the officer to enhance the goals and objectives of the U.S. CLIVAR Project and budget. Financial Manager of JOSS, worked to complete proposals and monitor compliance with award requirements and funding limitations and ensure the U.S. CLIVAR Project Office complied with UCAR policies and procedures. Project Coordinator administered the funding for the U.S. CLIVAR Project Office and was responsible for coordinating special projects that required additional support from JOSS technical staff. These projects included activities such as website updates, technology upgrades, production of printed reports, and development of graphic elements like logos. Web Developer worked both on web development and graphic work and the work consisted of the following: Maintaining the site ? installing updates to Drupal CMS (Content Management System). Creating new templates for webpages and styling them with CSS and JavaScript/jQuery code. Fixing the styling on webpages that the content contributor/manager (Jenn Mays) created and has had trouble with. Creating new web forms for abstract uploading, subscriptions, and meeting registrations. Created 4 webpages for the ?ASP: Key Uncertainties in the Global Carbon-Cycle? meeting. Developed a document review form, instruction webpages, login redirect, dynamic table with form submissions for the US CLIVAR SSC Science Plan Document Review. This was open to the public from June 12, 2013 until July 10, 2013. During this time the user accounts had to be checked (daily) that were created by the public, to delete any spam ones. Graphics work: preparing images for general use on webpages, webpage banners, and for meeting name badges, creating a US CLIVAR letterhead, redesigning the US AMOC logo. System Administrator spent

    A comprehensive enhanced oil recovery (EOR) project data base is maintained and updated at the Bartlesville Project Office of the Department of Energy. This data base provides an information resource that is used to analyze the advancement and application of EOR technology. The data base has extensive information on 1,388 EOR projects in 569 different oil fields from 1949 until the present, and over 90% of that information is contained in tables and graphs of this report. The projects are presented by EOR process, and an index by location is provided.

    The Uranium Mill Tailings Remedial Action (UMTRA) Project was established to accomplish remedial actions at inactive uranium mill tailings sites in accordance with Public Law 95-604, the Uranium Mill Tailings Radiation Control Act of 1978 (UMTRCA). The UMTRA Project`s mission is to stabilize and control the residual radioactive materials at designated sites in a safe and environmentally sound manner so as to minimize or eliminate radiation health hazards to the public. The US Department of Energy (DOE) UMTRA Project Office directs the overall Project. Because these efforts may involve possible risks to public health and safety, a quality assurance (QA) program that conforms to the applicable criteria (set forth in the reference documents) has been established to control the quality of the work. This document, the Quality Assurance Program Plan (QAPP), brings into one document the essential criteria to be applied on a selective basis, depending upon the nature of the activity being conducted, and describes how those criteria shall be applied to the UMTRA Project. The UMTRA Project Office shall require each Project contractor to prepare and submit for approval a more detailed QAPP that is based on the applicable criteria of this QAPP and the referenced documents. All QAPPs on the UMTRA Project shall fit within the framework of this plan or an industry standard format that has been approved by the DOE Project Office.

    The Grand Junction Projects Office (GJPO) is located in Mesa County, Colorado, immediately south and west of the Grand Junction city limits. The US Atomic Energy Commission (AEC) established the Colorado Raw Materials Office at the present-day Grand Junction Projects Office in 1947, to aid in the development of a viable domestic uranium industry. Activities at the site included sampling uranium concentrate; pilot-plant milling research, including testing and processing of uranium ores; and operation of a uranium mill pilot plant from 1954 to 1958. The last shipment of uranium concentrate was sent from GJPO in January, 1975. Since that time the site has been utilized to support various DOE programs, such as the former National Uranium Resource Evaluation (NURE) Program, the Uranium Mill Tailings Remedial Action Project (UMTRAP), the Surplus Facilities Management Program (SFMP), and the Technical Measurements Center (TMC). All known contamination at GJPO is believed to be the result of the past uranium milling, analyses, and storage activities. Hazards associated with the wastes impounded at GJPO include surface and ground-water contamination and potential radon and gamma-radiation exposure. This report documents the results of the Baseline Environmental Audit conducted at Grand Junction Projects Office (GJPO) located in Grand Junction, Colorado. The Grand Junction Baseline Environmental Audit was conducted from May 28 to June 12, 1991, by the Office of Environmental Audit (EH-24). This Audit evaluated environmental programs and activities at GJPO, as well as GJPO activities at the State-Owned Temporary Repository. 4 figs., 12 tabs.

    The U.S. Department of Energy (DOE) Grand Junction Projects Office (GJPO) occupies a 61.7-acre facility along the Gunnison River near Grand Junction, Colorado. This site was contaminated with uranium ore and mill tailings during uranium refining activities of the Manhattan Engineer District and during pilot milling experiments conducted for the U.S. Atomic Energy Commission`s domestic uranium procurement program. The DOE Defense Decontamination and Decommissioning Program established the GJPO Remedial Action Project to clean up and restore the facility lands, improvements, and the underlying aquifer. The site contractor for the facility, Rust Geotech, also is the remedial action contractor. Building 36 was found to be radiologically contaminated and was demolished in 1996. The soil beneath the building was remediated in accordance with identified standards and can be released for unlimited exposure and unrestricted use. This document was prepared in response to a DOE request for an individual final report for each contaminated GJPO building.

    Building 2 on the U.S. Department of Energy (DOE) Grand Junction Projects Office (GJPO) site, which is operated by Rust Geotech, is part of the GJPO Remedial Action Program. This report describes measurements and modeling efforts to evaluate the radiation dose to members of the public who might someday occupy or tear down Building 2. The assessment of future doses to those occupying or demolishing Building 2 is based on assumptions about future uses of the building, measured data when available, and predictive modeling when necessary. Future use of the building is likely to be as an office facility. The DOE sponsored program, RESRAD-BUILD, Version. 1.5 was chosen for the modeling tool. Releasing the building for unrestricted use instead of demolishing it now could save a substantial amount of money compared with the baseline cost estimate because the site telecommunications system, housed in Building 2, would not be disabled and replaced. The information developed in this analysis may be used as part of an as low as reasonably achievable (ALARA) cost/benefit determination regarding disposition of Building 2.

    The U.S. Department of Energy (DOE) Grand Junction Projects Office (GJPO) occupies a 61.7-acre facility along the Gunnison River near Grand Junction, Colorado. This site was contaminated with uranium ore and mill tailings during uranium refining activities of the Manhattan Engineer District and during pilot milling experiments conducted for the U.S. Atomic Energy Commission`s domestic uranium procurement program. The DOE Defense Decontamination and Decommissioning Program established the GJPO Remedial Action Project to clean up and restore the facility lands, improvements, and the underlying aquifer. The site contractor for the facility, Rust Geotech, also was the remedial action contractor. Building 52 was found to be radiologically contaminated and was demolished in 1994. The soil area within the footprint of the building has been remediated in accordance with the identified standards and the area can be released for unlimited exposure and unrestricted use. This document was prepared in response to a DOE request for an individual final report for each contaminated GJPO building.

    This report presents the preliminary findings of the first phase of the Environmental Survey of the US Department of Energy's (DOE) National Institute for Petroleum and Energy Research (NIPER), conducted February 29 through March 4, 1988. The Survey is being conducted by an interdisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Team members are being provided by private contractors. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with NIPER. The Survey covers all environmental media and all areas of environmental regulation. It is being performed in accordance with the DOE Environmental Survey Manual.     Outcrop studies of the Bluejacket Sandstone (Middle Pennsylvanian) provide significant insights to reservoir architecture of the subsurface equivalent Bartlesville Sandstone. Quarry walls and road cuts in the Lake Eufaula area offer excellent exposures for detailed facies architectural investigations using high-precision surveying, photo mosaics. Directional minipermeameter measurements are being conducted. Subsurface studies include conventional logs, borehole image log, and core data. Reservoir architectures are reconstructed in four hierarchical levels: multi-storey sandstone, i.e. discrete genetic intervals; individual discrete genetic interval; facies within a discrete genetic interval; and lateral accretion bar deposits. In both outcrop and subsurface, the Bluejacket (Bartlesville) Sandstone comprises two distinctive architectures: a lower braided fluvial and an upper meandering fluvial. Braided fluvial deposits are typically 30 to 80 ft thick, and are laterally persistent filling an incised valley wider than the largest producing fields. The lower contact is irregular with local relief of 50 ft. The braided-fluvial deposits consist of 100-400-ft wide, 5-15-ft thick channel-fill elements. Each channel-fill interval is limited laterally by an erosional contact or overbank deposits, and is separated vertically by discontinuous mudstones or highly concentrated mudstone interclast lag conglomerates. Low-angle parallel-stratified or trough cross-stratified medium- to coarse-grained sandstones volumetrically dominate. This section has a blocky well log profile. Meandering fluvial deposits are typically 100 to 150 ft thick and comprise multiple discrete genetic intervals.

  10. Evaluation results for an energy-efficient office new construction project

    As part of an energy efficiency research and development project, a major northern California utility in conjunction with the California State Automobile Association (CSAA) designed, built and analyzed the most energy efficient office building in California. The 1,419 m{sup 2} building is located in Antioch, California and has been occupied since June 1994. Before the utility invited CSAA to participate in the research project, the district office was to be built as specified by CSAA's corporate construction guidelines, which would have minimally satisfied California's Title-24 energy standards. However, by applying an integrated design concept, the design team reduced the building's projected energy consumption by 70% at a cost competitive with electric and gas utility supply costs. The savings are achieved with variable-aperture daylighting; dual-fan, dual-duct HVAC; high performance glazing; energy efficient computers; and several other measures. Based upon the data collected from the end-use metering system installed by the utility, the actual energy savings are about 64%, closely matching the DOE-2 modeled energy savings projections.

    The Uranium Mill Tailings Remedial Action (UMTRA) Project was established to accomplish remedial actions at inactive uranium mill tailings sites in accordance with Public Law 95-604, the Uranium Mill Tailings Radiation Control Act of 1978 (UMTRCA). The UMTRA Project's mission is to stabilize and control the residual radioactive materials at designated sites in a safe and environmentally sound manner so as to minimize or eliminate radiation health hazards to the public. The US Department of Energy (DOE) UMTRA Project Office (UMTRA PO) directs the overall project. Since these efforts may involve possible risks to public health and safety, a quality assurance (QA) program that conforms to the applicable criteria (set forth in the reference documents) has been established to control the quality of the work. This document, the Quality Assurance Program Plan (QAPP), brings into one document the essential criteria to be applied on a selective basis, depending upon the nature of the activity being conducted, and describes how those criteria shall be applied to the UMTRA Project. The UMTRA PO shall require each Project contractor to prepare and submit for approval a more detailed QAPP that is based on the applicable criteria of this QAPP and the referenced documents. All QAPPs on the UMTRA Project shall fit within the framework of this plan.

    To support consideration of renewable energy power development as a land reuse option, the DOE Office of Legacy Management (LM) and the National Renewable Energy Laboratory (NREL) established a partnership to conduct an assessment of wind and solar renewable energy resources on LM lands. From a solar capacity perspective, the larger sites in the western United States present opportunities for constructing solar photovoltaic (PV) projects. A detailed analysis and preliminary plan was developed for three large sites in New Mexico, assessing the costs, the conceptual layout of a PV system, and the electric utility interconnection process. As a result of the study, a 1,214-hectare (3,000-acre) site near Grants, New Mexico, was chosen for further study. The state incentives, utility connection process, and transmission line capacity were key factors in assessing the feasibility of the project. LM's Durango, Colorado, Disposal Site was also chosen for consideration because the uranium mill tailings disposal cell is on a hillside facing south, transmission lines cross the property, and the community was very supportive of the project. LM worked with the regulators to demonstrate that the disposal cell's long-term performance would not be impacted by the installation of a PV solar system. A number of LM-unique issues were resolved in making the site available for a private party to lease a portion of the site for a solar PV project. A lease was awarded in September 2012. Using a solar decision tree that was developed and launched by the EPA and NREL, LM has modified and expanded the decision tree structure to address the unique aspects and challenges faced by LM on its multiple sites. The LM solar decision tree covers factors such as land ownership, usable acreage, financial viability of the project, stakeholder involvement, and transmission line capacity. As additional sites are transferred to LM in the future, the decision tree will assist in determining whether a solar

    The National Renewable Energy Laboratory participated with DPD, Inc., in the thermal analysis of buildings constructed using concrete with recycled materials in the aggregate. This project was part of a Phase II Small Business Innovative Research grant to determine how the thermal properties of concrete can be''tuned'' for use in passive solar buildings. DPD Inc. and Michigan State University developed techniques to alter the thermal properties of concrete by introducing recycled materials into the aggregate. Two office/retail buildings were built in Lansing, Michigan for this research. The objective of NREL's involvement was to evaluate the effects of concrete thermal properties on the building performance through energy simulations and monitoring. This report presents a summary of work accomplished on this project, including a predesign analysis of the concrete properties and building designs as well as energy performance analysis after construction. The test results were used to calibrate computer models that were later used to predict long-term performance of the buildings.

    The Infill Drilling Predictive Model (IDPM) was developed by Scientific Software-Intercomp (SSI) for the Bartlesville Project Office (BPO) of the United States Department of Energy (DOE). The model and certain adaptations thereof were used in conjunction with other models to support the Interstate Oil and Gas Compact Commission`s (IOGCC) 1993 state-by-state assessment of the potential domestic reserves achievable through the application of Advanced Secondary Recovery (ASR) and Enhanced Oil Recovery (EOR) techniques. Funding for this study was provided by the DOE/BPO, which additionally provided technical support. The IDPM is a three-dimensional (stratified, five-spot), two-phase (oil and water) model which uses a minimal amount of reservoir and geologic data to generate production and recovery forecasts for ongoing waterflood and infill drilling projects. The model computes water-oil displacement and oil recovery using finite difference solutions within streamtubes. It calculates the streamtube geometries and uses a two-dimensional reservoir simulation to track fluid movement in each streamtube slice. Thus the model represents a hybrid of streamtube and numerical simulators.

    This feasibility test was conducted to determine if real-time radiation-monitoring instruments could be mounted on decontamination machines during remediation activities to provide useful and immediate feedback to equipment operators. The U.S. Department of Energy (DOE) sponsored this field test under the Grand Junction Projects Office Remedial Action Project (GJPORAP) to identify a more efficient method to remove radiological contamination from concrete floor surfaces. This test demonstrated that project durations and costs may be reduced by combining radiation-monitoring equipment with decontamination machines. The test also demonstrated that a microprocessor-based instrument such as a radiation monitor can withstand the type of vibration that is characteristic of floor scabblers with no apparent damage. Combining radiation-monitoring equipment with a decontamination machine reduces the time and costs required to decontaminate concrete surfaces. These time and cost savings result from the reduction in the number of interim radiological surveys that must be conducted to complete remediation. Real-time radiation monitoring allows equipment operators to accurately monitor contamination during the decontamination process without support from radiological technicians, which also reduces the project duration and costs. The DOE Grand Junction Projects Office recommends more extensive and rigorous testing of this real-time radiation monitoring to include a variety of surfaces and decontamination machines. As opportunities arise, additional testing will be conducted under GJPORAP.

    The U.S. Department of Energy (DOE) Grand Junction Projects Office (GJPO) occupies a 61.7 acre facility along the Gunnison River near Grand Junction, Colorado. This site was contaminated with uranium ore and mill tailings during uranium refining activities of the Manhattan Engineer District and during pilot milling experiments conducted for the U.S. Atomic Energy Commission`s domestic uranium procurement program. The DOE Defense Decontamination and Decommissioning Program established the Grand Junction Projects Office Remedial Action Project to clean up and restore the facility lands, improvements, and the underlying aquifer. The site contractor for the facility, Rust Geotech, was also the remedial action contractor. Building 34 was radiologically contaminated and the building was demolished in 1996. The soil area within the footprint of the building was analyzed and found to be not contaminated. The area can be released for unlimited exposure and unrestricted use. This document was prepared in response to a DOE request for an individual closeout report for each contaminated GJPO building.

    This report presents information pertaining to environmental activities conducted during calendar year 1995 at the US Department of Energy (DOE) Grand Junction Projects Office (GJPO) facility in Grand Junction, Colorado. Environmental activities conducted at the GJPO facility during 1995 were associated with mixed-waste treatment, site remediation, off-site dose modeling, and radiological and nonradiological monitoring. As part of the GJPO Mixed-Waste Treatment Program, on-site treatability studies were conducted in 1995 that made use of pilot-scale evaporative-oxidation and thermal-desorption units and bench-scale stabilization. DOE-GJPO used some of its own mixed-waste as well as samples received from other DOE sites for these treatability studies. These studies are expected to conclude in 1996. Removal of radiologically contaminated materials from GJPO facility buildings was conducted under the provisions of the Grand Junction Projects Office Remedial Action Project. Remediation activities included the removal of 394 metric tons of contaminated material from Buildings 18 and 28 and revegetation activities on the GJPO site; remediation was conducted in compliance with applicable permits.

    The US Department of Energy (DOE) Grand Junction Projects Office (GJPO) facility occupies approximately 56.4 acres (22.8 hectares) along the Gunnison River near Grand Junction, Colorado. The site was contaminated with uranium ore and mill tailings during uranium-refining activities conducted by the Manhattan Engineer District and during pilot-milling experiments conducted for the US Atomic Energy Commission`s (AEC`s) domestic uranium procurement program. The GJPO facility was the collection and assay point for AEC uranium and vanadium oxide purchases until the early 1970s. The DOE Decontamination and Decommissioning Program sponsored the Grand Junction Projects Office Remedial Action Project (GJPORAP) to remediate the facility lands, site improvements, and the underlying aquifer. The site contractor, Rust Geotech, was the Remedial Action Contractor for GJPORAP. The exterior land areas of the facility assessed as contaminated have been remediated in accordance with identified standards and can be released for unrestricted use. Restoration of the aquifer will be accomplished through the natural flushing action of the aquifer during the next 50 to 80 years. The remediation of the DOE-GJPO facility buildings is ongoing and will be described in a separate report.

    The purpose of this DOE guide is to facilitate the use of consistent procedures to document cost and performance information for projects involving the remediation of media contaminated with hazardous and radioactive wastes. It provides remedial action project managers with a standardized set of data to document completed remediation projects. Standardized reporting of data will broaden the utility of the information, increase confidence in the effectiveness of future remedial technologies, and enhance the organization, storage and retrieval of relevant information for future cleanup projects. The foundation for this guide was laid down by the Federal Remediation Technologies Roundtable (FRTR) in their publication, Guide to Documenting Cost and Performance for Remediation Projects, EPA-542-B- 95-002. Member agencies of the FRTR include the US EPA, the US DOD, the US DOE, and the US DOI. All the member agencies are involved in site remediation projects and anticipate following the guidance provided in the above reference. Therefore, there is much to be gained for DOE to be consistent with the other member agencies as it will be easier to compare projects across different agencies and also to learn from the experiences of a wider spectrum of prior completed projects.

    The scheme couples distillation and ion exchange and solid liquid chromatography in an attempt to prepare narrow-boiling, chemically unique fractions, which can be analyzed further or can supply data for process development. For evaluation of the separation approach, a Cerro Negro crude from the Venezuelan Orinoco basin has been studied in a cooperative program between the United States Department of Energy and the Institute de Tecnologico del Venezolana Petroleo. These fractions may be analyzed by ir, uv, fluorescence, and nuclear magnetic resonance spectroscopy, as well as various mass spectroscopy methods.     As part of its overall strategy to meet its energy goals, the Naval Facilities Engineering Command (NAVFAC) partnered with the Department of Energy's National Renewable Energy Laboratory (NREL) to rapidly demonstrate and deploy cost-effective renewable energy and energy efficiency technologies. This project was one of several demonstrations of new or underutilized commercial energy technologies. The common goal was to demonstrate and measure the performance and economic benefit of the system while monitoring any ancillary impacts to related standards of service and operation and maintenance (O&M) practices. In short, demonstrations at naval facilities simultaneously evaluate the benefits and compatibility of the technology with the U.S. Department of Defense (DOD) mission, and with NAVFAC's design, construction, operations, and maintenance practices, in particular. This project demonstrated the performance of commercially available advanced power strips (APSs) for plug load energy reductions in building A4 at Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii.

Because DOE-GJPO regularly proposes and conducts many different on-site activities, DOE decided to evaluate these activities in one sitewide EA rather than in multiple, activity-specific documents. On the basis of the information and analyses presented in the EA, DOE has determined that the proposed action does not constitute a major Federal action significantly affecting the quality of the human environment, as defined by the National Environmental Policy Act (NEPA) of 1969.     The primary goal of this project is to develop a Scotts Valley Energy Development Office (SVEDO). This office will further support the mission of the Tribe's existing leadership position as the DOE Tribal Multi-County Weatherization Energy Program (TMCWEP) in creating jobs and providing tribal homes and buildings with weatherization assistance to increase energy efficiency, occupant comfort and improved indoor air quality. This office will also spearhead efforts to move the Tribe towards its further strategic energy goals of implementing renewable energy systems through specific training, resource evaluation, feasibility planning, and implementation. Human capacity building and continuing operations are two key elements of the SVEDO objectives. Therefore, the project will 1) train and employ additional Tribal members in energy efficiency, conservation and renewable resource analyses and implementation; 2) purchase materials and equipment required to implement the strategic priorities as developed by the Scotts Valley Tribe which specifically include implementing energy conservation measures and alternative energy strategies to reduce energy costs for the Tribe and its members; and 3) obtain a dedicated office and storage space for ongoing SVEDO operations.

A subcontract was approved between Gas Research Institute and M.D. Wood, Inc. to obtain information on hydraulic fracture length. A meeting was held with Superior Oil Company during July to discuss possible sites for the multi-well experiment. Bartlesville Energy Technology Center continued work toward the assessment of fracture fluid effects on post fracture test times. A full report of the Seismic Formation Mapping Program will be issued by Sandia after review and editing have been completed.

    In the early 1940s, the Manhattan Project was conducted in a regulatory and operational environment less sophisticated than today. Less was known of the measures needed to protect human health and safety and the environment from the dangers posed by radioactive and hazardous wastes, and experience in dealing with these hazardous materials has grown slowly. Certain hazards were recognized and dealt with from the beginning. However, the techniques used, though standard practices at the time, are now known to have been inadequate. Consequently, the DOE has committed to an aggressive program for cleaning up the environment and has initiated an Environmental Restoration Program involving all its field offices. The objective of this program is to ensure that inactive and surplus DOE facilities and sites meet current standards to protect human health and the environment. The objective of these activities is to ensure that risks posed to human health and safety and the environment by inactive sites and surplus facilities contaminated with radioactive, hazardous, and/or mixed wastes are either eliminated or reduced to prescribed safe levels. This Project Management Plan for Major System Acquisition OR-1 Project documents, communicates, and contributes to the evolution of, the management organizations, systems, and tools necessary to carry out effectively the long-range complex cleanup of the DOE sites on the Oak Ridge Reservation, and at the Paducah, Kentucky, and Piketon, Ohio, uranium enrichment plants managed by the Department of Energy Oak Ridge Field Office; the cleanup of off-site contamination resulting from past releases; and the Decontamination and Decommissioning of surplus DOE facilities at these installations.

    The objective of this report is to demonstrate that a thorough assessment of the risks associated with the operation of the Rust Geotech patented VAC*TRAX mobile treatment unit (MTU) has been performed and documented. The MTU was developed to treat mixed wastes at the US Department of Energy (DOE) Albuquerque Operations Office sites. The MTU uses an indirectly heated, batch vacuum dryer to thermally desorb organic compounds from mixed wastes. This process hazards analysis evaluated 102 potential hazards. The three significant hazards identified involved the inclusion of oxygen in a process that also included an ignition source and fuel. Changes to the design of the MTU were made concurrent with the hazard identification and analysis; all hazards with initial risk rankings of 1 or 2 were reduced to acceptable risk rankings of 3 or 4. The overall risk to any population group from operation of the MTU was determined to be very low; the MTU is classified as a Radiological Facility with low hazards.

    The goal of this project is to demonstrate the technical and economic feasibility of commercializing a biotechnology that uses plants to remediate soils, sediments, surface waters, and groundwaters contaminated by heavy metals and radionuclides. This technology, known as phytoremediation, is particularly suited to remediation of soils or water where low levels of contaminants are widespread. Project objectives are to provide an accurate estimate of the capability and rate of phytoremediation for removal of contaminants of concern from soils and groundwaters at Department of Energy (DOE) sites and to develop data suitable for engineering design and economic feasibility evaluations, including methods for destruction or final disposition of plants containing contaminants of concern. The bioremediation systems being evaluated could be less expensive than soil removal and treatment systems, given the areal extent and topography of sites under consideration and the investment of energy and money in soil-moving and -treating processes. In situ technology may receive regulatory acceptance more easily than ex situ treatments requiring excavation, processing, and replacement of surface soils. In addition, phytoremediation may be viable for cleanup of contaminated waters, either as the primary treatment or the final polishing stage, depending on the contaminant concentrations and process economics considerations.

    As part of an ongoing program, Lawrence Livermore National Laboratory (LLNL) is directing the Natural Phenomena Hazards Modeling Project (NPHMP) on behalf of the Department of Energy (DOE). A major part of this effort is the development of probabilistic definitions of natural phenomena hazards; seismic, wind, and flood. In this report the first phase of the evaluation of flood hazards at DOE sites is described. Unlike seismic and wind events, floods may not present a significant threat to the operations of all DOE sites. For example, at some sites physical circumstances may exist that effectively preclude the occurrence of flooding. As a result, consideration of flood hazards may not be required as part of the site design basis. In this case it is not necessary to perform a detailed flood hazard study at all DOE sites, such as those conducted for other natural phenomena hazards, seismic and wind. The scope of the preliminary flood hazard analysis is restricted to evaluating the flood hazards that may exist in proximity to a site. The analysis does involve an assessment of the potential encroachment of flooding on-site at individual facility locations. However, the preliminary flood hazard assessment does not consider localized flooding at a site due to precipitation (i.e., local run-off, storm sewer capacity, roof drainage). These issues are reserved for consideration by the DOE site manager. 11 refs., 84 figs., 61 tabs.

    This document contains the research projects which were identified at an industry-government workshop on Arctic, Offshore, and Drilling Technology (AODT) held at Bartlesville Energy Technology Center, January 5-7, 1981. The purpose of the workshop was to identify those problem areas where government research could provide technology advancement that would assist industry in accelerating the discovery and development of US oil and gas resouces. The workshop results are to be used to guide an effective research program. The workshop identified and prioritized the tasks that need to be implemented. All of the projects listed in the Arctic and Offshore sections were selected as appropriate for a Department of Energy (DOE) research role. The drilling projects identified as appropriate only for industry research have been separated in the Drilling section of this report.

    The March, 1980 progress of the government-sponsored projects directed towards increasing gas production from the low permeability gas sands of the western United States is summarized in this report. A site for the multi-well experiment was approved by the industry review committee; drilling is expected by mid-summer. Bartlesville Energy Technology Center continued work on fracture conductivity, rock/fluid interaction, and log evaluation and interpretation techniques. Lawrence Livermore Laboratory continued experimental and theoretical work on hydraulic fracturing mechanics and analysis of well test data. Analysis of data obtained from a test of the borehole seismic unit by Sandia Laboratories continued. The DOE Well Test Facility continued bottom-hole pressure buildup measurements at the Colorado Interstate Gas Company Miller No. 1 well.

    This report summarizes the progress of the government-sponsored project directed towards increasing gas production from the low permeability gas sands of the western United States. The planning activities for the multi-well experiment continued in May. Bartlesville Energy Technology Center continued formation evaluation and reservoir simulation studies. Lawrence Livermore Laboratory continued calculations of fracturing near interfaces. Los Alamos Scientific Laboratory focused work on the permanent magnet system for NMR logging. Results of the 3-D Seismic Reflection Survey were presented by Sandia Laboratories. Production and injection experiments continued for the Colorado Interstate Gas Company Miller No. 1 and Sprague No. 1 wells. The DOE Well Test Facility was transported to Las Vegas for repairs and modifications. In situ testing continued at the Nevada Test Site for the Sandia Mineback program.

    SLAC Archives and History Office (AHO) backlog of unprocessed material is over 3,000 cubic feet and growing. Because much of this material was directly transferred to off-site storage, the provenance and contents are a mystery. The costs of off-site storage, lack of knowledge of the contents, and the impending federal regulations in 2009 concerning storage facilities all suggest the need for a long-term plan for the backlog. AHO presents these options to SLAC management: (1) Continue with the status quo, adding new accessions to OffSite Records Management, LLC (hereinafter referred to as OffSite) storage; (2) Pull the backlog back a segment at a time for box-level processing, determine what is in each box, get rid of extraneous material, and return what is left to OffSite storage; (3) Gradually retrieve the backlog for thorough, folder-level processing and then transfer to the Federal Records Center in San Bruno (hereinafter referred to as FRC) or the Archives side of the operations at the National Archives and Records Administration in San Bruno (hereinafter referred to as NARA); and (4) Gradually retrieve the backlog for a combination of box-level processing with return to OffSite storage and thorough folder-level processing with transfer to FRC or NARA.

    The goal of the present technology development was to increase the efficiency of internal combustion engines while minimizing the energy penalty of meeting emissions regulations. This objective was achieved through experimentation and the development of advanced combustion regimes and emission control strategies, coupled with advanced petroleum and non-petroleum fuel formulations. To meet the goals of the project, it was necessary to improve the efficiency of expansion work extraction, and this required optimized combustion phasing and minimized in-cylinder heat transfer losses. To minimize fuel used for diesel particulate filter (DPF) regeneration, soot emissions were also minimized. Because of the complex nature of optimizing production engines for real-world variations in fuels, temperatures and pressures, the project applied high-fidelity computing and high-resolution engine experiments synergistically to create and apply advanced tools (i.e., fast, accurate predictive models) developed for low-emission, fuel-efficient engine designs. The companion experiments were conducted using representative single- and multi-cylinder automotive and truck diesel engines.
